“When did we ever have the proofs of our identification, our entire life  has been  spent wandering around the wastelands. It was our good fate that almighty sent you and Tohidbhai otherwise who else was prepared to hold our hand. In fact, we have suffered a lot. The moment we saw someone dressed in Khakhi (colour synonymous to police uniform in India) we would run for our lives. But because of you  we are at peace now and life has offered us hope.”

“Ben, can you help us with land to build a house. How long will we stay in shanties like these?”

Lakhabhai Dafer a resident of Rajpur, Mehsana and many like him have weaved a dream of a home and keep requesting us for the same.

We have filed the applications  and submitted it to the concerned department however, for some or the other reasons the  applications are refusing to move forward to see the light of the day.

“We will get to stay in our own house in this lifetime, right?” curious  Lakhabhai and Dilabhai raise questions we have yet to find answer to.

“Ben, we even have voter ID cards now, so why is it so  difficult to find land for us??”  inquired Lakhabhai and others showing me their voter ID cards when I was at their settlement recently.

Honestly, I have now answers to all these questions. But, I wish these questions reach those concerned who have decided to remain blind to the plight of these families and turned a deaf ear to their repeated requests.

'સીમાડે રઝળતા અમારી કને અમારી ઓળખના એકેય આેધારો ચો હતા. એ તો હારા પરતાપ માલીકના કે તમન ન તોહીદભઈન મેલ્યા. નકર અમારુ કુણ ધણી થાતુ તુ. બહુ દુઃખ વેઠ્યું, જંગલી પ્રાણીઓ ઘોડે ખાખી વરદીન ભાળી ન નાહતા ફરતા પણ હવે બધી વાતનું હખ હ.'

'બેન રેવા બલ્લે જમીનું કોક કરી દો ન ચો હુદી ઓમ સાપરાંમો પડ્યા રેવાનું?'

મહેસાણાના રાજપુરમાં રહેતા લાખાભાઈ ડફેર અને તેમના જેવા બધાયની ઘર બાંધવા પોતાની જમીન મળે એવી એક જ વિંનંતી.

દરખાસ્ત આખી તૈયાર કરીને આપી દીધી છે પણ કોણ જાણે આ દરખાસ્તના નિકાલનું મુહરત નથી નીકળી રહ્યું.

લાખા ભાઈ અને દીલાભાઈ કહે એમ,

'અમારા જીવતા ઘર જડી તો જાહે ને?'

મનેય નથી ખબર શું થવાનું...

એમની વસાહતમાં ગયા ત્યારે લાખાભાઈને અન્ય સૌએ મતદારકાર્ડ બતાવ્યા અને કહ્યું, 'બેન હવ તો કેડેય જડી ગ્યા તોય ઘર કેમ નથી આલતા??'

જવાબ મારી પાસે નથી....

પણ હવે બહેરા કાનને આ અવાજ સંભળાય એમ ઈચ્છીએ...

“Ben, we have spent our entire lives in such shabby looking shanties, these living conditions do not bother us much but surviving each monsoon under such roof is a challenge, the harsh winds of winters and summers make it difficult to cook a proper meal.

Cooking becomes a difficult task and the cooked foods receive a liberal garnish of sand that these winds bring along. We would be delighted to move into our own home soon…” Sayraben Dafer of Surendranagar’s Danawada draws a very honest picture of the challenges she encounters while living in makeshift houses.

We have been requesting  to the government for allotment of residential plots to the nomadic and de-notified families of Surendranagar. Today, was different because when we met  the Surendranagar District Collector Shri Rajan, he asked us to prepare and  submit plot applications for all these families, assuring us that he  will make sure the plots are allotted at the earliest . Shri Rajan has also instructed his staff to do the same. For now we have requested allotment of plots to more than 500 nomadic families of Dhrangadhra and Limdi blocks.

VSSM’s Harshad will be preparing the applications and both Kanubhai and he will be meeting the Additional Collector of Limdi and Dhrangadhra tomorrow. We hope the wait isn’t longer this time. We are grateful to Shri. Rajan for his proactive and positive approach.

Hopefully,  nomads like Gulabbhai, Sayraben who have been wandering for centuries will soon find an address of their own. With such positive developments we are inching closer to realising our goal of providing a permanent address to the nomadic families of Gujarat…..

બેન આખી જીંદગી સાપરાંમાં જ કાઢી.. આમ તો આંયા કાંય વાંધો નથ પણ ચોમાસામાં આંયા રેવાનું બહુ અઘરુ થાય સે. અન વાયરો ઘણો હોય તો ખાવાનું બનાઈએ એમાંય ઘણી રેત આવે. હવે હરખુ ઠેકાણું થાય તો બેન રાજી'

સુરેન્દ્રનગરના દાણાવાડામાં રહેતા સાયરાબહેન ડફેરે આ વાત કરી.

આમ તો સરકારમાં તો ઘણા વખતથી સુરેન્દ્રનગરમાં રહેતા પરિવારોને પ્લોટ મળે તે માટે રજૂઆત કરતા હતા. પણ આજે કલેક્ટર શ્રી રાજનને મળ્યા ને અેમણે બધી વસાહતોની દરખાસ્ત તૈયાર કરીને આપવા કહ્યું. દરખાસ્ત કર્યાના થોડા સમયમાં જ પ્લોટ આપવાની એમણે ખાત્રી આપી.

શ્રી રાજનને સરકારી પડતર જગ્યાના સર્વે નંબર બતાવવા વાત કરીને એમણે એ પ્રમાણે સૂચના આપી. હાલ પુરતુ અમે લીમડી અને ધ્રાંગધ્રામાં આશરે 500 ઉપરાંત પરિવારોને વસવાટ માટે જગ્યા ફાળવવા વિનંતી કરી છે. શ્રી રાજનની હકારાત્મકતા માટે તેમના આભારી છીએ..

‘Ben, years back  when you asked  me to stay in the danga/settlement, I gave up my  Rs.  20,000 job of boundary guard and have remained in the settlement ever since. I have also given up  on all the other prohibited activities,’ Vijapur’s Umarbhai Dafer  must be  my father’s age and acts like a father too.

‘This organisation is ours and so are you,’ he always says about me. No one can dare to speak against me in his presence.

‘Do you remember the earlier me? You just mellowed me down so much…’ that is how Umarbhai remembers himself. Umarbhai who bestows tremendous respect to me, always stands beside me like a rock when needed.

During my initial days when I visited  Vijapur, Umarbhai and Ahmadbhai would always come to see me off at the local bus station. They would never fail to roll couple of 100 rupees notes every time I said my goodbyes. If I refused the invariable reply would be, ‘how can a daughter return empty handed from her maternal home!!’

Umarbhai never fails to shower respect and affection. The ups and downs of he has experienced through his life can teach us major life lessons. That is why I have begun writing a book on it.

I was in Vijapur recently and as usual our discussions were touching and profound.

'તમે કીધુ કે ઉમરભાઈ વસાહતમાં રહેવું પડશે તે વીસ હજારની ચોકી મુકીને વસાહતમાં બેસી ગ્યો. ને આડાઅવળા રસ્તાય મેલી દીધા બેન.'

વિજાપુરમાં રહેતા ઉમરભાઈ ડફેર મારા પિતાની ઉંમરના અને અધિકારભાવ પણ એક પિતા રાખે એવો જ રાખે.

મારી સંસ્થાને બેન તમેય અમારા. કોઈ મારી વિરુદ્ધ કશું બોલે તો જરાય સાંખી ના લે.

'પહેલા કેવો હતો હું તમે લાકડી પકડીને બેહાડી દીધો...' આવા ઉમરભાઈ મારુ ખુબ માન રાખે.

કામ શરૃ કર્યાના દિવસોમાં વિજાપુર જવું તો ઉમરભાઈ ને અહેમદભાઈ બેય બસ સ્ટેશને મુકવા આવે ને વસાહતમાઁથી નીકળુ એટલે હાથમાં સો - બસો રૃપિયા આપે. ના પાડુ તો કહે દીકરી પિયરથી એમનમ થોડી જાય.

ખુબ ચાહત રાખે અને જરૃર પડે મારી પડખે દિવાલની જેમ ઊભા રહે... એમની જિંદગીના ચડાવ ઉતાર જબરા છે કથા લખી રહી છુ એમની ઉપર..

હમણાં વિજાપુર જવાનું થયું તે વખતે જુની વાતો યાદ કરી થોડો કાળી ચૌદસનો કકળાટ પણ કાઢ્યો એ વેળાની તસવીર...

 Amarapur Pati… Name is not unknown to the friends living in North Gujarat. Amrapur is known for different reasons but the people of the suburb Pati are loving and amazing.   

They got into robbery owing to the circumstances but now it is all past, if not, they will become past very soon.

You may call us Miyana or Sandhi or Dafer, but Ben we are all the same, said Sulemanbhai. He emphasised, “You have to come for the change of this village.” Umarbhai Dafer a fatherly person and Tohid became the reason. This village is near to the border of the desert and people had some meagre land too. But the land was salted. Due to the lack of facilities of water, there is no produce in the land except in monsoon. In the village, there are more than 80 families living in the houses made of twigs. Some people don’t even have the Voter ID, Ration Card and so on.

“Ben, can these shanties fight the hurricane?, you only tell, shouldn’t we get housese?” this is what Sulemanbhai felt. This feeling was conveyed to the Collector. The Collector told the Social Welfare officer to go immediately with the VSSM worker Mohanbhai. He started filling the forms of Caste certificate and applications for the allotment of plot. Pati is the great example of the work which can be done if the officer is sensitive. (Worker Mohanbhai with the official).

We will make arrangement for getting all the families their own houses and identity proofs in Pati. But we will also deepen the lake of the village too. And we will also put forth to the government that the water from the canal which is 3 kms away, to fill this lake. If this can be done then they can grow crops in all three seasons according to Sulemanbhai.

When we left Pati, a person in our acquaintace stopped us for tea. There, some person asked by hand gestures how come you come from this side. When we said that we had gone to Pati then he asked whether something big has happened. At that time I remembered the time when 2017 floods when we were going in the villages of Patan and Banaskantha. Farmers told in many villages when the water levels increased in the village, they released their buffaloes from the stable and the people of Pati tieed them in their stables. On the other hand, Sulemanbhai said, “Ben, we only released our buffaloes, then how can we tie other people’s buffaloes? Entire Pati was in water. We only left everything then how can we tie the buffaloes.

Really, we are all weird people. They might have made some thievery or loot, or worse comes to worse they might have been habitual criminals. But if the robber Vali can become a sage Valmiki then this village also can change. And the change is taking place too. 

But as per the known saying, even if the snake is gone but the trail is there, the same thing is happening with Pati. But everything will change, At the end, they are also our people only.

અમરાપુર પાટી... ઉત્તર ગુજરાતમાં રહેતા મિત્રોથી આ નામ જરાય અજાણ્યુ નથી.. જુદી રીતે પ્રસિદ્ધ થયેલા અમરાપુર ગામના પરા એવા પાટીમાં રહે છે ખુબ જ અદભુત અને પ્રેમાળ માણસો. સંજોગોના કારણે લૂંટફાટમાં ક્યાંક જોડાઈ ગયેલા પણ હવે એ બધી વાતો ભૂતકાળ થઈ ગઈ અને નહીં થઈ હોય તો થવાની...

ડફેર ક્યો કે મિયાણા કે સંધી બધા અમે એક જ બેન એવું સુલેમાનભાઈએ કહ્યું ને ગામના સુધાર માટે તમારે આવવાનું છે તેવું ભારપૂર્વક કહ્યું. ઉમરભાઈ ડફેર મારા પિતાતુલ્ય ને કાર્યકર તોહીદ નિમિત્ત બન્યા. રણની કાંધીને અડીને આવેલા ગામના કેટલાક લોકો પાસે ખેતીલાયક આછી પાતળી જમીન ખરી. પણ જમીન ખારી અને પાણીની સગવડ ના હોવાના લીધે ચોમાસા સિવાય કશું પાકે નહીં. ગામમાં અંદાજે 80 ઉપરાંત પરિવારો ઘાસના છાપરાંમાં રહે. કેટલાક પાસે તો મતદારકાર્ડ, રેશનકાર્ડ એવુંએ ના મળે.

બેન વાવાઝોડા હામે આ છાપરાં ટક્કર લઈ હકે? તમે જ ક્યો. અમને ઘર ના મળવું જોઈએ. એવી સુલેમાનભાઈની લાગણી કલેક્ટર સાહેબ સુધી પહોંચાડીને કલેક્ટર સાહેબે સમાજકલ્યાણ અધિકારીને VSSMના કાર્યકર મોહનભાઈ સાથે તત્કાલ જવા કહ્યું ને ત્યાં જઈને તેમણે જાતિપ્રમાણપત્રના ફોર્મ ભરવાનું ને પ્લોટની માંગણી કરતી અરજીઓ કરવાનું કરી દીધુ. સંવેદનશીલ અધિકારી હોય તો કામ કેવું રૃડુ થાય એનું ઉદાહરણ પાટીમાં થવા જઈ રહેલું કામ છે. પાટીમાં રહેતા તમામના ઘર થાય સૌ પાસે પોતાની ઓળખના આધારો હોય એ તો કરીશું જ પણ. ગામનું તળાવ ઊંડુ કરવાનું કરીશું. ને એમાં ત્રણ કી.મી.દૂર પસાર થતી કેનાલનું પાણી નંખાય એવી રજૂઆત કરીશું તળાવ ભરેલું રહેશે તો સુલેમાનભાઈના કહેવા પ્રમાણે ખેતીની ત્રણ સીઝન લઈ શકાશે.

પાટીથી નીકળી વચ્ચે અમારા પરિચિત એક ભાઈએ તેમની લારી પર ચા પીવા રોક્યા ત્યાં એક ભાઈએ હાથથી ઈશારો કરીને આમ કઈ બાજુ એવું પુછ્યું. એમને જ્યારે પાટી ગયાનું કહ્યું ત્યારે, કેમ કાંઈ મોટુ કર્યું છે તેવું પુછ્યુ ત્યારે બનાસકાંઠામાં 2017માં આવેલા પુર પછી પાટણ અને બનાસકાંઠાના ગામોમાં ફરતા હોવાનો સમય યાદ આવ્યો. ઘણા ગામોમાં ખેડુતોએ પુરમાં પાણીનો આવરો વધ્યો એટલે અમે ખીલે બાંધેલી ભેંસો એમ જ છોડી દીધી તે એ બધીએ આ પાટીવાળીએ બાંધી લીધાની વાત કર્યાનું યાદ આવ્યું. સુલેમાનભાઈ કહે છે કે, બેન અમારી જ ભેંસો છોડી દીધેલી ત્યાં બીજાની લઈને બાંધવી ક્યાં. આખુ પાટી પાણીમાં હતું અમે જ આ બધુ મુકીને જતા રેલા ન્યાં ભેંસો ક્યાં બાંધવાના..

ખરેખર આપણે સૌ ગજબ છીએ. હશે ક્યાંક ચોરી કે લૂંટ વખાની મારી કરીએ લીધી હશે અરે માનીલો કે આ ગામમાં રીઢા ગુનેગારોય હશે પણ વાલીઓ વાલ્મીકી થઈ શકે તો આ ગામમાંય બદલાવ આવી શકે અને બદલાવ છે પણ ખરો.

પણ પેલી કહેવત છે ને સાપ ગ્યાને લીસોટા રહી ગયા બસ એવું જ ક્યાંક પાટીનું છે... પણ બદલીશું બધુંએ... આખરે એ પણ આપણા જ છે ને....

Take your baggage and vacate the village within two days!

“But Sahab, we have been staying in Vamaj village, protecting the boundaries of your village since last 15 years. Now where will we go?” 

“Go wherever you want to, at any cost, police should not come to the village due to you people!”

Parole Wanted Police destroyed the Danga of Dafers on 14th May and whatever they told to the village people, entire village said no to keep these Dafer families.          

Range IG Jadeja Sir an d DSP S.P. Sir also talked to the people of the village. They gave assurance that now the police will not harass but the people are still not ready. Our heartfelt thanks to these officers who genuinely took the action about the harassment of the Dafers. But it is difficult to convince the people of the village. 

Dilabhai has been protecting the village boundaries since last 15 years. Nobody from his family is a criminal. But they have to leave the village now due to the behaviour of the police. 

Police are supposed to be in the role of a protector. But whatever they did in Wamaj became the reason for the hard times of these innocent families.       

Where to go is the question of these Dafer families which I am asking the entire police department.

Also, I tell the people, who destroyed the Danga of Dafers and instigated the villagers, to put themselves in the shoes of these families and be a human. 

Three months ago, when I had gone to Wamaj, Dilabhai had shown the bike which he had bought from his hard earned savings. He also had told me to give the loans in order to buy an autorickshaw for his son. But before we could do anything, look what callous behaviour police did to the eight families like Dilabhai’s. We had a great talks when we had met, which can be seen in the photo. 

If these people from shanties would have been cruel criminals, then how would they have been living like this? They would have bought the house in Gandhinagar or Ahmedabad and bought a car. 

I will again tell the police to find the real criminal but not to trouble the innocent.  

‘તમારા લબાચા લઈને બે દાડામાં ગામ ખાલી કરો.’

‘પણ સાહેબ અમે 15 વરહથી વામજમાં જ રઈએ સીએ ને તમારી સીમ હંભાળીએ સીએ તે હવે ચા જઈએ.’

‘જ્યાં જવું હોય ત્યાં જાવ પણ હવે તમારા કારણે અમારા ગામમાં પોલીસ આવે એ અમને ના પોષાય.’

14 મેના પેરોલ વોન્ટેડ પોલીસે #ડફેરના ડંગામાં આવીને જે તોડફોડ કરી અને પછી ગ્રામજનોને જે પણ કહ્યું હોય તે આખા ગામે ડફેરને રાખવાની ના પાડી દીધી.

રેન્જ #આઈજી જાડેજા સાહેબ અને મહેસાણા ડી.એસ.પી. એસ.પી. સાહેબે પણ ગામલોકો સાથે વાત કરી ને હવે પોલીસ હેરાન નહીં કરેની ખાત્રી આપી છતાં ગામલોકો માનવા તૈયાર નથી. આ અધિકારીઓનો અમે હૃદયપૂર્વક આભાર માનીએ છીએ એમણે ખરેખર દીલથી ડફેર પર થયેલા અત્યાર માટે યોગ્ય પગલાં લીધા પણ ગામને સમજાવવું મુશ્કેલ બની રહ્યું છે.

15 વર્ષથી સીમ સાચવતા દીલાભાઈ ને એમના પરિવારના એકેય વ્યક્તિ ગુનેગાર નથી પણ પોલીસની આ વર્તુણકના કારણે આજે તેમને ઘર છોડવાનો વારો આવ્યો.

પોલીસને રક્ષકની જેમ વર્તવા કહીએ છીએ. વામજમાં જે કાળો કેર વર્તાવ્યો એનું પરિણામ આ નિર્દોષ પરિવારોને ભોગવવાનું થયું. 

ક્યાં ગામમાં જઈએ એ પ્રશ્ન ડફેર પરિવારોનો છે.... ને એજ પ્રશ્ન હું સમગ્ર પોલીસ વિભાગને પુછી રહી છું.

ને સાથે ડફેર પરિવારની જગ્યાએ જેમણે પર ડંગામાં જઈને તોડફોડ કરી અને ગામલોકોને ભેર

વ્યા તેમને ડફેરની જગ્યાએ તમારી જાતને મુકવા કહુ છું ને સાથે માણસ થવા પણ કહુ છું...

ત્રણેક મહિના પહેલાં વામજમાં ગઈ ત્યારે દીલાભાઈએ મહેનત કરીને બચતમાંથી ખરીદેલું બાઈક બતાવ્યું ને સાથે લોન આપવા પણ કહેલું જેથી છોકરાંને રીક્ષા અપાવી શકે હજુ આ બધુ પતે એ પહેલાં જુઓને દીલાભાઈ ને તેમના જેવા 8 પરિવારો પર કેવો કાળો કેર વર્તાવ્યો. એ વખતે મળ્યા ત્યારે કેવી સરસ આનંદથી વાતો કરેલી એ ને એ લોકો જેમાં રહે છે તે છાપરાં પણ ફોટોમાં જોઈ શકાય છે. 

આ છાપરાંવાળા આવા જબરા ચોર હોત તો આવામાં સુકામ પડ્યા રેત. અત્યાર સુધીમાં ગાંધીનગર ને #અમદાવાદમાં બંગલાને ગાડી ના ખરીદી લીધી હોત.

પોલીસને ફરી કહીશ સાચા ગુનેગાર પાસે જાવ આવા નિર્દોષને હેરાન ના કરો.

Allarkhabhai Dafer’s family lives in Shiyani village of Surendranagar District of Gujarat, since many years. From whatever he got from the village boundary, the boundary-keeper Allarakhabhai built his ‘home’ which we call ‘shanty’ in our words. The material to construct the house was twigs, sticks of cotton tree, sesame plants and some plastic sheet to make a roof. Some plastic banners discarded by Ad Agencies like Chitra become the roof for free for the house of this Dafer. People can see the advertisement on hoardings but who bothers to see his entire household beneath that ad?

VSSM fieldworker Harshad got tired running to get the Voter’s ID, Ration Card, Aadhar Card issued for these people. He also worked hard to open the bank accounts. “We don’t have that much money to deposit in the bank. Please drop the idea of opening a bank account”, said Allarakhabhai. 

Allarakhabhai was happy when he got his Ration card. He thought that he would get grains and food now but when he went to the government ration shop, he came to know that he was given the APL card which is a mark of prosperous and rich, Above Poverty Line people.

What do I do with this Kerosene? Earlier there was no light in my hamlet, now I can light a lamp in my hamlet by this Kerosene, otherwise there is no use of this card.”

You can see the plight in the photograph. If they get BPL or Antyoday Ration card, Allarakhabhai’s children can go to school instead of going to collect the cow dung cakes in the morning. 

Allarkhabhai had taken a loan of Rs. 10,000 in order to open the Tea Shop but his wife Aaisaben had some problem in uterus so those money he spent for her treatment. Their poverty is conspicuous but they don’t have the ‘MA’ Card or ‘Vatsalya Card’ to get the medical treatment for free.  

If he may be given the plot, he may built a house for him but if he doesn’t fit in the criteria of the government ‘Below Poverty Line’, he is not getting plot as well.

The application to provide the plot is lying in the Collector’s office. Hope that the application may be granted, so that the Allarakhabhai may get his own house. 

I was sitting with Aaisaben. She asked, “When will I get the house?” I did not have an answer…

સુરેન્દ્રનગરના શિયાણીમાં વર્ષોથી અલ્લારખા #ડફેર નો પરિવાર રહે. સીમરખા અલ્લારખાને સીમમાંથી જે સંશાધનો મળ્યા એનાથી અમણે ઘર આપણી ભાષામાં કહીએ તો છાપરુ બનાવ્યું. કપાસની સાંઠી, તલના છોડના સાંઠીકડા એ ઘર બાંધવાનો સામાન ને એની ઉપર પ્લાસ્ટીક. ક્યારેક તો ચિત્રા કે એવી કોઈ જાહેરાતની એજન્સીએ ઉતારી કાઢેલા પ્લાસ્ટીક આ છપરાં માથે ઢંકાય ને સાવ મફતમાં જે તે કંપનીની જાહેરાત ડફેરનું છાપરુ કરે. જો કે આ જાહેરાત આભમાં ઉડવાવાળાને જ દેખાય. બાકી એમના છાપરે કોને કામ હોય તે જાય?

‘અમાર પાહે એવા પૈસા ક્યાં સે તે બેકમાં મુકવા જાઉં પડે. રેવા દયોને ખાતા ખોલાવાનું.’ એવું અલ્લારખાભાઈએ કહેલું. 

રેશનકાર્ડ મળ્યું ત્યારે રાજી થઈ ગયેલા. હતું કે હવે #અનાજ મળવાનું. પણ જ્યારે દુકાને ગ્યા ત્યારે ખ્યાલ આવ્યો કે, સરકારની સુખી લોકોની પરિભાષામાં તેમનો સમાવેશ થયો છે એટલે એપીએલ રેશનકાર્ડ મળ્યા છે.

‘બેન નકરુ ઘાસતેલ મળે ઈને હું ધોઈ પીવાનું. હા અમાર ડંગામાં પેલા લાઈટ નોતી તે હવે આ ઘાસતેલથી દીવો તો જગાવી હકાય સે. બાકી આ કેડ કાંય કામનું નથ..’

ફોટોમાં સ્થિતિ તો જોઈ જ શકાય છે. બી.પી.એલ. કે #અંત્યોદય રેશનકાર્ડ મળે તો અલ્લારખાભાઈના ટાબરિયા સીમમાં સવારથી છાણ વિણવા નીકળી જાય છે એની જગ્યાએ નિશાળ જવાનું કરે. 

દસ હજારની #લોન ચાની લારી કરવા અલ્લારખાએ લીધી પણ પત્ની આઈસાબેનને ગર્ભાશયની તકલીફ થઈ તે બધા પૈસા એમાં ખર્ચાઈ ગ્યા. ગરીબી તો નજરે ચડે છે પણ એમની પાસે ક્યાં ‘મા’ કાર્ડ કે ‘વાત્સલ્ય’ કાર્ડ હતા તે મફતમાં સારવાર થાય...

રહેવા પ્લોટ મળે તો ઘર બાંધી આપીશું. પણ જુઓને સરકારે જાહેર કરેલી ગરીબી રેખા નીચે આમનો સમાવેશ નથી તે એનોય મેળ પડતો નથી.. 

પ્લોટની માંગ સાથેની અરજી કલેક્ટર કચેરીમાં વર્ષોથી પડી છે.. આશા છે એ અરજીનો હકારાત્મક નિકાલ આવે ને અલ્લારખાભાઈનો પરિવાર ઘરવાળો થાય...

આઈસાબેન સાથે બેસી. એમણે પુછ્યું, ‘ઘર ક્યારે થાશે?’મારી પાસે જવાબ નહોતો ...

બાકી મળેલા #એપીએલ રેશનકાર્ડ સાથે એમના #ઘર તો આપણે જોઈએ જ છીએ.

We are Dafer

We are believed to be ruthless honestly, a sight of police jeep in vicinity scares the hell out of us!

Police and Dafer enjoy a long-standing animosity. In the past Dafer were involved in looting and robbing people which was the reasons of frequent police visits but, we have left our unlawful activities yet, police does not allow to let us be!!  

Since last one year, we have requested a copy of the list containing the names of criminal Dafer. The community leaders decided to present all the accused Dafer men on the list before the police, whether those on the list is an offender or not.  The Dafer men are also willing to offer themselves to the police but the Police department and the Home department are absolutely not interested in accepting this request.

We presented Katiya (seen in the picture) to the police, the other police station got offended and harassed us because we did not bring him to them! Others also want to follow Katiya but, the police are not prepared to talk to us. We have made so many rounds to their offices, requesting for their time but, nothing seems to work!

We are fed up of all these everyday harassments and want to spare ourselves from it but, the police are not interested in sparing us!! Someone need to make the police understand?

We demand freedom from these frequent police harassment and also want residential plots allotted in the village. VSSM in complete support of this demand..

અમે ડફેર

કહેવાઈએ ખુંખાર પણ પોલીસની લબકારા લેતી લાઈટથી બી મરીએ...

પોલીસ ને અમારી હારે જનમ જનમના વેર જેવું... પેલા લૂંટ કરતા એટલે પોલીસ અમારા ત્યાં આંટાય ખુબ દેતી. પણ હવે તો બધુ મુક્યુ પણ પોલીસ અમને મુકતી નથી...

સરકાર પાસેથી #ગુનેગાર ડફેરોની યાદી માંગી. અમે નક્કી કરી લીધુ ગુના કર્યા હોય કે ના કર્યા હોય પણ પોલીસના ચોપડે જેમના નામ ચડ્યા હોય એ તમામ #ડફેરને હાજર કરવા. છેલ્લા વરસથી #ગુનામાં નામ હોય એવા ડફેરોની યાદી માંગી છે ને એ બધાને પોલીસ સામે હાજર થવું છે પણ જુઓને એમાં પોલીસ વિભાગ ને કે #ગૃહ_વિભાગને જરાય રસ નથી. 

(ફોટોમાં દેખાય એ એક કટિયાને હાજર કર્યો એમાં બીજા પોલીસવાળા લોઈ પી ગ્યા છતાંય બીજાનેય હાજર કરવા છે એ નક્કી પણ એ માટે સાથે બેસો તો ખરાં..ગાંધીનગર પોલીસ અને સરકાર પાસે સમય માંગવામાં જુત્તાય ઘસી ગયા પણ આ વાત માટે એમને સમય નથી)

અમારે તો પોલીસની ઝંઝટમાંથી છુટવું છે પણ ભઈ સાબ આ પોલીસ અમને છોડવા રાજી નથી...

કોઈ સમજાવો આમને... સામે ચાલીને હાજર થવા રાજી છીએને છતાં......

At VSSM we like people to spread their wings and fly… Musabhai Dafer proved to be doing just that...

 Musabhai stays in Juna Padhar village near Viramgaum town.

Few years back, we had compelled him to send his children to school if he wanted our assistance in obtaining documents like ration card etc. The pre- condition worked and Musabhai’s children began attending school in Juna Padhar. We were expecting the village panchayat to allot residential plots to these Dafer families but things did not work-out as we expected. Musabhai had to leave the village. The family moved to Bhojwa where they set up their dangaa on the outskirts of the village.

“How were your exams?” I inquired to the children when I visited the new residence.

“They could not appear for exams as we had to move!!”

“You should have moved few days later, should have waited for exams to get over! You wasted their academic year, Musabhai”

“Where do I know all this, Ben! These kids  should have told me but, they also did not utter a word about exams, I am completely unaware of all these matters of admission and exams!”

This was 7 years back. Recently Musabhai called up to complain about the visits the police were making to their Dangaa and threating them to summon the weapons they possessed. Musanbhai was disturbed and disliked the police visiting the dangaa… “Ben, I do not like police frequenting the dangaa, please intervene to solve the issue!”

Next day, Musabhai and I along with Tohid and Maulik reached the office of Gandhinagar DGP.. The officials were very responsive and positive. They immediately called up LCB Sarkhej and ordered them to stop their acts of harassing Dafer. Delighted with the encouraging experience we had we set out to return back to Ahmedabad. Musabhai was with us, “Ben, when you come to our dangaa be firm with the parents and tell them to send their children to school. I have refused to do their work until they do not send them to school.” I was amazed at his concern. Is this the same Musabhai who, some years back did not know anything about school?  Today,  his concern for educating children had grown beyond his own children, he now cared to ensure that the children of entire Dangaa go to school.

At VSSM we like people to spread their wings and fly… Musabhai proved to be doing just that. He now rents 25 bighas to farm and earn his living. His hut has fan, small refrigerator and his stock of grains in neatly arranged containers. Of course, the grains are from fairprice shop but the family has understood the value of storing food and not buying it on daily basis.

“Ben, will you have rotla (millet flat-breads) with us?” he asked us.

“Of course, along with some dhokli nu shaak!” I requested.

As  when we sat down for lunch there were many other foods that had been prepared for us. The pleasure of enjoying such soulful meals with humble folks like Musabhai is second to none..

મુસાભાઈ ડફેર વિરમગામ પાસેના જુના પાધરમાં રહે.

બાળકોને ભણાવશો તો જ #મતદારકાર્ડ કાઢી આપીશું એવી મીઠી ધમકી એમને આપેલી ને પછી તો બાળકો નિયમિત શાળામાં જવા માંડ્યા. જુના પાધરમાં કાયમ આશરો મળશે એવી આશા જાગેલી પણ પછી એ ઠગારી નીવડી. ગામ છોડવું પડ્યું. ભોજવાની #સીમમાં ડંગા નાખ્યા. ત્યાં એમને મળવા ગઈ ને શાળામાં ભણતા છોકરાંઓને પુછ્યું પરિક્ષા કેવી ગઈ? 

‘પરિક્ષા ના આપી. ડંગા ઉપાડવાના હતા ને એટલે.’

‘કેમ ડંગા ચાર દી પછી ઉપાડવા હતા ને? એક ફેરા #પરિક્ષા પતવા દેવી હતી ને?

મુસાભાઈને કહ્યું, ‘આવું કેમ કર્યું છોકરાંઓનું વરસ બગાડ્યું.’

‘પણ મને ચો ખબર હતી આ પરિક્ષાની. છોકરાંઓને કેવું પડે ને મને એમ કે આ ગોમની નિશાળમાંથી દાખલા કાઢીને ભોજવાની નિશાળમાં આલી દઈશું. આવી પરિક્ષા બરીક્ષાની મન શું ખબર પડ?’

આ વાતને સાત – આઠ વર્ષ થયા. હમણાં ભોજવામાં #પોલીસ આવીને #હથિયાર બાબતે બધાને ધમકાવી ગઈ. ખુબ મહેનતુ ને ઈમાનદાર મુસાભાઈને પોલીસનું આમ ડંગામાં આવવું ગમ્યું નહીં. ફોન કરીને, ‘બેન ડોસી મરે તો વાંધો નહીં પણ જમડા ઘર ના ભાળવા જોઈએ, આ પોલીસનું કાંક કરો.’

બીજા દિવસે #ગાંધીનગર ડીજીપી ઓફીસ તોહીદ અને મૌલિક સાથે મુસાભાઈને અમે પહોંચ્યા. પોલીસે સહયોગ કર્યો સરખેજ એલ.સી.બી.ને ફોન કરીને આવું ના કરવા કડક શબ્દોમાં સૂચના આપી. 

સુખદ અનુભવ સાથે અમે પરત આવતા હતા. મુસાભાઈ પણ સાથે હતા એમણે કહ્યું, ‘બેન ડંગામાં આવો તો બધાને છોકરાં ભણાવવાનું ખખડાવીને કેજો. મે એમનું કામ કરવાની ના પાડી સે. જ્યાં સુધી છોકરાં નહીં ભણાવો તા લગી કોઈ કામ નહીં થાય.’

સાંભળીને નવાઈ લાગી આ એજ મુસાભાઈ જેમને પરિક્ષા શું છે એનીયે ખબર નહોતી એની જગ્યાએ આજે એમના બાળકોને તો એ નિશાળામાં મોકલે જ ને સાથે વસાહતના તમામ ના બાળકો પણ નિશાળમાં જાય એનીએ ચિંતાય કરે.

માણસો ઉગાડાવાનું કામ અમે કરીએ ને મુસાભાઈના રૃપમાં આજે ફરી એ દેખાયું. પચીસ વિધા જમીન ભાગવી ખેડે છે મુસાભાઈ. એમના છાપરાંમાં પંખા, નાનુ ફ્રીજ ને સૌથી અગત્યનું #અનાજ ભરેલા પાંચ ડબ્બા હતા. હા ડબ્બામાં અનાજ સસ્તા અનાજની દુકાનનું હતું પણ અનાજ ભરવાની ખબર પડી એ ગમ્યું. ને પાંચ રૃપિયાનું મરચુ, પાંચનું તેલ, બેનું મીઠુ એમાંથી એ નીકળ્યા એનો આનંદ થયો...

એમના ડંગામાં જવાનું હતું. એમણે પુછ્યુ, ‘રોટલા ખાશો?’ મે હા પાડી ને ઢોકળીનું શાક ને રોટલા કરજો એમ કહ્યું. પણ જમવા બેસાડ્યા ત્યારે બત્રીસ પકવાન પીરસ્યા... મજા પડી ગઈ...

Naseeb is being hounded by the Savarkundla Police. There is nothing wrong Naseeb has done but for some reasons the police has decided to arrest him. The police visit his shanty every day.  His wife was in the last few weeks of her pregnancy, the police approached her and asked for information on Naseeb’s whereabouts, threatening her in the process. This police threat traumatized Naseeb’s wife who went into premature labor and eventual delivery of a still born child. “Ben, our life is ruined!!”

And this is just one story, we can share hundreds of such living tales…

Honestly,  it is extremely painful and traumatic to live a life as Dafer. The community feels that the even the wild animals have a better chance to life than them. They aren’t shooed away. The villagers ask them to move out of their village periphery and like it or not they need to follow the dictates. The Dafer always say, “Had we been humans we would have enjoyed all the rights but we are Dafer not humans!!” The law makers, authorities, society or the police, no one listens to Dafer who have nowhere else to go but raise a helpless plea to almighty, “Why did you allow us to be born as Dafer!!” 

ડફેર તરીકે જન્મવું કેટલું પીડનારુ છે. હજારો તકલીફો, વેદના અને એને લઈને જુદા જ મૂંઝારા પણ એ કોઈનીયે સામે વ્યક્ત ના કરાય. ઈશ્વર મંદિર, મસ્જિદમાં અને ક્યાંકખુલ્લા આકાશમાં હોવાનું માનીએ એટલે આકાશની સામે બે હાથ ઊંચા કરીને ડફેર તરીકે શીદને જનમ આપ્યો એવુંયે ઘણીવાર બોલાય. ગામવાળા આવીને સીમ ખાલીકરવા કહે અને ના જવું હોય તોય સીમ ખાલી કરીને જતા રહેવાનું. આના કરતા તો જંગલી જાનવર તરીકે જન્યા હોત તો સારુ થાત કોઈ આમ હડઘૂત કરીને કાઢી તો નામુકત. પણ ના અમે તો જાનવરની કક્ષાનાય નહીં.. અમે તો ડફેર. માણસ તરીકે જન્મેલાને કેટલાક અધિકાર આપ મેળે મળે પણ અમે તો ક્યાં માણસ છીએ... 

નસીબને સાવરકુંડલા પોલીસ શોધી રહી છે. નસીબ ભાગી રહ્યો છે અણે કોઈ ગુનો કર્યો નથી. પણ પોલીસે તો કોઈ પણ હિસાબે નસીબને પકડવાનું ધાર્યું છે. નસીબનાછાપરે રોજ પોલીસ આવે. એની પત્નીને છેલ્લા દિવસો જઈ રહ્યા હતા. બાળક જન્મે એની સાથે રમવાના ઓરતા પડતા મુકી નસીબને ભાગતા ફરવાનું. એની પત્ની પાસેપોલીસે આવી નસીબનો પત્તો પુછ્યો, થોડી ધમકી પણ આપી. આ ધમકીની નસીબની પત્નીને એવી ફડક બેસી ગઈ કે પ્રસુતિની પીડા તત્કાલ ઉપડી અને બાળક મરેલુંઅવતર્યું. ધૂળ પડી અમારા જીવતરમાં બેન...

આવી તો કેટલીયે જીવતી વાર્તાઓ ડફેરોની અંદર ધરબાયેલી પડી છે....

Dafer boy couldn't stop himself from embracing his mother 

The 12-year-old boy of the Savarkundla Dafer case endures police torture and electric shocks….

A few days back we had written about an incident that had occurred against the Dafer in Savarkundla town. This post is in continuation of the same incident. The incident was about a police official belonging to Savarkundala LCB filing a robbery case against the Dafer. Three young men and a 12-year-old boy belonging to Dafer community were arrested and beaten in police custody without any warrant. The 12-year-old was mercilessly beaten and given electric shock. When the child was produced before the court he told the judge about the torture he had endured in police custody. The child’s narration pained the judge who himself  examined the boy. He ordered a medical examination of the boy. VSSM’s team member remained present during the medical examination. The examination was undertaken at government hospital in Savarkundla and the doctor handed over the report in a sealed envelope.   

By the time the formalities related to the medical examination were completed it was already evening so the judge did not open the envelop. Eventually when the cover containing the report was opened during the next hearing, it mentioned that the police had not tortured the child!! Absolutely shocking and unbelievable… the decay is so deep.!!

The police officials are a bit taken aback with the way the case has developed. They weren’t expecting such a response. They have threatened the Dafer to lie low or else face the consequences once the case fades away in time.  In the meanwhile, VSSM helped release the three boys who were kept in the jail in Amreli. The parents had hired a jeep to bring their boys back home.  The boys too were eagerly awaiting their parents. As soon as the jeep arrived they just ran towards it and even before their parents could open the door the boy couldn’t stop himself from embracing his mother (as seen in the picture).

“The police have filed such wrong accusations on our children, just because we are Dafer we have to endure all such police atrocities….” This is what the Dafer keep talking all the while.

VSSM and the Dafer will make further presentation against the police during the next hearing. We have also requested for an appointment from the Director General of Police. Our intent is to create better understanding and sensitivity amongst the entire police department towards the Dafer, along with that we also hope that if the police official is found guilty the court should take measures against them.

સાવરકુંડલામાં રહેતા ત્રણ ડફેર યુવાન અને એક 12 વર્ષના ડફેર છોકરાંને એલ.સી.બી.ના પોલીસકર્મીને લૂંટ્યાના કેસમાં એલ.સી.બી.એ વગર વોરંટે પકડ્યા અને વગર રીમાન્ડે ખુબ માર્યા. ઈલેકટ્રીક કરંટ પણ આપ્યા. 12વર્ષના છોકરાંને પણ પોલીસે કરંટ આપ્યાનું અને માર માર્યાનું કોર્ટમાં જણાવ્યું. જજ સાહેબ પણ આ સાંભળીને દુખી થયા.તેમણે છોકરાંને જાતે તપાસ્યો અને દાકતરી તપાસની સૂચના આપી. Vssmના કાર્યકર પણ દાક્તરી તપાસમાં સાથે રહ્યા. સાવરકુંડલાના સરકારી દવાખાનામાં કામ કરતા ડોક્ટેર સીલબંધ કવરમાં રીપોર્ટ આપ્યો.

સાંજ પડી ગઈ હતી એટલે જજે રીપોર્ટ ત્યારે ઓપન ના કર્યો. પણ તે પછીની મુદ્તે અમેગયા અને ડોક્ટરનો રીપોર્ટ ઓપન કર્યો, તો પોલીસે કોઈ માર માર્યો નથી તેવી વિગતો બહાર આવી. આટલી હદે બધુ બદલાઈ શકે તે કેવી રીતે માન્યામાં આવે.

પોલીસ થોડી ડરી એટલે ડફેરોને ધમકી આપી કે આવું કાંઈ કરશો નહીં, પછી અમે જ છીએ તમને જોઈ લેશું વગેરે.. અમરેલી જેલમાં રાખેલા ત્રણ છોકરાંને જામીન પર અમે છોડાવ્યા. જેલમાંથી મુક્ત થયેલા છોકરાંઓને લેવા તેમના મા- બાપ સ્પેશીયલ જીપ ભાડે કરીને આવી રહ્યા હતા. છોકરાંઓ મા-બાપની રાહ જોતા હતા. જેવી જીપ આવી કે જીપનો દરવાજો ખોલ્યા વગર જ છોકરો તેની માને ફોટોમાં દેખાય છે તે રીતે હેતથી મળ્યો.

‘કેવો ખોટો આરોપ અમારા છોકરાંઓ ઉપર પોલીસે મુક્યો. ડફેર છીએ એટલે આમ પોલીસનો ત્રાસ કાયમ સહન કરવાનો...’ તેવું તેઓ દુઃખી હૈયે સતત બોલ્યા કરે છે..

પોલીસ સામેની vssm અને ડફેરોની રજૂઆતો કોર્ટમાં આગામી મુદ્દતે થશે. ગાંધીનગર પોલીસ મહાનિર્દેશક શ્રીને આ મુદ્દે મળવા સમય માંગ્યો અને તેમણે તારીખ આપી છે. ડફેરના મુદ્દે આખો પોલીસ વિભાગ સંવદેનશીલ બને તેવો અમારો પ્રયત્ન છે.. તો સાથે ખોટુ કરનાર પોલીસ સામે કાર્યવાહી થાય કોર્ટ તેમની સામે પગલાં લે તે પણ ઈચ્છીએ છીએ...

હજુ આ આખા કેસમાં નસીબનું નામ પણ પોલીસે આપ્યું છે. પોતાનું નામ ખુલ્યા પછી નસીબ ઉપર જે વિત્યું તે આગળ જણાવીશું..

At a Dafer wedding someone uttered the word Police and there was chaos all around…

“Ben, we have a Dafer wedding in Dholka, can you please request the police not to harass us during the occasion. Nobody will turn up for the wedding if they fear police bustle at the ceremony,” pleaded Hamirbha from Nagra, over the phone.

This is not for the first time that we have received such a phone call. Whenever there is a wedding scheduled in the Dafer community, we invariably receive a call from the family, requesting us to speak to the police to allow them to enjoy the dignity of the occasion. I asked them to relax and assured that Tohid and Maulikraj from VSSM will remain present at the wedding to ensure the entire event remains free of any untoward situation.

The wedding happened peacefully, the guests were showering their blessings and gifts to the newlyweds and suddenly some boy announced, “Police!”

There was fear everywhere, all the men were prepared to sprint and hide for protection, Hamirbha yelled, “Relax, there is no need to run,   VSSM has spoken to the police, they will not be coming here and we also have with us team members from the organization. There is no need to fear!!” Hamirbha’s assurance could pacify and calm the marriage party for a while. But after the brief commotion the men decided to sit near the fields, so that they can get an easy escape or hide if at all the police decides to make an appearance.

The fear the men from Dafer community experience is of a very different nature. Inspite of being innocent they fear being caught and tormented by the police just because they belong to this community. We usually seek police protection but, have you ever experienced the need to seek protection ‘from police brutality.’ Strange and sad but this is the bitter truth Dafer must live with.

“We are humans but the police can sense us from anywhere, even if we are in a middle of a crowded bazaar, even if our face is covered so…. They just sense us …

ડફેરના લગ્નમાં પોલીસ એવું બોલ્યા કે સૌ ભાગ્યા...

‘બેન ધોળકામાં ડફેરના લગ્ન સે તમે પોલીસને ભલામણ કરી દેજોને નકર બધા હેરાન થઈ જાહે અને લગનમાં કોઈ આવશે નહીં’ નગરાથી હમીરભાનો ફોન આવ્યો. કોઈ પણ ડફેર વસાહતમાં લગ્ન લેવાય કે તે પહેલાં પોલીસ શાંતિથી લગ્ન કરવા દે તે માટેની ભલામણ કરવાનો ફોન અચૂક આવે. મે ચિંતા ના કરવા કહ્યું અને vssmમાંથી બે કાર્યકર તોહીદ અને મૌલિકરાજ લગ્નમાં ઉપસ્થિત રહેશે તેમ કહ્યું. 

લગ્ન પત્યા ચાંલ્લો લખાવવાનું ચાલતું હતું ત્યાં અચાનક એક છોકરાએ આવીને કહ્યું, ‘પોલીસ’ બધાએ સાંભળ્યું. એક ક્ષણ માટે તો રેડી સ્ટેડી ગો બોલ્યા પછી સૌ ભાગે તેવો માહોલ થઈ ગયો. હમીરભા મોટેથી બોલ્યા, ‘અરે ભાગશો નહીં, બીવાની જરૃર નથી. સંસ્થાના માણસો આપણી સાથે છે. પોલીસમાં ભલામણ થઈ ગઈ છે કોઈ નહીં આવે.’ તેમની બૂમોથી થોડીવારમાં વાતાવરણ શાંત થયું. તે પછી મોટાભાગના પુરુષો ખેતર તરફ કે જ્યાંથી સરળતાથી ભાગી શકાય અને સંતાઈ પણ શકાય તે તરફ જઈને બેઠા. કોઈ ગુનો કર્યો નથી છતાં એક જુદા જ ભયના ઓથાર નીચે આ પરિવારો જીવતા હોય છે. 

ખેર આપણા ત્યાં કે તે સિવાયના કોઈ પણ સમાજમાં થતા લગ્નો માટે આપણે ક્યારેય પોલીસને શાંતીથી લગ્ન થવા દેવાની ભલામણ કરતા નથી પણ ડફેરને કરવી પડે છે એ કરૃણતા છે...

‘અમે છીએ માણસ પણ બજારમાંય પોલીસ અમને જોઈ જાય ને તો એમને તુરત ખબર પડી જાય કે અમે ડફેર.. ચહેરો આમ ઢાંક્યો હોયને તોય ખબર પડી જાય..

One more incidence of police harassment of Dafer families…..

Every time we communicate on an incidence of police atrocities carried out on the Dafer, we tell ourselves may be this is the last time we are required to write about the unlawful harassment of the Dafer and each time the police succeeds to prove us wrong!! The incidents keep reoccurring in some or the other region of Gujarat, leaving us frustrated, demoralized and depressed!!

Recently, a police official appointed at Savarkundla’s Nageshri police station filed a complaint stating that he was looted on the night of 24th February by 4 Dafer men.  Amongst the four men he named, one was just 12 years old and he had no clue of the crime he had committed. He was accompanying his father Kalubhai to a market to purchase  manure for a farm in Savarkundla. Right in the middle of the bazaar, the police asked Kalubhai to alight from his bike,  they took his  12-year-old son Rasul and the bike. On the other hand, Sultan and Sataar were also taken in custody by police on pretext that they had some work with the two of them. Taju, who had arrived to  the police station to inquire why his brothers were taken into custody, too was sent behind the bars for questioning the police authorities!! The Amreli LCB beat and tortured the three men for three days, compelling them to confess their crime. On the other hand,  Rasul was nowhere to be found!!

As the atrocities continued on the poor Dafer men who work as farm laborers, their families reached Gandhinagar for help. This annoyed the police even further, who threatened of dire consequences for seeking help and complaining to higher authorities in Gandhinagar. “Are you guys out of your senses, do you consider yourself that big to go against us to Gandhinagar?? Remember, we can make it difficult for you to survive in Savarkundla!!” they threatened.

The men were brought to the court, “We have been captured without any warrant and were tortured and beaten without any remand!!” said the captive in the court. The judge has ordered medical examination.

The police has absolutely lost track of the behavior that is expected from them, the need to represent empathetic and humane approach towards the lesser humans ( this is how the Dafer and other marginalized communities are believed to be by the society at large) and to perform their duty as a protector and not as a persecutor!!!

Imagine the plight of the parents who have no idea where their child is, it has been four days and every time they go to the police station to inquire about Rasul, they are shooed away like  cattle…. It is beyond our understanding on what should we expect from such police!!

ડફેર પરિવારોને પોલીસ દ્વારા થઈ રહેલી હેરાનગતિ

સાવરકુંડલાના નાગેશ્રી પોલીસ સ્ટેશનમાં ફરજ બજાવતા એક પોલીસ કર્મચારીએ તા.24 ફેબ્રુઆરીની રાત્રે પોતાને ડફેર સમુદાયના ચાર વ્યક્તિએ લૂંટ્યા હોવાની ફરિયાદ કરી. આ ચારમાંથી એક છોકરો તો 12 જ વર્ષનો એને તો બિચારાને ખબરેય નહોતી કે એણે કોઈને લૂંટ્યા છે. પિતા કાળુભાઈ સાથે સાવરકુંડલા ખેતરમાં નાખવાનું ખાતર ખરીદવા ગયો અને બજાર વચ્ચે પોલીસે કાળૂભાઈને બાઈક પરથી નીચે ઉતાર્યા અને બાઈક લઈને 12 વર્ષના રસુલને લઈ ગઈ. જ્યારે સુલતાન અને સતારને પણ કામ છે એમ કહીને પોલીસ ઉપાડી ગઈ. તાજુ પુછવા ગયો કે મારા ભાઈઓને કેમ પુરી રાખ્યા છે બસ એ પુછવાના ગુનાસર એને પણ પકડી લીધો. 

અમરેલી એલ.સી.બી.એ આ ત્રણેયને ગુનો કબુલ કરવા માટે ત્રણ દિવસ માર્યા. રસુલને ક્યાં રાખ્યો હતો તેનો તો પતોય નહોતો. 

ખેતરમાં મજુરી કરનારા ડફેર પરિવારો પર પોલીસે કાળો કેર વર્તાવ્યો. ગાંધીનગર સુધી રજૂઆત કરી. રજૂઆત કરી એટલે સ્થાનિક પોલીસ વધારે ગુન્નાઈ. ‘અલ્યા એવડા મોટા થઈ ગ્યા કે છેક ગાંધીનગર જઈ આવ્યા. જીવવું હરામ થઈ જશે સાવરકુંડલામાં’ એવી ધમકી ઉચ્ચારે છે. 

છોકરાંઓને કોર્ટમાં હાજર કર્યા છોકરાંઓએ કહ્યું કે, ‘વગર રિમાન્ડે અમને માર્યા, વગર વોરંટે અમને પકડ્યા..’ જજે દાક્તરી તપાસ માટે કહ્યું છે... 

પોલીસ કેવી ખતરનાક રીતે વર્તી રહી છે. માણસ તરીકેનો ધર્મ જ ભૂલી ગઈ છે. એ મા જેનો 12 વર્ષનો દીકરો ક્યાં છે? જેની ભાળ એને ચાર દિવસ સુધી મળી નથી તેની દશા તેમણે વિચારી છે ખરી. પોલીસ સ્ટેશનમાં પુછવા જાય તો પશુની જેમ હાંકી કાઢે છે. આવી પોલીસને શું કહેવું. 

Vssmએ આ પરિવારોની ગાંધીનગરમાં ડી.જી.પી., ગૃહમંત્રી થી લઈને માનવ અધિકાર પંચમાં રજૂઆતો કરાવી.

Mohammadbhai Dafer meets Mittal Patel to talk
about the harrasment they have been facing

 “Ben, the Nadiad police has arrested my brother. It has been days and we haven’t heard anything from them!! We live in the dangaa at Pisavada. Since last one week the S. O. G. Sarkhej and L. C. B. A. Nadiad have been frequenting our dangaa daily. The villagers have been very cooperative so far but, now they have begun doubting us. They have been inquiring of reasons why the police are frequenting us so much. You are trying to help us settle permanently in this village, the villagers were also willing to do that until now but since these frequent visits by the police they have now refused to process our income proofs,” narrated a rather anguished Mohamadbhai, who was at VSSM’s office to request our intervention.

VSSM has facilitated the process of applications for allotment of plots to 13 Dafer families living in Pisavada village of Dholka block. The revenue officer was to issue the income proofs required for the same. Sarpanch and the entire village was looking forward to allow these families allow permanent settlement in this village. However, the police reached Pisavada village with regards to a loot that had taken place in Kheda town. On 17th December the police arrested Surabhai Sadikbhai Dafer, a resident of Pisavada who was employed on a farm in Dholka. Surabhai was clueless on the reason for his arrest. When the police had reached the farm to arrest Surabhai, its owner Johnybhai called up Mohammadbhai, telling his to leave the farm as he was not interested in getting into the police issues. Similarly, Mohammadbhai’s son was also terminated from his job after police reached his workplace in Dholka town.

On 19th December, Mohammadbhai visited the office to talk about the recent harassment they have been facing. “We do not want to guard the boundaries, the police kept bothering us continuously when we were guarding the boundaries, demanding weapons that they thought we possessed.   Now we have moved to doing other jobs and the police has reached our workplaces here as well. So how will we earn our living? Ben, please help!! This way the villagers will also remove us from their village!! The police talk filthy with the women in our dangaa. We are supposed to tolerate this nonsense just because we are Dafer!” 55 years old Mohmmadbhai was in tears when he narrated all these episodes. The constant fear and anguish these families faced is heart breaking.

Mohammadbhai spent 4 hours in our office. When we asked him to  accompany VSSM team members to the Nadiad L. C. B. office the next day, he refused out of fear saying, “what if they arrest me as well?” If only for once the police decide to consider and treat the Dafer as humans!!!

We assured Mohammadbhai there was no need for him to fear. On 21st December 2016, accompanied by  VSSM’s Jayanatibhai and Tohid, Mohammadbhai reached L. C. B. Nadiad. The trio tried speaking to the police officials present in the office but none of them was prepared to listen to what visitors had to say. However, after we talked of VSSM’s work with the Dafer, how VSSM has been in constant touch with the DGP’s office in Gandhinagar on the issues concerning police harassment to innocent Dafer families and we might also need to talk about this episode to the DGP, did the officials pay heed to our talk. After listening to our team members and Mohamadbhai the PI adopted a mellower approach, “I know the Dafer engage in petty thefts to meet their hunger pangs but they never part of big loots. I too would like to see these families earning and flourishing well,” said the PI before calling Surabhai. “We had brought him for normal interrogation, he is innocent and you may take him along with you.” Mohammadbhai could not believe his ears, the entire episode coming to an end so easily!! When the team and Surabhai were about to leave, the PI invited them for a lunch. The team politely refused to the invite but the officer insisted. All of them later dined at a good restaurant. The PI was appreciative of VSSM’s endeavors for these communities.

Mohammadbhai was struggling to comprehend the events. Releasing Surabhai without any problems, the PI hosting them for a lunch and such compassionate approach of the officials was difficult to digest for Mohammadbhai. “The police never fear anyone, they always put us behind bars and find multiple fake reasons that would keep us in jail forever. And they just released Surabhai without any questions!!” All we had to say to the questions that were Mohammadbhai was popping out, “ You all are ignorant about law and the police take advantage of this ignorance. Your illiteracy and ignorance allows them to intimidate you all, your fear does not permit you to ask questions, begin to ask questions and the police too will decide to ast differently!!”

 

We aren’t sure if Mohammadbhai and Surabhai absorbed all that the team told them, but there was immense joy reflecting on their face as if they were successful in saving a prey from a lion’s hold!!

 

Whenever I visit Dafer settlement they invariably tell me, “VSSM has brightened our present. Earlier, we survived in the woods and loitered around like animals! But, things have changed now.” Such honest confessions do brighten up our day but, it also raises questions like what about the families that VSSM hasn’t reached yet?? Everyday there are instances of Dafer been harassed by police, how would they find a relief, who helps them??

 

Hope police officials around the state understand and execute the ‘Suraksha Setu Program’ with utmost honesty…..

 

‘બેન મારા ભાઈને નડીયાદ પોલીસ પકડીને લઈ ગઈ છે. પાંચ દી થ્યા એના કોઈ વાવડ નથી. પીસાવાડાગામમાં અમારા ડંગા છે અને ગામલોકો પણ અમને હારુ રાખે છે. પણ છેલ્લા અઠવાડિયાથી સરખેજ એસ.ઓ.જી. અને નડિયાદ એલ.સી.બી.એ. ઉપાડો લીધો છે. નિત ડંગામાં પોલીસ આવે છે. હવે તો ગામના લોકો પણ પુછે છે કે, તમે કાંઈ કર્યું નથી ને?અમને ગામમાં કાયમ વસાવવા તમે પ્રયત્ન કરો છો ને બેન, ને ગામના લોકો પણ એ માટે રાજી થઈ ગ્યાતા. પણ હવે એમણે આવકના દાખલના કાઢી આપવાની ના પાડી.’

પીસાવાડાથી મોહમ્મદભાઈ vssm ઓફીસ પર આવ્યા અને ખુબ વેદના સાથે આ વાત કરી. vssmએ ધોળકા તાલુકાના પીસાવાડામાં રહેતા 13 ડફેર પરિવારોને રહેણાંક અર્થે પ્લોટ મળે તે માટે અરજી કરી હતી અને તે માટે આવકના દાખલા તલાટી આપવાના હતા. સરપંચ અને આખુ ગામ આ પરિવારોને મદદ કરવા રાજી હતું પણ ખેડામાં થયેલી લૂંટના કિસ્સામાં પોલીસ છેક પીસાવાડા પહોંચી ગઈ અને આ ગામમાં રહેતા અને ધોળકામાં જોનીભાઈના ફાર્મમાં કામ કરતા સુરાભાઈ સાદીકભાઈ ડફેરને તા.17 ડિસેમ્બરના રોજ સવારે છ વાગે લઈ ગઈ. સુરાભાઈને તો ખબર નહોતી કે પોલીસ કેમ એમને પકડીને લઈ જઈ રહી છે. સુરાભાઈને ફાર્મમાંથી પોલીસે ઉપાડ્યા એટલે ફાર્મના માલીકે મોહમ્મદભાઈને બોલાવીને પોલીસના લફરા અમારે ના જોઈએ હવે પોલીસ આવશે તો તમારે ખેતીકામ છોડવું પડશે એમ કહ્યું. તો સામે મોહમ્મદભાઈનો દીકરો ધોળકામાં જ્યાં કામ કરતો ત્યાં પણ પોલીસ ગઈ એટલે માલીકે તેને કામમાંથી કાઢી મુક્યો.

મોહમ્મદભાઈ તા.19 ડિસેમ્બરના રોજ ઓફીસ આવ્યા અને પોલીસ દ્વારા થઈ રહેલી હેરાનગતિની વાત કરી. ‘પોલીસ જો આવું કાયમ કર્યા કરશે તો અમને કામે કોણ રાખશે. અમારે સીમરખોપું નથી કરવું. મહેનત મજુરી કરીને જીવવું છે. સીમમાં રહીએ તો પોલીસ વધારે હેરાન કરે અમે એમાંથી માંડ છૂટયા છીએ ત્યાં પાછુ આ લફરુ? બેન કાંક કરો.’ આ રીતે જો પોલીસ ડંગામાં અને જ્યાં તેઓ કામ કરે છે ત્યાં રોજ આવતી રહેશે તો એમને ગામમાંથી અને કામ પરથી કાઢી મુકશે તેવો ભય લાગી રહ્યો છે. 

બેન જીવતરમાં ધુળ પડ્યા જેવું લાગે છે. પોલીસ ડંગામાં આવીને અમારી બેન દીકરીઓને કેવું બોલે. લોહી ઉકળે પણ અમારે એ સહન કરવાનું. અમે ડફેર છીએ એટલે આ બધુ ચલાવવાનું. આટલું બોલતા તેઓ રડી પડ્યા. 55 વર્ષના મોહમ્મદભાઈને આ રીતે રડવું પડે કેટલી વેદના એમને થતી હશે. પોલીસ ડફેરને માણસ તરીકે જોવા જ જાણી રાજી નથી તેવું લાગ્યા કરે.

ચાર કલાક મોહમ્મદભાઈ ઓફીસ પર બેઠા. સુરાભાઈ સાવ નિર્દોષ છે એને છોડાવવા એમણે વિનંતી કરી. અમે કહ્યું કે, કાલે નડિયાદ એલ.સી.બી.ની ઓફીસમાં તમે vssmના કાર્યકર સાથે જશો? એમણે એ માટે ના પાડી. ‘પોલીસ મને બેસાડી દેશે’ તેવો ભય તેમણે વ્યક્ત કર્યો. 

કોઈનાથી ડરવાની જરૃર નથી તેવું કહીને મોહમ્મદભાઈને હીંમત આપી. 21 ડિસેમ્બર 2016ના રોજ vssmના કાર્યકર જયંતીભાઈ અને તોહીદ સાથે મોહમ્મદભાઈ નડિયાદ એલ.સી.બી. ઓફીસ પહોંચ્યા. ઉપસ્થિત પોલીસકર્મી સાથે વાત કરવા કોશીશ કરી પણ તેઓ કશું સાંભળવા રાજી નહીં. પણ પછી ડફેર સાથેનું કામ, ગાંધીનગર ડી.જી.પી.ઓફીસમાં અમે આ બાબતે વારંવાર લખીએ અને જરૃર જણાય ત્યારે બેઠક કરીએ તેવું જણાવી અહીંયા સરખો જવાબ નહીં મળે તો સીધા ગાંધીનગર જવાની વાત કરી. એટલે તેઓ ઠંડા પડ્યા અને પછી સાથે બેઠા. કાર્યકર અને મોહમ્મદભાઈની આખી વાત સાંભળી પી.આઈ. પણ ઢીલા પડ્યા. ‘મને ખ્યાલ છે કે ડફેર નાની મોટી લૂંટ અને એ પણ પેટ ખાતર કરે. મોટી લૂંટમાં એ લોકો કોઈ દી ના હોય. મને પણ આ લોકો સુધરે એમાં રસ છે.’ તેમ કહીને તેમણે સુરાભાઈને બોલાવ્યા અને કહ્યું, ‘અમે આને પુછતાછ માટે જ લાવ્યા હતા બાકી એ નિર્દોષ છે. તમ તમાર એને લઈ જાવ.’ મોહમ્મદભાઈને કલ્પના પણ નહોતી કે, આ બધુ આમ આટલી સરળતાથી પતશે. સુરાભાઈ સાથે કાર્યકર નીકળતા હતા ત્યાં પી.આઈ.એ તેમને જમીને જવા કહ્યું અને તેમને સરસ હોટલમાં આટલું સારુ કામ કરો છો અને કાયમ કરતા રહો તેવા ભાવ સાથે જમાડ્યા પણ ખરા. 

આખી ઘટનામાં સુરાભાઈનું આટલી સરળતાથી છૂટવાનું અને પોલીસનું મોહમ્મદભાઈ, સુરાભાઈ અને કાર્યકરોને હોટલમાં જમાડવાનું મોહમ્મદભાઈને બહુ પચતું નહોતું. ‘પોલીસ કોઈથી ડરે નહીં અમે ના કરેલા કેટલાય ગુના અમારા માથે મારી મચળીને બેસાડી દે. ત્યાં આટલી સરળતાથી સુરાભાઈને છોડી દેવાનું?’ મોહમ્મદભાઈના પ્રશ્નોના જવાબમાં અમે એટલું જ કહ્યું, ‘તમે કાયદો જાણતા નથી. ડર લાગે છે એટલે એકની પકડીને લઈ જાય પછી આપણે પાછળ પુછવાય જતા નથી કે એને કેમ પકડ્યો? બસ એનો ફાયદો સૌ ઉઠાવે છે. એક વખત કારણ પુછતા થઈશું તો આ બધુ આપ મેળે ઓછુ થશે.’

અમારી વાત કેટલી ગળે ઉતરી તેનો ખ્યાલ નથી પણ પોતાનો ભાઈ જેને મોહમ્મદભાઈ સાવ ભોળો કહે તેને આમ ઘરે લઈ જતા તેમના મોંઢા પર જે રાજીપો હતો અને એ રાજીપામાં સિંહના મોંઢામાંથી હરણને છોડાવી લાવ્યાની અનેરી ખુશી પણ હતી. 

ડફેરોની વસાહતમાં જઉ ત્યારે તેઓ હંમેશાં કહે કે, ‘તમારા(vssm) આવવાથી ડફેર સમાજનું સારામાં સારુ વર્તમાન છે. પહેલાં કેવા બાવળોની વચમાં, જંગલમાં નીલગાયની ઘોડે પડ્યા રેતા પણ હવે બધુ બદલાયું છે.’ આ સાંભળીએ ત્યારે રાજીપો થાય પણ પછી પ્રશ્ન પણ થાય કે, શું તમામ ડફેર પરિવારોને અમે મદરૃપ થઈ શકીએ છીએ? નિત ડફેર અને વિચરતી જાતિઓમાંના કેટલાય પોલીસની ઝપટમાં કોઈ જ કારણ વગર આવી જતા હોય છે. આ તમામની અમારા સુધી પહોંચ છે? જેઓ અમને જાણે છે તે અમારી પાસે મદદ માટે આવે છે અને અમે શક્ય મદદ કરીએ છીએ પણ જે જાણતા નથી તેઓની દશા શું છે તેનો તો ખ્યાલય નથી...

As per the guidelines issued by Government of India for sanctioning Voter ID cards to nomadic and de-notified tribes are not required to submit documents like school leaving certificate, any age or address proof to obtain Voter ID card. In fact,  VSSM has facilitated the application processes for thousands of individuals  from these communities, basis which they have received the Voter ID cards. Yet, there are instances when do come up with a list of documents these individuals need to submit.

Recently, we facilitated applications for members of 28 Dafer families residing in Jethal village from Gandhinagar’s Kalol block. The Additional Electoral Registration Officer sent a letter demanding a series of documents like school leaving certificate, address proof etc.  On the receipt of the notice VSSM’s Tohid accompanied by the applicants met the Mamlatdar and talked about the special provisions made by the government to facilitate the issuance of Voter ID cards homeless families. The mamlatdar did understand the matter and assured to do the needful.

As Tohid mentions, “Obtaining a voter ID card is not much of an issue for these families now but, unless they do not receive the cards one always left wondering if the official really understood the clarifications provided.” We hope the Mamlatdar has absorbed our clarifications.

વિચરતી જાતિના લોકોને મતદારકાર્ડ મેળવવા માટે જન્મતારીખના દાખલા, અન્ય ઉંમરના કે રહેઠાણના આધારોની જરૃર નથી તેવું ભારત સરકારની મતદારકાર્ડ મેળવવાની ગાઈડલાઈનમાં સ્પષ્ટ લખ્યું છે અને આ વિગતોના આધારે જ vssm દ્વારા હજારો મતદારકાર્ડ વિહોણા વિચરતી વિમુક્ત જાતિના લોકોને મતદારકાર્ડ અપાવવાનું થયું. છતાં ક્યાંક અધિકારીઓ હજુ આ વાત સમજતા નથી તેવા દાખલા પણ બને છે. ગાંધીનગર જિલ્લાના કલોલતાલુકાના જેથલજગામમાં રહેતા 28 ડફેર પરિવારોના મતદારકાર્ડ મેળવવા માટેના ફોર્મ ભરીને આપ્યા કે, મદદનીશ મતદાર નોંધણી અધિકારી દ્વારા આ પરિવારોના જન્મના પ્રમાણપત્ર અથવા શાળા છોડ્યા અંગેનું પ્રમાણપત્ર અથવા તબીબી પ્રમાણપત્ર તથા રહેઠાણનો પુરાવો વગેરે રજૂ કરવા માટે લખ્યું.

નોટીસ પછી vssmના કાર્યકર તોહીદ વસાહતના તમામ લોકોને રૃબરૃ લઈને મામલતદારને મળ્યા અને ભારત સરકાર દ્વારા ખાસ ઘર વિહોણા પરિવારોને મતદારકાર્ડ આપવા માટે કરેલી જોગવાઈ અંગે સમજાવ્યું ત્યારે જતા મામલતદાર આખી વાત સમજ્યા. 

તોહીદને લાગે છે કે, હવે કોઈ મુદ્દો નથી પણ જ્યાં સુધી મતદારકાર્ડ હાથમાં ના આવે ત્યાં સુધી ખરેખર અધિકારીના ગળે આ ઉતર્યું છે કે કેમ તે ખાત્રી પુર્વક ના કહી શકાય. આશા રાખીએ તે સમજે.
