‘We are also there (we do exist) ’ under that name, a appeal was done. And under that appeal 2nd one from the demands of increasing help (funds) for a house, was fulfilled by government.  A demand of having the same benefits in ‘Pandit din dayal aavas yojana’ as ‘Pradhanmantri aavas yojana’, was fulfilled today. 

 Really ‘we exist’, was considered.

We do thank government…

Still there is lot more left but now we have faith that everything will be fulfilled.

Now houses won’t be left half way.

We are glad to hear this…

'અમે પણ છીયે' એવા નામ હેઠળ કરેલો ટંકાર ને એ ટંકારમાં મુકેલી માંગણીઓમાંની બીજા નંબર ની મકાન સહાયમાં વધારાની માંગ સરકારે મંજૂર કરી. પ્રધાનમંત્રી આવાસ યોજના જેટલી જ સહાય પંડિત દિન દયાળ આવાસ યોજનામાં થાય એ માંગ આજે પુરી કરી.

“Even birds have their nests then these poor people too need home for shelter! Here we are to sign wherever you say, standing beside you but you please do something to get them a home!” 

When a village panchayat members say this showing their concern about the #NomadicTribes, it can be understood how the heart of the people like us and the ones who work for the rights of Nomadic Tribes may feel happy! 

Until now, we have found only a few villages that may be counted on finger tips, that are really worried about this community. Hadmatiya village is now added in the list of these villages. Vanja(Vansfoda) community families staying in the outskirt of the village, are dear to the villagers and that is why they passed the resolution in the Gram Panchayat meeting to allot land to these families and that Resolution was given to VSSM field worker Kanubhai also.

The application to get the plots was sent to government years before but the administration has not taken any action against it. 

Our Prime Minister has a target to provide home to each and every family of our country. Administration will have to take action to reach that target also. If they keep sitting on the files and not let anything happen then how the work will be done? 

When I went to the Hadmatiya village of the Tankara Taluka at Morbi, the leaders of the village came to meet. The Vanjha stay in the hut is the temporary shelter. 

It they get plot then they can have the Permanent house but allotting plot is in the jurisdiction of the system. 

At such a point we would request the system to be like the villagers of Hadmatiya. 

હળમતિયા ગામ જેવા થજો.

‘પંખીઓનેય માળા હોય તો આમને બાપડાંને રેવા ઘર તો જોવે ને? આલો અમે તમારી હારોહાર ઊભા જ્યાં કેશો ન્યાં સહી કરવાય તૈયાર પણ હવે આમને ઘર જડે એમ કરો.’

વિચરતી જાતિઓની ચિંતા કરીને એક ગામની પંચાયતના તમામ સભ્યો ઉપરોક્ત વાત કરે ત્યારે જીવ કેવો રાજી થાય એ આ સમુદાયો સાથે કામ કરનારા અમારા જેવા ને બીજુ આ સમુદાયો જ સમજી શકે.

અત્યાર સુધી આંગળીના વેઢે ગણાય એટલા જ ગામો અમને આ સમુદાયોની ચિંતા કરવાવાળા મળ્યા જેમાં #હળમતિયા ઉમેરાયું. ગામના પાધરમાં રહેતા #વાંઝા(#વાંસફોડા) પરિવારો પ્રત્યે આખા ગામને લાગણી અને એટલે જ જમીન ફાળવવાનો #ઠરાવ કરીનેય પળવારમાં જ કાર્યકર કનુભાઈને આપી દીધેલો.

પ્લોટ મેળવવાની દરખાસ્ત કરે વર્ષો થયા પણ વહીવટીતંત્ર સક્રિય નથી થઈ રહ્યું.

આપણા #વડાપ્રધાનનો ટાર્ગેટ દરેક પરિવારને ઘર અપાવવાનો પુરો કરવાય તંત્રએ સક્રિય થવું પડશે. ફણીધર નાગ ખજાનાની ઉપર બેસી જાય એમ ફાઈલ પર બેસી જઈએ તો કામ કેમ થશે!

#મોરબીના #ટંકારા તાલુકાના હળમતિયાગામમાં ગઈ ત્યારે મળવા આવેલા ગામના તમામ આગેવાનો ને જે ઝૂંપડાંમાં વાંઝા રહે છે એ ઝૂંપડું.

પ્લોટ મળે તો પાકુ ઘર મળે ને એ ફાળવવાનું તંત્રના હાથમાં.....

ત્યારે વહીવટીતંત્રને હળમતિયાગામ જેવા થજોની વિનંતી કરીએ...

“Sir (addressing one of the team members of VSSM), can’t we build our shades here?? Life would be  such a bliss if we could get to stay here, we would have the Government right before our eyes, any issues and we could just reach out to them and absolutely no worries about water and power!!”

The 150 individuals from various nomadic communities who had reached Gandhinagar, to seek time and attention of the  concerned ministers,  were dazzled by the site of lush green lawn, greenery  and open spaces that greeted them as they entered Sachivalay. The sheer bewilderment on the site of  plush interiors of the Government spaces was difficult to hide from the faces of these visitors.  And while they waited for the opportunity to meet the minister, they talked within themselves…!

And after they finally got the time to meet and speak to the Minsiter after waiting for 8 hours…

“How would they allow us to stay in Gandhinagar, when they weren’t  even prepared to meet us?? We were not  even allowed to sit near the stairs, getting a place to build a shelter here is a distant dream!!”

Well some dreams will always remain so, unless those in power work collectively to make these dreams turn into reality…. Until then we all shall hope and wait.

  

વિચરતી જાતિઓની સચિવાલયની મુલાકાત

આહા ચેવડી મોટી જગ્યા પડી સ ઓય. અન જુઓ પોણીના તો ફુવારાય સ. મારુ બેટુ આ ખડય ચેવું નસીબદાર ઈન રોજ પોણી મલ. 

અલ્યા આખુ ગોંધીનગર જ મારુ બેટુ નસીબદાર. સાહેબ (vssmના કાર્યકરને સંબોધીને લોન તરફ ઈશારો કરતા) ઓય છાપરાં ના નાખી હકાય? ઓયકણ રેતા હોઈએ તો કોય તકલીફ બકલીફ ના પડ. નજર હોમે જ સરકાર બેઠી હોય. કોય તલકીફ પડ ક સીધા હડીકાઢીન ઈમની કન પોંચી જવાય. પાસી પોણી બોણીની યે રોમાયણ નહીં. 

સચિવાલયમાં દાખલ થતા જોયેલી લીલીછમ લોન, ખુલ્લી જગ્યા અને પાણીના ફુવારા જોઈને વિચરતી જાતિના 150 વ્યક્તિઓને તો અહીંયા જ રેવા મળી જાય તેવી લાગણી થઈ. વળી એમને ખબર નહોતી કે જે સરકારની વાત એ કરે છે જેમને મળવા તે આવ્યા છે તે કાંઈ આમ સરળતાથી મળવાની નહોતી. એટલે ઉપર બોલ્યા તેવો વાર્તાલાય કર્યો. 

સવારે 10.30 શરૃ કરેલી સચિવાલય યાત્રનો સાંજે 6.30 વાગ્યે અંત આવ્યો ત્યારે આ લોકો જ બોલ્યા. અલ્યા આતો મળવાનીયે ના પાડતા તા, તો રેવા ચમના દે. એમના કેમેરામાં દેખઈયે નઈ એટલ પગથિયેય બેહવાની ના પાડતા તા તે ઓયકણ આશરો થોડો આલ...

The lack of clarity on part of the authorities results in the persistent issue of: Who is responsible for issuing caste certificates to the nomadic communities? Hence whenever the members of any of these communities approach the officials with their applications for issuance of caste certificates the first thing the officer does is conduct his own online research on the GOG’s digital Gujarat initiative’s webpage of Janseva Kendra. And surprisingly no one from the government's thousands of officials are assigned the responsibility of issuing the caste certificate to nomads ( as seen in the picture) and neither does the government have the updated list of these communities. 

The gaps are much evident in the way the communities are named on this website. For example - the Raval are called Ravaliya, which is a rather derogatory way of addressing this community. The community collectively expressed their  displeasure and the policymakers had changed it to Raval and it was also decided that the caste  certificates will bare the name Raval. But somehow till today Ravaliya instead of Raval is prevalent on government records hence when VSSM’s Naran applied for caste certificates for Raval families it came as a total shock to us when the authorities processing the applications said they would be unable to issue the caste certificates bearing Raval because that surname does not feature in the list. 

Inspite of our repeated requests to erase the duplications, include the sub-sects, change the names where ever necessary and most importantly include the numerous nomadic communities that have still been left out of the government’s list of nomadic communities not much progress has happened. The communities continue to run pillar to post for a basic document like a caste certificate and such gaps does not suit the image of digital and progressive Gujarat!!

સરકાર દ્વારા જાતિ પ્રમાણપત્ર આપવાની જવાબદારીઓ નક્કી કરવામાં આવી છે. પરંતુ, વિચરતી જાતિના લોકો જ્યારે જાતિ પ્રમાણપત્ર મેળવવા જાય ત્યારે અધિકારી કમ્પ્યુટરમાં ડિજીટલ ગુજરાત અંતર્ગત જનસેવા કેન્દ્ર, ગુજરાતસરકારની વેબસાઈટ પર વિચરતી અને વિમુક્ત જાતિની યાદી તથા પ્રમાણપત્ર આપવાની સત્તા કોની તે તપાસવાનું કરે. ત્યારે ફોટોમાં દેખાય છે તેમ વિચરતી અને વિમુક્ત જાતિઓના કિસ્સામાં પ્રમાણપત્ર આપવાની જવાબદારી નક્કી કરવામાં આવી નથી. ના જાતિનું અપડેટ લીસ્ટ સરકાર પાસે છે.

દા.ત. રાવળ સમુદાયનો ઉલ્લેખ સરકારે યાદીમાં રાવળિયા તરીકે કરેલો. રાવળિયા શબ્દ સમગ્ર રાવળ સમુદાય પ્રત્યે તીરસ્કાર દર્શાવતો લાગતો. આ અપમાનજનક શબ્દ રાવળ સમુદાયની રજૂઆતોના અંતે સરકારે કાઢી નાખ્યો અને આ સમુદાયને રાવળ તરીકે સંબોધવાનું તથા રાવળના નામના જાતિ પ્રમાણપત્ર આપવાનું નક્કી થયું પણ હજુ સુધી રાવળિયા શબ્દ સરકારની યાદીમાં ચાલતો હોવાથી vssmના કાર્યકર નારણે જ્યારે રાવળ સમુદાયનું જાતિ પ્રમાણપત્ર મેળવવા અરજી કરી ત્યારે દિયોદર મામલતદાર કચેરીએ ફોટોમાં દેખાય છે તે આંટીઘૂંટી દર્શાવી તથા રાવળ સમુદાયનો ઉલ્લેખ યાદીમાં નથી રાવળિયા છે એટલે પ્રમાણપત્રના મળે તેમ કહ્યું જે આધાતજનક છે.

સરકારે વખતો વખત બહાર પાડેલા ઠરાવો ચકાસી તેને અપડેટ કરવાની જરૃર છે. સાથે જ જાતિ પ્રમાણપત્ર મેળવવાની સત્તા પણ ફીક્સ કરવાની જરૃર છે. નહીં તો આ જાતિઓ બિચારી પ્રમાણપત્ર મેળવવા ધક્કા જ ખાધા કરવાની જે ડીજીટલ અને ગતિશીલ ગુજરાતમાં યોગ્ય બરાબર નથી...

VSSM salutes the compassion and empathy demonstrated by the District Collectors of Mehsana and Surendranagar…

Recently, VSSM was in a meeting with the District Collectors of Mehsana and Surendranagar to discuss the long ending issues of the nomadic communities resounding in these districts. The proceedings at the meeting remained very positive as both these officials demonstrated tremendous concern over the apathy of the local officials and were quick to give instructions to the concerned departments to resolved the issues. 

“This work has to be done, period!!” was one line instruction by the Collector of Mehsana Shri. Alok Kumar to all his subordinate officials who until now have been finding excuses to not attend to the applications filed by the nomadic families. He also instructed the local authorities to include these families in the next Garib Kalyan Mela and ensure that these families benefit  from the government schemes during this Mela. As a result of the orders given by the Collector the local authorities have all geared up and are working towards redressing the pending issues!!

In a similar manner the Collector of Surendranagar Shri. Udit Aggrawal also discussed at length the pending issues and applications of nomadic communities and instructed his officials to resolve the issues as soon as possible.

The issues are same, we file applications, the local authorities do not pay heed to the applications, the files keep piling on, the families are asked to make innumerable rounds of various offices for an otherwise irrelevant document that is termed mandatory to process such applications!!  It is difficult to comprehend what fun these officials get in tormenting the poor families in such a manner!! While for the individuals working for these families it remains a depressing  scenario.

“Ben, it is tiring to witness such apathy and to keep running around government offices for accomplishing simple tasks!! How long will these communities have to endure such mindsets? We haven’t asked for bungalows for these families, it is just a small piece of land to shelter their families is what they are asking for and yet so much of delay and disgust!!   lamented Naran. And his concern isn’t irrelevant at all. Most of the applications filed by nomadic families need to be followed up right from local to district to state level. We keep writing to the concerned authorities all the time and yet the files keep piling on. It is only  the hope that some day things would change for better that keeps us going!!!

The proactive attitude reflected by the Collectors of Mehsana and Surendranagar have spread  hope in otherwise depressing conditions. We are not sure how much will be accomplished but the fruitful meetings have made the team believe that the local authorities will have to work to the orders of the respective district Collectors.

Aggrawal for their efforts, a special thanks to Additional Collector Shri Ramesh Merja who has always been supportive towards all the activites of VSSM and all the district level officials who until now  have been helping the nomadic communities and will continue to do so in coming times!!

મહેસાણા અને સુરેન્દ્રનગર કલેક્ટરની નિસ્બતને સલામ..

વિચરતી જાતિઓના પડતર પ્રશ્નો સંદર્ભે તાજેતરમાં મહેસાણા અને સુરેન્દ્રનગર કલેકટર સાથે બેઠક યોજાઈ. બંને અધિકારી ખૂબ હકારાત્મક અને તેમણે ખૂબ ત્વરાથી આ સમુદાયના પ્રશ્નો ઉકેલાય તે માટે જરૃરી કાર્યવાહી કરવાની સૂચના સંલગ્ન અધિકારીને આપી. 

શ્રી આલોક કુમાર મહેસાણા કલેક્ટર વિચરતી જાતિઓના કામોને કેમ કરીને ના કરવા તે માટે જાત જાતના બહાના કરતા નીચેના અધિકારીઓને એક જ લીટીમાં આ કામ કરવાનું છે અને શક્ય હોય તો તમામ પરિવારોને આગામી ગરીબ કલ્યાણ મેળામાં તેમને મદદ મળે તેમ કરવાની સૂચના આપી. મહેસાણા જીલ્લાના  તમામ અધિકારી અત્યારે પ્રાથમિકતા આપીને વિચરતી જાતિના પ્રશ્નોને ઉકેલવા મથી રહ્યા છે.

આવા જ શ્રી ઉદીત અગ્રવાલ તા.17 સપ્ટેમ્બરના રોજ આયોજીત જિલ્લાના તમામ અધિકારીઓ સાથેની બેઠકમાં વિચરતી જાતિઓના પ્રશ્નોની ચર્ચા કરી. પ્રશ્નો સાંભળ્યા અને આ કરવા જેવું કામ છે તેમ કહીને સૌ અધિકારીને ઝડપથી પ્રશ્નોનો ઉકેલ લાવવા સૂચના પણ આપી. 

vssmના કાર્યકરો આમ તો રોજ સરકારમાં વિચરતીજાતિઓને સરકારી મદદ મળે તે માટે ઝઝૂમતા હોય છે. આવામાં સરકારમાં ફક્ત ફાઈલો ચાલ્યા કરતી હોય અને કોઈ ઉકેલ ના આવે ત્યારે નિરાશ થઈ જાય છે. આજે બનાસકાંઠાના vssmના કાર્યકર નારણે કહ્યું, ‘બેન થાકી જવાય છે. ક્યાં સુધી લોકો આમ રવળ્યા કરશે? તેમના પ્રશ્નોનું સમાધાન ક્યારે થશે? આપણા લોકો કાંઈ બંગલા તો માંગી નથી રહ્યા તો શા માટે માથુ ઘાલવા એક ઓરડી આપવામાં આટલો વિલંબ થઈ રહ્યો છે’ નારણની વાત સાચી છે. જિલ્લાથી લઈને ગાંધીનગર સુધી સંલગ્ન અધિકારીને અમે નીત લખીએ છીએ. ક્યાંક કામ થાય છે તો ક્યાંક કામોનો ઢગલો થઈ રહ્યો છે. પણ એક આશા છે એક દિવસ તો બધુ સરખુ થશે.

આવી નિરાશામાં મહેસાણા અને સુરેન્દ્રનગર કલેકટરનું હકારાત્મક વલણ અમને આશા જન્માવે છે. કામ કેટલું થશે તેનો તો ખ્યાલ નથી પણ હાલમાં કલેક્ટરની વાતથી અમારા કાર્યકરો રાજી થયા છે અને કામ થશે તેવું અમને સૌને લાગી રહ્યું છે. 

બંને કલેક્ટર સાથે શ્રી રમેશ મેરજા અધિક કલેક્ટરમહેસાણા હંમેશાં મદદરૃપ થયા છે તેમની સાથે જિલ્લાના તમામ અધિકારીઓના અમે આભારી છીએ.. જેઓએ અત્યાર સુધી આ સમુદાયના કામોમાં મદદ કરી છે અને આગળ હજુ ઘણી મદદ કરશે તેવી અમને શ્રદ્ધા છે. 

VSSM presents the unresolved issues pertaining to the nomadic communities in the Lok Samvaad Setu Programme

The Lok Samvad Setu is a program by government under which, the CM and council of ministers visit all the taluka centres of each district of Gujarat and meet people to solve their local grievances on different subjects related to land, electricity connections, sanitation, drinking water, benefits under various development schemes of the government etc.

"Conduct a survey and allot plots to all the Kangasiya families who are living in Banaskantha and still await the allotment of residential plots,” ordered our Minister Shri Ramanbhai Vora after listening to the complaint presented by  Bhamraji Kangasiya-Gwariyaa during the Lok Samvad Setu program organised in Diyodar block. Numerous families like Bhamrabhai’s are awaiting the possession to the plots that have been allotted to them in 2014. As the villagers are protesting the allotment of plots to the nomadic communities,  the entire matter is steeped into an unresolved mess. Numerous attempts, that have so far failed to attain any success, were  made by VSSM and the families to get  the concerned authorities execute the government order. Eventually, after the exhaustion of all the available options VSSM’s Naranbhai asked Bhamraji to present this long pending  case to the minister Shri Vora  at the Lok Samvad Setu program held on 1st April 2016. Bhamraji spoke his heart out, rendering the actual plight of the thousands of nomadic families like his, listening to which the minister ordered the above mentioned task.

The Minister was swift in ordering his officials to take required action on the complaint by Bhamraji, now its for the officialdom to take action. All we hope for is their swift action as well!!  In the previous week the team of VSSM also briefed the minister Shri. Vora on the numerous other urgent and unresolved issues of nomadic and de-notified communities that are categorised under educationally and socially backward communities. If the government wishes it could expedite the process to address all these issues, all it required was government’s will to do so!!

We are hopeful that the authorities and law makers display empathetic and positive approach to the plight of the nomads and without further procrastination begin addressing the numerous pending applications and files lying in various governmental offices.

‘બનાસકાંઠા જિલ્લામાં રહેતા અને પ્લોટ વગરના તમામ કાંગસિયાઓનો સર્વે કરાવી દો અને તમામને પ્લોટ ફાળવી દો.’

દિયોદરમાં યોજાઈ ગયેલા લોકસંવોદ સેતુ કાર્યક્રમમાં રાંટીલાગામમાં રહેતા ભમરાભાઈ કાંગસિયા-ગવારિયા કે જેઓને પ્લોટની ફાળવણીનો હુકમ 2014માં મળ્યોછે પણ પ્લોટનો કબજો મળતો નથી. ગામના લોકો ભમરાજી તથા અન્ય વિચરતી જાતિના લોકોને પ્લોટનો કબજો આપવાનો વિરોધ કરી રહ્યા છે. સંસ્થાગત રીતે અમે અને આ પરિવારોએ ઘણી રજૂઆતો કરી પણ કોઈ સાંભળતું નથી ના આ સંદર્ભે કાર્યવાહી થતી. કંટાળીને vssmના કાર્યકર નારણે ભમરાજીને લોકસંવાદ સેતુ કાર્યક્રમમાં પોતાને થઈ રહેલા અન્યાયની વાત કરવા કહ્યું અને તા. 1 એપ્રિલના રોજ મંત્રી શ્રી રમણભાઈ વોરાને ભમરાજીએ રજૂઆત કરી. 

ભમરાજીની રજૂઆતથી પ્રેરાઈને રમણભાઈએ ઉપરોક્ત વાક્યથી કલેકટર શ્રી ને બનાસકાંઠામાં રહેતા તમામ કાંગસિયાને પ્લોટ આપવાની સૂચના આપી. 

કાશ જેવી રીતે સૂચના અપાઈ એ પ્રમાણે સક્રિય રીતે કામ થતું હોય. વિચરતી અને વિમુક્ત જાતિઓનો સમાવેશ સામાજિક અને શૈક્ષણીક રીતે પછાત જાતિઓમાં થાય છે. જેના મંત્રી રમણભાઈ પોતે છે. રમણભાઈને અમે આ સમુદાયોના કેટલાક પ્રશ્નો જેનો નિવેડો સરકાર ઈચ્છે તો ઝડપથી આવી શકે તે સંદર્ભે ગત અઠવાડિયે જ રજૂઆત કરી છે. આશા રાખીએ એમાં પણ હકારાત્મક કામ થાય..

A couple of months back VSSM’s Mohanbhai had filed applications for U-WIN cards on the behalf of the nomadic families of Sankheswar and Santalpur blocks of Patan district. As a result of his efforts 85 and 25 nomadic families from the mentioned blocks have been allotted the U-WIN cards

( can be seen in the picture).

We hope that the family keep receiving their identity proofs and related documents in similar manner thus enabling them access to various government schemes.

પાટણ જીલ્લાના શંખેશ્વર અને સાંતલપુરતાલુકામાં રહેતાં વિચરતી જાતિના પરિવારોને U win કાર્ડ મળે એ માટે vssmના કાર્યકર મોહનભાઈએ અરજી કરી હતી. જેના અનુસંધાને આ બન્ને તાલુકામાં વસતા અનુક્રમે ૮૫ અને ૨૫ પરિવારોને શ્રમયોગી કાર્ડ મળી ગયા જે ફોટોમાં જોઈ શકાય છે. હવે આ પરિવારોને કાર્ડનું વિતરણ કરવામાં આવશે.
