As we observe De-Notified Day today, hoping the nomadic and de-notified tribes gain freedom in the real sense!!...

Many of you will be surprised to learn that there were numerous communities of our country which did not gain independence on 15th August 1947. The British Raj had listed some tribes of India as ‘notified tribes’ ads they deemed their occupations as  criminal/unlawful. Once the tribe became ‘notified’ they were required to compulsorily notify themselves before the local magistrate or police.  Even the children born in these tribes were deemed born criminals. A person can be termed criminal in life only if he/she takes up unlawful activities but to term someone criminal just because they were born into a particular community is a highly offending act.

The ’notified tribes’ did not even have the empathy of civil society who did not comprehend the need to dispute this law. The communities remained ‘notified’ until 31st August 1952 when the then Prime Minister Pandit Jawaharlal Nehru ‘de-notified’ these so-called criminal communities!!

 The fences around their settlements were removed, they were freed from the mandatory rule of marking their presence daily at police-station hence, the de-notified communities of our country celebrate their independence day on 31st August.

 Sadly, the communities in spite of being freed from all the ‘notified’ remained excluded from the development story of India as measures for their rehabilitation were never formed or launched by any of the governments. Even today,  these communities struggle to achieve even their basic needs.

 The de-notified tribes have united to draw attention towards their plights, thankfully their voice has reached the administrators and those in power. We wish them the best on the occasion of their freedom from one of the most crippling laws to their progress. May they achieve freedom from hunger, poverty and marginalisation too.

આજે વિમુક્તી દિનની સૌને શુભેચ્છા..

અને ખરા અર્થમાં વિચરતા વિમુક્ત સમુદાયોને આઝાદી મળે તેવી અભ્યર્થના...

તમને જાણીને નવાઈ લાગશે કે આપણ દેશમાં એવા કેટલાક સમુદાયો છે કે જેઓ 15 ઓગષ્ટ 1947ના રોજ આઝાદ નહોતા થયા..અંગ્રેજો દેશમાં આવ્યા ને એમણે આખા દેશમાં 200 જાતિઓને ક્રિમીનલ ટ્રાઈબ્લ એકટ - 1871 હેઠળ વાડા (સેટલમેન્મેન્ટ)માં પૂરી, સવાર સાંજ પોલીસ સ્ટેશનમાં કે પોલીસ પટેલ પાસે તેમની હાજરી ફરજિયાત કરી.

તે ત્યાં સુધી કે આ સમુદાયમાં જન્મનાર નાના બાળકને પણ જન્મજાત ગુનેગાર માની લેવામાં આવતું. કોઈ વ્યક્તિ ગુનેગાર હોઈ શકે પણ એ વ્યક્તિ જે જાતિમાં જન્મયો હોય તે જાતિને જ ગુનેગાર માનવી તે જરાય યોગ્ય નહોતું.

સમાજમાંથી આ સમુદાય પ્રત્યે અનુકંપા દાખવી કોઈએ આ કાળા કાયદાનો વિરોધ નોંધાવાનું પણ ન કર્યું..

આ સ્થિતિ છેક 1952 સુધી રહી. 1952ની 31 ઓગષ્ટના રોજ તે વખતના વડાપ્રધાન શ્રી પંડિત જવાહારલાલ નહેરુએ નોટીફાઈટ - ગુન્હાહીત ગણવામાં આવેલા સમુદાયોને ડી નોડીફાઈડ કર્યા. એટલે કે વિમુક્ત કર્યા.

તેમના વસવાટની ફરતે કરવામાં આવેલી વાડ કાઢી નાખવામાં આવી, તેમને હાજરી ભરાવવામાંથી મુક્તિ આપવામાં આવી. એટલે આપણા દેશમાં રહેતા વિમુક્ત સમુદાયો તેમનો આઝાદીનો દિવસ 31 ઓગષ્ટના રોજ ઊજવે છે. 15 ઓગષ્ટે દેશ આઝાદ થયો પણ આ સમુદાયને ખરી આઝાદી 31 ઓગષ્ટે મળી.

જો કે 31 ઓગષ્ટના રોજ આઝાદ થયા, તેમને હાજરી ભરાવવામાંથી કે સેટલમેન્ટમાંથી મુક્ત કરાયા પણ તેમના પુનઃવસન માટે થવા જોઈતા પ્રયત્નો ન થયા... આજે પણ આ સમુદાય પ્રાથમિક જરૃરિયાતો માટે ઝઝૂમી રહ્યો છે..

પણ હવે આ સમાજ સંગઠીત થયો છે.. સત્તા સ્થાને તેમનો અવાજ પહોંચ્યો છે..આવા આ સમુદાયના પ્રિય એવા સૌને વિમુક્ત દિવસની ખુબ શુભેચ્છા..

2006માં વિચરતી વિમુક્ત જાતિઓનું સમેલન કરેલું તે વેળા ઉપસ્થિત સૌએ જયધોષ કરેલો તેનો ફોટો...

“Ben, we have spent our entire lives in such shabby looking shanties, these living conditions do not bother us much but surviving each monsoon under such roof is a challenge, the harsh winds of winters and summers make it difficult to cook a proper meal.

Cooking becomes a difficult task and the cooked foods receive a liberal garnish of sand that these winds bring along. We would be delighted to move into our own home soon…” Sayraben Dafer of Surendranagar’s Danawada draws a very honest picture of the challenges she encounters while living in makeshift houses.

We have been requesting  to the government for allotment of residential plots to the nomadic and de-notified families of Surendranagar. Today, was different because when we met  the Surendranagar District Collector Shri Rajan, he asked us to prepare and  submit plot applications for all these families, assuring us that he  will make sure the plots are allotted at the earliest . Shri Rajan has also instructed his staff to do the same. For now we have requested allotment of plots to more than 500 nomadic families of Dhrangadhra and Limdi blocks.

VSSM’s Harshad will be preparing the applications and both Kanubhai and he will be meeting the Additional Collector of Limdi and Dhrangadhra tomorrow. We hope the wait isn’t longer this time. We are grateful to Shri. Rajan for his proactive and positive approach.

Hopefully,  nomads like Gulabbhai, Sayraben who have been wandering for centuries will soon find an address of their own. With such positive developments we are inching closer to realising our goal of providing a permanent address to the nomadic families of Gujarat…..

બેન આખી જીંદગી સાપરાંમાં જ કાઢી.. આમ તો આંયા કાંય વાંધો નથ પણ ચોમાસામાં આંયા રેવાનું બહુ અઘરુ થાય સે. અન વાયરો ઘણો હોય તો ખાવાનું બનાઈએ એમાંય ઘણી રેત આવે. હવે હરખુ ઠેકાણું થાય તો બેન રાજી'

સુરેન્દ્રનગરના દાણાવાડામાં રહેતા સાયરાબહેન ડફેરે આ વાત કરી.

આમ તો સરકારમાં તો ઘણા વખતથી સુરેન્દ્રનગરમાં રહેતા પરિવારોને પ્લોટ મળે તે માટે રજૂઆત કરતા હતા. પણ આજે કલેક્ટર શ્રી રાજનને મળ્યા ને અેમણે બધી વસાહતોની દરખાસ્ત તૈયાર કરીને આપવા કહ્યું. દરખાસ્ત કર્યાના થોડા સમયમાં જ પ્લોટ આપવાની એમણે ખાત્રી આપી.

શ્રી રાજનને સરકારી પડતર જગ્યાના સર્વે નંબર બતાવવા વાત કરીને એમણે એ પ્રમાણે સૂચના આપી. હાલ પુરતુ અમે લીમડી અને ધ્રાંગધ્રામાં આશરે 500 ઉપરાંત પરિવારોને વસવાટ માટે જગ્યા ફાળવવા વિનંતી કરી છે. શ્રી રાજનની હકારાત્મકતા માટે તેમના આભારી છીએ..

103 nomadic families of Banaskantha got residential plots by the attempts of VSSM

The current living condition of these families 

“Enable the nomadic and de-notified tribes lead a life with dignity” is the goal VSSM has been striving to achieve through these years.  The activities at grassroots, a continuous dialogue with the society, sensitising the government machinery on the special needs of the nomadic communities and interventions to influence the policy so as to make them more inclusive for the nomadic communities are the tools VSSM uses to achieve this goal. 

One of the most radical change that has swept across all these 40 or more nomadic and de-notified communities is the termination of their itinerant lifestyles because of obsoleteness of their traditional occupations. As a result, these communities who until now had never felt the urge to lead sedentary lifestyles now desire to settle down. It is very obvious that to settle down they will need a house and to build a house they’ll need some land. VSSM has been working on mammoth scale to ensure that thousands to homeless nomadic families receive residential plots from the government and when the plots get allotted the team of VSSM shares the same joy as the recipient families do. Hence it is with great joy that we share with you the news of allotment of 100 sq. mt. plots in Lavana village in Lakhni, Banasantha to each of the 103 nomadic families staying in Banaskantha’s Lakhni and Diyodar.

Each and every applications in the government needs to be followed up and that too repeatedly. The team of VSSM makes hundreds of rounds of various government offices to ensure that the applications result in positive development. It is a daunting task but the team just keeps going. It is also the support and encouragement that we receive from our friends and donors keeps us motivated and makes us push our boundaries farther. આમ તો વિચરતી જાતિ હવે પોતાનું સ્થાયી સરનામું અને સાથે પોતાના ઘરની ઝંખના રાખે છે. ઘર માટે રહેણાંક અર્થે પ્લોટ મળે તે સૌથી અગત્યનું છે. સરકાર પાસે આપણે હજારો પરિવારોને પ્લોટ મળે તે માટેની રજૂઆતો કરી છે. જેમાંથી તાજેતરમાં બનાસકાંઠાના લાખણી તાલુકાના લવાણાગામમાં વિચરતી જાતિના 103 પરિવારો જેમાંના કેટલાક દિયોદર તથા કેટલાક લાખણીમાં રહે છે તેમને રહેણાંક અર્થે 100 ચો.મી.ના પ્લોટ ફાળવાયા છે. 

સરકાર દ્વારા આ પરિવારોને પ્લોટ ફાળવાયા તે માટે અને આ પરિવારોને પ્લોટ મળે તે માટે સતત vssmટીમ કાર્યરત રહી આ ટીમને કાર્ય કરવા માટે બળ પુરુ પાડનાર આપ સૌ સ્વજનોના અમે આભારી છીએ. સતત ફોલોઅપ વગર કામ સંભવ બનતું નથી અને ફોલોઅપ માટે ખર્ચ પણ ઘણો થાય.. પણ આપ સૌની મદદથી અમે સતત લાગ્યા રહ્યા અને આ પરિવારોને પ્લોટ ફાળવાયા હવે તેમનું પોતાના ઘરનું સ્વપ્ન સાકાર થશે...

ફરી એક વખત સરકાર અને આપ સૌ સ્વજનોનો આભાર...

જે પરિવારોને પ્લોટ ફાળવાયા તે પરિવારો જે સ્થિતિમાં રહે છે તે જોઈ શકાય છે. આવી પરિસ્થિતિમાં રહેતા પરિવારોને હવે પોતાનું ઘર મળશે...

Historically the  Dafer community is identified as a tribe involved in looting and robbing.Their  second name Dafer always invites stares, curious looks and outright rejection.To shun away the stigma associated with their surname  the 136 Dafer families living in Amrapur Pati in Patan’s Sami block decided to do away with the Dafer as their surname instead use Maghra, Sindhi and Miyana as their  second name on all their documents of identity like Voter ID card, ration card etc. 

The Dafer families did hope of a better and promising future but as we all know  life seldom smiles back so easily on the deprived and marginalised sections of society.  As bitter as it may sound but changing names does not promise any magical beginnings, it does not guarantee that the stigma attached with the past identity will wane out!!! Hence, even today the mention of these families attracts curious stares, scorns and suspicion. And the fact also is that some families in this village still continue to practice unlawful activities because they have no other options left to earn their living. The families survive in absolutely inhumane conditions with no roof on their head except a tarpaulin supported by few twigs and branches!!! Under such conditions the officials and authorities should be reaching upto them to offer some government assistance so as to elevate them from abject poverty instead it is the police that makes frequent rounds of this settlement. 

“Even the cattle here have some dignity in this society than why not us?? In 2011 our former chief minister  Smt. Anandiben Patel  had announced allotment of plots to all the 136 families and yet only 11 were allotted with the plots and first instalment  of the assistance  to build their houses. But the rest of the families were left out and those 11 families never received their second instalment. And nobody knows what is the reason behind such disregard of a promise made by senior minister of Government of  Gujarat. 

These families like all the other Dafer families need to be included in the government policies, treating them as outlaws is not going to resolve any issues. These are the occupations they no longer practice and hence need inclusive programs by government and society, keeping them at a distance will only aggravate the condition and push them to take up the activities they have abandoned long back!!

VSSM has made presentation for allotment of residential plots to these families. All we need to do is hope for the best!!

VSSM’s Tohid and Mohanbhai paid visit to these families promising them VSSM’s support as much as possible. 

ડફેર પરિવારોને પ્લોટ મળે તે માટે vssm દ્વારા રજૂઆત..

પાટણ જિલ્લાના સમી તાલુકાના અમરાપુર પાટીમાં ડફેર સમુદાયના 136 પરિવારો રહે. ડફેરની છાપ સમાજમાં ગુનેગાર તરીકેની એટલે આ પરિવારોએ પોતાની ઓળખ ડફેર તરીકેની ભૂંસી નાખવાનું નક્કી કર્યું હોય તેમ તેમના તમામ આધાર પુરાવા મતદારકાર્ડ, રેશનકાર્ડમાં જાતિમાં મધરા, સીંધી અને મિયાણા લખાવ્યું. 

જોકે જાતિ જુદી લખાવવાથી છાપ તો ભૂંસાઈ નહીં. અલબત આજે પણ અમરાપુર પાટીનું નામ સમી પંથકમાં લઈએ તો લોકો શંકાની નજરે જ આપણી સામે જુએ. આ ગામના કેટલાક હજુ પણ ગુનાહીત પ્રવૃતિ સાથે સંકળાયેલા છે. તદન અમાનવીય સ્થિતિમાં આ પરિવારો રહે છે. ગામની પડતર ખરાબાની જગ્યામાં ઘાસ અને સાંઠીઓના છાપરાં બનાવીને જિંદગી પુરી કરવાની હોય તેમ તેઓ જીવે છે. સરકારી અધિકારીઓ ઓછા પણ પોલીસ વારે ઘડીએ આવીને આ ગામમાં આંટા મારી જાય છે. 

આ ગામના લોકો કહે છે, ‘ઢોરનીયે ગણતરી થાય તો અમારી કેમ કોઈ ગણતરી નથ? અમને સરકારની કોઈ મદદ કેમ મળતી નથી? 2011માં મુખ્યમંત્રી આનંદીબહેન પટેલે સમીમાં અમને (136 પરિવારોને) પ્લોટ આપવાની જાહેરાત કરી પણ પછી 11ને જ પ્લોટ આપ્યા અને મકાન સહાયનો પહેલો ચેક પણ. બાકીના પરિવારોને કેમ પ્લોટ ફાળવાયા નહીં તે અંગે કશી ખબર નથી. તો મકાન સહાયનો બીજો હપ્તો પણ ચુકવાયો નથી.’

જાતિની આંટીઘુંટી દૂર કરીને આ પરિવારોને વહેલી તકે પ્રાથમિક સુવિધા સાથે ઘર આપવા જોઈએ તો જ તેઓ સામાન્ય સમાજ સાથે ભળશે. નહીં તો આ રીતે તેમને વેગળા રાખીશું તો ગુનાહીત પ્રવૃતિ ઘટવાની નથી. જે અસંતોષ તેમના મનમાં આવી રહ્યો છે તેનું વહેલીતકે નિરાણકરણ કરવાની જરૃર છે. નહિ તો....

vssmએ આ પરિવારોને પ્લોટ મળે તે માટેની રજૂઆત કરી છે. જોઈએ શું થાય છે.

vssmના કાર્યકર તોહીદ અને મોહનભાઈએ આ પરિવારોની મુલાકાત લીધી vssm આ પરિવારોને શક્ય મદદરૃપ થવાની કરે છે. સફળ થઈશું તેવી આશા છે.

આ પરિવારો જે સ્થિતિમાં રહે છે તે ફોટોમાં જોઈ શકાય છે.

“The Panchayat has allotted us houses in 2007-08 but we have preferred to stay in the farm because the quality of construction is so poor that we fear they might come down someday when we are staying inside.”

“Who constructed such poor quality houses?? Did'nt you pay attention when the construction was underway??”

“We weren’t even aware that such houses are being constructed for us!! One day some village elders came to us and told us that our houses were ready and we could move in!!”

That was Varjunbhai Bharthari of Dhanera’s Ravi village narrating us the reasons for 13 Bharthari families opting out of  staying in the houses that the village panchayat has  built for them. The 13 Bharthari families of Ravi village have houses built for them but they have received documents to their plots on which these houses stand yet the panchayat has been giving them receipt to the house tax paid (as seen in the picture). The names of these families featured in the village’s BPL list and apparently the panchayat members decided to build houses for them,  without informing them, under the Indira Awas Scheme. But the quality of construction was so questionable that these families decided against staying there. 

What is difficult to comprehend for the families as well as the VSSM team  is how can anyone take such important  decision of  constructing a house without actually consulting the people who are to benefit from it!! 

The entire episode that has come to light recently shows how vulnerable the illiterate and ignorant nomads are and the  vested interest groups  are always eager and on the prowl  to take advantage of the ignorance of such ignorance!!

We are hoping that our hope in government taking some concrete steps for uplifting vast nomadic population soon comes true. The families are fast losing patience and we want the government to act fast,  before this population chooses to act!!! 

ભરથરી પરિવારોને ઘર મળ્યું પણ...

‘બેન અમન બોધીન આલેલા મકોનમાં જવા અમે સેજેય રાજી નહીં. મકોનમાં ઉપરથી બધુ ખર હ. હાચુ કઉ તો મકોન પડુ પડુ થતુ લાગ એટલે 2007-08માં મકોન બોધીન પંચાયતે આલ્યા પણ અમુ એક રાતેય એ મકોન કાઢી નહીં. અમે ખેતરોમાં જ પડ્યા સીએ.’

‘આવું જર્જરીત મકાન બાંધ્યું કોણે? તમે એ વખતે ધ્યાન નહોતું આપ્યું?’

‘અમુન તો ખબેરય નતી કે અમારા ઘરો થાય સ. આ તો બંધાઈ જ્યા પસી ગોમના મોટા મોણસોએ કીધુ તાર ખબર પડી.’

ધાનેરા તાલુકાના રવીગામમાં રહેતા વર્જુનભાઈ ભરથરીએ ઉપરોક્ત વિગતો જણાવી. સાંભળીને આ પરિવારો સાથે કામ કરવાનું જેમણે માથે લીધુ છે તેવા vssmના કાર્યકર મહેશ અને પરેશ થોડા નિરાશ થયા.રવી ગામમાં ગામથી દૂર ભરથરી પરિવારોના 13 મકાનો બંધાઈ ગયા પણ પ્લોટની સનદ હજુ આ પરિવારો પાસે નથી તેમને પંચાયત દ્વારા ઘર વેરાની પહોંચ આપવામાં આવી છે. જે ફોટોમાં જોઈ શકાય છે. 13 પરિવારોના નામ બી.પી.એલ.યાદીમાં છે એટલે ઈન્દિરા આવાસ યોજના અંતર્ગત તેમના મકાન ગામના જ સરપંચ અને અન્યોએ ભેગા મળીને બનાવી દીધા. પણ ભરથરીને ગમે તેવા મકાન બન્યા નથી તેવું તેમની સાથેની વાત પરથી સ્પષ્ટ જણાય છે એટલે તેઓ ત્યાં જવાય રાજી નથી. વળી મકાન બનીને સીધા આપી દેવાનું થયું તે પણ આ પરિવારો અને અમારી સમજ બહારનું છે. 

વિચરતી જાતિઓ કેવી પરિસ્થિતિમાં જીવી રહી છે તેનો વધારેને વધારેને ખ્યાલ આવતો જાય છે. ક્યાંક તો તેમની અજ્ઞાનતાનો પણ ફાયદો ઉઠાવવામાં આવતો હોય તેવું લાગે છે. 

તકવંચિત પરિવારો અંગે સરકાર નક્કર વિચારશે તે આશા vssm ટીમ રાખી રહી છે. અમે ઈચ્છીએ કે અમારી આશા ફળીભૂત થાય... નહીં તો આ સમુદાયો તો કંટાળ્યા છે. તેઓ નક્કર કદમ ઉઠાવે તે પહેલાં સરકાર દ્વારા નક્કર કામ થાય તેવી અપેક્ષા...

The Living Conditions of the Nat and Vansfoda families
in Khoda Village

17 families belonging to Nat and Vansvadee (Jogi) nomadic community stay in a settlement located on the outskirts of Khoda village of Banaskantha’s Tharad block. The settlement has been their home for many years now. While these families remain on the move through out the year they gather back in the settlement to spend the monsoon months. Most nomadic communities across Gujarat do not move/wander during the monsoon period. 

These 17 families possess  Voter-ID Cards, Ration Cards bearing the address of Khoda village, their houses in the settlement  are Kuccha huts with hay roofs. VSSM has been striving to ensure these families are allotted plots to build their homes. VSSM has also filed applications for the same, its been long since we  submitted all the relevant documents in the office of the Mamlatdar. Inspite of producing all the necessary  documents there has been no progress in the direction of processing the applications.  

Until now the families had been receiving water in the settlement, but that too has been turned off. It is believed that an RTO office is coming up on the land where these families are staying right-now. The families aren’t against any construction  on this land, they aren't asking for the plots on that very piece of land, all they are requesting is a piece of land anywhere  so that they can build home and have a permanent address. When the authorities do not process the applications for such a long time it reflects their attitude and makes us question their willingness to work for the voiceless and the marginalised.

At present the families are being pressurised to vacate the place without  telling them where to go. VSSM has requested the authorities to do what is rightful and just for these families. Let us hope for the best.

It pains us immensely when we see thousands of nomadic families survive in absolutely inhumane conditions. Almost 7 decades of independence and our country has huge populations who do not have food at the end of the day. How shameful is that for us as a society and country. After filing the applications we had been expecting allotment of plots, instead what the authorities are doing is shooing them away from the place they called home for several years. 

How wonderful it would have been if the families were given the same priority as is been given to a RTO office!

બનાસકાંઠાના થરાદ તાલુકાના ખોડાગામમાં નટ અને વાંસવાદી (જોગી)ના કુલ 17 પરિવારો વર્ષોથી ગામમાં રહે છે. ધંધા અર્થે ગામથી થોડો સમય બહાર જાય પણ વળી પાછા આ ગામમાં જ આવીને રહે છે. આ પરિવારો પાસે આ ગામના મતદારકાર્ડ, રેશનકાર્ડ પણ છે. આ પરિવારો ગામથી દૂર પડતર જગ્યા પર ઘાસના છાપરાં બાંધીને રહે છે. આ પરિવારોને રહેણાંક અર્થે પ્લોટ મળે તે માટે VSSM દ્વારા છેલ્લા ચાર વર્ષથી રજૂઆત થઈ રહી છે અને પ્લોટની માંગણી સંદર્ભની દરખાસ્ત તમામ દસ્તાવેજ સાથેની મામલતદાર કચેરીમાં જમા પણ કરાવી છે પણ કોણ જાણે આ દિશામાં કોઈ કાર્યવાહી કેમ થતી નથી.

આ પરિવારો જ્યાં રહે છે ત્યાં પીવાના પાણીની સુવિધા કરી હતી તે પણ બંધ કરી દેવામાં આવી છે. હાલમાં આ પરિવારો રહે છે ત્યાં કદાચ આર.ટી.ઓ કચેરી બનવાની છે. આરટીઓ કચેરી ભલે બને આ પરિવારો તેનો વિરોધ નથી કરતા. ના તેઓ હાલમાં જે જગ્યા પર રહે છે તે ફાળવવાની જીદ કરતા પણ ક્યાંક તો તેને સ્થાયી સરનામું આપવાની માંગ કરે છે. જે આ દેશના નાગરિક હોવાના નાતે તેમનો અધિકાર પણ છે. પણ સમાજના સૌથી છેવાડે રહેતા આ પરિવારો પ્રત્યે સૌ દુર્લક્ષ સેવી રહ્યા હોય તેમ લાગે છે. હાલમાં તેમના ઉપર આ જગ્યા ખાલી કરવા સૌ દબાણ કરી રહ્યા છે. પણ ક્યાં જઈને રહેવું તેનો વિકલ્પ કોઈ આપતા નથી. VSSMએ આ પરિવારો સાથે ન્યાયીક કાર્યવાહી કરવાની રજૂઆત કરી છે. જોઈએ શું થાય છે..

પણ આઝાદીના આટલા વર્ષો પછી પણ આવી અમાનવીય સ્થિતિમાં આપણા જ દેશના નાગરિકોને જીવવું પડે તે આપણા સૌ માટે શરમજનક છે. વળી તેમને કાયમી સરનામું આપવાની જગ્યાએ હડહડ કરતા તેમને કાઢી મુકવાનું સૌ હોંશથી કરી રહ્યા છે. કાશ આર.ટી.ઓ. કચેરીની જેમ આ પરિવારો પણ સરકારની પ્રાથમિકતામાં હોત...

Tacking the demons that lie within …..

The city of Rajkot has huge concentration of Marwari Devipujak (Bavari) community. The families stay in ghettos with as many as 12-15 members staying in a 10 X10 feet shanty. Elder parents, sons and daughter-in-laws, daughters and son-in-laws and children all stay in these wall less houses that have sarees or bedsheets to form make-shift partitions to guard privacy. It was important that these families receive plots to build however small yet  seperate houses. Since past 2 years VSSM’s Kanubhai has been working hard to ensure these nomadic families receive residential plots. The conditions under which they currently survive are absolutely inhospitable and inhumane. Consequent to the appeals made by Kanubhai the district Collector asked him to submit applications for these families.  

Filed Housing Plots Applications

To our utter surprise, the moment we initiated the task of filing applications the thus far dormant community leaders suddenly became active, asking the community members for money to be given to the officials to get the task done!! They went to the extent of demanding money to begin the process of filling up the form!! The entire episode was quite a revelation as it was totally opposite to the way VSSM functioned. Kanubhai had to convince everyone there was no money to be given to anyone and even called in the local authorities to give an explanation of how the applications will be handled.

It has taken Kanubhai one and a half years to make the families understand that no money has to change hands for filing and sanctioning the applications. On grasping what Kanubhai was trying to convey the Marwari Devipujak families shunned away their own community leaders who until now had formed the toxic habit of indulging in corruption. After the resolving of all the issues Kanubhai could manage to file applications for 126 families. 

The emergence of such situations requires the VSSM team members to fight the demons and corrupt mindsets  (individuals with vested interests) that lie within the nomadic communities. Work done without money or their inclusion somewhere indicates the loosening of their hold on their own ignorant community members and  that is what the community leaders do not want to happen. When we come across such situations  it makes us realise how distant our destination is for the journey we have embarked upon…..The fact that VSSM has a strong, determined and  dedicated team to tackle any untoward situation gives a great solace and assurance that ‘we shall overcome…'

રાજકોટમાં મારવાડી દેવીપૂજક(બાવરી) સમાજની વસતિ ઘણી વધારે છે. દસ બાય દસના ઝૂંપડામાં એક સાથે 12 થી 15 વ્યક્તિઓનો પરિવાર રહે. જેમાં મા-બાપ, દીકરા-વહુ, દીકરી જમાઈ બાળકો બધા જ આવી જાય. આમ તો એક છાપરાંમાં આટલા બધા લોકો? ચાલે તોય ભટકાય એવી હાલત હોય. રાતના તો ચાદરોની આડાશો કરીને પ્રાઈવસી કરનારા આ પરિવારોને રહેણાંક અર્થે પ્લોટ મળે તે અત્યંત જરૃરી હતું. vssmના કાર્યકર કનુભાઈ આ પરિવારો સાથે છેલ્લા બે વર્ષથી કાર્યરત છે. તદન અમાનવીય સ્થિતિમાં રહેતા આ પરિવારોને રહેણાંક અર્થે જગ્યા મળે તે માટે સંસ્થાના માધ્યથી તેમણે અરજી કરી અને કલેકટર શ્રીએ આ પરિવારોની દરખાસ્ત જમા કરાવવા ક્હયું.

દરખાસ્તનું કામ આરંભ્યું કે, અત્યાર સુધી સુસુત્પ અવસ્થામાં રહેલા આ સમુદાયના આગેવાનો કાર્યરત થયા અને પૈસાનો જુગાડ શરૃ થયો. અધિકારીને આટલા પૈસા આપવા પડશે તમે આપો તો જ દરખાસ્ત કરીશું નહીં તો નહીં. vssmની કાર્ય પદ્ધતિથી તદન વિપરીત સ્થિતિ અમારી સામે આવી પડી. કનુભાઈએ સૌને સમજાવ્યા અને એક પણ રૃપિયા વગર કામ થશે તેવી બાંયેધરી આપી. જરૃર પડે અધિકારી સાથે વાત કરાવી. પણ વહીવટીતંત્રની જેમ સામાજિક સ્તરે ઘુસી ગયેલા ભ્રષ્ટાચારને આમ સરળતાથી નાથી શકાય તેવો ક્યાં હતો. દોઢ વર્ષની મહેનત પછી સૌ સમજ્યા અને પૈસાના જોરે વહીવટ કરનારાને મારવાડી સમાજે જ પોતાનાથી દુર કર્યા. તે પછી કનુભાઈએ 126 પરિવારોની દરખાસ્ત મામલતદાર કચેરીમાં જમા કરાવી.

ભ્રષ્ટાચારનો ભોરીંગ જાતિગત માળખામાં એવો ઘુસી ગયો છે કે એના સામે પણ એક અલગ પ્રકારે બાથ ભીડવાનું સંસ્થાના કાર્યકરોએ કરવાનું થાય છે. પોતાના સ્વાર્થ ખાતર સમાજની જુની ઘરેડને જ પકડીને આગળ વધારે રાખવાનું નાતના આગેવાનો કરે રાખ્યે છે અને એ પણ ખાલી 500 કે 1000 રપિયા માટે થઈને. ખેર આ બધુ જોઉ છુ ત્યારે લાગે છે કે, vssmએ હજુ ઘણી લાંબી મજલ કાપવાની છે. બહારના પરિબળોની સાથે સાથે આંતરીક પરિબળો સામે પણ લડવાનું છે. તેને બદલાવવાના છે.. આ બધુ થશે તેવી અમને આશા છે vssmની ટીમ એવી મજબૂત છે એટલે બધુ પાર પડશે...

Nomadic communities with their recently
acquired caste certificates. 

VSSM had to approach the Chief Minister of Gujarat for the allotment of residential plots to 12 Bharthari families belonging to Vijapur. After communicating the issue with the Chief Minster, the matter gathered momentum. The local officials asked  us to prepare the applications and Tohid worked rigorously to ensure that all the required processes were completed. However these applications needed one very important document and that is the caste certificate. Acquiring any of the entitlement documents is an uphill task for the marginalised and poor nomadic families. However,  the most challenging amongst  these is acquiring the caste certificate, a document that is essential if one had to access some of the government welfare schemes. Mamlatdar Shri. Tank extended support and issued caste certificate to 12 Bharthari families on priority basis. We are hopeful that the families will also receive the residential plots very soon.

વિજાપુરમાં રહેતાં ૧૨ ભરથરી પરિવારોએ રહેણાંક અર્થે પ્લોટ મળે એ માટેની મુખ્યમંત્રી સમક્ષ કરેલી રજૂઆત પછી. સ્થાનિક તંત્ર દ્વારા આ પરિવારોની ઝડપથી દરખાસ્ત તૈયાર કરીને જમા કરાવવાનું vssmના કાર્યકર તોહીદ દ્વારા કરવામાં આવ્યું. જેમાં ભરથરી પરિવારો વિચરતી જાતિના હોવાનું જાતિ પ્રમાણપત્ર ખુબ અગત્યનું હતું. મામલતદાર શ્રી ટાંકની મદદ્થી ૧૨ પરિવારોના જાતિ પ્રમાણપત્ર તત્કાલ નીકળ્યા અને એમની દરખાસ્ત જમા થઇ ગઈ. એમને જમીન મળવાનો હુકમ ઝડપથી થશે એવી આશા છે.

Along with the political and bureaucratic will another important will that affects the overall development and welfare of the nomadic communities is the societal will. The willingness of all these groups is crucial if we had to ensure the development of nomadic communities. A recent case we are addressing proves the above statement. 

12 Vanzaa families have made in Rajkot’s  Tramba village ftheir home for many years. Vanzaa is a sub-sect of the Vansfoda community. Their main source of earning is from bamboo basketry. VSSM made efforts to get their names entered in BPL list and get residential plots allotted along with the support under the Indira Awas housing scheme.  The first instalment of Rs. 25,000 has also been received. These families have always faced the under currents of dislike and disgust from the villagers. If a child fell ill in the village the it was because of Vanzaa’s evil eye. If Vanzaa individuals passed by the mothers would hide their children fearing their evil-eye. But since they did not bother anyone their stay in the village was not countered. So when the families received residential plots there was noise and murmurs. The families staying on the land near the plots allotted dislike Vanzaa in their neighbourhood. Unwilling to face objection the Vanzaa families fear staying here. 

They spoke to VSSM’s Kanubhai about the matter  bothering  them and requested him to speak to the District Collector regarding re-allotting the plots to some place away from the village where their presence is not bothering the fellow residents. Kanubhai explained to the consequent outcome to the families asking them to ignore the matter, “once you’ll  start living together things will be ok ..” 

“Peace is hard to come if we begin our journey  over hurt and mistrust..” replied the Vanzaa members. 

There is both apprehension and dilemma we are facing. The allotment of residential plots is hard to come and telling the authorities to change the allotment to some place else will not go well with them. The concern of Vanzaa is also true. How can one stay in vicinity of people who don’t like you and face their negativity all the time…..

So here we are again facing the same issue we have faced hundreds of time - the dislike, disgust, mistrust and all the likes inflicted towards the nomadic communities..so how do these people who have never held something close to them,, who are wanderers, who have gathered wisdom for ages, who best know how to forget, forgive and move ahead - finally get accepted and embraced for we can hardly imagine the plight they face day in -day out….

Hope to find a way out of this situation soon…..

વિચરતી જાતિના પરિવારો માટે કેટલી જડ માન્યતા..
રાજકોટ જીલ્લાના ત્રાંબા ગામમાં ૧૨ વાંઝા પરિવારો વર્ષોથી રહે. BPL યાદીમાં આ પરિવારોના નામ પણ દાખલ થયા અને એટલે એમને રહેણાંક અર્થે પ્લોટ પણ મળ્યાં અને મકાન બાંધવા માટે ઇન્દિરા આવાસ અંતર્ગત રૂ.૨૫,૦૦૦ નો પ્રથમ હપ્તો પણ મળ્યો. પણ અત્યાર સુધી ગામથી દુર રહેતા વાંઝા પરિવારો આમ કોઈને  ગમતા નહોતા. પણ નડતા પણ નહોતા એટલે કોઈ કશું કહેતું નહિ.. પરંતુ, હા ગામમાંથી વાંઝા પરિવારનું કોઈ પણ પસાર થાય તો સ્ત્રીઓ એમના બાળકોને સાડલાથી ઢાંકી દે. કોઈ બાળક બીમાર પડી જાય તો વાંઝાની જ નજર લાગી હોય એમ માની લે.

આવી પ્રબળ માન્યતા ધરાવતા ગામમાં ગામતળની જમીનમાં ૧૨ વાંઝા પરિવારોને રહેણાંક અર્થે પ્લોટ મળ્યા. આ પરિવારોને મળેલી જગ્યા પર ગામના બીજા લોકો પણ રહે છે જે વાંઝા પરિવારોને ઈચ્છતા નથી અને વાંઝા પરિવારો પણ ગામના લોકોની આ બધી માન્યતાની સાથે એમની વચમાં રહેતાં ડરે છે.
vssm આ પરિવારો સાથે કામ કરે છે.. vssmના કાર્યકર કનુભાઈને બોલાવીને આ પરિવારોએ ગામમાં ફાળવાયેલા રહેણાંક અર્થેના પ્લોટની જગ્યાએ ગામથી દુર જ્યાં ગામના લોકોને નડીએ નહિ ત્યાં પ્લોટ આપવા કલેકટર શ્રીને રજૂઆત કરવા માટે  જણાવ્યું છે. કનુભાઈએ આ પરિવારોને સમજાવ્યા પણ ખરા કે, એક વખત રહેવાનું શરુ થઇ જશે પછી કદાચ આ ગજગ્રાહ – માન્યતા નહિ રહે. પણ આ પરિવારો કહે છે એમ, ‘લડીને લઈએ કે કોઈને દુખી કરીને લઇએ તો પછી ત્યાં શાંતિ ના આવે.. ’

શું કરવું એ દુવિધા અમને પણ છે. માંડ માંડ મળેલાં પ્લોટમાં પાછા આ જગ્યાએ નથી જોઈતા એમ કહીશું તો બીજે મળશે કે કેમ એ પણ શંકા છે. તો વાંઝા પરિવારોની શંકા પણ સાચી છે.. જે વસાહત જ્યાં બીજી જાતિના લોકો રહે છે જે વાંઝા પરિવારોને પોતાની સાથે ઈચ્છતા નથી ત્યાં પરાણે આ પરિવારોની સાથે વસવું કેટલું યોગ્ય છે? એ પણ પ્રશ્ન છે..

આ બધામાં સમરસતાથી આપણે સૌ સાથે કેમ રહી રહી શકતા નથી એ પ્રશ્ન સૌથી મોટો છે. વિચરતી જાતિના લોકોના વસવાટની વાત આવે કે ગામનો વિરોધ શરુ થઇ જાય.. આ પરિવારોના મનમાં આ વાતથી કેવું દુ:ખ થતું હશે..સદીઓથી વાંસમાંથી સુડલા અને ટોપલા બનાવી, વેચી પોતાનો ગુજારો કરતા આ પરિવારોની તકલીફોની તો  આપણે કલ્પના પણ કરી શકતા નથી.. ખેર આ બધી મુંઝવણનો કોઈ સરસ  રસ્તો ઝડપથી સુઝાડે એ માટેની પ્રાર્થના..

VSSM facilitates allocation of Antyoday Ration Cards to 23 Nomadic families of Bhabhar block. 

Recently, 23 families belonging to Vadee Communities, Devipujak Communities, Raval Communities, Meer Communities, Gadaliya Communities were allotted their Antyoday Ration Cards. The families belong to Balodhan, Mera and Kuvada villages of Bhabhar block in Banaskantha, The applications were filed three months back. Normally the time taken for issuance would be much more but with supportive and considerate official Mamlatdar Shri. Prakashbhai Chaudhary at realm the applications were process sooner than expected.

The Nomadic Communities because they do not have a permeant address, do not being to any one revenue village, aren’t aware of their fundamental rights suffer lot at the hands of authorities and villagers. Their ignorance makes them victims of mafia individuals who prowl and make money on pretext of getting them various citizenry documents. They may be staying in a village for past 25 years but still most of them do not possess any evidence of their residency in that village, since most of them aren’t wanted in the village the villagers also are least bothered in supporting the cause.

When the 23 families received their ration cards Rangabhai Vadee a resident of Balodan settlement asked VSSM’s Naranbhai, “ So how much money do we have to pay to get this Antyoday Card??

"Not a single penny, this is your right and once you apply you should get it, but why would you ask so?” Naranbhai replied.

Rangabhai couldn’t believe this because he had spent thousands on getting a Voter ID card and than some more to get a ration card that too  he received an APL ration card. Because of his ignorance and the  lack of documents of  proof made him an easy target. The presence of VSSM in nomadic settlements not only facilitates such  process but also prevents families from being  victims of such rackets…..

ભાભર તાલુકાના ૨૩ વિચરતા પરિવારોને vssmની મદદથી અંત્યોદય રેશનકાર્ડ મળ્યા..

આ દેશમાં જન્મ લેનાર તમામ વ્યક્તિને આ દેશના નાગરિક તરીકેના તમામ પુરાવા મેળવવાનો અધિકાર છે. સામાન્ય રીતે જે સ્થાઈ છે, જેમનું પોતાનું સરનામું છે એમને આ બધું મળવું મુશ્કેલ નથી. પણ વિચરતા પરિવારો કે જેમના પોતાના વસવાટના ઠેકાણા નથી એમના માટે આ બધું મેળવવું ખુબ કપરું છે. વર્ષોથી ગામમાં રહે છે પણ ગામના બીજા વ્યક્તિને મળતાં અધિકાર મેળવવા આ પરિવારો વલખાં મારે છે. બલોધણ ગામમાં રહેતાં રંગાભાઈવાદીએ મતદારકાર્ડ માટે ઘણા પૈસા ખર્ચ કર્યા પછી કાર્ડ મળ્યું. મૂળ તો વિચરતા હોવાના કારણે ગામના રહેવાસી છે એવો પુરાવો નહોતો એટલે પૈસા ખર્ચવાનું થયું. રેશનકાર્ડ માટે રૂ.૧૦૦૦ ઉપરાંતનો ખર્ચ કર્યો ત્યારે જતાં APL કાર્ડ મળ્યું. પણ એમના જ સમુદાયના ૭ પરિવારોને vssmની મદદથી મતદારકાર્ડ અને એ પછી અંત્યોદય રેશનકાર્ડ મળ્યા ત્યારે રંગાભાઈએ ‘આ કાર્ડ માટે કેટલા પૈસા આપવા પડે નારણભાઈ?’ (vssm ના કાર્યકર) એમ પૂછ્યું. નારણે કહ્યું, ‘એક રૂપિયો પણ નહિ આ તમારો અધિકાર છે અને તમને એ મળે જ’ પણ એમના માનવામાં આ આવતું નહોતું.

બનાસકાંઠા જીલ્લાના ભાભર તાલુકાના બલોધણ, મેરા, કુવાળા ગામમાં રહેતાં વાદી, દેવીપૂજક, રાવળ, મીર, ગાડલિયા સમુદાયના ૨૩ પરિવારોને 16 એપ્રિલ ૨૦૧૫ના રોજ અંત્યોદય રેશનકાર્ડ મળ્યા. અંત્યોદય રેશનકાર્ડ માટે આપણે ત્રણ મહિના પહેલાં અરજી કરી હતી. ભાભર તાલુકાના નાયબ મામલતદાર શ્રી પ્રકાશભાઈ ચૌધરી ખુબ જ ભલા માણસ અને એમના કારણે જ આ પરિવારોને અંત્યોદય કાર્ડ મળી શક્યા.

દેશમાં વસતા તમામ વ્યક્તિઓની અન્નસુરક્ષા જળવાય એવી અભ્યર્થના સાથે ફોટોમાં અંત્યોદય રેશનકાર્ડ સાથે પરિવારો..

A settlement of nomadic families consisting of Vansfoda - Nomadic Communities and Devipujak - Nomadic Communities is situated Morbi-Kandla road. It has been here for a very long time. The Vansfoda families earn their living by taking work of greasing the vehicles while the Devipujak families collect scrap to later sell it in the scrap market. It’s a job requiring wandering through the day but they come back and spend most part of the year at one settlement. 

Inspite staying on one place for many years these families did not have any citizenry documents like the Voter ID cards or Ration card, their children weren’t going to school either.  The families had absolutely no access to any of the basic amenities. 

Nomads Residence (Distt.Morbi, Gujarat ) 

VSSM pursued the matter, as a result of which 32 families were allotted Voter ID cards which stands as their Identity Proof as well as part of Human Rights For Nomadic Tribes.Whenever it comes to Voter ID cards VSSM gets immense cooperation from the Chief Electoral Officer. The instructions from her office are responded swiftly by the district authorities. But getting Ration Card is all together a different ball game.  The processing period can get stretched to months if not a year. We have filed ration card applications for 7 families and are hopeful the officials will respond soon. 

As visible in the pictures the families currently stay in very poor living conditions there is no water, no power.. VSSM has initiated a Bridge School for the children in this settlement where they have been introduced to basics of learning which is part of Education for All and Right to Education actions. Once the families receive ration cards we plan to file for allotment of residential plots. This is just the beginning a lot needs to be done….

મોરબીમાં કંડલા રોડ પર વાંસફોડા અને દેવીપૂજક પરિવારો વર્ષોથી છાપરાં બાંધીને રહે. વાંસફોડા સમુદાયનો પરંપરાગત વ્યવસાય વાંસમાંથી સુડલા- ટોપલા બનાવવાનો પણ વાંસ મોંધો થતા આ વ્યવસાય છોડી તેઓ મજૂરી તરફ વળ્યા. હાલમાં તેઓ વાહનોને ગીરીસ કરવાનું કામ કરે છે. જયારે દેવીપૂજક પરિવાર ભંગાર ભેગું કરીને વેચવાનું કામ કરે છે. હા એ માટે વિચરણ કરે પણ વર્ષનો મોટો ભાગ તેઓ આ વસાહતમાં જ રહે..

આ પરિવારો વર્ષોથી એક જગ્યા પર ઘણો સમય રહેતાં હોવા હતા છતાં

એમની પાસે મતદારકાર્ડ, રેશનકાર્ડ જેવા કોઈ પુરાવા નહોતા. એમના બાળકો સ્કૂલમાં પણ જાય નહિ. મૂળ તો શાળા દુર છે માટે. આ પરિવારોને મતદારકાર્ડ મળે એ માટે આપણે અરજી કરી અને અધિકારીગણની મદદથી ૩૨ વ્યક્તિને મતદાર કાર્ડ મળ્યાં. (એમાંના કેટલાકને ફોટોમાં જોઈ શકાય છે) એ પછી ૭ વ્યક્તિને રેશનકાર્ડ મળે એ માટે અરજી કરી છે. પરંતુ રેશનકાર્ડનું કામ ખુબ કપરું છે. મતદારકાર્ડ માટે મુખ્ય નિર્વાચન અધિકારીનો સક્રિય સહયોગ મળે છે અને જયારે જરૂર પડે એ કલેકટર શ્રીને સુચના પણ આપે છે. એમની સુચના છે એટલે આ કામ સરળતાથી પતી જાય છે પણ રેશનકાર્ડ મેળવવા લોઢાના ચણા ચાવવા જેવું છે.. જોકે અમને આશા છે કે આ પરિવારોને ઝડપથી કાર્ડ મળે પછી એમને કાયમી પ્લોટ મળે એ માટે અરજી કરવાની છે. હાલમાં તેઓ જ્યાં રહે છે ત્યાં વીજળી અને પાણીની સુવિધા પણ નથી.. જે ફોટોમાં જોઈ શકાય છે. આમ તો માનવીય દ્રષ્ટિથી વિચારીએ તો આ પરિવારો જે સ્થિતિમાં રહે છે એ નર્ક જ છે અને આવા નર્કાગારમાંથી આ પરિવારોને બહાર કાઢવાનો vssm નો નિર્ધાર છે. એમના બાળકો માટે vssm દ્વારા વૈકલ્પિક શાળા ચાલે છે જ્યાં બાળકો નિયમિત ભણતા થયા છે.. થોડું થયું છે અને ઘણું કરવાનું બાકી છે..
