દબાણ વગર કોઈ કામ જ ના થાય!

The Ration Card Campaign:

VSSM has been relentlessly pursuing the issue of Ration Card allotment to the families of Nomadic and De-notified communities.  Even after some landmark decisions by senior bureaucrats thesituation hardly changes at the grassroots where the village and block level bureaucracy refuses to pay heed to new regulations. VSSM had brought this issue to the notice of the State Advisor Commissioner for Right to Food campaign. Thousands of families do not have anything to eat and yet the attitude of the local bureaucracy remains distressing. Most of the families are reeling under abject poverty stiil they do not qualify for the BPL (Below Poverty Line)  list and hence not the Antyoday Card!!  After numerous rounds and long wait some get the APL (Above Poverty Line) cards!!

On 23^rd August 2013 the State Advisor Commissioner for Right to Food had a meeting with the Senior officials of Food and Civil Supplies Department. Somewhere around 5 in the evening the families of Kamod, Rethal, Jeeva, Viramgaum, Deesa.. … in all villages falling under 7 mamlatdar offices of 4 districts started  receiving calls from the local administrative office. At the office they were handed over their Ration Cards some got APL cards while some received Antyoday cards. These were the cards they had been waiting for last 3 months.

Another matter that requires attention is why the officials are shying away from issuing Antyoday Cards even when the Nomadic and De-notified families in a very obvious manner fall under the category of BPL category!! Families having Antyoday Ration Cards qualify for a monthly quota of certain amount of free food grains, which ensures the family a decent meal in case they do not get work for the day.

A classic example where in the government machinery dose not function unless pressure is not exercised!!!

વિચરતી જાતિઓની કેટલીક વસાહતો માટે તારીખ.૨૩ ઓગસ્ટ ૧૩ નો દિવસ થોડો શુભ રહ્યો. ગુજરાતમાં વસતા નાગરિકોને રેશનકાર્ડ મેળવવામાં જે તકલીફો થઇ રહી છે એ બાબતે ‘સ્ટેટ એડવાઈઝર કમિશનર ઓફ રાઈટ ટુ ફૂડ’ની અન્ન અને નાગરિક પુરવઠા વિભાગ સાથે મીટીંગ થઇ. આપણે વિચરતી જાતિઓને રેશનકાર્ડ મેળવવામાં જે તકલીફ પડે છે એ અંગે ‘સ્ટેટ એડવાઈઝર કમિશનર ઓફ રાઈટ ટુ ફૂડ’ને ફરિયાદ કરેલી. સાથે સાથે મોટા ભાગના પરિવારો પાસે ખાવા પુરતું ધાન નથી છતાં જયારે આ પરિવારો રેશનકાર્ડ માટે અરજી કરે ત્યારે માંડ માંડ એ.પી.એલ. કાર્ડ આપવામાં આવે છે. આ બાબત પણ ધ્યાને લાવ્યા.

સાંજના લગભગ ૫ વાગ્યા પછી કમોડ, રેથળ, વિરમગામ, જીવા, વિજાપુર, ડીસા ટૂંકમાં ૪ જીલ્લાની ૭ મામલતદાર કચેરી દ્વારા વસાહતોમાંથી લોકોને બોલાવી કાર્ડ આપવામાં આવ્યા. ક્યાંક એ.પી.એલ. તો ક્યાંક અંત્યોદય કાર્ડ આપ્યા. આ કાર્ડ મેળવવા ક્યાંક તો અરજી કરે ૩ મહિના જેટલો સમય થઇ ગયો હતો પણ ધકકા સિવાય કઈ મળતું નહોતું. ત્યારે અચાનક આ બધું....આવું બને ત્યારે એમ થાય કે દબાણ વગર કોઈ કામ જ ના થાય!

રાજ્ય સરકારને ગરીબોને આપી શકાય તે માટેનો જે જથ્થો કેન્દ્રમાંથી મળે છે એ તેઓ વાપરી શકતા નથી. એક અંદાજે ૨.૫ લાખ પરિવારોને અંત્યોદય કાર્ડ આપી શકાય એવી સ્થિતિ છે પણ ગુજરાતમાં જાણે ગરીબો છે જ નહિ એમ અંત્યોદય કાર્ડ કોઈને આપવામાં જ નથી આવતા. અત્રે ઉલ્લેખનીય છે કે અંત્યોદયકાર્ડમાં સૌથી વધારે અનાજ આપવાની જોગવાઈ છે.

vssmએ અન્ન અને નાગરિક પુરવઠા વિભાગના મંત્રી શ્રી ભુપેન્દ્રભાઈ ચૂડાસમાંને વિચરતી જાતિઓમાંના અને એ સિવાય પણ જે ગરીબ પરિવાર છે જેને બે ટંકનું જમવાનું મળતું નથી એ તમામને અંત્યોદય કાર્ડ મળે તે માટે રજૂઆત કરી છે. જોઈએ હવે શું થાય છે......

ફોટોમાં કમોડમાં રહેતા પરિવારને ફળવાયેલા એ.પી.એલ. કાર્ડ છે જયારે આ પરીવારો જે સ્થિતિમાં રહે છે એ જોતા એમને અંત્યોદય કાર્ડ જ આપવા જોઈએ. બીજા ફોટોમાં આ પરિવારો જે સ્થિતિમાં રહે છે તે દ્ર્શ્યમાન થાય છે.

 

 

૨૦૧૩ની રક્ષાબંધનની યાદો....

The Mamlatdar of Banaskatha’sDeesa block Shri. ShivrajGilvatook the opportunity of spending his RakshaBandhan holiday in a different manner.  It is very normal that we prefer to stay away from out professional duties on a public holiday however, Shri. Gilva decided to spend the afternoon of his holiday visiting the settlements of Nomadic and De-notified communities. InfactIshwarbhai, VSSM Coordinator forBanaskatha had been inviting him to visit the settlements so as to get a better feel of the lives these communities lead and the imminent need of speeding up the bureaucratic processes pertaining to the applications made by these families.
Shri. Gilva visited a number of settlements. On seeing the living conditions he began started telling Ishwarbhai on the next steps to be taken,  the welfare schemes applicable for these  families, he asked to make applications for welfare schemes and he will ensure that they are processed quickly.
India would certainly be a better place if each of us lived up to the expectation, understood and performed our jobs with required sincerity and honesty.

રક્ષાબંધનનો તહેવાર – સરકારમાં રજાનો દિવસ. પણ બનાસકાંઠાના ડીસા તાલુકાના મામલતદાર શ્રી શિવરાજ ગીલવાએ રજાનો ઉપયોગ જરા જુદી રીતે કર્યો. છેલ્લા કેટલાક સમયથી vssmના બનાસકાંઠાના કાર્યકર ઈશ્વરભાઈ મામલતદારશ્રી ને વિચરતી જાતિઓની સ્થિતિ જોવા વસાહતોમાં સાથે આવવા કહી રહ્યા હતા અને મામલતદાર શ્રીએ રક્ષાબંધનના દિવસે બપોર પછીનો સમય ફાળવ્યો.

વિચરતી જાતિઓની વસાહતોમાં ફરતા ગયા તેમ તેમ મામલતદાર શ્રીને આ પરિવારો માટે શું કરી શકાય એ સૂઝતું ગયું અને ઈશ્વરભાઈ ને લખાવતા ગયા. જેમાં BPL રેશનકાર્ડ, અંત્યોદય રેશનકાર્ડ તથા અન્ય સુવિધાઓ અંગે પણ વાત કરી. એમણે આ પરિવારોને જુદી જુદી સરકારી યોજનાઓની મદદ મળે એ માટે વિવિધ અરજી ઝડપથી તૈયાર કરી દફતરમાં ફાઈલ કરવા કહ્યું જેથી વંચિત પરિવારોને એનો લાભ મળે.
દરેક અધિકારી પ્રેમથી પોતાની જવાબદારી સ્વીકારી, પોતાના હોદ્દાનો સદુપયોગ કરવા માંડે તો ભારતની છબી જ બદલાઈ જાય.

‘I recently happen to read about the plight of the girls in Vadiya, I have called to inquire how I can be helpful?’ this was on a long distance call we received from Rohan from Gurgaon, Haryana. Rohan is a B. Tech student at Institute of Technology and Management in Gurgaon.
‘Would you be able to devout some time to the cause?’ we asked.
‘That would be difficult because of my studies, but I am keen on doing something for these girls.  For now I will share Rs. 500 from my pocket money every month, you may use it for the work you do in Vadiya.  I will increase the contribution once I start earning,’ replied Rohan promptly.
The involvement does not stop here.  On RakshaBandhan, Rohan sent a parcel containing Rakhis for the brothers of the Vadiya girls who are fighting to stop this established system of forced prostitution.
We have not yet met Rohan in person neither do we have his picture that could be shared. Nonetheless, salute to such compassionate and committed young man who puts others before self.

હરિયાણાના ગુરગાંવમાં ઇન્સ્ટીટ્યુટ ઓફ ટેકનોલોજી અને મેનેજમેન્ટ યુનીવર્સીટીમાં બી.ટેક ભણી રહેલા રોહને વાડિયા ગામમાં બહેનોને મજબૂરીથી દેહવ્યાપાર કરવો પડે છે એ અંગે વાંચ્યું. પોતે વિદ્યાર્થી છે અને વાડિયા માટે શું કરી શકે એ સમજાતું નહોતું. એનો ફોન આવ્યો અને આ પરિસ્થિતિ ના બદલાવ માટે શું કરી શકાય અને પોતે શું મદદ કરે એ પૂછ્યું. અમે એને સમય આપી શકાય કે કેમ એ અંગે પૂછ્યું. એણે કહ્યું, “હાલ હું ભણું છું એટલે સમય આપવો શક્ય નથી. પણ હું  મારી પોકેટ મની માંથી મહીને રૂપિયા ૫૦૦ આપીશ. આ રકમ વાડિયાના કામો માટે  ખર્ચ કરજો અને હું જયારે કમાતો થઈશ ત્યારે વધારે મદદ કરીશ.”
પોતાના મોજ શોખ માટે આપેલા પૈસાનો આવો સરસ સદુપયોગ કરનાર રોહનને સલામ. અરે વાત આટલેથી પૂરી નથી થતી.
રક્ષાબંધનની ઉજવણી થઇ રહી હતી ત્યારે રોનકને થયું હું વાડિયાની બહેનો પાસે હાલ પહોચી શકું એમ નથી પણ મારે કઈક તો કરવું જોઈએ. એણે રાખડીઓનું પાર્સલ મોકલ્યું, વાડિયાની બહેનો માટે નહિ પણ, વાડિયાના એ ભાઇઓ માટે જે પોતાની બહેનોને આવી દોજખભરી જિંદગીમાંથી બહાર લાવવા મથી રહ્યા છે.
રોનકનો કોઈ ફોટો મારી પાસે નથી એટલે એ મૂકી શકી નથી પણ રોનક આજના યુવાનોને ઉદાહરણ પૂરું પાડે છે.

We all have just celebrated the festival of RakshBandhan. It si a festival that symbolizes the sister's love and prayers for her brother's well-being, and the brother's lifelong vow to protect her.

The girls at DoliyaHostel made this significance more relevant. This year they tied Rakhi  on the wrists of  to our community helpers who perform the duty of protecting us.  The girls tied Rakhi to the PSI and Staff of Sayla Police Station, Doctors and Staff at Government Hospital, 108 emergency service staff and the staff at near by Petrol Station. These are the people who need to be thanked for the jobs they do to ensure we remain safe and protected. The girls thanked them for the duties they do and services they provide.

vssm સંચાલિત ડોળિયા હોસ્ટેલમાં ભણતી વિચરતી જાતિની દીકરીઓએ રક્ષાબંધનની અનોખી રીતે ઉજવણી કરી. આ દીકરીઓએ સાયલા પોલીસ સ્ટેશનમાં ફરજ બજાવતા PSI તથા સ્ટાફના અન્ય કર્મચારી, પેટ્રોલપંપ પર ફરજ બજાવતા કર્મીઓ, સરકારી દવાખાનામાં સેવા આપતા ડોક્ટર તથા સાથી કર્મચારી સાથે સાથે દવાખાનામાં સારવાર લઇ રહેલા દર્દી અને ૧૦૮ એમ્બ્યુલન્સમાં ફરજ બજાવતા કર્મચારીઓના હાથે રાખડી બાંધી તેમના લાંબા અને નિરામય આયુની કામના કરી.
