" We visited the office many times for our Ration Card but were not successful in getting it"

The villagers of Bidaj in Kheda District said this. The administration of Kheda helped them a lot and we also got involved with them. Finally more than 35 families got the ration cards.

The Deputy Collector came to the settlement of nomads and handed over the ration card with his own hands to the families. He also said that those families that have not yet got the ration card or who need their ration cards to be split because the family member has separated should come to him and the administration would help them. It is a nice feeling when an officer is proactive. We are thankful to the collector Shri Bayani . It was because of him that this became possible,

One 70 year old lady from Vanzara community said that she is seeing the ration card for the first time in her life.

The utility of ration cards is multiple. Not only for getting the ration, it is also helpful in availing the various benefits of the government. VSSM continuously strives to help these people get the ration cards. 

Our associate from Kheda District Shri Rajnibhai works hard on this front. We got the support of a leader Shri Mukeshbhai in Bidaj which helped to get the work done faster.

We are thankful to all the officers and to all who helped us in this work.

'રેશનકાર્ડ માટે કચેરીના ઘણા ધક્કા ખાધા પણ મેળ પડતો નહોતો.'

ખેડાના બીડજમાં વર્ષોથી રહેતા પરિવારોએ આ કહ્યું. ખેડાનું તંત્ર અમને ઘણી મદદ કરે એટલે અમે આમાં મથવાનું નક્કી કર્યું ને એક સાથે 35 થી વધારે પરિવારોના રેશનકાર્ડ બન્યા. 

નાયબ મામલતદાર વસાહતમાં આવ્યા ને સૌ પરિવારોને પોતાના હસ્તે રેશનકાર્ડ આપ્યા. એમણે કહ્યું, હજુ જે પરિવારોના કાર્ડ બાકી હોય, જેમના કાર્ડનું વિભાજન થતું ન હોય તેવા પરિવારો પણ અમારી પાસે આવજો અમે એમાં મદદ કરીશું.

અધિકારી આવી પહેલ સામેથી કરે એનાથી રાજી જ થવાય. કલેક્ટર શ્રી બાચાણી સાહેબનો ઘણો આભાર એમના કારણે આ શક્ય બન્યું. 

વણઝારા સમુદાયના પરિવારોમાંથી એક માડીએ તો કહ્યું, કે મારી ઉંમર સીત્તેરની થઈ. રેશનકાર્ડ બાપગોતરમાં ભાળ્યું નહોતું આજે પહેલીવાર મળ્યું. 

રેશનકાર્ડનો ઉપયોગ માત્ર રાશન માટે હોય એ ખરુ પણ સરાકરની વિવિધ યોજનાઓની મદદ માટે પણ રેશનકાર્ડ અગત્યનું VSSM આવા વંચિત પરિવારોને સરકારની મદદ મળે તે માટે સતત પ્રયત્ન કરે. 

અમારા ખેડાના કાર્યકર રજનીભાઈ આ બધા માટે ખુબ મથે.. આગેવાન મુકેશનભાઈનો બીડજમાં સાથ મળ્યો એટલે કામ ઝડપથી થયું..

અધિકારગણનો ઘણો ઘણો આભાર... ને આ કાર્ય માટે મદદ કરનાર અમારા સ્વજનોનો પણ આભાર...

to represent the case of nomadic and denotified communities

The appeals and letters written to the government are not merely paper documents; instead, they are a hope of fulfillment of dreams and aspirations one puts on paper. Homeless individuals who lack funds to own some land or build a house, families who can’t earn a daily wage to feed their families, widows, and handicapped who need support to fulfill their basic needs; these are people who need help, and they look up to the government to support them. Hence, it becomes essential that the government addresses these applications within the given timeframe. VSSM has always struggled to sensitize the authorities to resolve these appeals promptly. 

VSSM represents the case of nomadic and de-notified communities that are homeless and lack primary facilities to various district collectors. On January 30th, 2023,  a meeting was organized with Shri Nagranjanji, District Collector of Mehsana, to comprehend the status of applications filed in various district blocks. Additional Collector chaired the meeting, and VSSM emphasized speedy redressal of land allotment files. Usually, such discussions do not bring the desired outcome, but a follow-up meeting has been planned to discuss the progress made on pending applications.

We hope each district organizes such meetings to bridge the gap and expedite the long pending issues.

We are grateful to our Chief Minister, Shri Bhupendrabhai Patel, for his interest in our work; we are also thankful to Ms. Avantika Singh, Secretary to CM, for continuously supporting our work and ensuring the job gets done.

સરકારમાં લખાતા પત્રો માત્ર પત્રો નથી હોતા એ પત્રો સાથે કેટલીયે સંવેદના, સપનાઓ હોય છે. કોઈ વ્યક્તિ પાસે ઘર નથી ને એની પાસે એટલા પૈસા નથી કે પોતે ઘર બાંધી શકે. અથવા એ માટે જમીન ખરીદી શકે. કયાંક અનાજ મળે એવું રાશનકાર્ડ ન હોય ક્યાંક વિધવા સહાય ન મળે તો ક્યાંક વિકલાંગ પેન્શન.. ટૂંકમાં નાની નાની જરૃરિયાતો પણ પોતે સંતોષી ન શકે એને એક ટેકાની જરૃર પડે ને એ માટે એ સરકાર પર મદાર રાખે.. ત્યારે આવી અરજીઓ, રજૂઆતો પર નિયત સમયગાળામાં કામ થાય તે જરૃરી. અમે એ માટે સરકારમાં ખુબ મથીયે.

વિચરતી વિમુક્ત જાતિના પરિવારો કે જેમની પાસે રહેણાંક અર્થે પ્લોટ નહીં, ઘર પણ નહીં ને પ્રાથમિક સુવિધાઓથી પણ જે વંચિત છે તેમને સુવિધા મળે તે માટે અમે વિવિધ જિલ્લા કલેક્ટર શ્રી પાસે રજૂઆત કરીએ.

આ રજૂઆતને ધ્યાને લઈને તા.30 જાન્યુઆરી 2023ના રોજ મહેસાણા કલેક્ટર શ્રી એમ નાગરાજનજીએ જે તે તાલુકામાં કરેલી અરજીઓ પર શું કામ થયું તે સંદર્ભે એક બેઠકનું આયોજન કર્યું. અધિક નિવાસી કલેક્ટર શ્રીએ આ બેઠકને આગળ વધારી.. વિવિધ ગામોમાં રહેતા ઘરવિહોણા પરિવારોને ઝડપથી પ્લોટ  મળે તે માટે બેઠકમાં વાત થઈ. 

ઘણા કિસ્સામાં આવી બેઠક પછી ધાર્યુ કામ ન થાય. પણ અહીંયા એક ફોલોઅપ બેઠક પંદર દિવસ પછી આયોજીત કરવાનું નક્કી થયું જેથી બેઠકમાં જે તે અરજીઓ સંદર્ભે થયેલી ચર્ચા પર આગળ શું કામ થયું તે અંગે પરિણામલક્ષી કામ થઈ શકે.

દરેક જિલ્લામાં આ પ્રકારે કાર્ય થાય એમ ઈચ્છીએ.

આદરણીય મુખ્યમંત્રી શ્રી ભુપેન્દ્રભાઈ પટેલનો આભાર માનુ છુ એ પોતે આ કામમાં ખુબ રસ લે છે. સાથે મુખ્યમંત્રી શ્રીના ખાસ ફરજ પરના અધિકારી શ્રી અવંતિકા સીંઘનો પણ આભાર. એ અમારા કામમાં વર્ષોથી મદદ કરે ને ખુબ લાગણી રાખે... એમની મદદ પણ આ બધા કામો થાય તે માટે ઘણી.

“Ben, we have to go and meet the Bawari families in Pankaj society,” Harshadbhai, our Surendranagar team member, tells me.

“How do homeless families live in a rather well-equipped Pankaj society? They must have rented the place!” I thought to myself.

“This is Pankaj society,” Harshadbhai tells me as our vehicle enters a society after crossing Surendranagar bazaar.

Pankaj society looked like a rather posh society with beautiful bungalows, concrete roads, and other infrastructure facilities. Usually, the affluent class doesn’t even allow hutments of impoverished families to come up near their residences. Had they embraced these poor humans? I was getting curious.

“Have our nomadic families managed to rent houses in such a well-off society?” the thoughts continued. 

As it always is, the delusion broke within no time. Harshadbhai stopped the car near society’s broken boundary wall; we crossed over the wall to find a cluster of hutments of our homeless nomadic families living under pathetic conditions.

Almost 35 families were living here; whenever they drenched during heavy rainfall, Harshadbhai received a call from the town municipal corporation asking him to move these families to a rescue home. “Why hasn’t anyone worked in the direction of providing them residential plots?” was an obvious question.

We have applied to plot allotments for these families, and now we are waiting for the allotments to happen.

Adjoining the settlement is a  railway junction, and most families spend their nights on the railway platform. Surviving mosquitoes, particularly during monsoons, is a massive challenge for these families who have to find refuge either at the railway platform or rescue home.

Our  Prime Minister, Shri Narendrabhai, has pledged to provide a house to homeless families; we hope the process to deliver plots is expedited to fulfill this pledge at the earliest. May such homeless families also have the opportunity to live in houses like Pankaj society..

સુરેન્દ્રનગરમાં રહેતા અમારા કાર્યકર હર્ષદભાઈએ કહ્યું, 'બેન આપણે પંકજ સોસાયટીમાં બાવરી પરિવારોને મળવા જવાનું છે.'

પંકજ સોસાયટી એવું નામ સાંભળી ત્યાં ઘરવિહોણા પરિવારો કેવી રીતે? કદાચ ભાડે રહેતા હશે એમ વિચારી હું ચુપ રહી. 

અમારી ગાડી સુરેન્દ્રનગર બજાર વટાવી એક સોસાયટીમાં પ્રવેશી. હર્ષદભાઈએ કહ્યું, 'આ પંકજ સોસાયટી'

સાંભળીને, 'ભાડાના ઘર આવી સોસાયટીમાં? એમ થયું'

પંકજ સોસાયટીમાં સરસ બંગલા, સીમેન્ટ રોડ. ટૂંકમાં બધી સુવિધાથી સજ્જ.  મને થયું આવી સરસ સોસાયટીમાં અમારા વિચરતા અને ઘરવિહોણા પરિવારો?

આમ તો અમારા આ પરિવારો એમાંય ખાસ જેમની પાસે ઘર ન હોય એ પરિવારો જે સોસાયટીની આસપાસમાં ડંગા નાખે તે સોસાયટીવાળા તેમનો વિરોધ ઘણો કરે. ત્યારે પંકજ સોસાયટીમાં રહેવાનું?

ખેર મારો ભ્રમ ભાંગ્યો. સોસાયટીમાં એક દિવાલ તુટેલી ત્યાં અમારી ગાડી હર્ષદભાઈએ ઊભી રખાવી ને દિવાલ વટાવી અમે આગળ વધ્યા ત્યાં અમારા ઘરવિહોણા પરિવારો બેહાલ સ્થિતિમાં રહેતા હતા.

35થી વધુ પરિવારોના ત્યાં ઝૂંપડાં. દર ચોમાસે જ્યારે વરસાદ ખુબ પડે ત્યારે નગરપાલિકામાંથી હર્ષદભાઈ પર ફોન આવે ને પંકજસોસાયટીમાં રહેતા આ પરિવારોને આશ્રયઘરમાં મોકલી દેવાનું કહેવામાં આવે. ત્યારે પ્રશ્ન તેમને કાયમી રહેણાંક અર્થે પ્લોટ ફાળવવાની દિશામાં કામ કેમ નથી થતું એ થાય.

અમે આ પરિવારોને કાયમી રહેણાંક અર્થે પ્લોટ ફાળવવા દરખાસ્ત કરી દીધી છે. બસ જોવાનું એમને ક્યારે પ્લોટ મળે તે છે.

આ વસાહતની બાજુમાં રેલવે જંકશન. મોટાભાગના પરિવારો રાત્રે સુવા જંકશન પર જાય. મૂળ વસાહતમાં મચ્છનું સામ્રાજ્ય ઘણું.. ચોમાસામાં તો હાલત જ ખરાબ થાય એટલે કાં તો આશ્રયઘર અથવા જંક્શન એમનું ઘર બને.

આવા ઘરવિહોણા પરિવારોને ઘર આપવાની નેમ દેશના વડાપ્રધાન નરેન્દ્રભાઈએ લીધી છે. બસ એમની નેમ પૂરી થાય એ માટેય આ પરિવારોને સત્વરે પ્લોટ આપવામાં આવે તેમ ઈચ્છીયે. સાથે ખરેખર તેમની સોસાયટી પંકજ સોસાયટી જેવી બને તેમ પણ ઈચ્છીએ..

હર્ષદ જેવા કાર્યકરો અમારી સાથે છે એનું ગૌરવ. આવા પરિવારોને શોધી કાઢવાનું આ બધા જ કરે..

Mittal Patel meets Vedva Devipujak families of  Vagdor 

Recently, I happen to be in Patan’s Vagdor where some  Vedva Devipujak families have called their home for many years. As always we were  given a warm and traditional welcome to their settlement. The issue is of finding residential plots for these families who have been living under dire conditions. We have presented the case to the District Collector and are hopeful for an early resolution to the matter.

One of the prerequisites to acquiring the plots is possessing a caste certificate. The caste certificates for  these families were swiftly processed by the social welfare officer which we distributed on this day. VSSM’s Mohanbhai has been working really hard to assure these families find piece of land to build a house of their own. His support has instilled confidence and hope amongst these families.

Here’s hoping that their hope soon turns into reality !!

પાટણના વાગડોદ માં વેડવા #દેવીપૂજક પરિવારો વર્ષોથી રહે. એમની વસાહતમાં જવાનું થયું.. લોકોએ આપણી પરંપરા પ્રમાણે સ્વાગત કર્યું..

ખૂબ તકલીફમાં જીવતા આ પરિવારોને રહેવા પોતાની જગ્યા મળે એ માટે કલેકટર શ્રીને રજૂઆત કરી છે. આશા છે પ્લોટ ઝટ મળશે. આ પ્લોટ મેળવવા જરૂરી દસ્તાવેજો માના એક #જાતિ_પ્રમાણપત્ર સમાજ કલ્યાણ અધિકારશ્રી એ કાઢી આપ્યા જેનું વિતરણ કર્યું.

કાર્યકર મોહનભાઈ અને સુરેશની સખત મહેનતથી આજે આ પરિવારોને એક હુંફ અનુભવાઈ રહી છે. અમારું કામ થવાનું એવો વિશ્વાસ પણ એમને થઈ રહ્યો છે.

Gandhiji, my ideal !!

I wasn’t fortunate enough to be born in a Gandhian era but, could make up for that loss  by deciding to study in Gujarat Vidhyapith,  a university established by Gandhiji.

I had just finished my Masters in Journalism, M. Phil seemed lit  the next stop. It was  then that I had decided to pursue my M. Phil from Gujarat Vidhyapith.

The program had presence of professors and students

Today, I was at Vidhyapith to speak at ‘Nisbat’, a talk series hosted by the Social Work Department.

The program had presence of professors as well as students. I spoke about VSSM’s work with the nomadic and de-notified communities for over 2 hours.

It was a moment to be grateful for, to be given an opportunity to speak at the very institute that to an extent helped me plunge to take up the cause I have dedicated myself to!!

મારા આદર્શ...

ગાંધીના સાનિધ્યમાં રહેવાનું તો નસીબ નહોતું પણ એમના પ્રત્યેના વિશેષ પ્રેમના લીધે ગાંધી સ્થાપીત #ગુજરાત_વિદ્યાપીઠમાં ભણવાનું નક્કી કર્યું.

પત્રકારત્વમાં માસ્ટર થઈ ગયું હતું હવે એમ. ફીલ બાકી હતું જે માટે ૨૦૦૮માં વિદ્યાપીઠમાં એડમીશન લીધું અને એમફીલ પૂરું કર્યું

આજે આજ વિદ્યાપીઠમાં 'નિસ્બત' કાર્યક્રમમાં વિચરતી જાતિઓ સાથે કરેલા કામોની વાત કરવા જવાનું થયું.

કાર્યક્રમમાં વિદ્યાર્થીગણ, અધ્યાપકગણ સૌ હાજર રહ્યા. બે કલાક સળંગ વિચરતી જાતિઓના કામોની વાત થઈ..

જ્યાં ભણ્યા હોઈએ, જેમણે ભણાવ્યા હોય તેમની સામે હાલમાં આપણે શું કરી રહ્યા છીએ તે કહેવા મળે તે ઘડી ધન્યતાની..

We are grateful to you for accepting our suggestions and making special provisions for the nomadic and de-notified communities and  announcing it in this year’s budget.

It has been proposed that a special Board to address the rights of the nomadic and de-notified communities will be formed under the Social Justice and Empowerment Department. It is for the first time that any central government of this country has thought about the rights of these communities.

 Amidst the current environment when land is one of the most prized possession, obtaining  residential plots for thousands of these wandering families is the toughest task ever.

Recently, the Department of Social Justice and Empowerment had a newly appointed Minister Shri Ishwarbhai Parmar who happens to be sensitive,  compassionate and young. Apart from being all of these, Ishwarbhai believes in prompt and quick solutions to resolving matters pertaining  the poor and deprived. His interest lies is serving the poor.

Since, Ishwarbhai is Guardian Minister for Banaskantha he has shaken up the district bureaucracy to perform and show positive results. If all Guardian Ministers displayed the proactive qualities of Ishwarbhai, the poor  would be in such happy place. Hopefully that happens soon…

The first outcome of Ishwarbhai’s actions was allotment of residential plots to 28 families belonging to Meer, Devipujak and Goswami communities. The allotment wouldn’t have been possible if it weren’t for the positive approach of Banaskantha Collector Shri Sandeep Sagle and Additional Collector Shri Chowdhary.

We are grateful for their proactive measures and hope all marginalized receive such support from the government.

Our senior team member Naran has been at the helm of addressing the constant paperwork and running around required to complete the applications in this case. It was because of him that all of these was accomplished.

વિચરતી જાતિને એક જગ્યાએ સ્થાયી સરનામુ મળે એ માટે અમે કેટલા વર્ષોથી મથીએ. પણ કોઈ પરિણામ મળી નહીં.

આવામાં ગાંધીનગરમાં #સામાજિક ન્યાય અને અધિકારીતા વિભાગને એક યુવાન મંત્રી મળ્યા જેમના મનમાં ગરીબો માટે અપાર કરુણા. શ્રી ઈશ્વરભાઈ પરમાર સંવેદનશીલ તો ખરા પાછા ગરીબોના કામ ઝટ થાય એમાં રસ દાખવનાર પણ ખરા. કામ થાય ને તો બેન કાર્યક્રમ કરીએ બાકી એમ જ નહીં... એવી એમની લાગણી...

બનાસકાંઠા જિલ્લાના પ્રભારી હોવાના નાતે આખા તંત્રને એમણે બરાબર ઢંઢોળ્યું.

બધા પ્રભારી મંત્રી ઈશ્વરભાઈ જે ત્વરાથી કામ કરે એ ત્વરાથી કામ કરે તો પ્રજાને કોઈ રાડ ના રહે.. ખેર એ થાય એવી આશા ચોક્કસ રાખીએ..

ઈશ્વરભાઈની લાગણીનું પહેલું પરિણામ લાખણીમાં રહેતા મીર, દેવીપૂજક અને ગૌસ્વામી સમુદાયના 28 પરિવારોને રહેણાંક અર્થે પ્લોટ ફાળવાયાના રૃપમાં મળ્યું.

Only the person who has to struggle for two meals, knows the value of Antyoday Ration Card. This ration card is like a magic wand. The moment you get it, you start getting 36 kgs of grains in your house per month. Every poor person who gets the ration card, their life becomes easier to live.

But in the process of ration card, the role of the officer is vital. The government officials of Banaskantha have affection for the nomads. That’s why the Mamlatdar and Supply Mamlatdar of Deesa decides to give 50 ration cards at a time and the printing operator Maheshabhai works till midnight to print them. I salute the affection of these officers, thank you.

50 families got happy by getting the ration card. Now they are saying, “Ben, now we will get the gas cylinder… The flats we are living, we tried cooking without using the stove, but the flat became black. Now we will get the gas cylinder no?” 

We said, yes you will get the gas cylinder, and everyone is happy…

અંત્યોદય રેશનકાર્ડનું મુલ્ય જેને બે ટંક ખાવાના ફાંફા હોય એને સમજાય. વળી આ રેશનકાર્ડ આમ તો પરીની જાદુઈ છડી જેવું. જેવું ઘરમાં આવે કે મહિને 36 કી.ગ્રા જેટલો અનાજનો જથ્થો મળવાનો જાદુ થઈ જાય. દરેક ગરીબ કે જેને જીવન ટકાવવાના ફાંફા છે તેમને આ કાર્ડ મળે તો જીવન જીવવું થોડુ સહેલું થઈ જાય.

પણ રેશનકાર્ડ આપવામાં અધિકારીની ભૂમિકા ઘણી મોટી છે. બનાસકાંઠામાં બેઠેલા અધિકારીઓની લાગણી આ સમુદાય માટે વિશેષ છે. એટલે જ એક સાથે 50 અંત્યોદય રેશનકાર્ડ આપવાનું ડીસા મામલતદાર શ્રી અને પુરવઠા મામલતદાર શ્રી નક્કી કરે ને કાર્ડ પ્રીન્ટ કરનાર ઓપરેટર મહેશભાઈ પણ જરાય થાક્યા વગર રાતના બાર વાગ્યા સુધી કામ કરે. અદભૂત અધિકારીઓ આપની લાગણીને સલામ, આભાર..

Shri Ishwarbhai Parmar, Cabinet Minister of Social Justice and Empowerment.  A very sensitive person.

Since many years we are representing the issues related to Nomadic and Denotified Tribe (NT & DNT) communities with the State Government.  In response to such representations many policies have been framed, however much is yet to be done.  In this connection on 9th July, 2018 a meeting was held under the able chairmanship of the honorable Minister which was also attended by Pr. Secretary, Additional Secretary, Chairman of Corporation etc. Some concrete steps to be taken were planned e.g. Matters regarding pending applications in respect of allotment of plot to be taken up for discussion every month at the time of Conference of honorable Chief Minister with all District Collectors.  And representations for issues related to protection for NT & DNT against atrocities and high handedness inflicted upon them, issue regarding Ration Cards, right of equal participation, reservation for NT & DNT communities in residential houses being constructed in various cities etc.

Ishwarbhai was very positive and sensitive to such issues.  We are very thankful for his positive response.

At our level we should make maximum applications with enough precaution.  If we have made efforts then there will be outcome and if there is no result, we can bring that to the notice of higher authorities.  Applications made earlier are transferred to various departments, we have to take follow up for the same.  We hope coming days would bring positive results of NT & DNT communities.

We are thankful to Bhagwanbhai Panchal for his constant support in the matter.  This all became possible only because of his helping nature and continuous support.

દા.ત. #રહેણાંક અર્થે પ્લોટ બાબતે દરેક જિલ્લામાં પડતર અરજીઓ સબબ દર મહિને મુખ્યમંત્રી શ્રી સાથે થતી દરેક જિલ્લા #કલેક્ટર શ્રીની કોન્ફરન્સમાં જ અરજીઓ સંદર્ભે હિસાબ માંગવાની વાતથી લઈને વિચરતી વિમુક્ત જાતિઓ પર થતા અત્યાચારો સબબ અેટ્રોસીટી સબબ રક્ષણ, રેશનકાર્ડ, નિગમમાં સમાન પ્રતિનિધિત્વ, શહેરોમાં બનતા આવાસોમાં વિચરતી વિમુક્ત જાતિઓ માટે અનામત વગેરે જેવા મુદ્દાઓને લઈને રજૂઆત થઈ. 

ઈશ્વરભાઈ ઘણા હકારાત્મક, સંવેદનશીલ ને નક્કર કામગીરી કરવા ઉત્સુક છે તેમની આ લાગણીને અમારા પ્રણામ..

આપણા પક્ષે મહત્તમ અરજીઓ અને એ પણ પૂરતી કાળજી સાથે કરીએ. અરજી કરી હશે તો કામ થશે અને નહીં થાય તો ધ્યાન દોરી શકાશે એ ખાસ ધ્યાને રાખીએ..

અગાઉ કરેલી રજૂઆતો મંત્રી શ્રીના વિભાગ થકી જુદા જુદા વિભાગમાં તબદીલ થઈ છે ત્યાં પણ ફોલોઅપ કરીશું.

“People tell me that you (Mittal Patel) listen to the poor!!”

“Ben, the biometric machines are unable to capture my finger prints for processing my Aadhar Card application, without the Aadhar card my BPL card is no good, I cannot procure any grains from the PDS shop. Please help me get the Aadhar card, I am very poor and have required to beg for food because I don’t have grains from the ration shop….” the emotional Geetaben Bawa could speak no more after this…

I was walking out of the Saraniya settlement in Chapi, when Geetaben walked up to me. Widowed Geetaben never had children of her own and now takes care of her sister’s daughter. Geetaben’s sister and brother-in-law have passed away.  Geetaben has received a residential plot from the government, her house has reached foundation level for which she has received first instalment. The second instalment will reach her only after the walls are constructed. A total of Rs. 45,000 will reach her only after she follows the norms that most poor find difficult to fulfill. Geetaben could never manage to construct the walls and hence the second installment never reached her. The foundation of her house is still awaiting the construction of walls.

The BPL ration card Geetaben possessed never required her to worry about the food grains but, this recent official order to link the ration cards with Adhar card have made it difficult for her to procure grains from PDS store. Every morning Geetaben sets out and roams around 2-3 villages to beg for food and flour. The food helps sustains her and the small girls she takes care of. 

Geetaben applied thrice for assistance under the scheme that assures monthly Rs.3000 for the guardian/care-taker of orphan kid but that too was never processed.

“I have heard you listen to the poor, when I came to know that you were coming to Chaapi I rushed to meet you. Please come and have a look at my incomplete house. Ben, I pray to you please help me activate my ration card!!”

After her ration card stopped bringing her ration someone from the village helped her draft a letter (as seen in the picture) narrating her living condition. She would take the letter and beg for food. It pains us when we come across such individuals for who survival is a struggle every single day!!

It is the job of Department of Social Welfare to ensure that people like Geetaben live with dignity but……

‘બેન મારી ઓગળીઓની સાપ (છાપ) નહીં પડતી તે ઓધારકેડ નહીં મલતું ન ઓધારકેડ નહીં એટલ મારી કન બીપીએલ કેડ હ તોય કરિયોણું નહીં મલતું. મન ઓધારકેડ નેકળ એવું કરી આલો ન બેન...મારી હાલત હાવ ખરાબ હ. ચપટી(લોટ) મોગી ન ખઉ સુ...... આટલું બોલતા બોલતા ગીતાબહેન બાવા (ગૌસ્વામી)ના ગળે ડુમો ભરાઈ ગયો...’

છાપી સરાણિયા વસાહતમાંથી નીકળી ને સામે તેઓ મળ્યા. વિધવા અને નિસંતાન ગીતાબહેન સાથે તેમની બહેનની નાની દીકરી રહે. જેના મા-બાપ દેવલોક પામ્યા છે. ગીતાબહેનને સરકારે રહેવા માટે પ્લોટ ફાળવ્યો ને મકાન સહાયનો પહેલો હપ્તો ચુકવ્યો. જેમાંથી મકાનના પાયા બહાર નીકળ્યા. હવે મકાનની દિવાલો બને પછી જ બીજો હપ્તો મળે. કુલ સહાય પીસતાલીસ હજારની મળવાની અને એય પાછી નિયમ પ્રમાણે... દિવાલ ચણાઈ નહીં ને બાકીના પૈસા મળ્યા નહીં. એટલે છેલ્લા કેટલાય વર્ષથી પાયા બહાર કાઢેલું ઘર આમ જ બીજી ઈંટોની રાહ જોતું પડ્યું છે.

બીપીએલ રેશનકાર્ડ હતું એટલે સસ્તા અનાજની દુકાનમાંથી અનાજ મળી રહેતું પણ આધારકાર્ડ સાથે રેશનકાર્ડ લીંક કરવાની વાત આવીને ગીતાબહેનની આંગણીઓ દાઝી જવાના કારણે આંગળીની છાપ આધારકાર્ડમાં આવી નહીં ને આધારકાર્ડ રેશનકાર્ડ સાથે લીંક થયું નહીં એટલે રાશન મળવાનું બંધ થયું. રાશન વગર જીવવું કેમ? સવારે થેલી લઈને છાપી આજુબાજુના બે ત્રણ ગામો ફરે ને ચપટી(લોટ) માંગી લાવે ને એમાંથી એમનું ને નાની દીકરીનું પુરુ કરે.

અનાથ દીકરીને પાલક માતા પિતા યોજના અંતર્ગત માસીક ત્રણ હજારની સહાય મળે. આ જાણ્યા પછી ગીતાબહેને ત્રણેક વખત અરજી કરી પણ એનોય કોઈ જવાબ મળ્યો નહીં.

‘તમે ગરીબોની હોભળો હો એવી મન ખબર પડી ન આજ તમે સાપી આબ્બાના તે હડી કાઢતી આઈ. મારુ અઘુરુ પડેલું ઘર એક ફેરા બેન જુઓ ન મારુ રેશનકેડ ચાલુ કરી આલો.. બેન હાથા જોડી વિનતી કરુ હુ મન મદદ કરો...’

રાશનકાર્ડ બંધ થયા પછી ગામના કોઈકે એક પત્ર ગીતાબહેનને લખી આપ્યો (ફોટોમાં સામેલ છે) જેમાં ગીતાબહેનની સ્થિતિનો ચિતાર છે એ પત્ર લઈને તેઓ ક્યારેક ક્યારેક માંગવાનું પણ કરે છે.. આવી મજબૂરીમાં એક બહેનને જીવવું પડે અને એય આ ઉંમરે?

સામાજિકસુરક્ષા વિભાગનું કામ જ આવા લોકોને સુરક્ષિત કરવાનું છે પણ વિભાગ તો.....

 Meer Community expresses his issues with Mittal Patel

“We worship the Goddess and believe in Allah. We have equal respect for both,  we cannot do without revering our Goddess nor can we live without praying to Allah!!”

We are Meer Barot, we are the traditional genealogists to Rabari community and have always traveled with them. We could be found living in parts of Gujarat and Rajasthan but, we have no identity proofs from any of these regions.

“The government refuses to include us in the list of nomadic communities inspite of the fact that our ancestors have always lived wandering life on this land, with their house-holds loaded  on the donkeys they have kept moving all the time! So why can we be included in the list, Ben?”

These is the basic matter that confuses the Meer community. Since past many years, the Meer have been requesting their inclusion in the list of nomadic communities, the request I support and strongly recommend.

‘અમે દેવીને પુજીએને અલ્લાહનેય માનીએ. માતાજીને પગે લાગ્યા વના અમને ના ચાલે તો અલ્લાહની બંદગી વગરેય ના ચાલે. અમારે તો બેય હરખા.

અમે એટલે મીર બારોટ. રબારીઓની વંશાવળી લખનારા ને ઈમની કેડે કેડે ફરનારાં. રાજસ્થાન અને ગુજરાતમાં અમે રહીએ. પણ અમારી ઓળખ ચોયની નહીં.

સરકાર કેસે વિચરતી જાતિમાં તમે નથી તે હે બેન અમારા ઘૈડિયાતો ગધાડાં લઈન આજે ઓય ને કાલે પણે ઈમ ફરતાજ રયા તોય અમે ચમ વિચરતીમાં નહીં.....’

મીરનો આ પ્રશ્ન.... અમે કેમ વિચરતીમાં નહીં. વિચરતી જાતિની યાદીમાં અમને મુકોની માંગ મીર સમાજની.... ને મારો એને ટેકો...

Since last one year, families from 15 nomadic settlements of Rajkot and Morbi districts have been struggling to acquire their caste-certificates. Until now they have made several fruitless rounds of several offices and yet there were little chances of their requests being heard. We took our complaint in this regard to the Additional Secretary, Department of Social Justice and Empowerment and requested for issuance of direction that only the Social Welfare Officer would issue certificates to these families. The Additional Secretary is a very positive individual, he said “I would issue such an instruction but only when I scrutinize the applicants and feel that they truly deserve the caste certificate!! I know VSSM is doing a wonderful job for these communities and it must have taken all measures to ensure the authenticity, but I will need to examine the applicants one!!”

On 7th February, 20 leaders from 15 settlements of Rajkot and Morbi reached our office while on their way to Gandhinagar to make an appearance before the Additional Secretary. They had numerous questions in their minds, why are they required to face such close examination?? Why aren’t any of their applications sanctioned easily?? Their questions were answered, the Additional Secretary also instructed the District Welfare Officer to do the needful.

All we need to don now is wait!! Wait, is something we always do. These individuals should not have been called all the way  from Morbi and Rajkot, a local official visiting the families would have sufficed the need of scrutiny. We are concerned with the certificates and if one more round of a government office would make that happen we had no choice but to make that round!!

રાજકોટ અને મોરબી જિલ્લામાં રહેતા લગભગ 15 વસાહતના લોકો જાતિપ્રમાણપત્ર મેળવવા છેલ્લા 1 વર્ષથી જુદી જુદી કચેરીના ધક્કા ખાય છે પણ તેમને પ્રમાણપત્ર મળતું નથી. ગાંધીનગરમાં સામાજિક ન્યાય અને અધિકારીતા વિભાગના અધિક સચિવ શ્રી સમક્ષ આ બાબતે રજૂઆત કરી અને સમાજ કલ્યાણ અધિકારી જ આ જાતિઓને પ્રમાણપત્ર આપે તેમ સૂચના આપવા વિનંતી કરી. અધિકારી ખુબ સારા તેમણે કહ્યું, ‘હું સૂચના આપીશ. પણ એક વખત આ 15 વસાહતના લોકો મારી નજર તળેથી જવા જોઈએ એ ખરેખર હકદાર હશે તો હું મારા અધિકારીને સૂચના આપીશ. vssm સારુ જ કામ કરે છે. તમે ચકાસણી કરી જ હશે છતાં એક વખત...’ 

તા.7 ફેબ્રુઆરીના રોજ રાજકોટ અને મોરબીના 15 વસાહતમાંથી 20 આગેવાન અધિકારીની નજર હેઠળથી પસાર થવા ગાંધીનગર જવા અમારી ઓફીસ આવ્યા. બધુ સરળતાથી અમને કેમ ના મળે તે પ્રશ્ન સાથે તેઓ અધિકારીને મળ્યા. સાંત્વના મળી. અધિક સચીવ શ્રીએ જે તે જિલ્લાના સમાજ કલ્યાણ અધિકારીને સૂચના પણ આપી છે. જોઈએ હવે પ્રશ્ન ઉકેલાય છે કે કેમ..

આમ તો વસાહતમાં જઈને અધિકારી તપાસ કરે ને તોય તે ખરેખર હકદાર છે કે કેમ તેનો ખ્યાલ આવી જાય ત્યારે છેક રાજકોટ અને મોરબીથી વિચરતી જાતિના આ લોકોને ધક્કા ખવડાવવાનું કેટલું યોગ્ય છે? ખેર કામથી મતલબ છે. એમ કરતાય પ્રમાણપત્ર નીકળે તો બધુ લેખે લાગશે.

The lack of clarity on part of the authorities results in the persistent issue of: Who is responsible for issuing caste certificates to the nomadic communities? Hence whenever the members of any of these communities approach the officials with their applications for issuance of caste certificates the first thing the officer does is conduct his own online research on the GOG’s digital Gujarat initiative’s webpage of Janseva Kendra. And surprisingly no one from the government's thousands of officials are assigned the responsibility of issuing the caste certificate to nomads ( as seen in the picture) and neither does the government have the updated list of these communities. 

The gaps are much evident in the way the communities are named on this website. For example - the Raval are called Ravaliya, which is a rather derogatory way of addressing this community. The community collectively expressed their  displeasure and the policymakers had changed it to Raval and it was also decided that the caste  certificates will bare the name Raval. But somehow till today Ravaliya instead of Raval is prevalent on government records hence when VSSM’s Naran applied for caste certificates for Raval families it came as a total shock to us when the authorities processing the applications said they would be unable to issue the caste certificates bearing Raval because that surname does not feature in the list. 

Inspite of our repeated requests to erase the duplications, include the sub-sects, change the names where ever necessary and most importantly include the numerous nomadic communities that have still been left out of the government’s list of nomadic communities not much progress has happened. The communities continue to run pillar to post for a basic document like a caste certificate and such gaps does not suit the image of digital and progressive Gujarat!!

સરકાર દ્વારા જાતિ પ્રમાણપત્ર આપવાની જવાબદારીઓ નક્કી કરવામાં આવી છે. પરંતુ, વિચરતી જાતિના લોકો જ્યારે જાતિ પ્રમાણપત્ર મેળવવા જાય ત્યારે અધિકારી કમ્પ્યુટરમાં ડિજીટલ ગુજરાત અંતર્ગત જનસેવા કેન્દ્ર, ગુજરાતસરકારની વેબસાઈટ પર વિચરતી અને વિમુક્ત જાતિની યાદી તથા પ્રમાણપત્ર આપવાની સત્તા કોની તે તપાસવાનું કરે. ત્યારે ફોટોમાં દેખાય છે તેમ વિચરતી અને વિમુક્ત જાતિઓના કિસ્સામાં પ્રમાણપત્ર આપવાની જવાબદારી નક્કી કરવામાં આવી નથી. ના જાતિનું અપડેટ લીસ્ટ સરકાર પાસે છે.

દા.ત. રાવળ સમુદાયનો ઉલ્લેખ સરકારે યાદીમાં રાવળિયા તરીકે કરેલો. રાવળિયા શબ્દ સમગ્ર રાવળ સમુદાય પ્રત્યે તીરસ્કાર દર્શાવતો લાગતો. આ અપમાનજનક શબ્દ રાવળ સમુદાયની રજૂઆતોના અંતે સરકારે કાઢી નાખ્યો અને આ સમુદાયને રાવળ તરીકે સંબોધવાનું તથા રાવળના નામના જાતિ પ્રમાણપત્ર આપવાનું નક્કી થયું પણ હજુ સુધી રાવળિયા શબ્દ સરકારની યાદીમાં ચાલતો હોવાથી vssmના કાર્યકર નારણે જ્યારે રાવળ સમુદાયનું જાતિ પ્રમાણપત્ર મેળવવા અરજી કરી ત્યારે દિયોદર મામલતદાર કચેરીએ ફોટોમાં દેખાય છે તે આંટીઘૂંટી દર્શાવી તથા રાવળ સમુદાયનો ઉલ્લેખ યાદીમાં નથી રાવળિયા છે એટલે પ્રમાણપત્રના મળે તેમ કહ્યું જે આધાતજનક છે.

સરકારે વખતો વખત બહાર પાડેલા ઠરાવો ચકાસી તેને અપડેટ કરવાની જરૃર છે. સાથે જ જાતિ પ્રમાણપત્ર મેળવવાની સત્તા પણ ફીક્સ કરવાની જરૃર છે. નહીં તો આ જાતિઓ બિચારી પ્રમાણપત્ર મેળવવા ધક્કા જ ખાધા કરવાની જે ડીજીટલ અને ગતિશીલ ગુજરાતમાં યોગ્ય બરાબર નથી...

Nat are not Nomads!!

Kishankaka Nat calls me and inquires, “Ben, has Nat community been removed from the nomadic communities??”

“No, who is telling you that?” I replied.

“Ben, we are in process of preparing applications for allotment of residential plots to the Nat families staying in Siddhpur for which we require caste-certificates. We approached the Mamlatdar of Siddhpur for the same where he tells us that the Nat aren't part of the nomadic communities!!” says Kishankaka. 

This isn’t happening for the first time. There remains a great confusion amongst the local and to an extent the senior bureaucracy over the inclusion of the nomadic and de-notified tribes in their classified list. Under the Department of Social Justice and Welfare falls the  Vikasti Jaati Kalyan Khatu. This Board works for the Socially and Economically Backward communities under which the  Nomadic and De-notifed tribes are classified.  We have made numerous requests and appeals to rework and  bring out a new list (as the current list is almost 60 years old and believed to be prepared in a hurry during the formation of Gujarat) of the nomadic and de-notifed communities. There are numerous sects and sub-sects amongst the nomads and all need to be included. But there is hardly any progress made on this issue. Making us raise a much obvious doubt: Are they really interested in development of poor, for who they are in office!!

A resolution has also been passed to include the Nat in the list but as  the resolution hasn’t been uploaded on the GSWAN (a government portal) website acquiring caste certificated at local level becomes a challenging task. 

Kishankaka himself has been appointed as Director to Corporation for Social and Economic Development of Nomadic and De-notified tribes. I told him, “You should have asked the Mamlatdar, if Nat do not feature in the list how come I have been appointed Director to such government formed body!!” 

Take a trip down memory lane and the images of street side acrobatic shows performed by the Nat men and children will cross your mind, so how come the policymakers and administration fail to recognise such an important aspect. Mention Nomads and the images of colourful Vanzara, acrobatic Nats, knife sharpener  Saraniya, the snake charmers Madari-Vadi swipe our minds..these are the communities who have been wandering for centuries so if the administration isn’t aware of such obvious facts they should offer to investigate further to confirm and come back on the issue instead of contradicting a much obvious fact!!

આજે ડીસાથી કીશનકાકા નટનો ફોન આવ્યો. 

‘બેન અમને નટને વિચરતી જાતિમાંથી કાઢી નાખ્યા?’

‘ના કોણ આવી વાતો કરે છે તમને’

‘બેન સિદ્ધપુર મામલતદાર પાસે સિદ્ધપુરમાં રહેતા નટ સમુદાયના લોકોને રહેણાંક અર્થે પ્લોટ મળે તે માટેની માંગણી કરી છે અને તે માટે દરખાસ્ત તૈયાર કરવાનું કરી રહ્યા છીએ અને દરખાસ્ત માટે જાતિ પ્રમાણપત્ર જોઈએ એ મેળવવા મામલતદાર પાસે ગયા તો એમણે કહ્યું નટનો સમાવેશ વિચરતી જાતિમાં થતો નથી.’

વિકસતી જાતિ કલ્યાણ ખાતું, સામાજિક ન્યાય અને અધિકારીતા વિભાગના નેજા હેઠળ સામાજિક અને શૈક્ષણીક રીતે પછાત જાતિઓ જેમાં વિચરતી અને વિમુક્ત જાતિઓનો પણ સમાવેશ થાય છે તે તમામ માટે કામ કરે છે. ત્યાં આ જાતિઓ બાબતે થઈ રહેલી માથાકૂટોની કેટલીવાર રજૂઆત કરી છે. તેમણે નટને વિચરતી જાતિમાં ગણવા અંગેનો ઠરાવ કર્યો છે પણ સરકારની જીસ્વાન વેબસાઈટ પર ઓનલાઈન મુકવાનું તેમણે કર્યું નથી એટલે સ્થાનિક સ્તરે પ્રમાણપત્ર મેળવવામાં તકલીફ પડી રહી છે.

vssm દ્વારા કેટલીક જાતિઓના પર્યાય ઉમેરવા બાબતે સરકારમાં રજૂઆતો પણ થઈ છે. પણ તે દિશામાં કાંઈ થઈ નથી રહ્યું. આ તંત્ર આવી ગોકળગાય ગતિથી કેમ ચાલે છે અને તેઓને ખરેખર ગરીબોના વિકાસમાં રસ છે કે કેમ તે પ્રશ્ન પણ થઈ રહ્યો છે.

કીશનકાકા વિચરતી અને વિમુક્ત જાતિઓ આર્થિક, સામાજિક વિકાસ માટે બનેલા નિગમમાં ડાયરેક્ટ તરીકે ફરજ બજાવે છે. મે તેમને કહ્યું, ‘કાકા મામલતદારને કહેવું હતું ને કે, હું નિગમમાં ડાયરેક્ટર તરીકે ફરજ બજાવું છું જો અમારો સમાવેશ વિચરતી જાતિમાં થતો જ ના હોય તો હું નિયામક કેવી રીતે બન્યો?’

નટ તો સદીઓથી વિચરતા રહ્યા છે. અંગકસરતના હેરત પમાડે તેવા ખેલ તેઓ કરે છે. આંખ બંધ કરીને વિચરતી જાતિઓ એટલે કોણ એવું પુછીએ તો પણ નટ, વાદી, વણઝારા, બાજણિયા સહજ બોલાઈ જાય ત્યારે અધિકારીઓને આ કેમ ખબર નથી. વળી ખબર ના હોય તો સીધા ના પાડવાની જગ્યાએ હું તપાસ કરીને કહું છું તેવી હૈયાધારણા લોકોને આપે તો લોકો રાજી થાય નહીં તો કિશનકાકાને થયો એવો થડકારો થઈ જાય....
