“I had to pay for charging my phone. And people earn through that here. We have to roam around looking for work. We stay in deserted land. We don’t get light. But we still keep living like this. So, this light will be our recourse in the dark.”

This was the conversation which took place when Naran asked Bhagaba whether they want solar light. And we said yes.

Not a single family out 159 took a solar light for free. They gave Rs. 50 token.

ફુલવાદી ભગાબાએ તમારે સોલારલાઈટ જોઈએ એવા પુછાયેલા પ્રશ્નના જવાબમાં કાર્યકર નારણને ઉપરની વાત કરી અને લાઈટ આપવા માટે હા પાડી.

મુંબઈથી સ્પર્શ સાથે સંકળાયેલા મહર્ષીભાઈ પણ આ પરિવારોને સોલાર લાઈટ આપવા માટે આવ્યા.

Wonderful Marriage of Nat Community...

We got a chance to attend a marriage of Nat Community and the experience was very wonderful and thought provoking.

Rituals of Nat Community

No rounds of fire (agni), poojas and chanting of mantras by brahmins god and altar as witness, neither a priest to chant!

God is witnessing everything!

Put for pots in square tied with cotton thread; the sacred altar/Mandap (chori) is ready! Bride groom and bride enter this thread careful of not touching it and take four circles (fera) and exit.

 If they touch the thread then the panch will punish them with small fine. It will be a small fine but everyone present will enjoy the act.

Lacs of rupees are spent after destination weddings but the amount is adequate for marrying many daughters of our Nat Community. Now a days mass marriages have become a trend, but our Nat community has been following this practice since ages.  There is less expense in Nat mass marriages than in other mass marriages.

Alcohol was a part of the event but now it is stopped.  

“Though people call us backward; we know this doesn’t look good so we quit it. “

On the other hand, now it is a trend to consume alcohol by so called cultured people of Dry State of Gandhi’s Gujarat. 

Now the question is who should learn from whom- small and so called “backward” Nat community from the ‘cultured’ lot or vice versa?

ચારે બાજુ ચાર ઘડા મુકાય ને એને સુતરથી બાંધો એટલે લગ્નની પવિત્ર ચોરી તૈયાર. વર વધુ આ ચોરીમાં સુતરના દોરા ને અડકાય નહિ એમ સાવધાનીથી પ્રવેશે ને જાતે ચાર ફેરા ફરી લઈને પાછા એજ રીતે બહાર નીકળે. 

સુતરને અડી જવાય તો નાતપંચ દંડ કરે. દંડ નાનોજ હોય સાવધાની પૂરતો બાકી બધાને હરખ જ હોય.

ડેસ્ટિનેશન વેડિંગ પાછળ ખર્ચાતા લાખો રૂપિયામાં અમારા નટની ઘણી દીકરીઓ પરણી જાય. વળી સમુહલગ્નો આપણે હમણાં કરતા થયા અહીંયા તો સમૂહમાં જ દીકરીઓ પરણે છે ને આ પ્રસંગે અન્ય સમાજમાં થતા સમુહલગ્નો જેવા ખર્ચ પણ નથી થતા. 

હા પહેલા થોડો દારૂ પીવાતો પણ એ એમણે બંધ કરાવ્યો.

'લોકો પછાત કહે છે ને એટલે આ ના શોભે બેન એટલે બંધ.'

ત્યારે અન્ય કહેવાતા ભદ્ર સમાજોમાં પહેલા નહોતું એ દારૂનું ચલણ શરુ થયું દારૂબંધી વાળા ગાંધીના ગુજરાતમાં.

નાનો અને અન્યોની નજરમાં પછાત નટ સમાજ પાસેથી ખરેખર કોણે શીખવાનું એ અંગે આપણે વિચારવું રહ્યું...

‘We also Exist’

‘We Also Exist’ is the voice of the nomadic and the de-notified communities of Gujarat to make their presence noticed by the eminent citizens, law makers and political parties of the state. We decided to make this voice heard and took the demands and issues of the nomadic communities to the political parties for its inclusion in their manifesto for the upcoming assembly elections (as seen in the picture).

The nomadic communities are so visible yet ignored by one and all. This development has brought some joy in lives of nomads and people who have been striving for their rights.

We are awaiting the election manifesto of BJP hopefully, our demands do feature in it too….

We are glad that our appeals have been heard and are grateful to the warm support we have received from you all throughout our journey….

‘અમે પણ છીએ’

Its a long and arduous journey the nomadic communities need to accomplish in order to achieve their lifelong dream of living in a house of their own.  Right from procuring the tens of documents to become eligible to file an application for a residential plot, to being refused the allotment, if allotted  delays in sanctioning plots and if sanctioned refusal to provide permits  to commence construction these are the layers that need to be surpassed by the illiterate and ignorant communities. Otherwise these families have no choice but to survive under hostile elements in makeshift shanties on pavements and wastelands….

Recently the 10 Saraniya and Vansfoda families living in Chansma town of Patan district, who had been allotted plots in 2014 only recently acquired permit from Chanasma municipality to commence construction. Imagine waiting for two years to begin the construction!!! For some undisclosed reasons the authorities weren’t giving permits to begin construction and VSSM was required to write about the issue right from the  district Collector to  the Chief Minister. 

Soon  the team will be assisting the families in filing the applications for obtaining government support for building the house.  The families are eligible to receive Rs. 70,000 from the government under  Pandit Deendayal Aawas Yojna. 

We are extremely grateful to the authorities who have supported our efforts in ensuring these families manage to built their own houses…..

VSSMની મદદથી આખરે મકાન બાંધકામ માટેની મંજૂરી મળી

પાટણ જિલ્લાના ચાણસ્મામાં રહેતા સરાણિયા અને વાંસફોડા સમુદાયના 10 પરિવારોને વર્ષ 2014માં પ્લોટ ફાળવણીના હુકમ થયા હતા પણ પ્લોટ પર ઘર બાંધવા માટે બાંધકામની મંજુરી નગરપાલિકા દ્વારા આપવામાં આવતી નહોતી. આ બાબતે vssm દ્વારા મુખ્યમંત્રી થી લઈને કલેકટર સુધી ખુબ રજૂઆતો કરી ત્યારે જતાં થોડા દિવસ પહેલાં બાંધકામ માટેની પરવાનગી ચીઠ્ઠી મળી. હવે આ પરિવારોને મકાન સહાય મળે તે માટેની અરજી vssmના કાર્યકર મોહનભાઈ દ્વારા તૈયાર કરવામાં આવી. 

પંડિત દિનદયાળ આવાસ યોજના અંતર્ગત તેમને મકાન બાંધકામ માટે રૃા.70,000 મળશે. VSSM પણ આ પરિવારોને મકાન બાંધકામમાં મદદ કરશે. 

સદીઓથી કેવી યાતનાઓ સાથે તદન ખરાબ જગ્યાઓમાં તેઓ રહ્યા છે ત્યારે હવે તેમનું પોતાના ઘરનું સ્વપ્ન ઝટ પુરુ થવામાં છે. ઈશ્નર તેમની દરેક મનોકામના પુર્ણ કરે સાથે જ બાંધકામ મંજુરી માટે જે પણ અધિકારીઓએ મદદ કરી તે સૌનો અમે હૃદયપૂર્વક સરાણિયા પરિવારો અને VSSM વતી આભાર માનીએ છીએ.

The Living Conditions of the Nat and Vansfoda families
in Khoda Village

17 families belonging to Nat and Vansvadee (Jogi) nomadic community stay in a settlement located on the outskirts of Khoda village of Banaskantha’s Tharad block. The settlement has been their home for many years now. While these families remain on the move through out the year they gather back in the settlement to spend the monsoon months. Most nomadic communities across Gujarat do not move/wander during the monsoon period. 

These 17 families possess  Voter-ID Cards, Ration Cards bearing the address of Khoda village, their houses in the settlement  are Kuccha huts with hay roofs. VSSM has been striving to ensure these families are allotted plots to build their homes. VSSM has also filed applications for the same, its been long since we  submitted all the relevant documents in the office of the Mamlatdar. Inspite of producing all the necessary  documents there has been no progress in the direction of processing the applications.  

Until now the families had been receiving water in the settlement, but that too has been turned off. It is believed that an RTO office is coming up on the land where these families are staying right-now. The families aren’t against any construction  on this land, they aren't asking for the plots on that very piece of land, all they are requesting is a piece of land anywhere  so that they can build home and have a permanent address. When the authorities do not process the applications for such a long time it reflects their attitude and makes us question their willingness to work for the voiceless and the marginalised.

At present the families are being pressurised to vacate the place without  telling them where to go. VSSM has requested the authorities to do what is rightful and just for these families. Let us hope for the best.

It pains us immensely when we see thousands of nomadic families survive in absolutely inhumane conditions. Almost 7 decades of independence and our country has huge populations who do not have food at the end of the day. How shameful is that for us as a society and country. After filing the applications we had been expecting allotment of plots, instead what the authorities are doing is shooing them away from the place they called home for several years. 

How wonderful it would have been if the families were given the same priority as is been given to a RTO office!

બનાસકાંઠાના થરાદ તાલુકાના ખોડાગામમાં નટ અને વાંસવાદી (જોગી)ના કુલ 17 પરિવારો વર્ષોથી ગામમાં રહે છે. ધંધા અર્થે ગામથી થોડો સમય બહાર જાય પણ વળી પાછા આ ગામમાં જ આવીને રહે છે. આ પરિવારો પાસે આ ગામના મતદારકાર્ડ, રેશનકાર્ડ પણ છે. આ પરિવારો ગામથી દૂર પડતર જગ્યા પર ઘાસના છાપરાં બાંધીને રહે છે. આ પરિવારોને રહેણાંક અર્થે પ્લોટ મળે તે માટે VSSM દ્વારા છેલ્લા ચાર વર્ષથી રજૂઆત થઈ રહી છે અને પ્લોટની માંગણી સંદર્ભની દરખાસ્ત તમામ દસ્તાવેજ સાથેની મામલતદાર કચેરીમાં જમા પણ કરાવી છે પણ કોણ જાણે આ દિશામાં કોઈ કાર્યવાહી કેમ થતી નથી.

આ પરિવારો જ્યાં રહે છે ત્યાં પીવાના પાણીની સુવિધા કરી હતી તે પણ બંધ કરી દેવામાં આવી છે. હાલમાં આ પરિવારો રહે છે ત્યાં કદાચ આર.ટી.ઓ કચેરી બનવાની છે. આરટીઓ કચેરી ભલે બને આ પરિવારો તેનો વિરોધ નથી કરતા. ના તેઓ હાલમાં જે જગ્યા પર રહે છે તે ફાળવવાની જીદ કરતા પણ ક્યાંક તો તેને સ્થાયી સરનામું આપવાની માંગ કરે છે. જે આ દેશના નાગરિક હોવાના નાતે તેમનો અધિકાર પણ છે. પણ સમાજના સૌથી છેવાડે રહેતા આ પરિવારો પ્રત્યે સૌ દુર્લક્ષ સેવી રહ્યા હોય તેમ લાગે છે. હાલમાં તેમના ઉપર આ જગ્યા ખાલી કરવા સૌ દબાણ કરી રહ્યા છે. પણ ક્યાં જઈને રહેવું તેનો વિકલ્પ કોઈ આપતા નથી. VSSMએ આ પરિવારો સાથે ન્યાયીક કાર્યવાહી કરવાની રજૂઆત કરી છે. જોઈએ શું થાય છે..

પણ આઝાદીના આટલા વર્ષો પછી પણ આવી અમાનવીય સ્થિતિમાં આપણા જ દેશના નાગરિકોને જીવવું પડે તે આપણા સૌ માટે શરમજનક છે. વળી તેમને કાયમી સરનામું આપવાની જગ્યાએ હડહડ કરતા તેમને કાઢી મુકવાનું સૌ હોંશથી કરી રહ્યા છે. કાશ આર.ટી.ઓ. કચેરીની જેમ આ પરિવારો પણ સરકારની પ્રાથમિકતામાં હોત...

The Saurashtra region of Gujarat has vast concentration of nomadic and de-notified communities. The settlements could be found scattered across the region, since no government machinery has yet reached these communities they remain deprived of their fundamental rights and basic documents.

61 Gadaliyaa families stay in the Veerpur village of Rajkot’s Jetpur block. The village hosts their monsoon settlement. The families who earn their living from hand crafting iron tools  remain on the move through  large part of the year. You must be aware that this community derives  its name Gadaliya from the way they wander, with their belongings laden on a Gaada/bullock cart. Most of these families do not have voter ID cards, ration cards, Adhar UID card etc… the requests for the same have been made to the government but nothing much has been achieved yet….

Natubhai Makwana of Rajkot approached VSSM informing us about the presence of these families and requesting us to help them attain their rights. VSSM’s Kanubhai visited the settlement and met up with the residents and one Devrajbhai Gadaliya  a helpful and zealous member of the community  who has always worked for the betterment of his community. The arrival of Kanubhai to the settlement brought quite a relief to  Devrajbhai.

Kanubhai has prepared and submitted to the Collector’s office the applications for allotment of  residential plots, along with the applications for plot he is also filling up forms for Ration card, voter card etc. 

VSSM has religiously brought to the notice of the government, gaps that exist in reaching to these communities who struggle is to  attain  their primary needs, we hope the administration and government are able to resolve these issues at the earliest…

રાજકોટ જિલ્લાના જેતપુર તાલુકાના વીરપુરગામમાં 61 ગાડલિયા પરિવારો વર્ષોથી ગામમાં અસ્થાયી વસવાટ કરે. પરંપરાગત લોખંડમાંથી ઓજારો બનાવવાનું કામ કરે અને તે માટે વર્ષના આઠ મહિના વિચરણ કરે. ગાડા પર સામાન લઈને વિચરતા આ ગાડલિયા પરિવારોમાંના મોટાભાગના પાસે મતદારકાર્ડ, આધારકાર્ડ કે રેશનકાર્ડ જેવા પુરાવા ના મળે. સરકારમાં રજૂઆતો પણ કરેલી પણ નક્કર પરિણામ ના મળે.

રાજકોટના નટુભાઈ મકવાણાએ આ પરિવારોને મદદરૃપ થવાનું vssmના કાર્યકર કનુભાઈને કહ્યું અને કનુભાઈ વસાહતમાં ગયા. વસાહતમાં ઉત્સાહી યુવાન દેવરાજભાઈ પણ પોતાના કુટુંબીજનોનું ભલું થાય તે માટે ખુબ મહેનત કરતા. તેમને પણ કનુભાઈના આવવાથી હાશકારો થયો. 

કનુભાઈએ આ પરિવારોને રહેણાંક અર્થે પ્લોટ મળે તે માટેની અરજીઓ તૈયાર કરીને કલેક્ટર કચેરીમાં દાખલ કરી. સાથે સાથે રેશનકાર્ડ, મતદારકાર્ડ વગેરે અરજીઓ પણ તૈયાર કરવાનું તેઓ કરી રહ્યા છે.

સૌરાષ્ટ્રમાં આ સમુદાયોની વસતિ વધારે છે અને સ્થિતિ પણ ખરાબ છે. વિચરતી જાતિઓના પ્રાથમિક પ્રશ્નોના ઉકેલ માટે એક મુદ્દાનો કાર્યક્રમ સરકારી સ્તરે થાય તો જ આ જાતિઓના તમામ પ્રશ્નોનું સમાધાન થઈ શકે. ગુજરાતમાં આ માટે અમે ખુબ રજૂઆતો કરી છે.આશા છે આ સરકાર આ બાબતનું વહેલીતકે સમાધાન લાવે..

 A mention of the word nomad and first image  that strikes us is that of  colourful Gypsies, for a layman nomad means Gypsies whereas the fact is that Gypsy are one of the many nomadic communities that thrived in the bygone days and like all these communities the Gypsy or the Vanzara as they are called in Gujarati, too are leading marginalise lives today.  There are many Vanzara families that still have to find a permanent place to stay.

15 Vanzara families stay on the wasteland of Vakha village in Diyodar town of Banaskantha. 3 of these families have their names in the BPL list and yet they haven’t been allotted plots to build homes. VSSM has relentlessly pursued the issue of plots allotment to these families but things haven’t progressed any further. Our team member Naran has made numerous presentations before the concerned authorities but with no success. Such situations do prove to be demotivating for our team members especially when consistent efforts do not bring results. but like an army of ants  VSSM team too shalll keep pursuing the cause of nomads until we succeed in achieving it goals. 

vssm દ્વારા વણઝારા પરિવારોની પ્લોટની અરજીઓ તૈયાર કરવામાં આવી.

વિચરતી જાતિઓની વાત કરીએ ત્યારે સૌ પ્રથમ વણઝારા જ આપણી નજર સમક્ષ આવે આવા વણઝારાની ઘણી વસાહતો છે જે આજેય પ્રાથમિક સુવિધાઓથી વંચિત છે અને એવા કેટલાય વણઝારા છે જેઓ આજે પણ પોતાનું સ્થાયી સરનામું શોધી રહ્યા છે. બનાસકાંઠાના દિયોદરના વખાગામમાં આવા જ 15 વણઝારા પરિવારો ગામથી દૂર છાપરાં બાંધીને રહે છે. 15 પરિવારોમાંથી 3 પરિવારોના નામ તો બી.પી.એલ. યાદીમાં પણ છે છતાં તેમને રહેણાંક અર્થે પ્લોટ ફાળવાયા નથી. vssm આ પરિવારોને પ્લોટ મળે એ માટે સતત પ્રયત્નશીલ છે. જો કે એ માટે ઢગલાંબંધ રજૂઆતો vssmના કાર્યકર નારણ દ્વારા થઈ છે. પણ તે દિશામાં કશું થયું નથી. આ સમુદાયોને નાગરિક તરીકેના તમામ અધિકારો મળે તે માટે દિવસ રાત સંસ્થાના કાર્યકરો જે રીતે મહેનત કરે છે અને લાંબા વખત પછી પણ તેનું પરિણામ મળતું નથી ત્યારે થોડી હતાશા ચોક્કસ આવે છે. પણ કીડીની જેમ આપણે પ્રયત્ન કરવાનો છે ક્યારેક તો સફળ થઈશું તેવી આશા પણ બંધાયેલી છે... 

વખામાં રહેતા વણઝારા જે સ્થિતિમાં રહે છે તે ફોટોમાં જોઈ શકાય છે. vssmના કાર્યકર નારણ દ્વારા આ પરિવારોને પ્લોટ મળે તે અંગેની રજૂઆત તૈયાર કરાવવામાં આવી જે ફોટોમાં જોઈ શકાય છે.

Over the period of time,  due to changing circumstances,  the nature of work related migration or  wandering amongst most of the nomadic communities has seen a considerable change. Most of these families now  prefer to live settled lives for the benefit of their families especialy their children, settled lives would enable them  to receive  education.  While the men in the communities wander for day or months to earn living,  the women stay back for the children. 

One such group of Salat families living around  Vijapur now wishes to settle down. VSSM has facilitated these families in filing of  applications to obtain residential plots around Vijapur. This was quite some time ago and the administration has been quite lax on this mater. VSSM team member Tohid who works with these families continues to make rounds of the concerned departments, most of the times  he is also accompanied by the individuals of the applicant  families. But the applications have hardly moved further.  We shall keep following up because it is our duty towards these  communities,  hoping that there shall be a day when the sun will shine for the poor and the marginalised….

Along with the plots VSSM has also helped these families apply for their fundament documents of identity. Recently Tohid filed
Voter ID card applications for 19 individuals from these families. The  once impossible task of getting a Voter ID card has now become extremely easy for the nomads, this also makes us joke sometimes, “ How difficult it was for the nomadic families to obtain a voter ID card earlier and how easy it is now….. wish something like this happens for obtaining the residential plots” How badly we wish such desires to come true…

મહેસાણાના વિજાપુરમાં રહેતા સલાટ પરિવારો ચાદરો વેચવા ગામે ગામ ફર્યા કરે. પણ હવે સ્થાયી ઘરની ઈચ્છા છે. કામ માટે ભલે પુરુષો ફરે પણ સ્ત્રીઓ અને બાળકોને એક જગ્યાએ મુકીને જવાય તો જીવને ધરપત રહે અને બાળકો ભણતા પણ થાય. આ પરિવારોને વિજાપુર આસપાસમાં રહેણાંક અર્થે પ્લોટ મળે તે માટે vssm છેલ્લા કેટલાય વખતથી પ્રયત્ન કરે છે પણ તે દિશામાં વહીવટીતંત્રની ઢીલ ઘણી છે. પણ આપણું કર્તવ્ય છે પ્રયત્ન કર્યા કરવાનું. એમ સંસ્થાના કાર્યકર તોહીદ સાથે સાથે વસાહતના લોકો પણ થાક્યા વગર બસ કચેરીના ધક્કા ખાધા કરે છે. એક દિવસ સોનાનો સુરજ ઊગશે અને અમને પણ પ્લોટ મળશે તેવી સૌને આશા છે. 

આ પરિવારોને તમામ પ્રાથમિક પુરાવા મળે તે માટે vssm અને તેના કાર્યકર તોહીદ પ્રયત્નરત છે. તોહીદ દ્વારા આ પરિવારોના મતદારકાર્ડ વિહોણા 19 વ્યક્તિઓના મતદારકાર્ડ માટેના ફોર્મ તાજેતરમાં ફરીને કચેરીમાં જમા કરાવ્યા. મજાકમાં vssmના કાર્યકરો કહે છે, ‘વિચરતી જાતિઓ માટે પહેલાં મતદારકાર્ડ કઢાવવું કેટલું મુશ્કેલ હતું. પણ હવે સરળ છે. આવું સરળ રહેણાંક અર્થે પ્લોટનું થઈ જાય તો.... ’ ખરેખર આવું થાય તો કાર્યકરો અને આ કરનાર સૌના મોઢામાં ઘી શક્કર..

A fairly large settlement of families from nomadic communities is settled near the railway tracks of Rajkot’s Loharnagar. The families have been here for many years now, the houses they stay are semi-pucca cause nobody had ever objected to their settlement and never ever had the issues of encroachment emerged with the municipal authorities as well, hence they had never asked for legal ownership to these area.  The families felt their future was secured over here. However, on May 10th 2016 around 40 houses were demolished by the authorities citing encroachment reasons.

“Such a huge country of ours yet we can’t get a small piece of land to build our home, we had build shades to cover our heads and now those shades have also gone. Government is asking us to go elsewhere but cannot tell us where is the ‘elsewhere’ is!!  Will our wandering ever end??” was the anger of one of the Devipujak community member whose house was demolished. 

As compared to the rural regions the nomadic communities have found the urban areas easier to settle in because no one except the government  objects to their  living in the ghettos, slums or public places. They stay in and around the cities and wander for work in other regions. But when their homes are destroyed by the government itself a sense of insecurity sips in for these families who have no place else to go. 

VSSM is trying to get residential plots allotted to these  and many such nomadic families. With the prevailing conditions it seems to be a long haul but we are sure we will be able to get the plots allotted to these families…

 વિચરતી જાતિના 40 પરિવારોની વસાહત તોડી દેવામાં આવી...

રાજકોટના લોહાનગરમાંથી પસાર થતી રેલવેની પટરી પાસે 40 પરિવારો છાંપરાં બાંધીને રહે. આમ તો આખા લોહાનગરમાં વિચરતી જાતિના ખાસ્સા પરિવારો વર્ષોથી કાચા અને અર્ધપાકા આવાસો બનાવીને રહે. પણ ખાલી કરવાની તવાઈ બહુ આવે નહીં. એટલે કોઈ દિવસ પોતાની જગ્યા માટેની માંગણી પણ કરેલી નહીં. પણ તા.10 મે 2016ના રોજ દબાણ હટાવવાના કાર્યક્રમ અંતર્ગત 40 પરિવારોના છાપરાં તોડી પાડવામાં આવ્યા. 

મોટાભાગના દેવીપૂજક પરિવારો વર્ષોથી અહીંયા રહે. એમના કહેવા પ્રમાણે, ‘આખા દેશમાં અમારા નામે ઘરનો જડે. માથુ ઘાલવા આ એક છાપરુ બનાવ્યું હતું એય તોડી નાખ્યું. સરકારે અહીંથી જતા રહેવા કહ્યું પણ ક્યાં જવાનું એ કોઈ બતાવતું નથી. અમારા રઝડપાટનો ક્યારે અંત આવશે એય હવે સમજાતું નથી.’ વિચરતી જાતિની ઘણી વસતિ કામ ધંધા માટે શહેરોમાં આવીને જ્યાં જગ્યા મળી ત્યાં સ્થાયી રહેતી થઈ છે. હા કામ ધંધા માટે વિચરણ કરવું પડે તો ત્યાંથી જ કરે. વળી શહેરોમાં રહેવાના કારણે સરકાર સિવાયના કોઈના વિરોધનો સામનો કરવાનું ખાસ બનતું નથી આથી તેઓ પોતાની જાતને અને પરિવારને સુરક્ષીત માને છે. પણ આવી તોડ ફોડ થાય ત્યારે તેઓ ક્યાંય સુરક્ષીત નથી તે સમજાય છે. 

આ પરિવારોને રહેણાંક અર્થે કાયમી પ્લોટ મળે તે માટે vssm પ્રયત્નશીલ છે. જો કે આજે જે સ્થિતિ છે તે જોતા બધુ સરખુ ક્યારે થશે તે પ્રશ્ન છે પણ થશે એવો ભરોષો ચોક્કસ છે.

VSSM runs a Balghar for the children of nomadic settlement in Vavdi village of Rajkot. Initially the community here had no documents of their identity and VSSM initiated the process of getting the basic citizenry documents issued. As a part of the process, VSSM  organised a camp between 2nd to 4th April 2016 for filing applications for acquiring Adhar UID numbers. During the camp 142 individuals applied for their Adhar UID.

રાજકોટના વાવડીમાં વિચરતી જાતિની વસાહત આવેલી છે. vssm આ વસાહતમાં રહેતા બાળકો માટે બાલઘર ચલાવે છે. સંસ્થાએ આ વસાહતમાં કામ શરૃ કર્યું ત્યારે આ વસાહતના લોકો પાસે પણ પોતાની ઓળખના પ્રાથમિક પુરાવા નહોતા. તેમને પ્રાથમિક પુરાવા અપાવવાનું vssm દ્વારા થઈ રહ્યું છે.તા.2 એપ્રિલ 2016 થી તા.4 એપ્રિલ 2016 દરમ્યાન વિચરતી જાતિના પરિવારોને           આધાર કાર્ડ મળે તે માટે વસાહતની નજીક કેમ્પ      આયોજીત કર્યો. જેમાં 142 લોકોએ અરજી કરી.

It was just another day and these men were discussing the route they would be take for day, the areas they would move around to sell the bedsheets, blankets etc., just on that very  moment  the police from Dindoli arrived and arrested them; Vikram, Amlabhai and Jadavbhai were taken in by the police. Asking the officials why and where was out of question.. the police asked them to quietly get into the jeep, a quick contemplation amidst the three whether to get into the vehicle or not was enough to invite a couple of lathi strikes. The three of them were left with no choice but to get into the jeep…

Some Salat families of Vijapur migrated to regions around Surat’s Dindoli,  erecting a temporary makeshift settlement near the village. They stay in the settlement and wander in the surrounding regions to sell bedsheets etc. The community had notified themselves at the nearest police station on reaching and settling in Dindoli. ( This is what most wandering nomadic families do to protect themselves from unwarranted police wrath during their stay in the village they stay put.)

The members of the settlement informed VSSM’s Tohid on the incident.  But Tohid also was unsure on how to proceed because Shri. Mall, the empathetic and supportive police officer whom we reached out to in such police harassment cases had been transferred and we weren’t aware of the approach the  officer replacing him!!! We asked the Salat community members in Dindoli to get the copy of FIR, but they could manage to get it. We were getting on to write a complaint when we received the call informing that the men had been released after payment of Rs. 150 per person. Why and under what head the money was taken, no one knows as there was no receipt issued.

When we spoke to Amlabhai he told us that there was a theft in area near the settlement, since these families wandered around they were seen as potential suspects!! “We thought since you wander for living you could be someone who might have committed the crime!!” said the police.

So how does one make these men in khaki understand that not who people who wander do it for living and not to indulge in criminal activities. And how come officials who are corrupt come preaching individuals who conduct themselves with integrity!!

As Amlabhai narrates “indulging in robbery is strictly prohibited in out community, we are shunned from the community if we indulge in any criminal acts!!” The Salat never allow any debt on themselves so indulging in robbery is strictly out of question!! Alas, who’s going to understand all such ethical code of conducts that govern hundreds of our indigenous communities and tribes…


સલાટને રખડી ખાવ છો એમ કહેનારને કોણ કહે કે તારું મોઢું ગંધાય છે.

આજે ચાદરો, ચોરસા વગેરે સામાન કઈ બાજુ વેચવા જશું એનો વિચાર કરતાં હતા ત્યાં તો ડીંડોલી પોલીસ આવી અને વિક્રમ, અમલાભાઈ અને જાદવભાઈને પકડીને લઇ ગઈ.

સાહેબ કેમ લઇ જાવ છો એવું તો પુછાયે શેનું? ચુપચાપ જીપમાં બેસી જવાનો હુકમ પોલીસે આપ્યો અને હજુ બેસવું કે નહિ એની ગડમથલ ચાલતી હતી ત્યાં બે ડંડા પડ્યા એટલે કશું જ બોલ્યા વગર જીપમાં બેસી ગયા. 

વિજાપુરના સલાટ કામ ધંધા અર્થે સુરતના ડીંડોલી આસપાસના વિસ્તારમાં પડાવ નાખીને રહે અને આસપાસના વિસ્તારમાં ફરીને ચાદરો વેચે. આમ તો આવ્યાં ત્યારે પોલીસ સ્ટેશનમાં નામ નોંધાવી આવ્યાં હતા છતાં આવું કેમ થયું? (આજે પણ વિચરતી જાતિના લોકો ક્યાંય પણ કામ ધંધા અર્થે જાય તો સૌ પ્રથમ નજીકના પોલીસ સ્ટેશનમાં પોતાની તમામ વિગતો લખાવી આવે જેથી પોલીસ હેરાન ના કરે છતાં પણ આવી ઘટના બને જ છે)

સુરતથી vssmના કાર્યકર તોહીદ પર આ બીના બન્યાની વસાહતના અન્યોએ જાણ કરી. પોલીસ સાથેની વિચરતી જાતિઓની માથાકુટમાં સદાય સહાય ભૂત થતાં શ્રી વિનોદ મલ્લ સાહેબની બદલી થઇ ગયેલી એમની જગ્યા પર કોણ છે અને એમની સંવેદના મલ્લ સાહેબ જેવી છે? કે કેમ એનો ખ્યાલ નહિ. અમે FIRમી નકલ માંગવા અન્ય સલાટ જે ત્યાં હાજર હતા એમને કહ્યું, પણ એ ના મળી. છેવટે અરજી લખવાનું કર્યું ત્યાં પાછો ફોન આવ્યો, એક એક વ્યક્તિ દીઠ ૧૫૦ રૂ લઈને છોડી દીધા છે. આ રકમની કોઈ પહોંચ આપી નથી. આ પૈસા ક્યાં હેડમાં લીધા એ રામ જાણે..

અમલાભાઈએ વધારે પૂછ્યું ત્યારે ખ્યાલ આવ્યો કે, એમના પડાવની આસપાસના વિસ્તારમાં ચોરી થયેલી એટલે પકડીને લઇ ગયા. ‘તમે રખડી ખાવ છો તે તમે ક્યાંક આ બધામાં ના હોવ’એમ પોલીસે કહ્યું. મહેનત કરનારા સલાટને રખડી ખાવ છો એમ કહેનારને કોણ કહે કે તારું મોઢું ગંધાય છે.

‘ચોરી તો અમારા સમાજમાં કરાય જ નહિ અને કોઈ કરી લેતો એ નાત બારો થઇ જાય’ આવી ખુમારીવાળી પ્રજા માથે આવું આળ મુકતા શરમ પણ નથી આવતી.. આતો એ પ્રજા છે જે જીંદગીમાં ક્યારેય કોઈનું લેણુંએ માથે ના રાખે ત્યાં ચોરી?? પણ પ્રશ્ન આ બધું ક્યાં સુધી ચાલ્યા કરશે એ છે?

જેમને પકડીને પોલીસ લઇ ગઈ હતી એ ત્રણે ભાઈઓ ફોટોમાં જોઈ શકાય છે..

When the crime rate comes down  in any town or city and the police don’t have many cases to register, what does it indicate!! That its good, its a sign of healthier society!! So why does police set out in search of criminals to meet their target?? Is policing about meeting the targets and to meet these targets end up arresting any Tom-Dick-Harry  or in this case the poor Dafer individuals?? Well that what has happened again, yes again, it just keeps happening even after intensive efforts we take to stop the unwarranted and illegal arrests of Dafer. 

The current episode happened in Palitana town of Bhavnagar district.  On the evening of 12th April Dafer Mohmadbhai received a call from the Palitana Rural Police asking him to come to the police station as they wanted to know the details of their living in the area. The police had Mohamadbhai’s number because that what the Dafer do, so that they do not land up in unwanted trouble, they give their details of their living in the respective police station. 

Mohamadbhai and his brother Razakbhai reached the police station. The police told Mohamadbhai that he possesses illegal weapons and uses them for hunting!! The brothers refused this charge that was as absurd as one can imagine. But the rule is that the police never  listens to such honest answers that Dafer gives…….

They asked Razakbhai to return home and retained Mohmadbhai. Since  yesterday evening until today afternoon the police literally thrashed Mohmadbhai, asking him to give in to the crime he has committed, but how can he do that when there was no wrong he had done. Mohamadbhai works on shared farm meaning he is a farmer. He hasn’t taken up any contract to guard farm and village boundaries ( something that Dafer normally do) so where is the issue of keeping weapons. 

Along with the police the forest officials have also joined in. Every couple of weeks the police get itchy hands so they visit the Dafer settlements and terrorises the innocent residents. 

When Mohamadbhai’s wife visited her husband in the police station, she was told that the police had not given him water to drink or any food since yesterday evening… How can the police act in such inhumane manner??

This entire way of functioning by police has reached a saturation, on one hand we are partnering with the Chief of State Police on stopping such atrocious behaviour and on the other hand the local police continue to act in barbaric manner.  Why can’t they help in improving the living conditions of the Dafer. 

The community is on verge of exploding, arrest people who really commit crime, don’t pick up random citizens at your will  to meet your  ‘targets’…

Do not test their patience and tolerance. STOP right now or these wrongfully harassed  people will revolt and the rebellion will be so intense that it would be difficult to curb it...

આ પોલીસને આવી વલુર કેમ ઉપડે છે?

ભાવનગર જિલ્લાના પાલીતાણામાં રહેતા ડફેર મોહમ્મદભાઈ પર ગઈ કાલે સાંજે પાલીતાણા ગ્રામ્ય પોલીસ સ્ટેશનથી ફોન આવ્યો. તમારા વસવાટ માટે નિવેદન લેવાનું છે એટલે આવો. ડફેર પરિવારો પોતે પોલીસના ત્રાસના કારણે પોતાના વસવાટની માહિતી અને અન્ય વિગતો પોલીસ સ્ટેશનમાં જઈને લખાવી આવે એટલે એમની પાસે માહિતી હોય. મોહમ્મદભાઈ તેમના ભાઈ રજાકભાઈ સાથે સ્ટેશન પહોચ્યા અને પોલીસે મોહમ્મદભાઈને હથિયાર રાખીને શિકાર કરતા હોવાનું કહ્યું. બંને ભાઈએ આવું કશું ના કરતા હોવાનું કહ્યું પણ પોલીસ માને શાની.. 

રજાકભાઈને ઘરે જવા કહ્યું અને મોહમ્મદને ગઈ કાલથી આજ બપોર સુધી ખુબ માર્યો. ગુનો કબુલ કરવા માટે. પણ જે ગુનો કર્યો જ નહોતો એ શું કામ કબુલ કરવાનો.. મોહમ્મદભાઈ વાડી ભાગવી રાખી ખેતી કરે છે. સીમ રખોપુ પણ નથી કરતા. આવામાં હથિયાર રાખીને શિકાર કરવાનો તો મુદ્દો જ ઉપસ્થિત નથી થતો..

પણ આ પોલીસ.. 

વળી આમાં વનવિભાગના અધિકારીઓ ભેગા મળ્યા છે.. દર બે કે ત્રણ અઠવાડિયે પોલીસને જાણે વલુર ઉપડતી હોય એમ ડફેરોના ડંગામાં જઈને આતંક મચાવી દે. સવારે મોહમ્મદની પત્ની મળવા ગઈ ત્યારે મોહમ્મદે કહ્યું રાતનું પાણી કે ખાવુંયે નથી આપ્યું.. આવું કેવી રીતે ચાલે..

એક બાજુ ગાંધીનગર પોલીસ મહાનિર્દેશક સાથે મળીને આ પરિવારોના પુનઃવસન માટે પ્રયત્નો કરીએ તો બીજી બાજુ પોલીસ આવી ક્રુરતા કરે.. કેવી બત્તર સ્થિતિમાં સમગ્ર ગુજરાતમાં ડફેરો રહે છે એ સ્થિતિમાંથી સારી સ્થિતિમાં લઈ જવા પ્રયત્નો કરોને નિત આવા ગતકડા કર્યા કર્યો વગર..

પણ હવે હદ થઈ છે.. આ બધુ બંધ કરો.. જે ગુના કરે છે તેમને પકડવાનું કરો ના કી ટાર્ગેટ પુરા કરવા આવા નિર્દોશ લોકોને હેરાન કરો.

આમ તો સમાજમાં ગુનાખોરી ઘટે એ તંદુરસ્ત સમાજની નિશાની છે. ત્યારે પોલીસને હથિયારના ગુના, રખડતા ભટકતા લોકોને પક઼ડવાના, ખોટી ચોરીના કેસ કરવાના ટાર્ગેટ કેમ આપવાના?? આ બધુ મારી સમજની બહાર છે.. પણ હવે કંટાળો આવ્યો છે.. 

ધીરજની પરિક્ષા થઈ રહી છે..

બંધ કરો આ બધુ... નહીતો બળવો થશે અને એ પણ જબરજસ્ત જેને રોકવાનું કોઈનાયે હાથમાં નહીં હોય...

We have written at length about some difficult pre-requisites that are essential to be produced if one wants to obtain a caste-certificate. The nomadic communities do not understand the difference between caste and surname. Whenever it is required to mention caste these families end up writing their surnames like Vaghela, Chauhan, Bhaati, Mori etc.  The tricky requirements by the government accompanied by the ignorance of nomadic communities  creates challenges when these families have to get a caste certificate. 

We have had made frequent  requests to the government for organising block level camps to ease the process of obtaining the caste certificates. This requests are yet to be heard but we are helping the communities obtain the certificates as and when required. The task becomes breeze in offices that have empathetic officials otherwise you know how it is with getting these things done !!!!

જાતિ પ્રમાણપત્રો મેળવવાની સરકારી આંટીઘૂંટી ઘણી વિચિત્ર છે. આ સમુદાયોની સમજ પણ મર્યાદીત છે. બાળકને શાળામાં ભણવા બેસાડે કે, પહેલીવાર મતદારકાર્ડ કઢાવે ટૂંકમાં સરકારી ચોપડે જ્યાં પણ પહેલીવાર નામ ચડાવવાનું થાય ત્યાં પોતાની જાતિ લખાવવાની જગ્યાએ મોટાભાગે પોતાની અટકો એટલે કે, ચૌહાણ, વાઘેલા, પરમાર, ભાટી, મોરી વગેરે લખાવે જેના કારણે તેઓની મુળ જાતિનું પ્રમાણપત્ર મેળવવાનું થાય ત્યારે ખુબ તકલીફ પડે.
જાતિપ્રમાણપત્ર માટે વિચરતી અને વિમુક્ત જાતિઓ માટે તાલુકા દીઠ કેમ્પ કરીને તેમને પ્રમાણપત્ર આપવાનું કરવામાં આવે તો આ સમુદાયોને ઘણી રાહત થઈ જાય. ખેર રજુઆતો કરી છે પણ કંઈ નક્કર પરિણામ આવ્યું નથી. હાલ પુરતુ જેમ જેમ જરુર પડતી જાય છે તેમ તેમ લોકોને સમાજ કલ્યાણ કચેરીમાં લઈ જઈને પ્રમાણપત્રો અપાવવાનું કરીએ છીએ. ક્યાંક અધિકારી સારા છે તો ખુબ જ સરળતાથી કામ પતે છે તો ક્યાંક ધક્કા પણ ખુબ થાય છે.

Tacking the demons that lie within …..

The city of Rajkot has huge concentration of Marwari Devipujak (Bavari) community. The families stay in ghettos with as many as 12-15 members staying in a 10 X10 feet shanty. Elder parents, sons and daughter-in-laws, daughters and son-in-laws and children all stay in these wall less houses that have sarees or bedsheets to form make-shift partitions to guard privacy. It was important that these families receive plots to build however small yet  seperate houses. Since past 2 years VSSM’s Kanubhai has been working hard to ensure these nomadic families receive residential plots. The conditions under which they currently survive are absolutely inhospitable and inhumane. Consequent to the appeals made by Kanubhai the district Collector asked him to submit applications for these families.

To our utter surprise, the moment we initiated the task of filing applications the thus far dormant community leaders suddenly became active, asking the community members for money to be given to the officials to get the task done!! They went to the extent of demanding money to begin the process of filling up the form!! The entire episode was quite a revelation as it was totally opposite to the way VSSM functioned. Kanubhai had to convince everyone there was no money to be given to anyone and even called in the local authorities to give an explanation of how the applications will be handled.

It has taken Kanubhai one and a half years to make the families understand that no money has to change hands for filing and sanctioning the applications. On grasping what Kanubhai was trying to convey the Marwari Devipujak families shunned away their own community leaders who until now had formed the toxic habit of indulging in corruption. After the resolving of all the issues Kanubhai could manage to file applications for 126 families. 

The emergence of such situations requires the VSSM team members to fight the demons and corrupt mindsets  (individuals with vested interests) that lie within the nomadic communities. Work done without money or their inclusion somewhere indicates the loosening of their hold on their own ignorant community members and  that is what the community leaders do not want to happen. When we come across such situations  it makes us realise how distant our destination is for the journey we have embarked upon…..The fact that VSSM has a strong, determined and  dedicated team to tackle any untoward situation gives a great solace and assurance that ‘we shall overcome…'

રાજકોટમાં મારવાડી દેવીપૂજક(બાવરી) સમાજની વસતિ ઘણી વધારે છે. દસ બાય દસના ઝૂંપડામાં એક સાથે 12 થી 15 વ્યક્તિઓનો પરિવાર રહે. જેમાં મા-બાપ, દીકરા-વહુ, દીકરી જમાઈ બાળકો બધા જ આવી જાય. આમ તો એક છાપરાંમાં આટલા બધા લોકો? ચાલે તોય ભટકાય એવી હાલત હોય. રાતના તો ચાદરોની આડાશો કરીને પ્રાઈવસી કરનારા આ પરિવારોને રહેણાંક અર્થે પ્લોટ મળે તે અત્યંત જરૃરી હતું. vssmના કાર્યકર કનુભાઈ આ પરિવારો સાથે છેલ્લા બે વર્ષથી કાર્યરત છે. તદન અમાનવીય સ્થિતિમાં રહેતા આ પરિવારોને રહેણાંક અર્થે જગ્યા મળે તે માટે સંસ્થાના માધ્યથી તેમણે અરજી કરી અને કલેકટર શ્રીએ આ પરિવારોની દરખાસ્ત જમા કરાવવા ક્હયું.

દરખાસ્તનું કામ આરંભ્યું કે, અત્યાર સુધી સુસુત્પ અવસ્થામાં રહેલા આ સમુદાયના આગેવાનો કાર્યરત થયા અને પૈસાનો જુગાડ શરૃ થયો. અધિકારીને આટલા પૈસા આપવા પડશે તમે આપો તો જ દરખાસ્ત કરીશું નહીં તો નહીં. vssmની કાર્ય પદ્ધતિથી તદન વિપરીત સ્થિતિ અમારી સામે આવી પડી. કનુભાઈએ સૌને સમજાવ્યા અને એક પણ રૃપિયા વગર કામ થશે તેવી બાંયેધરી આપી. જરૃર પડે અધિકારી સાથે વાત કરાવી. પણ વહીવટીતંત્રની જેમ સામાજિક સ્તરે ઘુસી ગયેલા ભ્રષ્ટાચારને આમ સરળતાથી નાથી શકાય તેવો ક્યાં હતો. દોઢ વર્ષની મહેનત પછી સૌ સમજ્યા અને પૈસાના જોરે વહીવટ કરનારાને મારવાડી સમાજે જ પોતાનાથી દુર કર્યા. તે પછી કનુભાઈએ 126 પરિવારોની દરખાસ્ત મામલતદાર કચેરીમાં જમા કરાવી.

ભ્રષ્ટાચારનો ભોરીંગ જાતિગત માળખામાં એવો ઘુસી ગયો છે કે એના સામે પણ એક અલગ પ્રકારે બાથ ભીડવાનું સંસ્થાના કાર્યકરોએ કરવાનું થાય છે. પોતાના સ્વાર્થ ખાતર સમાજની જુની ઘરેડને જ પકડીને આગળ વધારે રાખવાનું નાતના આગેવાનો કરે રાખ્યે છે અને એ પણ ખાલી 500 કે 1000 રપિયા માટે થઈને. ખેર આ બધુ જોઉ છુ ત્યારે લાગે છે કે, vssmએ હજુ ઘણી લાંબી મજલ કાપવાની છે. બહારના પરિબળોની સાથે સાથે આંતરીક પરિબળો સામે પણ લડવાનું છે. તેને બદલાવવાના છે.. આ બધુ થશે તેવી અમને આશા છે vssmની ટીમ એવી મજબૂત છે એટલે બધુ પાર પડશે...

14 Marwadi Devipujak families have been staying on a privately owned plot near a railway crossing in Vijapur, Mehsana.  The families who are extremely poor manage to earn whatever little possible by selling seasonal goods. It is difficult to sustain themselves under the extreme poverty in which these families survive. The families  do have Voter ID cards and APL ration cards however, it was felt that BPL ration cards would help these families survive better atleast the amount of entitled food grains would feed the hungry children in teh family.

VSSM has been working with these families for a while, on our team member Tohids’s recommendation,  two of these families have also been allotted interest free loans by us. Tohid was of the opinion that all of these 14 families should have BPL ration cards and hence had initiated the application process for the same. Our efforts have been well received by the officer in charge the Vijapur Mamlatdar Shri. Dalpatbhai Tank. He is well aware of the efforts VSSM puts in for the welfare of the nomadic communities and hence he cooperates where ever and whenever he gets an opportunity to do so. He immediately issued orders to issue BPL ration cards to these families. The 14 families are delighted to receive the BPL cards, acquiring which, is  otherwise  a long lost desire for the poor families. We are grateful to Shri. Dalpatbhai Tank for his initiative in the matter and compassion he shows towards the nomadic families,

મહેસાણાના વિજાપુરમાં રેલ્વે ફાટક પાસે કોઈની ખાનગી માલિકી જગ્યામાં ૧૪ મારવાડી વાઘરી – બાવરી પરિવારો રહે. આ પરિવારોણી આર્થિક સ્થિતિ ખરાબ આમ તો સીઝનલ ધંધો કરે પણ રોજ કમાય અને ખાય એવી જિંદગી. મતદારકાર્ડ અને APL રેશનકાર્ડ એમની પાસે ખરા પણ દરિદ્રતા ખુબ એટલે આ પરિવારોને BPL રેશનકાર્ડ મળે એ જરૂરી હતું. થોડું અનાજ મળે તો પણ એમને ઘણો ટેકો થઇ જાય.

vssm આ પરિવારો સાથે કામ કરે. પોતાનો વ્યવસાય સરસ કરી શકે એ માટે vssmના કાર્યકર તોહીદ દ્વારા બે પરિવારોને તો વગર વ્યાજની લોન પણ આપવામાં આવી. હવે એમને BPL રેશનકાર્ડ મળે એ માટેની કામગીરી તોહીદ દ્વારા હાથ ધરાઈ. જો કે વિજાપુર મામલતદાર ખુબ જ સંવેદનશીલ અધિકારી. અને vssmની કામ કરવાની પદ્ધિતી પણ સારી રીતે જાણે. એટલે એમણે આ પરિવારોને BPL કાર્ડ આપવાનો આદેશ કર્યો. ૧૪ પરિવારો કાર્ડ મળતા ખુબ રાજી થયા. દરેક ગરીબ પરિવાર માટે BPL કાર્ડ મળવું એ સ્વપ્ન જેવું છે પણ મામલતદાર શ્રી દલપત ટાંક જેવા અધિકારીના કારણે એ શક્ય બનતું હોય છે. આવા અધિકારીની સંવેદનાને સલામ.

vssm ના પ્રયત્નથી મળેલાં BPL રેશનકાર્ડ સાથે મારવાડી દેવીપૂજક પરિવારો અને આ પરિવારો જે સ્થિતિમાં રહે છે એ જોઈ શકાય છે.

A huge habitat of marvadi devipoojak is existing opposite to the vssm's head office in Ahmedabad. Most of the people living in this habitat do not have the identity cards. A camp was organised through vssm for obtaining identity cards for people of this habitat. In which apart from Nomadic tribes families residing in Ramdevnagar, also Nomadic tribes residing in Kamodgam, Guptanagar, and Kesvani-nagar families of total 449 people were registered for aadhar card.


After the application of 449 people, 400 more people residing in Ramdevnagar are existing who does not have the aadhar card. In near future,  the process of their application will be done also.

Observed in the photograph, are vssm's worker Madhuben helping to prepare application for obtaining Aadhar cards for the Nomadic tribes people, together with Nomadic Tribes people coming to get the Aadhar cards and also marwadi devipoojak  families with receipts after registration.

અમદાવાદમાં vssmની હેડ ઓફિસની સામે જ મારવાડી દેવીપૂજકની ખુબ મોટી વસાહત આવેલી છે. આ વસાહતમાં રહેતાં મોટાભાગના લોકો પાસે આધારકાર્ડ નથી. vssm દ્વારા આ વસાહતના લોકો માટે આધારકાર્ડ માટેના કેમ્પનું આયોજન કરવામાં આવ્યું. જેમાં રામદેવનગરમાં રહેતાં વિચરતા પરિવારો સિવાય પણ કમોડગામ, ગુપ્તાનગર, કેશવાણી નગરમાં રહેતાં વિચરતા પરિવારના કુલ ૪૪૯ લોકોની આધારકાર્ડ માટે નોંધણી કરવામાં આવી.

૪૪૯ લોકોની અરજી કર્યા પછી પણ રામદેવનગરમાં હજુ બીજા ૪૦૦ ઉપરાંત વ્યક્તિ છે કે જેમની પાસે આધારકાર્ડ નથી આગામી દિવસોમાં એમની પણ અરજી કરવાનું કરીશું.

Four families of Bharthari community live in villages like Sutharnesadi, of Banaskhanta District’s Bhabhar taluka. These families live in a very bad and pitiable state of life. They beg by playing the musical instrument like Ravanhaththa and have settled for a long period in this village. They roam for business and work, but come back to stay and live in this village. They did not have voter id card, ration card etc as proof of identity. Moreover, the village people had objection to give proof and identity of their village.

These families came into contact with vssm and worker Naran got them the voter id cards and the ration cards. Now they needed to be allotted plots for residence. But the government , rejected and filed their request and application for allotment of residential plots, to these ever moving and wandering families, being unstable, and these Bharthari families were not considered for enrollment in Nomadic Tribes and De-Notified Tribes (NT & DNT) category. 

Proposal and request is already made to government to include them in NT and DNT. Apart from this, all these families should be included in the BPL list so as to be eligible for plots and houses, which matter is also taken up by a suitable proposal.

As such, looking to the conditions in which the Bharthari families live now, they should and must have had been included in the BPL list. But nobody came into their contact and reached to inform and explain, or since they were not accepted as part of the village, they were excluded from the list. We desire and hope that these families, be included in the BPL list and be categorized in the NT & DNT list.

It can be seen in the photograph, that vssm’s worker Naran, is preparing the proposal of the BPL list for these families as well as in the other one the condition in which they live.

બનાસકાંઠા જીલ્લાના ભાભર તાલુકાના સુથારનેસડીગામમાં ભરથરી સમુદાયના ચાર પરિવારો રહે છે.  આ પરિવારો ખુબ ખરાબ સ્થિતિમાં રહે છે.  રાવણહથ્થો વગાડીને ભીખ માંગવાનું કરતાં આ પરિવારો છેલ્લા ઘણા સમયથી આ ગામમાં આવીને રહ્યાં છે. કામ ધંધા માટે વિચરણ કરે પણ પાછા આવીને આજ ગામમાં રહે. મતદારકાર્ડ, રેશનકાર્ડ વગેરે આધાર પુરાવા એમની પાસે નહોતા. વળી ગામલોકોનો પણ પોતાના ગામના આધાર પુરાવા આપવા સામે વિરોધ. 

vssmના સંપર્કમાં આ પરિવારો આવ્યાં અને કાર્યકર નારણે ભરથરી પરિવારોને મતદારકાર્ડ અને રેશનકાર્ડ અપાવ્યા. હવે એમને રહેણાંક અર્થે પ્લોટ ફળવાયા એ જરૂરી હતું. પણ સરકાર દ્વારા સદાય વીચરતું જીવન જીવતા ભરથરી પરિવારોનો વિચરતી જાતિમાં સમાવેશ થતો નથી એમ કહીને એમની પ્લોટ માટેની દરખાસ્ત ખારીજ કરી દીધી.

વિચરતી જાતિમાં એમનો સમાવેશ થાય એ માટે અમે સરકારમાં રજૂઆત કરી છે. આ સિવાય આ પરિવારોના નામ BPL યાદીમાં આવી જાય તો પણ એમને પ્લોટ અને ઘર મળી શકે એટલે એ માટેની દરખાસ્ત કરવાનું પણ કર્યું છે. 

આમ તો ભરથરી પરિવારો જે સ્થિતિમાં રહે છે એ જોતા એમનો સમાવેશ BPL યાદીમાં થવો જ જોઈતો હતો પણ એમના સુધી કોઈ પહોચ્યું જ નહિ અથવા એમને ગામનો હિસ્સો ના ગણ્યા હોવાના કારણે એ લોકો યાદીમાં આવ્યાં નહિ. અમે ઇચ્છીએ કે આ પરિવારો BPL યાદીમાં તો આવે સાથે સાથે એમનો સમાવેશ વિચરતી જાતિની યાદીમાં પણ થાય. 

vssmના કાર્યકર નારણ આ પરિવારોની BPL યાદી માટેની દરખાસ્ત તૈયાર જોઈ શકાય છે. જયારે અન્યમાં આ પરિવારો જે સ્થિતિમાં રહે છે એ જોઈ શકાય છે.
