 Amarapur Pati… Name is not unknown to the friends living in North Gujarat. Amrapur is known for different reasons but the people of the suburb Pati are loving and amazing.   

They got into robbery owing to the circumstances but now it is all past, if not, they will become past very soon.

You may call us Miyana or Sandhi or Dafer, but Ben we are all the same, said Sulemanbhai. He emphasised, “You have to come for the change of this village.” Umarbhai Dafer a fatherly person and Tohid became the reason. This village is near to the border of the desert and people had some meagre land too. But the land was salted. Due to the lack of facilities of water, there is no produce in the land except in monsoon. In the village, there are more than 80 families living in the houses made of twigs. Some people don’t even have the Voter ID, Ration Card and so on.

“Ben, can these shanties fight the hurricane?, you only tell, shouldn’t we get housese?” this is what Sulemanbhai felt. This feeling was conveyed to the Collector. The Collector told the Social Welfare officer to go immediately with the VSSM worker Mohanbhai. He started filling the forms of Caste certificate and applications for the allotment of plot. Pati is the great example of the work which can be done if the officer is sensitive. (Worker Mohanbhai with the official).

We will make arrangement for getting all the families their own houses and identity proofs in Pati. But we will also deepen the lake of the village too. And we will also put forth to the government that the water from the canal which is 3 kms away, to fill this lake. If this can be done then they can grow crops in all three seasons according to Sulemanbhai.

When we left Pati, a person in our acquaintace stopped us for tea. There, some person asked by hand gestures how come you come from this side. When we said that we had gone to Pati then he asked whether something big has happened. At that time I remembered the time when 2017 floods when we were going in the villages of Patan and Banaskantha. Farmers told in many villages when the water levels increased in the village, they released their buffaloes from the stable and the people of Pati tieed them in their stables. On the other hand, Sulemanbhai said, “Ben, we only released our buffaloes, then how can we tie other people’s buffaloes? Entire Pati was in water. We only left everything then how can we tie the buffaloes.

Really, we are all weird people. They might have made some thievery or loot, or worse comes to worse they might have been habitual criminals. But if the robber Vali can become a sage Valmiki then this village also can change. And the change is taking place too. 

But as per the known saying, even if the snake is gone but the trail is there, the same thing is happening with Pati. But everything will change, At the end, they are also our people only.

અમરાપુર પાટી... ઉત્તર ગુજરાતમાં રહેતા મિત્રોથી આ નામ જરાય અજાણ્યુ નથી.. જુદી રીતે પ્રસિદ્ધ થયેલા અમરાપુર ગામના પરા એવા પાટીમાં રહે છે ખુબ જ અદભુત અને પ્રેમાળ માણસો. સંજોગોના કારણે લૂંટફાટમાં ક્યાંક જોડાઈ ગયેલા પણ હવે એ બધી વાતો ભૂતકાળ થઈ ગઈ અને નહીં થઈ હોય તો થવાની...

ડફેર ક્યો કે મિયાણા કે સંધી બધા અમે એક જ બેન એવું સુલેમાનભાઈએ કહ્યું ને ગામના સુધાર માટે તમારે આવવાનું છે તેવું ભારપૂર્વક કહ્યું. ઉમરભાઈ ડફેર મારા પિતાતુલ્ય ને કાર્યકર તોહીદ નિમિત્ત બન્યા. રણની કાંધીને અડીને આવેલા ગામના કેટલાક લોકો પાસે ખેતીલાયક આછી પાતળી જમીન ખરી. પણ જમીન ખારી અને પાણીની સગવડ ના હોવાના લીધે ચોમાસા સિવાય કશું પાકે નહીં. ગામમાં અંદાજે 80 ઉપરાંત પરિવારો ઘાસના છાપરાંમાં રહે. કેટલાક પાસે તો મતદારકાર્ડ, રેશનકાર્ડ એવુંએ ના મળે.

બેન વાવાઝોડા હામે આ છાપરાં ટક્કર લઈ હકે? તમે જ ક્યો. અમને ઘર ના મળવું જોઈએ. એવી સુલેમાનભાઈની લાગણી કલેક્ટર સાહેબ સુધી પહોંચાડીને કલેક્ટર સાહેબે સમાજકલ્યાણ અધિકારીને VSSMના કાર્યકર મોહનભાઈ સાથે તત્કાલ જવા કહ્યું ને ત્યાં જઈને તેમણે જાતિપ્રમાણપત્રના ફોર્મ ભરવાનું ને પ્લોટની માંગણી કરતી અરજીઓ કરવાનું કરી દીધુ. સંવેદનશીલ અધિકારી હોય તો કામ કેવું રૃડુ થાય એનું ઉદાહરણ પાટીમાં થવા જઈ રહેલું કામ છે. પાટીમાં રહેતા તમામના ઘર થાય સૌ પાસે પોતાની ઓળખના આધારો હોય એ તો કરીશું જ પણ. ગામનું તળાવ ઊંડુ કરવાનું કરીશું. ને એમાં ત્રણ કી.મી.દૂર પસાર થતી કેનાલનું પાણી નંખાય એવી રજૂઆત કરીશું તળાવ ભરેલું રહેશે તો સુલેમાનભાઈના કહેવા પ્રમાણે ખેતીની ત્રણ સીઝન લઈ શકાશે.

પાટીથી નીકળી વચ્ચે અમારા પરિચિત એક ભાઈએ તેમની લારી પર ચા પીવા રોક્યા ત્યાં એક ભાઈએ હાથથી ઈશારો કરીને આમ કઈ બાજુ એવું પુછ્યું. એમને જ્યારે પાટી ગયાનું કહ્યું ત્યારે, કેમ કાંઈ મોટુ કર્યું છે તેવું પુછ્યુ ત્યારે બનાસકાંઠામાં 2017માં આવેલા પુર પછી પાટણ અને બનાસકાંઠાના ગામોમાં ફરતા હોવાનો સમય યાદ આવ્યો. ઘણા ગામોમાં ખેડુતોએ પુરમાં પાણીનો આવરો વધ્યો એટલે અમે ખીલે બાંધેલી ભેંસો એમ જ છોડી દીધી તે એ બધીએ આ પાટીવાળીએ બાંધી લીધાની વાત કર્યાનું યાદ આવ્યું. સુલેમાનભાઈ કહે છે કે, બેન અમારી જ ભેંસો છોડી દીધેલી ત્યાં બીજાની લઈને બાંધવી ક્યાં. આખુ પાટી પાણીમાં હતું અમે જ આ બધુ મુકીને જતા રેલા ન્યાં ભેંસો ક્યાં બાંધવાના..

ખરેખર આપણે સૌ ગજબ છીએ. હશે ક્યાંક ચોરી કે લૂંટ વખાની મારી કરીએ લીધી હશે અરે માનીલો કે આ ગામમાં રીઢા ગુનેગારોય હશે પણ વાલીઓ વાલ્મીકી થઈ શકે તો આ ગામમાંય બદલાવ આવી શકે અને બદલાવ છે પણ ખરો.

પણ પેલી કહેવત છે ને સાપ ગ્યાને લીસોટા રહી ગયા બસ એવું જ ક્યાંક પાટીનું છે... પણ બદલીશું બધુંએ... આખરે એ પણ આપણા જ છે ને....

Why does police get itchy hands so frequently…….

When the crime rate comes down  in any town or city and the police don’t have many cases to register, what does it indicate!! That its good, its a sign of healthier society!! So why does police set out in search of criminals to meet their target?? Is policing about meeting the targets and to meet these targets end up arresting any Tom-Dick-Harry  or in this case the poor Dafer individuals?? Well that what has happened again, yes again, it just keeps happening even after intensive efforts we take to stop the unwarranted and illegal arrests of Dafer. 

The current episode happened in Palitana town of Bhavnagar district.  On the evening of 12th April Dafer Mohmadbhai received a call from the Palitana Rural Police asking him to come to the police station as they wanted to know the details of their living in the area. The police had Mohamadbhai’s number because that what the Dafer do, so that they do not land up in unwanted trouble, they give their details of their living in the respective police station. 

Mohamadbhai and his brother Razakbhai reached the police station. The police told Mohamadbhai that he possesses illegal weapons and uses them for hunting!! The brothers refused this charge that was as absurd as one can imagine. But the rule is that the police never  listens to such honest answers that Dafer gives…….

They asked Razakbhai to return home and retained Mohmadbhai. Since  yesterday evening until today afternoon the police literally thrashed Mohmadbhai, asking him to give in to the crime he has committed, but how can he do that when there was no wrong he had done. Mohamadbhai works on shared farm meaning he is a farmer. He hasn’t taken up any contract to guard farm and village boundaries ( something that Dafer normally do) so where is the issue of keeping weapons. 

Along with the police the forest officials have also joined in. Every couple of weeks the police get itchy hands so they visit the Dafer settlements and terrorises the innocent residents. 

When Mohamadbhai’s wife visited her husband in the police station, she was told that the police had not given him water to drink or any food since yesterday evening… How can the police act in such inhumane manner??

This entire way of functioning by police has reached a saturation, on one hand we are partnering with the Chief of State Police on stopping such atrocious behaviour and on the other hand the local police continue to act in barbaric manner.  Why can’t they help in improving the living conditions of the Dafer. 

The community is on verge of exploding, arrest people who really commit crime, don’t pick up random citizens at your will  to meet your  ‘targets’…

Do not test their patience and tolerance. STOP right now or these wrongfully harassed  people will revolt and the rebellion will be so intense that it would be difficult to curb it...

આ પોલીસને આવી વલુર કેમ ઉપડે છે?

ભાવનગર જિલ્લાના પાલીતાણામાં રહેતા ડફેર મોહમ્મદભાઈ પર ગઈ કાલે સાંજે પાલીતાણા ગ્રામ્ય પોલીસ સ્ટેશનથી ફોન આવ્યો. તમારા વસવાટ માટે નિવેદન લેવાનું છે એટલે આવો. ડફેર પરિવારો પોતે પોલીસના ત્રાસના કારણે પોતાના વસવાટની માહિતી અને અન્ય વિગતો પોલીસ સ્ટેશનમાં જઈને લખાવી આવે એટલે એમની પાસે માહિતી હોય. મોહમ્મદભાઈ તેમના ભાઈ રજાકભાઈ સાથે સ્ટેશન પહોચ્યા અને પોલીસે મોહમ્મદભાઈને હથિયાર રાખીને શિકાર કરતા હોવાનું કહ્યું. બંને ભાઈએ આવું કશું ના કરતા હોવાનું કહ્યું પણ પોલીસ માને શાની.. 

રજાકભાઈને ઘરે જવા કહ્યું અને મોહમ્મદને ગઈ કાલથી આજ બપોર સુધી ખુબ માર્યો. ગુનો કબુલ કરવા માટે. પણ જે ગુનો કર્યો જ નહોતો એ શું કામ કબુલ કરવાનો.. મોહમ્મદભાઈ વાડી ભાગવી રાખી ખેતી કરે છે. સીમ રખોપુ પણ નથી કરતા. આવામાં હથિયાર રાખીને શિકાર કરવાનો તો મુદ્દો જ ઉપસ્થિત નથી થતો..

પણ આ પોલીસ.. 

વળી આમાં વનવિભાગના અધિકારીઓ ભેગા મળ્યા છે.. દર બે કે ત્રણ અઠવાડિયે પોલીસને જાણે વલુર ઉપડતી હોય એમ ડફેરોના ડંગામાં જઈને આતંક મચાવી દે. સવારે મોહમ્મદની પત્ની મળવા ગઈ ત્યારે મોહમ્મદે કહ્યું રાતનું પાણી કે ખાવુંયે નથી આપ્યું.. આવું કેવી રીતે ચાલે..

એક બાજુ ગાંધીનગર પોલીસ મહાનિર્દેશક સાથે મળીને આ પરિવારોના પુનઃવસન માટે પ્રયત્નો કરીએ તો બીજી બાજુ પોલીસ આવી ક્રુરતા કરે.. કેવી બત્તર સ્થિતિમાં સમગ્ર ગુજરાતમાં ડફેરો રહે છે એ સ્થિતિમાંથી સારી સ્થિતિમાં લઈ જવા પ્રયત્નો કરોને નિત આવા ગતકડા કર્યા કર્યો વગર..

પણ હવે હદ થઈ છે.. આ બધુ બંધ કરો.. જે ગુના કરે છે તેમને પકડવાનું કરો ના કી ટાર્ગેટ પુરા કરવા આવા નિર્દોશ લોકોને હેરાન કરો.

આમ તો સમાજમાં ગુનાખોરી ઘટે એ તંદુરસ્ત સમાજની નિશાની છે. ત્યારે પોલીસને હથિયારના ગુના, રખડતા ભટકતા લોકોને પક઼ડવાના, ખોટી ચોરીના કેસ કરવાના ટાર્ગેટ કેમ આપવાના?? આ બધુ મારી સમજની બહાર છે.. પણ હવે કંટાળો આવ્યો છે.. 

ધીરજની પરિક્ષા થઈ રહી છે..

બંધ કરો આ બધુ... નહીતો બળવો થશે અને એ પણ જબરજસ્ત જેને રોકવાનું કોઈનાયે હાથમાં નહીં હોય...

The struggle of nomadic families for acquiring Ration Cards

Since past one year, 27 nomadic families staying in Surendranagar district have been hopelessly trying to acquire ration cards, they must have made hundreds on rounds to the designated offices but all their efforts haven’t been fruitful. This inspite of the fact that there is a regulation issued by the authorities stating that when it comes to nomadic communities  that the Voter ID cards should be treated as the main and on;y document as identity proof.

Similarly, 6 Dafer families in Limbdi block, 9 Dafer families  from Wadhvan’s Ngra and Dedadra villages are trying to acquire renewed separate ration cards and 12 Saraniyaa and Devipujak families staying gin Chotila are trying to get new ration cards. All these families have applied for the ration cards since last on year and still haven’t found success. One or the other reason is affecting their potential  to get a ration card. 

These, especially the Dafer,  are the communities that  rank as the most marginalised and poorest amongst the ‘Socially and educationally backward communities of Gujarat.’ The Dafer guard farm boundaries to earn living and if they aren’t hired as guards they work as daily wage earning manual labourers. Their economic condition is so pathetic that earning two meals a day is also a challenge. It wouldn’t be an over statement if we said that even the animals live in better  conditions than the Dafer. The Dafer face immense resistance from the villagers. No village is prepared to allow them settle in their village nor are they willing to issue any identity proof bearing their village address. Considering the challenges these communities face in procuring their citizenry documents the Chief Electoral Officer Ms. Anita Karwal put extra emphasis and ensured that the nomadic communities were allotted Voter ID cards without any identity proofs, hence during every campaign her office ensured that maximum possible nomadic individuals acquire Voter ID cards……It is because of such initiative and intervention that enables even the Dafer individuals acquire Voter ID cards otherwise there has not been a single instance in our state where we can find a Dafer settlement!! Hard to believe but thats the bitter truth…..!!!

 After continuous requests from VSSM,In a similar initiative, the Chief Secretary of Food and Civil Supplies Department passed a regulation of issuing ration cards to nomadic and de-notified families on the basis on Voter ID cards,  meaning treating the Voter ID cards as the only document as identity proof. Whenever VSSM helps prepare  applications it makes sure that each application is accompanied by a copy of this resolution, an affidavit that the family has no previous ration card or name in any ration card..

However inspite of taking care of all such nuances the officials of Surendranagar district are procrastinating the matter and not issuing the ration cards. 

When it comes to Vibhajit Ration Cards ( dividing original ration cards) the officials are asking for a proofs  that just cannot be procured. Like they are asking for a proof of name deleted from the maiden home of the applicants wife. How does one get  a evidence when her father had no ration card, so how does one have a name deletion evidence??? We have attached affidavits announcing that these women don’t have names in ration cards anywhere and yet that isn’t enough for the officials!!!  All they want is a proof !!!!

The sole purpose of the Ration Cards is to acquire food grains under the food security program for the poor and marginalised. The grains come from the government godowns and not the homes of officials.. that is how the authorities responsible to issue ration cards are behaving as if they had to spare grains from their storerooms.. We know the people we work with, we have worked with these communities for close to a decade, we have double checked the evidences provided, the officials are free to visit and cross check the evidences provided and yet they pronounce doubt on every step… 1 years, hundreds of rounds, wasting so many men hours on getting one document is sheer waste of resources. 

The poverty these families are surviving under is nothing less than absolute,  a visit to a dangaa/settlement will break all myths that the authorities hold!! In fact the families are entitled to Antyodaya or BPL ration cards. But that also shall not happen, they will be issued APL category 1 or 2 ration card.  It is evident that the authorities are trying  their level best to ensure that the people they are working for never visit their offices and demand their entitlements!!! The Mamlatdar has been repeatedly instructed by the District Collector and District  Civil Supplies Department but no one in the office of the Mamlatdar is prepared to pay attention to the matter.

We are now tired of making rounds, the families are uneducated and ignorant and hence can not go beyond certain offices without assistance. 

A couple of days back we have written to the Chief Minister of Gujarat asking her intervention in the matter. The need to write to the CM in such minor matter is a matter of shame. Our letter has been brought to the notice of the District Collector and  the Chief Secretary Civil Supplies Department. We are awaiting some positive action by the government.

વિચરતી જાતિનો રેશનકાર્ડ માટે સંઘર્ષ

વિચરતી જાતિના લોકોને મતદારકાર્ડના આધારે રેશનકાર્ડ આપવાનો ઠરાવ હોવા છતાં ૧ વર્ષ સુધી રેશનકાર્ડ આપવામાં આવતા નથી! ૧ વર્ષથી સુરેન્દ્રનગર જીલ્લામાં રહેતાં ૨૭ પરિવારોને રેશનકાર્ડ મળે એ માટે રજૂઆતો અને ધક્કા ખાઈ રહ્યાં છીએ પણ રેશનકાર્ડ મળતા નથી. 

લીમડી તાલુકાના લક્ષ્મીસરગામમાં રહેતાં ૬ ડફેર પરિવારોની નવા રેશનકાર્ડ માટેની, વઢવાણ તાલુકાના નગરા અને દેદાદરા ગામમાં રહેતાં ૯ ડફેર પરિવારોની વિભાજીત રેશનકાર્ડ માટેની અને ચોટીલામાં રહેતાં ૧૨ સરાણીયા અને દેવીપૂજક પરિવારોને નવા રેશનકાર્ડ મેળવવા માટે લગભગ એક વર્ષ પહેલાં અરજી કરી હતી પણ એકય બીજા બહાને આ કામમાં વિલંબ થઈ રહ્યો છે.

જે પરિવારોના રેશનકાર્ડ માટેની અરજી કરી છે એમાંના ડફેરની સ્થિતિ તો રાજ્યની ‘સામાજિક અને શૈક્ષણિક રીતે પછાત જાતિઓ’માંની તમામ જાતિમાં સૌથી વધારે ખરાબ છે. મોટાભાગે સીમ રખોપુ અને છૂટક મજૂરી કરીને જીવતી આ પ્રજાને હંમેશા બે ટંક જમવાનું મળે જ એવી સુરક્ષા મળી નથી. જાનવર કરતાં પણ ખરાબ હાલતમાં આ પરિવારો જીવે છે એમ કહીએ તો ચાલે. કોઈ ગામ એમને પોતાના ગામોમાં વસાવવા તૈયાર નહોતા ના એમના ગામના કોઈ આધાર આપવા રાજી. પણ મુખ્ય નિર્વાચન અધિકારી આદરણીય શ્રી અનીતાબેહેન કરવાલની મદદથી એમને મતદારકાર્ડ મળ્યા અને એ મળ્યા પછી કેટલાકના રેશનકાર્ડ પણ નીકળ્યા. બાકી આખા ગુજરાતમાં ડફેર સમુદાયની એક વસાહત બન્યાનું આજ સુધી થયું નથી આ કડવી વાસ્તવિકતા છે. ડફેર જેવા જ વિચરતી જાતિના લોકોને બહુ બધા પુરાવા વગર રેશનકાર્ડ ફાળવાય એ માટે અગ્ર સચિવ શ્રી અન્ન નાગરિક પુરવઠામાં રજૂઆત કરી અને એમણે આ જાતિઓની સ્થિતિ સમજી ફક્ત મતદારકાર્ડના આધારે રેશનકાર્ડ આપવાનો ઠરાવ કર્યો છે. અરજી સાથે આ ઠરાવ અને શક્ય પુરાવા અને કોઈ પણ જગ્યાએ રેશનકાર્ડમાં નામ ના ધરાવતાં અથવા રેશનકાર્ડ ના ધરાવતા હોવાનું સોગંદનામું રજૂ કરતા હોઈએ છીએ. છતાં સુરેન્દ્રનગર જીલ્લામાં કોણ જાણે કેમ અધિકારીઓ દ્વારા આ કામને ટાળવાનો પ્રત્યન થતો હોય એમ લાગે છે. 

વિભાજીત રેશનકાર્ડમાં પત્નીના નામ કમીના દાખલા લાવવા અધિકારી કહે છે અને એ ના હોય તો એનું પિયર જે તાલુકામાં હોય એ તાલુકાના મામલતદાર પાસેથી લખાવીને લાવો કે આ બહેનનું નામ આ તાલુકામાં ચાલતું નથી! કેવી વાહિયાત વાત અધિકારી દ્વારા થઇ રહી છે. જ્યાં બહેનનું પિયર છે એ પિયર કે એના પિતા પાસે રેશનકાર્ડ હોય તો નામ આવે અને નામ કમીના દાખલા આવે પણ એ નથી આ વાત કેટલીયે વાર કરી પણ એ સમજવા જ કોઈ તૈયાર નથી. બહેન કોઈ રેશનકાર્ડમાં નામ ધરાવતા નથી એવું સોગંદનામું કરી આપવા તૈયાર છે પણ એ નકારવામાં આવે છે એમણે તો બસ દાખલો જ જોઈએ છે!

રાજ્યમાં કોઈ ગરીબ વ્યક્તિને રેશનકાર્ડ ફક્ત રાશન માટે આપવામાં આવે છે એનો બીજો કોઈ હેતુ નથી એ વિગતો પણ રેશનકાર્ડમાં લખેલી જ હોય છે. છતાં જાણે અધિકારી દ્વારા એના ખિસ્સામાંથી અનાજ આપવાનું હોય એમ રેશનકાર્ડ આપવાની એન કેન પ્રકારે ના પાડવામાં આવે આ કેમ ચાલે? અમે આ જાતિઓ સાથે કામ કરીએ છીએ અને સત્યતા ચકાસીને જ કામ કરીએ છીએ વળી આ પરિવારોના તમામને અમે ઓળખીએ છીએ. 

રેશનકાર્ડ મેળવવા ૧ વર્ષ કરતાં વધારે સમય લાગે અને કેટલા ધક્કા? કેટલી અરજી? થાકી જવાય છે. વિચરતી જાતી અને અમને સૌને વહીવટીતંત્ર પરની શ્રદ્ધા ઉઠતી જાય છે. એક વખત રેશનકાર્ડની જેમણે અરજી કરી છે એમના ડંગામાં જઈ એ પરિવારો કેવી રીતે જીવે છે એ સમજવાની જરૂર છે કદાચ એ થશે તો કોઈ પ્રશ્ન જ નહિ રહે. વળી આ અરજી કર્યા પછી BPL કે અંત્યોદય રેશનકાર્ડ ખરેખર આ પરિવારોને મળવા જોઈએ પણ એ તો મળવાના નથી APL -૧ કે ૨ કેટેગરીના કાર્ડ આપવામાં પણ આવી કટકટ? કદાચ કંટાળીને વંચિતો કચેરીએ આવવાનું જ બંધ કરી દે.. 

વળી સંબધિત મામલતદાર શ્રીને જીલ્લા કલેકટર અને જીલ્લા પુરવઠા અધિકારી દ્વારા પણ અવાર નવાર પત્રો પાઠવ્યા છે છતાં સ્થાનિક મામલતદાર કચેરીમાં કોઈને એની ગંભીરતા જ નથી..

અહિયાથી ત્યાં અને ત્યાંથી અહિયાં અરજી કરીને અમે થાક્યા છીએ.. આ પરિવારો તો અભણ છે એમને તો શુ થઇ રહ્યું છે એની પણ ખબર નથી અને રેશનકાર્ડ જેવા મુદ્દા માટે રાજ્યના મુખ્ય મંત્રીને લખવું પડે એના જેવી શરમની વાત બીજી એકેય નથી. (બે દિવસ પહેલાં મુખ્યમંત્રી શ્રીને લખ્યું છે). મુખ્યમંત્રીના કાર્યાલયથી આપણી રજૂઆત અગ્રસચિવ – આન્ન નાગરિક પુરવઠા અને કલેકટર સુરેન્દ્રનગરને ફોરવર્ડ કરાઈ છે જોઈએ હવે શુ પગલાં લેવાય છે..

(૧) ડફેર પરિવારો જે સ્થિતિમાં રહે છે એ ફોટોમાં જોઈ શકાય છે.

Goverment authorities invite vssm to sort out Dafer community issues 

The unlawful harassment of nomadic communities especially that of the Dafer by the state police  has been our concern for a very long time. Over the years, through this platform, we have shared with you  numerous instances of victimisation of the nomadic families. The concerns  had also been shared with state Police Chief, who organised a meeting headed by Shri. Vinod Kumar Mall, Additional D. G. P - Prevention of Atrocities of SC/ST and weaker sections on 9th June 2015. The major demand was immediate end of harassment,  unlawful detention and atrocities on  the Dafer  and other  nomadic families, cooperation of the Department of Police in enabling the Dafer families access residential plots by working closely with the Revenue Department. 

Shri. Vinod Kumar is a concerned and sympathetic police officer. “It is necessary that we work constructively towards ensuring these families find work and get home to build their lives. We have never heard Dafer looting in crores, Rs. 1000 or 2000 and that too to feed his family not to become rich. If they are provided permanent homes, education for their children, opportunities to  earn livelihood the families will not be required to get involved in any such activity,” we salute such compassion and understanding. At the end of the meeting it was decided that the police will write to the revenue department for speedy allotment of residential plots to the Dafer families. The department also agreed to act with humility with these communities to release advisory of the same during the monthly meeting with the district police chiefs. It was also decided that detention of the Dafer youth just because the police are falling short of new cases will also be stopped.  

Under the circumstances when  the police detains anybody from the community our dilemma is whom should do we speak to immediately, to which Shri Mall gave us his phone number and that of Shri.Bhaati,  Deputy Police Chief. 

The difference in the attitude and approach of the senior and junior police officials always confuses us!! We hope and pray that the beginnings at the end of this meeting remain positive….

vssmની રજૂઆતથી વિચરતા સમુદાયો ઉપર થતાં પોલીસ અત્યાચાર સંદર્ભે એડીશન ડાયરેક્ટર જનરલ ઓફ પોલીસની અધ્યક્ષતામાં બેઠક યોજાઈ 

વિચરતા સમુદાયો ઉપર થતાં પોલીસ અત્યાચાર સંદર્ભે રાજ્ય પોલીસવડા સમક્ષ રજૂઆત કરવામાં આવતા તેમણે આ સંદર્ભે એડીશન ડાયરેક્ટર જનરલ ઓફ પોલીસ શ્રી વિનોદ કુમાર મલ્લની અધ્યક્ષતામાં તા.૯ જુન ૨૦૧૫ના રોજ એક બેઠકનું આયોજન કર્યું. આ બેઠકમાં વગર ગુને ડફેર પરિવારો પર થતાં પોલીસ અત્યાચાર અને એજ રીતે વિચરતા પરિવારોના વસવાટના સ્થળે આવીને ખોટી રીતે અટકાયત કરવાનું, હેરાન કરવાનું પોલીસ દ્વારા કરવામાં આવે છે એ બંધ થવું જોઈએ અને ડફેર પરિવારોને સ્થાઈ રહેણાંક અર્થે પ્લોટ મળે એ માટે પોલીસ વિભાગ પણ મહેસુલ વિભાગ સાથે વાટાઘાટો કરે એ બાબતે રજૂઆત કરી. 

શ્રી વિનોદ કુમાર ખુબ જ સંવેદનશીલ અધિકારી એમણે કહ્યું, ‘આ પરિવારોને સ્થાઈ આવાસ અને રોજગાર મળે એ દિશામાં નક્કર પ્રયત્ન થવા જ જોઈએ.. કોઈ ડફેરે કરોડોની લુંટ કરી હોય એમ સાંભળ્યું નથી. રૂ.૧૦૦૦ કે ૨૦૦૦ની લુંટ કરે અને એ માટે કેટલું જોખમ ઉઠાવે.. આ લુંટ પેટ ભરવા માટે જ છે માલદાર થવા નથી.. એમને સ્થાઈ આવાસ અને બીજી સુવિધા મળે, બાળકો ભણતા થશે તો આ બધામાંથી આ પરિવારો નીકળી જશે..’ અધિકારીગણની આ સંવેદનાને સલામ...

બેઠકને અંતે અમદાવાદ, સુરેન્દ્રનગર અને મહેસાણા જીલ્લામાં રહેતા ડફેર પરિવારોને પ્રથમ તબક્કામાં ઝડપથી રહેણાંક અર્થે જમીન મળે એ માટે પોલીસ વિભાગ મહેસુલ વિભાગને લખશે. સાથે સાથે દર મહીને જીલ્લા પોલીસ વડા સાથે થતી બેઠકમાં પણ વિચરતી જાતિના કિસ્સામાં નમ્રતાથી વર્તવા બાબતે સ્પસ્ટ સુચના આપવાનું વિભાગે સ્વીકાર્યુ. પોલીસ દ્વારા ખાલી કેસ બતાવવા આ પરિવારના યુવાનોની અટકાયત થાય છે એ ન થાય એ માટે પણ સ્પસ્ટ સુચના આપવાનું નક્કી થયું.

‘વિચરતી જાતિના વ્યક્તિઓને ખોટી રીતે પોલીસ લઇ જાય ત્યારે અમે તત્કાલ કોઈ સાથે વાત કરી શકીએ એ અંગે વ્યવસ્થા ગોઠવાય તો ખુબ સારું કામ થઈ શકે એ અંગે બેઠકમાં વાત કરી તો શ્રી મલ્લ સાહેબે એમનો જ ફોન નં. આપ્યો અને નાયબ પોલીસ મહાનિરીક્ષક શ્રી ભાટી સાહેબે

પણ ગમે ત્યારે આ અંગે ફોન કરવાની વિનમ્રતા દાખવી..

નીચેના સ્તરના પોલીસકર્મી અને ઉપરી પોલીસ કર્મીના વર્તનમાં આટલો ફરક કેમ છે? એ પ્રશ્ન છે. ખેર સારું થશે એવી આશા છે અને આ શરુઆતનો અંત સારો આવે એવી પ્રાર્થના કરીએ છીએ..

Time and again we keep writing about the plight of the Dafer community in the regions we work. The Dafer feature in the government’s list of 14 most marginalised communities in the state.  On a scale of 1 to 10 if the challenge to get the nomadic communities accepted and settled within any village boundary is 9.5 settling the Dafer families can be rated at 11 - impossible. The Dafer Families face subjective attitude of the society at large as well as the authorities especially the police. They are subjected to abuse not because they have done anything illegal but just because they were categorised as a Criminal Tribe by the Britishers. The British left our country long ago leaving the legacy of harassing these families. . 

22 Dafer families live  in Bhojva village of Ahmedabad’s Viramgaum block. Like all Dafer families these families too have kept wandering from village to village sometimes in search of work, sometimes fearing police atrocities or sometimes just because the villagers whose farms they guard and protect asked them to walk out from the village. But Bhojva has been a rather receptive village, its a village they have found peace. The village Sarpanch is a good and noble man, trying his level best to be helpful to these families in all possible manner. VSSM’s efforts and cooperation of the Sarpanch has helped acquiring Voter ID cards Ration Cards, Adhar Cards, Vatsalya Cards to 6 of the 22 families. VSSM is working towards ensuring allotment of residential plots to these families.  The Bhojva panchayat is willing to allot land but now that the governance of village comes under Viramgaum Nagarpalika the dynamics have changed and the chances of getting the residential plots have slimmed down substantially. We are trying our level best ensure that along with families from other nomadic communities in Bhojva these Dafer  families are alloted the plots as well. 

The Additional Officer Shri. Bhalodiya is extremely supportive but the task of plots allotment isn’t gathering momentum. The endless rounds to the concerned offices continue and yet no breakthrough. We also get a sense that there is a dissent towards settling the Dafer in Bhojva as there is abrupt end to their  statement, “ it was ok if they were Bajaniyaa, Meer, Saraniyaa we would have settled them but these are Dafer families….!!!” the rest of the statement is left for us to be understood. 

On 23rd May 2015 we happen to be amidst in the Dangaa of Dafer Communitiy. As it always happens the discussion was very forthright and honest. “Do something so that we get our own land. We aren’t saying settle us in this particular village, the earth is endless, settle us anywhere but give us land….” says Rehmanbhai  Dafer. The heat is unbearable, dust storms erupt anytime, surviving under almost open sky, protecting themselves  from the harshness of these elements becomes  impossible. The dust is everywhere including their food. It is the government’s responsibility to do all that is needed to help this community come out from the shackles of extreme poverty. And why is the government not trying its best to support these families - well we fail to understand!!

Hoping that these families get the attention they deserve, get a small plot to build a home where not the dust but joys and cheer storm in…….

ડફેર – વિમુક્ત સમુદાય પોતાનું કાયમી સરનામું ઈચ્છે છે..

અમદાવાદના વીરમગામ તાલુકાના ભોજવા ગામમાં ૨૨ ડફેર પરિવારો રહે છે..પેઢીઓથી એક ગામથી બીજે અને ત્યાંથી ત્રીજે કામ ધંધાની શોધમાં તો રઝળપાટ કરવો પડે પણ પોલીસની બીકથી પણ રઝળતાં રહેવું પડ્યું છે. ભોજવામાં હવે નિરાંત છે. પોલીસની કનડગત પણ કંઇક અંશે ઓછી થઇ છે. ગામના સરપંચ ભલા માણસ છે એટલે vssmની મદદ અને સરપંચના સહયોગથી ૨૨ માંથી ૬ પરિવારોને મતદારકાર્ડ, રેશનકાર્ડ, આધારકાર્ડ, વાત્સલ્યકાર્ડ મળ્યા છે. vssm હવે આ પરિવારોને કાયમી રહેણાંક અર્થે પ્લોટ મળે એ માટે પ્રયત્ન કરે છે. ભોજવા ગામ આ પરિવારોને પ્લોટ આપવા તૈયાર છે પણ હવે ભોજવા ગામનો સમાવેશ વીરમગામ નગરપાલિકામાં થતાં આ પરિવારોને પ્લોટ મળવાની આશા પર પાણી ફરી વળ્યું છે, વિરમગામમાં વસતી અન્ય વિચરતી જાતી સાથે આ પરિવારોને પણ પ્લોટ મળે એ માટે મહેનત કરીએ છીએ.. પ્રાંત અધિકારી ભાલોડીયા સાહેબ ખૂબ મદદ કરે છે પણ કોણ જાણે કેમ કામની ગતિ નથી આવતી. કેટલાં ધક્કા થયા છતાં શું થશે એનો ખ્યાલ નથી આવતો.. કયાંક ડફેર પરિવારોને વસાવવાનો વિરોધ પણ છે. બજાણીયા, મીર, સરાણીયા પરિવારો હોય તો વસાવી દઈયે પણ આ ડફેર?? આગળ કશું બોલે નહિ પણ આપણે સમજી જવાનું...

આજે (૨૩-૫-૧૫)આ પરિવારોના ડંગામાં જવાનું થયું.. એમની સાથેની વાતમાં રહેમાનભાઈ સતત એક જ વાત કહેતા હતાં, ‘હવે આમારી પોતાની જગ્યા જડે એમ થાય એમ કરો ને.. અમે ક્યાં કહીએ છીએ કે અહીયા જ વસાવો દુનિયાના કોઈ પણ છેડે વસાવો પણ હવે અમને અમારી જગ્યા આપો ...’ આવી કાળઝાળ ગરમીમાં ધુળની ડમરીઓ પોતાનું સામ્રાજય સ્થાપિત કરવાં મથતી હોય, ઘણી વખત તો ખાવાનામાંય ધુળ ભેગી થઇ જાય આવી હાલતમાં પોતાનું આવાસ મેળવવાનો એમને અધિકાર છે આર્થિક પાસું નબળું છે એટલે સરકારે જ એને મદદ કરવી ઘટે .. વળી રાજ્ય સરકારે જાહેર કરેલી ૧૪૭ જાતિઓમાંથી ડફેરને તો અતિપછાત ૧૨ જાતિમાં સમાવ્યા છે તો પછી એને પછાત પણામાંથી બહાર લાવવા મહત્તમ પ્રયત્ન થવા જોઈએ પણ એ કેમ થતાં નથી એ સૌથી મોટો પ્રશ્ન છે. 

ઇચ્છીએ કે આ પરિવારો પર સરકારનું ધ્યાન જાય અને એમને પોતાનું કાયમી સરનામું મળે જ્યાં ધૂળનું નહિ પણ પોતાનું સામ્રાજ્ય હોય..
