"We have lived in the village for years, but no one has paid attention to us."

This sentence is often heard from many people, and every time I hear it, it saddens me. The person living in the village is an inseparable part of the village, so why does no one pay attention to their condition?

When working with marginalized or deprived communities, we have to travel from village to village, and in almost all of them, the people living in these settlements express the same complaint.

Tatosangam, a village in Mehsana district, is home to Kangsiya families who have lived there for generations. They earn their livelihood by selling bangles, baskets, and mats. They have built their homes with mud in the place where they live. However, they constantly live in fear of being evicted. Our work is to make sure that these families live without fear. The government also supports us in this effort.

The government has promised them plots of land to give them peace of mind, where they won't have to fear eviction. As part of the process of applying for land, we ensure that these families receive all necessary documentation. The Kangsiya families living in Tatosangam did not have caste certificates.

With the help of VSSM worker Rizwanbhai and the compassion of the Social Welfare Department, these families were provided with caste certificates.

All the families insisted that we visit their settlement. They believed that if the government saw their situation firsthand, they would be able to raise their concerns with more authority. We visited their settlement and distributed the caste certificates.

Now, we hope that all these families will soon have residential plot ownership with an address in their name.

 ‘અમે વર્ષોથી ગામમાં જ રહીએ પણ અમારા પર કોઈએ ધ્યાન ન દીધું’

આ વાક્ય અનેકોના મોંઢે સાંભળવાનું થાય ને જ્યારે પણ એ સાંભળુ ત્યારે મન ખીન્ન થઈ જાય. ગામમાં રહેનાર વ્યક્તિ ગામનું અભીન્ન અંગ ગણાય છતાં એમની સ્થિતિ તરફ કોઈ કેમ નહીં જોતા હોય?

વિચરતી જાતિઓ કે વંચિતો સાથેના કામો અર્થે ગામડે ગામડે અનેક વસાહતમાં ફરવાનું થાય ને જેટલી પણ વસાહતમાં જઈએ તેમાંની મોટાભાગની વસાહતોમાં રહેતા લોકોની આ રાડ.મહેસાણા જિલ્લાનું તાતોસણગામ. કાંગસિયા પરિવારો વર્ષોથી ગામામાં રહે. બંગડી, બોરિયા બકલ વેચવાનો ધંધો કરે. કાચા છાપરા પણ એ જે જગ્યા પર રહે ત્યાં એમણે બાંધ્યા. પણ સતત ભય જગ્યા ખાલી કરાવી દેશોનો લાગ્યા કરે. અમે આવા પરિવારોને નિર્ભય કરવાનું કામ હાથ ધર્યું છે. સરકાર પણ આ કાર્યમાં અમને ખુબ સહયોગ કરે. રહેણાંક અર્થે પ્લોટ એ એમને આપેલું નિર્ભયપાણનું વચન. જ્યાંથી કોઈ જગ્યા ખાલી કરાવશેનો ડર ન લાગે. પ્લોટ મેળવવા અરજી કરીએ એ પ્રક્રિયાના ભાગરૃપે જ આ પરિવારોને તમામ પૂરાવા મળે તેવા પ્રયત્નો કરીએ. તાતોસણામાં રહેતા પરિવારો પાસે પણ જાતિ પ્રમાણપત્ર નહીં.

VSSMના કાર્યકર રીઝવાનભાઈની મદદથી અને સમાજ કલ્યાણ કચેરીની લાગણીથી આ પરિવારોને પ્રમાણપત્ર મળ્યા.

બધા પરિવારોનો આગ્રહ હતો એક વખત વસાહતમાં તમે આવો. સ્થિતિ જોશો તો સરકાર ને અમારી વાત તમે વધારે ભાર પૂર્વક કહી શકશો

એવું એમનું માનવું હતું. તે ખાસ એમની વસાહતમાં ગયા. જાતિપ્રમાણપત્રનું વિતરણ પણ કર્યું. 

બસ હવે આ બધા ઝટ પોતાની માલીકીની સરનામાવાળી જગ્યાવાળા થાય તેમ ઈચ્છીએ.

These people may not seem poor at first glance. Look, they’ve even applied nail polish. They wear silver necklaces around their necks and silver anklets on their feet. Have you looked at their clothes?

Many people make assumptions about others based on their appearance. However, in my opinion, it’s important to study a person's situation thoroughly before making any assumptions.

If we go and visit the home of someone wearing a necklace and anklets, we might realize that there is no safe or treasure box in their house. If someone falls ill or there is an emergency, they sell what they are wearing—whether it’s their necklace or anklets—to cover the expenses. In a way, we can call them  moving treasury..

As for the nail polish, it costs only five rupees today. Don’t they ever feel like decorating themselves? But we find this unusual because it doesn't fit into our preconceived notion of what poverty looks like.

To truly understand someone’s situation, it is necessary to step into their shoes. Without doing so, we will never truly comprehend their reality.

 દેખાવથી આ લોકો કાંઈ ગરીબ નથી લાગતા. જુઓ નેઇલ પોલીશ કરી છે. ગળામાં ચાંદીની હાંસડી ને પગમાં કડલા અરે બુટિયા પણ ચાંદીના. પાછા કપડા જોયા? 

જેમની સાથે અમે કામ કરીએ એ લોકોને જોઈને અનેક લોકો આવી ધારણા સામાન્ય રીતે બાંધી દે. મારા મતે કોઈ પણ વ્યક્તિ વિષે ધારણા બાંધતા પહેલા એ વ્યક્તિની સ્થિતિનો સમગ્રપણે અભ્યાસ કરવો અગત્યનો.

ગળામાં હાંસડી, પગમાં કડલા જેમણે પહેર્યા છે એમના છાપરામાં જઈને ડોકિયું કરીએ તો ખ્યાલ આવે કે ત્યાં તિજોરી નથી. ઘરમાં કોઈ બીમાર પડે કે પ્રસંગ આવે તો જે ગળામાં, પગમાં પહેર્યું છે એ વેચીને ખર્ચા કાઢવાના. એક રીતે અમે તો આમને હરતી ફરતી તીજોરી કહીએ..

વળી નેઇલ પોલીસ તો આજે પાંચ રૂપિયામાં મળે. ક્યારેક એમનેય શણગાર સજવાનું મન ન થાય? પણ આપણને એ કઠ્ઠે.. કેમ કે આપણે કલ્પેલી ગરીબની વ્યાખ્યામાં આ બંધ બેસતું નથી. 

કોઈની સ્થિતિ સમજવા એમના ખાસડામાં પગ નાખવો જરૂરી. એ વગર સાચી સ્થિતિનો આપણને ખ્યાલ જ ન આવે.

Yes. Ghulambhai told us that you do not have time to come inside to our settlement. Since you were going to pass through this road we waited here.

That was nice I said. Next time I will definitely come to your settlement.

After meeting the Collector of Jamnagar on the way to KanaChikra Village we met the families on the road near the bus stop. They do not have a place of their own to stay. So on the government land they have temporary sheds & stay there. Collector Shri Shah Saheb has shown primary inclination to allot land in Chela Village near Jamnagar. He instructed his officers to prepare the application and other papers. In coming times all the families will have their own houses. Our associate Shri Ghulambhai has got busy preparing all the papers. 

If we are able to take the problems of such nomadic communities to the Government then one day the problems can be resolved.  That is for sure.

The ladies of the salat families sell beauty products. One of the ladies of the family took a loan from VSSM and increased her business. Seeing her, other ladies also sought loan from us. Also told them to take their children for studies to Pansar where our hostel is coming up. Very loving families. Shri Mansukhbhai, a very service minded person, has played a very important role in bringing us to these families. Soon we will go to their settlements where they will have permanent homes. We will be successful and we are trying our best for that.

જામનગર કલેક્ટર શ્રીને મળીને અમે કાનાછીકારા જવાના નીકળ્યા ત્યાં રસ્તામાં આવતા જીવાપરના બસસ્ટેશને અમને અમારા પરિવારો મળ્યા.

રહેવા પોતાની જગ્યા નથી. સરકારી જમીન પર છાપરાં નાખી રહેની એમની વાતો.

કલેક્ટર શ્રી શાહ સાહેબે આ પરિવારોને જામનગર નજીક આવેલા ચેલાગામમાં કાયમી જમીન આપવાની પ્રાથમિક તૈયારી કરી છે. તેમણે વિધીસર દરખાસ્ત અને અન્ય વિગતો તૈયાર કરવાની સૂચના અધિકારીઓને આપી. આવનારા સમયમાં આ બધા પોતાની જગ્યા પર રહેતા થઈ જશે. અમારા કાર્યકર ગુલામભાઈ આ બધાના કાગળિયા તૈયાર કરવામાં લાગ્યા છે.

દરેક ગામોમાંથી આવા જરૃરિયાતવાળા પરિવારોને શોધી તેમની તકલીફો સરકાર સુધી પહોંચતી કરવાનું કરીયે તો ક્યારેક તો એમના પ્રશ્નો ઉકલી જશે એ નક્કી..

સલાટ પરિવારની બહેનો શૃંગાર પ્રસાધનો વેચે. તેમાંથી એક બહેને VSSM પાસેથી લોન લઈને પોતાનો ધંધો પણ સરસ આગળ વધાર્યો. તે એને લઈને બીજા બહેનોએ પણ પોતાને લોન આપવા કહ્યું.

સાથે પાનસરમાં બંધાઈ રહેલી અમારી હોસ્ટેલમાં પણ બાળકોને ભણવા લઈ જજોનું બધાયે કહ્યું. મજાના માયાળુ પરિવારો. આ બધાને અમારી સાથે જોડવામાં મનસુખભાઈ ખુબ સેવાભાવી વ્યક્તિ, એમનો ફાળો પણ મહત્વનો..

બસ ઝટ એમની વસાહતમાં જઈશું ને આ બધા  પરિવારો ઝટ પોતાના સરનામાં વાળા થાય તેવા પ્રયત્નો તો કરીશું ને સફળ પણ થઈશું એ નક્કી...

Who does not aspire to have their own home ? We have been nomads for centuries. Our work required us to be nomads but now we want to settle down at one place".

This is the feeling of the nomadic tribe of Vadiya village in Amreli District. Some of them stay in tin roofed dwellings.

Many do not have Ration Cards. There is no guarantee that they will get food grains though some have ration cards. With the help of our associate Shri Rameshbhai many got "Antyoday" card. 

Most believed that it is not possible to get Ration Cards without bribing . We told them to be patient & keep faith. We could get Ration Cards for them which would entitle them to food grains. They also want a piece of land to build their home. We had a meeting with these families. Everyone wanted to have a home. We will sincerely try to get them one. Our earnest request to the authorities in Amreli to identify such homeless people and provide them with homes.

પોતાની જગ્યા મળેની હોંશ તો કોને ન હોય? અમે સદીઓ રઝડ્યા. અમારા વ્યવસાયો એવા હતા એટલે. પણ હવે ઠરીઠામ થવું છે.' 

અમરેલીના વડિયામાં વિચરતી વિમુક્ત જાતિના ઘણા પરિવારો છાપરાં બાંધીને રહે. તેમની આ લાગણી કે માંગણી. 

રેશનકાર્ડ પણ ઘણા પાસે નહીં. જેમની પાસે છે એમાંના ઘણા પાસે અનાજ મળે એવું નહીં.

અમારા કાર્યકર રમેશભાઈની મદદથી કેટલાક પરિવારોને અંત્યોદયકાર્ડ મળ્યા. 

આમ તો વસાહત ઘણી મોટી પણ તેમાં રહેનાર સૌને સરકારમાં વગર પૈસે કામ થાય તેવો ભરોષો નહીં. ્અમે ભરોષો કરવા કહ્યું ને જે થોડા પરિવારોએ કર્યો. એમના રેશનકાર્ડ બન્યા. 

હવે દરેક પરિવાર અનાજ મળે એવું રેશનકાર્ડ તેમજ પોતાની જમીન પણ ઈચ્છે. જેથી ત્યાં પાક્કુ ઘર બાંધી શકાય. 

અમે આ પરિવારો સાથે બેઠક કરી. 

સૌની માંગણી રહેવા પોતાની જગ્યા મળે તે માટે. અમે એ માટે કોશીશ કરીશું. અમરેલી વહીવટીતંત્ર અને સરકારને પણ આવા પરિવારોને સત્વરે શોધી તેમને ઘરવાળા કરવા વિનંતી..

Poet Shri Umashankar Joshi as a warning wrote this sonnet some decades ago about the discrimination based on caste & wealth in the society. When I meet the poor, I recollect these words in the sonnet.

There are countless people in our country for whom two meals is a luxury. The handicapped & those without any support do get extra grains from the government. However, many times people do not have any knowledge about such facilities available to them. Even if they know, when they go to the authorities they do not get the benefits. In such situations VSSM team comes to their help. We identify such people who are entitled to extra benefits but do not have the card which makes them eligible. We at VSSM undertake efforts to get eligibility cards for them.

As such the government machinery is well established to identify the poor who should automatically get the benefits. However machinery does not always work & we have to supplement . This is another story.

However, the present team of the Public Distribution System is determined to reach till the last deserving person.

As such we have heard of many incidents of corruption in this department but since last few years honest & duty bound officers are in charge & they want to see that the poor  get the food ration at a concessional rate.

In Gandhinagar, our associate Shri Rizwan applied for about 14 families to get the "Antyoday card" . The collector & mamlatdar Shri Hareshbhai Patel were sympathetic and issued the cards.

The families that got the card were very happy. One old lady said that her husband had expired almost 20 years ago. She is not able to work any more. The grains that she is getting from  VSSM is a great relief to her. One can realise how important is this 10-15kg of  food grains only when we meet them.

Grateful to the government authorities for their services.

ઊંચા ચણો મ્હેલ, ચણો મિનારા !

મઢો સ્ફટિકે, લટકાવો ઝુમ્મરો,

દરિદ્રની એ ઉપહાસલીલા

સંકેલવા, કોટિક જીભ ફેલતો

ભૂખ્યાં જનોનો જઠરાગ્નિ જાગશે;

ખંડેરની ભસ્મકણી ન લાધશે !

સમાજમાં પ્રવર્તતા વર્ગભેદ અને પુંજીવાદ સામે કવિ શ્રી ઉમાશંકર જોષીએ આ ચેતવણરૃપી સોનેટ દાયકાઓ પહેલાં લખ્યું. ગરીબીમાં સબળતા વ્યક્તિઓને મળું ત્યારે  આ સોનેટના શબ્દો યાદ આવી જાય છે. 

દેશમાં કેટલાય એવા વ્યક્તિઓ છે જેઓ માંડ બે ટંકનું ભેગું કરી શકે. સરકાર આ બધાની ચિંતા કરી તેમને રાહતદરે તો ક્યાંક વિનામુલ્યે અનાજ મળે તેવી ગોઠવણ  કરે. એ માટે ઘણી યોજનાઓ પણ અમલી બની છતાં ક્યાંક અમલવારીમાં તકલીફો જણાય.

અંત્યોદય રેશનકાર્ડ વિધવા, વિકલાંગ, નિરાધાર ટૂંકમાં જેના ઘરે એક સાંઘતા તેર તૂટે એવા પરિવારોને વધારે અનાજ મળે તે માટે સરકાર દ્વારા આપવામાં આવે. પણ ઘણી વખત આવા પરિવારોને આવા કાર્ડ અંગે જાણકારી ન હોય. ક્યારેય જાણકારી હોય ને કાર્ડ માંગવા જાય તો એ મળે નહીં.

આવી સ્થિતિમાં VSSM ટીમ સાચા જરૃરિયાતવાળા પરિવારોને શોધી તેમને અંત્યોદય કાર્ડ મળે તે માટે પ્રયત્નો કરે. 

આમ તો સરકારનું માળખુ છેક તળિયા સુધી ગોઠવાયેલું છે એ યોગ્ય રીતે કામ કરે તો અમારા જેવાને આંગળી ચિંધવાની જરૃર જ ન પડે. પણ ખેર... એ જુદો વિષય છે.

હાલની અન્ન નાગરિક પુરવઠા વિભાગની આખી ટીમ છેવાડાના માણસો સુધી પહોંચવા કટીબદ્ધ. આમ તો આ વિભાગમાં ભ્રષ્ટાચારની ઘણી ફરિયાદો આપણે સાંભળેલી પણ છેલ્લા કેટલાક વર્ષોથી આ વિભાગમાં એકદમ કર્તવ્યનિષ્ઠ અધિકારીઓ ફરજ પર આવ્યા. સૌનો હેતુ છેક છેવાડે રહેતા માણસો ને ખાસ જેમને રાહતદરે મળતા અનાજથી હાશ થાય તેમને રાશન પહોંચાડવાનો.

ગાંધીનગરમાં રહેતા  જરૃરિયાતવાળા 14 પરિવારોને અંત્યોદય રાશનકાર્ડ મળે તે માટે અમારા કાર્યકર રીઝવાને અરજી કરી અને કલેક્ટર શ્રી ગાંધીનગર તેમજ મામલતદાર શ્રી હરેશભાઈ પટેલની લાગણીથી એમને કાર્ડ મળ્યા.

જેમને કાર્ડ મળ્યા એ તમામ પરિવારો રાજી. એક બાએ કહ્યું, 'મારા ઘરવાળાને ગુજરી ગયે 20 વર્ષ થયા. મારાથી હવે કામ નથી થતું આ કાર્ડ પર મને અનાજ વધારે મળે છે એનાથી મને રાહત છે..'

દસ પંદર કિ.ગ્રા અનાજ કોઈના માટે કેટલું મહત્વનું હોય એ આ પરિવારોને મળો તો સમજાય..

In my second book, “Ahiya Sukh Nathi Aavtu” I have written at length about the issues of ration cards and the importance of this document in the lives of the marginalized.

There was a time, not long ago, when obtaining a ration card took months. I remember in 2007, even after a recommendation letter from Shri Narendrabhai, Additional Director _____  it took more than a year to obtain ration cards for 35 nomadic families living in Narol. Later, we got a special resolution issued to ease the process of obtaining a ration card for the nomadic and de-notified families we worked with. More than anything else, it has facilitated access to food for the poorest of the poor families.

Recently,  we launched the process for obtaining ration cards for some families living in Ahmedabad who still did not have any ration cards.

Shri Jaswant Jegoda and the entire District Civil Supplies Department team have always been very supportive and sensitive towards our cause, and as a result, the families received cards within no time. For the families who lacked supporting documents, the officials visited their residences to gather the proofs and expedite the process.

Shri Mohammad Shahid, Secretary for Food and Civil Supplies Department, taking cue from our suggestions has always made special orders to ease the issuance of ration cards whenever we bring such families to his notice. 

We have always been vocal and lobbied for some relaxation in rules when the applicant family is living in poverty and finds it difficult to earn even a single meal but does not have supporting documents to get a ration card. Also, we have never seen such flexibility being a threat to an official’s job.

The families who received the cards are happy; at least the PDS ration will ease their daily quest for food.

A ration card is just a document for most of us, but the authority to issue it as _______ lies in the hands of the issuing officer. I hope the nitty-gritty of obtaining one of the most essential documents is eased, and no one finds a reason to write an entire chapter on the complexities of it.

Our pranam to the entire team of Civil Supplies Department team of Ahmedabad. As a result of their support, we could obtain ration cards that entitle grains to these low-income families. We are also grateful to Shri Pratulbhai Shroff for his continued support to help us sustain our Human Rights endeavours.

રેશનકાર્ડ...

મારુ બીજુ પુસ્તક ... 'પણ અહીંયા સુખ નથી આવતું' એમાં આ કાર્ડની રામાયણની વાત મે પ-રેશાનકાર્ડના નામે લખી છે. તકવંચિત જેના ઘરમાં સતત અભાવ છે તેમના માટે આ કાર્ડ ખુબ અગત્યનું. 

એક વખત હતો જ્યારે આ કાર્ડ કઢાવવા દિવસો, મહિનાઓ વીતી જતા. 2007માં તો નારોલમા રહેતા કેટલાક પરિવારોના કાર્ડ કઢાવવા માટે નાયબ નિયામક વિ.જા. શ્રી નરેન્દ્રભાઈ જાતિનો ભલામણ પત્ર મારે લાવવો પડેલો અને ત્યારે જતા એક વરસે 35 પરિવારોના કાર્ડ નીકળેલા. ખેર એ પછી તો વિચરતી વિમુક્ત જાતિઓને સરળતાથી કાર્ડ મળે તે માટે અલાયદો ઠરાવ થયો અને એના લીધે રેશનકાર્ડ એ પણ અનાજ મળે તેવા મળવાનું સહેલુ થયું. 

હમણાં અમદાવાદમાં રહેતા કેટલાક રેશનકાર્ડ વિહોણા પરિવારો અમારા ધ્યાને આવ્યા. અમે એમને કાર્ડ મળે તે માટે પ્રક્રિયા હાથ ધરી. 

જિલ્લા પૂરવઠા અધિકારી શ્રી જસવંત જેગોડા અને તેમની આખી ટીમ બહુ મજાની અને એકદમ લાગણીશીલ એટલે તુરત બધાના કાર્ડ બન્યા. અધિકારીની ટીમે જેમની પાસે પૂરતા પુરાવા નહોતા તેમની પાસે જઈને જાત તપાસ કરીને કાર્ડની પ્રક્રિયા હાથ ધરી.

મારા ખ્યાલથી આ સાચ્ચો રસ્તો. અન્ન નાગરિક પૂરવઠા અને ગ્રાહકોની બાબતના વિભાગના સચિવ શ્રી મોહમ્મદ શાહિદ પણ ખુબ જ સંવેદનશીલ જ્યાં પણ રેશનકાર્ડને લગતા મુદ્દા આવ્યા અને એમના ધ્યાને મુક્યા ત્યાં એમણે સૂચના આપી ને લોકોને અનાજ મળે તેવા કાર્ડ મળવા માંડ્યા.

અમે હંમેશાં કહીએ સાચા અને જરૃરિયાતવાળા માણસોને થોડી બાંંધછોડ કરીને પણ રેશનકાર્ડ આપવું જોઈએ. એમા કોઈ દિવસ કોઈ અધિકારી સસપેન્ડ થયાનું જોયું નથી. 

ખેર અમદાવાદના જે પરિવારોને આ રેશનકાર્ડ મળ્યું તે બધા ખુબ રાજી. કેટલાય એવા છે જેમને આ અનાજથી ટેકો મળી ગયો એવું લાગ્યું. 

હવે  બધા પરિવારો માટે રેશનકાર્ડ ફક્ત રેશનકાર્ડ છે. પણ એને પ-રેશાનકાર્ડ બનાવવું એ અધિકારીના હાથમાં છે. બસ ઈચ્છીએ મારા જેવા કોઈએ ફરી પ-રેશનકાર્ડના ચેપ્ટર ન લખવા પડે...

If you were required to survive an entire month on Rs. 1250, would you be able to manage

I recently met many elderly ladies living in  Kheda’s Dabhan village, and these facts surfaced during our conversation.

The older women in the picture had come to thank us for our support. All these women are widows; it has been years since their husbands’ death, from as less as three years to as long as 40 years, but none of them is receiving any widow pension. 

“We do not like to stretch our hands for food or our basic needs, but we have no choice. I have a son, but he does not want to support me. I used to work as agriculture labor, and domestic help, but with age catching up, no one prefers to employ us.” Dahi Ma tells me.

She would manage and ask for financial help only under dire conditions. “Sometimes, I would sleep hungry, but the Rs. 1250 I receive has made  life a little tolerable.” I felt numb, was at loss of words after listening to such heart-wrenching narration.

The District Collector of Kheda is a sensitive individual, and as a result of his support, we could link 70 elderly widows living in Kheda to the government’s widow pension scheme.

Kamla ba was in tears while sharing her plight. The names of most of these Ba are on the ration cards with their sons, we require these ration cards to file applications for separation of cards, but the sons still need to be ready to give us the cards. They would rather see their mothers suffer instead of give us the required documents.

After witnessing the plight of these and many other elderlies, I urge families yearning for a male child to come and meet these elders. The interaction will change your perspective towards an insistence on birthing a son to support them during their old age. 

VSSM’s Rajnibhai is a great support to these elderlies, who come and share their anguish. Rajnibhai also takes them in his auto to run errands. The Ba would shower blessings for his thoughtful gestures.

If the revenue officer and Gram Sevak are committed to ensuring that help reaches the needy, there would be no destitute.

1250માં આખો મહિનો કાઢવાનો?

વિચારમાત્રથી અઘરુ લાગે ને?

પણ ખેડાના ડભાણમાં રહેતા કેટલાક બાને હું મળી. એમની સાથે ઘણી વાતો થઈ એમાં એમણે આ કહ્યુ. 

આમ તો ફોટોમાં દેખાય એ બધા બા મારી પાસે ફરિયાદ કરવા નહી પણ આભાર માનવા આવેલા. તેમના પતિને ગુજરી ગયે ઘણો વખત આમ તો કોઈના પતિ ત્રણ વર્ષ તો કોઈના પતિને ગયે ચાલીસ વર્ષ થયેલા છતા તેમને વિધવા સહાય મળતી નહોતી. 

ડાહી માએ કહ્યું, 'આમ તો મફતનું કોઈ પાહે માગવું ગમે નહીં પણ શું કરીએ મજબૂરી છે. દિકરો છે પણ એ એમનું કરે, કોઈ મદદ ન કરે. ખેતરમાં મજૂરીએ કે વાસણ ઘસવાના કામે પહેલાં જતા પણ હવે અમારા જેવા ઘરડાને લઈ કોણ જાય? એટલે હખે ડખે જેમ તેમ ચલાવતા. ના ગમે તોય છોકરા સામે હાથ લાંબો કરવો પડતો. ક્યારેય પેટ કાપવું પડતું(ભૂખ્યા રહેવું પડતું)  પણ હવે આ 1250 મળતા થયા તે હખ થઈ ગ્યું. 

બાની આ વાત સાંભળી મન શૂન્ય થઈ ગયું. શું કહું?

ખેડા કલેક્ટર શ્રી બાચાણી સાહેબ ભલા અધિકારી. તેમની મદદથી અમે ખેડામાં રહેતા આવા 70 થી વધુ બાઓને છેલ્લા એકાદ વર્ષમાં વિધવા સહાય આપવી શક્યા.

કમળા બા તો પોતાની કથની કહેતા કહેતા રડી પડ્યા. દિકરાઓ ભેગા રેશનકાર્ડમા બાઓનું નામ. એ રેશનકાર્ડ છુટુ થાય તો અંત્યોદય કાર્ડ માટે બાની અલગ અરજી કરી શકીએ. પણ દીકરા કાર્ડ આપવા તૈયાર નહીં. કેવી કરુણતા...

દીકરો ઘડપણની લાઠી, દીકરા જોઈએ જ એવી માનસીકતા ધરાવતા સૌએ આ બાઓને મળવા જેવું.. છતે દીકરે કેટલાક તો સાવ ઓશિયાળા.

અમારા કાર્યકર રજનીભાઈનો આ બધાને ઘણો સધિયારો. એમની પાસે આ બધા ગમે ત્યારે આવીને પોતાનું હૈયુ ઠાલવી શકે. વળી જરૃર પડે રજનીભાઈ એમની રીક્ષામાં કોઈ ભાડુ લીધા વગર બાને જ્યાં જવું હોય ત્યાં લઈ પણ જાય. તે બધા બા રજનીભાઈને ખુબ આશિર્વાદ આપે.. 

વિધવા સહાય મેળવવા આ બધા બાને ઘણી રાહ જોવી પડી.

પણ જો તલાટી અને ગામમાં રહેતા ગ્રામસેવક આ પ્રકારની સહાય માટે કટીબદ્ધ થાય તો ગામમાં રહેતા ખરેખર જરૃરિયાતમંદ એક પણ વ્યક્તિ સહાયથી વંચિત ન રહે.

Banaskantha’s Tadav has a huge concentration of Vadi families. The families have been living here for decades, but when we first met them in 2006, they had no identity proof. VSSM’s interventions helped them gradually obtain their documents.

The yearning was to own a residential plot to build a house over it.

In 2016, VSSM assisted the families in filing individual appeals to the government for the allotment of residential plots. But despite the supportive attitude of the panchayat and villagers, the applications remained pending.

Shri Jai Goswami got appointed as Block Development Officer of Vav block. An extremely compassionate individual, Jaibhai has made it a practice to ask us about pending works in whichever region he gets deputed. At Vav, these files were awaiting his arrival. He immediately allotted plots to the Vadi families and sanctioned the aid for constructing houses on the allotted plots. And also donated Rs. 10,000 for the construction of houses.

The new developments promised light at the end of the tunnel, and the Vadi families of Tadav were a thrilled lot. Finally, the homes they had dreamt of were set to be a reality.

Our well-wishers, Shri Dharmenbhai Shah, assured of providing the deficient amount required to accomplish houses for these families. “We will work hard, take a loan but build bigger houses that will last for generations.

We will ensure their dreams turn into a reality,  and we are also grateful to Jaibhai and the administration of Banaskantha for their support. A few families are still awaiting the allotment of plots; we hope that also happens soon and we can build an equipped colony.

સુખનું સરનામુ ક્યારે...

બનાસકાંઠાનું ટડાવ. વાંસફોડા વાદી પરિવારો ત્યાં રહે. આમ તો વસવાટ વર્ષોનો પણ જ્યારે એમને પહેલીવાર મળેલી એ વખતે તો એમની પાસે ઓળખના આધારોય નહોતા. ધીમે ધીમે એ બધુ થયું.

પણ એમની ઈચ્છા એમને રહેવા પ્લોટ, કાયમી જગ્યા મળે એની જેથી એના પર મકાન બાંધી શકાય. 

2016માં પ્લોટ ફાળવણી માટે અરજી કરેલી. પંચાયતથી લઈને સૌનો અભીપ્રાય એકદમ હકારાત્મક પણ કોણ જાણે કામ ક્યાં અટકતું હતું તે સમજાતું નહોતું. પણ કહે છે ને જેના હાથમાં જશ રેખા હોય એના હાથે આ કાર્ય થાય. બસ આ વિધાન સાચુ પડ્યુ.  

જય ગોસ્વામી તાલુકા વિકાસ અધિકારી તરીકે વાવમાં મુકાયા. એકદમ ઋજુ હૃદયના અધિકારી. એમની જ્યાં પણ બદલી થાય ફોન કરીને બેન મારા લાયક કશું પણ હોય જણાવજો એવું અચૂક કહે, તે બસ અહીયા એમના લાયક કામ પડતર હતું. 

એમણે તુરત વાદી પરિવારોને રહેણાંક અર્થે પ્લોટ ફાળવી દીધા સાથે મકાન બાંધવા મકાન સહાય પણ મંજૂર કરી દીધી. 

વળી મકાન બાંધવા એમણે વ્યક્તિગત 10,000નું અનુદાન પણ આપ્યું. 

ટડાવમાં રહેતા તમામ પરિવારો રાજી રાજી. વર્ષોથી વાટ જોતા એ ઘર હવે થવાના.

અમારા ધર્મેનભાઈ શાહે આ પરિવારોના મકાન બાંધવા ખૂટતી મદદ કરવાની ખાત્રી આપી છે. તો વળી જેમના ઘર બંધાવાના એ લોકોએ પણ કહ્યું, કે ઘર થોડા મોટા બાઁધીશું. અમે મેનત મજૂરી કરીશું. તમે લોન આપજો. પણ સારા ઘર થાય એવું કરજો. 

આ પરિવારોની એષણા પુર્ણ થાય એવું તો કરવાનુ જ. પણ જયભાઈ અને બનાસકાંઠાના તમામ વહીવટીતંત્રનો પણ આભાર. એમની લાગણીના લીધે આ કાર્ય પૂર્ણ થયું.. સાથે હજુ કેટલાક પરિવારોને પ્લોટ ફાળવવાના બાકી એ કાર્ય પણ સત્વરે પૂર્ણ કરવા વિનતી. જેથી મજાની કોલોની ત્યાં થઈ જાય.

Nomadic families recievd their plot allotment letter

A decent roof over our heads is a dream most of us work to achieve. Although many of us would migrate to other regions or foreign lands to earn a decent living, the journey begins with finding a rented house that grows to own as soon as possible. After that, most of us aspire to have a permanent address, a home where time stops.

VSSM strives to find addresses for the nomadic and de-notified communities. We had filed applications for allotment of plots for homeless families of Kheda, but the applications moved only after District Collector Shri Bachani Saheb and DDO Shri Mehul Dave took charge. Many sluggish-moving files found wings after the duo came to the office.

Recently, the TDO allotted plots to 20 Vadi and Madari families in Kapadvanj’s Aantroli and Taiyabpur villages.

We are grateful to the Kheda administration. Hoping that the few files still waiting to see the light of the day also progress to completion.

VSSM’s Rajnibhai Raval has worked hard to ensure these families are linked with government welfare schemes. He liaised with the government authorities along with the community members. As a result, they have allotment letters to their plots. Hopefully, soon they will have their own houses too.

 બસ માથુ ઘાલવા મારુ પોતાનું ઘર થઈ જાય તો ઘૈઈક.. આવી એષણા એક વ્યક્તિની નહીં અનેક વ્યક્તિઓની. આપણે પણ મૂળ વતન છોડી રોજી રોટી અર્થે દેશ કે દુનિયા ફરીએ ભલે તે બધી જગ્યાએ શરૃઆત ભાડાના ઘરમાં કરીએ પણ ઝંખના તો પોતાના ઘરની, સરનામાંની તો હોય જ.

વિચરતી જાતિના પરિવારોને પણ આવું સરનામુ મળે તે માટે અમે કોશીશ કરીએ. ખેડામાં ઘણા ઘરવિહોણા પરિવારોને પ્લોટ મળે તે માટે અમે અરજી કરેલી. પણ કલેક્ટર તરીકે બાચાણી સાહેબ અને ડીડીઓ તરીકે મેહુલ દવે આવ્યા પછી અરજીઓને પગ આવ્યા. ઘણા કામો જે નહોતા થતા તેમાં ઝડપ આવી.

તાજેતરમાં જ કપડવંજના આંતરોલી અને તૈયબપુરામાં રહેતા 20 વાદી અને મદારી પરિવારોને ટીડીઓ શ્રીએ રહેણાંક અર્થે પ્લોટ ફાળવ્યા. 

આભાર ખેડા વહીવટીતંત્રનો.. બસ હજુ કેટલુંક આપની કચેરીમાં પડતર છે જે ઉકેલાય તેની રાહ છે. એ પૂર્ણ કરવા પણ વિનંતી..

અમારા કાર્યકર રજનીભાઈ રાવળની આમાં ઘણી મહેનત. અધિકારીઓ સાથે એ સતત સંપર્કમાં રહ્યા અને વસાહતના લોકોએ એમને સહયોગ કર્યો જેના લીધે આ પરિવારો પ્લોટવાળા થયા હવે ઝટ એ ઘરવાળા પણ થશે. 

હાલ આ પરિવારો જે સ્થિતિમાં છે તે જોઈ શકાય છે અને હવે તેમને પોતાના પ્લોટની સનદ મળી તે પણ જોઈ શકાય.

“Our struggles get real during the monsoons. As a result, we erect our huts on unclaimed sites from where no one asks to move out. These are wastelands on the banks of some river or stream. And when it rains, we are up all night fearing water gushing from upstream and taking along everything that falls in its way.”

The families of Gondal living in the hutments for decades had shared their plight with us. Subsequently, we initiated the process of getting them residential plots. Our Chief Minster Shri Bhupendrabhai Patel shares immense concern for these communities, and so does the district collector with his proactive actions towards the welfare of the impoverished communities. As a result, 46 families of Gondal received residential plots. The construction of houses at the plots allotted at Gondal’s Gudala village will receive partial support from the government, while VSSM will add the balance required to build a decent pucca house for these families.

As a result of the efforts poured in by VSSM’s Kanubhai and Chayaben, these families will now have a house to call their own. It is a privilege to have the support of such team members and well-wishers like you all.

ચોમાસામાં અમે ખુબ હેરાન થઈએ અમારી પાસે રહેવા પોતાની જગ્યા નહીં. એટલે કોઈ હેરાન ન કરે એવી જગ્યાએ ઝૂંપડાં વાળીએ. આવી જગ્યાઓ મોટાભાગે અવાવરુ, પાણીના વોળાની કે નદીના કિનારાની હોય. એટલે વરસાદ વરસે ત્યારે અમને છાપરામાં બેઠા બેઠા બીક લાગે રખે ને પાણીનો આવરો વધે ને બધુ તણાઈ જાય તો...

ગોંડલમાં વર્ષોથી છાપરામાં રહેતા પરિવારોએ આ કહેલું એ પછી અમે આ પરિવારોને રહેણાંક અર્થે પ્લોટ મળે તે માટે તજવીજ હાથ ધરી. મુખ્યમંત્રી શ્રી ભુપેન્દ્રભાઈ પટેલની આ સમુદાયો માટે અપાર લાગણી સાથે કલેક્ટર શ્રી પણ એકદમ હકારાત્મત. એમની આ લાગણીથી જ ગોંડલમાં રહેતા 46 પરિવારોને રહેણાંક અર્થે પ્લોટ ફળવાયા. ગોંડલાના ગુંદાળાગામે ફળવાયેલા પ્લોટ પર ઘર બાંધવા સરકાર મદદ કરશે અમે પણ એમાં ઉમેરીશું ટૂંકમાં સહુના સહિયારા પ્રયાસથી આ પરિવારો ઘરવાળા થશે.

અમારા કાર્યકર કનુભાઈ અને છાયાબહેનની આ પરિવારોને ઘર મળે તે માટે સતત દોડાદોડી. એમની મહેનતથી આ બધુ પાર પડ્યું...

અમે આવા કાર્યો કરી શકીએ એ માટે કેટલાય સ્વજનો અમને સતત મદદ કરે આવા તમામ સ્વજનોનો ખુબ આભાર...
