 The title of “Changemaker” is given to individuals who have made a significant contribution to social change. The Better India has initiated a voting process for this, and they have included our name in the list and shared the details with us.

Personally, we have never applied for awards. However, at times it feels that if the work we do is to be connected with the entire country, then it is important to be present on such platforms as well.

That is why I am sharing this information with you today. There is a voting process involved. You have been familiar with our activities for many years, and if you feel it is appropriate, I request you to please cast your vote.

ચેન્જ મેકર જેમણે સમાજ બદલાવમાં પોતાની હિસ્સેદારી નોંધાવી હોય તેને અપાતુ બીરુદ. બેટર ઈન્ડીયા દ્વારા આ માટે વોટ કરવાનું કહેવામાં આવ્યું. આમ તો ચેન્જ મેકરના લીસ્ટમાં પણ એમણે જ મુક્યા ને મને એમણે આ વિગતો મોકલી. વ્યક્તિગત રીતે એવોર્ડ મળે એ માટે અમે ક્યારેય અરજી કરતા નથી. પણ ક્યારેક લાગે કે આપણે જે કાર્યો કરીએ તેને સમગ્ર દેશ સાથે જોડવું  હોય તો આવા ફલક પર પણ જવું જોઈએ. એટલે આજે આ વિગત તમારી સાથે શેર કરી છે. આમાં વોટ કરવાનો હોય. તમે સૌ વર્ષોથી અમારી પ્રવૃતિઓ જાણો, તમને લાગે કે આમાં વોટ કરી શકાય તો કરજો..

मैं जलुंगा तो मेरे 

घर में उजाला होगा

घर मे चूला जलेगा.."

"I walk in the scorching sun

With this belief;

If I burn, 

my house will be lit and

Food would be cooked on the burning stove."

Proving these poetic lines, I happened to meet some families in the border area of the small desert of Paatdi, Dasaadaa, which is known for its saline soil in Gujarat. 

One notable village is Jaravala, where the Bajaniya families of nomadic tribe reside, located away from the main village. We arrived in the sweltering heat to find that these families live in clay huts on land owned by the forest department. Their livelihood depends on agricultural labor; however, the area's conditions mean they do not have consistent work throughout the year.

In this situation, we applied for the Antyodaya Ration Card to ensure food security for these families. The government is very responsive to this issue. The Honorable Chief Minister and the Welfare Department have been extremely supportive of our mission. With their cooperation, we have successfully provided Antyodaya cards to thousands of families so far.

After advocating for families living in Jarvalaa, they successfully received their Antyodaya cards. We also played a key role in helping these families obtain their Caste Certificates. Currently, we are working to secure a permanent place for them to live. The Honorable Chief Minister is also supportive of this cause, which gives us hope that this task will be completed quickly.

Surendranagar Collector Dr. Rajendra Kumar is a compassionate officer. We met him as well, and he has promised to assist homeless families from nomadic tribes living in Surendranagar district. We are thankful for his support.

Gelabhai expresses his happiness about receiving the ration card. "To be honest, we don't have the skills to handle the paperwork in government offices. But after getting the card, we receive 35 kg of grains, sugar, and sometimes pulses as well. This support means a lot to us."

Supporting families like Gelabhai's would be impossible without a strong team. This mission is made possible thanks to the support of Respected Pratulbhai Shroff and the Dr. K R Shroff Foundation, for which we are very grateful. 

All of this has been achieved through the hard work of our dedicated activists, Harshadbhai and Chhanabhai, from Surendranagar. We are fortunate to have such committed volunteers on our team.

આ પંક્તિઓને સાર્થક કરતા પરિવારોને હમણાં મળવાનું થયું. ગુજરાતનો ખારોપાટ એટલે પાટડી, દસાડાનો નાના રણની કાંધીએ આવેલો વિસ્તાર. 

ત્યાંનું જરવલા ગામ. બજાણિયા પરિવારો ગામથી દૂર રહે. બળબળતી ગરમીમાં અમે ત્યાં પહોંચ્યા. જંગલ  વિભાગની જમીનમાં ગાર માટીમાંથી બનાવેલા ઘરોમાં આ પરિવારો રહે. ખેતમજૂરી પર સૌ નભે. પણ વિસ્તાર  એવો તે બારે મહિના મજૂરી ન મળે. 

આવામાં આ પરિવારોની અન્ન સુરક્ષા જળવાય તે માટે અમે અત્યોદય રેશનકાર્ડ માટે અરજી કરી. સરકાર વિચરતી જાતિઓના મુદ્દે ઘણી સંવેદનશીલ આદરણીય મુખ્યમંત્રી તેમજ પૂરવઠા વિભાગ પણ અમને આ કાર્યમાં ખુબ સહયોગ કરે. એમના સહયોગથી અત્યાર સુધી હજારો પરિવારોને અંત્યોદય કાર્ડ અમે અપાવી શક્યા છીએ. 

જરવલામાં રહેતા પરિવારોને અંત્યોદય કાર્ડ મળે તે કરેલી રજૂઆતને પગલે તેમને અંત્યોદય કાર્ડ મળ્યા. જાતિના પ્રમાણપત્ર આ પરિવારોને મળે તે માટે પણ નિમિત્ત બન્યા.

બસ હવે રહેવા પોતાની જગ્યા મળે તે માટે મથી રહ્યા છીએ. આદરણીય મુખ્યમંત્રી શ્રીની લાગણી છે તો એ કાર્ય પણ ઝટ પતશે એમ લાગે છે. 

સુરેન્દ્રનગર કલેક્ટર શ્રી ડો. રાજેન્દ્રકુમાર પણ ઘણા ભલા અધિકારી. એમને પણ મળવાનું થયું. એમણે વિચરતી જાતિના સુરેન્દ્રનગર જિલ્લામાં રહેતા ઘરવિહોણા પરિવારોને મદદ કરવાની ખાતરી આપી છે. એમની આ લાગણી માટે પણ આભારી..

રેશનકાર્ડ મળ્યાનો હરખ કેવો એ અંગે ગેલાભાઈ કહે, “હાચુ કહીએ તો સરકારી કચેરીમાં કાગળિયા કરવાની અમારી આવડત નહીં. પણ કાર્ડ મળ્યા પછી અમને 35 કિ.ગ્રામ અનાજ, ખાંડ અને ક્યારેક દાળ પણ મળે છે. અમને એનાથી મોટો ટેકો..”

ગેલાભાઈ જેવા પરિવારોને ટેકો આપવાનું કાર્ય મજબૂત ટીમ વગર અશક્ય. આદરણીય પ્રતુલભાઈ શ્રોફ - ડો. કે.આર.શ્રોફ ફાઉન્ડેશન આ કાર્યમાં મોટો ટેકો કરે એટલે આ બધુ થાય. પ્રતુલભાઈના અમે ઘણા આભારી.

VSSM constantly strives to ensure that the marginalized communities and deprived families in this country receive the support and benefits of various government schemes as citizens.

A dedicated team of workers in various districts is engaged in this effort. The expenses for this work are also significant. Typically, in such efforts, the number of people who help is very small, barely countable on one’s fingers.

Most people prefer to help directly in activities like building homes, providing food, or offering education. However, helping with honorary salaries is less popular. Everyone has their own perspective, and that's perfectly fine.

But we always feel that if the government’s allocated budget for the underprivileged is spent correctly, the direct money spent by society could be much higher. When tax money is used for various welfare schemes, it’s important that those funds are also spent correctly.

Respected Rameshbhai Kacholia from Caring Friends, respected Pratulbhai Shroff from Dr. K.R. Shroff Foundation, Vashi Parivar Foundation, and Rameshbhai Shah from US Charity are key contributors who strengthen workers and assist in human rights efforts. He says, "When our funds combine with government aid, the work becomes doubled, or even more."

With the help of such supporters, we have been able to assist thousands of people with voter cards, ration cards, housing plots, caste certificates, residential plots, housing assistance, and many other welfare programs.

Recently, we visited Sarasa village in Anand. The Salat families live on the outskirts of the village in huts. We helped them obtain identification documents. They also received their ration cards after applying. Everyone was pleased. A small amount of grain helps support them. Now, with the proof in hand, they hope to receive plots as well. We have applied for it and will ensure it is processed quickly.

These families had faced many difficulties in obtaining ration cards, as various officials would demand documents that were hard to understand. In the end, despite paying a considerable amount to middlemen, the work wasn’t done. That’s when VSSM worker Rajnibhai helped them get the cards without any cost. All the families were happy.

When respected Pratulbhai Shroff came to see how human rights work is done, the Salat families from Sarasa village shared their joy about receiving their ration cards.

We are grateful to those who assist in human rights work. Because of your help, we have been able to reach the doors of a large number of marginalized people and connect them with the government.

વિચરતી જાતિ, વંચિત પરિવારોને આ દેશના નાગરિક તરીકે આધારો, વિવિધ યોજનાઓની મદદ મળે તે માટે VSSM સતત પ્રયત્ન કરે. 

આ કાર્ય માટે વિવિધ જિલ્લામાં અમારા કાર્યકરોની ટીમ ખૂબ મથે. ટીમ પાછળ ખર્ચ પણ ઘણો થાય. સામાન્ય રીતે આવા કાર્યોમાં મદદ કરનાર લોકોની સંખ્યા એકદમ આંગળીના વેઢે ગણાય એટલી. 

મોટાભાગના સ્વજનોને સીધી મદદ જેમાં ઘર બાંધકામ, કોઈને જમાડવું, શિક્ષણ આપવું આ પ્રકારના કાર્યોમાં મદદ કરવી ગમે. પણ કોઈને માનદ વેતન આપવામાં મદદ કરવી ઓછી ગમે.. દરેકની પોતાની એક વિચાર સરણી એટલે એ યોગ્ય પણ ખરુ...

પણ અમને હંમેશા લાગે કે સરકાર વંચિતો માટે જે બજેટ ફાળવે તે યોગ્ય રીતે ખર્ચાય તો સમાજના સીધી રીતે ખર્ચાતા પૈસા કેટલા બચે.. ટેક્સ રૂપે આપણે જે ભરીએ એમાંથી જ વિવિધ કલ્યાણકારી યોજનાઓમાં પૈસા ખર્ચાય ત્યારે એ નાણાં પણ યોગ્ય રીતે ખર્ચાય એ જોવું જરૂરી..

VSSM સાથે સંકળાયેલા આદરણીય રમેશભાઈ કચોલિયા - કેરિંગ ફ્રેન્ડસ, આદરણીય પ્રતુલભાઈ શ્રોફ- ડો.કે.આર.શ્રોફ ફાઉન્ડેશન, વાશી પરિવાર ફાઉન્ડેશન અને રમેશભાઈ શાહ - યુએસ ચેરીટી ખાસ કાર્યકરોને મજબૂત કરવા અને માનવ અધિકારના કાર્યોમાં મદદ કરે. એ કહે, 'આપણા નાણાંની સાથે સરકારની સહાય ભળે તો કામ બમણું અથવા એનાથીયે અનેક ઘણું થઈ જાય.

આવા સ્વજનોની મદદથી જ અમે હજારો લોકોને મતદાર કાર્ડ, રેશનકાર્ડ, રહેવા પ્લોટ, જાતિ પ્રમાણપત્ર, રહેણાંક અર્થે પ્લોટ, ઘર માટે સહાય ટૂંકમાં અનેક પ્રકારની કલ્યાણકારી યોજનાની મદદ અપાવી શક્યા છીએ.

હમણાં આણંદના સારસા ગામ જવાનું થયું. સલાટ પરિવારો ગામના છેવાડે ઝૂંપડામાં રહે. ઓળખના આધારો તો અમે કઢાવ્યા. રેશનકાર્ડ માટે અરજી કરેલી તે એ પણ એમને મળ્યા. બધા રાજી રાજી. અનાજ થોડુ ઘણું મળે એનાથી એમને ટેકો રહે. હવે પૂરાવા થયા તો પ્લોટ પણ મળશે એવી એમને આશા. અમે અરજી કરી દીધી છે એ પણ ઝડપથી થાય તે માટે પ્રયત્ન કરીશું.

રેશનકાર્ડ કઢાવવા આ પરિવારોએ ઘણા ધક્કા ખાધા પણ નિરીક્ષર વિવિધ કાગળો અધિકારી માંગે એ સમજાય નહીં. છેવટે વચેટિયાને પૈસા એ પણ ઢગલો આપ્યા છતાં કામ ન થયા. ત્યારે VSSM ના કાર્યકર રજનીભાઈ એમને કોઈ જ પ્રકારના ખર્ચ વગર કાર્ડ કાઢી આપવામાં નિમિત્ત બન્યા. બધા પરિવારો રાજી... 

આદરણીય પ્રતુલભાઈ શ્રોફ માનવ અધિકારના કાર્યો કેવી રીતે થાય તે જોવા આવ્યા તે વખતે સારસાના સલાટ પરિવારોએ રેશનકાર્ડ મળ્યાના હરખની વાતો કરી.

માનવ અધિકારના કાર્યોમાં મદદ કરનાર સ્વજનોના અમે ઋણી છીએ...તમે મદદ કરો એટલે ખૂબ મોટી સંખ્યામાં વંચિતોના દ્વારે અમે પહોંચી શક્યાને એમને સરકાર સાથે જોડી શક્યા.

" We visited the office many times for our Ration Card but were not successful in getting it"

The villagers of Bidaj in Kheda District said this. The administration of Kheda helped them a lot and we also got involved with them. Finally more than 35 families got the ration cards.

The Deputy Collector came to the settlement of nomads and handed over the ration card with his own hands to the families. He also said that those families that have not yet got the ration card or who need their ration cards to be split because the family member has separated should come to him and the administration would help them. It is a nice feeling when an officer is proactive. We are thankful to the collector Shri Bayani . It was because of him that this became possible,

One 70 year old lady from Vanzara community said that she is seeing the ration card for the first time in her life.

The utility of ration cards is multiple. Not only for getting the ration, it is also helpful in availing the various benefits of the government. VSSM continuously strives to help these people get the ration cards. 

Our associate from Kheda District Shri Rajnibhai works hard on this front. We got the support of a leader Shri Mukeshbhai in Bidaj which helped to get the work done faster.

We are thankful to all the officers and to all who helped us in this work.

'રેશનકાર્ડ માટે કચેરીના ઘણા ધક્કા ખાધા પણ મેળ પડતો નહોતો.'

ખેડાના બીડજમાં વર્ષોથી રહેતા પરિવારોએ આ કહ્યું. ખેડાનું તંત્ર અમને ઘણી મદદ કરે એટલે અમે આમાં મથવાનું નક્કી કર્યું ને એક સાથે 35 થી વધારે પરિવારોના રેશનકાર્ડ બન્યા. 

નાયબ મામલતદાર વસાહતમાં આવ્યા ને સૌ પરિવારોને પોતાના હસ્તે રેશનકાર્ડ આપ્યા. એમણે કહ્યું, હજુ જે પરિવારોના કાર્ડ બાકી હોય, જેમના કાર્ડનું વિભાજન થતું ન હોય તેવા પરિવારો પણ અમારી પાસે આવજો અમે એમાં મદદ કરીશું.

અધિકારી આવી પહેલ સામેથી કરે એનાથી રાજી જ થવાય. કલેક્ટર શ્રી બાચાણી સાહેબનો ઘણો આભાર એમના કારણે આ શક્ય બન્યું. 

વણઝારા સમુદાયના પરિવારોમાંથી એક માડીએ તો કહ્યું, કે મારી ઉંમર સીત્તેરની થઈ. રેશનકાર્ડ બાપગોતરમાં ભાળ્યું નહોતું આજે પહેલીવાર મળ્યું. 

રેશનકાર્ડનો ઉપયોગ માત્ર રાશન માટે હોય એ ખરુ પણ સરાકરની વિવિધ યોજનાઓની મદદ માટે પણ રેશનકાર્ડ અગત્યનું VSSM આવા વંચિત પરિવારોને સરકારની મદદ મળે તે માટે સતત પ્રયત્ન કરે. 

અમારા ખેડાના કાર્યકર રજનીભાઈ આ બધા માટે ખુબ મથે.. આગેવાન મુકેશનભાઈનો બીડજમાં સાથ મળ્યો એટલે કામ ઝડપથી થયું..

અધિકારગણનો ઘણો ઘણો આભાર... ને આ કાર્ય માટે મદદ કરનાર અમારા સ્વજનોનો પણ આભાર...

"We do not have any house of our own. We put forward our problems before the Village Panchayat & the Government but no one listened. We do not have any money . As farm labourers we just earn enough to survive. We are advised that we must save money so we can buy our own houses. They are right. Who likes to get it free ? But what to do ? Our earnings are not enough. Even if we get minimal support to start with then we can build on it. However we do not have any base to start and we expect the government to help."

Mukeshbhai & others staying in Bidaj Village of Kheda District said this Since years they were staying in temporary sheds & some with brick walls. They always had fear that they would soon be removed from there. The worry was also where they would go if removed. 

Some got electricity while many did not. In monsoon the entire settlement would get flooded. It would be like living in hell. 

The ration card still carried the names of the children though they were staying separately. 

They constantly had to fight against all these issues.  After they came in contact with our colleague Shri Rajnibhai, VSSM could help them apply for ration cards, electricity and plot of land. Collector Shri Bachhani Sir is a very noble person and he  assured that he will give the best possible help  His team also started work on this issue. 

We pray for these people of Bidaj that they will soon get their houses.

 'અમારી પાસે અમારુ પોતાનું તળિયું નથી. પંચાયત થી લઈને સરકારમાં ઘણી વખત રજૂઆત હોત કરી પણ કાંઈ મેળ નથી પડ્યો. અમારી પાહે એવા પૈસા નથી. ખેતમજૂરી કરી નભીયે. આમાં પેટજોગુ માંડ થાય. લોકો કે બચત કરીને પોતાનું કરો મફતનું હું કામ લેવાનું? એમની વાત એકરીતે હાચી.  મફતનું તો કોને ગમે? પણ હું કરીએ અમારો પનો ટૂંકો પડે. એક ફેરા એક પગથિયું થઈ જાય તો એના માથે પગ મુકી આગળ ચાલવાનું કરી લઈશું. પણ પેલ્લા પગથિયે પગ મુકવા સરકારે મદદ કરવી જોશે..'

ખેડાના બીડજમાં રહેતા મુકેશભાઈ અને અન્ય વિચરતી જાતિના પરિવારોએ આ વાત કરી. 

વર્ષોથી સરકારી જમીનમાં કાચા છાપરાં તો ક્યાંક ઈંટ માંથી બનાવેલા ઘરોમાં રહેતા આ બધા પરિવારોને સતત જગ્યા ખાલી કરાવી દેશે તો ક્યાં જાસુ? નો ભય લાગે..

વીજળીની સુવિધા કેટલાક પરિવારોને મળી તો કેટલાક હજુ વીજળીની સુવિધાથી પણ વંચિત. ચોમાસામાં આખી વસાહતમાં સખત પાણી ભરાય. બહેનો કહે, એ વખત તો આ વસાહત નરક જેવી લાગે. 

વસાહતમાં રહેતા પરિવારમાં દીકરાઓ જુદા રહેતા હોય છતાં તેમના રેશનકાર્ડનું વિભાજન ન થાય. 

આ બધા પ્રશ્નો સામે એ સતત ઝઝૂમે. અમારા કાર્યકર રજનીભાઈના સંપર્કમાં આવ્યા પછી VSSM થકી રેશનકાર્ડ,લાઈટ, પ્લોટ વગેરે જેવી પ્રાથમિક સુવિધાઓની અરજીઓ કરી..

કલેક્ટર શ્રી બાચાણી સાહેબ એકદમ ભલા અધિકારી એમણે પણ આ બધી જરૃરિયાતો સંતોષાય તે માટે મદદરૃપ થવાની ખાત્રી આપી. એમની ટીમને પણ આ કાર્યમાં મદદ માટે લગાડી.

બસ બીડજમાં રહેતા અને પોતાનું તળિયું ન હોવાનું કહેતા પરિવારોને ઝટ પોતાનું તળિયું મળે તેવી અભ્યર્થના...

"We put in a lot of effort to get our ration card. We could not get the ration card because some documents were always missing. We gave up. Those who had cards also had 10-12 names in the cards. Our boys would be staying separately after marriage, however it would not be possible to get a separate ration card for them."

This was the tragic story of Saraniya family living near Indira Bridge in Ahmedabad. Many years ago we had or baised a camp for them to get a Voter - id Card. Many got it. After that for a long time they were not in touch. We also focus more on villages so we also did not pay attention to this settlement staying in the city.

Certain seniors of this settlement came to our office. They had several preliminary questions. More than 700 families stay in this settlement. A road was being constructed which passes through the settlement. So many huts were going to be demolished. Seniors came with a hope that we will help them. 

When we did the survey we found out that many did not have ration cards. Many who had ration cards had not updated the same. Finally our associate Smt Madhuben & Suraj started filling up the forms. Both are very hard working & nice workers. 

The Government department in Ahmedabad corporation gave us a very strong co-operation. The officers came to the settlement and decided to give ration cards at the settlement itself. Shri Ravindrabhia Solanki and his team from the Government issued ration cards to many.

The work got done because of Respected Shri Rameshbhai Meena and Shri Jaswantbhai Jagoda of Supplies department in Gandhinagar. They were very sensitive to the issues of nomadic tribes.  Many thanks to all for helping in this mission.

 'રાશનકેડ નીહરે એ માટે કેટલી મેનત કરતા. પણ અમારી પાહે કાગળિયામાં કાંઈક તો ઘટે જ. એટલે કેડ નીહરે જ નહીં. અમે તો પસી પડતું મેલ્યું. જેમની પાહે કેડ હતા એમના કેડમાંય દસ, બાર જણાના નામ હોય. સોકરા તો લગન કરીન્ જુદા રે'તા હોય તોય ઈમના કેડ જુદા ના બને....'

અમદાવાદના ઈન્દિરાબ્રીજ પાસે રહેતા સરાણિયા પરિવારોની આ કથની.. વર્ષો પહેલાં આ બધાને મતદારકાર્ડ મળે તે માટે કેમ્પ કરેલો ને ઘણા બધાને એ વખતે મતદારકાર્ડ મળેલા. પછી ઘણો લાંબો સમય સંપર્કમાં નહીં રહેલા. અમે પણ વધારે ફોકસ ગામડાંઓમાં કરીએ એટલે  આ વસાહત તરફ ધ્યાન પણ ઝાઝુ ન અપાયું. 

ત્યાં પાછા આ વસાહતના આગેવાનો હમણાં ઓફીસ પર આવ્યા. એમના પ્રાથમિક પ્રશ્નો પણ ઘણા. 700 થી વધારે પરિવારો અહીંયા રહે.વળી હમણાં વસાહતની વચમાંથી રોડ જાય તે ઘણાના છાપરાં તુટવાના. 

આવામાં તમે મદદ કરોની ભાવના સાથે સૌ કાર્યાલય પર આવ્યા.

સર્વે કર્યો તો રેશનકાર્ડ ઘણા પાસે ન હોવાનું જોયું. સાથે રેશનકાર્ડ વિભાજન ન થયેલાનું પણ જાણ્યું. 

આખરે અમારા કાર્યકર મધુબહેન અને સૂરજ લાગ્યા બધાના ફોર્મ ભરવા. બેઉ મજાના અને ખુબ મહેનતુ કાર્યકરો. 

અમદાવાદ જિલ્લા પૂરવઠા વિભાગનો સહયોગ તો જબરજસ્ત. પૂરાવાના પ્રશ્નોને ઉકેલવા એમણે સ્થળ તપાસ કરીને સ્થળ પર જ રેશનકાર્ડ આપવાનું નક્કી કર્યું. અમદાવાદ પૂરવઠા કચેરીમાં કામ કરતા રવિન્દ્રભાઈ સોલંકી અને તેમની ટીમે વસાહતમાં આવીને કામ કર્યું ને ઘણા પરિવારોને રેશનકાર્ડ આપ્યા. 

ગાંધીનગર પૂરવઠા વિભાગ આદરણીય શ્રી રમેશ મીના, તેમજ જશવંતભાઈ જેગોડાની વંચિતો માટે લાગણી ખુબ રહી માટે આ કાર્ય થઈ શક્યું.

Who does not aspire to have their own home ? We have been nomads for centuries. Our work required us to be nomads but now we want to settle down at one place".

This is the feeling of the nomadic tribe of Vadiya village in Amreli District. Some of them stay in tin roofed dwellings.

Many do not have Ration Cards. There is no guarantee that they will get food grains though some have ration cards. With the help of our associate Shri Rameshbhai many got "Antyoday" card. 

Most believed that it is not possible to get Ration Cards without bribing . We told them to be patient & keep faith. We could get Ration Cards for them which would entitle them to food grains. They also want a piece of land to build their home. We had a meeting with these families. Everyone wanted to have a home. We will sincerely try to get them one. Our earnest request to the authorities in Amreli to identify such homeless people and provide them with homes.

પોતાની જગ્યા મળેની હોંશ તો કોને ન હોય? અમે સદીઓ રઝડ્યા. અમારા વ્યવસાયો એવા હતા એટલે. પણ હવે ઠરીઠામ થવું છે.' 

અમરેલીના વડિયામાં વિચરતી વિમુક્ત જાતિના ઘણા પરિવારો છાપરાં બાંધીને રહે. તેમની આ લાગણી કે માંગણી. 

રેશનકાર્ડ પણ ઘણા પાસે નહીં. જેમની પાસે છે એમાંના ઘણા પાસે અનાજ મળે એવું નહીં.

અમારા કાર્યકર રમેશભાઈની મદદથી કેટલાક પરિવારોને અંત્યોદયકાર્ડ મળ્યા. 

આમ તો વસાહત ઘણી મોટી પણ તેમાં રહેનાર સૌને સરકારમાં વગર પૈસે કામ થાય તેવો ભરોષો નહીં. ્અમે ભરોષો કરવા કહ્યું ને જે થોડા પરિવારોએ કર્યો. એમના રેશનકાર્ડ બન્યા. 

હવે દરેક પરિવાર અનાજ મળે એવું રેશનકાર્ડ તેમજ પોતાની જમીન પણ ઈચ્છે. જેથી ત્યાં પાક્કુ ઘર બાંધી શકાય. 

અમે આ પરિવારો સાથે બેઠક કરી. 

સૌની માંગણી રહેવા પોતાની જગ્યા મળે તે માટે. અમે એ માટે કોશીશ કરીશું. અમરેલી વહીવટીતંત્ર અને સરકારને પણ આવા પરિવારોને સત્વરે શોધી તેમને ઘરવાળા કરવા વિનંતી..

 “No one was willing to marry their daughters with our sons!”

“Why?” I had wondered as you would after hearing this statement.

“We  lacked  pucca houses to stay in; who wants to send daughters to impoverished mud houses with tethered roofs?”

The Raval families of Patan’s Mitha Dharva village have been staying here on government wasteland in houses built of mud and straw. The families lack funds to buy land they could own. VSSM’s Mohanbhai was in contact with these families and understood their apathy. He helped them file applications for allotment of residential plots. The district Collector of Patan, Shri Anand Patel, is very compassionate human being; he immediately sanctioned plots for these families.

“We have been requesting for years, have rubbed off numerous  soles of our footwear, but the plots remained elusive.” Harjibhai shared.

It took constant follow-ups on the part of VSSM’s Mohanbhai, who would visit the collector’s office regularly. The administration was also sensitive toward these families, and the Sarpanch remained proactive. However, it took all these collective efforts for the Raval families to receive plots and aid to build houses over the plots.

As we always convey, the Rs. 1.20 lacs the government sanctions for the construction of a house is insufficient to support the construction cost of a decent home.

“Building a house happens once in a lifetime; hence we want to build a good one!” Harjibhai and others from the settlement opined. So the families began building their homes by drawing money from their savings or borrowing when they did not have enough. There would also be a time when the construction would pause because their reserves ran dry. But they managed to finish the construction and build houses big enough to meet the needs of growing families. It felt good to see the constructed, thoughtfully finished homes.

We will continue to persevere to get such homeless families their safe places. A home is a cocoon that one needs to rest a tired soul and rejuvenate to keep going.

We are grateful for our team, which does terrific work in their respective regions. For example, in Patan, Mohanbhai works hard to find needy families and link them with government welfare schemes.

I am grateful to Shri Pratulbhai Shroff for his generous support in keeping our team running; it wouldn’t have been possible any other way.

'અમારા છોકરાંઓને છોકરીઓ આપવા કોઈ રાજી નહોતું..'આ વાક્ય સાંભળીને આવું કેમ એ પ્રશ્ન સૌ કોઈને થાય.. મનેય થયો.. જેની ચોખવટ કરતા હરજીભાઈએ કહ્યું;  'રહેવા પાક્કુ ઘર નહીં, છાપરાંમાં કે માટીના કાચા બનાવેલા ઘરમાં રહીએ એમાં છોકરી દેવાનું કોણ કરે?'

વાત છે પાટણના મીઠા ધરવા ગામની. વર્ષોથી રાવળ પરિવારોગામની સરકારી જમીન પર રહે. પોતાની માલીકીની જમીન ખરીદવા તેમની પાસે પૈસા નહીં. 

અમારા કાર્યકર મોહનભાઈ આ પરિવારોના સંપર્કમાં. એમણે આ પરિવારોની ઘર નહોવાની દુવિધા સમજી અને રહેણાંક અર્થે પ્લોટ ફળવાય તે માટે કલેક્ટર શ્રી આનંદ પટેલને અરજી કરી.

આનંદભાઈ એકદમ સંવેદનશીલ એમણે તુરત ..... પરિવારોને પ્લોટ ફળવાયા. 

હરજીભાઈ કહે, 'આ ઈતિહાસ હતો બેન. અમે વર્ષોથી પ્લોટ મળે તે માટે રજૂઆત કરતા પણ અમારા ચંપલ ઘસાઈ ગયા.'

VSSMના કાર્યકર મોહનભાઈનુ કલેક્ટર કચેરીમાં સતત ફોલોઅપ ને અધિકારીઓની પણ લાગણી, માટે આ પ્લોટ મંજૂર થયા. ને મકાન બાંધવા સહાય પણ મળી. ગામના સરપંચે પણ આમાં ઘણી મદદ કરી. 

મકાન સહાય તો 1.20 લાખ મળે આમાં સરખુ ઘર કેવી રીતે બંધા?. હરજીભાઈ ને વસાહતના અન્ય કહે, ઘર એક વખત જ બાંધવાનું. આમ પોતાની બચત ક્યાંક ઉછીના પાછીના ક્યાંક થોડા પૈસા ભેગા થાય ને થોડુ ઘર બાંધે પૈસા ખુટે એટલે વિરામ લે અને વળી પાછા પૈસા ભેગા થાય એટલે પાછુ શરૃ કરે. આમ ધીમે ધીમે આ પરિવારોએ ઘર બાંધવાના શરૃ કર્યા. 

પણ એમણે બાંધેલા ઘર જોઈને રાજી થવાય. લાંબુ વિચારીને એમણે ભવિષ્યમાં દિકરા વહુ આવે તો એમના માટે અલગ આયોજન થઈ શકે એ રીતે બાંધ્યા. હમણાં મીઠા ધરવા જવાનું થયું. બંધાઈ રહેલા અને ક્યાંક બંધાતા ઘરો જોઈને રાજી થવાયું. ઘર એ પગને વિશ્રામ આપે. આગળ વધવાની ધગશ પણ એનાથી થાય. બસ આવા ઘરવિહોણા મહત્તમ લોકોને ઘર મળે તે માટે આગળ પણ મથ્યા કરીશું. અમારા કાર્યકર મોહનભાઈનો આભાર. આવા જરૃરિયાતવાળા માણસોને શોધી તેમને સરકારીની યોજનાઓ સુધી પહોંચાડવાનું કરવું પણ બહુ અગત્યનું.આવા કાર્યો કરી શકીએ તે માટે મદદ કરનાર આદરણીય પ્રતુલભાઈ શ્રોફની આભારી છું. તેઓ અમારી ટીમની દોડતી રાખવામાં મદદ કરે..

“Many thanks, Saheb, we have been struggling for many years to obtain ration cards and residential plots. At last, a District Collector has paid attention to our needs, and our work is accomplished.” The madari families of Kheda’s  Taiyabpur village were a happy bunch. While most Madari families living in Taiyabpur had received residential plots, a few had been left out. VSSM’s Rajnibbhai had helped them file applications. After Collector Shri Bachani Saheb and DDO Shir Mehul Dave took charge of the Kheda district, they began working on the pending applications.

Thirteen families received plots, while 34 remain due to a lack of support documents. The families do not have ration cards. VSSM has filed applications for these 34 families and other families who did not have ration cards. Consequently, 60 families received ration cards. We are hoping they will soon begin to receive grains too.

Once the elections are over, we will also follow up on the allotment of residential plots.

We are grateful to the Kheda administration for their sensitive approach towards these families; it has helped us accomplish many long pending tasks. Hopefully, with the continued pace, we will achieve the remaining tasks.

તૈયબપુરામાં રહેતા ઘણા મદારી પરિવારોને રહેવા પ્લોટ મળી ગયેલા પણ કેટલાક પરિવારો બાકી. બાકી રહેલા પરિવારોને પ્લોટ મળે તે માટે અમારા કાર્યકર રજનીભાઈએ અરજી કરેલી. 

કલેક્ટર શ્રી બાચાણી સાહેબે  અને જિલ્લા વિકાસ અધિકારી શ્રી મેહુલ દવે સાહેબે ખેડાનો કાર્યભાર સંભાળ્યો ને અમારી કરેલી અરજીઓ પર કાર્યવાહી શરૃ થઈ. 

13 પરિવારોને પ્લોટ ફળવાયા. 34 જેટલા પરિવારો હજુ બાકી પણ એમના પુરાવામાં તકલીફો. મૂળ રેશનકાર્ડ એમની પાસે નહીં. અમે આ 34 ને એ સિવાયના કે જેમની પાસે કાર્ડ નહોતા તે પરિવારોની અરજી કરી અને 60થી વધુ પરિવારોને કાર્ડ મળ્યા. હા અનાજ મળવાનું હજુ શરૃ નથી થયું. પણ એ પણ ઝડપથી થશે.  

સાથે બાકી રહેલા પરિવારોને પણ ચૂંટણી પતે પછી પ્લોટ ફળવાય તે માટે અમે પાછી રજૂઆત કરીશું.

પણ ખેડા વહીવટીતંત્રનો ખાસ આભાર એમની લાગણીના લીધે આ બધા કાર્યો સરસ થાય છે.. હજુ કેટલુંક બાકી છે એ બધુ પણ પતે એવી આશા...

In my second book, “Ahiya Sukh Nathi Aavtu” I have written at length about the issues of ration cards and the importance of this document in the lives of the marginalized.

There was a time, not long ago, when obtaining a ration card took months. I remember in 2007, even after a recommendation letter from Shri Narendrabhai, Additional Director _____  it took more than a year to obtain ration cards for 35 nomadic families living in Narol. Later, we got a special resolution issued to ease the process of obtaining a ration card for the nomadic and de-notified families we worked with. More than anything else, it has facilitated access to food for the poorest of the poor families.

Recently,  we launched the process for obtaining ration cards for some families living in Ahmedabad who still did not have any ration cards.

Shri Jaswant Jegoda and the entire District Civil Supplies Department team have always been very supportive and sensitive towards our cause, and as a result, the families received cards within no time. For the families who lacked supporting documents, the officials visited their residences to gather the proofs and expedite the process.

Shri Mohammad Shahid, Secretary for Food and Civil Supplies Department, taking cue from our suggestions has always made special orders to ease the issuance of ration cards whenever we bring such families to his notice. 

We have always been vocal and lobbied for some relaxation in rules when the applicant family is living in poverty and finds it difficult to earn even a single meal but does not have supporting documents to get a ration card. Also, we have never seen such flexibility being a threat to an official’s job.

The families who received the cards are happy; at least the PDS ration will ease their daily quest for food.

A ration card is just a document for most of us, but the authority to issue it as _______ lies in the hands of the issuing officer. I hope the nitty-gritty of obtaining one of the most essential documents is eased, and no one finds a reason to write an entire chapter on the complexities of it.

રેશનકાર્ડ...

મારુ બીજુ પુસ્તક ... 'પણ અહીંયા સુખ નથી આવતું' એમાં આ કાર્ડની રામાયણની વાત મે પ-રેશાનકાર્ડના નામે લખી છે. તકવંચિત જેના ઘરમાં સતત અભાવ છે તેમના માટે આ કાર્ડ ખુબ અગત્યનું. 

એક વખત હતો જ્યારે આ કાર્ડ કઢાવવા દિવસો, મહિનાઓ વીતી જતા. 2007માં તો નારોલમા રહેતા કેટલાક પરિવારોના કાર્ડ કઢાવવા માટે નાયબ નિયામક વિ.જા. શ્રી નરેન્દ્રભાઈ જાતિનો ભલામણ પત્ર મારે લાવવો પડેલો અને ત્યારે જતા એક વરસે 35 પરિવારોના કાર્ડ નીકળેલા. ખેર એ પછી તો વિચરતી વિમુક્ત જાતિઓને સરળતાથી કાર્ડ મળે તે માટે અલાયદો ઠરાવ થયો અને એના લીધે રેશનકાર્ડ એ પણ અનાજ મળે તેવા મળવાનું સહેલુ થયું. 

હમણાં અમદાવાદમાં રહેતા કેટલાક રેશનકાર્ડ વિહોણા પરિવારો અમારા ધ્યાને આવ્યા. અમે એમને કાર્ડ મળે તે માટે પ્રક્રિયા હાથ ધરી. 

જિલ્લા પૂરવઠા અધિકારી શ્રી જસવંત જેગોડા અને તેમની આખી ટીમ બહુ મજાની અને એકદમ લાગણીશીલ એટલે તુરત બધાના કાર્ડ બન્યા. અધિકારીની ટીમે જેમની પાસે પૂરતા પુરાવા નહોતા તેમની પાસે જઈને જાત તપાસ કરીને કાર્ડની પ્રક્રિયા હાથ ધરી.

મારા ખ્યાલથી આ સાચ્ચો રસ્તો. અન્ન નાગરિક પૂરવઠા અને ગ્રાહકોની બાબતના વિભાગના સચિવ શ્રી મોહમ્મદ શાહિદ પણ ખુબ જ સંવેદનશીલ જ્યાં પણ રેશનકાર્ડને લગતા મુદ્દા આવ્યા અને એમના ધ્યાને મુક્યા ત્યાં એમણે સૂચના આપી ને લોકોને અનાજ મળે તેવા કાર્ડ મળવા માંડ્યા.

અમે હંમેશાં કહીએ સાચા અને જરૃરિયાતવાળા માણસોને થોડી બાંંધછોડ કરીને પણ રેશનકાર્ડ આપવું જોઈએ. એમા કોઈ દિવસ કોઈ અધિકારી સસપેન્ડ થયાનું જોયું નથી. 

ખેર અમદાવાદના જે પરિવારોને આ રેશનકાર્ડ મળ્યું તે બધા ખુબ રાજી. કેટલાય એવા છે જેમને આ અનાજથી ટેકો મળી ગયો એવું લાગ્યું. 

હવે  બધા પરિવારો માટે રેશનકાર્ડ ફક્ત રેશનકાર્ડ છે. પણ એને પ-રેશાનકાર્ડ બનાવવું એ અધિકારીના હાથમાં છે. બસ ઈચ્છીએ મારા જેવા કોઈએ ફરી પ-રેશનકાર્ડના ચેપ્ટર ન લખવા પડે...

અમદાવાદ પૂરવઠા વિભાગની સમગ્ર ટીમને પ્રણામ.. તેમની લાગણીથી અમે ઘણા પરિવારોના કાર્ડ એ પણ અનાજ મળે એવા કઢાવી શક્યા. અમારા માનવ અધિકારના કાર્યોમાં અમને આદરણીય શ્રી પ્રતુલભાઈ શ્રોફ ઘણી મદદ કરે છે તેમની લાગણી માટે આભારી છીએ..

“We have been wandering across Banaskantha but have found no place to settle down. Our work also keeps us on the move. What would we eat if we were to lead a settled life? No one likes to watch snake shows now; enforcing the Wildlife Protection Act means we had to give up our traditional occupation of snake charming and look for other works. All these downs have made us understand the importance of a house. As a community, we decided to stay close to Banaskantha’s Diyodar. We may go anywhere but always come back to Diyodar to celebrate or mourn important events! We live on a government wasteland;  they can ask us to move out of it anytime they wish. Please help us find a place we can call our own.”

Many years ago, Hamirbha Nathvadi shared this with us. Consequently, we began working towards getting plots allotted for 110 homeless Nathvadi families of Diyodar. When we started working with them, the families had no identity proof. So, VSSM initiated the process of getting all the required documents like Ration Card, Caste Certificate etc., in place. There was a time our team member Naranbhai would lug a massive pile of papers whenever he was called at the government offices. The efforts of Naranbhai and Ishwarbhai resulted in the accomplishment of these tasks.

VSSM tried to ensure these families got plots allotted at any of the wastelands in Diyodar, but because there is no wasteland in Diyodar, it seemed like an uphill task. As a result, we had to make repeated requests and get a resolution for wasteland issued for the allotment of wasteland to nomadic families. Finally, the families were given plots in Lavana and Ludra. However, they were unwilling to move to any of these places mainly because it was hard to find work in the region. The issue reached district Collector Shri Anand Patel and DDO Shri Swanil Khare’s office. Both these officers are empathetic and compassionate towards the problems of the marginalised population. They represented this unique issue of Nathvadi families to the policymakers and got a new resolution issued primarily for Diyodar. As a result, the families were allotted plots in Diyodar itself.

However, 15 Meer families still await the allotment of plots. Hopefully, they too will soon receive the plots to build their homes.

It has taken 13 years for these families to receive plots. Many times they have lost patience and hope. Many families living on the banks of the Diyodar lake have had to lose their homes, but we had asked them to remain hopeful. And after more than a decade, their patience has paid off. The families will now begin the construction of houses on the allotted plots. They will be receiving government aid, and VSSM too shall be supplementing the required amount to build long-lasting pucca homes for these families.

Our respected Prime Minister has pledged to provide a house to homeless families by 2022, and these pathbreaking decisions result from this pledge. We are grateful to the Chief Minister, District Collector, District Development Officer, Additional Collector, Sarpanch and all the officials who have helped us turn this dream into a reality.

VSSM’s Naranbhai and Ishwarbhai are reeling under immense joy, and their efforts have finally paid off.

“આખુ બનોસકોઠા રખડ્યા. પણ કાયમ રેવાનો ચોય આશરો ના જડ્યો. પાસા અમારા કોમય એવા ન એટલ રખડવું જ પડ. તમારા ઘોળે ઘર પકડીન બેહી જઈએ તો ખઈએ હુ? પણ આ હરપ(સાપ)ના ખેલ જોવા કોઈન ગમતા નહીં. પાસુ જંગલખાતાવાળાએ પ્રતિબંધ કીધો. તે હવે બીજા ધંધા હોધ્યા. પણ આ બધામો અમન ઘરનું માતમ(મહત્વ) હમજઈ જ્યું. બસ એટલે બનાસકોઠાનું આ દિયોદર પકડીન બેહવાનું નક્કી કીધુ. ભલે ધંધાપોણી હાતર આખુ મલક ભમીએ પણ હારા ખોટા પરસંગ ઓય દિયોદરમોં જ કાઢવાના.

પણ બુન જે જગ્યાએ અમે બેઠા એ સરકારી. ગમે ત્યાર ખાલી કરાવ. માથુ ઘાલવા અમારી પોતાની જગ્યા મલ એવું કોક કરો...”

ગામે ગામ ફરી પોતાના પરંપરાગત વ્યવસાયના આધારે પેટિયું રળનાર હમીરભા નાથવાદીએ વર્ષો પહેલાં આ કહેલું. એ પછી અમે દિયોદરમાં રહેતા આવા ઘરવિહોણા 110 પરિવારોને પોતાની જગ્યા – પ્લોટ મળે તે માટે મહેનત હાથ ધરી. એ વખતે તો આ પરિવારો પાસે પોતાની ઓળખના આધારો પણ નહીં જે બધા એક પછી એક અમે કઢાવ્યા. રાશનકાર્ડ, જાતિ પ્રમાણપત્ર વગેરે કાંઈ કેટલાય લટકણિયા. અમારા કાર્યકર નારણભાઈ તો કાગળિયાના થેલા લઈને જે કચેરીએ બોલાવે ત્યાં હાજર થાય. એમની ને કાર્યકર ઈશ્વરભાઈ આ બેઉની મહેનતથી આ બધુ થયું.

સ્થાયી સરનામુ મળે તે માટે દિયોદરમાં પ્લોટ મળે તે માટે તજવીજ હાથ ધરી પણ દિયોદરમાં ગામતળ કે સરકારી ખરાબો નહીં. જ્યારે વિચરતી જાતિઓને સરકારી ખરાબામાં જગ્યા ફાળવવાની જોગવાઈ અમે સરકારમાં ખાસ કરાવડાવેલી. પણ જમીન નહોવાના લીધે ઠેકાણું ન થાય. આખરે લવાણા અને પછી લુદ્રામાં આ પરિવારોને પ્લોટ ફળવાયા. પણ ત્યાં આ પરિવારોને જવાનું મન નહીં મૂળ ત્યાં કામના પ્રશ્નો.

આખરે વાત આવી કલેક્ટર શ્રી આનંદ પટેલ અને જિલ્લા વિકાસ અધિકારી શ્રી સ્વનીલ ખરે પાસે..બેઉ ખુબ ભલા અધિકારી. એમણે સરકારમાં આ પરિવારોના પ્રશ્નની વાત કરી અને દિયોદરમાં નવું ગામતળ નીમ કરાવ્યું. જેના લીધે આ પરિવારોને રહેણાંક અર્થે પ્લોટ ફળવાયા. 

જો કે 15 મીર પરિવારો હજુ બાકી રહ્યા અમને શ્રદ્ધા છે એમને પણ ઝડપથી પ્લોટ ફળવાશે.

13 વર્ષની મહેનત પછી આ પરિવારોને પ્લોટ મળ્યા. આવામાં વચમાં આ પરિવારોની ધીરજ પણ ખુટી જાય. દિયોદરના તળાવની પાળ પર રહેતા પ્રકાશભાઈ અને અન્ય પરિવારોના તો છાપરાં પણ તૂટ્યા. એ વખતે આ બધા ખુબ નાસીપાસ થયેલા. પણ અમે હિંમત આપી. સારુ થશે એવો વિશ્વાસ આપ્યો ને આખરે એ દિવસ આવ્યો. 

હવે આ પરિવારોના ઘર બંધાશે. સરકાર પૈસા આપશે ઉપરાંત અમે પણ મદદ કરીશું ને આ પરિવારો પણ પોતાની રીતે થોડા કાઢશે. આમ સહિયારા પ્રયાસથી સરસ ઘર થશે. 

વડાપ્રધાન શ્રી તમે સ્વપ્ન જોયું ઘરવિહોણાને ઘર આપવાનું એટલે આ સાકાર થયું. મુખ્યમંત્રી શ્રી, કલેક્ટર શ્રી, જિલ્લા વિકાસ અધિકારી, પ્રાંતકલેક્ટર શ્રી, સરપંચ શ્રી વગેરે પદાધિકારીઓનો ઘણો આભાર. આપ સૌની લાગણીથી આ બધુ સંપન્ન થયું.

અમારા કાર્યકર નારણભાઈ અને ઈશ્વરભાઈ બેઉ રાજી થયા. વર્ષોની એમની મહેનત રંગ લાવી.

Recently at a public event hosted by VSSM, 970 families received residential plots, while more than 9000 individuals were linked to various government schemes under the government's Sewa-Setu program. Ten thousand families from one district received various government benefits on a single day. Surprising, right?

This happened in Banaskatha, thanks to its compassionate administrative team led by District Collector Shri Anandbhai Patel and DDO Shri Swapnil Khare. VSSM's hard-working team joined hands with the district administration officials to make these aspirations a reality. 

"We will not rest with these numbers; we will soon host another  Sewa-Setu program and break this record," Anandbhai tells me when I express joy and gratitude at this massive accomplishment. 

For the first time in the history of nomadic and de-notified communities, such a vast number of people received help on a single day.

 And we are grateful to the administration of Banaskantha for making that happen.

VSSM also thanks to Chief Minister Shri Bhupendrabhai Patel for providing the necessary support and strength to the local administration and VSSM team to continue persevering for the rights of these communities. 

I have always mentioned that if the political and administrative machinery shows their resolve, the condition poor can rapidly improve. And it was this resolve that resulted in such massive numbers. The administration was gearing up for the upcoming event where the Chief Minister Shri Bhupendrabhai Patel, Shri Pradipbhai Parmar, Minister for Social Justice and Empowerment, Shri Kirtisinh Vaghela, State Education Minister and other ministers and office bearers were to grace the occasion of house warming ceremony for 90 nomadic families and inaugurate the newly constructed Smt Virabahen Meghjibhai Shah (Chandariya) hostel for the children of nomadic and marginalised communities. The official machinery was gearing up to finish specific tasks before the event, and they could accomplish such huge numbers.

Suppose the district administration of every district resolves. In that case, we will not have a single deserving family living without a caste certificate, income certificate, health cards, E-Shram Card, voters ID card, ration card, widow or elderly pensions, handicap pensions, a bank account and many more government schemes designed and launched for the benefit of the poor. The primary objective of the Sewa-Setu initiative is to iron off the administrative requirements. That is possible only when the accountable official is present at the program and clears the required documents on the same day. How amazing would that be

The issuance of required documents and authorisation for accessing the benefits of schemes should happen from the panchayat level. There should be necessary checks if the authorities fear discrepancies. Only then would the pressure on block and district level government offices decrease, and the people in need would be able to access the benefits with ease.

When the Banaskantha administration announced the Sewa-Setu program, the VSSM team members reached the settlements and brought the individuals who did not have the required documents to the office. The partnership between the government and VSSM resulted in such a massive accomplishment.

Many still await the documents, and VSSM will continue to work with the administration to ensure they are issued.

970 ઉપરાંત પરિવારોને પ્લોટ અને સેવાસેતુ કાર્યક્રમ થકી એક જ દિવસમાં 9000 થી વધુ લોકોને વિવિધ સરકારી યોજનાઓની મદદ આમ 10,000 લોકોને મદદ એ પણ એક જ જિલ્લામાં. સાંભળીને નવાઈ લાગે ને? પણ આ કાર્ય થયું છે.. 

વાત છે બનાસકાંઠાની અને બનાસકાંઠાના સંવદેનશીલ વહીવટીતંત્રની.. કલેક્ટર શ્રી આનંદભાઈ પટેલ અને જિલ્લા વિકાસ અધિકારી શ્રી સ્વપ્નીલ ખરેના માર્ગદર્શન નીચે કાર્ય કરી રહેલી ટીમની...વહીવટીતંત્રની લાગણી સાથે VSSM ટીમ જોડાઈ.. ને આ કાર્ય થયું.

જ્યારે કલેક્ટર શ્રીએ આ આંકડો કહ્યો ત્યારે મે આભાર સાથે હરખ વ્યક્ત કર્યો. સાંભળીને એમણે કહ્યું, "આટલાથી સંતોષ નહીં માનીએ.. હજુ મોટો સેવાસેતુ કાર્યક્રમ કરવો છે અને આ રેકોર્ડ પણ બ્રેક કરવો છે"

વિચરતી વિમુક્ત જાતિઓના કિસ્સામાં એક સાથે આટલી મોટી સંખ્યામાં લોકોને મદદ મળી હોય તેવું મે પહેલીવાર જોયું.

અને આ  કાર્ય કરવાનું બળ તંત્ર અને VSSM ની ટીમને જેમના થકી મળ્યું તેવા રાજ્યના મુખ્યમંત્રી શ્રી ભુપેન્દ્રભાઈ પટેલનો  આભાર.. 

વાત જાણે એમ બની, બનાસકાંઠાનું નાનકડુ ગામ કાકર..  ત્યાં 90 પરિવારોના ગૃહ પ્રવેશ માટે તેમજ VSSM દ્વારા વિચરતા અને વંચિત પરિવારોના બાળકો માટે બનાવેલા  શ્રીમતી વીરાબહેન મેઘજીભાઈ શાહ(ચંદરિયા) છાત્રાલયના ઉદ્ધાટન માટે મુખ્યમંત્રી શ્રી સાથે સામાજિક ન્યાય અને અધિકારીતા મંત્રી શ્રી પ્રદિપભાઈ પરમાર, શિક્ષણ મંત્રી (રાજ્યકક્ષાના) શ્રી કિર્તીસીંહજી વાઘેલા અને અન્ય મંત્રી શ્રીઓ, પદાધીકારીઓ તા.20 મેના પધારવાના હતા. બસ એ પધારે તે પહેલાં કેટલુંક કાર્ય પૂર્ણ કરવાનો તંત્રએ નિર્ધાર કર્યો ને એમાં આ કાર્યો થયા. 

દરેક જિલ્લા વહીવટી તંત્ર નિર્ધાર કરે તો જે તે જિલ્લામાં વસતા એક પણ વંચિત પરિવારો આવક - જાતિના દાખલા, આધારકાર્ડ, પ્રધાનમંત્રી આરોગ્ય કાર્ડ, ઈ શ્રમયોગી કાર્ડ, રેશનકાર્ડ, મતદારકાર્ડ, બેંકમાં ખાતુ, વિધવા બહેનો કે જેમને પેન્શન નથી મળતું તે, વૃદ્ધ પેન્શન, વિકલાંગ પેન્શન વગેરે જેવી પ્રાથમિક સુવિધાઓથી વંચિત ન રહે. આમ તો સેવાસેતુ કાર્યક્રમનો ઉદેશ્ય પણ આજ.. પણ એ માટે  જવાબદાર અધિકારીઓ કાર્યક્રમના સ્થળે હાજર રહે અને ખૂટતા દસ્તાવજો કેવી રીતે એક જ દિવસમાં બને તે કરી આપવામાં મદદ કરે તો ખરેખર અદભૂત કાર્ય થઈ જાય... 

આમ તો આ વ્યવસ્થાઓ પંચાયત સ્તરે કરવાની જરૃર... હા ડર કયાંક ખોટુ થશે નો લાગે પણ એ માટેની વ્યવસ્થાઓ ગોઠવવી જોઈએ.. આ થાય તો માણસોને તાલુકા અને જિલ્લા સ્તરે ધક્કા ખાવા ન પડે...

બનાસકાંઠા વહીવટીતંત્રએ સેવાસેતુની જાહેરાત કરી અને  અમારા કાર્યકરો જે તે તાલુકાની શક્ય વસાહતોના લોકો સુધી પહોંચ્યા ને ઉપરોક્ત વિગતો જેમની પાસે નહોતી તેમાંના  શક્યને કચેરી સુધી લઈ આવ્યા.. આમ સરકાર અને VSSM ટીમના પ્રયત્નથી આવડા મોટા આંકડા સુધી પહોંચી શક્યા...

જો કે હજુ ઘણા રહી પણ ગયા.. એ બધાને પણ આગામી સમયમાં ડોક્યુમેન્ટ મળે તે માટે અમે તંત્ર સાથે રહી પ્રયત્ન કરીશું. 

ફરી ખુબ હરખ સાથે આ કાર્યમાં મદદ કરનાર અને નિમિત્ત બનનાર ઉપરોક્ત જણાવેલા સૌનો આભાર...
