Kudos to commendable entrepreneurial skill of Fulabhai Vansfoda

“I may be living in a shanty but my dreams are sky-high. We work with bamboo, but bamboos are becoming expensive with each day. People ask the price before deciding to buy the bamboo baskets we make. They are not prepared to pay higher prices for these simple-looking baskets. During the potato season in Deesa the demand for these baskets shoots up as farmers and personnel owning cold-storage need these baskets. Vansfoda like us bring bamboo according to their buying capacity bring the raw material to make the baskets and sell in Deesa. “How far do you wish to continue making baskets, instead start a wholesale business of these baskets,” suggested a fellow Vansfoda who worked at one such place. The idea was wonderful but how to start without the initial capital?”

“VSSM’s Mahesbhai had helped us obtain our citizenry documents. I was aware that the organization gave interest-free loans. I requested Maheshbhai for the same and I was given Rs. 25,000 initially and Rs. 40,000 after I finished my first loan. The loan helped me procure material and I purchased baskets from all my relatives. They also found a ready market at their doorstep and I benefited from the bulk purchase. I also make baskets hence the benefit was much fold.”

Deesa’s Kulabhai approached and shared with me his success story while I was at the community meeting in the town. “I need more loan. I now want to buy bamboo directly from Assam!!” Fulabhai requested.

“According to him, they pay a very high price for the bamboo they buy from the local market. Same quantity if procured from Assam comes out to be very cheap. The Vansfoda families buy bamboo when they have money on hand. Eventually, when I am going to buy from them it is wise if I only provide them the bamboo as well.” Fulabhai shared.

It was a very enterprising thought. Thought of creating their cooperative has also crossed our minds. The loans have helped him immensely. However, to be able to move to a decent house from a shanty the family stays in he will have to work hard. Economic stability has helped him obtain solar-powered lights and sending kids to school.

We pray that Fulabhai is blessed with a beautiful future.

‘મુ સાંપરાંમોં જ રઉ સુ પણ મારા સપનાં બહુ ઊંચા સે. અમારો ધંધો વોંસનો પણ વોંસ દાડે દાડે મુઘો થઈ રયો સ. લોકોન વોસની ટોપલી પેલા લેતા એજ ભાવે જોવ, પૈસા વધુ આલવા ગમતા નહી. એટલ અમે ટોપલીઓ ગોમમો જઈન વેચવાનું બંધ કીધી. ડીસામોં બટાકા બહુ થાય. બટાકાની સીઝન આવ એટલ કોલ્ડ સ્ટોરેજ વાળા અને ખેડૂતોન વોંસની ટોપલીઓ જોવ. અમારા વોંસફોડો બધા જીમ સગવડ થાય ઈમ વોંસ લાવ અને ટોપલીઓ બનાઈન ડીસા બજારમોં જઈન વેપારીઓન વેચ.

અમારા નાતનો એક સોકરો આવી દુકોનમોં નોકરી કર એક દાડો ઈને કીધુ ક. ‘તુ ઓમ ટોપલીઓ ચો હુદી બનાયા કરે? ઈના કરતા ટોપલીઓ હોલસેલમાં વેચવાનો ધંધો કર’

વિચાર હારો હતો પણ પાહેણ પૈસા ચો હતા?

મહેશભાઈએ (VSSMના કાર્યકર) અમન અમારા ઓળખના આધારો બાધારો કાઢી આલવામાં ઘણી મદદ કરેલી. પાસુ સંસ્થા લોન આલ એવી મન ખબરેય. મે ઈનમ કીધુ અન ઈમને પહેલીવારની વીસ અન પસી ચાલીની લોન આલી.

મે મારા હગાવાલાએ બનાયેલી ટોપલીઓ લોનની રકમમોથી ખરીદી. એ લોકોન બજાર વેચવા જવાનુ મટ્યું અને મુ હોલસેલમાં એક હારે હો બસો નંગ વેચું એટલ મનય વકરો હારો થવા માંડ્યો એક ટોપલીએ મન દસ થી વીહ રૃપિયાનો ફાયદો થાય.

પાસુ મુયે ટોપલીઓ તો બનાવું જ. ઓંમ હારમ હારો ફાયદો થ્યો’

ડીસામાં રહેતા ફુલાભાઈ ડીસામાં આયોજીત અમારી લોકસંગઠનની બેઠકમાં અચાનક મારી સામે આવ્યા અને પોતાની સાફલ્યગાથા વર્ણવી અને કહ્યું, મારે હજુ લોન જોઈએ છે. અત્યાર સુધી પોતાના સગાવહાલા પાસેથી ટોપલીઓ ખરીદતા ફુલાભાઈને એક વિચાર આવ્યો છે વાંસ ખરીદવાનો અને એ પણ સીધા આસામથી.

તેમના કહેવા પ્રમાણે, વાંસફોડાવાદી સ્થાનીક લાટીમાંથી વાંસ ખરીદે તો મોંધો પડે. પણ આસામથી ગાડી મંગાવે તો સસ્તો પડે. વળી અહીંયા લોકો આર્થિક સગવડ થાય એમ વાંસ લાવે.

તેઓ કહે, ‘મુ ટોપલીઓ એમની પાહેથી લઉ સુ ઈમ વોંસ ઈમન આલુ એ પણ સસ્તા ભાવે તો ઈમન ન મન બેયનો ઘણો ફાયદો થાય’

વિચાર ઉત્તમ છે. આ લોકોની નાનકડી મંડળી બનાવવાનો પણ વિચાર આવ્યો છે. ફુલાભાઈની લોનથી તરક્કી ઘણી થઈ છે. હા છાપરામાંથી પાક્કા ઘરમાં જવા માટે મોટો ધંધો કરવો પડશે એવું એ કહે છે.

આર્થિક સદ્ધરતા આવી તો ઘરમાં સોલાર લાઈટ આવી અને બાળકો નિશાળ જતા પણ થયા.

ફુલાભાઈને ભવિષ્ય સુંદર બને તેની શુભેચ્છા..

Boratwada village decides to shell-out land for 6 Vansfoda families…..

The tragic conditions in which vansfoda families stay along

Some 6 Vansfoda families have been staying on the outskirts (1 km away on government wasteland)  VSSM has been trying to rehabilitate their livelihood and provide them dignified living.  The families now sell plastic home ware in the villages around Boratwada.  The outskirts of this village has been their home for years and yet the villagers have been refusing to allow them piece of land where they can build a one -room house.
of Boratwada village for many years now, last year when the families were stationed near the village lake the flash flood of July 2015 swept away their shanties and belongings. These families who barely managed to survive had been clinging to their traditional occupation of bamboo basketry.  Distraught with the massive loss they suffered during this natural calamity,

VSSM’s Mohanbhai had facilitated the process of issuance of Ration Cards and Voter ID cards from Boratwada village. Subsequently the families were to apply for allotment of residential plots as well and had been in process of accumulating the required documents. The need for income certificates brought them and Mohanbhai to the Mamlatdar’s office where they were shown a letter signed by 200 villagers opposing allotment of land to these 6 families!!!!

“My heart skipped a beat on hearing what the Mamlatdar had to show whereas the families’ faces turned pale with the looming uncertainties…” narrated a rather distraught Mohanbhai. 

Hard-working and persistent that he is, Mohanbhai decided to meet the Boratwada Panchyat members and try convincing them.

“ You are unnecessarily dragging the matter, we have decided we do not want to give any land to these Vansfoda!!” said a member. 

“Sir, they are just 6 families and they have been here for years. You all have helped them get ration cards, now if you could just support an bit more they would atleast have a decent roof on their head and protection from such natural calamities!!” explained Mohanbhai. 

“Don’t you get it, we said no and no means no!!  SO what if we supported with the ration cards, that doesn’t mean we will give away land to them. You shouldn’t be taking advantage of our goodwill,” was a harsh reply from another member. 

“Where will they go from here, they are so poor and this is the place they call home!”  tried Mohanbhai. 

“That is not our lookout. We allow them in our village and what if they become our  ‘Saheb’ tomorrow?”  argued one of the members. 

“Saheb!!” said Mohanbhai 

“Ofcourse. What if the government declares a reserved seat for this village during the panchayat polls. We will have to vote for them and call them Saheb!!”

“Sir, no such norms apply for these communities and they are just 6 families having 12 voters. Nothing like that can ever happen,” explained Mohanbhai.

“These communities have been pampered a lot by the government. Now if you can stop arguing and leave the office!!”  they said asking Mohanbhai to leave. 

Mohanbhai had no choice but to leave the office. It is heart breaking to experience such baseless and absurd reasoning from village elders who we expect to be wise and compassionate.  As for now, the struggle continues. 

“We stay in a corner of a village so that we do not become hindrance to anyone, we have never interfered in the matters concerning the village and yet the villagers are refusing our permanent settlement  in the village. Where will we go if all of them keep refusing our settling down??” lamented these families

“I was small when my parents brought me here, I have grown up here. The letter the Mamlatdar gave saying 200 people refusing to allow us to settle here! On listening to Mamlatdar I went and met the leaders, told them we aren’t asking land for farming, we just want small piece of it to build 6 houses.  I feel like I have been sacked out of my house.  I just do not want to go anywhere from here, have lived here and will die here!!” is what heartbroken Rameshbhai Vansfoda had to say after experiencing such dejection. 

Its either the rigid mindsets of the society or the utter sluggishness of authorities on acting upon the filed applications there is always some reason that keeps these and thousands of extremely poor nomadic families from raising their fundamental rights to this country…Amongst all such depressing events there is always that hope that keeps us moving and the families hoping for a better tomorrow. 

VSSM initiates application procedures for allotment of residential plots to 21 Vansfoda families of Morbi...

21 Vansfoda families staying on the wasteland of Hadmatiya village of Tankara block in Morbi have been struggling to acquire their identity documents as well as entitlement documents. These families have been staying in makeshift settlement on the outskirts of Hadmatiya village for many years,  as the land they stay on is wasteland they have access to no basic amenities like water and power. They also live under the constant fear of eviction as its government wasteland. Hence permanent homes are something these families have long desired.  As a result they have been struggling to get documents in place to file applications for allotment of residential plots. 

VSSM has been working to make sure these families are allotted plots. Our team member Kanubhai has applied for their income and caste certificates but the administrative lethargy  on such issues is proving to be an exhausting affair for us. The other day when community members along with Kanubhai  arrived at the office of Mamlatdar to file applications for caste certificate they were literally shooed away by the additional Mamalardar Shri. Vacchani stating, “No such work and applications are processed here!!” Later we decided to go and meet up with the Social Welfare Officer Shri. Acharya saheb who directed us to submit the applications to Taluka Development Officer. Left with no choice we did as we were told. But all these consequent rounds could have been avoided had the Mamlatdar accepted the applications. That is how it has to be, it is their duty to accept the application and issue caste certificates. Whereas for now they have chose to step away from their duty. They have chose not to work for the poor!!! Once the applications for allotment of residential plots are filed the Mamlatdar will have no choice but to work on it.  Will he cooperate then!!

Unfortunately all the families we work with are daily wage earners, meaning they do not enjoy the freedom to take a leave and not work for even a single day. The day they do not work means no food  for the family that evening. Hence these families cannot make frequent rounds of government offices to file and follow up on their applications. Under such circumstances such arrogant behaviour by the authorities is extremely repulsive. 

“You are explaining the entire process to us the way our parents would. We have made so many rounds of the offices to collect our identity proofs but just did not succeed. It looks like  the dream of a plot will soon be a reality!” said Nagjibhai Vansfoda one of these 21 family members after VSSM’s Kanubhai guided him with the process. 

I have been repeatedly warning that the authorities are taking too much advantage of the goodness, ignorance and patience of these nomadic communities. The day these families decide its enough it is going to be difficult for the authorities to sit in their offices!!

Until then we shall keep praying that God sows some compassion in the officials like Shri. Vacchani….

‘તમે અમને માવીતરના ઘોડે બધુ હમજાવો સો તે અમને ખુબ હારુ લાગે સે. નકર અમારા હોવાના આધારો ભેગા કરવા તો કાંઈ કેટલાય ધોડા કર્યા પણ કાંઈ મેળ નોતો પડતો પણ હવે પલોટ મળે એવું લાગી રહ્યું સે’

મોરબી જિલ્લાના ટંકારા તાલુકાના હળમતિયાગામમાં રહેતા નાગજીભાઈ વાંસફોડા અને અન્ય 20 એમ કુલ 21 પરિવારો વર્ષોથી ગામમાં અસ્થાયી વસવાટ કરે. સરકારી ખરાબાની જગ્યા પર રહેવાના કારણે તેમને કોઈ પણ પ્રકારની પ્રાથમિક સુવિધા મળતી નથી. વળી કોઈ જગ્યા ખાલી કરવા કહી દો તો કરવી પડે તેવો ભય પણ લાગે એટલે કાયમી વસવાટ માટે પ્લોટ પોતાનો હોવાના આધારો મેળવવા આ પરિવારો મહેનત કરે પણ કશું થતું નહોતું.

vssm આ પરિવારોને પ્લોટ મળે તે માટે પ્રયત્નશીલ છે. vssmના કાર્યકર કનુભાઈએ તેમના આવકના દાખલા, જાતિ પ્રમાણપત્ર કઢાવવા અરજી પણ કરી દીધી છે. પણ વહીવટીતંત્ર એટલું શિથિલ છે કે તેઓ થાકી જાય છે. દા.ત.જાતિ પ્રમાણપત્ર માટેની અરજી આપવા તેઓ મામલતદાર કચેરીમાં ગયા તો નાયબ મામલતદાર વાછાણીએ આ પરિવારો અને કાર્યકર કનુભાઈનું અપમાન કરીને ‘આવા કોઈ કામ અહીંયા અમે કરતા નથી એમ કહીને રીતસર કાઢી મુક્યા.’ સમાજ કલ્યાણ અધિકારી આચાર્ય સાહેબને પ્રમાણપત્ર માટે મળ્યા અને તેમણે તાલુકા વિકાસ અધિકારીને અરજી આપવા કહ્યું. આપણે હાલ પુરતી તેમને અરજી કરી દીધી છે. પણ મામલતદાર તેમની જવાબદારીમાંથી છટકી રહ્યા છે તે સ્પષ્ટ છે. તેમણે અરજી સ્વીકારી પ્રમાણપત્ર કાઢી જ આપવું પડે પણ તેમને ગરીબોના કામોમાં રસ નથી.

પ્લોટની કામગીરી મામલતદાર દ્વારા જ થવાની છે. જોઈએ તે કેવો સહયોગ કરે છે. વાંસફોડા પરિવારો રોજ કમાય અને રોજ ખાય તેવી હાલતમાં જીવે છે આવામાં તેઓ એક દિવસ પાડીને કામ માટે આવતા હોય ત્યાં અધિકારીઓની આવી તુમાખીથી આ પરિવારો અને અમે પણ કંટાળી જઈએ છીએ..

હું વારંવાર કહું છું કોઈની ધીરજની બહુ પરિક્ષાના કરો નહીં તો જે દિવસે તેમની ધીરજ ખુટશેને તે દિવસે આજ અધિકારીઓનું કચેરીમાં બેસવું મુશ્કેલ થઈ જશે..

ખેર ત્યાં સુધી ઈશ્વર વાછાણી જેવા અધિકારીના હૃદયમાં રામ વસાવે તેવી પ્રાર્થના..

Along with the political and bureaucratic will another important will that affects the overall development and welfare of the nomadic communities is the societal will. The willingness of all these groups is crucial if we had to ensure the development of nomadic communities. A recent case we are addressing proves the above statement. 

12 Vanzaa families have made in Rajkot’s  Tramba village ftheir home for many years. Vanzaa is a sub-sect of the Vansfoda community. Their main source of earning is from bamboo basketry. VSSM made efforts to get their names entered in BPL list and get residential plots allotted along with the support under the Indira Awas housing scheme.  The first instalment of Rs. 25,000 has also been received. These families have always faced the under currents of dislike and disgust from the villagers. If a child fell ill in the village the it was because of Vanzaa’s evil eye. If Vanzaa individuals passed by the mothers would hide their children fearing their evil-eye. But since they did not bother anyone their stay in the village was not countered. So when the families received residential plots there was noise and murmurs. The families staying on the land near the plots allotted dislike Vanzaa in their neighbourhood. Unwilling to face objection the Vanzaa families fear staying here. 

They spoke to VSSM’s Kanubhai about the matter  bothering  them and requested him to speak to the District Collector regarding re-allotting the plots to some place away from the village where their presence is not bothering the fellow residents. Kanubhai explained to the consequent outcome to the families asking them to ignore the matter, “once you’ll  start living together things will be ok ..” 

“Peace is hard to come if we begin our journey  over hurt and mistrust..” replied the Vanzaa members. 

There is both apprehension and dilemma we are facing. The allotment of residential plots is hard to come and telling the authorities to change the allotment to some place else will not go well with them. The concern of Vanzaa is also true. How can one stay in vicinity of people who don’t like you and face their negativity all the time…..

So here we are again facing the same issue we have faced hundreds of time - the dislike, disgust, mistrust and all the likes inflicted towards the nomadic communities..so how do these people who have never held something close to them,, who are wanderers, who have gathered wisdom for ages, who best know how to forget, forgive and move ahead - finally get accepted and embraced for we can hardly imagine the plight they face day in -day out….

વિચરતી જાતિના પરિવારો માટે કેટલી જડ માન્યતા..
રાજકોટ જીલ્લાના ત્રાંબા ગામમાં ૧૨ વાંઝા પરિવારો વર્ષોથી રહે. BPL યાદીમાં આ પરિવારોના નામ પણ દાખલ થયા અને એટલે એમને રહેણાંક અર્થે પ્લોટ પણ મળ્યાં અને મકાન બાંધવા માટે ઇન્દિરા આવાસ અંતર્ગત રૂ.૨૫,૦૦૦ નો પ્રથમ હપ્તો પણ મળ્યો. પણ અત્યાર સુધી ગામથી દુર રહેતા વાંઝા પરિવારો આમ કોઈને  ગમતા નહોતા. પણ નડતા પણ નહોતા એટલે કોઈ કશું કહેતું નહિ.. પરંતુ, હા ગામમાંથી વાંઝા પરિવારનું કોઈ પણ પસાર થાય તો સ્ત્રીઓ એમના બાળકોને સાડલાથી ઢાંકી દે. કોઈ બાળક બીમાર પડી જાય તો વાંઝાની જ નજર લાગી હોય એમ માની લે.

આવી પ્રબળ માન્યતા ધરાવતા ગામમાં ગામતળની જમીનમાં ૧૨ વાંઝા પરિવારોને રહેણાંક અર્થે પ્લોટ મળ્યા. આ પરિવારોને મળેલી જગ્યા પર ગામના બીજા લોકો પણ રહે છે જે વાંઝા પરિવારોને ઈચ્છતા નથી અને વાંઝા પરિવારો પણ ગામના લોકોની આ બધી માન્યતાની સાથે એમની વચમાં રહેતાં ડરે છે.
vssm આ પરિવારો સાથે કામ કરે છે.. vssmના કાર્યકર કનુભાઈને બોલાવીને આ પરિવારોએ ગામમાં ફાળવાયેલા રહેણાંક અર્થેના પ્લોટની જગ્યાએ ગામથી દુર જ્યાં ગામના લોકોને નડીએ નહિ ત્યાં પ્લોટ આપવા કલેકટર શ્રીને રજૂઆત કરવા માટે  જણાવ્યું છે. કનુભાઈએ આ પરિવારોને સમજાવ્યા પણ ખરા કે, એક વખત રહેવાનું શરુ થઇ જશે પછી કદાચ આ ગજગ્રાહ – માન્યતા નહિ રહે. પણ આ પરિવારો કહે છે એમ, ‘લડીને લઈએ કે કોઈને દુખી કરીને લઇએ તો પછી ત્યાં શાંતિ ના આવે.. ’

શું કરવું એ દુવિધા અમને પણ છે. માંડ માંડ મળેલાં પ્લોટમાં પાછા આ જગ્યાએ નથી જોઈતા એમ કહીશું તો બીજે મળશે કે કેમ એ પણ શંકા છે. તો વાંઝા પરિવારોની શંકા પણ સાચી છે.. જે વસાહત જ્યાં બીજી જાતિના લોકો રહે છે જે વાંઝા પરિવારોને પોતાની સાથે ઈચ્છતા નથી ત્યાં પરાણે આ પરિવારોની સાથે વસવું કેટલું યોગ્ય છે? એ પણ પ્રશ્ન છે..

આ બધામાં સમરસતાથી આપણે સૌ સાથે કેમ રહી રહી શકતા નથી એ પ્રશ્ન સૌથી મોટો છે. વિચરતી જાતિના લોકોના વસવાટની વાત આવે કે ગામનો વિરોધ શરુ થઇ જાય.. આ પરિવારોના મનમાં આ વાતથી કેવું દુ:ખ થતું હશે..સદીઓથી વાંસમાંથી સુડલા અને ટોપલા બનાવી, વેચી પોતાનો ગુજારો કરતા આ પરિવારોની તકલીફોની તો  આપણે કલ્પના પણ કરી શકતા નથી.. ખેર આ બધી મુંઝવણનો કોઈ સરસ  રસ્તો ઝડપથી સુઝાડે એ માટેની પ્રાર્થના..

Voter ID cards issued as a result of VSSM’s interventions

Almost a year back VSSM came into contact with 8 Vansfoda families in Bedi village of Rajkot who had been staying  on the wasteland a little away from the village for many years now. Inspite of staying for years in the village they never had  any identity proofs or citizenry documents. VSSM’s Kanubhai tried really hard to ensure these families receive the required documents and evidences. 18 individuals received Voter ID cards, 6 families received Ration cards and 16 individuals acquired Adhar cards. Efforts are on to get residential plots allotted to these families.

Vansfoda community earned living from bamboo basketry however the advent of plastic and cheap plasticware has affected the traditional occupation of the Vansfoda communities who have now taken up selling such plasticware and these families in particular take up jobs of  building wire fence for guarding farms. VSSM has supported these families with a loan of Rs. 20,000 each. 4 of the 6 children from these families eligible for going to school have been enrolled in theVSSM run  Vatsalya Boys Hostel in Doliya.

“We have received so much if past 1 year, from Voter ID cards, Ration Cards, Adhar Cards… we were making rounds of the concerned offices and no one ever paid heed to our requests, so much money we have wasted and the result was zilch…we are hopeful that we soon will have our own homes as well. All these would have been impossible if we haven’t had support of the organisation,” is how Haridada, a settlement leader views VSSM’s intervention in the settlement. 

VSSM is striving to make gradual but consistent change in the lives of nomadic and de-notified communities and we are glad of achieving these goals.

રાજકોટ તાલુકાના બેડીગામમાં ૮ વાંસફોડા પરિવારો ગામથી દુર પડતર ખરાબાની જમીનમાં વર્ષોથી રહે. પણ આ પરિવારો પાસે પણ અન્ય વિચરતી જાતિની જેમ જ પોતાની ઓળખના પુરાવા એટલે કે, મતદારકાર્ડ, રેશનકાર્ડ વગેરે નહિ. એક વર્ષ પહેલાં આ પરિવારોના સંપર્કમાં આવવાનું થયું. એમને આ દેશના નાગરિક તરીકેના તમામ આધારો મળે એ માટે vssmના કાર્યકર શ્રી કનુભાઈએ તજવીજ શરુ કરી. આદરણીય શ્રી અનીતા કરવાલ મુખ્ય નિર્વાચન અધિકારીની આ પરિવારોના તમામ વ્યક્તિને મતદારકાર્ડ મળે એવી લાગણીના કારણે ૧૮ વ્યક્તિને મતદારકાર્ડ મળ્યા. એ પછી તો ૬ વ્યક્તિને રેશનકાર્ડ અને ૧૬ વ્યક્તિને આધારકાર્ડ પણ મળ્યાં. હાલમાં ૮ પરિવારોને રહેણાંક અર્થે પ્લોટ મળે એ માટેની અરજી કરી છે..

આ પરિવારો પહેલાં વાંસમાંથી સુડલા, ટોપલા બનાવવાનું કામ કરતા પણ હવે વાંસ મોંઘો થતાં તેઓ પ્લાસ્ટીકના તબકડા વેચે અને ઉનાળામાં ખેતરોમાં તાર ફ્રેન્સિંગનું કામ કરે. આ તાર ફ્રેન્સીગના કામ માટે પણ vssm દ્વારા બે પરિવારોને રૂ.૨૦,૦૦૦ ની લોન આપવામાં આવી છે.

વસાહતમાં શાળાએ જઈ શકે એ ઉંમરના ૬ બાળકોમાંથી ૪ બાળકો vssm દ્વારા ડોળીયાગામમાં ચાલતી વાત્સલ્ય કુમાર છાત્રાલયમાં ભણવા માટે દાખલ થયા છે. વસાહતના આગેવાન હીરાદાદા કહે છે, ‘એક જ વર્ષમાં કેટલું બધું કામ થઇ ગયું. મતદારકાર્ડ, રેશનકાર્ડ, આધાર કાર્ડ પણ મળી ગયા. અમે વર્ષોથી ધક્કા ખાતા હતાં પણ કંઈ મેળ પડતો નહોતો. આ બધામાં કેટલા બધા પૈસાનું પાણી કરી દીધું.. પણ હવે લાગે છે ઝટ પ્લોટ અને ઘર પણ થશે... સંસ્થા ના હોત તો આ બધું મેળવવું અઘરું પડી જાત.’

vssm વિચરતી અને વિમુક્ત જાતિઓનો સમગ્રપણે વિકાસ થાય એ માટે પ્રયન્ત કરે છે જેમાં ધીમે ધીમે સફળ થતાં જઈએ છીએ. ફોટોમાં vssmની મદદથી મળેલાં મતદારકાર્ડ સાથે વાંસફોડા પરિવારો અને પ્લોટ માટે કરેલી દરખાસ્ત જોઈ શકાય છે.

12 families from Vansfoda community have been staying in the village of Oon for many years now. They continue practice the traditional occupation of bamboo basketry, an occupation that requires them to wander for major part of the year. The families also enjoyed cordial relations with the village hence they had no difficulty in accessing the residential proofs from the village. 6 of these families have also been listed in the village BPL list and residential plots to these 6 families were sanctioned in the year 2011.  The challenge we faced was from the Block Panchayt Office. Inspite of the 2011 order approving of residential land,  as per the BPL guidelines,  these 6 families weren’t allotted land. We made numerous efforts to get the orders but the requests fell to deaf ears. Acquiring information through RTI also failed.

Recently when the Kankrej TDO was on leave his charge was taken over by the Diyodar TDO who is very familiar and supportive to VSSMs activities. VSSM’s Naranbhai brought to her notice the long pending issue of nomadic families of Oon. She was quick to give her peace of mind to the authorities anchorage of the case, “ we will not be aware of the challenges these families face because we do not have to survive the way they do, its not me or you spending our fortunes for them, the schemes are for them and their right,  take the necessary steps urgently!!” she demanded. The talk had strong impact on the authorities and to the absolute delight of the families and us they received allotment letters for the plots in a couple of days.

On behalf of these families in particular and nomadic communities in general we are grateful to such committed officials for the continued support.

vssmની મદદથી 5 વર્ષે ઊણગામના વાંસફોડા પરિવારોને કબજા પાવતી મળી.

બનાસકાંઠાના કાંકરેજ તાલુકાના ઊણગામમાં વિચરતી જાતિના વાંસફોડા સમુદાયના ૧૨ પરિવારો વર્ષોથી રહે. વાંસમાંથી સુડલા ટોપલા બનાવવાનું કામ આ પરિવારો કરે અને એ માટે વર્ષનો ઘણો ખરો ભાગ વિચરણ કરે. ગામ સાથે આ પરિવારોનો સંબંધ ખુબ સારો. એટલે ઊણ ગામના વતની હોવાના આધારો એમને સરળતાથી મળ્યા. ૧૨ પરિવારોમાંથી ૬ પરિવારોના નામ તો BPL યાદીમાં પણ દાખલ થયા. પણ મુશ્કેલી અહિયાં તાલુકા પંચાયતની. સરકારે કરેલી જાહેરાત પ્રમાણે BPL યાદીમાં હોય અને જેમની પાસે રહેવા ઘર કે પ્લોટ ના હોય તેવા પરિવારોને પ્લોટ ફાળવી મકાન બાંધકામ માટે સહાય કરવાની હતી. ઊણગામમાં રહેતા ૧૨ માંથી ૬ BPL પરિવારોને સરકારે રહેણાંક અર્થે પ્લોટ ફાળવ્યાના હુકમો ૨૦૧૧માં કર્યા પણ પ્લોટની સનદ કે કબજો આપવાનું કામ થાય નહિ. ખુબ લખ્યું, RTI પણ કરી પણ કોઈ જવાબ મળે નહી..

આ દરમ્યાન કાંકરેજ તાલુકાના તાલુકા વિકાસ અધિકારી રજા ઉપર ગયા અને એમનો ચાર્જ દિયોદરના તાલુકા વિકાસ અધિકારી પાસે આવ્યો. તેઓ vssmના વિચરતી જાતિઓ સાથેના કામથી પરિચિત અને ખુબ મદદ પણ કરે. એમનાં ધ્યાને ઊણગામના વાંસફોડા પરિવારોની વિગત vssmના કાર્યકર નારણ લાવ્યા. અધિકારી બહેને નીચેના અધિકારીઓને બોલાવ્યા અને કડક શબ્દોમાં ખખડાવ્યા.. ‘આપણે આ પરિવારો રહે છે એવી સ્થિતિમાં રહેતા નથી એટલે એમની તકલીફ સમજાતી નથી.. આપણા ખિસ્સામાંથી ક્યાં કશું આપવાનું છે પણ જેમના હકનું છે એતો એમને આપીએ’ એમની આ વાત અસર કરી ગઈ.. આ પરિવારોને કબજા પાવતી મળી ગઈ. પાંચ વર્ષે કબજા પાવતી મળી. ૬ પરીવારો ખુબ રાજી છે. હજુ ૬ પરિવારોને પ્લોટ મળે એ માટે તજવીજ કરવાની છે. અધિકારી ગણનો આ તબક્કે આભાર વ્યક્ત કરીએ છીએ..

At last they are allowed a road to reach their land….

In July last year we had written about these Vansfoda families of Jesda who weren’t allowed to access the residential plots allotted to them by the government. The friction was with a  group of farmers who did not want these families to settle in  vicinity. The writeup for today is in continuation of the previous story…..

On 27th November 2013, the government ordered allotment of residential plots to  27 Vansfoda Families a of Jesda village in Patan’s Sami block. Inspite of the order accessing the plots was an issue as the approach to allotted plots was blocked by a group of farmers. It started by laying thorny bushes on the approach track, later somehow they established that the land was theirs, brought it under their fields and began farming on it. “It is not a thoroughfare but our land” was the message they succeeded in sending across. When walking on the land wasn’t allowed building homes was out of question.  How to reach the allotted plots was a question lurking towards  both,  the families and the VSSM team!! 

Vicharta Samuday Samarthan Manch - VSSM has been trying to resolve this issue ever since it first emerged in 2013, but did not reach a breakthrough. Atlas, we spoke about the issue to the district collector Shri. Thicker Saheb, requesting him to intervene and do the needful. Shri Thakkar gave clear instructions to DILR office  as a result of which after one and a half years of allotment of plots a road to access these plots  was measured out and a strict instruction was given to the farmers to observe restrain and not to encroach the road. The vested interest groups from the village did oppose but this time the authorities did not budge. This time the  direct orders from the collector made a difference. We are thankful to the officials and authorities who have enabled the Vansfoda families a Nomadic Tribes of Gujarat to  access their land and begin a new phase of their life. 

The plan now is to proceed towards planning and commencing construction of homes for these families. ..

આખરે રસ્તો ખુલ્લો થયો... અને માપી આપવામાં આવ્યો..

પાટણ જીલ્લાના સમી તાલુકાના જેસડા ગામમાં રહેતા વાંસફોડા પરિવારોને ૨૭ નવેમ્બર ૨૦૧૩ના રોજ રહેણાંક અર્થે પ્લોટ આપવાનાં હુકમો થયા. હુકમ તો થયો પણ આ પરિવારોને પ્લોટ માટે ફાળવેલી જગ્યા પર જવાના રસ્તે ગામના ખેડૂતોએ દબાણ કરી દીધું હતું. રસ્તો ખેતરમાં વાળી એમાં ધાન ઉગાડી દીધું હતું અને ‘આ રસ્તો નથી પણ અમારી જ જગ્યા છે’ એમ પ્રસ્થાપિત કરી દીધું હતું. રસ્તો ખુલ્લો થાય તો આ પરિવારોના ઘરો બનાવવાનું કામ આરંભી શકાય. નહિ તો ફાળવાયેલા પ્લોટ સુધી કેવી રીતે પહોચવું એ પ્રશ્ન મુખ્ય હતો.. ખેડૂત જગ્યા પોતાની માલિકીની છે એમ કહીને પગે ચાલવા દેવામાં પણ વાંધો લેતા આવામાં ઘર બાંધવાનો સામાન લઈને આવતાં વાહનને તો ક્યાંથી ચાલવા દે??

આખી ઘટના સંદર્ભે કેટલીયે રજૂઆતો કરી પણ પરિણામ મળતું નહોતું. આખરે કલેકટર શ્રી ઠક્કર સાહેબને રજૂઆત કરી અને આ પ્રશ્નનું સમાધાન કરવા વિનંતી કરી. આપણી રજૂઆત સંદર્ભે કલેકટર શ્રી એ ‘જીલ્લા નિરીક્ષક જમીન દફતરની કચેરી – પાટણ’ને સ્પસ્ટ સુચના આપી અને દોઢવર્ષ પછી તા.૦૫/૦૫/૧૫ના રોજ અધિકારી ગણની હાજરીમાં રસ્તો માપી આપવામાં આવ્યો અને ખેડૂતને રસ્તા પર ફરી દબાણ નહિ કરવાની સુચના આપવામાં આવી. ગામનાં કેટલાક લોકોએ વિરોધ પણ કર્યો પણ કલેકટર શ્રીની સ્પસ્ટ સુચના હોવાના કારણે બધું થઇ શક્યું. બસ હવે આ પરિવારોના ઘર બાંધવાની દીશામાં ઝડપથી આગળ વધીશું.

જેસડાના વાંસફોડા પરિવારોને તેમનો રસ્તો અપાવવામાં મદદરૂપ થનાર તમામ અધિકારીગણનો આભાર વ્યક્ત કરીએ છીએ..
