“Look at the vast span, this is where my farm was, it has now turned into a river bed!! During the floods, we took refuge on trees and watched in distress as water swept away our homes with everything in it, our neem trees, everything!! We were planning to install a bore-well and all the required material we had bought the motor, pipes and likes was swept away as well. This land is ruined, it will never be the way it was, not even after 15 years…. Water melons and musk melons is all we can think of growing!” The apathy of the Rawal and Devipujak families of #Umri village was so harsh it could move you to tears….

“In our entire lives, we have never asked for help from anyone and now we need to extend our hands for tarpaulin, food and grains. We were the ones helping others and now we need to rely on charity and support of others!!”

The families are tremendously worried about their future, they are clueless on how to go about and face the consequences of this unprecedented natural calamity, with grace and dignity. They were requesting us to find jobs for their young boys.” The natural disasters of such magnitude do not distinguish between the rich and poor, they simply destroy everything that comes in its path.

We are committed to help these 35 families whose lives have been reduced to living under tarpaulin, rebuild their homes and livelihoods while making sure their dignity remains intact!!

'મારુ અહીંયા ખેતર હતું આજે નદીનો પટ થઇ ગયો. ત્રણ દિવસ ઝાડ માથે બેઠા રહ્યા ને અમારી નજર સામે જ અમારું ઘર, ખેતર અને ઘર આગળ ઉગાડેલા લીમડા ને બીજુ બધું જતું રહ્યું. ખેતીની જમીન હતી એટલે બોરવેલ કરાવવાની હોંશ કરી. પાઇપો, મોટર બધું લાવ્યા હજુ કાલ તો બોરવેલ માટે રિંગ આવવાની હતી ને એની પહેલા પાણી ધસમસતું આવ્યું ને બધું લઇ ગયું. 15 વર્ષ મહેનત કરીયે ને તોય આ જમીન ખેતી લાયક નહિ બને. તરબૂત અને ટેટી પાકે એવો નદીનો ભાઠો થઇ ગયો.'

'કોઈ દિવસ કોઈ સામે હાથ લાંબો નહોતો કર્યો. અમારી પાસે જમીન હતી પણ હવે અનાજ અને તાડપત્રી માંગવી પડી.'

રાજાને રંક બનાવી દેતી કુદરત આગળ આપણે લાચાર... કેમના બેઠા થશું એ ચિંતા સતાવી રહી છે. ક્યાંક નોકરી જડે તો જુવાન છોકરાઓને નોકરીએ લગાડવાની વિનવણી કરી..

'મેમાન પારોણા આવે તો બેસાડવા ક્યાં? શરમ આવે છે. બીજાને મદદ આલનાર અમને આજે મદદની જરૂર પડી'

અમે બધી જ મદદ કરીશું. પાકા ઘરમાંથી વાદળી પ્લાસ્ટિકમાં આવી ગયેલા 35 પરિવારોને ઘર બાંધી આપીશું.

સ્વમાનપૂર્વક મદદ કરીશું. એમનું જ એમને આપીશું એવા પવિત્રભાવ સાથે. બે બે ભેંસ લઇ શકે એ માટે વગર વ્યાજે લૉન અને ઘર તો બાંધીશું જ..

50 Devipujak families  stay in the village of Kuha in Daskroi block of Ahmedabad district, their homes made of mud stand on government wasteland. Inspite of staying  on the land for many many years the families still await allotment of residential plots. Majority of these families have  Voter ID cards but still struggle to acquire ration cards and the ones who have find it difficult to get the cards divided  after their  families became nuclear, just because the officials aren’t willing to do so..The families like these are daily wage earners, one day without work means no food for the day to feed the family!!! 

“The officials don’t understand our condition, all they make us do is take rounds of office. It wouldn’t hurt if this rounds brought results!! But the authorities choose not to pay any attention to our repeated requests,” narrate the appalled members of the Devipujak community. VSSM’s Chayaben is helping these families attaint their rights.She has initiated efforts to ensure the families move to a permanent address that is rightfully their’s.. She has began accumulating the documents required to process the applications for residential plots, making applications for caste certificates. 

The compassionate approach of   Shri. Patel Saheb,  Additional Director,  Ahmedabad District, has made possible for 55 Devipujak families to acquire caste certificates this will enable us to  file applications residential plots. We are hopeful that the families will be abel to receive the plots soon…

દેવીપૂજક પરિવારોને vssmના પ્રયત્નથી મળ્યા જાતિ પ્રમાણપત્રો

અમદાવાદ જિલ્લાના દસક્રોઈ તાલુકાના કુહાગામમાં વર્ષોથી 50 દેવીપૂજક પરિવારો માટીથી બનાવેલા ઘરોમાં સરકારી પડતર જગ્યામાં રહે છે. આ પરિવારો છૂટક મજુરી કરીને ગુજારો કરે છે. વર્ષોથી આ ગામમાં રહે છે છતાં હજુ સુધી આ પરિવારોને કાયમી રહેણાંક અર્થે જગ્યા ફાળવાઈ નથી. મતદાર કાર્ડ મોટાભાગના પાસે છે પણ રેશનકાર્ડ મેળવવામાં થોડી તકલીફ છે. નવા રેશનકાર્ડ અથવા રેશનકાર્ડનું વિભાજન કરી આપવા અધિકારી રાજી નથી. 

રોજે રોજ કમાઈને ખાવાવાળા આ પરિવારો કહે છે એક દિવસ અમે કામે ના જઈએ તો સાંજે ચુલો ના સળગે પણ અધિકારીઓ અમારી આ વાત સમજતા નથી એટલે ઘણા ધક્કા ખાધા પછી પણ અમારા કામો નથી થતા. vssmના કાર્યકર છાયાબહેન અને કનુભાઈ આ પરિવારોને મદદરુપ થઈ રહ્યા છે. તેમણે આ પરિવારોને સ્થાયી સરનામું મળે જ્યાંથી કોઈ તેમને ઉઠાડે નહીં, દબાણમાં છાપરાં કર્યા છે તેવું કહે નહીં તે માટે પ્લોટ મળે તે દિશામાં કાર્યવાહી શરૃ કરી છે. પ્લોટની દરખાસ્ત માટે જરૃરી જાતિ પ્રમાણપત્ર મેળવવા તેમણે અરજી કરી. અમદાવાદ જિલ્લાના નાયબ નિયામક (વિ.જા) પટેલ સાહેબની લાગણીના કારણે 55 પરિવારોને જાતિ પ્રમાણપત્રો મળી ગયા છે. હવે તેમની પ્લોટ મેળવવાની દરખાસ્ત ઝડપથી થશે.

અમે આશા રાખીએ છીએ કે, ઝડપથી આ પરિવારોને પ્લોટ અને ઘર મળે. ફોટોમાં જાતિ પ્રમાણપત્ર સાથે દેવીપૂજક પરિવારો..

VSSM files applications for obtaining caste certificates for nomadic families

A caste certificate becomes an important document if one needs to take benefit of any of the government welfare schemes. However,  fulfilling the pre-requisites of applying for a caste certificate is a uphill task for the nomadic communities. For example - it is mandatory for the applicant to attach a school leaving certificate  of his father along with the application for the caste certificate. 

The children of the nomads today are the first generation school goers for 99 percent of these families, so attaching father’s (previous generation) school leaving certificate is next to impossible!!

We have spoken to the Chief Minister, to Shri. Ramanbhai Vora, Cabinet Minister, Social Justice and Empowerment about relaxing the norms or the consider issuing the certificates after visiting the place these families reside. But, these are policy matters and any amend in it will require time and efforts.

In the mean time, we have requested the sensitive and compassionate officials from  the regions VSSM works to issue caste certificates to the applicant families on the basis of the documents these families  have. It required great effort on part of the VSSM team to convince the officials of Ahmedabad and Gandhinagar districts, the officials have understood the issue and are willing to support. 

We have prepared applications for caste certificates of  32 nomadic  families residing in Ahmedabad and 22 families of Kamod. The applications have been submitted to the Social Welfare Department. If these applications get us the caste certificates we intend to speed up the process of filing other applications.

સરકારની કોઈ પણ યોજનાની મદદ મેળવવા જાતિ પ્રમાણપત્ર જરૂરી છે. પણ જાતિ પ્રમાણપત્ર મેળવવા માટેના સરકારે જે નિયમો બનાવ્યા છે એ નિયમો વિચરતી જાતિના લોકો માટે મુશ્કેલ છે. દા.ત. પ્રમાણપત્ર માટેની અરજી સાથે જે વ્યક્તિને પ્રમાણપત્ર જોઈએ છે એ વ્યક્તિએ એના પિતાનું શાળા છોડ્યાનું પ્રમાણપત્ર અરજી સાથે જોડવું ફરજીયાત છે. 

હવે જેમની પહેલી પેઢી શાળામાં જઈ રહી છે એ લોકો શાળા છોડ્યાનું પ્રમાણપત્ર ક્યાંથી લાવે? આ મુદ્દે મુખ્યમંત્રીથી લઈને સામાજિક ન્યાય અને અધિકારીતા સંભાળતા મંત્રી શ્રી રમણભાઈ વોરાને પણ લખ્યું છે. નિયમો હળવા કરે અથવા એક મુદ્દાનો કાર્યક્રમ કરીને આ સમુદાયના લોકો જ્યાં રહે છે ત્યાં જઈને એમને જાતી પ્રમાણપત્ર આપવાનું કરે. ખેર આ મુદ્દો નીતિ વિષયક છે અને એમાં બદલાવ માટે અમારે કોશિશ કર્યા કરવાની છે.

આ દરમ્યાન જે વિસ્તારમાં vssm કામ કરે છે અને અધિકારી vssmના કામને જાણે છે એમને જાત તપાસ કરીને જે પણ ડોક્યુમેન્ટ છે એના આધારે જાતિ પ્રમાણપત્ર આપવા અમે વિનંતી કરી છે.

અમદાવાદ અને ગાંધીનગરમાં અરજી સાથે vssmના કાર્યકરે ખુબ ધક્કા ખાધા. પણ આખરે એ બધા ધક્કા પછી અધિકારી આખી વાતને સમજ્યા અને પ્રમાણમાં કામ થોડું સરળ થયું.. 

અમદાવાદ શહેરમાં રહેતાં ૩૨ અને કમોડ ગામમાં ૨૨ વિચરતી અને વિમુક્ત જાતિના લોકોને જાતિ પ્રમાણપત્ર મળે એ માટેની અરજીઓ સમાજ કલ્યાણ કચેરીમાં જમા કરાવી. આગામી દિવસોમાં આ કામ ખુબ ગતિથી થશે એમ લાગી રહ્યું છે.

The docile and timid nomadic communities have always been scared of demanding their entitlements. Since they aren’t a part of any revenue village no one pays heed to their welfare needs. The Panchayati Raj system means that the decisions pertaining to the development of the villages are collectively taken by the Gram Sabha and Panchayat. But when does the Gram Sabha meet, how can we speak in the Gram Sabha, what if we are hackled out from the village when we talk about our needs?? All such fears and concerns have kept the nomadic families away from the Gram Sabhas. Most of the times these communities aren’t aware when the Gram Sabha’s meet, hence the question of their presence in such important meets just does not arise!!!


However, the scenario  is changing gradually. VSSM has been education these communities towards their entitlements and their right to lead a dignified life. There was a time when these communities would come before the authorities with folded hands and beg for their entitlements. We are witness to communities leaders saying sorry with folded hands and declaring before the collector that ‘we do not need anything, no rations cards, no plots!!” But our continued interaction with these communities have instilled in them the confidence needed to tackle the issues they face.

Recently the Meer, Gadaliya, Nathbawa and Devipujak families of Diyodar  created a commotion in the  Gram Sabha organised in their village. The demand was for the much awaited residential plots. The changing scenario is giving us hope that these families will be able to fight their own battles so what if they need to knock the doors of the authorities,  today they are able enough to do it on their own. However, the ideal condition would be “them getting the things they deserve without demanding and campaigning  before the government for it…..

vssmની સતત મહેનતથી વિચરતા સમુદાયો હવે પોતાના અધિકારો માટે ગ્રામસભામાં બોલતાં થયા.

વિચરતી જાતિ ગામનો હિસ્સો ના હોવાના કારણે એમની વાત સાંભળવાનું, એમના અધિકારની વાત કરવાનું ગામમાં કે પંચાયતમાં થાય નહિ. પંચાયતી રાજ વ્યવસ્થાને કારણે ગામમાં વિકાસના કામો ગ્રામસભા અને પંચાયત દ્વારા થયા. પણ ગ્રામસભા ક્યારે થાય? વળી એમાં આપણાથી બોલાય? આપણા પ્રશ્નોની રજૂઆત કરીશું અને ગામના લોકો કાઢી મુકશે તો? એવા કેટલાંય ભય આ વિચરતી અને વિમુક્ત જાતિને લાગે એટલે એ ક્યારેય પંચાયતમાં કે ગ્રામસભામાં જાય નહિ. જો કે એ વાત જુદી છે કે એને ગ્રામસભા ક્યારે ભરાય છે એની જાણ પણ નથી.

આ પરિવારો પોતાના પ્રશ્નોની રજૂઆત કરતાં થાય એ માટે vssm ટીમ કોશિશ કરે છે. જો કે કામ શરુ કર્યું એ વર્ષો કરતાં આજની સ્થિતિ ઘણી બદલાઈ છે. એ વખતે તો અમારી સાથે પણ પંચાયત ઘરમાં દાખલ થતાં એ લોકો ડરતાં. કલેકટરની પાસે બે હાથ જોડીને અમારે કશું નથી જોઈતું એમ કહીને બહાર નીકળી ગયેલાં આ સમુદાયના આગેવાનો યાદ છે.

પણ vssm દ્વારા સતત આ પરિવારોના પ્રશ્નો સંદર્ભે લાગ્યા રહેવાના કારણે આજે સ્થિતિ બદલાઈ છે હવે એ બોલતા થયા છે. બનાસકાંઠાના દિયોદરમાં મીર, ગાડલિયા, નાથબાવા અને દેવીપૂજક પરિવારોએ રીતસર હમણાં ભરાયેલી ગ્રામસભા માથે લીધી અને પોતાને રહેણાંક અર્થે પ્લોટ આપવા વિનંતી કરી હતી.

ચિત્ર બદલાયું ગમ્યું. પોતાના અધિકારની વાત કરવા પંચાયત સુધી પહોચેલા આ પરિવારો તાલુકા, જીલ્લા અને તોય કોઈ ના સાંભળે તો સચિવાલય થી લઈને સંસદ સુધી પહોચે એવી આશા રાખીએ. જોકે બીજી આશા એવી પણ છે કે છેક સચિવાલય કે સંસદ સુધી એમને લાંબા ના થવું પડે એ પહેલાં જ એમની પ્રાથમિક જરૂરિયાતો સરકાર પૂરી કરે.

"Its a tiring task to explain to the authorities the  conditions in which the nomads survive…..”

One official speaking to another on a phone, “The families staying in Lohanagar locality of Rajkot are refusing to share any information.”

“Why?”

“Actually they have some long pending issues, they along with VSSM’s Kanubhai  had come to our office to present their issues and you had not heard them. Their application for Ration Cards has been pending since last one year and the matter is yet to be resolved… I am in the settlement, if you spare some time I can bring the VSSM  team member and two community leaders to the office??” (The official speaking on phone from the settlement was here to link  the Adhar card Number with the Voter ID Number but the community members refused to cooperate)

“Ok, come over.”

VSSM’s Kanubhai and Gopalbhai Devipujk from the settlement accompanied the official to his office.

“Why aren’t you giving the required information??” asked the officer as Kanubhai and Gopalbhai entered his office.

“What’s the use of sharing more information when our previous issues aren’t addressed?” replied the duo.

“Disconnect their water and power connection!!” instructed the chief officer to the other official, when he heard the reply.

“ Please do that today itself, disconnect the connections immediately and if you can spare some time go and visit the settlement for yourself , the visit will surely  enlighten you on how we live…..” replied Gopalbhai with a smile on his face..

“Sir, they have no water and power connections, these families live in shanties on land owned by railways….” replied the official who had visited teh settlement.

The reply left the lady officer flabbergasted. She was left speechless.

Kanubhai spoke to the main officer, “The nomads have never been allowed to settle in any village, they load their belonging and wander  village to village, never settling at one place. These nomadic families of Rajkot who have applied for Ration cards have been staying in Lohanagar for quite some time, they even have their Voter ID cards. These are extremely poor and deprived families, they need immediate help. If not the Government whom would they turn to in time of need?? We request you to visit their settlement once, to see for yourself to the conditions in which they survive.. you might not need to ask any further questions..”

The lady officer was clueless on how to respond, she just shook her head. Gopalbhai and Kanbhai agreed to help any official who visits the settlement and walked out of the office. What else to say to officials with such narrow mindsets.

We have presented teh case to the District Officer of Food and civil Supplies Department, let us see how it turns out ….


પોતાના અધિકારની વાત સમજાવતા ક્યારેક થાકી જવાય છે...

એક અધિકારીએ બીજા અધિકારીને ફોન પર કહ્યું, ‘લોહાનગર રાજકોટમાં રહેતાં પરિવારો માહિતી આપવાની ના પાડે છે.’

‘કેમ?’

‘એમના પ્રશ્નો પડતર છે અને એ માટે એ લોકો કનુભાઈ –vssmના કાર્યકર સાથે આપણી કચેરીમાં રજૂઆત કરવા આવ્યાં હતા અને આપે એમનાં પ્રશ્નો સાંભળ્યા નહોતા. એમની રેશનકાર્ડની અરજી ૧ વર્ષથી પડતર પડી છે એનો પણ કોઈ ઉકેલ આવ્યો નથી એટલે.. હું વસાહતમાં જ છું જો તમે સમય આપો તો સંસ્થાના કાર્યકર અને વસાહતના બે આગેવાનો સાથે કચેરીમાં આવું?’ (મૂળ આધાર કાર્ડના નંબર સાથે મતદારકાર્ડના નંબરને જોડવાના હોવાથી અધિકારી વસાહતમાં ગયા હતાં પણ એમને મદદ ના મળી. )

‘આવો.’

કનુભાઈ અને વસાહતમાંથી ગોપાલભાઈ દેવીપૂજક અધિકારી સાથે કચેરીએ ગયા. મુખ્ય અધિકારીની ઓફિસમાં દાખલ થયા એટલે તેઓએ કનુભાઈ અને ગોપાલભાઈને જોઇને કહ્યું, ‘કેમ માહિતી નથી આપતાં?’

‘અમારા પ્રશ્નોના ઉકેલ નથી આવતાં પછી અમારી માહિતી લઈને શુ કરવાનું?’’

આ સાંભળી મુખ્ય અધિકારીએ બીજા અધિકારીને કહ્યું, ‘આ લોકોના લાઈટ પાણીના કનેક્શન કાપી નાખો.!’

અધિકારીનું આ વાક્ય સાંભળી વસાહતમાંથી આવેલા ગોપાલભાઈ ભાઈ હસ્યા અને કહ્યું, ‘આજે જ કાપી નાખો અને તમે પણ રૂબરૂ જઈ શકતા હોવ તો જાવ. તમને ખ્યાલ આવશે કે અમે કેવી રીતે રહીએ છીએ.’

મુખ્ય અધિકારીની વાત સાંભળીને વસાહતમાં જઈને આવેલા અધિકારીએ કહ્યું, ‘સાહેબ ત્યાં લાઈટ, પાણીની સુવિધા જ નથી. એ લોકો તો રેલ્વેની જગ્યામાં છાપરાં વાળીને રહે રહે છે..’

મુખ્ય અધિકારીની સ્થિતિ તો કાપો તો લોહી ના નીકળે એવી થઇ ગઈ..

vssmના કાર્યકર કનુભાઈએ અધિકારીને કહ્યું, ‘વિચરતી જાતિનું તો કોઈ ગામ જ નથી હોતું. એ લોકો સામાન લઈને આજે અહી તો કાલે બીજે એમ બધે ફર્યા જ કરે છે. પણ રાજકોટમાં રહેતાં અને જેમના રેશનકાર્ડ માટે અમે માંગણી કરી છે એ હવે ઘણા સમયથી લોહાનગરમાં જ રહે છે. અમે એમના મતદારકાર્ડ પણ કઢાવી આપ્યા છે. આ પરિવારો ખુબ જરૂરિયાતવાળા છે અને એટલે જ એમને મદદની જરૂર છે. આ લોકો સરકાર પાસે મદદ નહિ માંગે તો કોની પાસે માંગશે? એક વખત ખેરેખર એમની વચ્ચે તમે આવો કદાચ એ પછી કશું જ પૂછવાનું નહિ રહે.’

અધિકારી બહેને હકારમાં માથું હલાવ્યું કશો જવાબ એમની પાસે નહોતો. જયારે કનુભાઈ અને ગોપાલભાઈ વસાહતમાં આવતા તમામ અધિકારીને સહયોગ આપીશું એમ કહીને કચેરીની બહાર નીકળી ગયા. નબળી માનસિકતા ધરાવતા અધિકારી સમક્ષ વધારે શુ કહેવું? ખેર રેશનકાર્ડ માટે અમે જીલ્લા પુરવઠા અધિકારીને રજૂઆત કરી છે જોઈએ હવે શુ થાય છે...

VSSM presents the case of 40 nomadic families recently asked to vacate their settlement to the district collector……..

Nomadic families have been staying in absolutely inhumane conditions 

40 families of Vansfoda-Vanza, Devipujak, Saraniyaa, Nathbawa and Salat nomadic communities stay on the government wasteland of Rafadeshwar in Morbi. These families have been staying on this land for many years now. VSSM has ensured these families acquire Voter ID cards and Ration Cards and is now striving to get residential plots allotted to them. We have presented the case in the District Collectors office as-well, but no progress has been made in positive direction. On the contrary, the families recently received oral orders from Morbi police headquarters  to vacate the place an move to some place else. When VSSM’s Rameshbha and Kanubhai reached the police HQ to inquire further on the matter they came to know that the land has been accorded to government for their use hence, they have been asked to empty the place. 

Monsoon is just round the corner and asking the families to vacate  their homes at this juncture is unacceptable. Unless alternate residential facility is provided families can’t be asked to vacate says a High Court order which is also overruled in this matter. The VSSM team members have also met the District Collector with a letter requesting allotment of plots, we are still awaiting response to the request.  

As seen in the picture these nomadic families have been staying in absolutely inhumane conditions and yet such unexplainable delay is allotting plots, when the authorities are expected to show empathetic approach. 

Hope thousands of other similar families who are yearning for plots to build their dreams soon find their permanent address……...

મોરબીના રફાળેશ્વરમાં વિચરતી જાતિના વાંસફોડા- વાંઝા, દેવીપૂજક, સરાણીયા, નાથબાવા તથા સલાટ સમુદાયના ૪૦ પરિવારો વર્ષોથી રહે છે. આ પરિવારો જે સરકારી ખરાબાની જમીન પર રહે છે ત્યાંના મતદારકાર્ડ અને રેશનકાર્ડ vssmની મદદથી આ પરિવારોને મળી ગયા છે. આ પરિવારોને રહેણાંક અર્થે પ્લોટ મળે એ માટે vssm દ્વારા કલેકટર કચેરીમાં રજૂઆત પણ કરવામાં આવી છે. પણ એ દિશામાં કોઈ કાર્યવાહી થઇ નથી.. તાજેતરમાં જ મોરબી પોલીસ મથકેથી આ પરિવારોને જમીન ખાલી કરીને બીજે જવાનો મૌખિક આદેશ આપવામાં આવ્યો છે. આ સંદર્ભે vssmના કાર્યકર રમેશ અને કનુભાઈને જાણ થતાં તેઓ પોલીસ મથકે પહોચ્યાં અને એમને ખબર પડી કે, આ જગ્યા સરકારી હેતુસર નીમ કરી દેવામાં આવી છે અને એટલે આ જગ્યા ખાલી કરાવવાનો આદેશ પોલીસને આપવામાં આવ્યો છે.

વૈકલ્પિક જગ્યા આપ્યા વગર આમ ચોમાસામાં ગેરકાયદેસર વસવાટ હોય તો પણ કોઈ પરિવારને જગ્યા ખાલી ના કરાવી શકવાના કોર્ટના આદેશનું પણ ઉલ્લંઘન થઇ રહ્યું છે. કલેકટર શ્રીને વિચરતી જાતિના આ પરિવારોને રહેણાંક અર્થે સ્થાઈ જગ્યા આપવાના ઠરાવ મુજબ પ્લોટ આપવા વિનંતી કરતો પત્ર લખીને વિચરતી અને વિમુક્ત જાતિના પરિવારો સાથે vssmના કાર્યકરો મળ્યા પણ હજુ એ દિશામાં કોઈ કાર્યવાહી થઇ નથી.. 

સદીઓથી વીચરતું જીવન જીવતા આ પરિવારો જે અમાનવીય સ્થિતિમાં રહે છે એ ફોટોમાં જોઈ શકાય છે હવે એમને એક જગ્યાએ સ્થાઈ થવું છે પણ એમની વિટંબણા સમજી સામે ચાલીને એમના હિત માટે એમને સ્થાઈત્વ આપવામાં કોણ જાણે કેમ વિલંબ થઇ રહ્યો છે... વિચરતી અને વિમુક્ત જાતિના ઘર વિહોણા તમામ પરિવારોને ઝડપથી પોતાનું સરનામું મળે એ માટે સરકાર પણ સકારાત્મક રીતે વિચારે એવી પ્રાર્થના..

Devipoojak Babima '80' is receving BPL Ration card from Mamlatdar

On 3rd July 2015 a public program to give away BPL ration cards to 84 nomadic families was organised in Mehsana’s Vijapur town. The ration cards were given away by Additional Mamlatdar Shri. Vijaybhai Makwana.  80 year old Babima Devipujak was one of the recipients of a BPL card during this event. Seeing her come to accept the card made Shri. Vijaybhai very emotional, “ I can’t understand why does it take such a long time for individuals like Babiba to receive a BPL card when she truly deserves it. I feel really sorry for such apathy!!”

“ Sir, untill now no one paid heed to the repeated requests of Babima, but the moment you met her you approved the BPL card and we should be happy about this fact,” said VSSM's Tohid. 

The Dafer, Salat, Baavri, Devipujak families are delighted to receive the cards. We are thankful to Mamlatdar Shri. Dalpat Tank who was empathetic enough to understand the living conditions of these families and grant them BPL cards.

વિચરતી જાતિના ૮૪ પરિવારોને vssmની રજૂઆતના આધારે BPL રેશનકાર્ડ મળ્યાં

મહેસાણા જીલ્લાના વિજાપુરમાં રહેતાં વિચરતા – વિમુકત સમુદાયના ૮૪ પરિવારોને BPL રેશનકાર્ડ આપવાનો કાર્યક્રમ તા.૩ જુલાઈ ૨૦૧૫ના રોજ યોજાઈ ગયો. નાયબ મામલતદાર શ્રી વિજયભાઈ મકવાણાએ દરેક પરિવારને રેશનકાર્ડ આપ્યા. 

કાર્યક્રમમાં ૮૦ વર્ષીય બબીબહેન દેવીપૂજકને પણ રેશનકાર્ડ આપવામાં આવ્યું. એ મને કાર્ડ આપતી વખતે નાયબ મામલતદાર શ્રી ખુબ ભાવુક થયા એમણે કહ્યું, ‘ આ બા જે સ્થિતિમાં છે એમને કાર્ડ આપવામાં આટલીવાર શાને થઇ? મને ખરેખર ખુબ દુઃખ થાય છે.’ એમની લાગણી જોઇને vssmના કાર્યકર તોહીદે કહ્યું, ‘સાહેબ અત્યાર સુધી બબીમાંની રજૂઆતને કોઈએ ધ્યાને લીધી નથી પણ તમે તો એમને મળ્યા અને કાર્ડ આપ્યું.. આ વાતને જ વધાવીએ.’ રેશનકાર્ડ મેળવનાર સલાટ, બાવરી, ડફેર, દેવીપૂજક પરિવારો ખુબ ખુશ છે. આ પરિવારોની સ્થિતિ સમજી તેમને BPL કાર્ડ આપવાનો નિર્ણય કરનાર મામલતદાર શ્રી દલપત ટાંકનો અમે આભાર વ્યક્ત કરીએ છીએ. ફોટોમાં નાયબ મામલતદારના હસ્તે કાર્ડ લઇ રહેલાં બબીમાં અને જે પરિવારોને કાર્ડ મળ્યા છે એમાંના ડફેર પરિવારો...

Antyoday Ration Cards For 23 Nomadic families of Bhabhar block facilitated by VSSM

VSSM facilitates allocation of Antyoday Ration Cards to 23 Nomadic families of Bhabhar block. 

Recently, 23 families belonging to Vadee Communities, Devipujak Communities, Raval Communities, Meer Communities, Gadaliya Communities were allotted their Antyoday Ration Cards. The families belong to Balodhan, Mera and Kuvada villages of Bhabhar block in Banaskantha, The applications were filed three months back. Normally the time taken for issuance would be much more but with supportive and considerate official Mamlatdar Shri. Prakashbhai Chaudhary at realm the applications were process sooner than expected.

The Nomadic Communities because they do not have a permeant address, do not being to any one revenue village, aren’t aware of their fundamental rights suffer lot at the hands of authorities and villagers. Their ignorance makes them victims of mafia individuals who prowl and make money on pretext of getting them various citizenry documents. They may be staying in a village for past 25 years but still most of them do not possess any evidence of their residency in that village, since most of them aren’t wanted in the village the villagers also are least bothered in supporting the cause.

When the 23 families received their ration cards Rangabhai Vadee a resident of Balodan settlement asked VSSM’s Naranbhai, “ So how much money do we have to pay to get this Antyoday Card??

"Not a single penny, this is your right and once you apply you should get it, but why would you ask so?” Naranbhai replied.

Rangabhai couldn’t believe this because he had spent thousands on getting a Voter ID card and than some more to get a ration card that too  he received an APL ration card. Because of his ignorance and the  lack of documents of  proof made him an easy target. The presence of VSSM in nomadic settlements not only facilitates such  process but also prevents families from being  victims of such rackets…..

ભાભર તાલુકાના ૨૩ વિચરતા પરિવારોને vssmની મદદથી અંત્યોદય રેશનકાર્ડ મળ્યા..

આ દેશમાં જન્મ લેનાર તમામ વ્યક્તિને આ દેશના નાગરિક તરીકેના તમામ પુરાવા મેળવવાનો અધિકાર છે. સામાન્ય રીતે જે સ્થાઈ છે, જેમનું પોતાનું સરનામું છે એમને આ બધું મળવું મુશ્કેલ નથી. પણ વિચરતા પરિવારો કે જેમના પોતાના વસવાટના ઠેકાણા નથી એમના માટે આ બધું મેળવવું ખુબ કપરું છે. વર્ષોથી ગામમાં રહે છે પણ ગામના બીજા વ્યક્તિને મળતાં અધિકાર મેળવવા આ પરિવારો વલખાં મારે છે. બલોધણ ગામમાં રહેતાં રંગાભાઈવાદીએ મતદારકાર્ડ માટે ઘણા પૈસા ખર્ચ કર્યા પછી કાર્ડ મળ્યું. મૂળ તો વિચરતા હોવાના કારણે ગામના રહેવાસી છે એવો પુરાવો નહોતો એટલે પૈસા ખર્ચવાનું થયું. રેશનકાર્ડ માટે રૂ.૧૦૦૦ ઉપરાંતનો ખર્ચ કર્યો ત્યારે જતાં APL કાર્ડ મળ્યું. પણ એમના જ સમુદાયના ૭ પરિવારોને vssmની મદદથી મતદારકાર્ડ અને એ પછી અંત્યોદય રેશનકાર્ડ મળ્યા ત્યારે રંગાભાઈએ ‘આ કાર્ડ માટે કેટલા પૈસા આપવા પડે નારણભાઈ?’ (vssm ના કાર્યકર) એમ પૂછ્યું. નારણે કહ્યું, ‘એક રૂપિયો પણ નહિ આ તમારો અધિકાર છે અને તમને એ મળે જ’ પણ એમના માનવામાં આ આવતું નહોતું.

બનાસકાંઠા જીલ્લાના ભાભર તાલુકાના બલોધણ, મેરા, કુવાળા ગામમાં રહેતાં વાદી, દેવીપૂજક, રાવળ, મીર, ગાડલિયા સમુદાયના ૨૩ પરિવારોને 16 એપ્રિલ ૨૦૧૫ના રોજ અંત્યોદય રેશનકાર્ડ મળ્યા. અંત્યોદય રેશનકાર્ડ માટે આપણે ત્રણ મહિના પહેલાં અરજી કરી હતી. ભાભર તાલુકાના નાયબ મામલતદાર શ્રી પ્રકાશભાઈ ચૌધરી ખુબ જ ભલા માણસ અને એમના કારણે જ આ પરિવારોને અંત્યોદય કાર્ડ મળી શક્યા.

દેશમાં વસતા તમામ વ્યક્તિઓની અન્નસુરક્ષા જળવાય એવી અભ્યર્થના સાથે ફોટોમાં અંત્યોદય રેશનકાર્ડ સાથે પરિવારો..

A settlement of nomadic families consisting of Vansfoda - Nomadic Communities and Devipujak - Nomadic Communities is situated Morbi-Kandla road. It has been here for a very long time. The Vansfoda families earn their living by taking work of greasing the vehicles while the Devipujak families collect scrap to later sell it in the scrap market. It’s a job requiring wandering through the day but they come back and spend most part of the year at one settlement. 

Inspite staying on one place for many years these families did not have any citizenry documents like the Voter ID cards or Ration card, their children weren’t going to school either.  The families had absolutely no access to any of the basic amenities. 

Nomads Residence (Distt.Morbi, Gujarat ) 

VSSM pursued the matter, as a result of which 32 families were allotted Voter ID cards which stands as their Identity Proof as well as part of Human Rights For Nomadic Tribes.Whenever it comes to Voter ID cards VSSM gets immense cooperation from the Chief Electoral Officer. The instructions from her office are responded swiftly by the district authorities. But getting Ration Card is all together a different ball game.  The processing period can get stretched to months if not a year. We have filed ration card applications for 7 families and are hopeful the officials will respond soon. 

As visible in the pictures the families currently stay in very poor living conditions there is no water, no power.. VSSM has initiated a Bridge School for the children in this settlement where they have been introduced to basics of learning which is part of Education for All and Right to Education actions. Once the families receive ration cards we plan to file for allotment of residential plots. This is just the beginning a lot needs to be done….

મોરબીમાં રહેતાં વિચરતા પરિવારોને મળ્યા મતદારકાર્ડ..

મોરબીમાં કંડલા રોડ પર વાંસફોડા અને દેવીપૂજક પરિવારો વર્ષોથી છાપરાં બાંધીને રહે. વાંસફોડા સમુદાયનો પરંપરાગત વ્યવસાય વાંસમાંથી સુડલા- ટોપલા બનાવવાનો પણ વાંસ મોંધો થતા આ વ્યવસાય છોડી તેઓ મજૂરી તરફ વળ્યા. હાલમાં તેઓ વાહનોને ગીરીસ કરવાનું કામ કરે છે. જયારે દેવીપૂજક પરિવાર ભંગાર ભેગું કરીને વેચવાનું કામ કરે છે. હા એ માટે વિચરણ કરે પણ વર્ષનો મોટો ભાગ તેઓ આ વસાહતમાં જ રહે..

આ પરિવારો વર્ષોથી એક જગ્યા પર ઘણો સમય રહેતાં હોવા હતા છતાં

એમની પાસે મતદારકાર્ડ, રેશનકાર્ડ જેવા કોઈ પુરાવા નહોતા. એમના બાળકો સ્કૂલમાં પણ જાય નહિ. મૂળ તો શાળા દુર છે માટે. આ પરિવારોને મતદારકાર્ડ મળે એ માટે આપણે અરજી કરી અને અધિકારીગણની મદદથી ૩૨ વ્યક્તિને મતદાર કાર્ડ મળ્યાં. (એમાંના કેટલાકને ફોટોમાં જોઈ શકાય છે) એ પછી ૭ વ્યક્તિને રેશનકાર્ડ મળે એ માટે અરજી કરી છે. પરંતુ રેશનકાર્ડનું કામ ખુબ કપરું છે. મતદારકાર્ડ માટે મુખ્ય નિર્વાચન અધિકારીનો સક્રિય સહયોગ મળે છે અને જયારે જરૂર પડે એ કલેકટર શ્રીને સુચના પણ આપે છે. એમની સુચના છે એટલે આ કામ સરળતાથી પતી જાય છે પણ રેશનકાર્ડ મેળવવા લોઢાના ચણા ચાવવા જેવું છે.. જોકે અમને આશા છે કે આ પરિવારોને ઝડપથી કાર્ડ મળે પછી એમને કાયમી પ્લોટ મળે એ માટે અરજી કરવાની છે. હાલમાં તેઓ જ્યાં રહે છે ત્યાં વીજળી અને પાણીની સુવિધા પણ નથી.. જે ફોટોમાં જોઈ શકાય છે. આમ તો માનવીય દ્રષ્ટિથી વિચારીએ તો આ પરિવારો જે સ્થિતિમાં રહે છે એ નર્ક જ છે અને આવા નર્કાગારમાંથી આ પરિવારોને બહાર કાઢવાનો vssm નો નિર્ધાર છે. એમના બાળકો માટે vssm દ્વારા વૈકલ્પિક શાળા ચાલે છે જ્યાં બાળકો નિયમિત ભણતા થયા છે.. થોડું થયું છે અને ઘણું કરવાનું બાકી છે..
