Kudos to commendable entrepreneurial skill of Fulabhai Vansfoda

“I may be living in a shanty but my dreams are sky-high. We work with bamboo, but bamboos are becoming expensive with each day. People ask the price before deciding to buy the bamboo baskets we make. They are not prepared to pay higher prices for these simple-looking baskets. During the potato season in Deesa the demand for these baskets shoots up as farmers and personnel owning cold-storage need these baskets. Vansfoda like us bring bamboo according to their buying capacity bring the raw material to make the baskets and sell in Deesa. “How far do you wish to continue making baskets, instead start a wholesale business of these baskets,” suggested a fellow Vansfoda who worked at one such place. The idea was wonderful but how to start without the initial capital?”

“VSSM’s Mahesbhai had helped us obtain our citizenry documents. I was aware that the organization gave interest-free loans. I requested Maheshbhai for the same and I was given Rs. 25,000 initially and Rs. 40,000 after I finished my first loan. The loan helped me procure material and I purchased baskets from all my relatives. They also found a ready market at their doorstep and I benefited from the bulk purchase. I also make baskets hence the benefit was much fold.”

Deesa’s Kulabhai approached and shared with me his success story while I was at the community meeting in the town. “I need more loan. I now want to buy bamboo directly from Assam!!” Fulabhai requested.

“According to him, they pay a very high price for the bamboo they buy from the local market. Same quantity if procured from Assam comes out to be very cheap. The Vansfoda families buy bamboo when they have money on hand. Eventually, when I am going to buy from them it is wise if I only provide them the bamboo as well.” Fulabhai shared.

It was a very enterprising thought. Thought of creating their cooperative has also crossed our minds. The loans have helped him immensely. However, to be able to move to a decent house from a shanty the family stays in he will have to work hard. Economic stability has helped him obtain solar-powered lights and sending kids to school.

We pray that Fulabhai is blessed with a beautiful future.

‘મુ સાંપરાંમોં જ રઉ સુ પણ મારા સપનાં બહુ ઊંચા સે. અમારો ધંધો વોંસનો પણ વોંસ દાડે દાડે મુઘો થઈ રયો સ. લોકોન વોસની ટોપલી પેલા લેતા એજ ભાવે જોવ, પૈસા વધુ આલવા ગમતા નહી. એટલ અમે ટોપલીઓ ગોમમો જઈન વેચવાનું બંધ કીધી. ડીસામોં બટાકા બહુ થાય. બટાકાની સીઝન આવ એટલ કોલ્ડ સ્ટોરેજ વાળા અને ખેડૂતોન વોંસની ટોપલીઓ જોવ. અમારા વોંસફોડો બધા જીમ સગવડ થાય ઈમ વોંસ લાવ અને ટોપલીઓ બનાઈન ડીસા બજારમોં જઈન વેપારીઓન વેચ.

અમારા નાતનો એક સોકરો આવી દુકોનમોં નોકરી કર એક દાડો ઈને કીધુ ક. ‘તુ ઓમ ટોપલીઓ ચો હુદી બનાયા કરે? ઈના કરતા ટોપલીઓ હોલસેલમાં વેચવાનો ધંધો કર’

વિચાર હારો હતો પણ પાહેણ પૈસા ચો હતા?

મહેશભાઈએ (VSSMના કાર્યકર) અમન અમારા ઓળખના આધારો બાધારો કાઢી આલવામાં ઘણી મદદ કરેલી. પાસુ સંસ્થા લોન આલ એવી મન ખબરેય. મે ઈનમ કીધુ અન ઈમને પહેલીવારની વીસ અન પસી ચાલીની લોન આલી.

મે મારા હગાવાલાએ બનાયેલી ટોપલીઓ લોનની રકમમોથી ખરીદી. એ લોકોન બજાર વેચવા જવાનુ મટ્યું અને મુ હોલસેલમાં એક હારે હો બસો નંગ વેચું એટલ મનય વકરો હારો થવા માંડ્યો એક ટોપલીએ મન દસ થી વીહ રૃપિયાનો ફાયદો થાય.

પાસુ મુયે ટોપલીઓ તો બનાવું જ. ઓંમ હારમ હારો ફાયદો થ્યો’

ડીસામાં રહેતા ફુલાભાઈ ડીસામાં આયોજીત અમારી લોકસંગઠનની બેઠકમાં અચાનક મારી સામે આવ્યા અને પોતાની સાફલ્યગાથા વર્ણવી અને કહ્યું, મારે હજુ લોન જોઈએ છે. અત્યાર સુધી પોતાના સગાવહાલા પાસેથી ટોપલીઓ ખરીદતા ફુલાભાઈને એક વિચાર આવ્યો છે વાંસ ખરીદવાનો અને એ પણ સીધા આસામથી.

તેમના કહેવા પ્રમાણે, વાંસફોડાવાદી સ્થાનીક લાટીમાંથી વાંસ ખરીદે તો મોંધો પડે. પણ આસામથી ગાડી મંગાવે તો સસ્તો પડે. વળી અહીંયા લોકો આર્થિક સગવડ થાય એમ વાંસ લાવે.

તેઓ કહે, ‘મુ ટોપલીઓ એમની પાહેથી લઉ સુ ઈમ વોંસ ઈમન આલુ એ પણ સસ્તા ભાવે તો ઈમન ન મન બેયનો ઘણો ફાયદો થાય’

વિચાર ઉત્તમ છે. આ લોકોની નાનકડી મંડળી બનાવવાનો પણ વિચાર આવ્યો છે. ફુલાભાઈની લોનથી તરક્કી ઘણી થઈ છે. હા છાપરામાંથી પાક્કા ઘરમાં જવા માટે મોટો ધંધો કરવો પડશે એવું એ કહે છે.

આર્થિક સદ્ધરતા આવી તો ઘરમાં સોલાર લાઈટ આવી અને બાળકો નિશાળ જતા પણ થયા.

ફુલાભાઈને ભવિષ્ય સુંદર બને તેની શુભેચ્છા..

Solar Light Distribution took place at Nomadic Settlerment of Rajkot with the Help of Sparsh

To eat before sunset is good for health. Jains call it Choviyar. 

Nomadic communities eat before sunset, not because of health reasons but when the sun goes down and takes his light along, the darkness prevails everywhere. How to cook without light in the dark? Those who have access to electricity can cook at 10 at night. But where kerosene is not affordable then, we have to cook and dine before darkness. 

The daily wager women come before their day work is over just for cooking, promising to complete the work next day. 

The nomadic settlement is either near the jungle area or in deserted land. In the night, there are poisonous insects wondering in the shanties and often bite them, but what can be done?  

Only the wearer can know where the shoe pinches- only these families know the dark side without light.

The demand for light connection under the different government schemes have been applied but what till then? Sparsh has initiated to become instrumental in lighting the little homes of these families and FunSolar also helped in this cause. 

Shri Maharshibhai came and with his help till date in Amreli and Rajkot total 700 solar lights have been distributed.

વિચરતી જાતિઓ પણ અંધારા પહેલાં જમી લે. તબીયતની ચિંતાને લઈને નહીં પણ સૂરજદાદા પોતાનો પ્રકાશ સંકેલી ઘરે જતા રહે પછી ફેલાતા અંધકારમાં દિવા વગર રાંધવું કેમ? જેમના ઘરે વિજળી છે એ તો રાતના દસ વાગેય જમવાનું બનાવે પણ અમારે તો ઘાસતેલના વાંધા છે એટલે અંધારા પહેલાં રાંધવાનું ને જમવાનું.

કામ પર ગયેલી બહેનો કામ પુરુ ના થયું હોય તો કાલે કરી જઈશું એમ કહીને ખાલી રાંધવા માટે થઈ ઘરે વહેલી આવી જાય.. 

જંગલમાં કે અવાવરુ જગ્યાની પાસે છાપરાં હોય તે રાતના ઝેરી જીવજંતુઓ તો ઘરમાં ફરતા હોય ઘણીવાર કરડીયે જાય પણ શું કરે...

આવી સ્થિતિમાં જીવતા પરિવારોને ઘરમાં અજવાળુ ના હોવું એટલે શું એની વધુ ખબર પડે..

સરકાર લાઈટ આપે એ માટે અરજીઓ આપી છે. પણ એ ના આપે ત્યાં સુધી શું? સ્પર્શે આવા પરિવારોના ઘરમાં અજવાળુ પાથરવામાં નિમિત્ત બનવાનું સ્વીકાર્યું ને ફનસોલારે પણ મદદ કરી. 

મહર્ષીભાઈ આવ્યા ને એમની સાથે અમરેલી રાજકોટમાં મળીને અત્યાર સુધી કુલ 700 સોલાર લાઈટનું વિતરણ થયું.

Getting Caste Certificates would help Sabarmati residence get the houses soon...

If you go to any village and meet anyone, then the first question is asked, 'What are you?'

One doesn’t like people who ask such questions. Isn’t it enough to be a human?  But no. It is as if you are nobody without the label of the caste you belong to.

The Government also provides various provisions on the basis of such tag of caste. So whether you like it or not, you have to put in efforts to get such tags.

In the past, the officers were afraid to issue the Caste Certificate lest a wrong Caste Certificate is given, then their (officers’) pension will be stopped. This is true. But due to our greed to get ineligible benefits, these false certifications are issued.

The government has made it mandatory to attach father's or uncle’s School Leaving Certificate with the application for Caste Certificate. Our communities were in trouble due to this requirement. How to get the father’s School Leaving Certificate, when they themselves had never been to school? All this was difficult.

We repeatedly put forth this issue to the state government and asked for the relaxation in rules for Nomadic and De-Notified communities. We demanded to issue the Caste Certificates on the basis of their dress, dialect, community panchayat (naat panch) and after checking their residence. After a long time, eventually, the Government has agreed to this demand, and now it is easy to get the certificates.

We are working hard to get houses to those people whose houses were demolished in Sabarmati area of Ahmedabad. The new commissioner has asked us to make a detailed application to provide the houses to these people. For this application, the beneficiaries filed an application for Caste Certificate. They all got the caste certificates at one go.

We are happy for this. But there is also a question… when will we get rid of the tags of caste?

All this became possible due to co-operation and affection of some helpful persons. Our sincere thanks to Shri Ishwarbhai Parmar, the minister who gave instructions to Shri Vadhvana Saheb from Gandhinagar, and to the officers such as Shri Vanzara Saheb, and Shri Joshi Saheb and Shri Vijay Parikh Saheb.

કોઈ પણ ગામમાં જઈએ ને કોઈને મળીએ તો પહેલો પુછાતો પ્રશ્ન, 'તમે કેવા? ' 

આ પુછનારા જરાય ગમે નહીં. માણસ છીએ આટલું પુરતુ નથી?પણ ના એ પુરતુ નથી જાતિગત લટકણિયા વગર જાણે તમે કાંઈ છો જ નહીં.

સરકારેય આ લટકણિયાના આધારે જ વિવિધ સહાય આપે. એટલે ગમે કે ના ગમે આ લટકણિયા માટે મથવું પડે.

પહેલાં તો અધિકારી બિચારા પ્રમાણપત્ર આપતા ડરતા રખેને ક્યાંક કોઈને ખોટુ જાતિપ્રમાણપત્ર અપાઈ જશે તો પેન્શન રોકાઈ જશે. એમની વાત સાવ સાચી. પણ અણહકનું મેળવવાની આપણી લાલચોના કારણે જ આવા જુઠ્ઠા પ્રમાણપત્રો બને.

જાતિપ્રમાણપત્ર આપવા માટે સરકારે કડક કાયદો કર્યો પિતાનું કે કાકાનું શાળા છોડયાનું પ્રમાણપત્ર ફરજિયાત જોડવાનું કર્યું. આમાં અમારી આ જાતિઓ બિચારી હેરાન થઈ ગઈ. શાળાનું એકેય પગથિયું એ 

પોતેય ચડ્યા નથી ત્યાં બાપાનું શાળા છોડ્યાનું પ્રમાણપત્ર કેવી રીતે લાવવું? આ બધું અઘરુ હતું. 

પણ ગાંધીનગર સતત રજૂઆત ને આ જાતિઓને પ્રમાણપત્ર આપવાના નિયમને ઢીલો કરવાની માંગ કરીને પહેરવેશ, બોલી, નાતપંચ તેમનું રહેણાંક તપાસીને જાતિપ્રમાણપત્ર આપવાની માંગણી કરી. આખરે ઘણા લાંબા સમયે સરકારે આ માંગણી ગ્રાહક રાખીને હવે સરળતાથી પ્રમાણપત્રો મળવા માંડ્યા. 

અમદાવાદમાં સાબરમતી વિસ્તારમાં જેમના છાપરાં તોડ્યા એમને ઘર મળે તે માટે મહેનત કરીએ છીએ. નવા કમીશનરે મકાન આપવા દરખાસ્ત કરવા કહ્યું છે જેના ભાગરૃપ તેમના જાતિપ્રમાણપત્ર માટે અરજી કરી હતી ને આ જુઓ એક સાથે આટલા બધા પરિવારોને જાતિ પ્રમાણપત્ર નામનું લટકણિયું મળ્યું.

આનંદ છે પણ સાથે સાથે આપણે આ જાતિના લટકણિયામાંથી મુક્ત ક્યારે થઈશું તે પ્રશ્ન પણ છે....

સાહેબ, જોષી સાહેબ ને વિજયભાઈ પરીખનો આભાર તેમની લાગણીના કારણે જ આ બધુ શક્ય બન્યું.

'Ben, please do something about the construction of our houses. Our generations have passed wandering but now we are tired. We can’t earn by decorating the carts and selling bullocks anymore. So, there is no meaning in roaming around. Now we go to collect the scrap. But if we get the house, it will be better.’

This is what Navghanbhai Saraniya from Bagasara of Amreli district feels. 

We have houses so we don’t understand the problems faced by the people who don’t have houses. 

But we have to think of the people who have to stay in such a condition every day. 

This settlement made by the covering of cloth looks nice in the photograph at the first glance. But how can one save themselves when there is rain in the monsoon?

Moreover, there are polls of electricity in the settlement but their entire settlement is in the dark. But we had a word with Maharshibhai. He gave solar light and thus, there is thin light but there is light.

But the wish is to have the permanent space and house. 

We met the Collector of Amreli. He is a very kind andgenerous person. He has told us to prepare all the details. He gave 250 forms for ration card immediately and told us to draw his attention if there is any difficulty in the process of getting the ration card. Our worker Ramesh and Devchandbhai from Bagasara will help us in this work. We hope that this work finishes soon.

'બેન હવે ઘર થાય એમ કરો. રખડી રખડીને અમારી પેઢીઓ વઈ ગઈ પણ હવે થાક્યા. આ ચાકા હજાવવાનું ને ઢાંઢા વેચવાનું હવ નથ થાતું. એટલે હવે ફરવાનો અરથ નથી. હવે કાગરિયા ને ભંગાર વીણવા જાઈએ સીએ. પણ ઘર થાય તો થોડું હરખુ રે.'

ઘરવાળા આપણને ઘર ના હોવાની તકલીફ ના સમજાય. પણ જેને રોજ આમાં જ રહેવાનું હોય એની દશા તો વિચારવી રહી....

એક નજરે તો કપડાંની આડોશ કરેલી આ વસાહત ફોટોમાં જોવી ગમે. પણ ચોમાસામાં વરસતા વરસાદમાં આવી આડાશોમાં પોતાને સાચવવાનું કેમ થાય? 

વળી લાઈટના થાઁભલા વસાહતમાંથી પસાર થાય છતાં એમની વસાહતમાં તો અંધારા જ. જોકે મહર્ષીભાઈ સાથે વાત થઈને એમણે સોલાર લાઈટ આપી તે ઘરમાં હવે ઝીણું તો ઝીણું પણ આજવાળું થાય છે. 

પણ ઈચ્છા રહેવા કાયમી જગ્યા ને ઘરની છે.

અમરેલી કલેક્ટર શ્રીને મળ્યા. ખુબ ભલા ને પરગજુ માણસ છે. એમણે બધી વિગતો તૈયાર કરી આપવા કહી છે. રાશનકાર્ડ માટે અઢીસો ફોર્મ તો અેમણે તત્કાલ આપ્યાને કાર્ડ મળવામાં તકલીફ થાય તો ધ્યાન દોરવા કહ્યું. અમારો કાર્યકર રમેશ ને બગસરાના દેવચંદભાઈ આ કામમાં મદદ કરશે. બસ ઝટ આમની આશાઓ પુર્ણ થાય એમ ઈચ્છીએ..

બગસરામાં રહેતા ગાડલિયા, સરાણિયા, બાવાજી, દેવીપૂજક, ફકીર વગેરે સમુદાય સાથે બેઠક કરી તે વેળાની તસવીરો...

A few Vadi families have been staying in the Saarsana village in Surendranagar for many years now. While few families have been allotted plots in the village there are few who are still awaiting the sanctioning of the plots. The have been demanding the plots for years now but the villagers who had earlier shown willingness to allow Vadi families to settle in Saarsana are now opposing the allotment of plots to the remaining families.  The panchayat is reluctant to approve the allotment. So why have these village leaders who until now were very empathetic towards this community suddenly become reluctant?? This was something that we were struggling to comprehend. However, one day during discussion with these village elders revealed their  apprehensions,”The number of Vadi families staying here for now is enough, we don’t want Vadi strength  to grow in this village, what if a Vadi decides to contest an election, Saarsana is our village how can it have a Vadi sarpanch……!!!

They need not say more because rest was understood, even before they could voice their concerns. “We are prepared to give them in writing that we would not be contesting any elections in this village, just let us have a place to build a roof on our head!!” says Keshunath Vadi when he got to know about the feelings the village elders held..

VSSM and the Vadi families have been working to create a positive environment. The families who are awaiting the allotment of plots required documents of identity. Hence, VSSM’s Harshad initiated process of acquiring ration cards and voter ID cards for these families, recently 30 families received Vatsalya cards. We have also filed applications for the allotment of plots. We hope the panchayat adopts a more empathetic approach, they have mellowed down a bit and aren't opposing as fiercely as they did 4 years back. 

With the eternal prayer and hope that all such families get to have a decent roof to protect themselves and the team of VSSM continues to work with the same zest and spirit amidst all such hostile and moral bursting situations. 

VSSMની મદદથી વાદી પરિવારોને વાત્સલ્ય કાર્ડ મળ્યા

સુરેન્દ્રનગરના સારસાણા ગામમાં વાદી પરિવારો ઘણા વર્ષોથી રહે. રાજ્ય સરકાર દ્વારા કેટલાક પરિવારોને ઘણા વખત પહેલાં રહેણાંક અર્થ પ્લોટ પણ ફાળવાયા હતા પણ હજુ કેટલાક પરિવારો બાકી છે જેઓ પણ પ્લોટ મળે તેની માંગ કરી રહ્યા છે. ગામના લોકોનો વાદી પરિવારો પ્રત્યેનો વ્યવહાર પણ સારો છે. પણ જે પરિવારોને પ્લોટ મળ્યા નથી તેમને પ્લોટ મળે તેની અરજી બાબતે પંચાયત સહમત નથી. આવું કેમ હંમેશાં સરકારી મદદની વાત આવે તો ‘વાદીઓને આપો એ બિચારા ગરીબ છે’ એવું કહેનારા આગેવાનો અન્ય વાદીઓના વસવાટોનો વિરોધ કેમ કરી રહ્યા છે તે સમજાતું નહોતું. આખરે એક વખત ગામના આગેવાનોએ કહી જ દીધુ કે, ‘વાદીના જેટલા પરિવારોને અહીં જગ્યા આપી છે એ બસ છે બીજા વાદીઓને વસાવીશું તો એમનું જુથબળ મોટું થશે અને પછી તો પંચાયતની ચૂંટણીમાં વાદી ધારે તો સરપંચ પણ થઈ શકે.  સારસાણા અમારુ ગામ એમાં આમ વાદી સરપંચ....’

આગળ કશું બોલ્યા નહીં પણ સમજાઈ ગયું. કેશુનાથ વાદી તો કહે કે, ‘આપણે લખીને આપીએ અમે કોઈ સરપંચની ચૂંટણીમાં ઊભા નહીં રહીએ પણ માથુ ઘાલવા બાપલા જગ્યા આલો.’ પણ એમ આ કાંઈ સરળ થોડું હતું.

આખરે ધીમે ધીમે બધુ ગોઠવાય તે માટેના પ્રત્નો અમે અને વાદીઓએ શરૃ કર્યા. જે પરિવારો પાસે પ્લોટ નહોતા તેમને પ્લોટ મળે તે પહેલાં તેમના રેશનકાર્ડ, મતદારકાર્ડ વગેરે બને તે જરૃરી હતું. vssmના કાર્યકર હર્ષેદ મહેનત કરીને આ બધુ કરાવ્યું. તાજેતરમાં 30 પરિવારોને વાત્સલ્ય કાર્ડ પણ મળ્યા. પ્લોટ માટેની અરજી હવે કરી છે. હાલ તો બધુ શાંત છે પંચાયત પણ વાદી પરિવારોની સ્થિતિ સમજશે તેવી આશા છે, આમ તો સમજ્યા છે એટલે 4 વર્ષ પહેલાં જે વિરોધ કર્યો હતો તેવો આ વખતે નથી કર્યો...

વિશ્વમાં જન્મનાર તમામને વાદીની ભાષામાં કહુ તો માથુ ઘાલવા ઘર મળે, સાથે ગુજરાતમાં રહેતા તમામ વિચરતી વિમુક્ત જાતિઓના ઘર વિહોણા પરિવારોને ઘર મળે તે માટે અમે સૌ આજ જુસ્સાથી કાયમ મથ્યા કરીએ તેવી પ્રબળ ભાવના અમારા સૌના મનમાં છે અને આ ભાવના સાકાર થશે તેવી શ્રદ્ધા પણ છે.

VSSM fight for the missing file of caste crtificate

A couple of months back VSSM’s  Harshad went to the office of Block Development Officer with a file containing applications  for  obtaining caste certificate for 15 individuals belonging to Chuvaliya Koli community. However, the TDO refused to accept the file citing that it is not the job of his office to issue such certificates. Harshad tried his level best to explain to the officer that for the authority to process the applications of the applicants living in the rural areas has been given to the Taluka Development Officer. But the TDO was in no mood to listen to the reasoning and refused to accept the file!!!

 Harshad was left with no choice but to take the file to the District Collector’s Office and deposit it there. One and half months passed by but there was no official intimation on the progress of the applications. Hence Harshad decided to follow-up on the matter. A visit to the Collector’ office revealed that the authorities there were still struggling to decide where to send the file for processing, at TDO or Mamlatdar’s office??!! Harshad showed them the official notification on the matter and the file was sent to the TDO’s office.  A few days later when Harshad followed-up the matter with the Chotila TDO’s office he was told that they hadn’t received any such file!! When Harshad informed to take the matter for RTI the filed suddenly showed-up from their cupboard..again a few days later when Harshad  visited the TDO office the reply he got was shocking- "the file has been taken back by someone from the organisation, so now file the applications again!!!”

This hasn’t happened for the first time, somehow the files containing applications of individuals and families belonging to nomadic and de-notified communities keep playing peek-a-boo with the officials. Is it because the authorities are careless or does it reflect their discriminatory mindsets towards the nomadic communities….. Nonetheless one thing is for sure, the government officials sure like playing a never ending game of peek-a-boo with the files of these poor families…. 

Hope someday they decide to take a break and stop playing such games with poor and vulnerable families…..

“ફાઈલ ખોવાઈ ગઈ છે હવે નવેસર થી અરજી કરો “VSSM ને જવાબ મળ્યો

VSSMનાં કાર્યકર હર્ષદે ચોટીલા તાલુકાના નાવા ગામમાં રહેતા ચુંવાળીયા કોળી જાતિના ૧૫ વ્યક્તિઓની જાતિ પ્રમાણપત્ર કઢાવવાની અરજી લઈને અરજદારો સાથે ચોટીલા તાલુકા વિકાસ અધિકારી પાસે ગયા. પરંતુ, તાલુકા વિકાસ અધિકારીએ અરજી સ્વીકારવાની ના પાડી. હર્ષદ દ્વારા ટીડીઓને સમજાવવામાં આવ્યું કે, નિયમ પ્રમાણે ગ્રામ્ય સ્તરે રહેતા પરિવારોને જાતિપ્રમાણપત્ર આપાવની સત્તા તેમની છે. પણ તેઓ કશું સાંભળવા જ રાજી નથી. 

છેવટે કંટાળીને હર્ષદે જાતિ પ્રમાણપત્ર મેળવવા તૈયાર કરેલી ફાઈલ કલેક્ટર કેચરીમાં જમા કરાવી. દોઢ મહિના જેટલો સમય વિત્યો છતાં કોઈ જવાબ ના આવતા તપાસ કરતા ખ્યાલ આવ્યો કે, કલેક્ટર કચેરી મૂંઝવણમાં છે કે આ ફાઈલ ટીડીઓ કે મામલતદાર કોને મોકલવી. હર્ષદે ત્યાં પણ ઠરાવ વિશે વાત કરીને ટીડીઓ કચેરીએ ફાઈલ મોકલવા જણાવ્યું. ફાઈલ ટીડીઓ કચેરીએ મોકલવામાં આવી. હવે થોડા દિવસ બાદ ચોટીલા ટીડીઓમાં ફોલોઅપ કરતા જવાબ મળ્યો કે આવી કોઈ ફાઈલ અહીં આવી જ નથી. હર્ષદે આરટીઆઈની વાત કરતા તરત જ ફાઈલ તેમની તિજોરીમાંથી મળી આવી.
થોડા દિવસ બાદ ફરીથી ફોલોઅપ કરવા હર્ષદ ચોટીલા ટીડીઓ કચેરીના વહીવટી વિભાગમાં પહોંચ્યા તો ત્યાંથી જે જવાબ મળ્યો એ ચોકાવનારો હતો કે “સંસ્થામાંથી કોઈ ભાઈ આવ્યા હતા અને ફાઈલ લઇ ગયા છે તો ફાઈલ ઓફિસમાંથી નથી મળી રહી હવે એક કામ કરો ફાઈલ ખોવાઈ ગઈ છે તો નવેસરથી અરજી કરો”. 

આ આખો અનુભવ બેદરકારી કે અણસમજણ કરતા પણ વધુ વિચરતી અને વિમુક્ત જાતિના લોકો પ્રત્યે તેમની માનસિકતા છતી કરે છે. VSSM આ પરિવારોની સરકારી સ્તરે કરેલી રજૂઆતોનું સતત ફોલોઅપ કરે છે પણ જો ફોલોઅપ ના થાય તો આ રીતે કેટલી ફાઈલો ગુમ થાય... 

ત્યાં સુધી ચુંવાળિયા કોળી પરિવારોને જાતિ પ્રમાણપત્ર ઝટ મળે તેવી આશા...

The Dafer, however hard they struggle to be part of the mainstream society continue to be victimised by authorities just because the community they are..

Musabhai Dafer and Umarbhai Dafer, staying on the outskirts of Kargthad village, situated in Ahmedabad’s Viramgaum block. These Dafer families are entrusted for guarding the farm boundaries. On 23rd August at around 2.30 in the night, the police from LCB Sarkhej raided the Dafer dangaa and took Musabhai and Umarbhai along. There was reason for arresting them…..just one more instance where police arrest and harass the Dafer for no valid reason.  

The duo were kept in police custody for 4 days after which they were released on the condition to ‘handover  a revolver type weapon and one person…’ So what did the police do with the duo.. only the walls of the police station can bear witness….

Both these men and their families were under tremendous stress of obliging to the demands the police had made or else face their atrocities. After a week, at around 5 in the morning the police from LCB Sarkhej again barged into the dangaa and began a search operation (there was  no warrant to do so) ..al they could find was a few sticks, battery and some rags. It is said that the Dafer families handed over a local pistol ( made of pipe, locally known as bhadakiyu) as it was becoming too painful to tolerate the police beating and atrocities….

Where do such helpless families go when the people responsible to protect them are the ones abusing them?? For many years now VSSM has been striving towards freeing these de-notified nomadic communities from the atrocious behaviour of the   authorities and society. We have achieved reasonable success in our efforts. The atrocity of the police towards Musabhai and Umarbhai pained us but the what brought joy was the fact that the villagers from Kargthad came to us complaining about the entire incident. In this instance the village community stood by the Dafer families. This is what VSSM has been asking from this community, we are the villagers of Kargthad choose to stand by the Dafer. 

On 9th September, we (VSSM, Dafer families and the villagers) met the DGP Shri. Mall  Saheb and briefed him on the entire episode. Sri. Mall Saheb is a very knowledgeable and sensitive individual towards the issues of weaker sections of the society and the Dafer are lucky to have him at the realm of the initiative designed to bridge the gap between the Dafer and the police authorities. 

In order to enable a dialogue between the Dafer community and the  district, block level police officials we have proposed for a one day consultation. We are hopeful that under the presence of a sensitive official like Shri Mall Saheb we shall be able to overcome  the  long standing issues between the officials and the community.

ડફેર પર થયેલા પોલીસ અત્યાચારની વાત કરવા ગામના લોકો vssm પાસે આવ્યાં.. 

અમદાવાદ જિલ્લાના વિરમગામ તાલુકાનું કરગથળગામ. ગામમાં વર્ષોથી ડફેર પરિવારો સીમ રખોપું કરે. પ્રમાણિકપણે સીમરખોપું કરનાર મુસાભાઈ ડફેર અને ઉમરભાઈ ડફેરને તા.૨૩ મી ઓગસ્ટ નાં રોજ રાતનાં ૨:૩૦ વાગે સરખેજ LCB પોલીસ પકડીને લઇ ગઈ.

ત્યાં લઇ ગયા પછી આ બંને પર શુ વીત્યું હશે એની સાક્ષી પોલીસ સ્ટેશનની ભીંતો જ વર્ણવી શકે. ચારેક દિવસ પછી મુસાભાઈને છોડી મુકવામાં આવ્યાં. પણ શરત હતી કે ગમે તે રિવોલ્વર જેવું હથિયાર અને એક માણસ રજુ કરો.

હવે આ હથિયાર ક્યાંથી લાવવા. મુખ્ય પ્રવાહમાં ભળવા પરિશ્રમપૂર્વક આજીવિકા રળનાર આ લોકોનો વાંક એટલો જ હતો કે તે ડફેર હતા.

વળી અઠવાડીયા પછી સરખેજ LCBએ જીપ લઈને પરોઢિયે ૫:૦૦ વાગે આવીને સર્ચ ઓપરેશન આરંભ્યું. એમને હાથ આવી લાકડીઓ, બેટરી, થોડા ગાભા અને અન્ય ઘરવખરી.. (અહી ખાસ નોંધનીય છે કે ડફેર પરિવારના છાપરાની ઝડતી લેવા કોઈ સર્ચ વોરંટ વગર પોલીસ ડંગામાં આવ્યાં અને ઘણી ઘરવખરી તોડી પણ નાખી.) કહેવાય છે કે, આ લોકોએ હાથ બનાવટની રિવોલ્વર (પાણીની પાઈપમાંથી બનાવેલી દેશી ભડાકીયું) રજૂ કરી. કારણ માર સહન ના થયો..

કાયદો અને વ્યવસ્થા જાળવણી કરનાર તંત્ર આ પ્રકારે વર્તે તો પછી ફરિયાદ કોને કરવી? 

ડફેર પરિવાર જે યાતના વેઠે છે એને અમે જોઈ છે. vssm આ પરિવારોને એમની પેઢીઓએ વેઠેલી યાતનામાંથી મુક્ત કરાવવા ઘણા સમયથી કોશિશ કરે છે અમે ઘણા અંશે સફળ થયા છીએ. ડફેર પરિવારોને આ પીડામાંથી મુક્તિ માટે જેમની સીમનું આ પરિવારો રખોપું કરે છે એ ગામલોકો પણ એમને મદદ કરે એવો vssm પ્રયત્ન કરે છે.. આજે પહેલી વખત કરગથળગામના લોકો ડફેરો સાથેના પોલીસના વર્તન અંગેની ફરિયાદ લઈને vssm ઓફીસ આવ્યાં..  પોલીસે જે કર્યું એ બરાબર નથી પણ ગામલોકો ડફેર પરિવારોની પડખે ઉભા રહ્યા એનો આનંદ છે.

તા.૯ ઓક્ટોબર ૨૦૧૫ના રોજ ગામલોકોને લઈને અમે માનનીય પોલીસ મહાનિરીક્ષક શ્રી મલ્લ સાહેબને મળ્યા. સમગ્ર હકીકત વર્ણવી. ડફેર તથા આ પીડિતો સદભાગી છે કે, આ વિષયનો ઊંડો અભ્યાસ કરનાર સંવેદનશીલ અધિકારી શ્રી મલ્લ સાહેબના હસ્તક સુરક્ષા સેતુનું ઉત્તરદાયીત્વ છે. 

ડફેરોના પ્રશ્ને વરિષ્ઠ જીલ્લા પોલીસ અધિકારીઓ, ડફેર પરિવારજનો સાથે એક દિવસીય બેઠક યોજવાનું અમે સુચન કર્યું છે.. જેમાં ખુલ્લા મને બંને પક્ષ પોતાની વાત કરે સાથે સાથે ડફેરોના તમામ પ્રશ્નો જેવા કે રહેણાંક, આવાસ અને રોજગારીની પણ વાત થાય.

શ્રી વિનોદ મલ્લ જેવા સવેદનશીલ અધિકારીની ઉપસ્થિતિમાં આ પ્રશ્ન ઉકેલાશે એવી અમને શ્રદ્ધા છે. ડફેર પરિવારો જે સ્થિતિમાં રહે છે એ ફોટોમાં જોઈ શકાય છે આવી હાલતમાં રહેતાં પરિવારોને હેરાન કરવાનું પણ મન ના થાય ત્યારે.. પોલીસ કેવી રીતે આવું કરી શકતી હશે...

In the Indian sub continent the summers are gruesome and are increasingly becoming hotter. Every year after the scorching heat there is this unabated wait for the rain Gods to shower their mercy.. when the rains arrive it just does not drench the parched earth but baths the hearts and souls of people and  uplifts the general mood in the air. The country side looks fresh,  green and crisp. We who are blessed to enjoy the privileges of life can really enjoy the season in the comfort and luxury of our home sipping impinge hot tea and pakoras (our monsoon staples) but imagine the life of people who live in open, have to decent roof to cover their heads for who surviving the season becomes an issue.

As a result of the heavy rainfall and the grim situation it created, today I sent my sister-in-law Heema to survey the conditions  of Saraniyaa families staying on the Palanpur-Deesa highway. The intention was to give the families food and supplies they needed. “Didi, the situation is very grim. A lot of homes are under water, there is no wood to burn and cook food, infact  there is no food as most of the belongings have been washed away. One shade where the water is a bit less people are trying to cook by burning old chappals in a large tin pan.  A lot of roofs have blown away by the strong winds,” said Heema, narrating the ground realities in area she was visiting. Heema purchased food and other articles from the nearby market and gave to the families but our concerns are for  those families who are not reached yet. 

These families that survive on daily wages suffer the most in such conditions because no work means no money and hence no food to feed the family at teh end of the day. They are left with no choice but to suffer from hunger!!!

વિચરતી જાતિના પરિવારો કે જે છાપરામાં રહે છે એમની વરસાદમાં શુ દશા છે??

વરસાદની રાહ સૌ જુએ અને પડે ત્યારે આપણે સૌ ઝૂમી ઉઠીએ.. શહેરમાં આપણને તુરત ભજીયા અને દાળવડા ખાવાનું મન થઇ જાય અને એ માટે વરસતા વરસાદમાં લાંબી કતારમાં આપણે ઉભા રહી જઈએ અને ઘરે આવીને મજાથી ટીવી સામે જોતા જોતા પરિવાર સાથે ખાઈએ. 

પણ જે પરિવારો પાસે પોતાનું પાકું ઘર નથી. છાપરામાં રહે છે એમની સ્થિતિ શુ થતી હશે? આપણને કલ્પના પણ નથી આવતી. આજે પાલનપુરમાં ડીસા હાઇવે પર રહેતાં સરાણીયા પરિવારોની દશા જોવા માટે મારા ભાભીને મોકલ્યા. મૂળ તો જોઇને જે મદદની જરૂર હોય એ કરી શકાય એ માટે.. હિમા(ભાભી) એમણે કહ્યું, ‘સ્થિતિ ખરાબ છે. કેટલાક છાપરાં તો પાણીમાં જ છે વરસાદના કારણે લાકડા કે બીજું કંઈ સળગાવવા માટે નથી એટલે રસોઈ થઇ શકે એવી હાલત નથી. એક છાપરાંમાં જરા ઓછું પાણી પડે છે ત્યાં એક તબકડામાં ચંપલ બાળીને જે પડ્યું છે એમાંથી સૌ માટે રાંધવાની કોશિશ થઇ રહી છે.. કેટલાકના તો વાવાઝોડાના કારણે છાપરાં પણ ઉડી ગયા છે. દીદી હાલત ખરાબ છે..’ હિમા બજારમાંથી શક્ય ખાવાનું લઈને આ પરિવારોને આપશે. પણ જે પરિવારો પાસે કોઈ પહોચ્યું જ નથી ત્યાં શું? 

રોજ કમાવીને રોજ ખાવાનું કરતા આ પરિવારો એક દિવસ મજૂરીએ ના જાય તો સાંજનો ચૂલો સળગે નહિ ત્યારે વરસતા વરસાદમાં ભૂખ્યા બેસવા સિવાય બીજો કોઈ આરો એમની પાસે રહેતો નથી.. આપણા જેવા કે જેમને ઘર અને જમવાનું નસીબ થયું છે એવા પરિવારોએ આવા વંચિત અને ઘરવિહોણા પરિવારોને ભૂખમાંથી ઉગારવા આગળ આવવું જોઈએ... અને આ કપરી ઘડી પસાર થઇ જાય એમ કરવું જોઈએ.. 

વિચરતી જાતિના પરિવારો ચોમાસામાં જે સ્થિતિમાં રહે છે એ ફોટોમાં જોઈ શકાય છે

The Government of Gujarat on 28th July 2015 announced  the appointments of Chairperson and Members for the Development Corporation for Nomadic and De-notified tribes. The Chief Minister Mrs. Anandiben Patel appointed Shri. Gorakhnath Vadee of Dhrangadhra and Shri. Kishankaka Nat of Deesa from the names given by VSSM as the members of the corporation. We were hopeful that the corporation consisting of 7 members will find a fitting representation of  community leaders/individuals from major/populous communities and we are glad that the Devipujak community is well represented. Community leaders from Raval, Bajaniyaa, Salat, Oad, Dafer, Bhavaya, Sandhi, Saraniyaa, Gadaliyaa etc. called up to inquire if their communities were duly represented!! While we had to affirmative answer to they queries but we did assure them that the individuals who have been appointed are good humans and will be listening to their grievances and concerns. 

While we are aware of the fact that the appointments of members to any such official body does have constitution restrictions, we also need to address the anxiety of almost 40 communities each of who is worried whether the agonies of their community will be heard! It is first time after the independence of our country that a special body to address the issues of nomadic communities has been formed hence it is rational that these concerns emerge from the communities that have no participation  to such an important body. 

As a remedial measure we feel that a working committee be formed which has representation from every community, the committee should meet at regular intervals, discuss the issues and take their suggestions and make  the future plans accordingly, this will also help strengthen the body and realise the objectives for its coming into being. At this stage we feel it is important that such a committee be formed or else the discontent from the communities would be difficult to curb.

We are extremely thankful to The Chief Minister Mrs. Anandiben Patel for the immediate decision of forming this much needed corporation and hope the concerns and grievances of nomadic communities will be addressed with similar pace.

ગુજરાત વિચરતી અને વિમુક્ત જાતી વિકાસ નિગમમાં ચેરમેન અને સભ્યોની નિયુક્તિની જાહેરાત સરકારે તા. ૨૮ જુલાઈના રોજ કરી. સભ્યો માટે આદરણીય શ્રી આનંદીબહેનને vssm દ્વારા આપેલા નામોમાંથી શ્રી ગોરખનાથ વાદી (ધ્રાંગધ્રા) અને શ્રી કિશનકાકા નટ (ડીસા)ની પણ નિયુક્તિ થઇ. કુલ સાત સદસ્યોના બનેલા નિગમમાં વિચરતી અને વિમુક્ત જાતિના વધુ વસ્તી ધરાવતી જાતિના આગેવાનોને પ્રતિનિધિત્વ મળશે એવી આશા હતી જેમાં દેવીપૂજક સમુદાયને સારું એવું પ્રતિનિધિત્વ મળ્યું છે. જેનો આનંદ છે.

આજે રાવળ, બજાણીયા, સલાટ, ઓડ, ડફેર, ભવાયા, સંધી, સરાણીયા, ગાડલીયા વગેરે સમુદાયના આગેવાનોના પણ ફોન આવ્યા અને એમની જાતિમાંથી કોઈનું પ્રતિનિધિત્વ છે કે કેમ એ પ્રશ્ન કર્યો.. મારી પાસે જવાબ નથી.. પણ હાલમાં જેમની નિયુક્તિ થઇ છે એમાં ઘણા સારા માણસો છે અને એ આપણી વાત જરૂર સાંભળશે એવો દિલાશો આપણે એમને આપ્યો.. 

નિગમમાં સભ્યોની નિયુક્તિમાં બંધારણીય મર્યાદા છે આપણે એ જાણીએ છીએ પણ વિચરતા અને વિમુક્ત સમુદાયમાં સમાવેશ ૪૦ જાતિઓ તો પોતાની સ્થિતિની વાત નિગમમાં સંભાળશે કે કેમ એની ચિંતામાં છે. ચિંતા પણ સ્વાભાવિક છે આઝાદીના આટલા વર્ષો પછી પહેલીવાર એમના માટે કંઇક બન્યું છે અને એમાં પોતાની ભાગીદારી નહિ હોય તો પોતાનો અવાજ પહોચશે કે કેમ એ ભય પણ વ્યાજબી છે.. 

એક ઉકેલરૂપે એવું લાગે છે કે એક કાર્યકારી સમિતિ પણ બનાવવી જોઈએ જેમાં દરેક જાતિના સભ્યોને લેવા જોઈએ અને એની બેઠક પણ વખતો વખત થવી જોઈએ અને એમના મંતવ્યો લઈને નક્કર આયોજન પણ કરવું જોઈએ.. દાંત વગરના વાઘ જેવું નિગમ બની ના રહે તે માટે પણ કાર્યકારી સમિતિની રચના જરૂરી લાગે છે..   નહિ તો પ્રતિનિધિત્વ ના મળ્યાના રંજ સાથેનો વિરોધ ટાળવો મુશ્કેલ થઇ જશે.. 

નિગમના ત્વરિત નિર્ણય બદલ આદરણીય શ્રી આનંદીબેહન પટેલનો vssm વતી આભાર માનીએ છીએ. આગામી દિવસોમાં વિચરતા વિમુક્ત સમુદાયોના પ્રશ્નો આજ ત્વરાએ હાથ પર લેવામાં આવે એવી સહજ અપેક્ષા છે.

Goverment authorities invite vssm to sort out Dafer community issues 

The unlawful harassment of nomadic communities especially that of the Dafer by the state police  has been our concern for a very long time. Over the years, through this platform, we have shared with you  numerous instances of victimisation of the nomadic families. The concerns  had also been shared with state Police Chief, who organised a meeting headed by Shri. Vinod Kumar Mall, Additional D. G. P - Prevention of Atrocities of SC/ST and weaker sections on 9th June 2015. The major demand was immediate end of harassment,  unlawful detention and atrocities on  the Dafer  and other  nomadic families, cooperation of the Department of Police in enabling the Dafer families access residential plots by working closely with the Revenue Department. 

Shri. Vinod Kumar is a concerned and sympathetic police officer. “It is necessary that we work constructively towards ensuring these families find work and get home to build their lives. We have never heard Dafer looting in crores, Rs. 1000 or 2000 and that too to feed his family not to become rich. If they are provided permanent homes, education for their children, opportunities to  earn livelihood the families will not be required to get involved in any such activity,” we salute such compassion and understanding. At the end of the meeting it was decided that the police will write to the revenue department for speedy allotment of residential plots to the Dafer families. The department also agreed to act with humility with these communities to release advisory of the same during the monthly meeting with the district police chiefs. It was also decided that detention of the Dafer youth just because the police are falling short of new cases will also be stopped.  

Under the circumstances when  the police detains anybody from the community our dilemma is whom should do we speak to immediately, to which Shri Mall gave us his phone number and that of Shri.Bhaati,  Deputy Police Chief. 

The difference in the attitude and approach of the senior and junior police officials always confuses us!! We hope and pray that the beginnings at the end of this meeting remain positive….

વિચરતા સમુદાયો ઉપર થતાં પોલીસ અત્યાચાર સંદર્ભે રાજ્ય પોલીસવડા સમક્ષ રજૂઆત કરવામાં આવતા તેમણે આ સંદર્ભે એડીશન ડાયરેક્ટર જનરલ ઓફ પોલીસ શ્રી વિનોદ કુમાર મલ્લની અધ્યક્ષતામાં તા.૯ જુન ૨૦૧૫ના રોજ એક બેઠકનું આયોજન કર્યું. આ બેઠકમાં વગર ગુને ડફેર પરિવારો પર થતાં પોલીસ અત્યાચાર અને એજ રીતે વિચરતા પરિવારોના વસવાટના સ્થળે આવીને ખોટી રીતે અટકાયત કરવાનું, હેરાન કરવાનું પોલીસ દ્વારા કરવામાં આવે છે એ બંધ થવું જોઈએ અને ડફેર પરિવારોને સ્થાઈ રહેણાંક અર્થે પ્લોટ મળે એ માટે પોલીસ વિભાગ પણ મહેસુલ વિભાગ સાથે વાટાઘાટો કરે એ બાબતે રજૂઆત કરી. 

શ્રી વિનોદ કુમાર ખુબ જ સંવેદનશીલ અધિકારી એમણે કહ્યું, ‘આ પરિવારોને સ્થાઈ આવાસ અને રોજગાર મળે એ દિશામાં નક્કર પ્રયત્ન થવા જ જોઈએ.. કોઈ ડફેરે કરોડોની લુંટ કરી હોય એમ સાંભળ્યું નથી. રૂ.૧૦૦૦ કે ૨૦૦૦ની લુંટ કરે અને એ માટે કેટલું જોખમ ઉઠાવે.. આ લુંટ પેટ ભરવા માટે જ છે માલદાર થવા નથી.. એમને સ્થાઈ આવાસ અને બીજી સુવિધા મળે, બાળકો ભણતા થશે તો આ બધામાંથી આ પરિવારો નીકળી જશે..’ અધિકારીગણની આ સંવેદનાને સલામ...

બેઠકને અંતે અમદાવાદ, સુરેન્દ્રનગર અને મહેસાણા જીલ્લામાં રહેતા ડફેર પરિવારોને પ્રથમ તબક્કામાં ઝડપથી રહેણાંક અર્થે જમીન મળે એ માટે પોલીસ વિભાગ મહેસુલ વિભાગને લખશે. સાથે સાથે દર મહીને જીલ્લા પોલીસ વડા સાથે થતી બેઠકમાં પણ વિચરતી જાતિના કિસ્સામાં નમ્રતાથી વર્તવા બાબતે સ્પસ્ટ સુચના આપવાનું વિભાગે સ્વીકાર્યુ. પોલીસ દ્વારા ખાલી કેસ બતાવવા આ પરિવારના યુવાનોની અટકાયત થાય છે એ ન થાય એ માટે પણ સ્પસ્ટ સુચના આપવાનું નક્કી થયું.

‘વિચરતી જાતિના વ્યક્તિઓને ખોટી રીતે પોલીસ લઇ જાય ત્યારે અમે તત્કાલ કોઈ સાથે વાત કરી શકીએ એ અંગે વ્યવસ્થા ગોઠવાય તો ખુબ સારું કામ થઈ શકે એ અંગે બેઠકમાં વાત કરી તો શ્રી મલ્લ સાહેબે એમનો જ ફોન નં. આપ્યો અને નાયબ પોલીસ મહાનિરીક્ષક શ્રી ભાટી સાહેબે

પણ ગમે ત્યારે આ અંગે ફોન કરવાની વિનમ્રતા દાખવી..

Antyoday Ration Cards For 23 Nomadic families of Bhabhar block facilitated by VSSM

VSSM facilitates allocation of Antyoday Ration Cards to 23 Nomadic families of Bhabhar block. 

Recently, 23 families belonging to Vadee Communities, Devipujak Communities, Raval Communities, Meer Communities, Gadaliya Communities were allotted their Antyoday Ration Cards. The families belong to Balodhan, Mera and Kuvada villages of Bhabhar block in Banaskantha, The applications were filed three months back. Normally the time taken for issuance would be much more but with supportive and considerate official Mamlatdar Shri. Prakashbhai Chaudhary at realm the applications were process sooner than expected.

The Nomadic Communities because they do not have a permeant address, do not being to any one revenue village, aren’t aware of their fundamental rights suffer lot at the hands of authorities and villagers. Their ignorance makes them victims of mafia individuals who prowl and make money on pretext of getting them various citizenry documents. They may be staying in a village for past 25 years but still most of them do not possess any evidence of their residency in that village, since most of them aren’t wanted in the village the villagers also are least bothered in supporting the cause.

When the 23 families received their ration cards Rangabhai Vadee a resident of Balodan settlement asked VSSM’s Naranbhai, “ So how much money do we have to pay to get this Antyoday Card??

"Not a single penny, this is your right and once you apply you should get it, but why would you ask so?” Naranbhai replied.

Rangabhai couldn’t believe this because he had spent thousands on getting a Voter ID card and than some more to get a ration card that too  he received an APL ration card. Because of his ignorance and the  lack of documents of  proof made him an easy target. The presence of VSSM in nomadic settlements not only facilitates such  process but also prevents families from being  victims of such rackets…..

ભાભર તાલુકાના ૨૩ વિચરતા પરિવારોને vssmની મદદથી અંત્યોદય રેશનકાર્ડ મળ્યા..

આ દેશમાં જન્મ લેનાર તમામ વ્યક્તિને આ દેશના નાગરિક તરીકેના તમામ પુરાવા મેળવવાનો અધિકાર છે. સામાન્ય રીતે જે સ્થાઈ છે, જેમનું પોતાનું સરનામું છે એમને આ બધું મળવું મુશ્કેલ નથી. પણ વિચરતા પરિવારો કે જેમના પોતાના વસવાટના ઠેકાણા નથી એમના માટે આ બધું મેળવવું ખુબ કપરું છે. વર્ષોથી ગામમાં રહે છે પણ ગામના બીજા વ્યક્તિને મળતાં અધિકાર મેળવવા આ પરિવારો વલખાં મારે છે. બલોધણ ગામમાં રહેતાં રંગાભાઈવાદીએ મતદારકાર્ડ માટે ઘણા પૈસા ખર્ચ કર્યા પછી કાર્ડ મળ્યું. મૂળ તો વિચરતા હોવાના કારણે ગામના રહેવાસી છે એવો પુરાવો નહોતો એટલે પૈસા ખર્ચવાનું થયું. રેશનકાર્ડ માટે રૂ.૧૦૦૦ ઉપરાંતનો ખર્ચ કર્યો ત્યારે જતાં APL કાર્ડ મળ્યું. પણ એમના જ સમુદાયના ૭ પરિવારોને vssmની મદદથી મતદારકાર્ડ અને એ પછી અંત્યોદય રેશનકાર્ડ મળ્યા ત્યારે રંગાભાઈએ ‘આ કાર્ડ માટે કેટલા પૈસા આપવા પડે નારણભાઈ?’ (vssm ના કાર્યકર) એમ પૂછ્યું. નારણે કહ્યું, ‘એક રૂપિયો પણ નહિ આ તમારો અધિકાર છે અને તમને એ મળે જ’ પણ એમના માનવામાં આ આવતું નહોતું.

બનાસકાંઠા જીલ્લાના ભાભર તાલુકાના બલોધણ, મેરા, કુવાળા ગામમાં રહેતાં વાદી, દેવીપૂજક, રાવળ, મીર, ગાડલિયા સમુદાયના ૨૩ પરિવારોને 16 એપ્રિલ ૨૦૧૫ના રોજ અંત્યોદય રેશનકાર્ડ મળ્યા. અંત્યોદય રેશનકાર્ડ માટે આપણે ત્રણ મહિના પહેલાં અરજી કરી હતી. ભાભર તાલુકાના નાયબ મામલતદાર શ્રી પ્રકાશભાઈ ચૌધરી ખુબ જ ભલા માણસ અને એમના કારણે જ આ પરિવારોને અંત્યોદય કાર્ડ મળી શક્યા.

દેશમાં વસતા તમામ વ્યક્તિઓની અન્નસુરક્ષા જળવાય એવી અભ્યર્થના સાથે ફોટોમાં અંત્યોદય રેશનકાર્ડ સાથે પરિવારો..

Nomadic families of Morbi receive Voter ID cards with help of VSSM

A settlement of nomadic families consisting of Vansfoda - Nomadic Communities and Devipujak - Nomadic Communities is situated Morbi-Kandla road. It has been here for a very long time. The Vansfoda families earn their living by taking work of greasing the vehicles while the Devipujak families collect scrap to later sell it in the scrap market. It’s a job requiring wandering through the day but they come back and spend most part of the year at one settlement. 

Inspite staying on one place for many years these families did not have any citizenry documents like the Voter ID cards or Ration card, their children weren’t going to school either.  The families had absolutely no access to any of the basic amenities. 

Nomads Residence (Distt.Morbi, Gujarat ) 

VSSM pursued the matter, as a result of which 32 families were allotted Voter ID cards which stands as their Identity Proof as well as part of Human Rights For Nomadic Tribes.Whenever it comes to Voter ID cards VSSM gets immense cooperation from the Chief Electoral Officer. The instructions from her office are responded swiftly by the district authorities. But getting Ration Card is all together a different ball game.  The processing period can get stretched to months if not a year. We have filed ration card applications for 7 families and are hopeful the officials will respond soon. 

As visible in the pictures the families currently stay in very poor living conditions there is no water, no power.. VSSM has initiated a Bridge School for the children in this settlement where they have been introduced to basics of learning which is part of Education for All and Right to Education actions. Once the families receive ration cards we plan to file for allotment of residential plots. This is just the beginning a lot needs to be done….

મોરબીમાં રહેતાં વિચરતા પરિવારોને મળ્યા મતદારકાર્ડ..

મોરબીમાં કંડલા રોડ પર વાંસફોડા અને દેવીપૂજક પરિવારો વર્ષોથી છાપરાં બાંધીને રહે. વાંસફોડા સમુદાયનો પરંપરાગત વ્યવસાય વાંસમાંથી સુડલા- ટોપલા બનાવવાનો પણ વાંસ મોંધો થતા આ વ્યવસાય છોડી તેઓ મજૂરી તરફ વળ્યા. હાલમાં તેઓ વાહનોને ગીરીસ કરવાનું કામ કરે છે. જયારે દેવીપૂજક પરિવાર ભંગાર ભેગું કરીને વેચવાનું કામ કરે છે. હા એ માટે વિચરણ કરે પણ વર્ષનો મોટો ભાગ તેઓ આ વસાહતમાં જ રહે..

આ પરિવારો વર્ષોથી એક જગ્યા પર ઘણો સમય રહેતાં હોવા હતા છતાં

એમની પાસે મતદારકાર્ડ, રેશનકાર્ડ જેવા કોઈ પુરાવા નહોતા. એમના બાળકો સ્કૂલમાં પણ જાય નહિ. મૂળ તો શાળા દુર છે માટે. આ પરિવારોને મતદારકાર્ડ મળે એ માટે આપણે અરજી કરી અને અધિકારીગણની મદદથી ૩૨ વ્યક્તિને મતદાર કાર્ડ મળ્યાં. (એમાંના કેટલાકને ફોટોમાં જોઈ શકાય છે) એ પછી ૭ વ્યક્તિને રેશનકાર્ડ મળે એ માટે અરજી કરી છે. પરંતુ રેશનકાર્ડનું કામ ખુબ કપરું છે. મતદારકાર્ડ માટે મુખ્ય નિર્વાચન અધિકારીનો સક્રિય સહયોગ મળે છે અને જયારે જરૂર પડે એ કલેકટર શ્રીને સુચના પણ આપે છે. એમની સુચના છે એટલે આ કામ સરળતાથી પતી જાય છે પણ રેશનકાર્ડ મેળવવા લોઢાના ચણા ચાવવા જેવું છે.. જોકે અમને આશા છે કે આ પરિવારોને ઝડપથી કાર્ડ મળે પછી એમને કાયમી પ્લોટ મળે એ માટે અરજી કરવાની છે. હાલમાં તેઓ જ્યાં રહે છે ત્યાં વીજળી અને પાણીની સુવિધા પણ નથી.. જે ફોટોમાં જોઈ શકાય છે. આમ તો માનવીય દ્રષ્ટિથી વિચારીએ તો આ પરિવારો જે સ્થિતિમાં રહે છે એ નર્ક જ છે અને આવા નર્કાગારમાંથી આ પરિવારોને બહાર કાઢવાનો vssm નો નિર્ધાર છે. એમના બાળકો માટે vssm દ્વારા વૈકલ્પિક શાળા ચાલે છે જ્યાં બાળકો નિયમિત ભણતા થયા છે.. થોડું થયું છે અને ઘણું કરવાનું બાકી છે..
