 "It has been years since my husband passed away, and many have told me that widows like me receive a pension from the government. But I don't know how to access that pension! I mentioned this issue to Rizwan (VSSM's team member), who regularly visits the settlement. He asked for my husband's death certificate to help him complete the application form, and I had no clue about such a certificate! Later, he identified ten women like me from the settlement; none of us had the death certificate of our husbands. We could understand that to avail widow pension, the applicant widow must have her husband's death certificate. Earlier, we had tried to avail the benefit and visited the Mamlatdar's office, but with no results. We had never felt the need for a pension when we were younger, but as we grow old, it isn't easy to work as manual labor. Some in the group are young widows with small children to support. So our hope for a widow pension fizzled away due to the lack of a death certificate. But Rizwanbhai remained persistent, and today we receive this letter informing about the commencement of our widow pension." Kuwarbai,  from Mehsana's Vijapur, shared her journey to availing widow pension. 

Kuwarbai is correct when she says, "many women cannot avail the widow pension due to lack of their husband's death certificate." But, these women lacked the information they could apply at the panchayat level. The mamlatdar or additional collector can also issue the death certificate if they do not have the required documents.

Our team member Rizwan knew about these regulations and used them here with support from the local administration of Vijapur to help these women avail the benefits of the Gangaswaroop Scheme. We are grateful to the compassionate officials of the administration.

Umarbhai, the community leader from the settlement, also facilitated the process, and we are grateful for these collective efforts.

"મારા ઘરવાળાને ગુજરી ગયે ઘણો ટેમ થ્યો. બધા કે તમારા જેવી વિધવા બાયુંને સરકાર બારસો રૃપિયા આલે. પણ એ કેવી રીતે મલે એની ખબર નઈ. રીઝવાન (VSSMના કાર્યકર) વસાવટમાં નિયમીત આવે. તે એક ફેરા એમને વાત કરી. એમણે કહ્યું, બા તમારા ઘરવાળા મરી ગ્યાનો દાખલો છે? એ હોય તો આપો હું ફોર્મ ભરી દઉં. હવે પણ આવો દાખલો ક્યાંથી જડે એની મને કાંઈ ખબર નહીં. મે એમને દાખલો નથી એમ કહ્યું.

એ પછી એમણે આખી વસાહતમાં મારા જેવી દસેક વિધવા બાઈઓને ખોળી કાઢી. અમારા કોઈ પાહે દાખલા નહીં. દાખલા વગર સહાય નો મળે એ અમે હમજ્યા. મામલતદાર કચેરીએ એક ફેરા જઈન તપાસેય કીધી પણ પ્રશ્ન દાખલાનો હતો. આ સરકારી સહાય અત્યાર સુધી નહોતી મળતી તો પણ અમારુ ચાલતુ જ હતું. પણ હવે મારી ઉંમર થઈ. ઘણી તો નાની ઉંમરે વિધવા થયેલી બાઈઓ. એમના બાલબચ્ચાના નિભાવ માટે આ રકમ મલે તો એમને ટેકો રે.. પણ દાખલા નહોતા એટલે અમને લાગ્યું અમને કાંઈ સહાય નો મળે.. પણ આ રીઝવાનભાઈએ મહેતન કીધી ને આજે અમને સહાય મળવાનું કાગળિયું મળ્યું."

મહેસાણાના વિજાપુરના કુંવરબાઈએ આ કહ્યું. 

એમની વાત એકદમ સાચી. ઘણીયે એવી બહેનો હશે જેમના પતિ ગુજરી ગયાના પુરાવા એમની પાસે નહીં હોય એટલે આ સહાય એમને મળતી નહીં હોય. પણ ગ્રામ્યકક્ષાએ વિધવા સહાય મેળવવા પંચાયતમાં જઈને અરજી કરી શકાય. પતિ ગુજરી ગયાના દાખલા ન હોય તો મામલતદાર અથવા પ્રાંત કલેકટર શ્રી પ્રમાણપત્ર આપી શકે.

બસ અમારો રીઝવાન આ કાયદા જાણે એણે ઉપયોગ કર્યો ને વિજાપુરનું સંવેદનશીલ વહીવટીતંત્ર મદદ આવ્યું તે દસ બહેનોને ગંગાસ્વરૃપ આર્થિક સહાય યોજનાની મદદ મળે. આભાર તંત્રનો.. 

વસાહતના આગેવાન ઉમરભાઈએ પણ આ કાર્યમાં રીઝવાનને ઘણી મદદ કરી. સૌનો ઘણો આભાર ને આ બહેનોને થોડો ટેકો મળશેનો એનો રાજીપો..

If you were required to survive an entire month on Rs. 1250, would you be able to manage

I recently met many elderly ladies living in  Kheda’s Dabhan village, and these facts surfaced during our conversation.

The older women in the picture had come to thank us for our support. All these women are widows; it has been years since their husbands’ death, from as less as three years to as long as 40 years, but none of them is receiving any widow pension. 

“We do not like to stretch our hands for food or our basic needs, but we have no choice. I have a son, but he does not want to support me. I used to work as agriculture labor, and domestic help, but with age catching up, no one prefers to employ us.” Dahi Ma tells me.

She would manage and ask for financial help only under dire conditions. “Sometimes, I would sleep hungry, but the Rs. 1250 I receive has made  life a little tolerable.” I felt numb, was at loss of words after listening to such heart-wrenching narration.

The District Collector of Kheda is a sensitive individual, and as a result of his support, we could link 70 elderly widows living in Kheda to the government’s widow pension scheme.

Kamla ba was in tears while sharing her plight. The names of most of these Ba are on the ration cards with their sons, we require these ration cards to file applications for separation of cards, but the sons still need to be ready to give us the cards. They would rather see their mothers suffer instead of give us the required documents.

After witnessing the plight of these and many other elderlies, I urge families yearning for a male child to come and meet these elders. The interaction will change your perspective towards an insistence on birthing a son to support them during their old age. 

VSSM’s Rajnibhai is a great support to these elderlies, who come and share their anguish. Rajnibhai also takes them in his auto to run errands. The Ba would shower blessings for his thoughtful gestures.

If the revenue officer and Gram Sevak are committed to ensuring that help reaches the needy, there would be no destitute.

1250માં આખો મહિનો કાઢવાનો?

વિચારમાત્રથી અઘરુ લાગે ને?

પણ ખેડાના ડભાણમાં રહેતા કેટલાક બાને હું મળી. એમની સાથે ઘણી વાતો થઈ એમાં એમણે આ કહ્યુ. 

આમ તો ફોટોમાં દેખાય એ બધા બા મારી પાસે ફરિયાદ કરવા નહી પણ આભાર માનવા આવેલા. તેમના પતિને ગુજરી ગયે ઘણો વખત આમ તો કોઈના પતિ ત્રણ વર્ષ તો કોઈના પતિને ગયે ચાલીસ વર્ષ થયેલા છતા તેમને વિધવા સહાય મળતી નહોતી. 

ડાહી માએ કહ્યું, 'આમ તો મફતનું કોઈ પાહે માગવું ગમે નહીં પણ શું કરીએ મજબૂરી છે. દિકરો છે પણ એ એમનું કરે, કોઈ મદદ ન કરે. ખેતરમાં મજૂરીએ કે વાસણ ઘસવાના કામે પહેલાં જતા પણ હવે અમારા જેવા ઘરડાને લઈ કોણ જાય? એટલે હખે ડખે જેમ તેમ ચલાવતા. ના ગમે તોય છોકરા સામે હાથ લાંબો કરવો પડતો. ક્યારેય પેટ કાપવું પડતું(ભૂખ્યા રહેવું પડતું)  પણ હવે આ 1250 મળતા થયા તે હખ થઈ ગ્યું. 

બાની આ વાત સાંભળી મન શૂન્ય થઈ ગયું. શું કહું?

ખેડા કલેક્ટર શ્રી બાચાણી સાહેબ ભલા અધિકારી. તેમની મદદથી અમે ખેડામાં રહેતા આવા 70 થી વધુ બાઓને છેલ્લા એકાદ વર્ષમાં વિધવા સહાય આપવી શક્યા.

કમળા બા તો પોતાની કથની કહેતા કહેતા રડી પડ્યા. દિકરાઓ ભેગા રેશનકાર્ડમા બાઓનું નામ. એ રેશનકાર્ડ છુટુ થાય તો અંત્યોદય કાર્ડ માટે બાની અલગ અરજી કરી શકીએ. પણ દીકરા કાર્ડ આપવા તૈયાર નહીં. કેવી કરુણતા...

દીકરો ઘડપણની લાઠી, દીકરા જોઈએ જ એવી માનસીકતા ધરાવતા સૌએ આ બાઓને મળવા જેવું.. છતે દીકરે કેટલાક તો સાવ ઓશિયાળા.

અમારા કાર્યકર રજનીભાઈનો આ બધાને ઘણો સધિયારો. એમની પાસે આ બધા ગમે ત્યારે આવીને પોતાનું હૈયુ ઠાલવી શકે. વળી જરૃર પડે રજનીભાઈ એમની રીક્ષામાં કોઈ ભાડુ લીધા વગર બાને જ્યાં જવું હોય ત્યાં લઈ પણ જાય. તે બધા બા રજનીભાઈને ખુબ આશિર્વાદ આપે.. 

વિધવા સહાય મેળવવા આ બધા બાને ઘણી રાહ જોવી પડી.

પણ જો તલાટી અને ગામમાં રહેતા ગ્રામસેવક આ પ્રકારની સહાય માટે કટીબદ્ધ થાય તો ગામમાં રહેતા ખરેખર જરૃરિયાતમંદ એક પણ વ્યક્તિ સહાયથી વંચિત ન રહે.

Within 15 days of husbands passing away, widowed wives walking out of their marital homes and leaving behind their small children can be heart-wrenching, isn't it?

I found it difficult to believe when Vinodbhai,  my team member, shared the above. But when he took me to Panchmahal's Gajapura village of Ghoghamba block to meet Alsingbhai and his wife Manjuben and listen to this painful incident in their own words, I found it difficult to believe. 

Alsinghbhai's two elder brothers met with an accident when traveling on their motorbike. The brothers died on the spot. Together these brothers had five children, and the youngest was still on mother's milk.

Losing two sons came as a devastating blow for the family. Alsingbhai was the youngest, and along with his father he tried to take care of the situation, however, wives of both the brothers walked out of the house in less than 15 days of their death. They did not even choose to take the children along. One took the breastfed daughter along, but when Alsingbhai offered to raise the infant, his Bhabhi left her without second thoughts.

"Now consider me their kaka or father; they are my responsibility now!" Alsingbhai shared this poignant truth.

And it is not just Alsingbhai; even his wife has risen to the occasion and accepted these children as her own.

When Vinod learned about this situation, he immediately filled up forms for Palak Mata-Pita Scheme to help ease the financial burden on Alsingbhai's shoulders. The amount has begun arriving in the children's account, but Alsingbhai has not used a single penny from that amount. "It is children's money; I have no right over it!" Alsingbhai replied in all honesty.

"Didi, both mothers have remarried. I learned about this situation when I met them to get the forms signed. There is a precondition that if the mother is alive but refuses to take care of the children, as she has remarried, we need to attach surviving parent's re-marriage certificate as proof along with the application form. In the absence of this signed document, the benefits under the scheme do not commence. I visited the mothers to get the document signed, but the ladies refused to sign the forms. They did not want Alsingbhai to benefit from it." Vinod shared these details while I was still trying to comprehend how can a mother leave her small children behind and walk away! 

I was at a loss for words! I could not believe How a mother could be so stone-hearted.

Eventually, Vinod had to seek support from community elders to resolve the issue. The documents were signed, and children began receiving financial support under the Palak- Mata Pita scheme.

VSSM plays a crucial role in ironing away the technical and social nitty-gritty to ensure the needful are linked to various welfare schemes launched by the government for the benefit of the poor. For example, we have linked 20 children to the Palak Mata Pita scheme this year.

પતિ ગુજરી ગયાના પંદર દિવસમાં જ પત્ની સાસરીયું એ પણ નાના બાળકોને નોંધારા મુકી ત્યજી દે એ વાત જ કાળજુ કંપાવનારી લાગે ને?

અમારા કાર્યકર વિનોદે મને જ્યારે આ કહ્યું ત્યારે પ્રથમ તો હું પણ મા આવું કરે એ વાત માનવા તૈયાર નહીં. પણ પછી વિનોદ મને પંચમહાલના ઘોઘંબા તાલુકાના ગજાપુરાગામ લઈ ગયો ને હું મળી અલસીંગભાઈ અને તેમના પત્ની મંજુબહેનને અને એમના મોંઢેથી બધુ સાંભળીને નવાઈ લાગી.

વાત જાણે એમ બની. અલસીંગભાઈના બે મોટાભાઈ બાઈક પર ક્યાંક જઈ રહ્યા હતા ને વચમાં અકસ્માત થયો. બે ભાઈઓનું ઘટના સ્થળે જ મૃત્યુ થયું. આ બેઉ ભાઈને મળીને કુલ પાંચ સંતાન. 

પરિવાર પર તો મૃત્યુના સમાચાર સાંભળી આભ ફાટ્યા જેવું થયું. નાના પાંચ બાળકોમાં એક દીકરી તો હજુ ધાવતી. અલસીંગભાઈ બેઉ ભાઈ પછી સૌથી નાના. એમણે ને એમના પિતાએ બધુ સંભાળવા કોશીશ કરી. પણ પતિની ચિતા હજુ બરાબર ઠરીએ નહોતી ને બેઉ ભાઈની પત્નીઓ બાળકોને મુકીને જતી રહી. હા ધાવતી દીકરીને મા સાથે લઈ ગઈ પણ અલસીંહભાઈ કહે, "નાનકી સિવાયના ચારેય નાના જ હતા ને એમની એમને નહોતી પડી તો પછી નાનકી માટે દયા શું કામ ખાવી. મે ભાભી પાસે જઈને કહ્યું, તમારે નાનકી ને ન રાખવી હોય તે એ પણ આપી દો, હું ઉછેરીશ. ને એમણે કશીયે દલીલ વગર આપી દીધી. 

બસ હવે હું જ એનો બાપ ક્યો તો એ ને કાકા ક્યો તો એ..."

અલસીંગભાઈ તો ભાઈ હતા એ બાળકોને સાચવવાનું નક્કી કરે પણ એમના પત્નીએ પણ પાંચેય બાળકોને પોતાના કર્યા.

અમારા વિનોદના ધ્યાને આખો કિસ્સો આવતા એણે પાલક માતા પિતા ફોર્મ આ બાળકો માટે ભરાવ્યા જેથી અલસિંગભાઈને ટેકો રહે. 

બાળકોને સહાય મળતી થઈ ગઈ. પણ આજ સુધી અલસીંગભાઈએ એક રૃપિયો પણ બાળકોના નામે સરકારમાંથી આવેલો વાપર્યો નથી. એ પૈસા તો બાળકોના મારો એમાં હક ન લાગે એવું એ કહે.

હું જ્યારે અલસિંગભાઈ અને બાળકોને મળી ત્યારે આવા કુમળા છોડ જેવા બાળકોને મુકીને જવાનો જીવ બાળકોની માનો કેમ ચાલ્યો હશે એ મને મૂંઝવતુ હતું. ત્યા અમારા વિનોદે કહ્યું, "દીદી મા જતી રહી.એ બીજે પરણી પણ ગઈ. જ્યારે પાલક માતા-પિતા યોજના અંતર્ગત ફોર્મ ભરવાનું હતું ત્યારે મા હયાત હોય તો એ બાળકોની હવે સંભાળ રાખતી નથી એના લગ્ન થઈ ગયા છેનો દાખલો આપણે ફોર્મ સાથે જોડવો પડે જો માતા -પિતા બેમાંથી કોઈ એક જીવતું હોય તો. આ દાખલા વગર સહાય ન મળે. હું એ દાખલો લેવા બાળકોની મા પાસે ગયો તો કોઈ ફોર્મમાં સહી ન કરી આપે. મૂળ સહાય અલસીંગભાઈને મળવાની ને એટલે...."

સાંભળીને મારી પાસેના શબ્દો ખુટી પડ્યા. ખેર વિનોદે ગામના આગેવાનોને વચમાં નાખી સહી કરાવી ને બાળકોને સહાય મળતી થઈ.. પણ એક મા આવું કરી શકે?  માન્યમાં ન આવે એવી વાત....

VSSM વિવિધ સેવાકીય પ્રવૃતિ કરે તેમાંનું એક સરકારની વિવિધ કલ્યાણકારી યોજનાઓ સાથે તકવંચિત, વિચરતી જાતિઓને જોડવાનું... બસ એના ભાગરૃપે ઘોઘંબા તાલુકાના લગભગ 20 થી વધુ નોંધારા બાળકોને પાલક માતા પિતા યોજના સાથે જોડવાનું કર્યું.
