VSSM helps Vadi-snake charmer families obtain their Vatsalya cards….

A few Vadi families have been staying in the Saarsana village in Surendranagar for many years now. While few families have been allotted plots in the village there are few who are still awaiting the sanctioning of the plots. The have been demanding the plots for years now but the villagers who had earlier shown willingness to allow Vadi families to settle in Saarsana are now opposing the allotment of plots to the remaining families.  The panchayat is reluctant to approve the allotment. So why have these village leaders who until now were very empathetic towards this community suddenly become reluctant?? This was something that we were struggling to comprehend. However, one day during discussion with these village elders revealed their  apprehensions,”The number of Vadi families staying here for now is enough, we don’t want Vadi strength  to grow in this village, what if a Vadi decides to contest an election, Saarsana is our village how can it have a Vadi sarpanch……!!!

They need not say more because rest was understood, even before they could voice their concerns. “We are prepared to give them in writing that we would not be contesting any elections in this village, just let us have a place to build a roof on our head!!” says Keshunath Vadi when he got to know about the feelings the village elders held..

VSSM and the Vadi families have been working to create a positive environment. The families who are awaiting the allotment of plots required documents of identity. Hence, VSSM’s Harshad initiated process of acquiring ration cards and voter ID cards for these families, recently 30 families received Vatsalya cards. We have also filed applications for the allotment of plots. We hope the panchayat adopts a more empathetic approach, they have mellowed down a bit and aren't opposing as fiercely as they did 4 years back. 

With the eternal prayer and hope that all such families get to have a decent roof to protect themselves and the team of VSSM continues to work with the same zest and spirit amidst all such hostile and moral bursting situations. 

VSSMની મદદથી વાદી પરિવારોને વાત્સલ્ય કાર્ડ મળ્યા

સુરેન્દ્રનગરના સારસાણા ગામમાં વાદી પરિવારો ઘણા વર્ષોથી રહે. રાજ્ય સરકાર દ્વારા કેટલાક પરિવારોને ઘણા વખત પહેલાં રહેણાંક અર્થ પ્લોટ પણ ફાળવાયા હતા પણ હજુ કેટલાક પરિવારો બાકી છે જેઓ પણ પ્લોટ મળે તેની માંગ કરી રહ્યા છે. ગામના લોકોનો વાદી પરિવારો પ્રત્યેનો વ્યવહાર પણ સારો છે. પણ જે પરિવારોને પ્લોટ મળ્યા નથી તેમને પ્લોટ મળે તેની અરજી બાબતે પંચાયત સહમત નથી. આવું કેમ હંમેશાં સરકારી મદદની વાત આવે તો ‘વાદીઓને આપો એ બિચારા ગરીબ છે’ એવું કહેનારા આગેવાનો અન્ય વાદીઓના વસવાટોનો વિરોધ કેમ કરી રહ્યા છે તે સમજાતું નહોતું. આખરે એક વખત ગામના આગેવાનોએ કહી જ દીધુ કે, ‘વાદીના જેટલા પરિવારોને અહીં જગ્યા આપી છે એ બસ છે બીજા વાદીઓને વસાવીશું તો એમનું જુથબળ મોટું થશે અને પછી તો પંચાયતની ચૂંટણીમાં વાદી ધારે તો સરપંચ પણ થઈ શકે.  સારસાણા અમારુ ગામ એમાં આમ વાદી સરપંચ....’

આગળ કશું બોલ્યા નહીં પણ સમજાઈ ગયું. કેશુનાથ વાદી તો કહે કે, ‘આપણે લખીને આપીએ અમે કોઈ સરપંચની ચૂંટણીમાં ઊભા નહીં રહીએ પણ માથુ ઘાલવા બાપલા જગ્યા આલો.’ પણ એમ આ કાંઈ સરળ થોડું હતું.

આખરે ધીમે ધીમે બધુ ગોઠવાય તે માટેના પ્રત્નો અમે અને વાદીઓએ શરૃ કર્યા. જે પરિવારો પાસે પ્લોટ નહોતા તેમને પ્લોટ મળે તે પહેલાં તેમના રેશનકાર્ડ, મતદારકાર્ડ વગેરે બને તે જરૃરી હતું. vssmના કાર્યકર હર્ષેદ મહેનત કરીને આ બધુ કરાવ્યું. તાજેતરમાં 30 પરિવારોને વાત્સલ્ય કાર્ડ પણ મળ્યા. પ્લોટ માટેની અરજી હવે કરી છે. હાલ તો બધુ શાંત છે પંચાયત પણ વાદી પરિવારોની સ્થિતિ સમજશે તેવી આશા છે, આમ તો સમજ્યા છે એટલે 4 વર્ષ પહેલાં જે વિરોધ કર્યો હતો તેવો આ વખતે નથી કર્યો...

વિશ્વમાં જન્મનાર તમામને વાદીની ભાષામાં કહુ તો માથુ ઘાલવા ઘર મળે, સાથે ગુજરાતમાં રહેતા તમામ વિચરતી વિમુક્ત જાતિઓના ઘર વિહોણા પરિવારોને ઘર મળે તે માટે અમે સૌ આજ જુસ્સાથી કાયમ મથ્યા કરીએ તેવી પ્રબળ ભાવના અમારા સૌના મનમાં છે અને આ ભાવના સાકાર થશે તેવી શ્રદ્ધા પણ છે.

Falling in LOVE is a very natural occurrence, removing the nomads from the villages wouldn’t cease this occurrence!!!

LOVE- a feeling that has no barriers, does not recognise the distinction of caste or class and as it is often said it feels no barriers not even of age or religion!! Yes, the society does preach on who can fall in love and with whom to fall in love but the individuals conquered by this emotion do not comprehend such distinctions!!! The consequences of unwarranted love are very unfavourable in our culture and society.  And expect the hell to break loose if one of the either belongs to nomadic and de-notified community. 

In a recent incident that has spread fear amidst the Dafer families of Nagra village in Surendranagar, Ramzan Dafer eloped with the girl belonging to Koli-Patel community. The Koli are believed to be upper-caste as compared to the Dafer. It was an undesired step that the couple took as Ramzan was already married. The marriage and caste barriers played a major hinderance for the couple who decided to elope with no other options left!! Yes, we agree that this shouldn’t have happened and they should have given it a thought!! But the implications of this incident shouldn’t have reached the family and the community members of Ramzan. After the incident the entire village of Nagra has turned against the Dafer community residing in the village. Gulabbhai, Ramzan’s father is currently in custody of Joravarnagar police station as if he was instrumental in the incident, whereas the fear of some unpleasant consequences has compelled Ramzan’s amily members to run away from the village. The rest of the Dafer families haven’t been spared either. The village leaders summoned Hameerbha the chieftain of these families ordering him to vacate the village. 

Nagra has been an exceptional village because what they have done for this community has been exemplary in entire Gujarat, the Nagra village panchayat initiated to allot residential plots that to in the center of the village to 8 Dafer families. VSSM had supported the construction of houses on these plots. So how come they ask these families to leave all of that and go. These families are leading a settled life in Nagra, it isnt like their counterparts in rest of Gujarat who keep wandering through village boundaries!! Hameerbha was in tears when he called up to narrate the incident and the ultimatum given to them. I had no choice but to comfort him by saying, “Have faith everything will turn out to be fine.” 

Yes the villagers havegiven 15 days’ notice to vacate the village but I am hopeful the time will heal the matter!!! The villagers have found the whereabouts of the couple and brought the girl back, Gulabbhai’s family has left the village, as such they did not belong to this village, Hameerbha had brought him to this village for labour. So fearing their own and Hameerbha’s safety Gulabhai and his family decide to walk away from the village. 

We all would agree to the fact that there is nothing wrong in falling in love, it is a feeling that conquers all at some point or the other!! Yes it is a fairly unheard of in the rural areas but there too such instances do happen and the villagers resolve the matter amicably or sometimes with some untoward consequences. But no one is asked to leave the village. Recently there have been two such incidences where one of the lovers belonged to the nomadic community and hence the villagers dictated their orders asking the entire settlement to walk out of the village. Just because they are nomads does not mean these families are at the mercy of the villagers who believe that removing them from the village will resolve the larger issues. Is removing the nomads from the village stop people from falling in love in these villages!!

Nonetheless, we are planning to visit Nagra after Diwali. We have faith that our dialogue with the village leaders will resolve the matter!!!

વિચરતી જાતિના પરિવારોને ગામમાંથી કાઢી મુકવાથી પ્રશ્નો હલ થવાના છે ખરા..

પ્રેમ નાત જાત જોઈને થતો નથી, વળી આપણે હંમેશાં વાતો કરીએ છીએ તેમ પ્રેમ માટેની કોઈ ઉંમર નથી. વળી કોણ પ્રેમ કરી શકે અને કોણ નહીં તે સમાજ દ્વારા વારંવાર કહેવામાં આવે પણ પ્રેમ કરનાર આવી માન્યતાઓથી પર હોય છે. પણ આવા પ્રેમ કરનાર વ્યક્તિ વિચરતી જાતિનો હોય અને છોકરી કહેવામાં ઊંચી જાતિની હોય ત્યારે કેવો બખેડો થઈ જાય તે હમણાં જોયું. નૈતિક રીતે વિચારીએ તો નગરાથી ભાગેલો રમજાન ડફેર પરણીત હોવા છતાં ગામની કોળી પટેલની છોકરીને પ્રેમ કરે છે અને બંનેના લગ્ન કોઈ પણ હિસાબે શક્ય નથી આથી ભાગી જાય છે, જે રમજાન પરણીત હોવાના કારણે યોગ્ય નથી. પણ આ બધું વિચારવાનું તેનાથી ના થયું અને એટલે જ એ ભાગી ગયો.

પણ તેના જવાથી સુરેન્દ્રનગરનું નગરા ગામ આખુ ડફેર પર ખારુ થયું. રમજાનના બાપ ગુલાબને તો જોરાવરનગર પોલીસ સ્ટેશનમાં બેસાડી દીધો જાણે તેણે પોતાના દીકરાને ભગાડવામાં મદદ ના કરી હોય તેમ. ગુલાબભાઈનો આખો પરિવાર ગામ છોડીને ભયના માર્યા ભાગી ગ્યો. જ્યારે નગરામાં જ વર્ષોથી રહેનારા હમીરભા અને તેમનો પરિવાર પારેવાની જેમ ફફડી રહ્યા છે. શું થશે તેનો ખ્યાલ નહોતો પણ કાંઈક તો થવાનું એ નક્કી હતું. એવામાં ગામના આગેવાનોએ હમીરભાને બોલાવીને ગામ ખાલી કરવા કહી દીધું.

આખા ગુજરાતમાં ગામની વચમાં જેમના ઘરો બન્યા હોય, જેમને ગામે આશરો આપ્યો હોય તેવા નગરાના 8 ડફેર ઘર પહેલાં હતા. પંચાયતે તેમને રહેવા પ્લોટ આપ્યા અને vssmએ તેમને ઘર બનાવી આપ્યા હતા. આ બધુ મુકીને જવાનું?  હમીરભા અન્ય ડફેરની જેમ સીમમાં હવે રઝળતા નથી.  તેમનો ફોન આવ્યો ત્યારે રીતસર રડી પડ્યા. હું શું કહું સમજાયું નહીં પણ એટલું કહ્યું છે, ચિંતા ના કરો બધુ સારુ થશે.

ગામે તેમને ગામ ખાલી કરવા 15 દીવસની મોહલત આપી છે. આમ તો સમય જેટલો મોટો મલમ એકેય નથી. મને વિશ્વાસ છે કે, 15 દીવસમાં ગામમાં ડફેર માટેનું વિરોધનું વાતાવરણ સમી જશે. પાછી કોળી કન્યાને પરિવારના લોકો શોધીને ઘરે લઈ આવ્યા છે. ગુલાબભાઈના પરિવારે તો ગામ છોડી જ દીધું છે. આમ પણ તે આ ગામમાં હમણાંથી આવ્યા હતા. હમીરભા તેમને મજૂરી માટે લઈ આવ્યા હતા. એટલે તેમને પણ હમીરભાને આંચ ના આવે એ માટે થઈને અને ઘણું તો બીકના માર્યા ગામમાંથી બીજે જતા રહેવાનું જ યોગ્ય માન્યું.

પણ આવા હમણાં હમણાં બે કિસ્સા જોવા મળ્યા જેમાં પ્રેમ કરનાર વિચરતી જાતિના પરિવારોને ગામમાંથી કાઢી મુકવાનું ગામે નક્કી કર્યું હોય. ગામમાં રહેતા અન્ય સમાજના છોકરાં – છોકરીને પણ પ્રેમ થાય છે અને તેઓ પણ ભાગી જાય ઘણા કિસ્સામાં પરણીત હોય તો પણ ભાગી જાય. પણ ગામના લોકો તે બધુ ઠંડુ પાડી દેતા હોય છે. કોઈને ગામમાંથી કાઢી મુકવાનું ફરમાન નથી કરતા પણ વિચરતી જાતિના પરિવારો અમારા આશરે છે અમારા ગામના તે નથી એટલે એમના કારણે ગામમાં આવું બન્યું એટલે એમને જ કાઢી મુકો એટલે જંજાળ જ ખતમ જાણે તેમને ગામમાંથી કાઢો એટલે પ્રેમ કરવાનું જ બંધ થઈ જવાનું ના હોય તેમ...

ખેર દિવાળી પછી અમે નગરા જવાના છીએ. ગામના આગેવાનો સાથે વાત કરવા અને મને ઈશ્વર પર શ્રદ્ધા છે એ બધુ જ ઠીક કરશે.

Why government can't listen the Bharthari's Music of pain...?

In the past the Bharthari community had a special role to play. Their music heralded the arrival of a child, families would host these folk musicians and singers to sing lullaby to their newborn babies. In return they were showered with rewards in cash and kind. Over the decades this ritual became insignificant and eventually ceased to be performed.  Today the Bharthari dosing occasionally to the music of their Ravanhatta or Ektara but that is to beg.  For centuries this community has led a nomadic lifestyle, finding shelter under the shades created by the sarees and clothes given to them, a shelter that was barely enough to protect them from the extremities of the elements.

Sadly though the Bharthari community does not find mention in the official list of nomadic and de-notitifed communities. And our countless appeals and requests to the ministers, policymakers and authorities to make amends to  the almost ancient list of nomadic and de-notified communities  that the government refers to all the time have failed to achieve any concrete results. It is as if we are talking to the people who have decided not to listen to the relevance of any such constructive suggestions!!!

Since the Bharthari are not considered to be nomads they also do not feature in the BPL list and since they do not feature in the BPL list they aren't entitled to receive any plot or housing assistance from the government.  Every visit to the Bharthari settlement has just one chorus, “Ben, when will we have a house??” We remain quite because we are helpless and have no answers to their pleas. How many times do we explain that the government is not listening!!!

Recently VSSM team is conducting the research on problems of Bharathri community of Gujarat and it’s in concluding phase, as a part of this research VSSM team member Tohid has organised a meeting of bharatharis of 3 Districts; Mahesana, Banaskantha and Sabarkantha at Vagda village. While our helplessness to address these repeated requests pains us deeply, the music created by Jethakaka invariably soothes our souls in one another meeting of Bharatharis in Rantila of Banaskantha.

ભરથરી રાવણહથ્થા પર ભજનો વગાડીને લોકોનું મનોરંજન કરનારા. આમ તો બાળકનો જન્મ થાય એટલે ભરથરી હાલરડુ ગાવા આવે..સદીઓથી વિચરતું જીવન જીવનારા ભરથરી પાસે લોકો ભજનો ગવડાવે અને બદલામાં પોતાની જુની સાડી આપે. આ સાડીમાંથી તે પોતાનું ઘર બનાવે. જેમાં ટાઢ, તડકો કે વરસાદેય ના રોકાય. પણ માથે એક છાપરું હોવાનો તેમાં અહેસાસ હોય.આવા ભરથરી જેઓ સદીઓથી વિચરતુ જીવન જીવ્યા છે પણ રાજ્ય સરકાર તેમને વિચરતી જાતિ નથી ગણતી એટલે તેમનો સમાવેશ વિચરતી જાતિની યાદીમાં નથી. 

ઉત્તર ગુજરાતમાં વસતા તમામ ભરથરીની ઈચ્છા પોતાનું ઘર બને તેવી છે પણ બી.પી.એલ.યાદીમાં તેમના નામ નથી અને સરકાર તેમને વિચરતી ગણતી નથી એટલે અત્યંત દયનીય સ્થિતિમાં રહેતા હોવા છતાં તેમને પ્લોટ મળતા નથી. જેટલી પણ વસાહતમાં જઉ તેમની વિનવણી હવે ઘર મળે એમ કરો બેન તેવી હોય છે. પણ અમે સૌ લાચાર બની જઈએ છીએ.. કેટલી રજૂઆતો આ માટે કરી છે પણ સરકાર જાણે બહેરી થઈ ગઈ છે કે એને સાંભળવું જ નથી. સમજાતું નથી.

હાલમાં VSSM ટીમ ગુજરાતના ભરથરી સમુદાય પર સંશોધન કરી રહી છે જે તેના અંતિમ તબક્કામાં છે અને હવે તેનો રીપોર્ટ થોડા દિવસોમાં સરકારને આપવા જ જઈ રહી છે. તેના ભાગ રૂપે કાર્યકર તોહીદ ધ્વારા ભરથરી સમુદાય જે સમસ્યાનો સામનો કરી રહ્યું છે એ તમામ સમસ્યાઓનો ઉકેલ આવે એ માટે વાગદા ગામમાં મહેસાણા, સાબરકાંઠા અને બનાસકાંઠા એમ ૩ જીલ્લાઓના ભરથરી સમાજના લોકો ભેગા મળ્યા અને બનાસકાંઠા જીલ્લામાં યોજાયેલ મીટીંગમાં જેઠાકાકાએ રાવણહથ્થો વગાડતા વગાડતા ભજનો ગાયા તેની ટૂંકી ઝલક (વિડીયોમાં બનાસકાંઠાના રાંટિલાની એક મીટીંગમાં જેઠાકાકાનું ભજન રાવણહથ્થા પર) (વિડીયો જોવા માટે આ લીંક પર ક્લિક કરો : https://www.youtube.com/watch?v=tB8Z0RnIVZAhttps://www.youtube.com/watch?v=tB8Z0RnIVZA)

Voter ID cards issued as a result of VSSM’s interventions

Almost a year back VSSM came into contact with 8 Vansfoda families in Bedi village of Rajkot who had been staying  on the wasteland a little away from the village for many years now. Inspite of staying for years in the village they never had  any identity proofs or citizenry documents. VSSM’s Kanubhai tried really hard to ensure these families receive the required documents and evidences. 18 individuals received Voter ID cards, 6 families received Ration cards and 16 individuals acquired Adhar cards. Efforts are on to get residential plots allotted to these families.

Vansfoda community earned living from bamboo basketry however the advent of plastic and cheap plasticware has affected the traditional occupation of the Vansfoda communities who have now taken up selling such plasticware and these families in particular take up jobs of  building wire fence for guarding farms. VSSM has supported these families with a loan of Rs. 20,000 each. 4 of the 6 children from these families eligible for going to school have been enrolled in theVSSM run  Vatsalya Boys Hostel in Doliya.

“We have received so much if past 1 year, from Voter ID cards, Ration Cards, Adhar Cards… we were making rounds of the concerned offices and no one ever paid heed to our requests, so much money we have wasted and the result was zilch…we are hopeful that we soon will have our own homes as well. All these would have been impossible if we haven’t had support of the organisation,” is how Haridada, a settlement leader views VSSM’s intervention in the settlement. 

VSSM is striving to make gradual but consistent change in the lives of nomadic and de-notified communities and we are glad of achieving these goals.

vssmની મદદથી વાંસફોડા પરિવારોને મળ્યાં બધા આધારો.. હવે પ્લોટ મળે એ દિશામાં પ્રયત્ન..

રાજકોટ તાલુકાના બેડીગામમાં ૮ વાંસફોડા પરિવારો ગામથી દુર પડતર ખરાબાની જમીનમાં વર્ષોથી રહે. પણ આ પરિવારો પાસે પણ અન્ય વિચરતી જાતિની જેમ જ પોતાની ઓળખના પુરાવા એટલે કે, મતદારકાર્ડ, રેશનકાર્ડ વગેરે નહિ. એક વર્ષ પહેલાં આ પરિવારોના સંપર્કમાં આવવાનું થયું. એમને આ દેશના નાગરિક તરીકેના તમામ આધારો મળે એ માટે vssmના કાર્યકર શ્રી કનુભાઈએ તજવીજ શરુ કરી. આદરણીય શ્રી અનીતા કરવાલ મુખ્ય નિર્વાચન અધિકારીની આ પરિવારોના તમામ વ્યક્તિને મતદારકાર્ડ મળે એવી લાગણીના કારણે ૧૮ વ્યક્તિને મતદારકાર્ડ મળ્યા. એ પછી તો ૬ વ્યક્તિને રેશનકાર્ડ અને ૧૬ વ્યક્તિને આધારકાર્ડ પણ મળ્યાં. હાલમાં ૮ પરિવારોને રહેણાંક અર્થે પ્લોટ મળે એ માટેની અરજી કરી છે..

આ પરિવારો પહેલાં વાંસમાંથી સુડલા, ટોપલા બનાવવાનું કામ કરતા પણ હવે વાંસ મોંઘો થતાં તેઓ પ્લાસ્ટીકના તબકડા વેચે અને ઉનાળામાં ખેતરોમાં તાર ફ્રેન્સિંગનું કામ કરે. આ તાર ફ્રેન્સીગના કામ માટે પણ vssm દ્વારા બે પરિવારોને રૂ.૨૦,૦૦૦ ની લોન આપવામાં આવી છે.

વસાહતમાં શાળાએ જઈ શકે એ ઉંમરના ૬ બાળકોમાંથી ૪ બાળકો vssm દ્વારા ડોળીયાગામમાં ચાલતી વાત્સલ્ય કુમાર છાત્રાલયમાં ભણવા માટે દાખલ થયા છે. વસાહતના આગેવાન હીરાદાદા કહે છે, ‘એક જ વર્ષમાં કેટલું બધું કામ થઇ ગયું. મતદારકાર્ડ, રેશનકાર્ડ, આધાર કાર્ડ પણ મળી ગયા. અમે વર્ષોથી ધક્કા ખાતા હતાં પણ કંઈ મેળ પડતો નહોતો. આ બધામાં કેટલા બધા પૈસાનું પાણી કરી દીધું.. પણ હવે લાગે છે ઝટ પ્લોટ અને ઘર પણ થશે... સંસ્થા ના હોત તો આ બધું મેળવવું અઘરું પડી જાત.’

vssm વિચરતી અને વિમુક્ત જાતિઓનો સમગ્રપણે વિકાસ થાય એ માટે પ્રયન્ત કરે છે જેમાં ધીમે ધીમે સફળ થતાં જઈએ છીએ. ફોટોમાં vssmની મદદથી મળેલાં મતદારકાર્ડ સાથે વાંસફોડા પરિવારો અને પ્લોટ માટે કરેલી દરખાસ્ત જોઈ શકાય છે.

Nomadic Families finally been included in the BPL category

One of the most striking facts we at VSSM encounter on daily basis while working with the nomadic communities  is the absence of these communities from the BPL list of the government, while in reality  most of them reel under absolute poverty. On one hand  it is crucial that the names feature in the the BPL list if the government

welfare schemes have to be availed ,  on the other hand there is severe resistance amongst the authorities towards including  the names of these families in the BPL list.

In one such instance 70 nomadic families families belonging to Meer, Raval, Oad, Bharthari, Gauswami, Nathwadi, Luhar etc.  staying on government wasteland needed their names to be included in the BPL list if they were to access the government schemes meant to benefit the marginalised and poor families. In March 2013 we began the process of getting the names of these 70 families into the BPL list with our team member Naran filing the applications.  Since the application file did not move ahead  we followed  up the matter only to find out from the clerk that the file containing the applications of these families was lost. We were asked to fill in the forms and refile them. Naran repeated the entire process and submitted the file to Block Development officer. But the District Village Development Agency responded saying that currently the work on including the names in BPL list was on hold!!! Fortunately the TDO was quite supportive and agreed that these families were eligible and their names should be included, he did take up the matter but the progress was quite slow. Our rounds to the office and  followup continued,  2 years since submission of forms and there was no  progress yet!!  Tired we filed a complaint under RTI. 

Surprisingly the authorities responded saying the names were included in the list in May 2015 as seen in the picture. 

We are thankful to the government machinery of Banaskanth for their continued support, in cases like this its the support of officials is all we need….

દિયોદરમાં રહેતા ૭૦ વિચરતા પરિવારોના નામ vssmની મદદથી BPL યાદીમાં દાખલ થયા.

સરકારની મહત્તમ યોજનાની મદદ મેળવવા માટે સરકાર દ્વારા નક્કી કરેલી  BPL યાદીમાં હોવું જરૂરી છે પણ કમનસીબીએ છે કે વિચરતી જાતિના ખરેખર જરૂરિયાત મંદલોકોના જ નામ આ યાદીમાં નથી એટલે આ પરિવારો સરકારની મદદ મેળવી શકતા નથી. દિયોદરમાં સરકારી ખરાબાની જમીનમાં છાપરા કરીને રહેતાં રાવળ ઓડ, મીર, ભરથરી, ગૌસ્વામી, નાથવાદી, લુહાર સમુદાયના ૭૦ પરિવારોને સરકારી મદદની મહત્તમ જરૂરીયાત છે અને એટલે જ તેમના નામ BPL યાદીમાં આવે તે જરૂરી છે.

માર્ચ ૨૦૧૩માં આ પરિવારોના નામ BPL યાદીમાં આવે એ માટે vssmના કાર્યકર નારણે અરજી કરી પણ એ અરજી અન્વયે કોઈ કાર્યવાહી થાય નહી. વારંવારના ધક્કા પછી અમને કહેવામાં આવ્યું કે, ફાઈલ ખોવાઈ ગઈ છે નવેસરથી દરખાસ્ત કરો. નારણે ફરી ફાઈલ તૈયાર કરી તાલુકા વિકાસ અધિકારીને આપી. પણ જીલ્લા ગ્રામ વિકાસ એજન્સીએ હાલમાં BPLની કામગીરી બંધ છે એવો જવાબ આપ્યો પણ TDO શ્રી ખુબ જ હકારાત્મક. એમણે કહ્યું, ‘વિચરતી જાતિના આ પરિવારો ખરા હકદાર છે એમના તરફી હકારાત્મક વિચારવાની જરૂર છે અને vssm સંસ્થા પણ ખુબ જ સારું કામ કરે છે. બસ પછી ફરી પ્રક્રિયા આરંભી. પણ ગતિ ધીમી. અમે ફોલોઅપ કરીએ પણ બે વર્ષ થવા આવ્યાં છતાં યાદી સંદર્ભે કોઈ મેળ ના પડે. છેવટે કંટાળીને RTI કરી અને RTI ના જવાબમાં આ પરિવારોના નામ દાખલ થયાના સમાચાર મળ્યા અને તાજેતરમાં (મે ૨૦૧૫માં) જ એમને BPL યાદીનો દાખલો મળ્યો જે ફોટોમાં જોઈ શકાય છે.

બનાસકાંઠા વહીવટતંત્રની મદદ વગર આ કામ થવું અશક્ય હતું સૌનો આ તબક્કે આભાર માનીએ છીએ.

Finally an Antyoday Ration Card is issued to 75 years old Shankuben.

"All these is too much too late, towards  the end of my life, had I got  this Antyodaya Ration Card earlier life would have been less of a struggle.” says 75 years old Sankuben when we told her that the Antyoday Card she has recently received entitles her to free food grains. On 24th June 2015, 30 families from Bhabhar received Antyodaya Ration Cards. Amongst these 30 many are old aged individuals. Like Shankuben, Samuben Raval is also at the fag end of her life, she thanked the government for the issuing the cards but echoed similar concerns as  Shankuben, “old people like us should have received such cards much earlier.” 

According to an order by the Supreme Court of India the destitute, elderly, handicap and widow are always entitled to Antyodaya Ration Card. However this order is implemented in some regions only leaving widow and aging destitute like Sankuben struggling and deprived of government welfare schemes.

ભાભરમાં આજ રોજ તા.૨૪-૦૬-૧૫ ના રોજ ૩૦ પરિવારોને અંત્યોદય રેશનકાર્ડ આપવામાં આવ્યાં. જે પરિવારોને કાર્ડ આપવામાં આવ્યાં તે પરિવારમાંથી ઘણા વ્યક્તિઓ વૃદ્ધ છે. શન્કુબેનને ૭૫ વર્ષ થયા હશે. પહેલીવાર એમને અંત્યોદય કાર્ડ મળ્યું. આ કાર્ડથી એમને અનાજ મળશે એમ કહ્યું ત્યારે એમણે કહ્યું, ‘હવે તો ઉપર જવાની તૈયારી થઇ ગઈ.. કેડ(કાર્ડ) બહુ મોડું મળ્યું.. અમારા જેવા ઘરડાં માણસોને સમયસર આ બધું મળે તો અમારે બહુ વેઠવાનું ના થાય.. આવું જ સમુબહેન રાવળે પણ કહ્યું સાથે સાથે સરકારનો આભાર પણ માન્યો.. સુપ્રીમ કોર્ટના આદેશ પ્રમાણે નિરાધાર વૃદ્ધ, વિકલાંગ અને વિધવા બહેનોને અંત્યોદય રેશનકાર્ડ મળવા જોઈએ. આ આદેશનો ક્યાંક અમલ થાય છે તો ક્યાય હજુ બાકી છે અને એટલે જ શન્કુબેનને આવા પ્રશ્નો થાય છે.. આશા રાખીએ દરેક જરૂરિયાતમંદ માણસોને બધી જ સગવડ મળે.. ફોટોમાં શન્કુબેન અને સમુબેન પોતાને મળેલા કાર્ડ સાથે..

The 11 Saraniya families,  inspite of  staying for many years in Devpur village of Mehsana’s Vijapur block,   were refused entitlement to the village by the members of the privileged communities staying there. The Saraniyaa families, Nomadic Tribes had no documents or identity proofs. The issue had remained unresolved for quite  a long time. 

Once the families came in contact of Vicharta Samuday Samarthan Manch - VSSM, its team member Tohid pursued the matter, focusing his efforts on issuance of voter ID cards, first. There was a lot of opposition from the villagers, there came a period when the Saraniyaa families became so  fed up  they requested  Tohid to give up the efforts!! “No I can’t give it up, Voter ID cards are your right and you should be issued one,” was Tohid’s reply. Finally the cards were issued amidst lot of conflict with the villagers.

After the Voter ID cards it was turn to get the Ration Cards issued. “The living conditions of these Saranilya families entitles them to have a BPL ration card,” declared Tohid to the Mamlatdar. The officer was hesitant initially but he did start the process.  The opposition from the villagers was so much that Mamlatdar kept the matter under his charge. He was aware of the matter hence he called up the sarpanch to convey that he will be going ahead with the issuance of ration cards, “ I have received the applications for ration cards from the Saraniyaa families and I will be issuing them, its time you stop resisting the families and show some compassion towards the families,” was the Mamlatdar’s  instruction  to the villagers. All this was revealed by the  Deputy Sarpanch to Tohid and the Saraniyaa Familiess while giving the ration cards. “Normally no one dares to face our opposition, but you have been quite stubborn Tohidbhai. We are happy you did that and brought us to our senses, you can now apply for residential plots for these families and we will approve immediately.” said  Takhusinh, a prominent opposer of the Saraniyaa families. 

‘Miracles have began to happen now,’ feels  Tohid.

મહેસાણાના વિજાપુર તાલુકાના દેવપુરા ગામમાં ૧૧ સરાણીયા પરિવારો રહે. આ પરિવારો વર્ષોથી દેવપુરામાં ચોમાસુ રહેતાં હોવા છતાં આ ગામના આધાર પુરાવા મેળવવા એમના માટે મુશ્કેલ હતા. ગામલોકો આ પરિવારોને પુરાવા આપવાના વિરોધમાં એટલે એ દિશામાં કોઈ કામ થતું નહોતું. 

vssmના સંપર્કમાં આ પરિવારો આવ્યાં કાર્યકર તોહીદે એમને મતદારકાર્ડ મળે એ માટેની કામગીરી હાથ પર લીધી. ગામના લોકોએ વિરોધ પણ કર્યો.. એક વખતે તો સરાણીયા પરિવારોએ પણ ‘મતદારકાર્ડ નથી જોઈતા તોહીદભાઈ ગામ સાથેની આ માથાકૂટમાં ના પાડશો એમ કહી પણ દીધેલું.’ પણ તોહીદ કહે એમ, ‘આ તમારો અધિકાર છે અને એ તમને મળવો જોઈએ. ગામ ના પડે એ ચાલે નહિ.’ આખરે કાર્ડ મળ્યા. થોડી માથાકૂટ પણ થયેલી.

હવે વાત હતી રેશનકાર્ડની તોહીદે મામલતદાર શ્રીને કહ્યું, ‘આ પરિવારો જે સ્થિતિમાં રહે છે એ જોતા એમને BPL રેશનકાર્ડ મળવા જોઈએ’ મામલતદાર શ્રીને થોડી મીઠી મૂંઝવણ પણ ખરી પણ પછી એમણે કામગીરી આરંભી. ગામના વિરોધને એ બરાબર જાણે એટલે એમણે ગામના સરપંચને ફોન કર્યો અને કહ્યું, ‘સરાણીયાના રેશનકાર્ડ માટેના ફોર્મ મારી પાસે આવ્યાં છે.. હવે તમારો વિરોધ નહિ ચાલે હું કાર્ડ આપી દઈશ પણ પછી આ પરિવારો સાથે તમારે પ્રેમથી જ વર્તવાનું છે’ આ વિગતો તા.૭-૬-૧૫ના રોજ ૧૧માંથી ૮ પરિવારોને રેશનકાર્ડ આપતી વખતે ગામના ઉપસરપંચ શ્રીએ સરાણીયા પરિવારો અને તોહીદને કહી. તોહીદનો વિરોધ કરવાવાળા તખુસિંહે રેશનકાર્ડના વિતરણ વખતે તોહીદને કહ્યું, અમારા સામે કોઈ પડી ના શકે પણ તમે જબરી ઝીંક ઝીલી તોહીદભાઈ પણ સારું કર્યું અમારી મત મારી ગઈ હતી.. પણ હવે તમે આ પરિવારોને પ્લોટ મળે એ માટેની અરજી કરી દો અમે ઠરાવ આપી દઈશું.’ તોહીદ કહે છે એમ ચમત્કારો થાય છે..

“ The applicants need not be accompanied by anyone , no need for you (VSSM team member Kanubhai) to come along. We do not entertain middlemen/agents!!”

“ The applicants are here on their own, I am not accompanying them, I am here just to ask a question, how many more rounds will these families have to make to this office?? When are they getting their  ration cards?? Secondly, we are not and we do not wish to become middlemen/agent, but if you make them do so many rounds for a fundamental document they sure will bring some agent who in turn is going to grab lot of money from these families,” said Kanubhai. 

“So what,  do you hold contract to work for them, how are you authorised to do this work?”

“Ben, I represent an organisation named Vicharta Samudaay Samrthan Manch (VSSM), we work for the betterment of these communities. There are numerous issues regarding Ration card issuance in Rajkot hence I have come to understand the situation.”

"if you are advocating for all of these individuals  bring along a letter from your organisation authorising you to talk on their behalf!!”

A shock wave passed through amongst the individuals from nomadic communities present at the Rajkot Zonal Office. They were all here to understand the status of their ration card applications. One of the applicants told Kanubhai, “let it be Kanubhai, we do not want ration cards, let’s leave from here.” They couldn’t believe that some government officer and that too a lady officer can be so curt and rude. They did not want Kanubhai to be insulted any further, hence they asked him to drop the matter and leave the office. Wise…..

Chanukah called us up in Ahmedabad. He talked about the authority letter.  “ I have the  organisational ID card and the visiting card but the officer is not ready to hear me!! Will give her the letter, she’ll understand and we would be able to resolve the issue, this will help lot of families. 

We prepared the required letter and immediately sent it to Rajkot. 

Kanubhai went to see the officer with the letter, but she went back on her word and refused to budge. It really hurt Kanubhai who himself is from one of the Nomadic Communities. Like Kanubhai most of the team members of VSSM are from Nomadic Communities of Gujarat. The dedicated and extremely hard working team of VSSM makes very honest attempts to improve the lot of their fellow community men. Hence, instances like these pain them badly. 

We wrote  to the District Collector of Rajkot in this regard and narrated him the entire episode. On receiving the letter the Collector instructed his officers to do the needful (as seen in the picture).

This is just one narration from numerous  such instances we experience everyday. Poor people really get intimidated by such attitude of officials and avoid going to government offices. It tires us immensely, we just want to free these people as soon as possible  from such dependency of government and its officialdom…….

રેશનકાર્ડ માટે અરજદાર એકલાએ જ આવવાનું તમારે(vssmના કાર્યકર કનુભાઈ) સાથે નહિ આવવાનું. અહિયાં કોઈ વચેટિયાનું કામ નથી!

‘અરજદાર તો સાથે છે જ ને હું તો એમની સાથે આવ્યો છું બસ એક જ વાત પૂછવા કે હજુ કેટલા ધક્કે રેશનકાર્ડ મળશે?’ અને બીજું અમારે વચેટિયા નથી બનવું બહેન પણ આ પરિવારોને તમે ધક્કા ખવડાવશો તો એ કોઈ વચેટિયાને જરૂર લઇ આવશે અને એ વચેટિયા એમની પાસેથી તગડાં પૈસા પણ લેશે.’

‘તમે ઠેકો રાખ્યો છે આમનો? તમને આ કામ કરવાની શું ઓથોરેટી છે?’

‘બહેન હું વિચરતા સમુદાય સમર્થન મંચ સંસ્થામાંથી આવું છું અમે આ બધા માણસો સાથે રહી એમને મદદરૂપ થઈએ છીએ. રાજકોટમાં રેશનકાર્ડ સંદર્ભે ખુબ પ્રશ્નો છે એટલે હું એમની સાથે આવ્યો છું.’ 

‘તમારી સંસ્થાએ તમને આ કામ કરવાનો પત્ર આપ્યો હશે ને એ લઈને આવજો આ બધાની વકીલાત કરવાં.’

આ સાંભળી રાજકોટ ઝોનલ ઓફીસમાં રેશનકાર્ડ કઢાવવા આવેલાં સૌ ચોંકી ગયાં. વિચરતી જાતિના અરજદારોએ તો કનુભાઈને કહ્યું, ‘રહેવા દો કનુભાઈ અમારે કાર્ડ નથી જોઈતાં ચાલો આપણે જઈએ.’ એક અધિકારી અને એ પણ બહેન આવું વર્તન કરે? એ એમનાં માનવામાં નહોતું આવતું. નકામું કનુભાઈનું વધારે અપમાન થાય એમ માનીને એમણે કનુભાઈને આ મુદ્દે આગળ વાત ન કરવા કહ્યું. કેટલી સમજણ..

કનુભાઈએ ઓથોરેટી લેટરની અમને વાત કરી. ‘આમ તો સંસ્થાનું આઈ કાર્ડ મે ગળામાં પહેરેલું હતું મારી પાસે વીઝીટીંગ કાર્ડ પણ હતું પણ અધિકારી બહેન કંઈ સાંભળવા તૈયાર નથી’ એવું કનુભાઈએ કહ્યું,, ‘લેટર લઈને એમને આપું અને એ માને તો કેટલાય માણસોનું કામ થઇ શકે એમ છે.’ અમે લેટર લખીને તાબડતોડ રાજકોટ પહોચાડ્યો. કનુભાઈ લેટર લઈને ગયાં પણ કનુભાઈની ભાષામાં, ‘બહેન તો ફરી ગયાં. એ કંઈ સંભાળવા જ તૈયાર નથી..’ vssmના મોટાભાગના કાર્યકર વિચરતી જાતિના છે અને આ સમુદાયના દરેક પ્રશ્નો પોતાના જ પ્રશ્નો હોય એટલી લાગણીથી તેના ઉકેલ માટે પ્રયત્ન કરતાં હોય એમાં આવું કંઈક થાય તો કાર્યકર ખુબ વિચલીત થઇ જાય. 

અમે કલેકટર રાજકોટને આ બધી વિગતો દર્શાવતો પત્ર પાઠવ્યો અને અમારો ભાવ આ પરિવારોને મદદરૂપ થવાનો છે એ સ્પષ્ટ જણાવ્યું. પત્ર મળતા જ કલેકટર શ્રી એ સ્પષ્ટ સુચના આપી છે (જે ફોટોમાં છે) જોઈએ હવે અધિકારી આ કામમાં કેટલો સહયોગ કરે છે..

રોજ આવા અઢળક અનુભવો થતાં રહે છે અમે આમાંથી દરેક વ્યક્તિની માનસિકતા સમજીએ છીએ. આ બધામાં અમે જે જોયું એમાં ગરીબ અને વંચિત માટેના આવા વલણના કારણે સરકારી કચેરીના પગથિયાં ચડવાનું લોકો ટાળે છે. અમે પણ થાકી જઈએ છીએ ક્યાયેક થાય સરકારના આશ્રયથી આ પરિવારોને જેટલા જલ્દી મુક્ત કરી શકાય એટલું સારું....

Poverty- the dictionary meaning of this word is - scarcity, dearth, neediness, hardship, destitution etc.etc., the opposite of this is wealth, abundance.  What if we said Poverty brings Abundance!! Abundance of pain, vulnerability, humiliation, insecurity, deprivation,dejection, rejection….millions of our fellow countrymen living under abject poverty are experiencing all of these and much, much more. Every sunrise poses a new challenge to these families and each day  they fight these challenges with all their might. Irrespective of their geography - whether they are urban or rural poor there is little difference between  the challenges they face which are getting the basic -food, water, shelter, clothing and most importantly livelihood/work. 

The opportunities of earning living in rural areas are shrinking continuously, forcing the villagers to migrate to towns and cities. Distress migration is the term used for these phenomenon. The nomadic communities migrate or wander as well but their wandering isn’t under any distress but a compulsion. The villagers have their home to go back to but the nomads have nowhere to go…… they survive on the wastelands and woods making homes from plastic and hay, taking care their dwelling do not sway and hinder others. No water, no power are the norms of such nomadic settlements. While availability of drinking water is impossible -sewage water passing by their homes is always possible.

An address, a home, a life more settled is all these communities  yearn for, as wandering isn’t as rewarding as it used to be. The dream of owning a home is hard to achieve even for those who aren’t marginalised so imagine the plight of people who have nothing. Even their earlier generations haven’t owned houses.The journey to attain this dream is so tiring and cumbersome that  their dream remains a dream.  

There is no doubt that the government is trying to help such families live in proper homes. But it isn’t doing enough- firstly,  the amount it gives is not enough to build a single room!! The authorities argue, "the poor population is so huge the government can’t  give to everyone!!” Really is this the answer we wound want to hear?? For the marginalised government is their parent, they look unto them, they want government to help them live a decent life, so when such statements come from the officials they are hard to digest. Why will the government not do, the population of poor isn’t that big!! Its the duty of the government and responsibility of the society to help the marginalised population. Such tasks can only  be achieved collectively and we cannot run away from this fact. The government allotting land and some financial support, the society contributing as well in attaining this dream and be part of the pleasures and pains of these communities  would be an ideal situation - well, we are talking IDEAL here and I know life is  anything but IDEAL……..Why not allow  them  the experience and joy of owning and living in a house that you and I have experienced!!!

The Saraniyaa families of Nagalpur have applied for residential plots since last two years. On 17th April their file was put into cold storage  saying there is no government wasteland in Nagalpur so the applications cannot be processed!! The families aren’t asking for land in Nagalpur. Give them land anywhere in surrounding villages and  they shall move - this is what they have been doing all their lives, right?? Give them an option atleast. Same has happened with the nomadic families living in Dethli village of Bechraji block. The application files are shelved and no options or alternates are offered!! And here we have hundreds of families hoping and waiting for the government to help them!!!

આપણા દેશમાં તદન અમાનવીય પરિસ્થિતિમાં રહેતાં લોકોની સંખ્યાનો મને અંદાજો નથી પણ એક સામાન્ય સમજણ પ્રમાણે તેમની સંખ્યા અધધ કહી શક્યા એટલી તો નહિ જ હોવાનીને? ગામડાં છોડી રોજગારીની શોધમાં જેઓ શહેરમાં આવ્યા છે તેમની પાસે ગામડાંમાં પોતાનું કહી શકાય તેવું સરનામું, આધારો છે પરંતુ, વિચરતા પરિવારો તો સદીઓથી ફરતાં જ રહ્યા છે તેમનું મૂળ વતન પણ કોઈને ખબર નથી તેમને સ્થાઈ થવા આમ તો પ્રાથમિક સગવડ સાથેની જગ્યા કાયમ રહેવા માટે મળે તે ખુબ જરૂરી છે. આમ તો શહેર અને ગામડાં બન્નેમાં તેઓ વસે છે.

આ પરિવારો એમના આવાસો એવી જગ્યાએ બાંધે છે જ્યાં સમાજના અન્ય લોકોને વધારે પરેશાની ન થાય. આમ તો આવાસો કહેવા કે કેમ એ પણ પ્રશ્ન છે. પ્લાસ્ટિકનું મીણીયું, પૂંઠાની કે ઘાસની આડાશો. જેનાથી ઘરની દીવાલ હોવાનો અહેસાસ થાય. જેમાં લાઈટ, પાણીની સુવિધા ન હોય. ગટરનું પાણી બાજુમાંથી જતું હોય એવુયે બને. જયારે પીવાનાં પાણી માટે તો વલખાં જ મારવાના.

આવા બધા પરિવારો પોતાનું ઘર ઈચ્છે છે અને એ મેળવવા ખુબ મહેનત કરે છે. પણ એમનાં આશીયાનાની વ્યવસ્થામાં ખુબ સમય લાગી જાય છે? ક્યારેક માણસ થાકી જાય અને જિંદગી પૂરી થઇ જાય.. પણ ઘરનું સ્વપ્ન - સ્વપ્ન જ રહી જાય. સરકાર પ્રયત્ન કરે છે પણ જાણે બધે પહોચવું ના હોય એવો તકાજો થઇ રહેલો જોવા મળે છે. કેટલાક લોકો એવી દલીલ કરે છે કે, ‘કેટલા બધા માણસો છે સરકારે કેટલાનું કરવાનું?’ ત્યારે થાય સરકાર શું કામ ના કરે? અને માણસો એટલા બધા તો નથી જ! પણ પ્રશ્ન કરવાનો છે. વળી સરકારની જ બધી ફરજ છે એવું ક્યાં કહીયે છીએ ? સમાજ તરીકે આપણી પણ જવાબદારી છે.. સમાજ એ જવાબદારી વહન કરે એ માટે પણ સૌ પ્રયત્ન કરીએ.. 

પણ સમાજ અને સરકાર બંને એ દિશામાં વિચારે જ નહિ એ કેમ ચાલે. સરકાર પાસે જમીન છે અને એના ઉપર ઘર બાંધવા માર્યાદિત રકમ પણ આપે અને સમાજ ઘર બાંધવામાં થોડી મદદ કરે અને આ પરિવારો સાથે નાતો બાંધે એમનાં સુખ દુ:ખમાં ભાગીદાર બને તો ઉત્તમ સમાજની રચના થાય.. પણ આ આદર્શ પરિસ્થિતિ છે. જાણું છું ક્યારેક ઉઘાડી આંખે સ્વપ્ન જોવાનું કરતી હોવ એમ લાગે છે ...

પણ પોતાનું ઘર હોવાનું સુખ શું છે એ તમને અને મને સમજાય છે પણ આટલી સાદી વાત જેને સમજવાની છે એને એ સમજવામાં વર્ષો શાને લાગે છે.. સમજાતું નથી???

મહેસાણાના નાગલપુરમાં બે વર્ષથી જમીન માટે સરાણીયા પરિવારો માંગણી કરી રહ્યાં હતાં. તા.૧૭ એપ્રિલ ૨૦૧૫ના રોજ નાગલપુરમાં સરકારી પડતર જગ્યા નથી આથી પ્લોટ આપી શકાય એમ નથી એમ કહીને ફાઈલ દફતરે કરી દીધી. અમે નાગલપુરમાં જ જગ્યા નહોતી માંગી નાગલપુર આસપાસના કોઈ પણ ગામમાં જગ્યા મળે તો સરાણીયા પરિવારો લેવાના જ હતા પણ વિકલ્પ પણ ના આપ્યો.. આવું જ બેચરાજી તાલુકાના દેથલીમાં રહેતાં વિચરતા પરિવારોની દરખાસ્તનું પણ થયું. બધું દફતરે થતું જાય છે ..વિકલ્પો કોઈ બતાવતું નથી .. અને આ પરિવારો તો સરકાર સામે મીટ માંડીને બેઠા છે...

There are two pressing points here in this story of 23 families from Meer community. First is the status of Meer families. The Meer community inspite of leading a Nomadic Lifestyle does not find mention in the government’s list of nomadic and de-notified communities.   Time and again we have brought this matter to the notice of the government and the authorities but the matter is far from being resolved. As a result the Meer community - A Nomadic Tribes across Gujarat state remains deprived of access to the benefits of the various welfare scheme by government. The second issue is,  under the present scenario when land is becoming the most priced possession Meer and other communities like it do not find place to erect even their temporary shelters. Wherever they go the land mafia, land owners are ready to shoo them away. With the availability of land  shrinking with each passing day the homeless nomads are finding it difficult to find land to mount their thatched roofs.  

During the times when our towns and cities weren’t such land hungry it was easy for the landless and the homeless to find a place and buildup a kuchha house. So our 23 Meer families have been staying in Ahmedabad for all their lives. As the city kept growing their distance from the city also kept growing,  until they were pushed to the outskirts of the city. The families earlier lived on wasteland but since past 3 years they stay on a rented piece of land in Ahmedabad’s Jantanagar. These families earn their living from selling ornamentations and decor items for trucks. To sell these  stuff the men wander as far as Karnataka while the women stay back with children. 

Being Nomads these families never had any identity proofs. It was difficult for them to identify themselves when police stopped ad inquired as they travelled to distant states. When VSSM came into contact with these families the first thing we did was apply for Voter ID cards. 50 individuals were allotted Voter ID cards and Adhar Cards. however when the landlord came to know about the development he got furious and asked the families to vacate the land or else get the cards cancelled. It required a lot of persuasion on our part but he has declared that the ration cards will not bare the address of this this place ( his land). How to proceed is a dilemma for us. At the moment we are in process finding a government wasteland for these families so no further issues come up!!

વિચરતું જીવન જીવતાં મીર સમુદાયનો સમાવેશ વિચરતી જાતિમાં કર્યો નથી..

અમદાવાદના જનતાનગરમાં ૨૩ મીર પરિવારો ખાનગી માલિકીની જગ્યામાં છાપરાં બાંધીને ભાડેથી રહે. અમદાવાદ શહેરનો વિકાસ નહોતો થયો ત્યારે શહેર આસપાસનો વિસ્તાર જંગલ અને ખેતારું હતો. આ પરિવારો અન્ય વિચરતા પરિવારોની જેમ આ વિસ્તારમાં ફરતાં રહ્યાં પણ શહેર વિકસતું ગયું તેમ તેમ આ પરિવારો વધુને વધુ ફંગોળાતા ગયા. કંઈ કેટલીયે જગ્યાએ આ પરિવારોએ પોતાના ડેરા તંબુ નાખ્યાં અને ઉપાડ્યા. છેવટે ત્રણેક વર્ષથી ભાડાની જગ્યા પર જનતાનગરમાં વસવાટ કર્યો. આ પરિવારો ટ્રકને શણગારવાનો સામાન બનાવે અને વેચે અને એ માટે છેક કર્ણાટક સુધી વિચરણ કરે. પુરુષો ફરે અને બહેનો એક જગ્યા પર બાળકો સંભાળીને રહે.  

પરંતુ વિચરતી જાતિના હોવાના કારણે પોતાની ઓળખના પ્રશ્નો તો રહેવાના જ અને ઓળખના કોઈ પુરાવા ના હોવાના કારણે વેઠવી પડતી એમની હાડમારી પણ સમજી શકાય એમ હતી. કર્ણાટક સુધી પોતાના વ્યવસાય માટે વિચરણ કરતાં આ પરિવારોને જયારે પોલીસ કે અન્ય લોકો ક્યાંથી આવ્યાં? સામાન ક્યાંથી લાવ્યાં વગેરે હકીકતો પૂછે ત્યારે જવાબ તો હોય પણ આધારો ના હોય એટલે તકલીફ પડે. આપણા સંપર્કમાં આ પરિવારો આવતાં આપણે ૫૦ વ્યક્તિઓને મતદારકાર્ડ અને આધારકાર્ડ અપાવવામાં નિમિત બન્યા. પણ ભાડાની જગ્યા પર રહેતાં હોવાના કારણે માલિકને ખબર પડી કે પોતાની જગ્યાના મતદારકાર્ડ આ પરિવારોએ બનાવી દીધા છે એટલે પ્રથમ તો એમણે જગ્યા ખાલી કરો અથવા કાર્ડ રદ કરાવોનું રટણ શરુ કર્યું. ખુબ સમજાવ્યા પછી એ બધું શાંત થયું પણ રેશનકાર્ડ મારી જગ્યા ના નહિ બનવવાના એવું ચોખ્ખું ફરમાન એમણે જારી કરી દીધું છે. શું કરવું એ મૂંઝવણ છે. સરકારી પડતર જગ્યા શોધીને આ પરિવારો ત્યાં રહેવા જાય એની વ્યવસ્થા કરવી છે જેથી બીજી તકલીફ ઉભી ના થાય. 

મીર પરિવારોનો સમાવેશ રાજ્ય સરકારે વિચરતી જાતિમાં કર્યો નથી જબકી આ પરિવારો છે વિચરતા. આપણે રાજ્ય સરકારને રજૂઆત કરી છે અને આ પરિવારનો સમાવેશ વિચરતી જાતિમાં કરવા વિનંતી કરી છે જેથી વિચરતી અને વિમુક્ત જાતિને મળતાં માર્યાદિત લાભો આ પરિવારોને પણ મળી શકે.. મીર જેવી અન્ય કેટલીક વિચરતી જાતિઓ પણ સરકારની યાદીમાં નથી પણ એમને કે મીરને પોતે કઈ યાદીમાં છે? સરકારની શું મદદ મળે? વગેરે જેવી કોઈ જ માહિતી નથી.. જે કમનસીબી છે..
