You got us this far and now you refuse to keep us.. if we are not allowed to stay here and study we’ll have to go back to begging……..

Six years ago we began education the children of Nath Vadee settlement of Tharad. A make shift tent school was initiated and as children continued learning they were enrolled in age appropriated grades in the government school/ These kids were pretty much regular in going to school. The parents of these kids were beggars by profession and thus had to keep wandering. The children however refused to get involved in the trade their parents did, they also stopped accompanying their
 parents . The parents had to leave these children behind in the settlement while they set out begging. Two years ago we closed down the school as none of the children in settlement were out of school. We had realised our goal of ensuring that each and every child of the settlement was in school. The local Baldest also kept tab of each and every child and ensure they were regular with the school. But as our presence in the settlement decreased the parents began removing their kids from the school and began taking them along their begging expeditions. More beggars in the family meant more money at the end of the day!!!! They also removed their children from the school.  We tried pressing the parents but the response remained very poor. 

In June 2014 VSSM initiated a hostel for the children of Vadia. 35 children stay in this residential facility currently. When the Nath Vadee kids came to know about it they requested for a hostle for themselves too.  At that moment it was not possible for us to consider this request because of financial constraints.  It was also not possible to enrol the Nath Vadee kids with the Vadia kids because  the place was really small to accommodate even the Vadia kids. A month ago we rented a bidder place for Vadia kids somewhere near the Nath Vadee settlement. 

The nath Vadee kids came over to help clean up the place. When VSSM’s Shardaben was moving the goods from old hostel to the new one these Nath Vadee kids came along with their luggage. ‘We want to study,  it was you who got us into learning and now you only refuse to keep us. If you do not allow us to stay here we will have to go back to begging with our parents, which we do not want to do. We wish to study.’ Shardaben called up asking what to do?? from behind Mukeshnath took the phone and said ,’ben we are ready to do whatever it takes to stay here, we shall do all the work, let us stay here, we do not want to go back home!!’ There was no way we could refuse to such a plea. Today 55 children are staying with Anand Hostel. The school s at a distance from the hostel so we are thinking of giving them bicycles… We want to able to satisfy their urge to study and learn…….hope we are successful with it.

‘તમે જ ભણતાં કર્યા છે હવે તમે નહી રાખો- નહિ ભણાવો તો ફરી ભીખ માંગવાનું થશે.’

આજથી છ વર્ષ પહેલાં થરાદમાં નાથવાદી વસાહતમાં બાળકોને ભણાવવાની શરૂઆત કરી હતી એ વખતે તંબુશાળામાં બાળકોને ભણાવ્યા પછી ધીમે ધીમે તેમની ઉંમર પ્રમાણે તેમને જે તે ધોરણમાં દાખલ કરેલાં. બધા જ બાળકો નિયમિત શાળામાં જતાં થઇ ગયેલાં. 

બાળકોના માં-બાપ ભીખ માંગવાનું કરે અને એ માટે વિચરણ કરે. પણ બાળકોએ ભીખ માંગવાની ના પાડી. સાથે જવાનું પણ બંધ કર્યું. છેવટે માં-બાપ બાળકોને મુકીને જવા માંડ્યા. અમે બે વર્ષ પહેલાં શાળા બંધ કરી. મૂળ તો બધા બાળકો શાળામાં જતા થઇ ગયા હતાં એટલે.

પણ અમારી હાજરી જેવી ઓછી થઇ કે માં-બાપ બાળકોને પરાણે શાળામાંથી ઉઠાડવા માંડ્યા. બાળકોએ ફરિયાદ કરી અમે વાલીઓને સમજાવ્યા પણ બધું બરાબર થતું નહોતું. જુન ૨૦૧૪ થી વાડિયાના બાળકો માટે અમે થરાદમાં હોસ્ટેલ શરુ કરી. ૩૫ બાળકો એમાં ભણે. નાથવાદીના બાળકોને આ ખબર પડી એમણે પોતાને પણ હોસ્ટેલમાં રાખવા વિનંતી કરી. પણ અમારું બજેટ ખોરવાઈ જાય. વળી હોસ્ટેલની  જગ્યા પણ નાની હતી. વાડિયાના બાળકો પણ પરાણે રહેતાં. એક મહિના પહેલાં વાડિયાના બાળકો માટે એક જગ્યા ભાડેથી લીધી. નાથવાદી બાળકોની વસાહતથી એ નજીક થાય.

આ જગ્યાની સફાઈ માટે નાથવાદી બાળકો વગર બોલાવે આવ્યાં. જે દિવસે શારદાબેન વાડિયાના બાળકોનો સામાજ જૂની જગ્યાએથી બદલી રહ્યા હતાં. તે દિવસે નાથવાદીના ૩૦ બાળકો પોતાનો સામાન લઈને આવી ગયા. અમારે ભણવું છે. ‘તમે જ ભણતાં કર્યા છે હવે તમે નહી રાખો- નહિ ભણાવો તો ફરી ભીખ માંગવાનું થશે. અમારે એ નથી કરવું.. અમારે ભણવું છે.’ શરદાબેનનો  ફોન આવ્યો શું કરું બેન? ત્યાં તો મુકેશનાથ જે ધો.૯ માં ભણે છે એણે કહ્યું, ‘બેન બધું કામ કરીશું, પણ અમને અહી રહેવાં દો. ઘરે નથી જવું.’ ના પાડવાનો તો પ્રશ્ન જ નહોતો... હાલ ૫૫ બાળકો આ આનંદ છાત્રાલયમાં રહી ભણી રહ્યા છે. હોસ્ટેલથી એમની શાળા ઘણી દુર છે છતાં.. હવે ભણવું છે.. અમે સાયકલનો વિચાર કર્યો છે.. એમનામાં જાગેલી ભણતરની ભૂખ સંતોષવી છે આશા છે સફળ થઈશું.. ફોટોમાં અમારાં નાથવાદી બાળકો...

The Meer are not nomads…...

Traditionally the Meer hail from the state of Rajasthan and were folk singers. They are blessed with soothing voice and sing soulful folk songs. In the times of Kings and Kingdoms the Meer sang for the kings. Today this community has adapted itself according to the needs of the region they have settled in. The Meer of Saurashtra lead a very settled life whereas the Meer of Northern Gujarat have a very challenging existence. The Meer of North Gujarat dress up like the Rajputs, rear small cattle like goats and sheep, whenever they get an opportunity they sing. Having settled in Gujarat for many decades now life should have been easy for this community but it continues to be otherwise. They wander in search of work through the year but spend monsoon season in a particular village.  They are still not allowed permanent residency to the village they come back to every monsoon. These Rajasthani Meer families can be found in settled in Northern, Central and Southern Gujarat and now Saurashtra. The state government has included this particular Meer community in the list of  Socially and Educationally Backward Class. They practically lead same nomadic lifestyle as the other nomadic tribes do but since they do not feature in list of Nomadic tribes they cannot access the various welfare schemes and government regulations designed for the nomads. Voters ID cards, Ration Cards and residential plots being the major ones.  

A while ago we filed applications for the Meer families settled in Banaskantha and Patan but since they do not feature in the list of nomadic communities they cannot be allotted residential plots. For them to understand the importance of featuring in a particular government list is difficult and even more difficult is providing the list of citizenry documents the officials ask for because they have none… When told that they won’t be allotted plots their response was, ‘but we are also nomads, we are poor as well and still the government won’t help us??’ When we have dilemma understanding the criterion and basis on which the government list are prepared these poor and ignorant families stand no chance to comprehend it. 

Mumbai and Saurashtra were two different states until 1956 from which states Gujarat and Maharashtra into existence in 1960. The list of Nomadic and De-notified tribes that existed in the states of Mumbai and Saurashtra were recognised by Gujarat and till date there have no modifications in this list. Whereas the OBC categorie that came into effect in 1978 has  72 castes listed  in it  and it has grown upto 146 castes today.  The level of awareness is very low amongst the nomadic tribes and they do not make any presentations to the government and none of the political parties are bothered to approach them and address their challenges…. we make the necessary representations on their behalf and we also wait……..

મીર વિચરતી જાતિમાં ના આવે....
રાજા રજવાડાંઓમાં ગાવા વગાડવાનું કામ કરતો મીર સમુદાય જુદી જુદી લાક્ષણિકતા પ્રમાણે જુદા જુદા વિસ્તારમાં જુદું જુદું જીવન ધોરણ જીવે છે. સૌરાષ્ટ્રમાં રહેતાં મીર સ્થાઈ છે, એમને પોતાની ઓળખના પુરાવાના પ્રશ્નો નથી પણ ઉત્તર ગુજરાતમાં રજપૂતો પહેરે એવો (ફોટોમાં દેખાય છે એ પ્રકારે) પહેરવેશ પહેરનારા અને ઘેટાં-બકરાં રાખનારાં તો ક્યાંક ગાયન- વાદન કરવાવાળા મીરની દશા ખુબ કફોળી છે. મૂળ રાજસ્થાનના રહેવાસી આ વિચરતા મીર પરિવારો કામ ધંધાની શોધમાં ગુજરાતમાં આવીને રહ્યાં. હવે તો તેઓ અહીનાં જ થઇ ગયાં છે. હા હજુ ગામ નિશ્ચત નથી એટલે વિચરણ ચાલે જ છે. પણ ચોમાસું તો એક જ ગામમાં પસાર કરે. મોટાભાગે ઉત્તર ગુજરાત, મધ્ય ગુજરાત અને દક્ષીણ ગુજરાતમાં  એમની વસતી છે. સૌરાષ્ટ્રમાં પણ હવે કામ ધંધા માટે એ ફરતા હોય છે.. આ મીરનો સમાવેશ રાજ્ય સરકારે સામાજિક અને શૈક્ષણિક રીતે પછાત વર્ગ (OBC)માં કર્યો છે. વિચરતીમાં સમાવેશ ના હોવાના કારણે વિચરતી જાતિ માટે જાહેર થયેલી માર્યાદિત પણ ખુબ જ મહત્વની યોજનાઓનો લાભ આ પરિવારોને મળતો નથી. જેમાં મતદારકાર્ડ, રેશનકાર્ડ, રહેણાંક અર્થે પ્લોટ મુખ્ય છે..
બનાસકાંઠા, પાટણમાં રહેતાં આ પરિવારો માટે અમે પ્લોટ માટેની દરખાસ્ત કરી પણ વિચરતી જાતિમાં ન હોવાના કારણે એમને વિચરતી જાતિને પ્લોટ ફાળવવા કરેલા ઠરાવ મુજબ પ્લોટ ના મળી શકે.. આ પરિવારોને તો ઠરાવ, યાદીમાં ના હોવું એ બધું કંઈ સમજા
તું જ નથી. પ્લોટની દરખાસ્ત કર્યા પછી વિચરતી જાતિનું પ્રમાણપત્ર નથી એટલે પ્લોટ નહિ મળે એવું જયારે એમને કહ્યું ત્યારે એમણે કહ્યું, ‘પણ અમે તો વિચરતું જ જીવન જીવીએ છીએ! અમે ગરીબ છીએ સરકાર અમારાં જેવા ગરીબને મદદ નહિ કરે..?’ એમની વાત તદ્દન સાચી છે પણ સરકારની આ યાદી સંદર્ભની આંટી ઘૂંટી એટલી પેચીદી છે કે એ સમજતાં- સમજાવતાં અમે પણ થાકી જઈએ છીએ ત્યાં આ પરિવારો તો....
૧૯૬૩ માં બૃહદ મુંબઈ અને સૌરાષ્ટ્ર અલગ રાજ્ય હતાં અને એમાંથી મહારાષ્ટ્ર અને ગુજરાત બન્યા પછી એ વખતે બંને રાજ્યોમાં વિચરતી અને વિમુક્ત જાતિની જે યાદી હતી એ જ યાદી સરકારે માન્ય રાખી જેમાં આજદિન સુધી વધારો - ઘટાડો કે સુધારો થયો નથી. જબકી ૧૯૭૮માં બક્ષીપંચ બન્યું અને OBC માં ૭૨ જાતિઓ ઉમેરી જે આજે વધીને ૧૪૬ થઇ પણ વિચરતી જાતિની યાદી એટલી ને એટલી જ છે. આ જાતિઓમાં જાગૃતિ નથી એટલે એ ક્યાંય રજૂઆત કરતાં નથી અને સરકારમાંથી સામે ચાલીને કોઈ એમની પાસે જતું નથી.. અમે રજૂઆત કરી છે હવે અમારે પણ રાહ જોવાની છે..

The 5 year long wait for the files to leave the administrative office in Tharad…..

The change in the nature of occupations of the nomadic communities  has triggered a parallel shift in the matters  associated with it therefore creating a situation that is not welcomed by the vested interest groups (which intact are many). The collapse of traditional trades has required these communities to adapt trades and occupations that are more relevant.  Such relevant occupations no longer requires them to wander the way they used to. The patterns of migrations of these communities  have changed drastically. The change in this pattern requires them to lead  more settled lives, they need a proper roof on their heads where the families can settle and  their children can go to school. One other important trait of the migration of the nomads is their spending the monsoon in one particular village every year. Wherever they are they come back to their chosen village every year during monsoon. With the change in the migration pattern these families are expressing their desire to settle down in the village where they and their earlier generations have spent the monsoon months and it is here that the problem starts. The villagers and their leaders are unwilling to allow these families seek permeant residency to their village and this is the case with each and every village where one can find the monsoon settlements of the nomadic communities. In the past these communities have been thrashed by the powerful forces when they applied for residency rights in the villages.  The bitter experiences of the past restrains them to voice their desires. The imminent need of a home compels them to  make rounds of  the concerned administrative offices. The efforts to convince the village and panchayat leaders commence, where the leaderships understanding the issues get resolved while others require us to be persistent.

Tharad has substantial numbers of nomadic families residing within its boundaries. These are families  stay in makeshift houses made of tarpaulins or other scraps.  70 Nath Vadee, 40 Gadaliya, 41 Salat families from Tharad have had decided to settle down at some place for the sake of education their children. Their wandering has reduced substantially. They made applications for the allotment of residential plots. Since last five years these families have been religiously following up their applications, providing each and every document the authorities demand for (relevance of the document can be debated upon!!) Their files which by now have been prepared thrice have failed to reached the district headquarters since last 5 years. The families had lost their hopes because of such disgusting attitude of the authorities.  

A ray of hope emerged with the posting of Shri. Dilip Rana as the Banaskantha  district Collector. An extremely sensitive officer Shri.  Rana ordered the welfare officers to search out the nomadic families in the district and take necessary measures to ensure that they are allotted residential plots and provided assistance for construction of house. As a result of of the orders the  officers in Tharad are now compelled to prepare a file for these families again. The collector has instructed that the files reach the district headquarter Palanpur by 22nd January. We are sure that if the files, which have now been prepared again,  leave the government office in  Tharad the work will get done and we are hopeful that until we have officers like Shri Rana  such marginalised families will be heard. The families for now are jubilant at the thought that their dream of a decent house is soon  to be realised. The wait is for the files to exit from Tharad office…….

બસ ફાઈલ થરાદથી નીકળે એની રાહ છે..
વિચરતી જાતિઓનું વિચરણ હવે તેમનાં પરંપરાગત વ્યવસાયના પડી ભાંગવાના કારણે ઘટી ગયું તો ક્યાંક નવા વ્યવસાય માટે વિચરણનો પ્રકાર બદલાઈ ગયો. ગધેડા કે ઊંટ પર સામાન લઈને ફરતા આ પરિવારો ધીમે ધીમે સ્થાઈ થવા માંડ્યા છે કે સ્થાઈ રહેવાનું ઈચ્છી રહ્યા છે. ક્યાંક સ્ત્રીઓ અને બાળકો ઘરે રહે અને પુરુષો વિચરણ કરે તો ક્યાંક પરિવાર આખો વિચરણ કરે પણ વર્ષના ચોક્કસ સમય માટે કોઈ એક ગામ જ્યાં એ પોતાને સુરક્ષિત માને ત્યાં આવીને રહેવા માંડ્યા છે .. પણ ત્યાંના એવા કોઈ અધિકાર મેળવવાની વાત આવે ત્યારે ઘણે ખરે તકલીફ ઉભી થાય. ગામમાંથી કાઢી પણ મુકે. એટલે ડરના માર્યા કોઈ દિવસ પોતાના અધિકાર માટે વાત ના કરે. પણ હવે એમને પણ પોતાનું સરનામું જોઈએ છે.. અને એટલે જ સરકારી કચેરીઓના ધક્કા શરુ થાય. પંચાયતના કે ગામના આગેવાનોને સમજાવવાનો પ્રયાસ શરુ થાય. જ્યાં સારા માણસો છે ત્યાં બધું ગોઠવાઈ જાય અને જ્યાં નથી ત્યાં પ્રયત્ન..

થરાદમાં અસ્થાઈ જીવન જીવતાં ઘણા પરિવારો. એમાંથી ૭૦- નાથવાદી, ૪૦ ગાડલિયા, ૪૧ સલાટ પરિવારોએ પોતાના બાળકોના શિક્ષણ અર્થે પણ હવે વિચરણ નથી કરવું એવો નિર્ણય કર્યો. ધીમે ધીમે વિચરણ ઓછું કર્યું. સાથે સાથે સરકારમાં સ્થાઈ રહેણાક અર્થે પ્લોટ ફાળવાય એ માટે રજૂઆત કરી. છેલ્લાં પાંચ વર્ષથી થાક્યા વગર અધિકારી કહે એટલીવાર સોગંદનામું, જે માંગે તે પુરાવા એન કેન પ્રકારે ભેગા કર્યા, પણ ત્રણ વખત તૈયાર કરેલી ફાઈલ કોણ જાણે શાના કારણે જીલ્લા મથકે પહોંચતી નહોતી. આ શિથીલાતાથી આ પરિવારો અને અમે પણ થાકી ગયા હતાં. 

ત્યાં બનાસકાંઠાના કલેકટર તરીકે શ્રી દિલીપ રાણા આવ્યાં. ખુબ સંવેદનશીલ અધિકારી. આખા બનાસકાંઠામાં રહેતાં વિચરતા પરિવારોને શોધીને રહેવાં પ્લોટ અને ઘર માટે આર્થિક મદદ કરવાની સમાજ કલ્યાણ અધિકારીને સુચના આપી. થરાદમાં પણ હવે ફરજ પડી એટલે ફરી ફાઈલ તૈયાર કરી, સોગંદનામું, પુરાવા, રૂબરૂ જવાબ વગેરે થયું. કલેકટર શ્રીએ ૨૨ જાન્યુઆરીએ પાલનપુર ફાઈલ પહોચાડવાની સુચના આપી હતી.. ફાઈલ થરાદથી નીકળે તો કામ ચોક્કસ થશે એવી શ્રદ્ધા છે અને દિલીપ રાણા જેવા અધિકારી છે ત્યાં સુધી કામ થશે જ એવી આશા પણ છે... આ પરિવારો ખુશ છે.. એમને પ્લોટ મળવાનાં જ છે એવી આશા ફરી બંધાઈ છે.. બસ ફાઈલ થરાદથી નીકળે એની રાહ છે.. ફોટોમાં વિચરતા પરિવારોના રૂબરૂ જવાબ લઇ રહેલાં નાયબ મામલતદાર અને અન્ય અધિકારી...
