Cabinet Minister Shri Mansukhbhai Mandviya came to VSSM office. There was a conversation about the difficulties faced by Nomadic tribes. 

The manifesto which was declared by Bharatiya Janta Party (BJP) in last Assembly elections, VSSM’s work for Nomadic and De-Notified Tribes was noted in it. We talked about being helpful for the work which is mentioned in the Manifesto.   

He heard us and told us to try to look for the solution. If need be, he told us to arrange a meeting with all the secretaries of all the department. 

Along with that he gifted us the kit which can help the poor to get cheap medicines. Thank you! 

We hope to fulfil the demands of Nomadic tribes before 2019.

સંકલ્પ પત્રમાં vssm ના પ્રયત્નોથી વિચરતી વિમુક્ત જાતિઓ માટે કરવાના કામો અંગે નોંધ લખાઈ. સઁકલ્પ પત્રમાં લખ્યા પ્રમાણેના કામોમાં મદદરૂપ થવાની રજૂઆત પણ આદરણીય મનસુખ ભાઈને કરી.

અમારી રજૂઆત સાંભળી એમણે ઉકેલ માટે કોશિશ કરવા કહ્યું. જરૂર પડે તમામ વિભાગના સચિવ સાથે બેઠક આયોજિત કરવા પણ એમને કહ્યું.

સાથે જ ગરીબોને સસ્તી દવા મળે એ માટે કરેલી જોગવાની એક કીટ એમણે ભેટમાં આપી. આભાર..

2019 પહેલા વિચરતી વિમુક્ત જાતિઓની માંગ સંતોષાય એવી આશા રાખીયે.

They razed the shanties of the nomadic families who were living in front of ONGC in Sabarmati area of Ahmedabad. Where to go now when the monsoon is around the corner? They have been living at this place since last 40 years. They never said no to vacate the space but they wanted to get the alternate space. But that also they are not given. 

We went to represent this issue to Municipal Commissioner. He said, we will see. But when there is a question of where to go today, he did not have an answer. They took every one to Karanj Police Station in the police van and probably showed the place to live. 

Nomadic people don’t have a village. They keep changing the place from here to there. And when someone force them to vacate, they again start roaming around. These people can expect for a house in this Independent India, right?

Our Prime Minister has a dream to give house to all families by 2022 but see, which houses he gave…

અમદાવાદના સાબરમતી વિસ્તારમાં ઓએનજીસીની સામેની બાજુ રહેતા વિચરતી જાતિના પરિવારોના છાપરાં આજે તોડી પાડ્યા. માથે ચોમાસુ છે ક્યા રહેવા જવું. 40 વર્ષથી આ જગ્યા પર રહે છે. જગ્યા ખાલી કરવાની ના હતી જ નહીં જોઈતી હતી વૈકલ્પિક જગ્યા પણ એ તો આપવી રહી.

Hindu, Muslim and homeless: Gujarat’s nomadic tribe Mirs stuck in no man’s land

The Mirs are a nomadic tribe in Gujarat who are both Hindu and Muslim. Caught between pressures of religious hardliners, they make a case for a third religion, like a third gender.

Vagabhai Lalabhai Mir writes his name with his fingertip in the soft brown sand on the outskirts of Deesa, Gujarat. The patriarch of the Mir tribe is a turbaned, beedi-smoking septuagenarian with a sense of humour. Despite never having been to school, he can read and write Hindi, Gujarati, Arabic and Kathiawadi, a Devnagiri script in which he maintains records. The Mirs are illiterate on record, and sign all government documents with a thumb imprint. Ask him how he reads if he was never taught and Vagabhai taps his head. He trained his mind to. Where did he learn to write? He points to the ground, finger in the sand. Vagabhai asks his son to bring the book.

The Book of the Mirs is a carefully wrapped, leather-bound sheaf of pages that has been updated for centuries by the tribe. Passed down from father to son, it maintains hand-written records of the tribe’s births and deaths, and important incidents in their lives. The book is wrapped in plastic, to protect it from the rain, and again in embroidered cloth, to protect it from the dust. It records what the government fails to: that the Mirs belong to the nomadic de-notified tribes, or vicharti jati as they are known in Gujarat, with a rich 700-year-old tradition of being both Hindu and Muslim. The Renke Commission of 2008 updated the Gujarat state list of nomadic tribes with the Faqirs as only the Muslim tribe.

The Mirs are classified instead as an economically and socially backward class, and tagged as Muslims, along with the Mirasis and Dholis. This does not only fail to record their true religious and social identity, leaving them open to pressure groups, it also takes from them the benefits of the nomadic status. Since they don’t have a permanent address, this would enable them to claim rations, reservations and loans.

A Rabari shepherd dressed in white shows up at the bramble-encircled Mir settlement. He will not sit down with these, his closest cousins, because he is above them clan-wise, since they embraced another religion. The Mirs exist like a third gender, neither here nor there, says Mittal Patel, of Vicharta Samuday Samartan Manch, an organisation that has worked to get the Gujarat election commission to include those without address proofs on the electoral rolls.

Gujarat was the first state to implement this process of inclusion for homeless people and nomads in 2005, making way for national policy changes to election lists. All the subsequent identity, ration and Aadhaar cards for these tribes were made possible because of this.

The lack of a nomadic tribe certificate leaves the Mirs unable to settle. They must prove their address to gain even the basics, such as the registration of births and deaths, and state aid during natural disasters. They can be evicted from the plot of land they live on near Deesa, as they often are from other places to make room for rapidly expanding cities. Their settlements, on once-vacant plots, are increasingly seen as encroachments. Their last spot was taken up by a builder who rented out the open-air space for weddings and parties.

The Mirs are also susceptible to pressures from religious ideologues —both Hindu and Muslim. Most Mirs have two names, a Hindu one and a Muslim one. The Book of the Mirs, on which each page begins with the word ‘Kaaba’ written in Devnagiri script, traces their history back several hundreds of years. It dates back to a time when their births were registered under the Rabari tribe during the rule of the Solanki or Chalukya king Jayasimha Siddharaj. By historical estimation, that would date the records back to the 11th century. The book gets a physical upgrade with every generation as the pages fall apart.

According to SR Khan and Radhey Shyam in the Encycopaediac Ethnography of the Indian Muslim, the tribe’s conversion dates back 700 years. Nomadic tribes do not have a concept of dates and years and function by noting the passage of Uttarayan and Dakshinayan, the winter and summer solstices.

Other versions claim the Mirs are descendants of Kashmir’s Butt tribe, which migrated into Gujarat. The Vishwa Hindu Parisad (VHP) has in the past claimed that they were originally Gandharvas, or Hindu temple musicians. “They are noted for playing the shehenai, a practice that continues in the Vaishnavite Bet Dwaraka temple where Mirs are crucial to the morning and evening aratis, according to anthropologist Professor JJ Roy Burman, at the Centre for the Study of Social Exclusion and Inclusive Policies, Tata Institute of Social Sciences, Mumbai. “The confluence of multiple influences makes theirs a ‘liminal religion’ representing the unique syncretic cusp of both Hinduism and Islam.” In other regions, they were known as the breeders of Kathi horses. And with mastery over Arabic, Urdu, Gujarati and Hindi, they became major influencers of poetry in the region.

The Rabaris, who clashed with filmmaker Sanjay Leela Bhansali over his alleged misportrayal in the film Ram Leela, are a nomadic clan predominant in the Kutch region of Gujarat. Legend has it that they were appointed guardians of the goddess Parvati’s camels, and remain a fiercely orthodox tribe.

The Gulf of Khambat was one of the first regions to receive Islamic influence via trade. Mir legend has it that a Muslim leader or tradesman wanted to marry a beautiful Rabari women. Raja Siddhiraj refused to allow it. By some confusion or trickery, as Vagabhai’s group tells it, some members of the clan ate the food and drank the water at a feast thrown by the Muslim suitor. In those days of forbidden intermingling, this was taken to mean that the part of the tribe that participated in the feast had been converted. The Rabari tribe refused to accept them back into the fold and Raja Siddhiraj banished them from the temples. The Mirs then began wandering, and became scribes and bards in the courts of the kings and sultans.

They became the keepers of Rabari genealogy, writing in books with wooden styluses dipped in ink. The Mirs survived on the patronage of their clients, and as kingdoms broke up, the Mirs became attached to various Hindu or Muslim families and clans.

A battle over the Mirs has been underway in Gujarat for two decades now. In the 1990s, the VHP convinced several thousand in the Kutch region to “come back to the fold” and embrace Hinduism. Sometimes, local mullahs who stop by to read the Quran with the Mirs try to convince them to discard their overtly Hindu ways and embrace the Islamic pyjama-kurta and other modes of life. But for many humble Mirs like Vagabhai’s family, they are comfortable being both.

The Mirs bury their dead, are circumcised and marry by nikaah the Islamic way, but they do not practise polygamy. Some eat meat and beef, but not of the cow. Most men and women both smoke profusely. They celebrate Moharram and Bakr-Eid, but “we do not sacrifice the goat, we milk it” they say. They read the Namaz every Friday but also perform godhbharai ceremonies and celebrate Janmashtami and Navratri the Hindu way. Holi is a major festival for them. “When we die, we are all the same, so why can’t they let us be both?” Vagabhai asks, as he gestures to show that if you cut his hand the blood would be the same.

Others seem more concerned about what religion they belong to. Some upper-caste Hindu communities don’t like them to settle on open grounds near them. Some Muslim communities are overeager that they join the fold. The incessant wandering means the Mirs are left vulnerable to whosoever’s kindness they may need at the time. They take up manual labour where they can find it.

An endless cycle of being thrown out from one clan to another over a choice of religion has shadowed the Mirs through the centuries. As long as they must choose, they remain in No Man’s Land. Perhaps ‘third religion’ needs to be a valid policy option for them.

We are Saraniya, the knife sharpeners...

We are Saraniya, the knife sharpeners. The Saraan we use to sharpen the knives gives our community this name. Saraan is a machine we carry on our shoulders when work takes us from one village to another. The work we do involves skillful rubbing of our fingers with the sharpening wheel.  As a result, our fingerprints get erased. Even the biometric machines could not capture them when we applied for Aadhar UID.

The demand for our skill is gradually decreasing as not many use these traditional blades. Hence, we have started selling knives. But the police harass us on the pretext that we keep weapons. Sometimes they even take us to police station.  Have you heard of any Saraniyaa hurting someone with the knives they sharpen? There would not be a single case of something like this in entire country yet, the police never listen to this argument.

We would want the government to issue an identity card that mentions us as knives sellers.  We also want a ration card that enables us to obtain grains and our names included in BPL list. This is our demand to our government. The government is like a parent to us. It is natural we have certain expectations from our parents!!

ચપ્પુની ધાર કાઢતા કાઢતા હવે ચપ્પા વેચવાના ચાલુ કર્યા. પણ #પોલીસ #હથિયાર રાખો છો એમ કહીને હેરાન કરે છે. ક્યારેક તો પકડીને લઈ જાય છે. અમે કહીએ સરાણ ને ચપ્પા સાથે સરાણિયાનો સદીઓનો નાતો. આ ચપ્પાથી ક્યારેય કોઈને માર્યોનો સરાણિયાનો એકેય દાખલો આખા દેશમાં ના જડે સાહેબ.. પણ અમારુ હાંભળે કોણ?

ચપ્પાની ધાર કાઢનારા અમને ચપ્પા વેચનારા તરીકેનું સરકારનું ઓળખપત્ર આપો ને સાથે, ઘર, અનાજ મળે એવું રેશનકાર્ડ, #બીપીએલયાદીમાં નામ ને ધંધા માટે નાની મદદ.. આ અમારી માંગ. #સરકાર અમારી માઈ-બાપ ઈની પાહે એટલો તો અધિકાર ખરો ન?

50 Nomadic families got New Houses in Deesa

                                                                                                                                                          














HOME... this magical four lettered word, a safe and secure place filled with love, laughter, joy, hope, dreams, happiness, and so much more! A place we all wish and desire to create atleast once in a life time. As someone has rightly said, “There is nothing more important than a good, safe, secure home.” The privileged like us who might own one or two or even more physical spaces, will never understand the value of it but there are millions, who for generations have never lived in anything more than a shanty hut or under a tarpaulin owning a house is worth achieving a million dreams.

Thus, when the Deesa Nagarpalika decided to allot homes to nomadic families under the Rajiv Gandhi housing program,  on a concessional rates it was a dream

come true moment for many. On 13th July, the Deesa municipality organized a program to handover two room homes to 55 nomadic families of Deesa. It was the enthusiasm and hard work of Shri Pravinbhai Mali, President, Deesa Nagarpalika and his team of officials that remained instrumental in making this into a reality and helping the families realize their dreams.

The applicant families had to deposit Rs. 55,000 as down payment, but neither these extremely poor families have seen that kind of money nor did they have  any source to raise this much amount. But Shri Mali and our well-wishers helped us raise this amount. The families were provided aid of Rs. 45,000 through District Social Welfare Department. VSSM sent an appeal to its well-wishers to raise the balance Rs. 10,000 to be given as interest free loan to each of these families. We haven’t managed to raise the entire amount but the families have received possession to their homes. On the day the were handed over the keys to their homes, the families performed a small Pooja of their family deity as part of their house-warming ritual.  
                                              

“We have become house owners, no one from our previous generations has ever lived in a proper house, we are so blessed to have seen this day, I suddenly feel young and alive…living in barely covered houses in the woods exposed to the elements and wild life is  dreadful but now we have nothing to fear, no rain or sun or cold….” said an  elated Mafiben who is an aging widow from Deesa. This was the sentiment of all the families who received houses from Deesa Nagarpalika.

It would have been impossible to experience this moment without the support and cooperation of Deesa Nagarpalika and our Government. The actual price of the house is much higher but their compassion towards the nomadic communities made the authorities allot these homes at negligible price. We are extremely thankful to the Deesa Nagarpalika officials and government for their decision. Also, the endless love and support we receive from our well-wishers, we are grateful for the faith and support you provide to these endeavors. The amount you have donated has helped in providing interest free loan of Rs. 10,000 to these families.

Have you ever wondered how it is to be born as a Dafer?? Allow us to share…

Naseeb is being hounded by the Savarkundla Police. There is nothing wrong Naseeb has done but for some reasons the police has decided to arrest him. The police visit his shanty every day.  His wife was in the last few weeks of her pregnancy, the police approached her and asked for information on Naseeb’s whereabouts, threatening her in the process. This police threat traumatized Naseeb’s wife who went into premature labor and eventual delivery of a still born child. “Ben, our life is ruined!!”

And this is just one story, we can share hundreds of such living tales…

Honestly,  it is extremely painful and traumatic to live a life as Dafer. The community feels that the even the wild animals have a better chance to life than them. They aren’t shooed away. The villagers ask them to move out of their village periphery and like it or not they need to follow the dictates. The Dafer always say, “Had we been humans we would have enjoyed all the rights but we are Dafer not humans!!” The law makers, authorities, society or the police, no one listens to Dafer who have nowhere else to go but raise a helpless plea to almighty, “Why did you allow us to be born as Dafer!!” 

ડફેર તરીકે જન્મવું કેટલું પીડનારુ છે. હજારો તકલીફો, વેદના અને એને લઈને જુદા જ મૂંઝારા પણ એ કોઈનીયે સામે વ્યક્ત ના કરાય. ઈશ્વર મંદિર, મસ્જિદમાં અને ક્યાંકખુલ્લા આકાશમાં હોવાનું માનીએ એટલે આકાશની સામે બે હાથ ઊંચા કરીને ડફેર તરીકે શીદને જનમ આપ્યો એવુંયે ઘણીવાર બોલાય. ગામવાળા આવીને સીમ ખાલીકરવા કહે અને ના જવું હોય તોય સીમ ખાલી કરીને જતા રહેવાનું. આના કરતા તો જંગલી જાનવર તરીકે જન્યા હોત તો સારુ થાત કોઈ આમ હડઘૂત કરીને કાઢી તો નામુકત. પણ ના અમે તો જાનવરની કક્ષાનાય નહીં.. અમે તો ડફેર. માણસ તરીકે જન્મેલાને કેટલાક અધિકાર આપ મેળે મળે પણ અમે તો ક્યાં માણસ છીએ... 

નસીબને સાવરકુંડલા પોલીસ શોધી રહી છે. નસીબ ભાગી રહ્યો છે અણે કોઈ ગુનો કર્યો નથી. પણ પોલીસે તો કોઈ પણ હિસાબે નસીબને પકડવાનું ધાર્યું છે. નસીબનાછાપરે રોજ પોલીસ આવે. એની પત્નીને છેલ્લા દિવસો જઈ રહ્યા હતા. બાળક જન્મે એની સાથે રમવાના ઓરતા પડતા મુકી નસીબને ભાગતા ફરવાનું. એની પત્ની પાસેપોલીસે આવી નસીબનો પત્તો પુછ્યો, થોડી ધમકી પણ આપી. આ ધમકીની નસીબની પત્નીને એવી ફડક બેસી ગઈ કે પ્રસુતિની પીડા તત્કાલ ઉપડી અને બાળક મરેલુંઅવતર્યું. ધૂળ પડી અમારા જીવતરમાં બેન...

આવી તો કેટલીયે જીવતી વાર્તાઓ ડફેરોની અંદર ધરબાયેલી પડી છે....

Gafarbhai Dafer

“Ben, please look after my family if this illness takes me away!!”

“Gafarbhai, have faith nothing will happen!”

Gafarbhai had recently suffered a stroke which left him paralyzed.

“I have lost hope and there is no one except you who cares for our wellbeing, please take care of them!”

Gafarbhai resides in Sanand’s Rethal village. He is one of those Dafer who gave up unlawful activities after getting to know VSSM. It was the beginning of VSSM’s journey when I came into contact of Gafarbhai and Iyava’s Latifbhai. In the past, these men must have taken up robbery and loot to meet the hunger pangs of their children. But that was history. Both these men were of my father’s age yet called me Ben, meaning sister in Gujarati. During the season of wheat, knowing that I love Ponk they would come over to Sarkhej with wheat ponk(tender wheat berries that is delicacy in Gujarati cuisine). “So, did you both ask the farm owner before harvesting these wheat berries??” I would inquire.

Both would burst into a very warm and honest laugh before replying in affirmation.

Later, Gafarbhai began farming as a mean to earn living. Latifbhai is no more but his children still call  me Foi/paternal aunt and reach out to me in times of need.

It is this trust and faith these nomadic families have in us that keeps me going. They are sure I will be there to take care of them whenever they need me, cause to them I am their guardian. Very often I feel that these are the relations that were destined to happen,  I pray to Almighty to always provide me with the strength and understanding that allows me to uphold their trust in me.

‘બેન મને લકવાની અસર થઈ ગઈ સે મને કાંક થઈ જાય તો તમે મારા કટુંબના ધણી થાજો...’

‘અરે એવું ના બોલો ગફારભાઈ તમને કશું જ નહીં થાય...’

‘પણ મને હવે મારો બહુ ભરોહો નહીં રહ્યો અને તમારા વના બીજુ અમારું કોઈ સેય નઈ... ધાન રાખજો હો બેન..’

ગફારભાઈ સાણંદ પાસેના રેથળ ગામની સીમમાં રહે. તેમને હમણાંથી લકવાની અસર થઈ ગઈ છે. એક વખત સુધી #ગુનાહિતપ્રવૃતિ પણ કરી. પણ પછી સમજાવટથી બધુ મુક્યું. #ડફેરો સાથે કામ શરુ કર્યું એ વખતે ઈયાવામાં રહેતા લતીફભાઈ અને રેથળમાં રહેતા ગફારભાઈના પરિચયમાં આવવાનું થયેલું. વખાના માર્યા ક્યારેક આડા રસ્તા લઈ લેતા, બંને જણાએ પછી તો ચોરી મુકી દીધી. ઉંમરમાં મારા પપ્પા કરતાય મોટા પણ મને બેન કહે. ઘઉંની સીઝનમાં પોંખ લઈને સરખેજ સુધી આપવા આવે. હું પાછી પુછુ કે, ખેતરના ધણીને પુછ્યા વના પોંખ માટે ઘઉં લીધા કે? બંને હસે અને પુછીને લીધા સે બાપલા.. એવો હસતા હસતા જવાબ આપે.

તે પછી તો ગફારભાઈએ ભાગવા ઘઉં વાવવાનું કર્યું. લતીફભાઈ હવે નથી રહ્યા પણ એમના દીકરા આજેય ફોઈ કહીને બોલાવે. 

#વિચરતીજાતિના દરેકને કેટલો ભરોસો છે અમારા ઉપર. કોઈના ધણી થવું એટલે કાળજી લેવાની વાત આવી અને એ કાળજી હું લઈશ એવી એમને ખાત્રી છે.. ક્યું ઋણાનુંબંધ છે આ પરિવારો સાથે સમજાતું નથી... પણ એમનો ભરોસો કાયમ જાળવી રાખુ તેવી સમજણ કુદરત આપે તેવી પ્રાર્થના...

Dafer boy couldn't stop himself from embracing his mother 

The 12-year-old boy of the Savarkundla Dafer case endures police torture and electric shocks….

A few days back we had written about an incident that had occurred against the Dafer in Savarkundla town. This post is in continuation of the same incident. The incident was about a police official belonging to Savarkundala LCB filing a robbery case against the Dafer. Three young men and a 12-year-old boy belonging to Dafer community were arrested and beaten in police custody without any warrant. The 12-year-old was mercilessly beaten and given electric shock. When the child was produced before the court he told the judge about the torture he had endured in police custody. The child’s narration pained the judge who himself  examined the boy. He ordered a medical examination of the boy. VSSM’s team member remained present during the medical examination. The examination was undertaken at government hospital in Savarkundla and the doctor handed over the report in a sealed envelope.   

By the time the formalities related to the medical examination were completed it was already evening so the judge did not open the envelop. Eventually when the cover containing the report was opened during the next hearing, it mentioned that the police had not tortured the child!! Absolutely shocking and unbelievable… the decay is so deep.!!

The police officials are a bit taken aback with the way the case has developed. They weren’t expecting such a response. They have threatened the Dafer to lie low or else face the consequences once the case fades away in time.  In the meanwhile, VSSM helped release the three boys who were kept in the jail in Amreli. The parents had hired a jeep to bring their boys back home.  The boys too were eagerly awaiting their parents. As soon as the jeep arrived they just ran towards it and even before their parents could open the door the boy couldn’t stop himself from embracing his mother (as seen in the picture).

“The police have filed such wrong accusations on our children, just because we are Dafer we have to endure all such police atrocities….” This is what the Dafer keep talking all the while.

VSSM and the Dafer will make further presentation against the police during the next hearing. We have also requested for an appointment from the Director General of Police. Our intent is to create better understanding and sensitivity amongst the entire police department towards the Dafer, along with that we also hope that if the police official is found guilty the court should take measures against them.

સાવરકુંડલામાં રહેતા ત્રણ ડફેર યુવાન અને એક 12 વર્ષના ડફેર છોકરાંને એલ.સી.બી.ના પોલીસકર્મીને લૂંટ્યાના કેસમાં એલ.સી.બી.એ વગર વોરંટે પકડ્યા અને વગર રીમાન્ડે ખુબ માર્યા. ઈલેકટ્રીક કરંટ પણ આપ્યા. 12વર્ષના છોકરાંને પણ પોલીસે કરંટ આપ્યાનું અને માર માર્યાનું કોર્ટમાં જણાવ્યું. જજ સાહેબ પણ આ સાંભળીને દુખી થયા.તેમણે છોકરાંને જાતે તપાસ્યો અને દાકતરી તપાસની સૂચના આપી. Vssmના કાર્યકર પણ દાક્તરી તપાસમાં સાથે રહ્યા. સાવરકુંડલાના સરકારી દવાખાનામાં કામ કરતા ડોક્ટેર સીલબંધ કવરમાં રીપોર્ટ આપ્યો.

સાંજ પડી ગઈ હતી એટલે જજે રીપોર્ટ ત્યારે ઓપન ના કર્યો. પણ તે પછીની મુદ્તે અમેગયા અને ડોક્ટરનો રીપોર્ટ ઓપન કર્યો, તો પોલીસે કોઈ માર માર્યો નથી તેવી વિગતો બહાર આવી. આટલી હદે બધુ બદલાઈ શકે તે કેવી રીતે માન્યામાં આવે.

પોલીસ થોડી ડરી એટલે ડફેરોને ધમકી આપી કે આવું કાંઈ કરશો નહીં, પછી અમે જ છીએ તમને જોઈ લેશું વગેરે.. અમરેલી જેલમાં રાખેલા ત્રણ છોકરાંને જામીન પર અમે છોડાવ્યા. જેલમાંથી મુક્ત થયેલા છોકરાંઓને લેવા તેમના મા- બાપ સ્પેશીયલ જીપ ભાડે કરીને આવી રહ્યા હતા. છોકરાંઓ મા-બાપની રાહ જોતા હતા. જેવી જીપ આવી કે જીપનો દરવાજો ખોલ્યા વગર જ છોકરો તેની માને ફોટોમાં દેખાય છે તે રીતે હેતથી મળ્યો.

‘કેવો ખોટો આરોપ અમારા છોકરાંઓ ઉપર પોલીસે મુક્યો. ડફેર છીએ એટલે આમ પોલીસનો ત્રાસ કાયમ સહન કરવાનો...’ તેવું તેઓ દુઃખી હૈયે સતત બોલ્યા કરે છે..

પોલીસ સામેની vssm અને ડફેરોની રજૂઆતો કોર્ટમાં આગામી મુદ્દતે થશે. ગાંધીનગર પોલીસ મહાનિર્દેશક શ્રીને આ મુદ્દે મળવા સમય માંગ્યો અને તેમણે તારીખ આપી છે. ડફેરના મુદ્દે આખો પોલીસ વિભાગ સંવદેનશીલ બને તેવો અમારો પ્રયત્ન છે.. તો સાથે ખોટુ કરનાર પોલીસ સામે કાર્યવાહી થાય કોર્ટ તેમની સામે પગલાં લે તે પણ ઈચ્છીએ છીએ...

હજુ આ આખા કેસમાં નસીબનું નામ પણ પોલીસે આપ્યું છે. પોતાનું નામ ખુલ્યા પછી નસીબ ઉપર જે વિત્યું તે આગળ જણાવીશું..

The 150 individuals from various nomadic communities who had reached Gandhinagar, to seek time and attention of the  concerned ministers,  were dazzled by the site of lush green lawn, greenery  and open spaces that greeted them as they entered Sachivalay. The sheer bewilderment on the site of  plush interiors of the Government spaces was difficult to hide from the faces of these visitors.  And while they waited for the opportunity to meet the minister, they talked within themselves…!

And after they finally got the time to meet and speak to the Minsiter after waiting for 8 hours…

“How would they allow us to stay in Gandhinagar, when they weren’t  even prepared to meet us?? We were not  even allowed to sit near the stairs, getting a place to build a shelter here is a distant dream!!”

Well some dreams will always remain so, unless those in power work collectively to make these dreams turn into reality…. Until then we all shall hope and wait.

  

વિચરતી જાતિઓની સચિવાલયની મુલાકાત

આહા ચેવડી મોટી જગ્યા પડી સ ઓય. અન જુઓ પોણીના તો ફુવારાય સ. મારુ બેટુ આ ખડય ચેવું નસીબદાર ઈન રોજ પોણી મલ. 

અલ્યા આખુ ગોંધીનગર જ મારુ બેટુ નસીબદાર. સાહેબ (vssmના કાર્યકરને સંબોધીને લોન તરફ ઈશારો કરતા) ઓય છાપરાં ના નાખી હકાય? ઓયકણ રેતા હોઈએ તો કોય તકલીફ બકલીફ ના પડ. નજર હોમે જ સરકાર બેઠી હોય. કોય તલકીફ પડ ક સીધા હડીકાઢીન ઈમની કન પોંચી જવાય. પાસી પોણી બોણીની યે રોમાયણ નહીં. 

સચિવાલયમાં દાખલ થતા જોયેલી લીલીછમ લોન, ખુલ્લી જગ્યા અને પાણીના ફુવારા જોઈને વિચરતી જાતિના 150 વ્યક્તિઓને તો અહીંયા જ રેવા મળી જાય તેવી લાગણી થઈ. વળી એમને ખબર નહોતી કે જે સરકારની વાત એ કરે છે જેમને મળવા તે આવ્યા છે તે કાંઈ આમ સરળતાથી મળવાની નહોતી. એટલે ઉપર બોલ્યા તેવો વાર્તાલાય કર્યો. 

સવારે 10.30 શરૃ કરેલી સચિવાલય યાત્રનો સાંજે 6.30 વાગ્યે અંત આવ્યો ત્યારે આ લોકો જ બોલ્યા. અલ્યા આતો મળવાનીયે ના પાડતા તા, તો રેવા ચમના દે. એમના કેમેરામાં દેખઈયે નઈ એટલ પગથિયેય બેહવાની ના પાડતા તા તે ઓયકણ આશરો થોડો આલ...

8000 thousand is a substantial number, that is the number of nomadic families from 400 plus settlements existing on the government wasteland are waiting for  the government to allot them plots so that they can have a small house, running water and power!! The applications have been filed way back, almost 8 years back and yet the government has cared the least even to pay attention to their plight.

Every Monday they bring themselves to the office of the District Collector to see if their applications have made some progress and appeal to the officials. Since that has not worked we decided to meet the ministers in Gandhinagar. The VSSM team along with 10-15 leaders from various settlements decided to go to Gandhinagar and meet the ministers. By the time we were at the office there were around 60 people from Rajkot and Morbi districts waiting at the office and many more had already reached near Gate No 1 of Sachivalay, Gandhinagar.

“It sure will pinch the hearts of those sitting in the offices in Gandhinagar  when they  will get to know about the hardships we face on daily basis,  there is so much we endure every day,” expressed many of those present.

Ideally, the officials and ministers based in Gandhinagar should show their willingness to address the issues faced by these extremely poor and marginalized families belonging to nomadic and de- notified communities. But unless that happens it is also important that they understand  where the people who frame policies and laws that in turn will shape their future, are based and have their offices!! It was important that they made this trip to Gandhinagar!!

વિચરતી જાતિઓ પોતાના પ્રશ્નોને લઈને ગાંધીનગર રજૂઆત માટે ગયા

વિચરતી જાતિની 400 ઉપરાંત વસાહતોમાં રહેતા લગભગ 8000 પરિવારો  ખુબ ખરાબ પરિસ્થિતિમાં સરકારી ખરાબાની જમીનમાં રહી રહ્યા છે. તેમને રહેણાંક અર્થે પ્લોટ મળે તે માટે છેલ્લા સાત, આઠ વર્ષથી રજૂઆત કરીએ છીએ પણ આ કામમાં જાણે સરકારને રસ ના હોય તેમ કશું થઈ નથી રહ્યું. 

દર સોમવારે કલેક્ટર કચેરીના ધક્કા ખાઈને થાક્યા પણ કામ ના થયું. છેવટે ગાંધીનગરમાં દર મંગળવારે મળતા મંત્રીઓને મળવાનું નક્કી કર્યું. વસાહતના દસ પંદર આગેવાનો સાથે આજે ગાંધીનગર જવાનું vssmટીમે નક્કી કર્યું. પણ સવારે ઓફીસ પહોંચી તો લગભગ 60 વ્યક્તિ રાજકોટ, મોરબી વિસ્તારમાંથી પહોંચી આવ્યા હતા. તો એનાથીયે વધારે માણસો તો સચિવાલયના ગેટ નંબર એક પર પહોંચી ગયા હતા.

ઓફીસ પર પહોંચેલા વ્યક્તિઓએ કહ્યું કે, ‘ગાંધીનગરમાં બેઠેલા અધિકારી અમારી વાત સાંભળશે ને તો એમનું હૈયુ ય હલી જશે. અમે ખુબ તકલીફો વેઠીએ છીએ.’

ગાંધીનગરમાં બેઠેલા તેમની વાત સાંભળી ઉકેલ આપી દે તે આદર્શ સ્થિતિ છે. પણ ના સાંભળે તો પણ તમારા માટે નિતી ઘડનારા ક્યાં બેસે છે તેની તમને ખબર પડે એ માટે પણ તમે ગાંધીનગર જઈને રજૂઆત કરો તેવી વાત તેમની સાથે કરી.

એક આશા સાથે 150 વ્યક્તિઓ આજે ગાંધીનગર સચિવાલય અને સ્વર્ણીમ સંકુલમાં આવ્યા છે જોઈએ શું થાય છે.

The nomadic families living in the Saurashtra region have been facing lot of challenges when it comes to accessing their citizenry rights. The local authorities are uncooperative and the applications made by these families have been piling on since years. When the issue was brought to the notice of Rajkot Collector we were told, “Seek information under the RTI from officials who aren’t responding!!”  Well, we are not here looking for replies on why things aren’t moving but waiting for some concrete work to happen like receiving basic documents like Ration Card, Voter ID Card, Caste Certificates etc..etc. The reply did make us wonder, why wouldn’t the Collector ask his officials on so many pending applications inspite of our repeated requests to him!!

On 15th February we met up with the nomadic families living in Rajkot, “We haven’t asked for any reservation, we are just asking for ration card, caste certificates, house, electricity and water yet, none of the official is prepared to listen to us!! We don’t wat to fight but we want to walk holding the placards demanding what we need in a  silent rally!” said the community members.

These are the people who are very meek and hardly raise a question, the sad part is the attitude of the officials is making them question and rebel!! The question is, how much difference will such a march make in the attitude of these officials. Let us see how things go about…….

વિચરતી જાતિઓના પ્રશ્ન Vssmની વિચરતી જાતિઓ સાથે બેઠક

સૌરાષ્ટ્રમાં વિચરતી જાતિઓના ઢગલો પ્રશ્નો. ઉકેલ એકેય નહીં. દરેક બાબતમાં નકારાત્મક જવાબ. Vssmના અમારા કાર્યકર કનુભાઈ અને છાયાબહેન તો થાકી ગયા. કલેક્ટર શ્રી રાજકોટને મળ્યા અને પ્રશ્નો જણાવ્યા તો તેમણે કહ્યું, ‘જે અધિકારી જવાબ નથી આપતા તેમની પાસેથી માહિતી અધિકારનો ઉપયોગ કરી માહિતી માંગો.’ અરે માહિતી તો માંગીશું પણ તેનાથી પ્રશ્ન થોડો ઉકેલાય. તમે એક વખત સાહેબ તરીકે તમારા અધિકારી કામ કેમ નથી કરતા તેવું પુછી હિસાબ તો માંગો...

રાજકોટમાં રહેતા કંટાળેલા વિચરતી જાતિના લોકો સાથે તા. 15 ફેબ્રુઆરી 2017ના રોજ બેઠક થઈ તેમણે કહ્યું, ‘અમે સરકાર કને અનામત તો માંગી નહીં. અમારે તો રેશનકાર્ડ, જાતિ પ્રમાણપત્ર, રેવા ઘર, પાણી અને લાઈટ જોઈએ છે પણ જુઓન કોઈ હાંભળવા રાજી નહીં. અમારે લડવું નથી પણ એક મૌન રેલી તો હવે કાઢવી જ છે. એમાં રેશનકાર્ડ, જાતિપ્રમાણપત્ર, ઘર, લાઈટ અને પાણી એવું લખેલા પૂંઠા હાથમાં લઈને ચાલશું.’

કેવી કરૃણતા છે. લડવાનું ના કરવાવાળાને પરાણે લડતા કરવાનું થઈ રહ્યું હોય તેવો તકાજો છે. રેલી પછીયે તંત્ર સુધરશે કે કેમ તે પ્રશ્ન છે.. જોઈએ શું થાય છે..

 The laxity and ‘who cares’ attitude reflected by the local bureaucracy of Rajkot district is proving to be immensely problematic for VSSM’s continued efforts for ensuring the nomadic communities attain their basic citizenry rights.  The applications made by the nomadic communities have been  piling on in the various block offices and none of these files are moving ahead. Ration Cards Voter ID cards, Vatsalya Cards, Caste Certificates are documents that still remain out of reach for these communities!!!

Amidst all these turmoil, Prant Officer of Pardhari block, Shri Prabhav Joshi came across as a ray of hope, to ensure that the families receive their documents at the earliest, he arranged a special ‘Seva Setu’ program for the  nomadic communities of Pardhari block.  473 applications were filed during this special program. Shri Joshi appreciated the efforts of VSSM, his positive approach has rekindled hope and boosted the morale of the team especially that of Kanubhai and Chayaben, who have been relentlessly working in the region.  The team is hopeful that the long pending issues of the nomads in this region will be redressed. Wishful as it may seem, but we want the officials from other blocks of Rajkot to draw inspiration from Shri Joshi’s efforts  and work towards the sanctioning the pending applications.  

Vssm દ્વારા સેવાસુતુ કાર્યક્રમમાં વિચરતી જાતિના પ્રશ્નો સંદર્ભે અરજીઓ કરવામાં આવી.

રાજકોટ જિલ્લાના વહીવટીતંત્રથી અમે ખુબ થાક્યા. રેશનકાર્ડ, મતદારકાર્ડ, વાત્સલ્યકાર્ડ, જાતિ પ્રમાણપત્ર વગેરે જેવા એકેય દસ્તાવેજો વિચરતી જાતિને મળે. અરજીઓના થપ્પા કચેરીઓમાં જમા છે પણ કામ ના કરવાની દાનતવાળા અધિકારી અહીંયા વધારે એટલે પરિણામ નથી.

આવામાં પડધરી તાલુકાના પાંત અધિકારી પ્રભવ જોષી મીઠી વિરડી જેવા સાબિત થયા. પોતાના તાલુકામાં રહેતા વિચરતી જાતિના પરિવારોને શક્ય પુરાવા તત્કાલ મળે તે માટે તેમણે સેવા સેતુ કાર્યક્રમ ફક્ત વિચરતી જાતિ માટે કર્યો અને તેમાં 473 અરજીઓ થઈ.

Vssmના કામોને તેમણે બિરદાવ્યું. કાર્યકર કનુભાઈ અને છાયાબહેન બંને કલેક્ટર શ્રીના આ અભિગમથી ખુબ રાજી થયા. વિચરતી જાતિઓમાં પણ હવે કામ થશે તેવો આશાનો સંચાર થયો છે.

બસ શ્રી પ્રભવ જોષીની આ લાગણીની અને કામની સુવાસ સૌરાષ્ટ્રના બીજા તાલુકાઓમાં પહોંચે અને ત્યાં પણ ઝડપથી કામ થાય તેવું ઈચ્છીએ.

સેવા સેતુ કાર્યક્રમ અંતર્ગત વિચરતી જાતિઓની અરજીઓ તૈયાર કરવામાં આવી જે જોઈ શકાય છે. કાર્યક્રમમાં ઉપસ્થિત ધારાસભ્ય અને પ્રાંત અધિકારી સિવાય પણ સમગ્ર વહીવટીતંત્ર સાથે Vssmના કાર્યકર

The nomadic families have a habit of buying jewellery whenever they have some money to spare. It comes as a surprise to many like us who feel why would they spend money in buying jewellery!!  But if we care to probe further, we would be surprised to know the actual reasons behind their buy jewellery. For the nomads, who are on a continuous move the jewelry provides the security and comfort they need. It is their companion in thick and thin. Whenever they are faced with some emergency, the jewellery is sold off and when they have some extra savings they buy it. This way they need not worry about carrying cash as they never have access to banks. Also since they do not own an almirah or a locker the women in the family adorn the jewellery the family owns (until the need to sell it arises), where else would they secure it??  

In a certain way, the women of the nomadic communities are mobile lockers, when there is a need the valuables are withdrawn from the locker while in case of surplus they are secured back in the locker!! This is how these poor families function amidst all the adversities they face. Only if we bothered to learn more about them instead of reaching to the conclusions like, “She how much money they have, the nomadic women are always decked up in jewellery and finery??”

પ્લાસ્ટીક કે કંતાનની આડોશો કરીને મર્યાદીત ઘરવખરી સાથે રહેનારા વિચરતા પરિવારો પાસે બે પૈસા આવે કે પેહલાં દાગીના ખરીદે. આ દાગીના સાચવવા તીજોરી તો ખરીદવાનું તો પાછુ પોષાય નહીં. જો કે આ દાગીના કાયમ થોડા સાચવવાના છે એ તો સુઃખ દુઃખના સાથી જેવા. ઘરમાં બિમારી કે કોઈ પ્રસંગ આવે એટલે એજ દાગીના વેચી દેવાના. જ્યાં સુધી વેચવાની નોબત ના આવે ત્યાં સુધી ઘરની સ્ત્રીઓના અંગ પર એ શોભે.

આમ એક અર્થમાં આ સમુદાયની સ્ત્રી હરતી ફરતી તીજોરી થઈ. તીજોરીમાં સગવડ હોય ત્યારે પૈસા કે દાગીના મુકાય અને જરૃરિયાતના સમયમાં કાઢી લેવાય તેમ. 

સમાજ દાગીના પહેરેલી વિચરતી જાતિની બહેનોને જોઈને વિચરતી જાતિ તો કેવી સદ્ધર તેવું જુદુ અર્થઘટન કરે અને ત્યારે અમે તેમને આ દાગીનાની પાછળ છુપાયેલી વેદનાની વાત કરીએ.. કેટલાક સમજે જ્યારે કેટલાક....

Since last few days some unusual activity by police in the Dafer settlement of Vijapur has left the community a bit unsettled and edgy. The police are making rounds to examine whether the Dafer individuals that had been associated with unruly past are spending the night in the settlement!! The community members are unable to understand the reasons for such frequent visits by the police officials.  Those accused in the past have served their sentences and are leading a life of honor and dignity by putting in hard work to earn a dignified living. So why than are the police frequenting their settlement when they have left their past far behind.

“It has been an uphill task to improve our image before the society, we have begun securing some work in Vijapur but of course the villagers aren’t yet prepared to allow us residency in their village nonetheless things were looking brighter. But now with the police visiting our settlement so often the villagers have started questioning us. They are getting the impression that are involved in some kind of unlawful activity. We are not liking this constant need of having to prove ourselves and our innocence. Why can’t people think of us as humans and not mere criminals??” requested Umarbhai Dafer, the Dafer community leader of Vijapur.

VSSM endeavors tirelessly for the welfare and development of the Dafer community and such incidents leave us with no choice but to address such frequent outbursts by writing to the top police officers, in this case to the DGP, requesting them to stop treating these families as criminals and initiate the process of allotting them residential plots. We are awaiting their reply…..

છેલ્લા કેટલાક સમયથી વિજાપુર ડફેર વસાહતમાં રોજ રાતના પોલીસનું આવવાનું શરૃ થયું છે. જે ડફેર ભૂતકાળમાં ગુના સાથે સંકળાયેલા હતા તેઓ વસાહતમાં રાત્રી દરમ્યાન રહે છે કે કેમ તેની તપાસ કરવાની સૂચના પોલીસને આપવામાં આવી છે. 

ભૂતકાળમાં જેમના માથે ગુના હતા તે બધા તો સજા ભોગવી ચુકવ્યા છે અને હવે તો મહેનત મજુરી કરે છે. ગુનાહીત જીંદગી તેમણે છોડી દીધી છે ત્યારે પોલીસનું આવું વર્તન સમજાતું નથી.

વિજાપુરના ડફેર આગેવાન ઉમરભાઈ કહે છે, ‘માંડ માંડ અમારી છાપ સુધરી છે. વિજાપુરમાં હવે કામ મળતું થયું છે છતાં આસપાસના ગામલોકો હજી પોતાના ગામમાં કાયમ વસાવવા રાજી નથી. પોલીસની નીત વસાહતમાં હાજરીથી લોકો હવે તમે પાછા આડા રસ્તે ચડી ગ્યા તેવું પુછે છે. આ નથી ગમતું અમે માણસ છીએ તેમ ગણીને અમારો સ્વીકાર કેમ નથી કરવામાં આવતો? અમને ગુનેગાર તરીકે જોવાનું બંધ કરવા અનુરોધ કરીએ છીએ..’

vssm આ પરિવારોને પડતી હાલાકી દુર કરવા દિવસ રાત મથે છે ક્યારેક હવે બધુ ઠીક થયું છે તેવું લાગે ત્યાં પાછા આવા ગતકડાં શરૃ થાય છે ખેર અમારે તો પ્રયત્ન કર્યા કરવાનો છે. ડી.જી.પી.ને ઉમરભાઈની ભાષામાં આ પરિવારોને ગુનેગાર તરીકે જોવાની જગ્યાએ માણસ તરીકે સ્વીકારી તેમના વસવાટના પ્રશ્નને ઉકેલવા લખ્યું છે. જોઈએ શું જવાબ આવે છે.

As per the guidelines issued by Government of India for sanctioning Voter ID cards to nomadic and de-notified tribes are not required to submit documents like school leaving certificate, any age or address proof to obtain Voter ID card. In fact,  VSSM has facilitated the application processes for thousands of individuals  from these communities, basis which they have received the Voter ID cards. Yet, there are instances when do come up with a list of documents these individuals need to submit.

Recently, we facilitated applications for members of 28 Dafer families residing in Jethal village from Gandhinagar’s Kalol block. The Additional Electoral Registration Officer sent a letter demanding a series of documents like school leaving certificate, address proof etc.  On the receipt of the notice VSSM’s Tohid accompanied by the applicants met the Mamlatdar and talked about the special provisions made by the government to facilitate the issuance of Voter ID cards homeless families. The mamlatdar did understand the matter and assured to do the needful.

As Tohid mentions, “Obtaining a voter ID card is not much of an issue for these families now but, unless they do not receive the cards one always left wondering if the official really understood the clarifications provided.” We hope the Mamlatdar has absorbed our clarifications.

વિચરતી જાતિના લોકોને મતદારકાર્ડ મેળવવા માટે જન્મતારીખના દાખલા, અન્ય ઉંમરના કે રહેઠાણના આધારોની જરૃર નથી તેવું ભારત સરકારની મતદારકાર્ડ મેળવવાની ગાઈડલાઈનમાં સ્પષ્ટ લખ્યું છે અને આ વિગતોના આધારે જ vssm દ્વારા હજારો મતદારકાર્ડ વિહોણા વિચરતી વિમુક્ત જાતિના લોકોને મતદારકાર્ડ અપાવવાનું થયું. છતાં ક્યાંક અધિકારીઓ હજુ આ વાત સમજતા નથી તેવા દાખલા પણ બને છે. ગાંધીનગર જિલ્લાના કલોલતાલુકાના જેથલજગામમાં રહેતા 28 ડફેર પરિવારોના મતદારકાર્ડ મેળવવા માટેના ફોર્મ ભરીને આપ્યા કે, મદદનીશ મતદાર નોંધણી અધિકારી દ્વારા આ પરિવારોના જન્મના પ્રમાણપત્ર અથવા શાળા છોડ્યા અંગેનું પ્રમાણપત્ર અથવા તબીબી પ્રમાણપત્ર તથા રહેઠાણનો પુરાવો વગેરે રજૂ કરવા માટે લખ્યું.

નોટીસ પછી vssmના કાર્યકર તોહીદ વસાહતના તમામ લોકોને રૃબરૃ લઈને મામલતદારને મળ્યા અને ભારત સરકાર દ્વારા ખાસ ઘર વિહોણા પરિવારોને મતદારકાર્ડ આપવા માટે કરેલી જોગવાઈ અંગે સમજાવ્યું ત્યારે જતા મામલતદાર આખી વાત સમજ્યા. 

તોહીદને લાગે છે કે, હવે કોઈ મુદ્દો નથી પણ જ્યાં સુધી મતદારકાર્ડ હાથમાં ના આવે ત્યાં સુધી ખરેખર અધિકારીના ગળે આ ઉતર્યું છે કે કેમ તે ખાત્રી પુર્વક ના કહી શકાય. આશા રાખીએ તે સમજે.

Rajkot has large concentration of families belonging to nomadic and de-notified communities who continue to reel under the issues that these communities face elsewhere in the state. Since last 2-3 years, VSSM has been writing to the government to  bring resolutions to their long pending issues but haven’t yet achieved any outcome. Acquiring the basic documents like ration cards, caste certificates remain uphill tasks. If the Mamlatdar refuses to issue Caste-certificates the local officials refuse to entertain applications for issuance of ration cards!! There have been examples where the officials have asked us and the communities to stop visiting their offices with such applications!!  

We have been speaking to the District Collector in this regard but even his instructions haven’t eased the situation. On 2nd January 2017, VSSM’s Kanubhai along with the community members once again brought their complains to the Collector, who has promised to have a meeting with the concerned officials if the need arises.

The nomadic families have become edgy on the pending matters and it is time the authorities resolve their applications before they lose faith in the system!!

વિચરતી જાતિઓના પ્રશ્નો સંદર્ભે vssm દ્વારા કલેક્ટર શ્રીને રજુઆત કરવામાં આવી

રાજકોટ જિલ્લામાં વિચરતી – વિમુક્ત જાતિની વસતિ ઘણી વધારે છે. તેમના પ્રશ્નો પણ અઢળક છે. સરકારમાં છેલ્લા બે ત્રણ વર્ષથી સતત આ સમુદાયના પ્રાથમિક પ્રશ્નો ઉકેલાય તે માટે રજૂઆત કરી રહ્યા છીએ. પણ તે દિશામાં કોઈ કામ થતું નથી. જાતિપ્રમાણપત્ર આપવાની મામલતદારથી લઈને સમાજ કલ્યાણ અધિકારી ના પાડે. તો રેશનકાર્ડ માટે પણ એવું જ. ક્યાંક તો અમારી કચેરીમાં આવી રીતે રોજ રોજ નહીં આવવાનું એવું પણ અધિકારી કહેતા જોવા મળે. 

કલેક્ટરને અગાઉ પણ vssmએ ઉપરોક્ત બાબતે રજૂઆત કરી હતી. તેમણે સૂચના આપવા કહ્યું હતું પણ કશું થયું નહોતું. તા. 2 જાન્યુઆરી 2017ના રોજ ફરીથી vssmના કાર્યકર કનુભાઈ વિચરતી જાતિના લોકો સાથે કલેકટર શ્રીને મળ્યા અને રજૂઆત કરી. કલેક્ટર શ્રી એ ફરીથી આ બાબતે સૂચના આપવા જરૃર પડે અધિકારીગણ સાથે અલગ બેઠક કરવાની વાત કરી.

વિચરતી જાતિના પરિવારોએ સરકારી કચેરીના પગથિયા ઘસી નાખ્યા છે. તેઓ વધારે થાકે તે પહેલાં તેમના કામ થાય તેવી અપેક્ષા રાખીએ છીએ.

Its a long and arduous journey the nomadic communities need to accomplish in order to achieve their lifelong dream of living in a house of their own.  Right from procuring the tens of documents to become eligible to file an application for a residential plot, to being refused the allotment, if allotted  delays in sanctioning plots and if sanctioned refusal to provide permits  to commence construction these are the layers that need to be surpassed by the illiterate and ignorant communities. Otherwise these families have no choice but to survive under hostile elements in makeshift shanties on pavements and wastelands….

Recently the 10 Saraniya and Vansfoda families living in Chansma town of Patan district, who had been allotted plots in 2014 only recently acquired permit from Chanasma municipality to commence construction. Imagine waiting for two years to begin the construction!!! For some undisclosed reasons the authorities weren’t giving permits to begin construction and VSSM was required to write about the issue right from the  district Collector to  the Chief Minister. 

Soon  the team will be assisting the families in filing the applications for obtaining government support for building the house.  The families are eligible to receive Rs. 70,000 from the government under  Pandit Deendayal Aawas Yojna. 

We are extremely grateful to the authorities who have supported our efforts in ensuring these families manage to built their own houses…..

VSSMની મદદથી આખરે મકાન બાંધકામ માટેની મંજૂરી મળી

પાટણ જિલ્લાના ચાણસ્મામાં રહેતા સરાણિયા અને વાંસફોડા સમુદાયના 10 પરિવારોને વર્ષ 2014માં પ્લોટ ફાળવણીના હુકમ થયા હતા પણ પ્લોટ પર ઘર બાંધવા માટે બાંધકામની મંજુરી નગરપાલિકા દ્વારા આપવામાં આવતી નહોતી. આ બાબતે vssm દ્વારા મુખ્યમંત્રી થી લઈને કલેકટર સુધી ખુબ રજૂઆતો કરી ત્યારે જતાં થોડા દિવસ પહેલાં બાંધકામ માટેની પરવાનગી ચીઠ્ઠી મળી. હવે આ પરિવારોને મકાન સહાય મળે તે માટેની અરજી vssmના કાર્યકર મોહનભાઈ દ્વારા તૈયાર કરવામાં આવી. 

પંડિત દિનદયાળ આવાસ યોજના અંતર્ગત તેમને મકાન બાંધકામ માટે રૃા.70,000 મળશે. VSSM પણ આ પરિવારોને મકાન બાંધકામમાં મદદ કરશે. 

સદીઓથી કેવી યાતનાઓ સાથે તદન ખરાબ જગ્યાઓમાં તેઓ રહ્યા છે ત્યારે હવે તેમનું પોતાના ઘરનું સ્વપ્ન ઝટ પુરુ થવામાં છે. ઈશ્નર તેમની દરેક મનોકામના પુર્ણ કરે સાથે જ બાંધકામ મંજુરી માટે જે પણ અધિકારીઓએ મદદ કરી તે સૌનો અમે હૃદયપૂર્વક સરાણિયા પરિવારો અને VSSM વતી આભાર માનીએ છીએ.
