At VSSM we like people to spread their wings and fly… Musabhai Dafer proved to be doing just that...

 Musabhai stays in Juna Padhar village near Viramgaum town.

Few years back, we had compelled him to send his children to school if he wanted our assistance in obtaining documents like ration card etc. The pre- condition worked and Musabhai’s children began attending school in Juna Padhar. We were expecting the village panchayat to allot residential plots to these Dafer families but things did not work-out as we expected. Musabhai had to leave the village. The family moved to Bhojwa where they set up their dangaa on the outskirts of the village.

“How were your exams?” I inquired to the children when I visited the new residence.

“You should have moved few days later, should have waited for exams to get over! You wasted their academic year, Musabhai”

“Where do I know all this, Ben! These kids  should have told me but, they also did not utter a word about exams, I am completely unaware of all these matters of admission and exams!”

This was 7 years back. Recently Musabhai called up to complain about the visits the police were making to their Dangaa and threating them to summon the weapons they possessed. Musanbhai was disturbed and disliked the police visiting the dangaa… “Ben, I do not like police frequenting the dangaa, please intervene to solve the issue!”

Next day, Musabhai and I along with Tohid and Maulik reached the office of Gandhinagar DGP.. The officials were very responsive and positive. They immediately called up LCB Sarkhej and ordered them to stop their acts of harassing Dafer. Delighted with the encouraging experience we had we set out to return back to Ahmedabad. Musabhai was with us, “Ben, when you come to our dangaa be firm with the parents and tell them to send their children to school. I have refused to do their work until they do not send them to school.” I was amazed at his concern. Is this the same Musabhai who, some years back did not know anything about school?  Today,  his concern for educating children had grown beyond his own children, he now cared to ensure that the children of entire Dangaa go to school.

At VSSM we like people to spread their wings and fly… Musabhai proved to be doing just that. He now rents 25 bighas to farm and earn his living. His hut has fan, small refrigerator and his stock of grains in neatly arranged containers. Of course, the grains are from fairprice shop but the family has understood the value of storing food and not buying it on daily basis.

“Ben, will you have rotla (millet flat-breads) with us?” he asked us.

“Of course, along with some dhokli nu shaak!” I requested.

As  when we sat down for lunch there were many other foods that had been prepared for us. The pleasure of enjoying such soulful meals with humble folks like Musabhai is second to none..

મુસાભાઈ ડફેર વિરમગામ પાસેના જુના પાધરમાં રહે.

બાળકોને ભણાવશો તો જ #મતદારકાર્ડ કાઢી આપીશું એવી મીઠી ધમકી એમને આપેલી ને પછી તો બાળકો નિયમિત શાળામાં જવા માંડ્યા. જુના પાધરમાં કાયમ આશરો મળશે એવી આશા જાગેલી પણ પછી એ ઠગારી નીવડી. ગામ છોડવું પડ્યું. ભોજવાની #સીમમાં ડંગા નાખ્યા. ત્યાં એમને મળવા ગઈ ને શાળામાં ભણતા છોકરાંઓને પુછ્યું પરિક્ષા કેવી ગઈ? 

‘પરિક્ષા ના આપી. ડંગા ઉપાડવાના હતા ને એટલે.’

‘કેમ ડંગા ચાર દી પછી ઉપાડવા હતા ને? એક ફેરા #પરિક્ષા પતવા દેવી હતી ને?

મુસાભાઈને કહ્યું, ‘આવું કેમ કર્યું છોકરાંઓનું વરસ બગાડ્યું.’

‘પણ મને ચો ખબર હતી આ પરિક્ષાની. છોકરાંઓને કેવું પડે ને મને એમ કે આ ગોમની નિશાળમાંથી દાખલા કાઢીને ભોજવાની નિશાળમાં આલી દઈશું. આવી પરિક્ષા બરીક્ષાની મન શું ખબર પડ?’

આ વાતને સાત – આઠ વર્ષ થયા. હમણાં ભોજવામાં #પોલીસ આવીને #હથિયાર બાબતે બધાને ધમકાવી ગઈ. ખુબ મહેનતુ ને ઈમાનદાર મુસાભાઈને પોલીસનું આમ ડંગામાં આવવું ગમ્યું નહીં. ફોન કરીને, ‘બેન ડોસી મરે તો વાંધો નહીં પણ જમડા ઘર ના ભાળવા જોઈએ, આ પોલીસનું કાંક કરો.’

બીજા દિવસે #ગાંધીનગર ડીજીપી ઓફીસ તોહીદ અને મૌલિક સાથે મુસાભાઈને અમે પહોંચ્યા. પોલીસે સહયોગ કર્યો સરખેજ એલ.સી.બી.ને ફોન કરીને આવું ના કરવા કડક શબ્દોમાં સૂચના આપી. 

સુખદ અનુભવ સાથે અમે પરત આવતા હતા. મુસાભાઈ પણ સાથે હતા એમણે કહ્યું, ‘બેન ડંગામાં આવો તો બધાને છોકરાં ભણાવવાનું ખખડાવીને કેજો. મે એમનું કામ કરવાની ના પાડી સે. જ્યાં સુધી છોકરાં નહીં ભણાવો તા લગી કોઈ કામ નહીં થાય.’

સાંભળીને નવાઈ લાગી આ એજ મુસાભાઈ જેમને પરિક્ષા શું છે એનીયે ખબર નહોતી એની જગ્યાએ આજે એમના બાળકોને તો એ નિશાળામાં મોકલે જ ને સાથે વસાહતના તમામ ના બાળકો પણ નિશાળમાં જાય એનીએ ચિંતાય કરે.

માણસો ઉગાડાવાનું કામ અમે કરીએ ને મુસાભાઈના રૃપમાં આજે ફરી એ દેખાયું. પચીસ વિધા જમીન ભાગવી ખેડે છે મુસાભાઈ. એમના છાપરાંમાં પંખા, નાનુ ફ્રીજ ને સૌથી અગત્યનું #અનાજ ભરેલા પાંચ ડબ્બા હતા. હા ડબ્બામાં અનાજ સસ્તા અનાજની દુકાનનું હતું પણ અનાજ ભરવાની ખબર પડી એ ગમ્યું. ને પાંચ રૃપિયાનું મરચુ, પાંચનું તેલ, બેનું મીઠુ એમાંથી એ નીકળ્યા એનો આનંદ થયો...

એમના ડંગામાં જવાનું હતું. એમણે પુછ્યુ, ‘રોટલા ખાશો?’ મે હા પાડી ને ઢોકળીનું શાક ને રોટલા કરજો એમ કહ્યું. પણ જમવા બેસાડ્યા ત્યારે બત્રીસ પકવાન પીરસ્યા... મજા પડી ગઈ...

The police officials frequenting the Dafer settlements….

The current living conditions of  Dafer families

Since last few days some unusual activity by police in the Dafer settlement of Vijapur has left the community a bit unsettled and edgy. The police are making rounds to examine whether the Dafer individuals that had been associated with unruly past are spending the night in the settlement!! The community members are unable to understand the reasons for such frequent visits by the police officials.  Those accused in the past have served their sentences and are leading a life of honor and dignity by putting in hard work to earn a dignified living. So why than are the police frequenting their settlement when they have left their past far behind.

“It has been an uphill task to improve our image before the society, we have begun securing some work in Vijapur but of course the villagers aren’t yet prepared to allow us residency in their village nonetheless things were looking brighter. But now with the police visiting our settlement so often the villagers have started questioning us. They are getting the impression that are involved in some kind of unlawful activity. We are not liking this constant need of having to prove ourselves and our innocence. Why can’t people think of us as humans and not mere criminals??” requested Umarbhai Dafer, the Dafer community leader of Vijapur.

VSSM endeavors tirelessly for the welfare and development of the Dafer community and such incidents leave us with no choice but to address such frequent outbursts by writing to the top police officers, in this case to the DGP, requesting them to stop treating these families as criminals and initiate the process of allotting them residential plots. We are awaiting their reply…..

ડફેર વસાહતોમાં ફરી પોલીસ

છેલ્લા કેટલાક સમયથી વિજાપુર ડફેર વસાહતમાં રોજ રાતના પોલીસનું આવવાનું શરૃ થયું છે. જે ડફેર ભૂતકાળમાં ગુના સાથે સંકળાયેલા હતા તેઓ વસાહતમાં રાત્રી દરમ્યાન રહે છે કે કેમ તેની તપાસ કરવાની સૂચના પોલીસને આપવામાં આવી છે. 

ભૂતકાળમાં જેમના માથે ગુના હતા તે બધા તો સજા ભોગવી ચુકવ્યા છે અને હવે તો મહેનત મજુરી કરે છે. ગુનાહીત જીંદગી તેમણે છોડી દીધી છે ત્યારે પોલીસનું આવું વર્તન સમજાતું નથી.

વિજાપુરના ડફેર આગેવાન ઉમરભાઈ કહે છે, ‘માંડ માંડ અમારી છાપ સુધરી છે. વિજાપુરમાં હવે કામ મળતું થયું છે છતાં આસપાસના ગામલોકો હજી પોતાના ગામમાં કાયમ વસાવવા રાજી નથી. પોલીસની નીત વસાહતમાં હાજરીથી લોકો હવે તમે પાછા આડા રસ્તે ચડી ગ્યા તેવું પુછે છે. આ નથી ગમતું અમે માણસ છીએ તેમ ગણીને અમારો સ્વીકાર કેમ નથી કરવામાં આવતો? અમને ગુનેગાર તરીકે જોવાનું બંધ કરવા અનુરોધ કરીએ છીએ..’

vssm આ પરિવારોને પડતી હાલાકી દુર કરવા દિવસ રાત મથે છે ક્યારેક હવે બધુ ઠીક થયું છે તેવું લાગે ત્યાં પાછા આવા ગતકડાં શરૃ થાય છે ખેર અમારે તો પ્રયત્ન કર્યા કરવાનો છે. ડી.જી.પી.ને ઉમરભાઈની ભાષામાં આ પરિવારોને ગુનેગાર તરીકે જોવાની જગ્યાએ માણસ તરીકે સ્વીકારી તેમના વસવાટના પ્રશ્નને ઉકેલવા લખ્યું છે. જોઈએ શું જવાબ આવે છે.

Mohammadbhai Dafer meets Mittal Patel to talk
about the harrasment they have been facing

 “Ben, the Nadiad police has arrested my brother. It has been days and we haven’t heard anything from them!! We live in the dangaa at Pisavada. Since last one week the S. O. G. Sarkhej and L. C. B. A. Nadiad have been frequenting our dangaa daily. The villagers have been very cooperative so far but, now they have begun doubting us. They have been inquiring of reasons why the police are frequenting us so much. You are trying to help us settle permanently in this village, the villagers were also willing to do that until now but since these frequent visits by the police they have now refused to process our income proofs,” narrated a rather anguished Mohamadbhai, who was at VSSM’s office to request our intervention.

VSSM has facilitated the process of applications for allotment of plots to 13 Dafer families living in Pisavada village of Dholka block. The revenue officer was to issue the income proofs required for the same. Sarpanch and the entire village was looking forward to allow these families allow permanent settlement in this village. However, the police reached Pisavada village with regards to a loot that had taken place in Kheda town. On 17th December the police arrested Surabhai Sadikbhai Dafer, a resident of Pisavada who was employed on a farm in Dholka. Surabhai was clueless on the reason for his arrest. When the police had reached the farm to arrest Surabhai, its owner Johnybhai called up Mohammadbhai, telling his to leave the farm as he was not interested in getting into the police issues. Similarly, Mohammadbhai’s son was also terminated from his job after police reached his workplace in Dholka town.

On 19th December, Mohammadbhai visited the office to talk about the recent harassment they have been facing. “We do not want to guard the boundaries, the police kept bothering us continuously when we were guarding the boundaries, demanding weapons that they thought we possessed.   Now we have moved to doing other jobs and the police has reached our workplaces here as well. So how will we earn our living? Ben, please help!! This way the villagers will also remove us from their village!! The police talk filthy with the women in our dangaa. We are supposed to tolerate this nonsense just because we are Dafer!” 55 years old Mohmmadbhai was in tears when he narrated all these episodes. The constant fear and anguish these families faced is heart breaking.

Mohammadbhai spent 4 hours in our office. When we asked him to  accompany VSSM team members to the Nadiad L. C. B. office the next day, he refused out of fear saying, “what if they arrest me as well?” If only for once the police decide to consider and treat the Dafer as humans!!!

We assured Mohammadbhai there was no need for him to fear. On 21st December 2016, accompanied by  VSSM’s Jayanatibhai and Tohid, Mohammadbhai reached L. C. B. Nadiad. The trio tried speaking to the police officials present in the office but none of them was prepared to listen to what visitors had to say. However, after we talked of VSSM’s work with the Dafer, how VSSM has been in constant touch with the DGP’s office in Gandhinagar on the issues concerning police harassment to innocent Dafer families and we might also need to talk about this episode to the DGP, did the officials pay heed to our talk. After listening to our team members and Mohamadbhai the PI adopted a mellower approach, “I know the Dafer engage in petty thefts to meet their hunger pangs but they never part of big loots. I too would like to see these families earning and flourishing well,” said the PI before calling Surabhai. “We had brought him for normal interrogation, he is innocent and you may take him along with you.” Mohammadbhai could not believe his ears, the entire episode coming to an end so easily!! When the team and Surabhai were about to leave, the PI invited them for a lunch. The team politely refused to the invite but the officer insisted. All of them later dined at a good restaurant. The PI was appreciative of VSSM’s endeavors for these communities.

Mohammadbhai was struggling to comprehend the events. Releasing Surabhai without any problems, the PI hosting them for a lunch and such compassionate approach of the officials was difficult to digest for Mohammadbhai. “The police never fear anyone, they always put us behind bars and find multiple fake reasons that would keep us in jail forever. And they just released Surabhai without any questions!!” All we had to say to the questions that were Mohammadbhai was popping out, “ You all are ignorant about law and the police take advantage of this ignorance. Your illiteracy and ignorance allows them to intimidate you all, your fear does not permit you to ask questions, begin to ask questions and the police too will decide to ast differently!!”

 

We aren’t sure if Mohammadbhai and Surabhai absorbed all that the team told them, but there was immense joy reflecting on their face as if they were successful in saving a prey from a lion’s hold!!

 

Whenever I visit Dafer settlement they invariably tell me, “VSSM has brightened our present. Earlier, we survived in the woods and loitered around like animals! But, things have changed now.” Such honest confessions do brighten up our day but, it also raises questions like what about the families that VSSM hasn’t reached yet?? Everyday there are instances of Dafer been harassed by police, how would they find a relief, who helps them??

 

Hope police officials around the state understand and execute the ‘Suraksha Setu Program’ with utmost honesty…..

 

‘બેન મારા ભાઈને નડીયાદ પોલીસ પકડીને લઈ ગઈ છે. પાંચ દી થ્યા એના કોઈ વાવડ નથી. પીસાવાડાગામમાં અમારા ડંગા છે અને ગામલોકો પણ અમને હારુ રાખે છે. પણ છેલ્લા અઠવાડિયાથી સરખેજ એસ.ઓ.જી. અને નડિયાદ એલ.સી.બી.એ. ઉપાડો લીધો છે. નિત ડંગામાં પોલીસ આવે છે. હવે તો ગામના લોકો પણ પુછે છે કે, તમે કાંઈ કર્યું નથી ને?અમને ગામમાં કાયમ વસાવવા તમે પ્રયત્ન કરો છો ને બેન, ને ગામના લોકો પણ એ માટે રાજી થઈ ગ્યાતા. પણ હવે એમણે આવકના દાખલના કાઢી આપવાની ના પાડી.’

પીસાવાડાથી મોહમ્મદભાઈ vssm ઓફીસ પર આવ્યા અને ખુબ વેદના સાથે આ વાત કરી. vssmએ ધોળકા તાલુકાના પીસાવાડામાં રહેતા 13 ડફેર પરિવારોને રહેણાંક અર્થે પ્લોટ મળે તે માટે અરજી કરી હતી અને તે માટે આવકના દાખલા તલાટી આપવાના હતા. સરપંચ અને આખુ ગામ આ પરિવારોને મદદ કરવા રાજી હતું પણ ખેડામાં થયેલી લૂંટના કિસ્સામાં પોલીસ છેક પીસાવાડા પહોંચી ગઈ અને આ ગામમાં રહેતા અને ધોળકામાં જોનીભાઈના ફાર્મમાં કામ કરતા સુરાભાઈ સાદીકભાઈ ડફેરને તા.17 ડિસેમ્બરના રોજ સવારે છ વાગે લઈ ગઈ. સુરાભાઈને તો ખબર નહોતી કે પોલીસ કેમ એમને પકડીને લઈ જઈ રહી છે. સુરાભાઈને ફાર્મમાંથી પોલીસે ઉપાડ્યા એટલે ફાર્મના માલીકે મોહમ્મદભાઈને બોલાવીને પોલીસના લફરા અમારે ના જોઈએ હવે પોલીસ આવશે તો તમારે ખેતીકામ છોડવું પડશે એમ કહ્યું. તો સામે મોહમ્મદભાઈનો દીકરો ધોળકામાં જ્યાં કામ કરતો ત્યાં પણ પોલીસ ગઈ એટલે માલીકે તેને કામમાંથી કાઢી મુક્યો.

મોહમ્મદભાઈ તા.19 ડિસેમ્બરના રોજ ઓફીસ આવ્યા અને પોલીસ દ્વારા થઈ રહેલી હેરાનગતિની વાત કરી. ‘પોલીસ જો આવું કાયમ કર્યા કરશે તો અમને કામે કોણ રાખશે. અમારે સીમરખોપું નથી કરવું. મહેનત મજુરી કરીને જીવવું છે. સીમમાં રહીએ તો પોલીસ વધારે હેરાન કરે અમે એમાંથી માંડ છૂટયા છીએ ત્યાં પાછુ આ લફરુ? બેન કાંક કરો.’ આ રીતે જો પોલીસ ડંગામાં અને જ્યાં તેઓ કામ કરે છે ત્યાં રોજ આવતી રહેશે તો એમને ગામમાંથી અને કામ પરથી કાઢી મુકશે તેવો ભય લાગી રહ્યો છે. 

બેન જીવતરમાં ધુળ પડ્યા જેવું લાગે છે. પોલીસ ડંગામાં આવીને અમારી બેન દીકરીઓને કેવું બોલે. લોહી ઉકળે પણ અમારે એ સહન કરવાનું. અમે ડફેર છીએ એટલે આ બધુ ચલાવવાનું. આટલું બોલતા તેઓ રડી પડ્યા. 55 વર્ષના મોહમ્મદભાઈને આ રીતે રડવું પડે કેટલી વેદના એમને થતી હશે. પોલીસ ડફેરને માણસ તરીકે જોવા જ જાણી રાજી નથી તેવું લાગ્યા કરે.

ચાર કલાક મોહમ્મદભાઈ ઓફીસ પર બેઠા. સુરાભાઈ સાવ નિર્દોષ છે એને છોડાવવા એમણે વિનંતી કરી. અમે કહ્યું કે, કાલે નડિયાદ એલ.સી.બી.ની ઓફીસમાં તમે vssmના કાર્યકર સાથે જશો? એમણે એ માટે ના પાડી. ‘પોલીસ મને બેસાડી દેશે’ તેવો ભય તેમણે વ્યક્ત કર્યો. 

કોઈનાથી ડરવાની જરૃર નથી તેવું કહીને મોહમ્મદભાઈને હીંમત આપી. 21 ડિસેમ્બર 2016ના રોજ vssmના કાર્યકર જયંતીભાઈ અને તોહીદ સાથે મોહમ્મદભાઈ નડિયાદ એલ.સી.બી. ઓફીસ પહોંચ્યા. ઉપસ્થિત પોલીસકર્મી સાથે વાત કરવા કોશીશ કરી પણ તેઓ કશું સાંભળવા રાજી નહીં. પણ પછી ડફેર સાથેનું કામ, ગાંધીનગર ડી.જી.પી.ઓફીસમાં અમે આ બાબતે વારંવાર લખીએ અને જરૃર જણાય ત્યારે બેઠક કરીએ તેવું જણાવી અહીંયા સરખો જવાબ નહીં મળે તો સીધા ગાંધીનગર જવાની વાત કરી. એટલે તેઓ ઠંડા પડ્યા અને પછી સાથે બેઠા. કાર્યકર અને મોહમ્મદભાઈની આખી વાત સાંભળી પી.આઈ. પણ ઢીલા પડ્યા. ‘મને ખ્યાલ છે કે ડફેર નાની મોટી લૂંટ અને એ પણ પેટ ખાતર કરે. મોટી લૂંટમાં એ લોકો કોઈ દી ના હોય. મને પણ આ લોકો સુધરે એમાં રસ છે.’ તેમ કહીને તેમણે સુરાભાઈને બોલાવ્યા અને કહ્યું, ‘અમે આને પુછતાછ માટે જ લાવ્યા હતા બાકી એ નિર્દોષ છે. તમ તમાર એને લઈ જાવ.’ મોહમ્મદભાઈને કલ્પના પણ નહોતી કે, આ બધુ આમ આટલી સરળતાથી પતશે. સુરાભાઈ સાથે કાર્યકર નીકળતા હતા ત્યાં પી.આઈ.એ તેમને જમીને જવા કહ્યું અને તેમને સરસ હોટલમાં આટલું સારુ કામ કરો છો અને કાયમ કરતા રહો તેવા ભાવ સાથે જમાડ્યા પણ ખરા. 

આખી ઘટનામાં સુરાભાઈનું આટલી સરળતાથી છૂટવાનું અને પોલીસનું મોહમ્મદભાઈ, સુરાભાઈ અને કાર્યકરોને હોટલમાં જમાડવાનું મોહમ્મદભાઈને બહુ પચતું નહોતું. ‘પોલીસ કોઈથી ડરે નહીં અમે ના કરેલા કેટલાય ગુના અમારા માથે મારી મચળીને બેસાડી દે. ત્યાં આટલી સરળતાથી સુરાભાઈને છોડી દેવાનું?’ મોહમ્મદભાઈના પ્રશ્નોના જવાબમાં અમે એટલું જ કહ્યું, ‘તમે કાયદો જાણતા નથી. ડર લાગે છે એટલે એકની પકડીને લઈ જાય પછી આપણે પાછળ પુછવાય જતા નથી કે એને કેમ પકડ્યો? બસ એનો ફાયદો સૌ ઉઠાવે છે. એક વખત કારણ પુછતા થઈશું તો આ બધુ આપ મેળે ઓછુ થશે.’

અમારી વાત કેટલી ગળે ઉતરી તેનો ખ્યાલ નથી પણ પોતાનો ભાઈ જેને મોહમ્મદભાઈ સાવ ભોળો કહે તેને આમ ઘરે લઈ જતા તેમના મોંઢા પર જે રાજીપો હતો અને એ રાજીપામાં સિંહના મોંઢામાંથી હરણને છોડાવી લાવ્યાની અનેરી ખુશી પણ હતી. 

ડફેરોની વસાહતમાં જઉ ત્યારે તેઓ હંમેશાં કહે કે, ‘તમારા(vssm) આવવાથી ડફેર સમાજનું સારામાં સારુ વર્તમાન છે. પહેલાં કેવા બાવળોની વચમાં, જંગલમાં નીલગાયની ઘોડે પડ્યા રેતા પણ હવે બધુ બદલાયું છે.’ આ સાંભળીએ ત્યારે રાજીપો થાય પણ પછી પ્રશ્ન પણ થાય કે, શું તમામ ડફેર પરિવારોને અમે મદરૃપ થઈ શકીએ છીએ? નિત ડફેર અને વિચરતી જાતિઓમાંના કેટલાય પોલીસની ઝપટમાં કોઈ જ કારણ વગર આવી જતા હોય છે. આ તમામની અમારા સુધી પહોંચ છે? જેઓ અમને જાણે છે તે અમારી પાસે મદદ માટે આવે છે અને અમે શક્ય મદદ કરીએ છીએ પણ જે જાણતા નથી તેઓની દશા શું છે તેનો તો ખ્યાલય નથી... 

ખેર પોલીસ તેમના સુરક્ષાસેતુ કાર્યક્રમને બરાબર સમજે તેવી ઈચ્છા રાખીએ....

Reaching out to the DGP once again as harassment of Dafer by police continues...

Once associated with some unlawful activities but now leading  completely changed and  clean lives after coming into contact with VSSM the Dafer families of Vijapur are a hard working group. Umarbhai Dafer who holds the community together is the leader of this Dafer settlement. He is a very righteous man and prohibits entry of anyone  associated with criminal or unlawful activities in the settlement.   

On 28th May 2016 and again on 6th June 2016 Head Constable Bharwad from SOG Mehsana along with other policemen arrived in this settlement. He made all the accompanying policemen surround the settlement. He started getting in the houses and began questioning - from where did you get this and that, from where does the money come etc. etc.?? The stick in his had was used to bang the vessels and intimidate the family members. Nor Umarbhai or VSSM’s Tohid were present in the settlement at the time.. 

The youth from the settlement are engaged in safeguarding the village and farm boundaries. This job requires them to move around the boundaries they guard and for this purpose many  men in the community have bought second-hand motor bikes. “So from where did you steal the bikes??You must be having guns as well, where do you get all this stuff from?” probed HC Bharwad very rudely. 

On hearing him accuse Kareemaben could not remain quite, “Saheb, take these right away, if you can find these bikes to be stolen!!” she gave him back. But that did not bother or change HC Bharwad’s attitude as he continued with his un-warranted march into the  homes of the Dafer. 

Even Dholabhai could not take all this crap any longer, “Saheb, in this settlement  you wouldn’t find any stolen article or a single person who is engaged in stealing!” But no one paid attention to these arguments. 

When VSSM’s Tohid reached the settlement he was greeted with a strong chorus. The community’s decision was unanimous, “we cannot tolerate such accusations and autocratic behaviour of police., how can someone enter our homes and harass us without any four faults…Tohid and Umarbhai decided to put this matter before the Director General of Police. On 29th June Tohid along with few leaders from the settlement reached the office of DGP and presented their case to Shri. D. H. Desai Staff Officer to DGP. He immediately spoke to the police officers in Mehsana and asked them to prevent such incidents in future.  

 So far, 10 days after we presented the issue to higher authorities, their is order in the situation. But how long will we keep running to the higher authorities for all the official notoriety that happens at the local level. It is very wrong on the part of the police to keep harassing families who have been leading decent lives for many years now. They have left their past and are working towards a better future for their coming generations. It is time that this ever-strained relationship of police with Dafer some to a stop, it is time the police officials go after the real criminals...

વિજાપુરમાં ડફેર પરિવારો રહે. વર્ષો પહેલાં ગુનાહીત પ્રવૃતિ સાથે સંકળાયેલા આ પરિવારોએ છેલ્લા કેટલાય વખતથી VSSMના સંપર્કમાં આવ્યા પછી ગુનાહીત પ્રવૃતિઓ બંધ કરી દીધેલી. બધા મહેનત કરે અને ગુજારો કરે. વસાહતના આગેવાન ઉમરભાઈ ડફેર બધાને એકસુત્રતાથી બાંધી રાખે. ખરાબ કે ખોટા ધંધા કરવાવાળા વ્યક્તિને વસાહતમાં પગ પણ ના મુકવા દે. 

આવી વસાહતમાં 28 મે 2016 અને 6 જુન 2016ના રોજ મહેસાણા એસ.ઓ.જી.માંથી હેડકોન્સ્ટેબલ ભરવાડ આવ્યા. સાથે બીજા પોલીસ કર્મીને પણ લઈ આવ્યા અને વસાહતની ચારે બાજુ બધાને ઊભા કરી દીધા. વસાહતમાં દાખલ થતા જ દરેક છાપરાંમાં ધુસીને આ ક્યાંથી લાવ્યા? ફલાણુ ક્યાંથી લાવ્યા? શું કરો છો? પૈસા ક્યાંથી આવે છે? વગેરે જેવા પ્રશ્નોનો વરસાદ વરસાવ્યો સાથે સાથે હાથમાં રહેલી લાકડીથી વસ્તુઓને ઠોકવાનું, લોકોને ડરાવવાનું શરૃ કર્યું. ઉમરભાઈ બહારગામ હતા. VSSMના કાર્યકર તોહીદ પણ વસાહતમાં નહીં.

વસાહતના કેટલાક યુવાનો સીમચોકીનું કામ કરે એટલે જુનામાં બાઈક ખરીદેલા તેમના બાઈક જોઈને હેડકોન્સટેબલે કહ્યું, ‘બાઈકો ક્યાંથી ચોરી લાવ્યા? બંદુકો તો હશેને ક્યાં છે લાવો?’ એમની આ વાત સાંભળીને વસાહતમાં રહેતા કરીમાબહેને કહ્યું, ‘સાહેબ ચોરી કરીને લાવ્યા હોઈએ ને તો હાલ જ લઈ જાવ.’ છતાં હેડકોન્સટેબલ ભરવાડના તેવર બદલાયા નહીં અને દરેક ઘરની ઝડતી કોઈ પણ સર્ચ વોરન્ટ વગર ચાલુ રાખી. કંટાળીને વસાહતમાં રહેતા ઢોલાભાઈએ કહ્યું, ‘સાહેબ ચોરીનો કોઈ સામાન અમારી વસાહતમાંથી ના મળે ના ચોરી કરનારો કોઈ માણસ.’ પણ સાંભળે કોણ આખરે એ ગયા.

તોહીદ વસાહતમાં પહોંચ્યો એટલે બધા જ પરિવારોએ પોલીસની આવી જોહુકમી હવે નહીં સહીએ અમે ચોર નથી કે અમારા ઘેર આમ ધોળા દાળે પોલીસ આવે અને ઝડતી લે. તોહીદ અને ઉમરભાઈએ આ ઘટનાની રજુઆત પોલીસ મહાનિર્દેશકને કરવાનું નક્કી કર્યું અને વસાહતમાંથી કેટલાક આગેવાનોને લઈને તોહીદ 29 મે ના રોજ રજુઆત માટે ગયા અને ડી.એચ.દેસાઈ સ્ટાફ ઓફીસ ઓફ ડી.જી.પી.ને રજૂઆત કરી. તેમણે તુરત એસ.પી.મહેસાણાને આ ઘટનાની વાત કરી અને આ પ્રકારે ખોટી રીતે લોકોને હેરાન ના કરવા સ્પષ્ટ સુચના આપી. 

રજૂઆતના 10 દિવસથી શાંતી છે. પણ દરેક વખતે સરકારમાં ઉચ્ચકક્ષાએ રજૂઆત માટે દોડ્યા કરવાનું યોગ્ય નથી લાગતું. જે વસાહતમાંથી એક પણ વ્યક્તિ કોઈ પણ ગુના સાથે સંકળાયેલું નથી ત્યાં પોલીસનું આમ અકારણ આવવું લોકોને હેરાન કરવું જરાય યોગ્ય નથી. ડફેર સમુદાયની આ ચોર પોલીસની રમત જલદી બંધ થાય અને દરેક પોલીસકર્મીને ભગવાન સદબુદ્ધી આપે તેવી પ્રાર્થના..

When the crime rate comes down  in any town or city and the police don’t have many cases to register, what does it indicate!! That its good, its a sign of healthier society!! So why does police set out in search of criminals to meet their target?? Is policing about meeting the targets and to meet these targets end up arresting any Tom-Dick-Harry  or in this case the poor Dafer individuals?? Well that what has happened again, yes again, it just keeps happening even after intensive efforts we take to stop the unwarranted and illegal arrests of Dafer. 

The current episode happened in Palitana town of Bhavnagar district.  On the evening of 12th April Dafer Mohmadbhai received a call from the Palitana Rural Police asking him to come to the police station as they wanted to know the details of their living in the area. The police had Mohamadbhai’s number because that what the Dafer do, so that they do not land up in unwanted trouble, they give their details of their living in the respective police station. 

Mohamadbhai and his brother Razakbhai reached the police station. The police told Mohamadbhai that he possesses illegal weapons and uses them for hunting!! The brothers refused this charge that was as absurd as one can imagine. But the rule is that the police never  listens to such honest answers that Dafer gives…….

They asked Razakbhai to return home and retained Mohmadbhai. Since  yesterday evening until today afternoon the police literally thrashed Mohmadbhai, asking him to give in to the crime he has committed, but how can he do that when there was no wrong he had done. Mohamadbhai works on shared farm meaning he is a farmer. He hasn’t taken up any contract to guard farm and village boundaries ( something that Dafer normally do) so where is the issue of keeping weapons. 

Along with the police the forest officials have also joined in. Every couple of weeks the police get itchy hands so they visit the Dafer settlements and terrorises the innocent residents. 

When Mohamadbhai’s wife visited her husband in the police station, she was told that the police had not given him water to drink or any food since yesterday evening… How can the police act in such inhumane manner??

This entire way of functioning by police has reached a saturation, on one hand we are partnering with the Chief of State Police on stopping such atrocious behaviour and on the other hand the local police continue to act in barbaric manner.  Why can’t they help in improving the living conditions of the Dafer. 

The community is on verge of exploding, arrest people who really commit crime, don’t pick up random citizens at your will  to meet your  ‘targets’…

Do not test their patience and tolerance. STOP right now or these wrongfully harassed  people will revolt and the rebellion will be so intense that it would be difficult to curb it...

આ પોલીસને આવી વલુર કેમ ઉપડે છે?

ભાવનગર જિલ્લાના પાલીતાણામાં રહેતા ડફેર મોહમ્મદભાઈ પર ગઈ કાલે સાંજે પાલીતાણા ગ્રામ્ય પોલીસ સ્ટેશનથી ફોન આવ્યો. તમારા વસવાટ માટે નિવેદન લેવાનું છે એટલે આવો. ડફેર પરિવારો પોતે પોલીસના ત્રાસના કારણે પોતાના વસવાટની માહિતી અને અન્ય વિગતો પોલીસ સ્ટેશનમાં જઈને લખાવી આવે એટલે એમની પાસે માહિતી હોય. મોહમ્મદભાઈ તેમના ભાઈ રજાકભાઈ સાથે સ્ટેશન પહોચ્યા અને પોલીસે મોહમ્મદભાઈને હથિયાર રાખીને શિકાર કરતા હોવાનું કહ્યું. બંને ભાઈએ આવું કશું ના કરતા હોવાનું કહ્યું પણ પોલીસ માને શાની.. 

રજાકભાઈને ઘરે જવા કહ્યું અને મોહમ્મદને ગઈ કાલથી આજ બપોર સુધી ખુબ માર્યો. ગુનો કબુલ કરવા માટે. પણ જે ગુનો કર્યો જ નહોતો એ શું કામ કબુલ કરવાનો.. મોહમ્મદભાઈ વાડી ભાગવી રાખી ખેતી કરે છે. સીમ રખોપુ પણ નથી કરતા. આવામાં હથિયાર રાખીને શિકાર કરવાનો તો મુદ્દો જ ઉપસ્થિત નથી થતો..

પણ આ પોલીસ.. 

વળી આમાં વનવિભાગના અધિકારીઓ ભેગા મળ્યા છે.. દર બે કે ત્રણ અઠવાડિયે પોલીસને જાણે વલુર ઉપડતી હોય એમ ડફેરોના ડંગામાં જઈને આતંક મચાવી દે. સવારે મોહમ્મદની પત્ની મળવા ગઈ ત્યારે મોહમ્મદે કહ્યું રાતનું પાણી કે ખાવુંયે નથી આપ્યું.. આવું કેવી રીતે ચાલે..

એક બાજુ ગાંધીનગર પોલીસ મહાનિર્દેશક સાથે મળીને આ પરિવારોના પુનઃવસન માટે પ્રયત્નો કરીએ તો બીજી બાજુ પોલીસ આવી ક્રુરતા કરે.. કેવી બત્તર સ્થિતિમાં સમગ્ર ગુજરાતમાં ડફેરો રહે છે એ સ્થિતિમાંથી સારી સ્થિતિમાં લઈ જવા પ્રયત્નો કરોને નિત આવા ગતકડા કર્યા કર્યો વગર..

પણ હવે હદ થઈ છે.. આ બધુ બંધ કરો.. જે ગુના કરે છે તેમને પકડવાનું કરો ના કી ટાર્ગેટ પુરા કરવા આવા નિર્દોશ લોકોને હેરાન કરો.

આમ તો સમાજમાં ગુનાખોરી ઘટે એ તંદુરસ્ત સમાજની નિશાની છે. ત્યારે પોલીસને હથિયારના ગુના, રખડતા ભટકતા લોકોને પક઼ડવાના, ખોટી ચોરીના કેસ કરવાના ટાર્ગેટ કેમ આપવાના?? આ બધુ મારી સમજની બહાર છે.. પણ હવે કંટાળો આવ્યો છે.. 

ધીરજની પરિક્ષા થઈ રહી છે..

બંધ કરો આ બધુ... નહીતો બળવો થશે અને એ પણ જબરજસ્ત જેને રોકવાનું કોઈનાયે હાથમાં નહીં હોય...

Nomadic Girls

We had recently written about an episode of the Dafer families from Devadiya village issued a notice to walk out of the village. The police from Ranpur also took away a motor bike belonging to one of these families and threatened them to leave the village. We wrote a detailed letter to Additional Director General of Police Shri Vinod Mall explaining him about the prevailing conditions in Devaliya. We are happy to share that Shri. Mall immediately got in touch with Police Inspector Botad and the entire issue was handled in a humane manner.

ON 23rd December 2015 Police Inspector  Shri Gadhvi visited the Ranpur police station in person, spoke to the PI and returned the bike, instructed for the cancellation of  banishment notice. We requested Shri. Gadhvi Saheb to ensure that the police shows compassion and does not unnecessary and unlawfully harass  these Dafer families. They agreed that the police does show high handedness  with the Dafer but assured that care will be take that the families in Devaliya aren’t harassed in future. We also requested to help these families integrate with the mainstream society and the role police needs to play in this pursuit. VSSM has also spoken to the District Collector for allotment of residential plots to the Dafer families of Devaliya.

VSSM is immensely grateful to have a compassionate and sensitive police officer like  Shri Vinod Mall Saheb  working on the issues of nomadic and de-notified communities. The way he handles the issues of such marginalised communities deserves our salute. There are thousands of issues pertaining to Dafer and other nomadic communities that require administrative attention and sensitivity and if we have administrators and officials like Shri Mall these communities might not have to face such helplessness before the administration..

Shri. Mall Saheb we need hundreds of administrators like you, we need the common man to have human approach towards the nomads..……they need not be punished for being born  a nomad..

We also need to be instrumental in bringing a smile of the faces of the nomads, may the smile that is evident on the face of these nomadic women spread through thousands of them…...

શ્રી વિનોદ મલ્લ એક સંવેદનશીલ અધિકારી - જેમની મદદથી દેવળિયાના ડફેર ભયમુક્ત થયા...

બોટાદ જીલ્લાના રાણપુર તાલુકાના દેવળિયા ગામમાં રહેતાં ડફેર પરિવારને હદપાર કરવાની નોટીસ મળી. સાથે સાથે રાણપુર પોલીસ દ્વારા આ પરિવારોનું બાઈક લઇ જઈને એમને ગામ ખાલી કરવાની ધમકી પણ પોલીસ દ્વારા આપવામાં આવી. આ આખી ઘટના સંદર્ભે માનનીય પોલીસ મહાનિરીક્ષક શ્રી વિનોદ મલ્લ સાહેબને વિગતે લખ્યું અને ખુબ આનંદ સાથે કહેવાનું મન થાય કે, એમણે તુરત પોલીસ નિરીક્ષક બોટાદ સાથે વિગતે વાત કરી અને આ આખા મુદ્દામાં SP દ્વારા માનવીય આભિગમ અપનાવાયો.

તા.૨૩ ડીસેમ્બરના રોજ પોલીસ નિરીક્ષક શ્રી ગઢવી સાહેબે રૂબરૂ રાણપુર પોલીસ સ્ટેશનમાં જઈને PI સાથે વાત કરી અને બાઈક પરત અપાવ્યું. સાથે સાથે હદપારની નોટીસ કેન્સલ થાય એમ કરવાનું પણ એમણે ફોન પર કહ્યું. ગઢવી સાહેબ સાથેની વાતમાં ડફેર પ્રત્યે હમદર્દી રાખી એમને સામાન્ય સમાજમાં ભળવામાં મદદરૂપ થવા આપણે વિનંતી કરી. સાથે સાથે આ બાબતે કલેકટર શ્રીને આ પરિવારોના કાયમી વસવાટ માટે જમીન ફાળવવા વાત કરવા પણ કહ્યું. એમણે પણ પોલીસ દ્વારા આ સમુદાય પ્રત્યે ક્યારેક ખોટી સખ્તાઈ થઇ જવાનું કહ્યું, પણ હવેથી દેવળીયાના પરિવારોને કોઈ રંજાડશે નહિ એવી ખાતરી પણ આપી.

આદરણીય શ્રી વિનોદ મલ્લ સાહેબ વિચરતી અને વિમુક્ત જાતિઓના પોલીસ સાથેના સંઘર્ષના મુદ્દામાં જેવી રીતે મદદરૂપ થાય છે. એ માટે એમને નતમસ્તક વંદન. ડફેર અને વિચરતી જાતિઓના હજારો પ્રશ્નો છે એ દરેક પ્રશ્નમાં સરકારને લગતા પ્રશ્નમાં અધિકારી આદરણીય મલ્લ સાહેબ જેવી સંવેદનાથી મદદરૂપ થાય તો આ દેશના એક પણ વ્યક્તિને વહીવટીતંત્ર સામે લાચારી વેઠવી નહિ પડે.

સુંદર રાષ્ટ્રના નિર્માણ માટે સુંદર વિચાર સાથે દરેક મનુષ્યમાં ઈશ્વરને જોવાનું કરીશું તો કોઈ પણ વ્યક્તિ વગર વાંકે ક્યારેય નહિ દંડાય.

સૌને સૌ માટે પ્રેમ અને લાગણી થાય.. મલ્લ સાહેબ જેવા અધિકારીની સાથે સાથે એમના જેવી લાગણીવાળા માણસોની સંખ્યા વધે એવું અમે ઇચ્છીએ...

For how long will the nomadic and de notified communities have to endure the police atrocities…..

Since the last 40 years 4 Dafer families have made Devaliya village of Ranpur block their home. The families have led a clean life meaning have never been involved in anti social or criminal activities that the Dafer are usually associated with,  all their lives. A year back a boy  named Ahmed from one of these Dafer families  and a girl from Devipujak family eloped. The couple was in love but the case was lodged as a rape case. Members from Ahmed’s family and some other villagers were sentence term in jail. Ahmed and his brother Saddam are serving their term in jail. The facts of this case are different but because the family was Dafer the case was handled in a different manner. More about the case some other time and its for the court to decide……

On 19th December 2015 the Dafer families of Devaliya received a notification numbered HDP/case regi no. 6/2015 dated 7th December 2015. The copy of the same can be seen in the picture with this story. The notice asked the Dafer families to  leave the village of Devaliya. The notice however does not state  reasons why the families need to leave the village boundaries. The individual who have been termed guilty are already in jail so why do the women and children of these families have to face the harassment, is this really appropriate that they get punished for no fault of theirs. And why ask to leave the village that is their home!!!

The living conditions the Dafer survive in...

Since last 2 days some or the other policemen from Ranpur police station  comes to the Dafer settlement  and harasses these families. Today i.e. 22nd December 2015 at around 10 in the morning a police officer named Jhala came to the settlement and arrested Aalam Ismail Dafer, they also took his motorbike (it was purchased by the family, they have valid documents of the vehicle) along with its documents. We were told Aalam was released later. All the shanties of the settlement were searched without any search warrant, by the way!! Who authorises the police to do conduct such acts, do they really care about the mental trauma the families with young children undergo with every such act!!  The police are here to protect the citizens of this land, one can not imagine the conditions of innocent  women and children who have to face such atrocities just because they are born as Dafer!!!

We do not like writing about all such episodes, writing about the police authorities, we have faith in the Judiciary of this country and on one hand are working with the police department for the rehabilitation of this community. When we have officials who have shown the sensitivity towards the issues of Dafer why is the same department raining atrocities on this helpless individuals??? Jut because they are ignorant and do not understand the judicial nitty gritty does not mean they face such inhumane behavior by police authorities. The families in question here have all the identity proofs with the address of Devaliya, even their children have birth certificates from this village, so where else are they expected to relocate!! AND WHY??

We have written to the District collectors of Ahmedabad and Botad districts and are still awaiting their response. Indicate after we wrote to the officials the police visited the settlement again and rained some more atrocities. We have written again today, let us see what happens…..

These families are tired, have lost hope and faith in the system…as Fatimaben and Ismailbhai put it in a brutal honest manner, “it is better they kill us in an encounter, we will be saved from this daily disgust and harassment!!”

The police is becoming responsible for germinating such emotions within this community. I hope someone is listening…..


વિચરતી જાતિઓને ક્યાં સુધી પોલીસ અત્યાચાર વેઠવાના?
આના કરતાં પોલીસ એન્કાઉન્ટર કરીને અમને સૌને પતાવી તો સારું.

બોટાદ તાલુકાના રાણપુર તાલુકાના દેવળિયા ગામમાં ડફેર સમુદાયના ૪ પરીવારો છેલ્લા ૪૦ વર્ષથી આ ગામમાં રહે છે. આ પરિવારોમાંથી કોઈ પણ વ્યક્તિ લુંટ કે એવા કોઈ કિસ્સામાં ક્યારેય સંકળાયેલુ નથી. એકાદ વર્ષ પહેલાં ગામની એક છોકરી(દેવીપૂજક સમાજની સાથે ડફેર અહેમદને પ્રેમ હોવાના કારણે બન્ને ભાગી ગયેલાં. પાછળથી આ આખા પ્રકરણને બળાત્કારના કેસમાં ખપાવી આ પરિવારને અને ગામના કેટલાક લોકોને જેલ થઇ. હજુ કેસ ચાલી રહ્યો છે. અહેમદ અને અને એનો ભાઈ સદામ જેલમાં છે. આ કેસની હકીકતો જુદી છે પણ આખો કેસ બહુ ખોટી રીતે ચગાવ્યો અને ડફેર એમાં માધ્યમ બન્યાં. ખેર આ અંગે વાત નથી કરવી. કેસની વધુ વિગતો કોર્ટ જોશે. 

પણ આ પરિવારોને તા. ૧૯ ડીસેમ્બર ૨૦૧૫ના રોજ નં.હદપ/કેસ રજી.નં.૬/૨૦૧૫ હેઠળ તા.૭ ડીસેમ્બર ૨૦૧૫ અન્વયે એક નોટીસ પાઠવવામાં આવી છે. જેની નકલ આ સાથે સામેલ છે. જેમાં એમણે હદપાર કરવા સંદર્ભની વિગતો દર્શાવી છે. આ નોટીસમાં એક તો કઈ તારીખે હાજર રહેવું એ સંદર્ભની કોઈ માહિતી નથી ના શા માટે આ પરિવારોને હદપર કરવાના છે એની વિગતો.

વળી જેમના માથે આરોપ છે એ લોકો તો જેલમાં જ છે ત્યારે એમના પરિવારની સ્ત્રી અને બાળકોને આ રીતે પરેશાન કરવાનું કેટલી હદે યોગ્ય છે. વળી એમને હદપાર કેમ કરવાનું એ સમજાતું નથી.

છેલ્લા બે દિવસથી સતત રાણપુર પોલીસ સ્ટેશનમાંથી વિવિધ પોલીસ કર્મી વસાહતમાં આવીને આ પરિવારોને હેરાન કરી રહ્યા છે. આજ રોજ (તા.૨૨ ડીસેમ્બર ૨૦૧૫) ના સવારના ૧૦:૦૦ વાગે પોલીસ અધિકારી નામે ઝાલા ડંગામાં આવ્યાં અને આલમ ઈસ્માઈલ ડફેરને પકડીને લઇ ગયા સાથે એક બાઈક જે આ પરિવારોએ પોતે ખરીદેલું છે જેના પેપર એમની પાસે હતા એ પેપર અને બાઇક લઇ ગયા. (આલમ ને ગામમાં જઈને છોડી મૂક્યાના સમાચાર છે) બધા છાપરાની ઝડતી લીધી. કોઈ સર્ચ વોરંટ વગર આ બધું કરવાની પોલીસને સત્તા કોણે આપી છે? આ પરિવારોની મનોદશા શુ થશે એની કલ્પના ક્યારેય પોલીસે કરી છે?

પોલીસ રક્ષક છે પણ આ સમુદાયની સ્ત્રીઓ અને બાળકો કે જેઓ કોઈ ગુનો કર્યા વગર પોલીસનો અત્યચાર સહન કરી રહ્યાં છે એમના મનનની શુ સ્થિતિ થશે એની કલ્પના પોલીસે કરી છે? એમણે મન તો પોલીસ રક્ષક કરતાં રાક્ષસ જ વધારે લાગે. આ રીતે લખવું અને કહેવું અમને જરાય ગમે નહિ. હું આપણા દેશની ન્યાય પદ્ધતીમાં શ્રદ્ધા ધરાવું છું. પણ જયારે એક બાજુ પોલીસ વિભાગ ડફેર જેવી જાતિઓના પુન:વસન માટે કોશિશ કરે અને બીજી બાજુ પોલીસ વસાહતોમાં કાળો કેર વર્તાવે! આ ક્યાંનો ન્યાય છે? આ પ્રજા ગરીબ છે, (એ લોકો જે સ્થિતિમાં રહે છે ફોટોમાં જોઈ શકાય છે) એમને કાયદા કાનુનની ખબર નથી એટલે હેરાન કરવાના? વર્ષોથી દેવળિયા ગામને પોતાનું વતન માને છે આ ગામના તમામ પુરાવા તે ત્યાં સુધીકે બાળકોના જન્મના દાખલા પણ છે છતાં હદપાર કરવાના? વળી હદપાર કેમ એ પણ ખબર નથી..

બોટાદ અને અમદાવાદ જીલ્લા કલેકટર પોલીસ અધિક્ષક સૌને આ સંદર્ભે email કર્યા છે પણ કોઈ જવાબ નથી.. ઉલટાનું ગઈ કાલે હદપાર સંદર્ભના ઉપરી અધિકારીને email કર્યા પછી આજે જઈને વાધારે ત્રાસ આપી આવ્યાં. આજે ફરી લખ્યું છે જોઈએ શુ થાય છે..

આ પરિવારો થાક્યા છે.. ફાતિમાબેન અને ઈસ્માઈલભાઈ તો કહે છે આના કરતાં એન્કાઉન્ટર કરીને અમને સૌને પતાવી તો સારું. આ રોજ રોજની માથાકૂટથી અમે અને પોલીસ બન્ને છૂટીએ.. આપણા ત્રાસથી કોઈને જિંદગી જીવવી ના ગમે એ કેવું? અને પોલીસ આ માટે જવાબદાર બની રહી છે.. આનો પણ હિસાબ તો ક્યાંક થતો હશે ને?...

STOP spreading the anti-Dafer rumours…we are making it difficult for them to survive…..

The continued news coverage of an incident is compelling us to write this heartfelt note …..so that we take a moment to ponder and  make our own informed judgements..

The news is about mistaken identity. A young man is beaten up because people mistook him for a  Dafer. Some news spreads in this particular village that a Dafer has entered the village and before the this young man assumed to be a Dafer is able to react to what is happening he is almost beaten to death. So bad is the beating that he loses senses to even prove who he is. The real Dafer are so shocked by this incident that they refuse to get out of their Dangaas. 

 So why would anyone want to beat someone so badly just because he is a Dafer. Who are Dafer?? Are they terrorists? Looters?? Who exactly are they, what makes people fear them so much, have we ever tried to seek answers to such questions. Why do people fear them,  do they look like the dacoits of the past?? 

Well me us tell you they are humans just like me and you are and believe us because we have been working very closely with this community for almost a decade now. They are made of flesh and blood just as we are, they  have emotions just as we do,  they react to situations just as we would, they have families, maintain relations.. we might be selfish in our relations with them but their respect and concern for us in selfless and genuine. They build relations for life and nurture it for generations. 

Yes they do engage in looting (as their earlier generations did) but individuals doing so can be counted on  finger tips and we are sure this too shall end once they find alternate livelihoods. With changing times the families have given up looting farms etc. Earlier it was under compulsion they took retort to such activities  just because they did not get employment because of stigma attached to their community. One wouldn’t find a single Dafer who has built lavish house  from the loots he has made. They have no home to stay, no village accepts them, no society embraces them.  Thousands of these families work like donkeys to earn living and are rewarded with such meagre remuneration which is hardly enough to sustain their family. Such pathetic is their situation that if we begin narrating it the chapters would be endless…….

So what happens now, after people have read about the Dafer bashing news and the endless rumours following it. Dafer who have began earning living by working honestly have stopped getting work, the families fear going out to find work..so whats the option left because they can stop going out but can’t stop feeding their family!!!!

Individuals who have left their criminal past behind will be pushed to go back to their notorious past, the fear of Dafer will no longer be fake…its time the police and society stringently addresses  the current situation of fear and rumours. In the past the police department has reacted very positively to the requests of VSSM in addressing the police atrocities the nomadic and de-notificed communities. We have once again requested the authorities to intervene and take action. 

The society also needs to revisit their preconceived assumptions on Dafer and give them the warmth and empathy they deserve. Or else we shall once again be the reason to push and marginalise a community back into its criminal past……

ડફેર સમાજ માટે વ્યાપેલી અફવાઓ બંધ કરો.. નહી તો ડફેર પરિવારોનું જીવવું મુશ્કેલ બની જશે.. 

છેલ્લા કેટલાક દિવસોથી ટેલીવિઝન અને અખબારમાં વારંવાર જોવામાં અને વાંચવામાં આવી રહ્યું છે કે ફલાણી જગ્યા પર એક યુવકને ડફેર સમજીને માર મારવામાં આવ્યો.. આમ તો ફક્ત માર પણ ના કહી શકાય ઢોર માર મારીને માણસને અધમુવો કરી નાખે છે. ફક્ત માહિતી વાયુવેગે પ્રસરે છે કે ગામમાં કોઈ ડફેર આવ્યો છે અને એ અજાણી વ્યક્તિ હજુ કંઈ સમજે એ પહેલાં તો એને એટલો મારવામાં આવે કે એ પોતે કોણ છે એની સાબિતી આપવાનું ભાન પણ એ ગુમાવી બેસે. આ અફવાઓના આતંકમાં ડફેરો તો એવા ડરી ગયા છે કે પોતાનાં ડંગામાંથી હટાણું કરવા ગામમાં જવાનું પણ માંડી વાળે છે... 

આ ડફેર એટલે કોણ? એ આતંકવાદી છે? એ લુંટારા છે? એ કોણ છે? જેનો સમાજના લોકોને આટલો ભય લાગી રહ્યો  છે! કોઈએ એમનાં જીવનમાં ડોકિયું કરવાની કોશિશ કરી છે? કે બસ ડફેર એટલે જાણે બુકાની બાંધી હાથમાં હથિયાર રાખી જે મળે એને જાણે જીવતાં જ મારી નાખવાના હોય એમ સૌ  એમનાથી ડરે છે.. અરે એ પણ માણસ છે. તમારાં અને મારા જેવા જ.. એમને પણ પરિવાર છે.. એ પણ લાગણી રાખે છે, સંબધો જાળવે છે.. આપણે સ્વાર્થના સંબધ બાંધીએ છીએ પણ એમના સંબધ તો તદન નિસ્વાર્થ છે અને જીવે ત્યાં સુધી યાદ રાખે. વળી એટલું જ નહિ પણ એની પછીની પેઢી પણ એ સંબધોનું જતન કરે..  

હા લુંટ કરે, પણ હવે તો એ કરનારા પણ આંગળીના વેઢે ગણાય એટલાં રહ્યા છે. (આગામી થોડા વર્ષોમાં કદાચ એ પણ આ બધું છોડી દેશે એવો અમને પાક્કો વિશ્વાસ છે) બાકીના તો મહેનત - મજૂરી કરીને આજીવિકા રળે છે.. પહેલાંનો એમનો સમય જુદો હતો. વખાના માર્યા ગુનાહિત પ્રવૃત્તિ કરતા. ખેતરમાંથી ધાન ચોરવું એ પણ પેટ ખાતર જ ને.. બાકી લુંટ કરીને બંગલો બાંધ્યો હોય એવો એક ડફેર આખા ગુજરાતમાં નહિ મળે.. અરે રહેવા ઘર નથી, ગામ સ્વીકારતું નથી.. આ પરિવારો જે પારાવાર મુશ્કેલી વેઠી રહ્યા છે એ અંગે લખવા બેસીએ તો કંઈ કેટલીયે નવલકથાઓ લખાય એમ છે.. 

આ અખબારોના સમાચાર વાંચીને એક વખતે જેમણે ગુનાનો મારગ અપનાવ્યો હતો અને હવે મહેનત કરીને પેટીયું રળે છે એમને પણ કામ મળવાનું બંધ થયું છે.. અલબત આ પરિવારો કામ કરવા બહાર જવામાં પણ ડર અનુભવે છે.. હવે વિકલ્પ શુ રહ્યો.. પેટ તો સમય થાય એટલે ખાવાનું માંગવાનું જ છે.. 

હાલમાં જે આતંકિત સ્થિતિ ઉભી થઇ છે એ ડફેર સમાજ કે જેમણે હવે ગુનાહિત ભૂતકાળ ભૂલીને આગળ વધવાનું શરુ કર્યું છે એમને ફરી એજ ગુનાહિત પ્રવૃતિના મારગે લઇ જવામાં કારણભૂત બનશે.. અને ત્યારે આ દહેશત માત્ર નહિ રહેતાં હકીકિત બનશે. સમાજ અને પોલીસ વિભાગ આ સ્થિતિને - આ અફવાઓના વાતાવરણ સામે લાલ આંખ કરી કડક પગલાં લે એ હવે જરૂરી બન્યું છે.. 

પોલીસ વિભાગ vssm દ્વારા ડફેર અને વિચરતા-વિમુક્ત પરિવારોને પોલીસ કર્મીઓ દ્વારા પડી રહેલી મુશ્કેલી સંદર્ભે ખુબ હકારાત્મક થઈને મદદરૂપ થાય છે. એમનું પણ આ બાબતે ધ્યાન દોર્યું છે.. સમાજ પણ આ મુદ્દે સંવેદનશીલ બને તે જરૂરી છે. નહિ તો નિર્દોષ અને હવે આપણી જેવું જીવન જીવવા ઈચ્છતા ડફેર ફરી ગુનાહિત ભૂતકાળ જે એમણે છોડ્યો છે એને અપનાવવા મજબુર બની જશે. આમ એ પહેલા ચેતવાની જરૂર છે .. ડફેર પરિવારોને અપનાવો.. એમને પ્રેમ અને હુંફ આપો, અમે તમારી સાથે છીએ બસ આટલું વિધાન પણ ડફેર સમાજને જીતવા માટે પુરતું છે.. 

જેમનાથી સમાજને ભય લાગે છે એ ડફેર કેવી અમાનવીય સ્થિતિમાં જીવે છે એ, જે યુવકને ડફેર સમજીને માર મારવામાં આવ્યો છે એ અને જે ડફેરથી સમાજ ડરતાં હોવાનો હાઉ ઉભો કર્યો છે એ ડફેર ભાઈ-બહેનોને ફોટોમાં જોઈ શકાય છે..

On 3rd July 2015 a public program to give away BPL ration cards to 84 nomadic families was organised in Mehsana’s Vijapur town. The ration cards were given away by Additional Mamlatdar Shri. Vijaybhai Makwana.  80 year old Babima Devipujak was one of the recipients of a BPL card during this event. Seeing her come to accept the card made Shri. Vijaybhai very emotional, “ I can’t understand why does it take such a long time for individuals like Babiba to receive a BPL card when she truly deserves it. I feel really sorry for such apathy!!”

“ Sir, untill now no one paid heed to the repeated requests of Babima, but the moment you met her you approved the BPL card and we should be happy about this fact,” said VSSM's Tohid. 

The Dafer, Salat, Baavri, Devipujak families are delighted to receive the cards. We are thankful to Mamlatdar Shri. Dalpat Tank who was empathetic enough to understand the living conditions of these families and grant them BPL cards.

વિચરતી જાતિના ૮૪ પરિવારોને vssmની રજૂઆતના આધારે BPL રેશનકાર્ડ મળ્યાં

મહેસાણા જીલ્લાના વિજાપુરમાં રહેતાં વિચરતા – વિમુકત સમુદાયના ૮૪ પરિવારોને BPL રેશનકાર્ડ આપવાનો કાર્યક્રમ તા.૩ જુલાઈ ૨૦૧૫ના રોજ યોજાઈ ગયો. નાયબ મામલતદાર શ્રી વિજયભાઈ મકવાણાએ દરેક પરિવારને રેશનકાર્ડ આપ્યા. 

કાર્યક્રમમાં ૮૦ વર્ષીય બબીબહેન દેવીપૂજકને પણ રેશનકાર્ડ આપવામાં આવ્યું. એ મને કાર્ડ આપતી વખતે નાયબ મામલતદાર શ્રી ખુબ ભાવુક થયા એમણે કહ્યું, ‘ આ બા જે સ્થિતિમાં છે એમને કાર્ડ આપવામાં આટલીવાર શાને થઇ? મને ખરેખર ખુબ દુઃખ થાય છે.’ એમની લાગણી જોઇને vssmના કાર્યકર તોહીદે કહ્યું, ‘સાહેબ અત્યાર સુધી બબીમાંની રજૂઆતને કોઈએ ધ્યાને લીધી નથી પણ તમે તો એમને મળ્યા અને કાર્ડ આપ્યું.. આ વાતને જ વધાવીએ.’ રેશનકાર્ડ મેળવનાર સલાટ, બાવરી, ડફેર, દેવીપૂજક પરિવારો ખુબ ખુશ છે. આ પરિવારોની સ્થિતિ સમજી તેમને BPL કાર્ડ આપવાનો નિર્ણય કરનાર મામલતદાર શ્રી દલપત ટાંકનો અમે આભાર વ્યક્ત કરીએ છીએ. ફોટોમાં નાયબ મામલતદારના હસ્તે કાર્ડ લઇ રહેલાં બબીમાં અને જે પરિવારોને કાર્ડ મળ્યા છે એમાંના ડફેર પરિવારો...

Goverment authorities invite vssm to sort out Dafer community issues 

The unlawful harassment of nomadic communities especially that of the Dafer by the state police  has been our concern for a very long time. Over the years, through this platform, we have shared with you  numerous instances of victimisation of the nomadic families. The concerns  had also been shared with state Police Chief, who organised a meeting headed by Shri. Vinod Kumar Mall, Additional D. G. P - Prevention of Atrocities of SC/ST and weaker sections on 9th June 2015. The major demand was immediate end of harassment,  unlawful detention and atrocities on  the Dafer  and other  nomadic families, cooperation of the Department of Police in enabling the Dafer families access residential plots by working closely with the Revenue Department. 

Shri. Vinod Kumar is a concerned and sympathetic police officer. “It is necessary that we work constructively towards ensuring these families find work and get home to build their lives. We have never heard Dafer looting in crores, Rs. 1000 or 2000 and that too to feed his family not to become rich. If they are provided permanent homes, education for their children, opportunities to  earn livelihood the families will not be required to get involved in any such activity,” we salute such compassion and understanding. At the end of the meeting it was decided that the police will write to the revenue department for speedy allotment of residential plots to the Dafer families. The department also agreed to act with humility with these communities to release advisory of the same during the monthly meeting with the district police chiefs. It was also decided that detention of the Dafer youth just because the police are falling short of new cases will also be stopped.  

Under the circumstances when  the police detains anybody from the community our dilemma is whom should do we speak to immediately, to which Shri Mall gave us his phone number and that of Shri.Bhaati,  Deputy Police Chief. 

The difference in the attitude and approach of the senior and junior police officials always confuses us!! We hope and pray that the beginnings at the end of this meeting remain positive….

vssmની રજૂઆતથી વિચરતા સમુદાયો ઉપર થતાં પોલીસ અત્યાચાર સંદર્ભે એડીશન ડાયરેક્ટર જનરલ ઓફ પોલીસની અધ્યક્ષતામાં બેઠક યોજાઈ 

વિચરતા સમુદાયો ઉપર થતાં પોલીસ અત્યાચાર સંદર્ભે રાજ્ય પોલીસવડા સમક્ષ રજૂઆત કરવામાં આવતા તેમણે આ સંદર્ભે એડીશન ડાયરેક્ટર જનરલ ઓફ પોલીસ શ્રી વિનોદ કુમાર મલ્લની અધ્યક્ષતામાં તા.૯ જુન ૨૦૧૫ના રોજ એક બેઠકનું આયોજન કર્યું. આ બેઠકમાં વગર ગુને ડફેર પરિવારો પર થતાં પોલીસ અત્યાચાર અને એજ રીતે વિચરતા પરિવારોના વસવાટના સ્થળે આવીને ખોટી રીતે અટકાયત કરવાનું, હેરાન કરવાનું પોલીસ દ્વારા કરવામાં આવે છે એ બંધ થવું જોઈએ અને ડફેર પરિવારોને સ્થાઈ રહેણાંક અર્થે પ્લોટ મળે એ માટે પોલીસ વિભાગ પણ મહેસુલ વિભાગ સાથે વાટાઘાટો કરે એ બાબતે રજૂઆત કરી. 

શ્રી વિનોદ કુમાર ખુબ જ સંવેદનશીલ અધિકારી એમણે કહ્યું, ‘આ પરિવારોને સ્થાઈ આવાસ અને રોજગાર મળે એ દિશામાં નક્કર પ્રયત્ન થવા જ જોઈએ.. કોઈ ડફેરે કરોડોની લુંટ કરી હોય એમ સાંભળ્યું નથી. રૂ.૧૦૦૦ કે ૨૦૦૦ની લુંટ કરે અને એ માટે કેટલું જોખમ ઉઠાવે.. આ લુંટ પેટ ભરવા માટે જ છે માલદાર થવા નથી.. એમને સ્થાઈ આવાસ અને બીજી સુવિધા મળે, બાળકો ભણતા થશે તો આ બધામાંથી આ પરિવારો નીકળી જશે..’ અધિકારીગણની આ સંવેદનાને સલામ...

બેઠકને અંતે અમદાવાદ, સુરેન્દ્રનગર અને મહેસાણા જીલ્લામાં રહેતા ડફેર પરિવારોને પ્રથમ તબક્કામાં ઝડપથી રહેણાંક અર્થે જમીન મળે એ માટે પોલીસ વિભાગ મહેસુલ વિભાગને લખશે. સાથે સાથે દર મહીને જીલ્લા પોલીસ વડા સાથે થતી બેઠકમાં પણ વિચરતી જાતિના કિસ્સામાં નમ્રતાથી વર્તવા બાબતે સ્પસ્ટ સુચના આપવાનું વિભાગે સ્વીકાર્યુ. પોલીસ દ્વારા ખાલી કેસ બતાવવા આ પરિવારના યુવાનોની અટકાયત થાય છે એ ન થાય એ માટે પણ સ્પસ્ટ સુચના આપવાનું નક્કી થયું.

‘વિચરતી જાતિના વ્યક્તિઓને ખોટી રીતે પોલીસ લઇ જાય ત્યારે અમે તત્કાલ કોઈ સાથે વાત કરી શકીએ એ અંગે વ્યવસ્થા ગોઠવાય તો ખુબ સારું કામ થઈ શકે એ અંગે બેઠકમાં વાત કરી તો શ્રી મલ્લ સાહેબે એમનો જ ફોન નં. આપ્યો અને નાયબ પોલીસ મહાનિરીક્ષક શ્રી ભાટી સાહેબે

પણ ગમે ત્યારે આ અંગે ફોન કરવાની વિનમ્રતા દાખવી..

નીચેના સ્તરના પોલીસકર્મી અને ઉપરી પોલીસ કર્મીના વર્તનમાં આટલો ફરક કેમ છે? એ પ્રશ્ન છે. ખેર સારું થશે એવી આશા છે અને આ શરુઆતનો અંત સારો આવે એવી પ્રાર્થના કરીએ છીએ..

Time and again we keep writing about the plight of the Dafer community in the regions we work. The Dafer feature in the government’s list of 14 most marginalised communities in the state.  On a scale of 1 to 10 if the challenge to get the nomadic communities accepted and settled within any village boundary is 9.5 settling the Dafer families can be rated at 11 - impossible. The Dafer Families face subjective attitude of the society at large as well as the authorities especially the police. They are subjected to abuse not because they have done anything illegal but just because they were categorised as a Criminal Tribe by the Britishers. The British left our country long ago leaving the legacy of harassing these families. . 

22 Dafer families live  in Bhojva village of Ahmedabad’s Viramgaum block. Like all Dafer families these families too have kept wandering from village to village sometimes in search of work, sometimes fearing police atrocities or sometimes just because the villagers whose farms they guard and protect asked them to walk out from the village. But Bhojva has been a rather receptive village, its a village they have found peace. The village Sarpanch is a good and noble man, trying his level best to be helpful to these families in all possible manner. VSSM’s efforts and cooperation of the Sarpanch has helped acquiring Voter ID cards Ration Cards, Adhar Cards, Vatsalya Cards to 6 of the 22 families. VSSM is working towards ensuring allotment of residential plots to these families.  The Bhojva panchayat is willing to allot land but now that the governance of village comes under Viramgaum Nagarpalika the dynamics have changed and the chances of getting the residential plots have slimmed down substantially. We are trying our level best ensure that along with families from other nomadic communities in Bhojva these Dafer  families are alloted the plots as well. 

The Additional Officer Shri. Bhalodiya is extremely supportive but the task of plots allotment isn’t gathering momentum. The endless rounds to the concerned offices continue and yet no breakthrough. We also get a sense that there is a dissent towards settling the Dafer in Bhojva as there is abrupt end to their  statement, “ it was ok if they were Bajaniyaa, Meer, Saraniyaa we would have settled them but these are Dafer families….!!!” the rest of the statement is left for us to be understood. 

On 23rd May 2015 we happen to be amidst in the Dangaa of Dafer Communitiy. As it always happens the discussion was very forthright and honest. “Do something so that we get our own land. We aren’t saying settle us in this particular village, the earth is endless, settle us anywhere but give us land….” says Rehmanbhai  Dafer. The heat is unbearable, dust storms erupt anytime, surviving under almost open sky, protecting themselves  from the harshness of these elements becomes  impossible. The dust is everywhere including their food. It is the government’s responsibility to do all that is needed to help this community come out from the shackles of extreme poverty. And why is the government not trying its best to support these families - well we fail to understand!!

Hoping that these families get the attention they deserve, get a small plot to build a home where not the dust but joys and cheer storm in…….

ડફેર – વિમુક્ત સમુદાય પોતાનું કાયમી સરનામું ઈચ્છે છે..

અમદાવાદના વીરમગામ તાલુકાના ભોજવા ગામમાં ૨૨ ડફેર પરિવારો રહે છે..પેઢીઓથી એક ગામથી બીજે અને ત્યાંથી ત્રીજે કામ ધંધાની શોધમાં તો રઝળપાટ કરવો પડે પણ પોલીસની બીકથી પણ રઝળતાં રહેવું પડ્યું છે. ભોજવામાં હવે નિરાંત છે. પોલીસની કનડગત પણ કંઇક અંશે ઓછી થઇ છે. ગામના સરપંચ ભલા માણસ છે એટલે vssmની મદદ અને સરપંચના સહયોગથી ૨૨ માંથી ૬ પરિવારોને મતદારકાર્ડ, રેશનકાર્ડ, આધારકાર્ડ, વાત્સલ્યકાર્ડ મળ્યા છે. vssm હવે આ પરિવારોને કાયમી રહેણાંક અર્થે પ્લોટ મળે એ માટે પ્રયત્ન કરે છે. ભોજવા ગામ આ પરિવારોને પ્લોટ આપવા તૈયાર છે પણ હવે ભોજવા ગામનો સમાવેશ વીરમગામ નગરપાલિકામાં થતાં આ પરિવારોને પ્લોટ મળવાની આશા પર પાણી ફરી વળ્યું છે, વિરમગામમાં વસતી અન્ય વિચરતી જાતી સાથે આ પરિવારોને પણ પ્લોટ મળે એ માટે મહેનત કરીએ છીએ.. પ્રાંત અધિકારી ભાલોડીયા સાહેબ ખૂબ મદદ કરે છે પણ કોણ જાણે કેમ કામની ગતિ નથી આવતી. કેટલાં ધક્કા થયા છતાં શું થશે એનો ખ્યાલ નથી આવતો.. કયાંક ડફેર પરિવારોને વસાવવાનો વિરોધ પણ છે. બજાણીયા, મીર, સરાણીયા પરિવારો હોય તો વસાવી દઈયે પણ આ ડફેર?? આગળ કશું બોલે નહિ પણ આપણે સમજી જવાનું...

આજે (૨૩-૫-૧૫)આ પરિવારોના ડંગામાં જવાનું થયું.. એમની સાથેની વાતમાં રહેમાનભાઈ સતત એક જ વાત કહેતા હતાં, ‘હવે આમારી પોતાની જગ્યા જડે એમ થાય એમ કરો ને.. અમે ક્યાં કહીએ છીએ કે અહીયા જ વસાવો દુનિયાના કોઈ પણ છેડે વસાવો પણ હવે અમને અમારી જગ્યા આપો ...’ આવી કાળઝાળ ગરમીમાં ધુળની ડમરીઓ પોતાનું સામ્રાજય સ્થાપિત કરવાં મથતી હોય, ઘણી વખત તો ખાવાનામાંય ધુળ ભેગી થઇ જાય આવી હાલતમાં પોતાનું આવાસ મેળવવાનો એમને અધિકાર છે આર્થિક પાસું નબળું છે એટલે સરકારે જ એને મદદ કરવી ઘટે .. વળી રાજ્ય સરકારે જાહેર કરેલી ૧૪૭ જાતિઓમાંથી ડફેરને તો અતિપછાત ૧૨ જાતિમાં સમાવ્યા છે તો પછી એને પછાત પણામાંથી બહાર લાવવા મહત્તમ પ્રયત્ન થવા જોઈએ પણ એ કેમ થતાં નથી એ સૌથી મોટો પ્રશ્ન છે. 

ઇચ્છીએ કે આ પરિવારો પર સરકારનું ધ્યાન જાય અને એમને પોતાનું કાયમી સરનામું મળે જ્યાં ધૂળનું નહિ પણ પોતાનું સામ્રાજ્ય હોય..
