Nomads always demand to get the grain-giving card and not the empty ration card. 

It is easier to get the ration card in villages but it is excruciatingly difficult to get the ration card in the city like Ahmedabad. 

We applied to get 250 ration cards two and half years ago. But we got none.

The officials conveniently ignored the resolution of providing the ration cards to nomadic communities on the basis of voter id. 

What else the official wanted beside having Aadhar Card, Voter ID, Bank account and an affidavit of not having ration card anywhere in India?

There was a fat file of follow ups. People were frustrated. Somebody like Karshan Kaka would say, “Ben, does this official have to give the card from his personal storage that he is not giving us?”

Isn’t it pity that we need to tell the chief minister for the ration card. 

That also we did for many times and eventually, the order was given from there only. At the end, out of 250, 10 Devipoojak fam

ilies from Odhav got ration cards at first. 

After many efforts, the grain-giving card is not given. Thus, Savitaben who was making roti showed the roti and said, “ ben, give us ration card which can give us these grains, then we will be relieved.”

રેશનકાર્ડનો સીધો સંબંધ રોટલા સાથે..

ઠાલુ #રેશનકાર્ડ નહીં પણ અનાજ આપે એવું આપોની માંગ #વિચરતી જાતિ હંમશાં કરે.

ગામોમાં રેશનકાર્ડ કઢાવવું પ્રમાણમાં સહેલું પણ #અમદાવાદ શહેરમાં તોબા થઈ જાય.

અમે 250 રેશનકાર્ડ માટે અરજી કરે અઢી વર્ષ થયા. પણ રેશનકાર્ડ નીકળે નહીં.

વિચરતી જાતિને મતદારકાર્ડના આધારે રેશનકાર્ડ આપવાનો #ઠરાવ તો અધિકારી ઘોળીને પી ગયા.

#આધારકાર્ડ, મતદારકાર્ડ, #બેંકમાં ખાતુને દુનિયામાં ક્યાંય પણ રેશનકાર્ડ ના ધરાવતા હોવાનું સોગંદનામુ પુરતુ હતું પણ કોણ જાણે અધિકારીને શું જોતું હતું. 

સતત ફોલોઅપની એક આખી જાડી ફાઈલ થઈ. લોકો હતાશ થઈ ગયેલા બેન કાર્ડ નહીં મળે આ અધિકારીઓને ક્યાં એમના ગુંજામાંથી કાઢી આલવા સે તે નથી દેતા એવુંએ કરશનકાકા જેવા તો કહી દે પણ...

રેશનકાર્ડ માટે રાજ્યના મુખ્યમંત્રીને રજૂઆત કરવી પડે કરુણતા કહેવાય ને?

પણ એ કરી ને એય પાછી ઘણીવાર અને આખરે ત્યાંથી જ આદેશ થયોને 250માંથી ઓઢવમાં રહેતા 10 #દેવીપૂજક પરિવારોને પહેલાં કાર્ડ મળ્યા.

હા અનાજ મળે એવું કાર્ડ નથી મળ્યું એટલે રોટલા કરતા સવિતાબહેને રોટલો બતાવતા કહ્યું, ‘આ દાણા જડે એવું કાર્ડ કાઢી દયો બેન તો હખવારો થાય.’

#મતદારકાર્ડ મળ્યા ત્યારે આ પરિવારો રાજી થયેલા એ તસવીર ને રેશનકાર્ડ મળ્યું એટલે કરશનકાકાને વસાહતના બીજા ઓઢવથી છેક ઓફીસ કહેવા આવેલા તે જોઈ શકાય છે.

“People tell me that you (Mittal Patel) listen to the poor!!”

“Ben, the biometric machines are unable to capture my finger prints for processing my Aadhar Card application, without the Aadhar card my BPL card is no good, I cannot procure any grains from the PDS shop. Please help me get the Aadhar card, I am very poor and have required to beg for food because I don’t have grains from the ration shop….” the emotional Geetaben Bawa could speak no more after this…

I was walking out of the Saraniya settlement in Chapi, when Geetaben walked up to me. Widowed Geetaben never had children of her own and now takes care of her sister’s daughter. Geetaben’s sister and brother-in-law have passed away.  Geetaben has received a residential plot from the government, her house has reached foundation level for which she has received first instalment. The second instalment will reach her only after the walls are constructed. A total of Rs. 45,000 will reach her only after she follows the norms that most poor find difficult to fulfill. Geetaben could never manage to construct the walls and hence the second installment never reached her. The foundation of her house is still awaiting the construction of walls.

The BPL ration card Geetaben possessed never required her to worry about the food grains but, this recent official order to link the ration cards with Adhar card have made it difficult for her to procure grains from PDS store. Every morning Geetaben sets out and roams around 2-3 villages to beg for food and flour. The food helps sustains her and the small girls she takes care of. 

Geetaben applied thrice for assistance under the scheme that assures monthly Rs.3000 for the guardian/care-taker of orphan kid but that too was never processed.

“I have heard you listen to the poor, when I came to know that you were coming to Chaapi I rushed to meet you. Please come and have a look at my incomplete house. Ben, I pray to you please help me activate my ration card!!”

After her ration card stopped bringing her ration someone from the village helped her draft a letter (as seen in the picture) narrating her living condition. She would take the letter and beg for food. It pains us when we come across such individuals for who survival is a struggle every single day!!

It is the job of Department of Social Welfare to ensure that people like Geetaben live with dignity but……

‘બેન મારી ઓગળીઓની સાપ (છાપ) નહીં પડતી તે ઓધારકેડ નહીં મલતું ન ઓધારકેડ નહીં એટલ મારી કન બીપીએલ કેડ હ તોય કરિયોણું નહીં મલતું. મન ઓધારકેડ નેકળ એવું કરી આલો ન બેન...મારી હાલત હાવ ખરાબ હ. ચપટી(લોટ) મોગી ન ખઉ સુ...... આટલું બોલતા બોલતા ગીતાબહેન બાવા (ગૌસ્વામી)ના ગળે ડુમો ભરાઈ ગયો...’

છાપી સરાણિયા વસાહતમાંથી નીકળી ને સામે તેઓ મળ્યા. વિધવા અને નિસંતાન ગીતાબહેન સાથે તેમની બહેનની નાની દીકરી રહે. જેના મા-બાપ દેવલોક પામ્યા છે. ગીતાબહેનને સરકારે રહેવા માટે પ્લોટ ફાળવ્યો ને મકાન સહાયનો પહેલો હપ્તો ચુકવ્યો. જેમાંથી મકાનના પાયા બહાર નીકળ્યા. હવે મકાનની દિવાલો બને પછી જ બીજો હપ્તો મળે. કુલ સહાય પીસતાલીસ હજારની મળવાની અને એય પાછી નિયમ પ્રમાણે... દિવાલ ચણાઈ નહીં ને બાકીના પૈસા મળ્યા નહીં. એટલે છેલ્લા કેટલાય વર્ષથી પાયા બહાર કાઢેલું ઘર આમ જ બીજી ઈંટોની રાહ જોતું પડ્યું છે.

બીપીએલ રેશનકાર્ડ હતું એટલે સસ્તા અનાજની દુકાનમાંથી અનાજ મળી રહેતું પણ આધારકાર્ડ સાથે રેશનકાર્ડ લીંક કરવાની વાત આવીને ગીતાબહેનની આંગણીઓ દાઝી જવાના કારણે આંગળીની છાપ આધારકાર્ડમાં આવી નહીં ને આધારકાર્ડ રેશનકાર્ડ સાથે લીંક થયું નહીં એટલે રાશન મળવાનું બંધ થયું. રાશન વગર જીવવું કેમ? સવારે થેલી લઈને છાપી આજુબાજુના બે ત્રણ ગામો ફરે ને ચપટી(લોટ) માંગી લાવે ને એમાંથી એમનું ને નાની દીકરીનું પુરુ કરે.

અનાથ દીકરીને પાલક માતા પિતા યોજના અંતર્ગત માસીક ત્રણ હજારની સહાય મળે. આ જાણ્યા પછી ગીતાબહેને ત્રણેક વખત અરજી કરી પણ એનોય કોઈ જવાબ મળ્યો નહીં.

‘તમે ગરીબોની હોભળો હો એવી મન ખબર પડી ન આજ તમે સાપી આબ્બાના તે હડી કાઢતી આઈ. મારુ અઘુરુ પડેલું ઘર એક ફેરા બેન જુઓ ન મારુ રેશનકેડ ચાલુ કરી આલો.. બેન હાથા જોડી વિનતી કરુ હુ મન મદદ કરો...’

રાશનકાર્ડ બંધ થયા પછી ગામના કોઈકે એક પત્ર ગીતાબહેનને લખી આપ્યો (ફોટોમાં સામેલ છે) જેમાં ગીતાબહેનની સ્થિતિનો ચિતાર છે એ પત્ર લઈને તેઓ ક્યારેક ક્યારેક માંગવાનું પણ કરે છે.. આવી મજબૂરીમાં એક બહેનને જીવવું પડે અને એય આ ઉંમરે?

સામાજિકસુરક્ષા વિભાગનું કામ જ આવા લોકોને સુરક્ષિત કરવાનું છે પણ વિભાગ તો.....

A wonderful dream of building a house…..

Amrutbhai dreams of building a house of his dreams, a dream that seems to be impossible to realize with the marginal means he had and no support not even from the government has reached him ever.

“It is my fate that is at fault… I made so many rounds to seek some help to be able to build a small room, I am 50 and very recently received my first ration card that too an APL card with just my name and the names of my family members missing from it. I was hoping that i get  BPL ration so that i will get us some food

sufficiency but APL_card  was not issued only gets me some kerosene and that too on a fixed day. If you fail to appear at the PDS store on that day you do not get your share of kerosene for the entire month..” when Amrutbhai Rawal from Radhanpur’s Devpura village was sharing his plight, 83 years old Lakhudada joined in to narrate his agony. “I am towards the end of my life and I am still waiting for a house…” and 35 years old Dhanji had a similar story to share !!

The poor do not dream of riches like them, their dreams are also frugal yet, the policy makers and officials find it difficult to help them realize these dreams.

VSSM had recently conducted a meeting with the Rawal community in Devpura where Amrutbhai, Lakhudada, Dhanji and many others insisted I visit their homes and shared their stories to be shared here...

અમૃતભાઈ રાવળની અપેક્ષા એક બંગલા બને ન્યારાની. 

જો કે બંગલો બનાવી શકવાની સગવડ નહીં ને કોઈની મદદ(સરકારની) આજ સુધી પાકી ઓરડી માટેય મળી નહીં.

‘ઓયડા માટે કેટલા ધોડા કર્યા પણ હાહરુ કરમમાં જ નઈ. પચા વરસે રેશનકેડ મલ્યું. ઈમાંય મારા એકલાનું જ નોમ લસઈન આયું. હેડો ઘર ના થ્યું તે કોય નઈ બીપીએલ રેશનકેડ મલશે તો ખાવા ધોન તો મલશે. પણ આલ્યુ એપીએલ કેડ. નકરુ કેરોસીન મલ. એય પાસુ નક્કી કરેલા દાડે જ. એ દાડો જ્યો તો કેરોસીનેય ના મલ..’ રાધનપુર તાલુકાના દેવપુરાગામના અમૃતભાઈ રાવળની આ વાત ચાલતી હતી ત્યાં એંસી વર્ષના લખુદાદાએ કહ્યું, ‘આખી જીંદગી ગઈ પણ પાકુ ઘર ના મલ્યું’ પાંત્રીસ વર્ષના ધનજીની પણ આજ કહાની. 

ગરીબોના સપનાં મહેલ જેવડા નથી. મુઠ્ઠીમાં સમાય એવડા સપના પુરા કરવાનું અઘરુ ક્યાં પડે છે એ સમજાતું નથી... 

દેવપુરા રાવળ સમાજ સાથે બેઠક કરી ને અમૃતભાઈ, લખુદાદા, ઘનજીને બીજા કેટલાયે એમના ઘરે આવવા આગ્રહ કર્યો ને એમણે જે બતાવ્યું તે અહીંયા મુક્યુ....

How long before the Meer and Fakir communities find mention in the official list of nomadic and de-notified communities...?

The current living conditions of the Mir and Fakir families. 

Even in the current times the Mir and Fakir communities continue to struggle for basics that being shelter, food, work…. surviving under abject poverty, each day is a challenge for these families. Their present living conditions are obvious enough to bring them into the list of BPL families. Ironically, in spite of leading nomadic lifestyle for hundreds of years, these two communities also aren’t included in the official list of nomadic and De-notified communities. Since they do not feature in the list they aren't entitled to receive whatever few benefits government has designed for them and unless these communities aren’t included to receive benefits from government’s policies for extremely poor there is now way they can be pulled out of poverty. Since 2014, VSSM has been writing to the government for including the Mir and Fakir communities in the official list but the matter hasn't progressed any further. Whenever we are amidst these communities their constant queries of when will they be able to move into their own homes as they are tired of living in woodlands and barren spaces!!

We hope the government comprehends the urgency of such requests and does not allow the dreams and desires of generations of nomadic communities shatter just because of the bureaucratic red-tape ism. 

 મીર અને ફકીરનો સમાવેશ વિચરતી જાતિમાં થતા હજુ કેટલો વખત લાગશે...?

"બેન અમન રેવા બલ્લે પલોટ ચમ મળતા નહી. આમ જુઓ વગડાંમાં ચેવા પડ્યા હીએ. ખાવાનું ખઈયન ઈની હાથે અતાર લગી મણ ઘુળ ખાધી હશે. હવે તો બાપલા જમી આલો તો ઘર ભેગા થઈએ."

મીર અને ફકીર સમુદાયો જે સ્થિતિમાં રહે છે તે ફોટોમાં જોઈ શકાય છે.

જુના ડીસામાં રહેતા મીર પરિવારોની આ લાગણી. એમને પ્લોટ મળે તે માટે VSSM દ્વારા રજૂઆત કરવામાં આવી પણ સરકાર તેમને વિચરતી જાતિની યાદીમાં નથી એટલે પ્લોટ મળે નહીં તેમ કહે છે. આવું જ ફકીર સમુદાયનું પણ છે.

2014થી મીર અને ફકીરનો સમાવેશ વિચરતી જાતિમાં થાય તે માટે અમે રજૂઆત કરીએ છીએ પણ નક્કર કશું થતું નથી.

મીર અને ફકીર સમુદાયના કેટલાય લોકો સ્થિર અને પ્રમાણમાં સ્થિતિ સારી હોઈ શકે પણ જેમની નથી તેમનો સમાવેશ કરીને તેમને મદદ મળે તેમ કરવું જોઈએ.

આ પરિવારો જે સ્થિતિમાં રહે છે તે જોતા તત્કાલ તેમનો સમાવેશ બી.પી.એલ.યાદીમાં કરવો જોઈએ અને તેમને વિચરતી જાતિની યાદીમાં દાખલ

The Meer families in Banskantha’s Lakhani earn their living by selling lace and borders, sheep rearing selling their wool and sometimes manual labour. Their work  requires them to wander through the neighbouring areas of Lakhani. The Meer as a community leads a nomadic lifestyle but they are not listed in the official list of the nomadic communities, hence they are forbidden from receiving any welfare benefits that other nomadic and de-notified communities are entitled to.

The Lakhani Panchayat and villagers are all in favour of allotting residential plots to these families but because their community is not on the list of nomadic communities they cannot obtain plots like the nomads do!! Also the names of these families weren’t on the BPL list. VSSM has began the efforts to include the names of these families in the village BPL list along with it we have also applied for their ration cards.

Since past many years VSSM has been advocating for inclusion of the Meer community in the official list of nomadic communities. Looking at the way things are progressing it is going to take a while before that happens….

બનાસકાંઠાના લાખણીમાં મીર પરિવારો રહે. લેસ પટ્ટી વેચવાનો અને ઘેટાં, બકરાં ઉછેરવાનો આ પરીવારો વ્યવસાય કરે અને એ માટે લાખણી અને એની આસપાસના વિસ્તારમાં વિચરણ કર્યા કરે. ઘેટાં, બકરાંના ઊન ઉતારી વેચવાનું અને છૂટક મજૂરી મળે તો એ પણ કરે.

આ પરિવારોને લાખણીમાં રહેણાંક અર્થે પ્લોટ આપવા આખું ગામ રાજી પણ મીર પરિવારોના નામ ગામની BPL યાદીમાં ના હોવાનાં કારણે એમણે ગામતળમાં પ્લોટ મળવા શક્ય નથી અને વિચરતી જાતિ જેવું જ વિચરણવાળું જીવન હોવા છતાં એમને વિચરતી જાતિની યાદીમાં સમાવવામાં આવ્યાં નથી આથી વિચરતી જાતિના લોકોને રહેણાંક અર્થે પ્લોટ ફાળવવાનો જે ઠરાવ છે એ ઠરાવ પ્રમાણે પણ એમને પ્લોટ મળી શકતા નથી.

ખેર મીરનો સમાવેશ વિચરતી જાતિમાં થાય એ માટે vssm પ્રયત્નશીલ છે. પણ સરકારી કામની ગતિ એટલી ધીમી છે કે આ બધું ક્યારે થશે એ પ્રશ્ન છે.

vssm હાલમાં આ પરિવારોને રેશનકાર્ડ મળે એ માટે કોશિશ કરે છે. સાથે સાથે BPL યાદીમાં આ પરિવારોના નામ આવે એની પણ કોશિશ કરે છે.

In the previous update we wrote about ration card applications by 27 Dafer families that had been pending for a year with the Surendranagar authorities. VSSM had facilitated the applications and was following up for all this period. The anchorage authorities always picked out one or the other issue with the application and kept delaying the matter. We were left with no option but to write to the highest authority in Gujarat for an extremely petty matter like ration card issuance. The Chief Minister forwarded the letter to Chief Secretary of Food and Civil Supplies Department and the District Collector of Surendranagar.

As if the authorities are waiting for orders from their superiors, VSSM’s Harshadbhai began receiving calls from the Mamlatdars of Limbdi, Wadhwan and Chotila blocks, asking him to bring the applicants to their office. On 22nd January 13 families from Ngara, Dedaadra and Lakshminagar were issued ration cards. When the families were asked to pay a visit to the office for one more time they weren’t really inclined to do so given the number of rounds they had already made. The negative attitude of the authorities had made them lose hope of receiving any ration cards, but on insistence of VSSM they agreed to go to the office one more time. They were handed over their cards on reaching the office. The poverty under which they survive entitles them to an Antyodaya or a BPL ration card but they have been issued APL cards. Nonetheless,  we shall be applying for BPL cards.

Gulabbhai Dafer immediately called after receiving the ration cards, his voice was ringing with happiness, “Ben, even if we wait for our entire lives none of our work would be done because no one likes us.  But you have stood by us and held our hand, we are sure all is going to be fine in our lives……” said a rather jubilant Gulabbhai.

We are thankful to the Chief Minister Smt. Anandiben Patel, Personal Secretary to CM, Surendranagar District Collector for supporting the cause of Dafers. We are also thankful to the Mamlatdar and his staff for the swiftness they portrayed and issued the ration cards in a single day. We hope they become instrumental in all such causes of the welfare of the lesser privileged. A few families yet have to receive their cards, we are positive they will be receiving their cards soon…

'તમે અમારો હાથ પકડ્યો છે ને હવે અમારા હારાવાના થવાના.’

સુરેન્દ્રનગર જીલ્લાના વિચરતી જાતિના ૨૭ પરિવારોને રેશનકાર્ડ મળે એ માટે vssm દ્વારા છેલ્લા એક વર્ષથી પ્રયત્નો થઈ રહ્યા હતાં. પણ સ્થાનિક અધિકારી દ્વારા એક યા બીજા બહાને આ કામને નકારવામાં આવતું હતું. કંટાળી અને થાકીને મુખ્યમંત્રી શ્રી સમક્ષ રજૂઆત કરી અને એમણે અગ્ર સચિવ અન્ન નાગરિક પુરવઠા અને કલેકટર સુરેન્દ્રનગરને આ સંદર્ભે vssm દ્વારા લખાયેલો પત્ર ફોરવર્ડ કર્યો.

બસ પછી તો લીંબડી, વઢવાણ અને ચોટીલા મામલતદાર શ્રીના ફોન vssmના કાર્યકર હર્ષદ પર આવ્યાં અને જેટલા પરિવારોની રેશનકાર્ડ માટે અરજી કરી હતી એ તમામ પરિવારોને લઈને આવવા કહ્યું. તા. ૨૨ જાન્યુઆરીના રોજ નગરા, દેદાદરા અને લક્ષ્મીસરમાં રહેતાં 13 ડફેર પરિવારોને રેશનકાર્ડ મળી પણ ગયાં. સવારે કચેરીએ આ પરિવારોને આવવા કહ્યું, ત્યારે આ પરિવારોએ પણ કેટલીયેવાર રેશનકાર્ડ માટે ધક્કા ખાધા હતાં પાછું એકવાર ફરી. આમ તો અધિકારીના વલણને જોઇને એમણે તો રેશનકાર્ડ મળવાની આશા જ છોડી દીધી હતી પણ એમને પાછો vssm પર ભરોષો પણ હતો. એટલે એ આવ્યાં અને કાર્ડ મળ્યાં. આમ તો એમની સ્થિતિ જોઇને એમને BPL કે અંત્યોદય કાર્ડ મળવા જોઈએ પણ એ તો ના આપ્યાં APL કાર્ડ આપ્યાં. ખેર BPL માટે કોશિશ કરીશું.

પણ કાર્ડ મળ્યાં કે તુરત ગુલાબભાઈ ડફેરે ફોન કર્યો, એમનાં અવાજમાં જ રેશનકાર્ડ મળ્યાંની ખુશીનો રણકો અનુભવાતો હતો. એમણે કહ્યું, ‘બેન અમારી આખી જિંદગી જાય તોય અમારા કામ ણા થાય. અમે કોઈને ગમીએ નહિ ને એટલે. પણ તમે અમારો હાથ પકડ્યો છે ને હવે અમારા હારાવાના થવાના.’

આ પરિવારોને રેશનકાર્ડ મળે એ માટે મદદરૂપ થનાર મુખ્યમંત્રી શ્રી આનંદીબહેન, એમનાં અંગત સચિવ શ્રી, કલેકટર સુરેન્દ્રનગર, અગ્ર સચિવ શ્રી સૌના આભારી છીએ. જયારે મામલતદાર અને એમનાં સ્ટાફના સૌએ એક દિવસમાં રેશનકાર્ડ ફાળવ્યા એ માટે એમનાં પ્રત્યે હર્ષની લાગણી અને કુદરત એમને આવા સારા કાર્યોમાં હંમેશાં નિમિત્ત બનાવે એવી પ્રાર્થના સાથે આભાર... હજુ કેટલાક પરિવાર બાકી છે આવતા અઠવાડિયા સુધી એમનું કામ પણ થશે એવી આશા છે.

Forms for BPL ration cards were filled for Sarania
families through VSSM

Sarania families living in the area of Nagalpur, of Mehsana District, are staying in a very poor dreadful condition. These families carry on their livelihood mainly by preparing sharp edges of knives-big and small, of various kinds, as well as additionally doing miscellaneous labour. These families obtained voting cards and APL ration cards with help of vssm. Looking to their economic condition, if they get BPL ration cards, they can obtain huge quantity of grains also, ultimately giving relief to them.

Nomadic and Denotified tribes residing in Mehsana District, had some problems to solve, for which a meeting was held with deputy collector shree Ramesh Merja Saheb, of Mehsana District. At that occasion, a request was made to him for allotting BPL ration cards to Sarania families of Nagalpur. He advised to apply to the Mamlatdar shree for obtaining the BPL ration cards for these families and together recommended Mamlatdar shree to allot BPL ration cards to them considering their bad situation and poor conditions of living.

A memorandum for BPL ration card was prepared  through vssm’s worker Mohanbhai for 15 families, as seen in the photograph. We hope that these families are issued the BPL ration cards, as soon as possible.

મહેસાણાના નાગલપુર વિસ્તારમાં રહેતાં સરાણીયા પરિવારો ખુબ જ ખરાબ હાલતમાં રહી રહ્યાં છે. આ પરિવારો છરી ચપ્પુની ધાર કાઢવાનું કામ ઉપરાંત છૂટક મજૂરી કરીને ગુજારો કરે છે. આ પરિવારોને vssmની મદદથી મતદારકાર્ડ અને APL રેશનકાર્ડ મળ્યા, એમની આર્થીક હાલત જોતા એમને BPL રેશનકાર્ડ મળે તો અનાજનો જથ્થો પણ મળે અને એમને થોડી રાહત પણ થાય.

મહેસાણા જીલ્લાના નાયબ કલેકટર શ્રી રમેશ મેરજા સાહેબને મહેસાણા જીલ્લામાં રહેતાં વિચરતા પરિવારોના કેટલાક પ્રશ્નો સંદર્ભે મળવાનું થયું એ વખતે નાગલપુરના સરાણીયા પરિવારોને BPL રેશનકાર્ડ ફાળવવા વિનંતી કરી અને એમણે આ પરિવારોને BPL રેશનકાર્ડ મળે એ માટે મામલતદારશ્રીને અરજી કરવા કહ્યું સાથે સાથે મામલતદારશ્રીને આ પરિવારોની સ્થિતિ ખરાબ છે એને ધ્યાનમાં લઈને BPL રેશનકાર્ડ ફાળવવા ભલામણ પણ કરી. 

vssmના કાર્યકર મોહનભાઈ દ્વારા ૧૫ પરિવારોની BPL રેશનકાર્ડ માટે દરખાસ્ત તૈયાર કરવામાં આવી જે ફોટોમાં જોઈ શકાય છે. આ પરિવારોને ઝડપથી BPL રેશનકાર્ડ ફાળવાય એવી અમે આશા કરીએ છીએ.

The 'Dafer' (A Denotified tribe) with newly issued BPL Ration card 

70 years old Mishribhai Dafer and his wife Haseenaben reside  in Mehsana's Vijapur settlement since past many years. Many Dafer families (A Denotified tribe) have been staying in this particular settlement for decades. Both Mishribha and Haseenaben are alone and stay on their own. Inspite of their age they are required  to earn their living. Mishribhai works on farms in the vicinity. Finding work everyday is impossible for this couple and such an age does not allow them to do such labour intensive work everyday. VSSM’s Tohid  has been striving to ensure that the family gets a BPL ration card. He spoke to the ever supportive Mamlatdar Shri. Tank, requesting him to issue a BPL ration card to this family. Shri. Tank personally visited the couple and looking at their living condition immediately ordered for the issuance of a BPL card for the Mishribhai.

"I have difficulty breathing, can’t work hard enough, Tohidbhai tried really hard to get this card for us. The BPL card will ensure food for us and whatever little else we need will come from the money I earn working at potato and cotton farms or selling seasonal agricultural produce. Nowadays we sell Jamun near a school. The money is enough to buy vegetables,” said a rather relieved Mishribhai.

There are hundreds of families like Mishribhai’s requiring support from the various government welfare schemes, VSSM is trying hard to ensure these families receive benefits,  but extremely complex norms makes it difficult for the deserving families and individuals  access these schemes.  For e.g. only those whose name feature in the village BPL list are eligible for a BPL ration card, as the BPL list is prepared  by the villagers in a gramsabha and since  the nomadic families aren’t part of any village their names never feature in a BPL list. Reeling under abject poverty these families are truly entitled to a BPL card.

Hope the continuous advocacy VSSM undertakes enables easing out such complex conditions so that the benefits reach those who deserve the them the most…..

 ડફેર પરિવારને મળ્યું BPL રેશનકાર્ડ

મહેસાણાના વિજાપુરમાં ડફેર પરિવારો વર્ષોથી રહે છે. આ વસાહતમાં ૭૦ વર્ષના મિશરીભાઈ ડફેર એમના પત્ની હસીનાબહેન સાથે રહે. બંને એકલા. ઉંમર ઘણી થઇ પણ ઘરમાં કમાવીને ખવડાવે એવું કોઈ નહિ. મિશરીભાઈ બટેકાની સિઝનમાં ખેતરમાં બટેકા વીણવાનું કામ કરે અને કપાસની સિઝનમાં કાલા ફોલવાનું કામ કરે.. બંને પતિ –પત્ની મહેનત ખુબ કરે પણ કામ હમેશા મળે નહિ અને વળી પાછી ઉંમર પણ થઇ એટલે વધુ કામ પણ થાય નહી.. આ પરિવારને BPL રેશનકાર્ડ મળે એ માટે vssmના કાર્યકર તોહીદ પ્રયત્ન કરે. મામલતદાર શ્રી ટાંક સાહેબ ખુબ ભલા અધિકારી. એમની સાથે તોહીદે મિશરીભાઈની સ્થિતિ અંગે વાત કરી અને એમને BPL રેશનકાર્ડ ફાળવવા વિનંતી કરી. મામલતદાર શ્રીએ રૂબરૂ આ પરિવારોની મુલાકાત લીધી અને મિશરીભાઈને તત્કાલ BPL રેશનકાર્ડ મળ્યું.

મિશરીભાઈ ખુબ રાજી છે એ કહે છે, ‘કેટલા વખતથી તોહીદભાઈ મથતા હતાં પણ કંઈ થતું નહોતું.. મને શ્વાસની બીમારી છે હવે બહુ મહેનત નથી થતી.. BPL રેશનકેડના લીધે મને હવે અનાજ મળી જાય છે બાકીના નાના મોટા ખર્ચ માટે અત્યારે સીઝન પ્રમાણે ધંધો કરું છું. હાલ જાંબુ લઈને નિશાળ પાસે ઉભા રહીએ છીએ એટલે શાક – પાંદળાનો ખર્ચ નીકળી જાય છે..હવે થોડી નિરાંત છે’

જરૂરિયાતમંદ આવા દરેક વિચરતા પરિવારને સરકારની વિવિધ યોજનાઓની મદદ મળે એ માટે vssm પ્રયન્ત કરે છે પણ સરકારી યોજનાઓની કેટલીક આંટી ઘૂંટી એવી છે કે, એના કારણે સાચા પરિવારોને મદદ મળતી નથી. જેમકે BPL રેશનકાર્ડ, BPL યાદીમાં જેમના નામ હોય એમને જ મળે અને BPL યાદી ગ્રામસભા નક્કી કરે. વિચરતા અને વિમુક્ત પરિવારો ગામનો હિસ્સો જ નથી હોતા આથી એમના નામ BPL યાદીમાં હોતા નથી અને એટલે એમને BPL રેશનકાર્ડ મળતા નથી.. જબકી ખરા અર્થમાં BPL રેશનકાર્ડના આ પરિવારો સાચા હકદાર છે. આ બધી આંટી ઘૂંટી ઉકેલાય એ માટે vssm પ્રયત્નશીલ છે અને અમે સફળ થઈશું એવી આશા પણ છે.

On 3rd July 2015 a public program to give away BPL ration cards to 84 nomadic families was organised in Mehsana’s Vijapur town. The ration cards were given away by Additional Mamlatdar Shri. Vijaybhai Makwana.  80 year old Babima Devipujak was one of the recipients of a BPL card during this event. Seeing her come to accept the card made Shri. Vijaybhai very emotional, “ I can’t understand why does it take such a long time for individuals like Babiba to receive a BPL card when she truly deserves it. I feel really sorry for such apathy!!”

“ Sir, untill now no one paid heed to the repeated requests of Babima, but the moment you met her you approved the BPL card and we should be happy about this fact,” said VSSM's Tohid. 

The Dafer, Salat, Baavri, Devipujak families are delighted to receive the cards. We are thankful to Mamlatdar Shri. Dalpat Tank who was empathetic enough to understand the living conditions of these families and grant them BPL cards.

વિચરતી જાતિના ૮૪ પરિવારોને vssmની રજૂઆતના આધારે BPL રેશનકાર્ડ મળ્યાં

મહેસાણા જીલ્લાના વિજાપુરમાં રહેતાં વિચરતા – વિમુકત સમુદાયના ૮૪ પરિવારોને BPL રેશનકાર્ડ આપવાનો કાર્યક્રમ તા.૩ જુલાઈ ૨૦૧૫ના રોજ યોજાઈ ગયો. નાયબ મામલતદાર શ્રી વિજયભાઈ મકવાણાએ દરેક પરિવારને રેશનકાર્ડ આપ્યા. 

કાર્યક્રમમાં ૮૦ વર્ષીય બબીબહેન દેવીપૂજકને પણ રેશનકાર્ડ આપવામાં આવ્યું. એ મને કાર્ડ આપતી વખતે નાયબ મામલતદાર શ્રી ખુબ ભાવુક થયા એમણે કહ્યું, ‘ આ બા જે સ્થિતિમાં છે એમને કાર્ડ આપવામાં આટલીવાર શાને થઇ? મને ખરેખર ખુબ દુઃખ થાય છે.’ એમની લાગણી જોઇને vssmના કાર્યકર તોહીદે કહ્યું, ‘સાહેબ અત્યાર સુધી બબીમાંની રજૂઆતને કોઈએ ધ્યાને લીધી નથી પણ તમે તો એમને મળ્યા અને કાર્ડ આપ્યું.. આ વાતને જ વધાવીએ.’ રેશનકાર્ડ મેળવનાર સલાટ, બાવરી, ડફેર, દેવીપૂજક પરિવારો ખુબ ખુશ છે. આ પરિવારોની સ્થિતિ સમજી તેમને BPL કાર્ડ આપવાનો નિર્ણય કરનાર મામલતદાર શ્રી દલપત ટાંકનો અમે આભાર વ્યક્ત કરીએ છીએ. ફોટોમાં નાયબ મામલતદારના હસ્તે કાર્ડ લઇ રહેલાં બબીમાં અને જે પરિવારોને કાર્ડ મળ્યા છે એમાંના ડફેર પરિવારો...

We all are familiar with the mandatory requirement of attaching an entire spectrum of documents to the application forms submitted  to avail any of the government schemes. One of the important document that  the nomadic communities are required to attach for getting residential plots  and housing support is a  caste certificate. Amongst all the citizenry documents and other identity proofs the most difficult document to access is the Caste Certificate.  Why,  because one of the most important and mandatory documents required to be attached to get  this piece of paper  is a school leaving certificate of the applicant’s father!!!  Majority of children who attend schools run by VSSM or benefit from the various educations endeavours of  VSSM are first generation learners so how do their parents and people from older age group acquire a school leaving certificate of their father????

Whenever such situations arise the challenge for us is to convince the authorities about the facts, authorities who most of the times do not apply an out of the box approach.  The very first thing they want us to do is to attach all the necessary documents, it takes lot of  efforts  on our part to make the officials understand the ground realities, officials who do not want to go against the prescribed rule, however dispensable  the documents may be…… The officials take their own time but do eventually do understand.

VSSM prepared applications of residential plots for 17 families of Mehsana’s Nani Kadi village. The applications needed to have  caste certificate to be attached. So we applications to the Mamlatdar for issuance of for caste certificates. The Mamlatdar refused to process the applications since they did not carry the mandatory caste certificate. One of the officials stated that you do not have the necessary proofs because you do no belong to Nani Kadi. They felt they would be going agains the rule books if the caste certificates were issued. With no choice left, we were required to speak to the Social Welfare officer. It took the intervention of Social Welfare Officer to convince the Mamlatdar and get the caste certificates issued. Now we will be able to take the applications of residential plots further. 

Its been close to a decade since we first began working with these communities and yet for us to navigate through the wen of applications and documents continues to be as challenging as ever, robbing us of so much of time, energy  and resources.  How we wish that the processes could be made simpler  for the lay man to navigate through!!

વિચરતી જાતિને જાતિ પ્રમાણપત્ર મેળવવામાં પડતી મુશ્કેલી..

વિચરતા પરિવારોને સરકારી મદદ જોઈતી હોય તો કેટલીક યોજનાઓમાં એમણે પોતાની જાતિના પ્રમાણપત્રો જોડવા પડતા હોય છે. જેમ કે, રહેણાંક અર્થે પ્લોટ, મકાન માટેની સહાય વગેરે.. પણ જાતિના પ્રમાણપત્ર મેળવવાની પ્રકિયા આ જાતિઓ માટે થોડી મુશ્કેલ છે. જે વ્યક્તિને જાતિનું પ્રમાણ જોઈતું હોય એ વ્યક્તિએ પોતાના પિતાનું શાળા છોડ્યાનું પ્રમાણપત્ર જાતિના પ્રમાણપત્ર મેળવવાની અરજી સાથે જોડવું ફરજીયાત છે. બસ આ નિયમ વિચરતી જાતિના લોકો માટે કપરો છે. કેટલીક જાતિમાં તો ભણવાની શરુઆત જ હમણાં હમણાંથી છે આવામાં પિતાનું શાળા છોડ્યાનું પ્રમાણપત્ર ક્યાંથી લાવવું?

જોકે અધિકારીગણ આ પરિસ્થિતિ સમજે પણ છે એટલે શરૂઆતમાં જાતિના પ્રમાણપત્ર માટે આ બધા પુરાવા ફરજીયાત માંગે જ. પણ પછી ધીમે ધીમે સમજાવતા વળી સમજી પણ જાય.. મહેસાણા જીલ્લાના કડી તાલુકાના નાની કડી ગામમાં રહેતા વિચરતી જાતિના ૧૭ પરિવારોને રહેણાંક અર્થે પ્લોટ મળે એ માટે vssm એ તૈયારી કરી. અરજી સાથે જાતિ પ્રમાણપત્ર જોડવું પડે. એ મેળવવા મામલતદાર કચેરીમાં અરજી કરી. મામલતદારશ્રી એ અરજી કરનાર વ્યક્તિના પિતાના શાળા છોડ્યાના દાખલા નથી એટલે પ્રમાણપત્ર આપવાની ના પડી. એક અધિકારીએ તો એમ પણ કહ્યું, ‘તમે નાની કડીના નથી એટલે જ તમારી પાસે પુરાવા નથી અને નિયમ વિરુદ્ધ અમે કોઈ કામ નહિ કરીએ..’ આખરે સમાજ કલ્યાણ અધિકારીને વાત કરી અને એમણે મામલતદાર શ્રીને સમજાવ્યા અને ૧૭ પરિવારના જાતિના પ્રમાણપત્ર નીકળ્યા. હવે vssm આ પરિવારોને પ્લોટ મળે એ માટે અરજી કરશે.

વર્ષોથી આ જાતિઓને સરકારી યોજનાઓની મદદ મળે એ માટે કામ કરીએ છીએ. સરકારની મદદ મેળવવા માટેના નિયમોના ગૂંચવાડા પણ જોઈએ છીએ. માણસો સરકારી કચેરીના ધક્કા ખાઈને થાકી જાય છે ત્યારે થાય છે કે, કોઈ સરળ પદ્ધતિ દરેક યોજના માટે કેમ નથી બની રહી.. આ દિશામાં વિચારાય તો જ ખરા અર્થમાં યોજનાકીય મદદ ગરીબો સુધી પહોચશે.
