The ongoing meeting with the communities of Rajkot..

The nomadic families living in the Saurashtra region have been facing lot of challenges when it comes to accessing their citizenry rights. The local authorities are uncooperative and the applications made by these families have been piling on since years. When the issue was brought to the notice of Rajkot Collector we were told, “Seek information under the RTI from officials who aren’t responding!!”  Well, we are not here looking for replies on why things aren’t moving but waiting for some concrete work to happen like receiving basic documents like Ration Card, Voter ID Card, Caste Certificates etc..etc. The reply did make us wonder, why wouldn’t the Collector ask his officials on so many pending applications inspite of our repeated requests to him!!

On 15th February we met up with the nomadic families living in Rajkot, “We haven’t asked for any reservation, we are just asking for ration card, caste certificates, house, electricity and water yet, none of the official is prepared to listen to us!! We don’t wat to fight but we want to walk holding the placards demanding what we need in a  silent rally!” said the community members.

These are the people who are very meek and hardly raise a question, the sad part is the attitude of the officials is making them question and rebel!! The question is, how much difference will such a march make in the attitude of these officials. Let us see how things go about…….

વિચરતી જાતિઓના પ્રશ્ન Vssmની વિચરતી જાતિઓ સાથે બેઠક

સૌરાષ્ટ્રમાં વિચરતી જાતિઓના ઢગલો પ્રશ્નો. ઉકેલ એકેય નહીં. દરેક બાબતમાં નકારાત્મક જવાબ. Vssmના અમારા કાર્યકર કનુભાઈ અને છાયાબહેન તો થાકી ગયા. કલેક્ટર શ્રી રાજકોટને મળ્યા અને પ્રશ્નો જણાવ્યા તો તેમણે કહ્યું, ‘જે અધિકારી જવાબ નથી આપતા તેમની પાસેથી માહિતી અધિકારનો ઉપયોગ કરી માહિતી માંગો.’ અરે માહિતી તો માંગીશું પણ તેનાથી પ્રશ્ન થોડો ઉકેલાય. તમે એક વખત સાહેબ તરીકે તમારા અધિકારી કામ કેમ નથી કરતા તેવું પુછી હિસાબ તો માંગો...

રાજકોટમાં રહેતા કંટાળેલા વિચરતી જાતિના લોકો સાથે તા. 15 ફેબ્રુઆરી 2017ના રોજ બેઠક થઈ તેમણે કહ્યું, ‘અમે સરકાર કને અનામત તો માંગી નહીં. અમારે તો રેશનકાર્ડ, જાતિ પ્રમાણપત્ર, રેવા ઘર, પાણી અને લાઈટ જોઈએ છે પણ જુઓન કોઈ હાંભળવા રાજી નહીં. અમારે લડવું નથી પણ એક મૌન રેલી તો હવે કાઢવી જ છે. એમાં રેશનકાર્ડ, જાતિપ્રમાણપત્ર, ઘર, લાઈટ અને પાણી એવું લખેલા પૂંઠા હાથમાં લઈને ચાલશું.’

કેવી કરૃણતા છે. લડવાનું ના કરવાવાળાને પરાણે લડતા કરવાનું થઈ રહ્યું હોય તેવો તકાજો છે. રેલી પછીયે તંત્ર સુધરશે કે કેમ તે પ્રશ્ન છે.. જોઈએ શું થાય છે..

The families who accompanied Tohid to meet the Mamlatdar

As per the guidelines issued by Government of India for sanctioning Voter ID cards to nomadic and de-notified tribes are not required to submit documents like school leaving certificate, any age or address proof to obtain Voter ID card. In fact,  VSSM has facilitated the application processes for thousands of individuals  from these communities, basis which they have received the Voter ID cards. Yet, there are instances when do come up with a list of documents these individuals need to submit.

Recently, we facilitated applications for members of 28 Dafer families residing in Jethal village from Gandhinagar’s Kalol block. The Additional Electoral Registration Officer sent a letter demanding a series of documents like school leaving certificate, address proof etc.  On the receipt of the notice VSSM’s Tohid accompanied by the applicants met the Mamlatdar and talked about the special provisions made by the government to facilitate the issuance of Voter ID cards homeless families. The mamlatdar did understand the matter and assured to do the needful.

As Tohid mentions, “Obtaining a voter ID card is not much of an issue for these families now but, unless they do not receive the cards one always left wondering if the official really understood the clarifications provided.” We hope the Mamlatdar has absorbed our clarifications.

vssm દ્વારા ડફેર પરિવારોને મતદારકાર્ડ મળે તે માટે રજૂઆત કરવામાં આવી

વિચરતી જાતિના લોકોને મતદારકાર્ડ મેળવવા માટે જન્મતારીખના દાખલા, અન્ય ઉંમરના કે રહેઠાણના આધારોની જરૃર નથી તેવું ભારત સરકારની મતદારકાર્ડ મેળવવાની ગાઈડલાઈનમાં સ્પષ્ટ લખ્યું છે અને આ વિગતોના આધારે જ vssm દ્વારા હજારો મતદારકાર્ડ વિહોણા વિચરતી વિમુક્ત જાતિના લોકોને મતદારકાર્ડ અપાવવાનું થયું. છતાં ક્યાંક અધિકારીઓ હજુ આ વાત સમજતા નથી તેવા દાખલા પણ બને છે. ગાંધીનગર જિલ્લાના કલોલતાલુકાના જેથલજગામમાં રહેતા 28 ડફેર પરિવારોના મતદારકાર્ડ મેળવવા માટેના ફોર્મ ભરીને આપ્યા કે, મદદનીશ મતદાર નોંધણી અધિકારી દ્વારા આ પરિવારોના જન્મના પ્રમાણપત્ર અથવા શાળા છોડ્યા અંગેનું પ્રમાણપત્ર અથવા તબીબી પ્રમાણપત્ર તથા રહેઠાણનો પુરાવો વગેરે રજૂ કરવા માટે લખ્યું.

નોટીસ પછી vssmના કાર્યકર તોહીદ વસાહતના તમામ લોકોને રૃબરૃ લઈને મામલતદારને મળ્યા અને ભારત સરકાર દ્વારા ખાસ ઘર વિહોણા પરિવારોને મતદારકાર્ડ આપવા માટે કરેલી જોગવાઈ અંગે સમજાવ્યું ત્યારે જતા મામલતદાર આખી વાત સમજ્યા. 

તોહીદને લાગે છે કે, હવે કોઈ મુદ્દો નથી પણ જ્યાં સુધી મતદારકાર્ડ હાથમાં ના આવે ત્યાં સુધી ખરેખર અધિકારીના ગળે આ ઉતર્યું છે કે કેમ તે ખાત્રી પુર્વક ના કહી શકાય. આશા રાખીએ તે સમજે.

Once again we write about a  case that reflects utter disregard towards the plight of the nomadic families and Government notifications..

Since last 2 years VSSM is striving to get ration cards issued for  the nomadic families staying in the Vatva zone of Ahmedabad it. We have made numerous appeals appeals so far to all the concerned  authorities but have yet to be heard. Every time  the applicants when ever  go to the zonal office the Zonal Official sends they back  they go to to file applications at the zonal office. 15 individuals from these families once again went to submit their applications and the official in-charge once  again intimidated them saying the each application needs to be attached with required documents and if not so he won't accept the applications.

A while ago the Department of civil supplies had passed a resolution asking its officials to treat the the Voter ID cards as the only identity and address proof while processing the ration card applications of nomadic families. While a lot of other districts are respecting this resolution the officials of Ahmedabad district are showing utter dis-regard towards such a notification from their higher authorities. We are facing challenges in each and every zone of Ahmedabad. This required us to write to the Chief Minister Smt. Anandiben Patel, who issued directions to the concerned departments. The State Civil Supplies department has directed the District Civil Supplies Department to  act and facilitate the entire process of issuance of Ration Cards to the applicants belonging to nomadic communities. A copy of the resolution was also sent across to the officials who presented to be unaware of it. And yet Zonal Officer Shri Hitesh Patel threw all the letters issued by the CM, the Additional Director of Civil Supplies Department, the copy of resolution etc into a dustbin when we approached him and showed his the issued letters!! He shooed away the applicants from his office saying it is not possible to get ration cards in such a manner...

The applicants have been totally hurt by such arrogant behaviour of Mr. Patel. It is possible that they’ll  refuse approaching him again. Instead they’ll search for agents who’ll do the work for them in return of some hefty fees. Such behaviour by the officials makes us wonder,  “is this what they actually want, these poor to  stop entering their office and  the agents to come and pay them part commission!!”

Almost a year and half back we filed 50 plus applications for ration cards in Maninagar Zone, the applications are yet to be processed….Ironically each zone needs to specify the stipulated time of processing such applications (as seen in the picture). So why mention time limits when they aren’t going to be met!!!

VSSM has time and again mentioned that it is an organisation that is committed to the cause of nomadic and de-notified communities, we  do not engage in any unlawful practices and do not allow others to do the same. We have been trying to explain this principle to the authorities (since past 2 years) and time and again fail to make them understand.  We know the ration card is to be used to buy ration and that is what these families want it for, it is stated on the cards as well, so why fear any other consequences and keep these extremely poor families devoid of a document that will help them have a proper meal at the end of the day….We are tired of such sloth-like approach of the officials. 

Agitated by the behaviour of Shri Patel, VSSM's Chaayaben reached the office of the Director of Civil Supplies to lodge her complaint, unfortunately since the seniors were busy in a meeting she could not meet them inspite of waiting their for the entire day. We have lost count of the man-days we have wasted since last 2 years on such insignificant issues..

We feel ashamed to have to write to the Chief Minister but we have written to her once again today, once again an email has reached from her office to Secretary Civil Supplies and  Ahmedabad District Collector. Let us see what happens next!!!

 vssm દ્વારા રેશનકાર્ડ માટે રજૂઆત

અમદાવાદ જિલ્લાના વટવા ઝોન  વિસ્તારમાં આવતા વિચરતી જાતિના પરિવારોને રેશનકાર્ડ મળે તે માટે vssm અને આ જાતિઓ છેલ્લા બે વર્ષથી રજૂઆત કરે છે. અરજદારો રેશનકાર્ડની અરજી લઈને જાય પણ ઝોનલ અધિકારી તેમને સાંભળવા જ તૈયાર નથી ના તેમના ફોર્મ લેવા. આજ રોજ વિચરતી જાતિના 15 પરિવારો સવારે રેશનકાર્ડની અરજી લઈને આપવા ગયા તો અધિકારીએ તેમની પાસેથી જાત જાતના પુરાવા આપવા પડશે અને આ પુરાવા વગર અરજી નહીં લઉં તેમ સંભળાવી દીધું. 

વિચરતી જાતિના લોકો પાસે બહુ બધા આધાર પુરાવા હોતા નથી આથી જ તો અન્ન નાગરિક પુરવઠા અને ગ્રાહકોની બાબતના વિભાગે આ પરિવારોને ફક્ત મતદારકાર્ડના આધારે રેશનકાર્ડ આપવાનો ઠરાવ કર્યો છે. અમદાવાદમાં દરેક ઝોનમાં રેશનકાર્ડ મેળવવામાં તકલીફ થઈ રહી છે. આ સંદર્ભે મુખ્યમંત્રી શ્રી આનંદીબહેન પટેલને રજૂઆત કરી હતી તેમના તરફતી સ્પષ્ટ નિર્દેશ જતા અન્ન નાગરિક પુરવઠા વિભાગે પણ અમદાવાદ જિલ્લા અન્ન અને નાગરિક પુરવઠા નિયંત્રકને આ મુદ્દે પત્ર પાઠવ્યો અને કાર્યવાહી કરવા સૂચના આપી સાથે વિચરતી જાતિઓને કાર્ડ મળી શકે તે માટેનો ઠરાવ પણ જોડ્યો છતાં ઝોનલ અધિકારી શ્રી હીતેશ પટેલને જાણે આ બાબતમાં કોઈ રસ પડતો ના હોય તેમ ગાંધીનગરથી આવેલા પત્રો પણ જોવાની સ્પષ્ટ ના પાડી થોડુ જબરજસ્તીથી પત્ર બતાવવાની કોશીશ કરી તો મુખ્યમંત્રી શ્રી, નાયબ નિયામક શ્રી અન્ન નાગરિક પુરવઠાના પત્રો તેમણે ફેંકી દીધા અને આવી રીતે રેશનકાર્ડ કાંઈ મળે નહીં એમ કહીને અરજદારોને કાઢી મુક્યા. કેવું ઉદ્ધત વર્તન. અધિકારીઓના આવા વર્તનથી લોકો કચેરીનું પગથિયું ચડવાનું માંડી વાળશે નહીં તો એજન્ટો શોધશે. આ થવા દેવું કેટલું યોગ્ય છે. ક્યારેક તો અધિકારી આવું વર્તન કરીને ગરીબોને પોતાની કચેરીમાં આવવાની મનાઈ જ ઈચ્છતા હોય તેવું લાગે છે.

વળી માર્ચ 2015માં આ સંદર્ભે મણીનગર ઝોનમાં પણ 50 ઉપરાંતની અરજીઓ રેશનકાર્ડ મેળવવા કરી છે સવા વર્ષ થયું છતાં આ  અરજી અન્વયે પણ કોઈ કાર્યવાહી થઈ નથી રહી. જબકી દરેક ઝોનમાં અરજી કર્યાના કેટલા દિવસમાં કાર્ડ મળશે તેની સમયમર્યાદા લખી જે ફોટોમાં જોઈ શક્યા છે. ક્યારેક થાય આપવું જ નથી તો આવું લખાની શી જરૃર છે.

વિચરતા સમુદાય સમર્થન મંચ સંસ્થા નિષ્ઠાથી કામ કરનારી સંસ્થા છે. ખોટા કામમાં અમે હોઈએ નહીં અને અમારી જાણમાં ખોટુ થવા ના દઈએ આ વાત અધિકારીને સમજાવવાની છેલ્લા ત્રણ વર્ષથી કોશીશ કરીએ છીએ પણ કોઈ કામ થતું નથી. ના તેઓ કશું સાંભળવા રાજી થાય છે.

રેશનકાર્ડનો ઉપયોગ ફક્ત રાશન માટે છે તેનો અન્ય ઉપયોગ શક્ય નથી તેવું કાર્ડમાં જ લખ્યું છે છતાં તેઓ અનાજ માટે રેશનકાર્ડ આપવાનું કેમ ટાળે છે તે સમજાતું નથી. વળી આવા મુદ્દે રાજ્યના મુખ્યમંત્રીને લખવું પડે તે પણ શરમજનક છે. વહીવટીતંત્રની આવી શિથીલતાથી અમે અને આ જાતિઓ થાક્યા છીએ.

આજે આ પરિવારો રજૂઆત માટે વટવા ઝોન ગયા ત્યાં તેમની સાથે જે વર્તન થયું તેનાથી કંટાળીને સંસ્થાના કાર્યકર છાયાબહેન સાથે અન્ન અને નાગરિક પુરવઠા નિયંત્રકની કચેરી- લાલદરવાજામાં રજૂઆત માટે ગયા પણ અધિકારીઓ મીટીંગમાં ગયા હોવાથી કોઈ મળ્યું નહીં. સાંજે 5 વાગ્યા સુધી તેઓ બેસી રહ્યા આમ સવારના 10 વાગ્યાથી શરૃ થયેલી રેશનકાર્ડ મેળવવાની તેમની સફરનો આખો દિવસ ગયા પછી પણ અંત આવ્યો નહીં. આવા કેટલાય ધક્કા વિચરતી જાતિના પરિવારો છેલ્લા બે વર્ષથી ખાઈ રહ્યા છે છતાં કોઈને તેમની આ હાલાકી દેખાતી નથી.

આજ ફરી મુખ્યમંત્રીને લખ્યું છે અને તેમના ત્યાંથી ગાંધીનગર અગ્ર સચિવ અન્ન નાગરિક પુરવઠા અને કલેકટર અમદાવાદને આ પ્રશ્નનને હલ કરવા ઈમેલ પાઠવ્યા છે જોઈએ શું થાય છે. 

ફોટોમાં રજૂઆત માટે ગયેલા વિચરતી જાતિના પરિવારો આખો દિવસ તેઓએ કચેરીના ધક્કા જ ખાધા છે. કાશ તેમની સ્થિતિ અધિકારી સમજી શકતા હોત.. અને બીજા ફોટોમાં સમયમર્યાદામાં રેશનકાર્ડ ફાળવવાનું સમયપત્રક

Few Gadaliya families engaged with  their traditional occupation of making iron tools have been staying in Surendranagar for many years. Inspite of their residing in the city for many years these families lacked their documents of entitlements. VSSM’s Harshadbhai helped these families obtain Voter ID cards and ration cards after they came into contact of VSSM. At the completion of the process 21 adult members from these families received Voter ID cards and 9 families received Ration cards. 

The concerned authorities were very supportive and expedited the entire process of document issuance. We are grateful to all the officials who have supported the process.

સુરેન્દ્રનગરમાં ગાડલિયા પરિવારો રહે. તવી, તાવેતા, ચીપિયા વગેરે બનાવીને વેચવાનું કરે. વર્ષોથી સુરેન્દ્રનગરમાં જ રહે છતાં મતદારકાર્ડ, રેશનકાર્ડ જેવા કોઈ આધારો તેમની પાસે નહીં. vssmના કાર્યકર હર્ષદના સંપર્કમાં આવતા હર્ષદે 21 પુખ્તવયની વ્યક્તિના મતદારકાર્ડ માટે અરજી  કરી અને કાર્ડ મળી જતા 9 વ્યક્તિની રેશનકાર્ડ માટે અરજી આ કાર્ડ પણ તેમને ત્વરાથી મળ્યા.

વહીવટીતંત્ર આટલું સાબતું હંમેશાં રહે તેવું ઈચ્છીએ. આ કાર્યમાં મદદરૃપ થનાર સૌ અધિકારી ગણનો આભાર..

A few months back 9 Vansfoda families staying in Gondal town of Rajkot district came into contact with VSSM’s Kanubhai. The families have had been staying in Gondal for many years but remained unsuccessful in acquiring the primary documents of entitlements and other identity proofs.

After the meeting Kanubhai helped these families file applications for obtaining Voter ID cards and Adhaar UID card. As a result of his efforts 12 adults from these families received Voter ID cars and 9 individuals received  Adhaar cards. These documents become mandatory  if we were to proceed with  filing applications for residential plots. VSSM has also helped these families file applications for acquiring residential plots. Hope there requests are granted at the earliest……

vssmની મદદથી વાંસફોડા પરિવારોને મળ્યા મતદાર તેમજ આધારકાર્ડ

રાજકોટના ગોંડલમાં 9 વાંસફોડા પરિવારો વર્ષોથી છાપરાં બાંધીને રહે. ઘણા લાંબા સમયનો વસવાટ હોવા છતાં તેમની પાસે પોતાની ઓળખના આધારો નહીં. vssmના કાર્યકર કનુભાઈના સંપર્કમાં આ પરિવારો આવ્યા અને તેમની મદદથી 12 પુખ્તવયના વ્યક્તિઓને મતદારકાર્ડ તથા 9 વ્યક્તિને આધાર કાર્ડ મળ્યા. તેમને રહેણાંક અર્થે ઝડપથી પ્લોટ ફાળવાય તે તેમની તાતી જરૃરિયાત. આપણે તેમની પ્લોટની માંગણી કરતી અરીજી કરી દીધી છે. આશા રાખીએ સરકારી સ્તરે કામો ઝડપથી પતે.

Over the period of time,  due to changing circumstances,  the nature of work related migration or  wandering amongst most of the nomadic communities has seen a considerable change. Most of these families now  prefer to live settled lives for the benefit of their families especialy their children, settled lives would enable them  to receive  education.  While the men in the communities wander for day or months to earn living,  the women stay back for the children. 

One such group of Salat families living around  Vijapur now wishes to settle down. VSSM has facilitated these families in filing of  applications to obtain residential plots around Vijapur. This was quite some time ago and the administration has been quite lax on this mater. VSSM team member Tohid who works with these families continues to make rounds of the concerned departments, most of the times  he is also accompanied by the individuals of the applicant  families. But the applications have hardly moved further.  We shall keep following up because it is our duty towards these  communities,  hoping that there shall be a day when the sun will shine for the poor and the marginalised….

Along with the plots VSSM has also helped these families apply for their fundament documents of identity. Recently Tohid filed
Voter ID card applications for 19 individuals from these families. The  once impossible task of getting a Voter ID card has now become extremely easy for the nomads, this also makes us joke sometimes, “ How difficult it was for the nomadic families to obtain a voter ID card earlier and how easy it is now….. wish something like this happens for obtaining the residential plots” How badly we wish such desires to come true…

મહેસાણાના વિજાપુરમાં રહેતા સલાટ પરિવારો ચાદરો વેચવા ગામે ગામ ફર્યા કરે. પણ હવે સ્થાયી ઘરની ઈચ્છા છે. કામ માટે ભલે પુરુષો ફરે પણ સ્ત્રીઓ અને બાળકોને એક જગ્યાએ મુકીને જવાય તો જીવને ધરપત રહે અને બાળકો ભણતા પણ થાય. આ પરિવારોને વિજાપુર આસપાસમાં રહેણાંક અર્થે પ્લોટ મળે તે માટે vssm છેલ્લા કેટલાય વખતથી પ્રયત્ન કરે છે પણ તે દિશામાં વહીવટીતંત્રની ઢીલ ઘણી છે. પણ આપણું કર્તવ્ય છે પ્રયત્ન કર્યા કરવાનું. એમ સંસ્થાના કાર્યકર તોહીદ સાથે સાથે વસાહતના લોકો પણ થાક્યા વગર બસ કચેરીના ધક્કા ખાધા કરે છે. એક દિવસ સોનાનો સુરજ ઊગશે અને અમને પણ પ્લોટ મળશે તેવી સૌને આશા છે. 

આ પરિવારોને તમામ પ્રાથમિક પુરાવા મળે તે માટે vssm અને તેના કાર્યકર તોહીદ પ્રયત્નરત છે. તોહીદ દ્વારા આ પરિવારોના મતદારકાર્ડ વિહોણા 19 વ્યક્તિઓના મતદારકાર્ડ માટેના ફોર્મ તાજેતરમાં ફરીને કચેરીમાં જમા કરાવ્યા. મજાકમાં vssmના કાર્યકરો કહે છે, ‘વિચરતી જાતિઓ માટે પહેલાં મતદારકાર્ડ કઢાવવું કેટલું મુશ્કેલ હતું. પણ હવે સરળ છે. આવું સરળ રહેણાંક અર્થે પ્લોટનું થઈ જાય તો.... ’ ખરેખર આવું થાય તો કાર્યકરો અને આ કરનાર સૌના મોઢામાં ઘી શક્કર..

Some Vansfoda families have been residing in the Boratwala village of Patan’s Harij block. The families have forever been wandering through the numerous villages of Harij but never ever  settled down in any of the villages so they did not have primary documents of identity. The 6 families have been residing in villages of Kureja and Boratwala. The Botarwala village panchayat has no issues if 3 nomadic families stay in their village hence VSSM’s Mohanbhai has facilitated the applications for the Voter-ID cards for 4 individuals from these 3  Vansfoda families in Boratwala.

VSSM has succeeded in getting documents of identity issued to thousands of nomadic individuals,  but in the regions where activities of VSSM hasn’t reached yet there are large numbers of families who have yet to access the fundamental citizenry documents. It is practically impossible for an organisation to reach everywhere, its the government machinery that can and has to  reach to these communities. But until that happens all we shall keep doing work for these families and lobby with the governments….and we hope to succeed at that..

પાટણ જિલ્લાના હારીજ તાલુકાના બોરતવાડાગામમાં વાંસફોડા પરિવારો રહે છે. આમ તો હારીજના ગામડાંઓમાં આ પરિવારો વર્ષોથી વિચરણ કર્યા કરે. પણ કોઈ ગામમાં આશરો બનતો નથી એટલે મતદારકાર્ડ કે અન્ય પુરાવા મેળવવામાં પણ તકલીફ થઈ રહી છે. 

કુલ છ પરિવારો કુરેજા અને બોરતવાડાગામમાં વહેંચાઈ ગયા. બોરતવાડાગામે પણ બે કે ત્રણ પરિવારોને પોતાના ગામમાં કાયમી વસાવવા સામે કોઈ વાંધો ના હોવાનું જણાવ્યું. એટલે 4 વ્યક્તિઓની મતદારકાર્ડ માટેની અરજી સંસ્થાના કાર્યકર મોહનભાઈ દ્વારા કરવામાં આવી. 

એક બાજુ અમને લાગે છે કે vssmની જ્યાં હાજરી છે ત્યાં લગભગ તમામ પરિવારો પાસે મતદારકાર્ડ આવી ગયા છે પણ પછી બીજી બાજુ આવા કિસ્સા ધ્યાને આવે છે ત્યારે થાય છે કે હજુ પણ ઘણા પરિવારો છે જેને પ્રાથમિક પુરાવા મળે તેની તજવીજ vssmએ કરવાની છે. ટૂંકમાં ખુબ કામ છે, સમય મર્યાદીત છે. સરકાર ઈચ્છે તો ઘણું થઈ શકે અમારો પ્રયત્ન સરકાર અમારી આ બધી ભાવના સમજે તેવો છે.. પ્રયત્ન કરીશું અને સફળ પણ થઈશું તેવી શ્રદ્ધા છે.

Since many years now 13 Meer families spend a large for of the year in the outskirts of Samarwada village of Dhanera block  in Banaskantha. The main occupation of these families  is rearing small cattle like the sheep-goats and selling their wool. As it happens everywhere  with the nomads in Samarwada too the villagers opposed the settling of these families in their village. The voter ID cards that VSSM had facilitated for these families had also been scrapped without their  knowledge. We brought this to the notice of the district collector who helped in re-issuance of the Voter ID cards and allotment of fresh ration cards.  Also VSSM had been trying to get residential plots issued for these families. In  the midst of al this the panchayat kept them pressurising them to leave the village, but where would they go or rather should they go??

Now the issue with the Meer community is that inspite of leading a nomadic lifestyle this community does not find its name in the state’s official list of nomadic and de-notified communities. So,  inspite of being nomads they cannot avail the benefits of any of the government welfare schemes designed for the nomadic communities. The government has a right to allocate any government wasteland to the nomads but cannot do that to Meer, secondly the families falling under the BPL list are also allocated plots by the government but since the BPL lists are formed in the Gram Sabhas and not residing  in the village means lot of the nomads stay out of the proceedings of the Gram Sabha. Most of the time they are unaware on the schedule of such an important meeting. The Meer of Samarwada face resistance from the  village hence even after being eligible for a place in the BPL list they remain excluded. Under such circumstances how will they avail residential plots!!

Its been more than a year since we made an official request for the inclusion of Meer community in the official list of Nomadic and de-notified communities, but the matter has not been getting the attention it needs. Whereas the harassment these families face is increasing with every single day. 

VSSM’s team members Naran, Mahesh and Ishwarbhai decided to make individual applications for the inclusion of each of these families’  name in the BPL list. On 2nd March 2016  11 applications were prepared and it has been decided to present it directly to the district authorities. We are hopeful that the officials will have an empathetic approach to the entire issue and include the names of these families in the BPL list.

મીર પરિવારોની BPL યાદીમાં નામ દાખલ થાય એ માટેની દરખાસ્ત vssm દ્વારા તૈયાર કરવામાં આવી

બનાસકાંઠાના ધાનેરા તાલુકાના સમરવાડા ગામમાં ૧૩ મીર પરિવારો વર્ષોથી વર્ષનો ઘણો ખરો ભાગ ગામમાં જ રહે છે. આ પરિવારો ઘેટાં-બકરાં પાળી એનું ઊન વેચવાનું કામ કરે છે. સામરવાડાગામમાં વર્ષોથી રહેતાં હોવા છતાં આ પરિવારોના વસવાટ સામે ગામનો વિરોધ. vssm દ્વારા આ પરિવારોને કઢાવી આપેલા મતદારકાર્ડ પણ આ પરિવારોની જાણ બહાર રદ થઇ ગયેલાં. કલેકટર શ્રીનું ધ્યાન દોરતા આ પરિવારોને ફરી કાર્ડ આપવામાં આવ્યાં અને ત્યારબાદ રેશનકાર્ડ પણ મળ્યાં. હવે જરૂરિયાત હતી રહેણાંક અર્થે કાયમી જગ્યાની. પંચાયત વારે ઘડીએ ગામ ખાલી કરી જતા રહેવા દબાણ કરે અને આ પરિવારો હવે ક્યાં જઈને રહીશું એવી દુવિધામાં મુકાય. 

રાજ્ય સરકારે વિચરતી અને વિમુક્ત જાતિઓને સરકારી પડતર જમીન પર પ્લોટ ફાળવવાની જોગવાઈ કરી છે. પણ મીર સમુદાય વીચરતું જીવન જીવતો હોવા છતાં એમનો સમાવેશ વિચરતી જાતિમાં કર્યો નથી એટલે એમને વિચરતી જાતિના ઠરાવ પ્રમાણે પ્લોટ મળી શકે નહિ. આ સિવાય BPL યાદીમાં હોય એવાં પરિવારોને સરકાર દ્વારા સામે ચાલીને રહેણાંક અર્થે પ્લોટ ફળવાયા પણ BPL યાદી ગ્રામસભા નક્કી કરે સામરવાડા ગામને તો મીરનો વસવાટ ગામમાં જોઈતો નથી એટલે BPL યાદીમાં નામ માટેના ખરા હકદાર હોવા છતાં એમના નામ યાદીમાં નથી. આવામાં એમને પ્લોટ કેવી રીતે મળે?

મીરનો સમાવેશ વિચરતી જાતિમાં થાય એ માટે રજૂઆત કરી છે પણ સરકારીતંત્ર ધીમીગતિએ ચાલી રહ્યું છે. એક વર્ષ થવા છતાં આ દિશામાં કોઈ જ ખુલાસો કે સુધારો થયો નથી. જયારે આ પરિવારોની હેરાનગતી વધી રહી છે. vssmના કાર્યકર નારણ, મહેશ અને ઈશ્વરભાઈ દ્વારા આ પરિવારોની BPL યાદી માટેની દરખાસ્ત ગ્રામસભાની મંજૂરી વગર કરવાનું નક્કી થયું અને તા.૨ માર્ચ ૨૦૧૬ના રોજ ૧૧ પરિવારોની BPL યાદી માટેની દરખાસ્ત કરવાનું કર્યું. 

દરખાસ્ત સીધી જ જીલ્લામાં દાખલ કરવાનું અમે નક્કી કર્યું છે અમને આશા છે અધિકારીગણ આ વિગતો સમજશે અને આ પરિવારોના નામ BPL યાદીમાં દાખલ થાય એમ કરશે.

The Bharthari families, about 19 of them have been staying on the village wasteland some 1 km away from the actual Dabhla  village for many years now. Their living on this land has not gone well with the villagers. Since they have been here for years the families, some 7 of them could manage to get  ration cards issued and some individuals also have voter ID cards. The families badly wanted  some better infrastructure facilities like power, water, residential plots to build a proper home but did not know where and how to put forward their demands ….Who would stand up and support them  avail some basic infrastructure facilities, was the question troubling them!!??


The families knew  the activities VSSM did and Tohid our team member from Mehsana also knew the families. The leaders amongst these families requested Tohid to come visit their settlement and help  address their issues. Tohid visited the settlement and filled up forms for  Voter ID cards of 5 individuals who were present there and did not have their Voter ID cards, they also needed to divide their ration cards as many families had split but that required proofs from the village revenue officer., “if the villagers become aware of this developments they will not allow us to stay in the village, they aren’t happy with our living here!!” said the worried Bharthari families…Tohid asked them to come to Vijapur where he filed applications for removal of names from the original  ration cards and issuance of new ration cards, basically the applications were for the division of ration cards. He made sure the applications were attached with a note that described the facts so that the families do not face any trouble..

The Bharthari are  hard working folks, most of them are daily wage earners working at Chatral GIDC. They are absolutely yearning to have the basic facilities in their settlement along with the proofs of their existence. When the villagers became aware of the applications they  came to the settlement and threatened to burn it down. This time the families have not budged, with is commendable considering the fact that the Bharthari are otherwise a very timid community. “Burn and bring down everything down we fear nothing, we want basic facilities in our settlement and nothing can deter us for demanding them,, if need be we are prepared to present our case to before senior authorities!!” was the unanimous reply from the community.

The irony of the Bharthari is that inspite of leaving a wandering life they do not feature in the government’s list of nomadic communities hence it becomes difficult for them to avail the benefits intended  for nomads. Once the Bharthari families of Dabhla receive the ration cards we plan to apply for their ration cards but are apprehensive about the outcome of the applications. We have written to the Department of Social Justice and Empowerment for the inclusion of  Bharthari  community in the official list of nomadic communities but all these numerous  appeals haven’t found any success, it makes us wonder if at all in this lifetime these families will be able to live in a house of their own…..

મહેસાણાના વિજાપુર તાલુકાના ડાભલાગામમાં ભરથરી સમુદાયના ૧૯ પરિવારો વર્ષોથી ગામની પડતર જગ્યા પર ગામથી ૧ કી.મી.ના અંતરે રહે. ગામમાં એમનો વસવાટ કોઈને ગમે નહિ. પણ વર્ષોથી ગામમાં રહેતાં હોવાના કારણે ૧૯ પરિવારો વચ્ચે ૭ રેશનકાર્ડ બનેલાં. કેટલાંક પાસે મતદારકાર્ડ ખરા અને કેટલાક પાસે એ પણ નહિ..

ભરથરી સમુદાય પોતાની વસાહતમાં લાઈટ, પાણીની વ્યવસ્થા થાય, રહેણાંક અર્થે પ્લોટ ફાળવાય એ માટે વિચારે પણ રજૂઆત કયા કરવી એ ખબર નહિ. ગામમાં તો ટલાટીથી લઈને અન્ય વગદારોને પણ એમનો વસવાટ ગમે નહિ. આમ એમના પ્રાથમિક પ્રશ્નોમાં મદદરૂપ કોણ થાય એ સૌથી મોટો સવાલ થાય.

મહેસાણા જીલ્લામાં વિચરતા પરિવારો સાથે કામ કરતા કાર્યકર તોહીદને સૌ ઓળખે. ડાભલાના ભરથરી પરિવારોએ પણ તોહીદ અને vssm વિશે સાંભળ્યું અને તોહીદને વસાહતમાં આવવા આગ્રહ કર્યો. તોહીદે આ પરિવારોમાંના મતદારકાર્ડ વિહોણા હાજર હોય એવા ૫ વ્યક્તિના મતદારકાર્ડ માટે ફોર્મ ભર્યા. રેશનકાર્ડ વિભાજન માટે તલાટીનો દાખલો જોઈએ પણ ભરથરી પરિવારોએ કહ્યું, ‘જો ગામના લોકોને ખબર પડશે તો અમને રહેવા નહિ દે એ લોકો અમારા માથે રાજી નથી.’ તોહીદે એમને વિજાપુર બોલાવ્યા અને ત્યાં બે રેશનકાર્ડમાંથી પાંચ પરિવારના નામ કમી કરાવી તેમને અલગ રેશનકાર્ડ મળે એ માટેની અરજી કરી. સાથે સાથે સાચી હકીકિત દર્શાવતી એક અરજી પણ લખી જેથી રેશનકાર્ડમાં ક્યાંક તકલીફ ના ઉભી થાય.

ભરથરી પરિવારો મહેનતુ છે. બધા જ લોકો છત્રાલ GIDCમાં છૂટક મજૂરી કરે છે. આ પરિવારો રેશનકાર્ડ, મતદારકાર્ડ, પ્લોટ અને ઘર માટે તરસી રહ્યાં છે પણ એમની આ લાગણી કોઈ સમજતું નથી.. ગામમાં vssmના કામની કેટલાકને ખબર પડી તો તેઓ વસાહતમાં આવીને બધું સળગાવી દઈશું એવી ધમકી આપી ગયા.. જોકે સ્વભાવે ગભરુ એવા ભરથરી પરિવારોએ આ વખતે ગામલોકોને ‘સળગાવવું હોય તો સળગાવી દો પણ હવે અમને પ્રાથમિક સુવિધા તો મળવી જ જોઈએ અને એ નહિ મળે તો અમે બહાર જઈને પણ રજૂઆત કરીશું’ એમ સ્પસ્ટ કહી દીધું.

ભરથરી પરિવારોની સંખ્યા ગુજરાતમાં ઘણી છે અને એમનું જીવન પણ વિચરતું જ છે છતાં સરકાર દ્વારા એમને વિચરતી જાતિની યાદીમાં દાખલ કર્યા નથી એટલે એમને વિચરતી જાતિને મળતા મર્યાદિત લાભો મેળવવામાં તકલીફ પડે છે.. ડાભલાના ભરથરી પરિવારોને રેશનકાર્ડ મળી જાય પછી પ્લોટ માટેની દરખાસ્ત કરીશું. પણ વિચરતી જાતિની યાદીમાં નહોવાના કારણે પ્લોટ માટેની દરખાસ્તનું શુ થશે એ પ્રશ્ન છે.. સામાજિક ન્યાય અને આધીકારીતા વિભાગમાં આ જાતિને વિચરતી જાતિમાં દાખલ કરવા કેટલું લખ્યું પણ કશું થતું નથી... ક્યારેક પ્રશ્ન થાય છે આ પરિવારોને એમની હયાતીમાં પોતાનું ઘર મળશે? કે પછી....

There is high concentration of nomadic families in the areas around Morbi. These families live in shanties and makeshift houses. VSSM has helped these families acquire Voter ID cards and Ration cards. Recently VSSM’s Rameshbhai organised a camp to process the applications for Aadhar UID numbers where in applications for 66 families were processed.

મોરબી આસપાસ વિચરતી જાતિના ઘણા પરિવારો અસ્થાઈ ઝુંપડા બાંધીને રહે છે. આ પરિવારોને vssmની મદદથી મતદારકાર્ડ કેટલાકને રેશનકાર્ડ વગેરે મળ્યા છે પરંતુ, આધારકાર્ડ આ પરિવારો પાસે નહોતા. vssmના આ વિસ્તારમાં કામ કરતાં કાર્યકર રમેશ દ્વારા આ પરિવારોને આધારકાર્ડ મળે એ માટે કેમ્પનું આયોજન કરવામાં આવ્યું. જેમાં ૬૬ વ્યક્તિના કાર્ડની કામગીરી થઇ શકી.

Whenever Nomads appeal to help avail Voter Cards, a few general questions they would come up with, what purpose does it (Voter Card) serve you except your proof of identity?; Nobody has ever thought for your well-being or upliftment since now, do you still feel like voting?

The Election commission has first time introduced NOTA (None of the Above) option for voters if they do not have option for their choice of preference. Has any of you used that option anyway?  Casting a vote is a usual phenomenon for all of us however, so far as nomads are concerned, this is the first generation that is using their right to vote since past few elections. I could not hold my curiosity to know their opinions and asked them these questions.

And we have come up with this reply, “It is undoubtedly important for us to prove our identity. Although the more important thing that has occurred is now that we have got Voter Card “ked”, we are frequently being visited by local politicians and bureaucrats in our settlements whenever elections come. And secondly, believe it or not, it is undoubtedly in their hands to settle down our families and they would not have come if we wouldn’t have this voting power.”

How discreetly these families have understood the selfish business. Anyway, replying to the last question regarding NOTA, they said, “Ideally, NOTA should be our choice of option and we were following that notion only until we met VSSM representative as nobody cared for us. When we talked our heart to VSSM representative he said, “It is valid to express your dejection by pressing the ‘None of the Above’ Button but it is not going to make any difference as the candidature of the election contender does not get cancelled. Thus, we now choose to select the candidate who assures to stand for our well-being. If he wins the election, we could at least talk our problems to him.”
Although, not all people carry such wisdom, there are people who understand the diplomacy running around them and also play their part in.

In this game of identity, VSSM plays the role of advocating for the Voting right of Nomadic and De-Notified Tribes communities hoping that the volume of the Voter Cards of these communities could speak out the endless suffering and draw some attention of the political parties.
Recently, one of our staff submitted Voter ID Card Applications of 186 adults living in Ghanteshwar region of Rajkot. In fact, it can also be said that these many individuals are living in Ghanteshwar who do not have Voter Cards. Our staff member Kanubhai Bajaniya and Harshdbhai Vyas handed over the applications of these people to the Mamlatdar. They have also asked for a field survey to be conducted by BLO in their settlement for those who have no proof of their residence. The Mamlatdar has formed a team of six members including Deputy Mamlatdar and BLO for executing the field level survey.

જ્યારથી મતદારકેડ મળ્યું છે ત્યારથી ચુંટણી ટાણે નેતા અને બીજા વગદારો અમારા ઝુંપડે આંટા દેતા થઇ ગ્યા છે.

વિચરતી અને વિમુક્ત જાતિના મતદારકાર્ડ વિહોણા લોકો વારંવાર મતદારકાર્ડ મળે એ માટે મદદરૂપ થવાનું કહે ત્યારે કેટલાંકને સાહજિક રીતે જ પુછાતો પ્રશ્ન, તમને મતદારકાર્ડ તમારી ઓળખના આધાર સિવાય બીજા કોઈ કામમાં આવે? આજ સુધી તમારા ઉત્કર્ષ માટે કોઈએ કશું વિચાર્યું નથી છતાં તમને મત આપવાનું મન થાય છે?

તો જેમને મતદાર કાર્ડ મળ્યાં છે એવાં લોકોને પણ આ વખતે ચુંટણીપંચે દાખલ કરેલો નવો વિકલ્પ એક પણ ઉમેદવારને મત નહિ વાળું દબાણ બટન કોઈએ દબાવ્યું ખરું? આમ તો મત કોને આપ્યો એ આખી વિગત ખાનગી છે પણ આ સમુદાયના લોકોની પહેલી પેઢી છે જે છેલ્લી બે – ચાર ચુંટણીથી મત આપી રહી છે એટલે એમનાં મનની જીજ્ઞાશા જાણવાની ઈચ્છા રોકી ના શકાઈ અને આ પ્રશ્ન પૂછ્યો.

અમને જે જવાબ મળ્યાં, ‘ઓળખપત્ર અમે કોણ છીએ એ સાબિત કરવા માટે મહત્વનું છે પણ એનાથીયે વધારે જ્યારથી કેડ મળ્યું છે ત્યારથી ચુંટણી ટાણે નેતા અને બીજા વગદારો અમારા ઝુંપડે આંટા દેતા થઇ ગ્યા છે. બીજું આપણે માનીએ કે ના માનીએ અમારું ઠેકાણું કરી દેવાનું એમનાં હાથમાં જ છે અને એ મત વગર અમારી ભાળ કાઢવાના નોતા.’

સ્વાર્થકારણ કેટલું સરળતાથી આ પરિવારો સમજી ગયાં છે. ખેર છેલ્લા પ્રશ્નમાં કોઈને મત નહીમાં એમણે કહ્યું, ‘આમ તો અમારે એજ બટન દાબવું જોઈએ. આજ લગી કોઈએ અમારું ભલું વોચ્યું નહિ પણ પછી vssm ના કાર્યકરો સાથે વાત કરી તો એમણે કહ્યું, તમે કોઈ નહીનું બટન દબાવો એ તમારી નારાજગી પણ એનાથી ચુંટણીમાં ઉભેલા ઉમેદવારની ઉમેદવારી કેન્સલ થતી નથી. એટલે પછી જે ઉભાં છે એમાંથી જે અમારી પાહે આવીને અમારી પડખે ઉભવાની ખાતરી આપે એને મત આપવાનું ઠીક લાગ્યું. જો એ જીતી જાય તો એની પાહે કમસેકમ અમારી વાત તો મૂકી હકીયે.’

જોકે બધા આવી સમજણથી વાત કરે છે એમ નથી કેટલાંક છે જે હવે આ દ્વિ રંગી દુનિયાને સમજવા માંડ્યા છે.

vssm પણ દરેક વિચરતી અને વિમુક્ત જાતિના મતદારકાર્ડ વિહોણાને કાર્ડ મળે એ માટે કોશિશ કરે છે કદાચ એ દરેક પાસે કાર્ડ જોઇને એમના પ્રશ્નો સંદર્ભે રાજકીય પક્ષો ગંભીરતાથી વિચારતા થાય.

રાજકોટના ઘંટેશ્વરમાં ૧૮૬ પુખ્તવયના લોકોના મતદારકાર્ડ માટેના ફોર્મ ભર્યા. આમ તો ઘંટેશ્વરમાં આટલાં બધા લોકો હતાં કે જેમની પાસે કાર્ડ નહોતાં. vssmના કાર્યકર કનુભાઈ અને હર્ષદે આ વ્યક્તિઓના મતદારકાર્ડ માટેના ફોર્મ ભરીને મામલતદારને આપ્યાં. સાથે સાથે પુરાવા વગરના વ્યક્તિઓ માટે રાત્રી દરમ્યાન એમના રહેઠાણની જગ્યાએ BLOએ જઈને રોજકામ કરવાનું છે એની પણ વાત કરી. મામલતદાર શ્રીએ નાયબ મામલતદાર અને BLO સહિત છ અધિકારીની ટીમ રોજકામ માટે મોકલી જે ફોટોમાં જોઈ શકાય છે.

Four families of Bharthari community live in villages like Sutharnesadi, of Banaskhanta District’s Bhabhar taluka. These families live in a very bad and pitiable state of life. They beg by playing the musical instrument like Ravanhaththa and have settled for a long period in this village. They roam for business and work, but come back to stay and live in this village. They did not have voter id card, ration card etc as proof of identity. Moreover, the village people had objection to give proof and identity of their village.

These families came into contact with vssm and worker Naran got them the voter id cards and the ration cards. Now they needed to be allotted plots for residence. But the government , rejected and filed their request and application for allotment of residential plots, to these ever moving and wandering families, being unstable, and these Bharthari families were not considered for enrollment in Nomadic Tribes and De-Notified Tribes (NT & DNT) category. 

Proposal and request is already made to government to include them in NT and DNT. Apart from this, all these families should be included in the BPL list so as to be eligible for plots and houses, which matter is also taken up by a suitable proposal.

As such, looking to the conditions in which the Bharthari families live now, they should and must have had been included in the BPL list. But nobody came into their contact and reached to inform and explain, or since they were not accepted as part of the village, they were excluded from the list. We desire and hope that these families, be included in the BPL list and be categorized in the NT & DNT list.

It can be seen in the photograph, that vssm’s worker Naran, is preparing the proposal of the BPL list for these families as well as in the other one the condition in which they live. 

vssm દ્વારા ભરથરી પરિવારોની BPL યાદી માટે દરખાસ્ત તૈયાર કરી.

બનાસકાંઠા જીલ્લાના ભાભર તાલુકાના સુથારનેસડીગામમાં ભરથરી સમુદાયના ચાર પરિવારો રહે છે.  આ પરિવારો ખુબ ખરાબ સ્થિતિમાં રહે છે.  રાવણહથ્થો વગાડીને ભીખ માંગવાનું કરતાં આ પરિવારો છેલ્લા ઘણા સમયથી આ ગામમાં આવીને રહ્યાં છે. કામ ધંધા માટે વિચરણ કરે પણ પાછા આવીને આજ ગામમાં રહે. મતદારકાર્ડ, રેશનકાર્ડ વગેરે આધાર પુરાવા એમની પાસે નહોતા. વળી ગામલોકોનો પણ પોતાના ગામના આધાર પુરાવા આપવા સામે વિરોધ. 

vssmના સંપર્કમાં આ પરિવારો આવ્યાં અને કાર્યકર નારણે ભરથરી પરિવારોને મતદારકાર્ડ અને રેશનકાર્ડ અપાવ્યા. હવે એમને રહેણાંક અર્થે પ્લોટ ફળવાયા એ જરૂરી હતું. પણ સરકાર દ્વારા સદાય વીચરતું જીવન જીવતા ભરથરી પરિવારોનો વિચરતી જાતિમાં સમાવેશ થતો નથી એમ કહીને એમની પ્લોટ માટેની દરખાસ્ત ખારીજ કરી દીધી.

વિચરતી જાતિમાં એમનો સમાવેશ થાય એ માટે અમે સરકારમાં રજૂઆત કરી છે. આ સિવાય આ પરિવારોના નામ BPL યાદીમાં આવી જાય તો પણ એમને પ્લોટ અને ઘર મળી શકે એટલે એ માટેની દરખાસ્ત કરવાનું પણ કર્યું છે. 

આમ તો ભરથરી પરિવારો જે સ્થિતિમાં રહે છે એ જોતા એમનો સમાવેશ BPL યાદીમાં થવો જ જોઈતો હતો પણ એમના સુધી કોઈ પહોચ્યું જ નહિ અથવા એમને ગામનો હિસ્સો ના ગણ્યા હોવાના કારણે એ લોકો યાદીમાં આવ્યાં નહિ. અમે ઇચ્છીએ કે આ પરિવારો BPL યાદીમાં તો આવે સાથે સાથે એમનો સમાવેશ વિચરતી જાતિની યાદીમાં પણ થાય. 

vssmના કાર્યકર નારણ આ પરિવારોની BPL યાદી માટેની દરખાસ્ત તૈયાર જોઈ શકાય છે. જયારે અન્યમાં આ પરિવારો જે સ્થિતિમાં રહે છે એ જોઈ શકાય છે.

Three Devipoojak families lived in Bhachau village of Kutch District, and they prepared broomsticks from palm trees and Indholis (head support for resting the earthen-pots), and sold them by moving from village to village. These families roamed around, Bhachau and Rapar, but did not have any legal proof of their own identity. Devipoojk  Vasrambhai knew about this issue could be resolved by VSSM working for Nomadic and DE-notified tribes in Bhachau and he contacted vssm’s field coordinator Ishwer Raval.  Application for voter id cards was made  for 10 adult people through Ishwer. These families live in houses made from leaves of palm trees, which are not cold and rain proof.  In our country, there are such thousands of families who live in this inhuman condition and worst state of life. We hope that all such families get all the rights to live with pride as a true citizen of the country.

કચ્છના ભચાઉમાં ૩ દેવીપૂજક પરિવાર રહે અને ખજૂરીમાંથી સાવરણી અને ઈંઢોણી બનાવી ગામે ગામ ફરીને વેચે. આ પરિવારો ભચાઉ ને રાપર આસપાસ ફર્યા કરે પણ એમની પાસે પોતાની ઓળખના કોઈ આધારો નહોતા.

vssm ભચાઉમાં વિચરતા પરિવારો સાથે કામ કરે એ અંગે દેવીપૂજક વશરામભાઈને ખબર પડી અને એમણે vssmના કાર્યકર ઈશ્વર રાવળનો સંપર્ક કર્યો. ઈશ્વર દ્વારા ૧૦ પુખ્તવયના વ્યક્તિઓની મતદારકાર્ડ માટે અરજી કરી.

આ પરિવારો ખજૂરીના પાનમાંથી બનાવેલા ઘરમાં રહે છે. જેમાં ટાઢ અને વરસાદ રોકાતો નથી. આપણા દેશમાં આવા હજારો પરિવારો છે જે અમાનવીય કહી શકાય એવી સ્થિતિમાં રહે છે. આશા કરીએ આવા તમામ પરિવારોને આ દેશના નાગરિક તરીકેના તમામ અધિકારો મળે.

The process for  new registrations for the Voter ID cards has been initiated by the government, to register as many individuals from nomadic communities as possible the team members from VSSM have also began surveying the settlements. Naranbhai is working swiftly in Diyodar region to prepare a base list of the potential applicants. The VSSM team now knows the drill and are quite informed about the process to e followed. This wisdom amongst the team relieves us and assures that in coming times the issues of identity proofs of the nomadic individuals would be thing of past.

નવા મતદાતાઓ નોંધવાની કામગીરી સરકાર દ્વારા આરંભાઈ છે. વિચરતી જાતિના અને મતદારકાર્ડ વિહોણા લોકોને કાર્ડ મળે એ માટે vssmના કાર્યકરો વસાહતે વસાહતે ફરી રહ્યા છે. બનાસકાંઠાના દિયોદર વિસ્તારમાં vssmના કાર્યકર નારણ દ્વારા મતદારકાર્ડ વિહોણા લોકોને શોધીને એમની અરજી કરવાનું થઇ રહ્યું છે. જે ઝડપે અને સુઝબુઝથી vssm ટીમ કામ કરી રહી છે એ જોતા આવનારા વર્ષમાં પોતાની ઓળખના આધારો ના હોવાનો વિચરતી જાતિનો પ્રશ્ન હલ થઇ જશે એમ લાગી રહ્યું છે..
