On hearing the word "Dafer" people would shudder. It was said that you do not even go in the direction where they stay. When I started my work with nomadic tribes, I used to hear this a lot. I also used to think that these Dafer people must be so dangerous. It was my keen desire to see & meet them in person. I searched for them and after meeting them my only reaction was of love towards them.

Desperate to survive they would steal, fight and hunt.  The person is not a born criminal. The adverse circumstances, sometimes the response to the challenges faced makes a person take to crime. Allahrakhabhai told me " I take care of the petrol pump. The owner of the petrol pump & the whole family went for a marriage. I took care of the petrol pump for a month. I would collect bundles of cash every day. After a month when the owner came, I handed over the entire cash to him and I got a sigh of relief. Dafer is not the one who would do treachery." 

Very hard working community but unfortunately the impression that has been created is so bad that police would harass them for no fault of their and the society would keep them away again for no fault of theirs.

We worked continuously for many years to see that the image of "dafer" improves. We did good work. This community which was not allowed to stay in the village is now permitted. We would take some share of credit for this to happen. 

The harassment of police was becoming much less.  In some villages we managed to get the land allotted to them as the Government also co-operated. It seemed that everything was quite normal and happy days were here when suddenly the police started harassing them all over again.

From the village of Bajarda, the police caught an innocent young boy, beat him badly and put him in jail. In order that such instances do not increase, the seniors of the Dafer community met in Surendranagar. They told us that we do not want police. As such, who wants police ?

The community that believed in hard work believed that whatever the government does is for their good. If police act badly then we retaliate and the crime rate increases. The families say that even when we have not done anything wrong, the police would harass and beat us badly. It is okay if they beat us when we have done anything wrong. 

We at VSSM have improved the lives of many in "dafer" community. Today most of them work hard to earn their living.. Only wish that the police do not instigate them again wrongly. 

It is very important that police and the society treat them like human beings. In any case, we would fight for them and we will not tolerate it if anybody harasses them for no reason.

ડફેર નામ પડતા જ એક વખત લોકોના હાંજા ગગડી જતા. જે બાજુ ડફેરના ડંગા હોય એ બાજુ ન જવાય એવું સામાન્ય રીતે લોકો કહેતા.

મે જ્યારે વિચરતી જાતિઓ સાથે કામ શરૃ કર્યું ત્યારે ડફેર વિષે આવું બધુ સાંભળેલું એ વખતે થયેલું એવા તે કેવા ખૂંખાર હશે આ લોકો. મળવું છે એમને ને પછી શોધ આદરી. મળી અને મળ્યા પછી એમના પર માત્ર વહાલ આવ્યું.

વખાના માર્યા ચોરી, લૂંટફાટ કે શિકાર કરી લે.. પણ માણસ જન્મજાત ગુનેગાર નથી હોતો. કયાંક વિષમ સ્થિતિ, ક્યાંક કોઈની હરકતો માણસને ગુનેગાર બનાવે. બાકી અલ્લારખાભાઈ કહે એમ, બહેન હું પેટ્રોલ પંપ હંભાળું. પેટ્રોલપંપાના માલીકના ઘેર લગન હતા. આખુ કુટુંબ બારા વહી ગયેલું. મે મહિનો પંપ હંભાળ્યો. રૃપિયાની થોકડીઓ રોજ આવે.. મહિના કેડે માલિક આવ્યા એ થોકડી એમને હોંપી ત્યારે હાશ થઈ. વિશ્વાસઘાત કરે એ ડફેર નહીં.'

ખુબ મહેનતુ માણસો પણ છાપ એવી પડી ગયેલી કે પોલીસેય ઘણી વખત ખોટી રીતે રંજાડે ને સમાજ એ ગુનાહીત છાપના કારણે પોતાની પડખે રાખે નહીં.

ખેર અમે વર્ષો આ સમુદાયની છાપ સુધરે માટે મથ્યા. ઘણું સારું કામ થયું. ત્રણ ગામની સીમની ત્રીભેટ રહેતા, સરળતાથી પોલીસ પહોંચી ન શકે એવી જગ્યાએ રહેતા ડફેર પરિવારોના ડંગા હવે ગામ વચાળે થયા. અમે એ શ્રેયના હકદાર પણ ખરા.

પોલીસની રાડ પણ ઓછી થઈ. કેટલાક ગામોએ અમારા અને સરકારના પ્રયત્નોથી જમીન પણ આપી.

આમ સુખનો સૂરજ ઊગવા જેવું લાગી રહ્યું હતું ત્યાં પોલીસની હેરાનગતિના માઠા વાવડ મળવાના શરૃ થયા.

બાજરડાથી નિર્દોષ છોકરાને પોલીસ લઈ ગઈ. ઢોર માર માર્યો ને હાલ એ જેલમાં. આવા કિસ્સા વધે નહીં એ માટે સુરેન્દ્રનગરમાં ડફેર આગેવાનો એકત્રીત થયા. પોલીસ ન જોઈએની વાત એમણે કહી. આમ પણ પોલીસ કોને જોઈએ?

મહેનતથી પેટિયું રળનાર આ સમુદાયનું રખોપુ સમાજ, સરકાર કરે તે જરૃરી. ખોટી રીતે કનડગત વઘે તો ગુનાનું પ્રમાણ પણ વધશે. અમારા આ પરિવારો જ કહે, બેન ગુનો કયરો ન હોય તોય પોલીસ કનડે, ઢોર માર મારે. તે કરીને મારે તો ઠીક. માર ખાવાનું કારણેય જડે..

આવું કહેનાર અનેકોને અમે આડેથી સીધે રસ્તે લાવ્યા છીએ. મહેનત કરીને એ બધા આજે રોજી રોટી રળે ત્યારે ફરી પોલીસનો ભો એમનામાં ન બેસે તે અગત્યનું.

ફરી એમને આડા માર્ગો લેવા ન પડે તે માટે પોલીસ અને સમાજ તેમને માણસ સમજે તે જરૃરી. ખેર અમે તો એમના માટે મથીશું ને વગર વાંકે કોઈને અડે તો એ સાંખીશું પણ નહીં...

“We are so tired  of being constantly on the run our entire lives but the police never tires of  chasing us. Once upon a time some individuals from our tribe took up the some unlawful activities, today they have given up all those activities for good yet, the police keeps harassing them and us!!”

“For few individuals in a community the entire tribe is repeatedly  subjected to atrocious behaviour by police. How does one justify such harassment? Please help us stop this or one day we will kill ourselves at a police station!”

Dilabhai and Lakhabhai Dafer were in deep anguish when they  shared their plight with us. They reside in Rajpura village of Mehsana’s Kadi block. The families were under distress for three days after  some episode in Kadi had once again brought police to their Dangaa/settlement and resulted in arrest of the Dafer men.

It took great altercation and Tohid’s constant running around to release the arrested men. Every year we do witness 3-4 such instances of police atrocities. Last year we had Dilabhai’s entire Dangaa suffer massive destruction. Honestly, it is one episode after the other.

We had a meeting with the Dafer leaders of North Gujarat. What is the solution to this constant anguish, how does one stop it?? It has been decided to hold a meeting in Ahmedabad to find answers to this quest.

Dafer is an extremely marginalised and deprived community, there needs to be some focused  collective efforts for their inclusive growth,  for which we request the government to take the lead and plan some concreted measures.

'આખી જીંદગી પોલીસ અમારી વાંહે રહી ને અમે એમનાથી ભાગતા રીયા. પણ હવે થાઈકા બાપલા. પેલાં અમારામાંના કોક ક્યાંક આડા મારગે વળી ગ્યા'તા પણ હવે તો ભગવાનનો મારગ ઝાલ્યો સે, સતાંય પોલીસ કનડે!અમારા આખા સમાજમાં પાંચ - દહ માણહ ખરાબ નીહરે પણ આખો સમાજ એ દહ માણહના વાંકે પોલીસ દંડી નાખે ઈ ક્યાંનો ન્યાય? હવે આ બધાનું કાંક કરો નકર દવા પીને પોલીટેશણે જ મરી જાવું સે'

મહેસાણાના કડીના રાજપુરગામમાં રહેતા દીલાભાઈ અને લાખાભાઈ ડફેરે વલોવાતાં હૈયે આ વાત કરી. કડીમાં કોઈ બનાવ બનેલો ને પોલીસે એમના ડંગામાં જઈને પુરુષોને પકડી લીધેલા. ત્રણ દિવસ સખત હેરાનગતી આ બધાય પરિવારોને થઈ. છેવટે ઘણી માથાકૂટ કાર્યકર તોહીદની સતત દોડધામ પછી એ બધાને છોડાવવામાં અમે સફળ રહ્યા. પણ વરસમાં બે ચાર વખત આવી ઘટનાઓ તો ઘટે જ.

ગયા વર્ષે દીલાભાઈના આખા ડંગાની તોડફોડ કરેલી. આમ એક ઓલવાતું નથી ત્યાં બીજુ તૈયાર..

ઉત્તર ગુજરાતમાં રહેતા ડફેર આગેવાનો સાથે આ બાબતે બેઠક થઈ અને ડફેર સમાજે આ દશામાંથી છુટવા શું કરવું તેનું મનોમંથન કરવા અમદાવાદમાં એક બેઠક બોલાવવાનું આયોજન ક્યું.

ત્રીજીએ સમગ્ર ગુજરાતના ડફેર સમાજના આગેવાનો અમદાવાદમાં ભેગા થશું અને આ બધી માથાકૂટોમાંથી છુટવા, સ્વમાનભેર રોજગારી મેળવવા શું કરવું તેનું આયોજન પણ કરીશું.પણ એક વાત ચોક્કસ આ બહુ દુઃખી સમાજ છે એની ચિંતા કરી તેમના વિકાસના કામો થાય તે માટે સરકારને પણ વિનંતી કરીએ છીએ.

‘Ben, years back  when you asked  me to stay in the danga/settlement, I gave up my  Rs.  20,000 job of boundary guard and have remained in the settlement ever since. I have also given up  on all the other prohibited activities,’ Vijapur’s Umarbhai Dafer  must be  my father’s age and acts like a father too.

‘This organisation is ours and so are you,’ he always says about me. No one can dare to speak against me in his presence.

‘Do you remember the earlier me? You just mellowed me down so much…’ that is how Umarbhai remembers himself. Umarbhai who bestows tremendous respect to me, always stands beside me like a rock when needed.

During my initial days when I visited  Vijapur, Umarbhai and Ahmadbhai would always come to see me off at the local bus station. They would never fail to roll couple of 100 rupees notes every time I said my goodbyes. If I refused the invariable reply would be, ‘how can a daughter return empty handed from her maternal home!!’

Umarbhai never fails to shower respect and affection. The ups and downs of he has experienced through his life can teach us major life lessons. That is why I have begun writing a book on it.

I was in Vijapur recently and as usual our discussions were touching and profound.

I feel blessed to have support of elders like Umarbhai!!

'તમે કીધુ કે ઉમરભાઈ વસાહતમાં રહેવું પડશે તે વીસ હજારની ચોકી મુકીને વસાહતમાં બેસી ગ્યો. ને આડાઅવળા રસ્તાય મેલી દીધા બેન.'

વિજાપુરમાં રહેતા ઉમરભાઈ ડફેર મારા પિતાની ઉંમરના અને અધિકારભાવ પણ એક પિતા રાખે એવો જ રાખે.

મારી સંસ્થાને બેન તમેય અમારા. કોઈ મારી વિરુદ્ધ કશું બોલે તો જરાય સાંખી ના લે.

'પહેલા કેવો હતો હું તમે લાકડી પકડીને બેહાડી દીધો...' આવા ઉમરભાઈ મારુ ખુબ માન રાખે.

કામ શરૃ કર્યાના દિવસોમાં વિજાપુર જવું તો ઉમરભાઈ ને અહેમદભાઈ બેય બસ સ્ટેશને મુકવા આવે ને વસાહતમાઁથી નીકળુ એટલે હાથમાં સો - બસો રૃપિયા આપે. ના પાડુ તો કહે દીકરી પિયરથી એમનમ થોડી જાય.

ખુબ ચાહત રાખે અને જરૃર પડે મારી પડખે દિવાલની જેમ ઊભા રહે... એમની જિંદગીના ચડાવ ઉતાર જબરા છે કથા લખી રહી છુ એમની ઉપર..

હમણાં વિજાપુર જવાનું થયું તે વખતે જુની વાતો યાદ કરી થોડો કાળી ચૌદસનો કકળાટ પણ કાઢ્યો એ વેળાની તસવીર... 

ઉમરભાઈ જેવા પ્રિયજન મારી સાથે છે અેનો આનંદ છે..

“But Sahab, we have been staying in Vamaj village, protecting the boundaries of your village since last 15 years. Now where will we go?” 

“Go wherever you want to, at any cost, police should not come to the village due to you people!”

Parole Wanted Police destroyed the Danga of Dafers on 14th May and whatever they told to the village people, entire village said no to keep these Dafer families.          

Range IG Jadeja Sir an d DSP S.P. Sir also talked to the people of the village. They gave assurance that now the police will not harass but the people are still not ready. Our heartfelt thanks to these officers who genuinely took the action about the harassment of the Dafers. But it is difficult to convince the people of the village. 

Dilabhai has been protecting the village boundaries since last 15 years. Nobody from his family is a criminal. But they have to leave the village now due to the behaviour of the police. 

Police are supposed to be in the role of a protector. But whatever they did in Wamaj became the reason for the hard times of these innocent families.       

Where to go is the question of these Dafer families which I am asking the entire police department.

Also, I tell the people, who destroyed the Danga of Dafers and instigated the villagers, to put themselves in the shoes of these families and be a human. 

Three months ago, when I had gone to Wamaj, Dilabhai had shown the bike which he had bought from his hard earned savings. He also had told me to give the loans in order to buy an autorickshaw for his son. But before we could do anything, look what callous behaviour police did to the eight families like Dilabhai’s. We had a great talks when we had met, which can be seen in the photo. 

If these people from shanties would have been cruel criminals, then how would they have been living like this? They would have bought the house in Gandhinagar or Ahmedabad and bought a car. 

I will again tell the police to find the real criminal but not to trouble the innocent.  

‘તમારા લબાચા લઈને બે દાડામાં ગામ ખાલી કરો.’

‘પણ સાહેબ અમે 15 વરહથી વામજમાં જ રઈએ સીએ ને તમારી સીમ હંભાળીએ સીએ તે હવે ચા જઈએ.’

‘જ્યાં જવું હોય ત્યાં જાવ પણ હવે તમારા કારણે અમારા ગામમાં પોલીસ આવે એ અમને ના પોષાય.’

14 મેના પેરોલ વોન્ટેડ પોલીસે #ડફેરના ડંગામાં આવીને જે તોડફોડ કરી અને પછી ગ્રામજનોને જે પણ કહ્યું હોય તે આખા ગામે ડફેરને રાખવાની ના પાડી દીધી.

રેન્જ #આઈજી જાડેજા સાહેબ અને મહેસાણા ડી.એસ.પી. એસ.પી. સાહેબે પણ ગામલોકો સાથે વાત કરી ને હવે પોલીસ હેરાન નહીં કરેની ખાત્રી આપી છતાં ગામલોકો માનવા તૈયાર નથી. આ અધિકારીઓનો અમે હૃદયપૂર્વક આભાર માનીએ છીએ એમણે ખરેખર દીલથી ડફેર પર થયેલા અત્યાર માટે યોગ્ય પગલાં લીધા પણ ગામને સમજાવવું મુશ્કેલ બની રહ્યું છે.

15 વર્ષથી સીમ સાચવતા દીલાભાઈ ને એમના પરિવારના એકેય વ્યક્તિ ગુનેગાર નથી પણ પોલીસની આ વર્તુણકના કારણે આજે તેમને ઘર છોડવાનો વારો આવ્યો.

પોલીસને રક્ષકની જેમ વર્તવા કહીએ છીએ. વામજમાં જે કાળો કેર વર્તાવ્યો એનું પરિણામ આ નિર્દોષ પરિવારોને ભોગવવાનું થયું. 

ક્યાં ગામમાં જઈએ એ પ્રશ્ન ડફેર પરિવારોનો છે.... ને એજ પ્રશ્ન હું સમગ્ર પોલીસ વિભાગને પુછી રહી છું.

ને સાથે ડફેર પરિવારની જગ્યાએ જેમણે પર ડંગામાં જઈને તોડફોડ કરી અને ગામલોકોને ભેર

વ્યા તેમને ડફેરની જગ્યાએ તમારી જાતને મુકવા કહુ છું ને સાથે માણસ થવા પણ કહુ છું...

ત્રણેક મહિના પહેલાં વામજમાં ગઈ ત્યારે દીલાભાઈએ મહેનત કરીને બચતમાંથી ખરીદેલું બાઈક બતાવ્યું ને સાથે લોન આપવા પણ કહેલું જેથી છોકરાંને રીક્ષા અપાવી શકે હજુ આ બધુ પતે એ પહેલાં જુઓને દીલાભાઈ ને તેમના જેવા 8 પરિવારો પર કેવો કાળો કેર વર્તાવ્યો. એ વખતે મળ્યા ત્યારે કેવી સરસ આનંદથી વાતો કરેલી એ ને એ લોકો જેમાં રહે છે તે છાપરાં પણ ફોટોમાં જોઈ શકાય છે. 

આ છાપરાંવાળા આવા જબરા ચોર હોત તો આવામાં સુકામ પડ્યા રેત. અત્યાર સુધીમાં ગાંધીનગર ને #અમદાવાદમાં બંગલાને ગાડી ના ખરીદી લીધી હોત.

પોલીસને ફરી કહીશ સાચા ગુનેગાર પાસે જાવ આવા નિર્દોષને હેરાન ના કરો.

Ration card…

Ration card is always a major concern of poor people, without which their lives become more miserable. Rich people are not at all concerned about having a ration card. 

Literate people recognize these cards as APL, BPL, APL-2 and Antyodaya but for a poor person it is red card and black card. 

Musabhai Dafer, lives in Bhojva of Viramgam block. He happened to get the antyodaya card.

That officer must be in a great mood, else not all poor people are not lucky enough to get this card. 

But this Antyodaya Card in the hands of Musabhai made the line of containers in his house. 

When two meals a day was a rarity and now he started storing the grains in the containers.

Now he has started buying grains in the bulk for 15-20 days. Daily wager at the village boundary, Musabhai passionately aspire to build his pucca house. He doesn’t have money to buy the land but if the government gives the piece of land then he confidently says that he will build a house. 

“I have got this card, why all the Dafers can’t get it?”- Musabhai had asked this question. This is an open ended question.

When we went to Bhojva, Musabhai showed this magical grain giving ration card. Hope all the needy people get this card….

રેશનકાર્ડ...

આમ તો રેશનકાર્ડ સાથે ગરીબ માણસો ને વધારે પનારો પડે. બાકી ગાડી, બંગલામાં ફરવાવાળાને આ રેશનકાર્ડની રામાયણ જરા નવાઈ ઉપજા
વનારી લાગે.

રેશનકાર્ડને ભણેલા APL, BPL , APL-2 અને અંત્યોદય એવા પ્રકારથી ઓળખે. પણ ગરીબ માણસ લાલ અને કાળા કેડ તરીકે એને ઓળખે. 

વિરમગામના ભોજવામાં રહેતા અમારા મુસાભાઈ ડફેર. એમને ભૂલથી અંત્યોદય કાર્ડ જડી ગયું. અધિકારી એ દિવસે કાંઈક સારા મૂડમાં હશે એટલે જ તો બાકી કાંઈ દરેક ગરીબ પાસે આ કાર્ડ નથી આતો જેના નસીબ હોય એને મળે.

પણ મુસાભાઈના હાથમાં આવેલા અંત્યોદય કાર્ડથી એમના છાપરામાં ડબ્બાઓની હારમાળા થઈ. 

બે ટંકના ફાંફા હતા ત્યાં હવે અનાજ ભરવા ડબ્બા આવ્યા.

જો કે મહેનત કરીને હવે તો પંદર વીસ દાડાનું ભેગું અનાજ લાવતાએ થઈ ગયા છે. સીમમાં મજુરી કરતા મુસાભાઈને હવે પાકા ઘરની હોંશ છે. જમીન ખરીદી શકાય એટલા પૈસા નથી પણ સરકાર જમીનનો નાનો ટુકડો આપે તો ઘર બાંધી લઈશું એવું એ કહે છે.

મને જેવું કેડ મળ્યું બેન બધાય ડફેરને એવું નો મળે? એવું મુસાભાઈએ પુછ્યુ છે...... જવાબ અધુરો મુકુ છુ...

પણ ભોજવા ગયા ત્યારે મુસાભાઈએ હોંશથી અનાજ આપતું ચમત્કારીક રેશનકાર્ડ બતાવ્યું.. કાશ જરૃરિયાત મંદ તમામને આ કાર્ડ મળે.....

“It just happened, I was afraid initially but after committing few robberies the fear just vanished. I also found friends who helped me with it. My father tried convincing me to stop it but I never bothered to listen to him, just shooed him away. My in-laws also tried so hard to stop me but I chose not to pay heed to their talks!! I just kept committing thefts one after the other!! But, I had to stop somewhere, someday!! I have 3 daughters and it is so difficult to raise them in the woods and on the run!! When you had met me in Gangad and asked to leave this path, I had already sobered down but after that meeting I have never set out to rob anyone. I realized this is not a life of dignity. It is impossible to keep running from police, they are bound to find me one day. And I could not see my family and innocent being punished for me.. Hence, I had decided to summon before the police in your presence.”

Razak should be in his early 30s If you have had a chance to talk to him or have seen him, he is absolutely docile looking guy next door. A very fearing man!! We still struggle to compered how could he have carried out such robberies? Kesarben, Razak’s mother-in-law is a very hard-working lady but her name also appears on police records. She has been accused of theft too, “Ben, I have not committed any theft. The DVD player was brought by my relative. I should have understood that this is a robbed article, why else would a Dafer buy a DVD player when they do not have electricity in their homes!! Somewhere, I was partially aware that it was a robbed product but got lured to the temptation and now am in this fix!! You first help Razak come out of the mess and later I will summon myself. I have too much to take care of. But I will present myself pretty soon, you only give me to the police, Ben!!”

Kesarben has decided to stop the future generations of her family from getting into such unlawful activities and to correct the names of one who have taken to the criminal path in the past. She believes, once they are out of jail a life of honesty awaits them!!

Razak was presented to the Nadiad LCB. The police officials were very supportive and courteous. They asked us to share a cup of tea with them before leaving!! While we were leaving, Razak was on verge of tears. And suddenly his wife Rashida called, “Masi, tell the police not to beat him!” I asked her not to worry. “When you are with us, I have nothing to worry about. Once he completes his sentence, get him into a decent business. We want to work hard to earn a dignified living. I promise, I will never allow him to take up this path again!” Rashida is my age but calls me Masi (aunt) because of the affectionate relationship her mother shares with me and calls me Bahen (sister).  

Kesarbai joined me from Mehsana to present Razak before the police. She remained very strong throughout the entire procedure but found it hard to hold back her tears when we walked out of the office of the senior police officer. “Ben, you please hire a lawyer, I don’t have enough money to pay their hefty fees but, please be on his side and help in releasing him.” I had already spoken to the police and asked her not to worry!! By the time we were to reach Ahmedabad, “Ben, call the PI and tell them to give Razak some food because he has not eaten since morning!!” Kesarbai is Razak’s mother-in-law but showers affection like a mother would. It is her cajoling that has made Razak give up his unlawful activities.

Razak’s father-in-law, brother and Dafer community leader Dinabhai accompanied Razak when we presented him to the police. Police Inspector  Thakorsaheb asked us not to worry and took a picture with Razak. Kesarbai did need some encouraging and healing worlds to make her relax!!

‘ચોરીના રવાડે તુ ક્યાંથી ચડ્યો?’

‘થાતા થઈ ગ્યું બેન. પેલી વારકા બીક લાગેગી પસી તો હિંમત ખુલી ગઈ. પાસી સંગતેય એવી મળી. હગો બાપ ના પાડતો તો. પણ એ ટાણે એય દુશ્મન લાગતો. ઈને કાઢી મુક્યો. પસી મારી ઘરવાળીના પિયરીયા હારે આવીને રયો. ઈમનેય ઘણી ના પાડી. પણ હું નો રોકાણો... ને એક પછી એક એમ ચોરીમાં આગળ વધતો ગ્યો. પણ પસી ક્યાંક તો બ્રેક મારવાની જ હતી ને.. મારે બાલબચ્ચા થ્યા. તણ છોડીયુંને ઈની 'મા'ને હાચવવાનું એ આમ જંગલમાં રખડીને નો થાય. તમે જ્યારે ગાંગડ મળ્યા તે ટાણે કહ્યું કે મુક આ બધુ. આમ તો મુકી જ દીધુ તુ પણ એ પસી કોઈ દી ચોરી હાટુ નથ નીકળ્યો. ઈજ્જતની જિંદગી નથી એ હમજાઈ ગ્યું. કાયમ પોલીસથી ભાગતા ફરવાનું તો નથ થવાનું. કરેલા ગુના હાટુ એ પાતાળમાંથીએ હોધી લેવાની. અને પાસુ મને હોધવા કેટલાય નિર્દોષ દંડાઈ જાય. એટલે નક્કી કર્યું તમારા હાથે જ પોલીસમાં હાજર થવાનું.’

રજાક ડફેર પાંત્રીસી પણ નહીં વટાવી હોય. સ્વભાવ અને દેખાવ ગભરુ રજાકને ચોરી કરતા જીવ કેમ ચાલ્યો હશે એ પ્રશ્ન આજેય થાય. કેસરબાઈ એની સાસુ. ખુબ મહેનતુ. એનુયે નામ ચોરીમાં ખુલ્યુ. ‘ના બેન મે ચોરી નથ કરી. પણ ડીવીડી મને અમારા હગાએ દીધી ને એ ચોરીનો માલ હતો ને એમાં હું હલવાઈ ગઈ. જો કે વાંક મારો જ સે. અમાર ડફેરના છાપરે ક્યાં લાઈટ હતી તે ડીવીડી વગાડવા પેલો વેચાતું લાયો હોય. ચોરીનો જ માલ હતો ખબર હતી પણ મન લલચાઈ ગ્યું ને ગુનો ચડી ગ્યો. એક ફેરા રજાકને ચોખો કરી દઉ પસી મનેય હાજર કરી દયો. ગુનેગારનો ભાર લઈને નથ જીવવું. પણ હાલ હાજર થવાય એમ નથ. પંદરજણની હોજવેણને હંભાળવાનું મારા માથે સે ને એટલે. પણ જલદી થઈ જઈશ. તમે જ હોંપી દેજો પોલીસટેશન.’

કેસરબેને નક્કી કર્યું કે પોતાના ઘરમાં કે કુટુંબમાં એકેય માણસ હવે અવળા રસ્તે નહીં ચડે ને જે ભૂતકાળમાં ચડ્યા છે એય #જેલમા જઈને સુધરીને પાછા આવી મહેનતનો રોટલો રળે.

રજાકને નડિયાદ એલ.સી.બી.માં હાજર કર્યો. પોલીસની ચા પીને અમે નીકળીએ એમ કહ્યું, ત્યારે રજાકનું રડવું જ બાકી હતું. એની ઘરવાળી રસીદા આમ તો મારી જ ઉંમરની પણ કેસરબેનની મારા ઉપરની મમતા એ મને બહેન માને એટલે હમઉમર રસીદા મને માસી કહે, એણે ફોન પર કહ્યું, ‘માસી પોલીસને કેજો એને મારે નહીં...’ મે કહ્યું ચિંતા ના કર. તો એણે કહ્યું, ‘તમે બેઠા સો પસી અમારે સાની ચિંતા. એ છુટીને આવે પસી એને કામે લગાડી દેજો. મેનતનો રોટલો રળશું પણ હવે આ માર્ગે એને નઈ જવા દઉ. મારી જીભાન તમને આલી.’

કેસરબાઈની દીકરી રસીદા અદ્લ કેસરબાઈ જેવી જ... મહેસાણાથી મારી સાથે આવેલા કેસરબેને ખુબ હિંમત રાખી પણ જેવા રજાકને સોંપીને અમે પોલીસ અધીક્ષકની કચેરીમાંથી નીચે ઉતર્યા કે એમની હિંમત તુટી ગઈ.. આંખો ભરાઈ આવી. રડતા જ બોલ્યા, ‘બેન વકીલ હાટુ મારી પાસે પૈસા નથી. તમે આને છોડાવજો. એની હોધ લેજો.’ વકીલ સાથે મે વાત કરી જ લીધી છે. ચિંતા ના કરો એવી હૈયાધારણા આપી. છતાં રસ્તામાં અમદાવાદ આવતા, ‘બેન પી.આઈ.ને ફોન કરોને એને ખાવા આલે. હવારથી ઈને કાંઈ ખાધુ નથી...’ કેસરબાઈ સાસુ પણ ‘મા’થીએ વિશેષ વહાલ એણે રજાકને કર્યું ને એ હેતથી જ રજાક સાચા રસ્તે પાછો ફર્યો...

રજાકને હાજર કરવા #ડફેર નાતના પટેલ દીનાભાઈને રજાકના સસરા હયાત ને ભાઈ પણ હાજર રહ્યા. પી.આઈ. ઠાકોર સાહેબે એની ચિંતા ના કરવા કહ્યું ને રજાકની બાજુમાં ઊભા રહી ફોટો પડાવ્યો. તો કચેરીમાઁથી બહાર આવીને ભાવુક થઈ ગયેલા કેસરબેનને થોડા હળવા કરવા અમે પ્રયત્નો પણ કર્યા....

આ મીશન પાર પાડવામાં #પોલીસ કમીશનર આદરણીય એસ.કે.ગઢવીનો મોટો ફાળો રહ્યો. તેમણે સરસ રીતે બધુ ગોઠવી આપ્યું તેમની મદદ માટે પ્રમાણ ને આભાર....

Police Again severely mutilates innocent Dafers... Dafer Atrocity - a common phenomenon

“Ben, these police are after us, asking us to surrender the weapons we have. How are we supposed to have weapons? Do they think we have opened a weapon manufacturing unit?? My husband died when my son Noor was 10 years old, since that day we have not spent a single day around the boundaries. Since past 25 years have been living in Kalawar. Both, my son and I have been working as laborers to make living. We go wherever work takes us, if we get work on farms we go there but not to loot, rob or hunt, that is not what we do!! Yet, since last four days the Kalawar police officials have been visiting our house every evening. They are threatening Noor Mohammad and his wife, asking them to surrender the weapons they have…. Earlier it was just the weapons now they are asking for my son. Have I raised him for them? Noor’s wife objected and stood up against the police to which they got furious, hit her so hard that her face has swollen. They are talking rubbish, talking filthy and abusing us which is difficult to listen. We are innocent, we have no such thing as weapon and nothing of the sort they are asking for!! Help us from the police wrath, Ben! If it does not stop we will have to commit suicide… We are poor but, we live in a decent locality and the police reaching here every day is ruining our image…” a very painful appeal from Rehmatben.

“The police do not understand; what will we do weapons when we work in city!!” said Noor as matter of fact…

Rehmatben desires to live a simple life and the police is not allowing them to live in peace. The family has no previous police records, has been living a decent life and the police thinks otherwise.

I fail to understand why police behaves in such a manner, go get a warrant and search but, they do have other tactics they come with a weapon in their vehicle and ask for men…I don’t know what instructions they have received from #Gandhinagar…. We have always told the police force, have a dialogue with us, we will help you find the ones involved in unlawful activities, but please stop harassing the innocent Dafer….

This is not a request or a humble appeal, this is our anger speaking now….

Ben, we can think of attending the wedding only if you do!!”

“Ben, you must come for the wedding, if you do not come none of the Dafer will. You also need to speak to my daughter’s in-laws. The recent raid by the police has scared them so much that they are refusing to come with the marriage party!! Will you speak to them?” insisted Kesarben.

“I certainly will talk to them. And remain present at the wedding. Please don’t worry.” I assured.

The wedding of Kesarben and Hayatbhai’s daughter was scheduled on 6th May, in Gangad. The Dafer from across Gujarat kept calling me to inquire if I was to remain present at the wedding, “Ben, are you going to the wedding, we can think of attending the wedding only if you do!!”  

By the time I reached the wedding venue after finishing the day at the office, it was 9.30 PM. Many guests had left the venue. They had reasoned that I might not be able to attend the wedding because of my busy schedule. Usually, the presence of VSSM’s Tohid or Raj is enough to assure the Dafer but this time around the fear of police harassment was huge and hence they wanted me to remain present.

It is such sad instance when such memorable occasions should be observed under the clout of fear!! We hope this shadows of fear and despair very soon become thing of past for this community. 

સાંજે ઓફીસનું કામ પતાવી લગ્ન માટે નીકળી લગભગ ગાંગડ પહોંચતા 9.30 થઈ ગયા હશે. પહોંચ્યા ત્યારે ખ્યાલઆવ્યો કે, કેટલાક લોકો તો નીકળી ગયા હતા. નીકળી ગયેલા સાથે વાત કરી તો તેમણે કહ્યું, ‘તમે કામમાં હશોએટલે નહીં આવી શકો એમ સમજીને અમે....’

પોલીસનો ભય તેમને લાગી રહ્યો હતો. એટલે મારી હાજરી તેમને જોઈતી હતી. આમ તો ડફેરના લગ્નમાં અમારાકાર્યકર તોહીદ કે રાજ હાજરી આપે. અમારી હાજરીથી તેઓ નિશ્ચત હોય...

લગ્ન જેવી સુંદર પળો પણ તેમને સતત ભયમાં વિતાવવી પડે! ભય વગર તેઓ લગ્ન કરે તેવી ક્ષણો નિર્માણ થાયતેવી અભ્યર્થના..

Police... STOP it, please!!

The Dafer are extremely terrified of the police. And there is a valid reason behind this. The police seem to have formed a habit of harassing the Dafer for no valid reason or fault. While we have been strongly advocating for the discontinuation of such atrocious behavior, the episodes keep happening frequently.

On 28th April, a Dafer wedding was scheduled on the outskirts of Padana village in Dhandhuka block. The family had requested presence of VSSM team members as they feared police harassment during the occasion. VSSM’s Tohid remained present at the wedding. The Dafer weddings usually take place in the night so aftet the wedding was over Tohid left the venue on the morning of 29th. At around 9.30 am, when he must have hardly reached Dhandhuka, Tohid receives a call from Lakhabhai and Bhayabhai Dafer. “Sir, the police have arrested us from the road near Kotla village. We are in the police vehicle now!”

Tohid rushed to the scene.  An agitated Lakhabhai was arguing with the police, asking them the reason behind targeting and harassing them. The police also took away the gold chain Lakhabhai was wearing for the occasion. The duo was surrounded by 8 policemen of S.O.G Bhavnagar.

Tohid intervened, asked them to stop behaving in such an appalling manner, mentioning of legal action if this continues. Tohid had by now introduced himself and the organization he represented. “We will present Lakhabhai if there is any complain against him!! Enough is enough, stop behaving in such a manner.” The Police Inspector mellowed down a bit and released Lakhabhai and Bhayabhai. The gold chain was also returned.


It is not just the Dafer who are tired and frustrated, we are tired of this agonizing behavior as well. 4 police cases have been complained between 23rd to 29th April alone. That too after a public consultation on Dafer issues in participation of senior police official!! Doesn’t the police authorities get the message!!

તા.28 એપ્રિલ 2017ના રોજ ધંધુકાના પડાણા ગામની સીમમાં રહેતા ડફેરને ત્યાં લગ્ન લેવાયા. પોલીસ આવશે અને લગ્ન બગાડશે તેવો ભય ડફેરોને હતો. એમણે #VSSM ના કાર્યકરને લગ્નમાં હાજર રાખવા વિનંતી કરી. કાર્યકર તોહીદ લગ્નમાં હાજર રહ્યો. લગ્ન પતાવીને તોહીદ તા.29ના રોજ સવારે નીકળ્યો. સવારે 9.30 વાગે ધંધુકા પહોંચ્યો હશે ત્યાં લાખાભાઈ અને ભાયાભાઈ ડફેરનો ફોન આવ્યો. "સાહેબ કોટડાગામના રોડેથી પોલીસે પકડી લીધા છે અને જીપમાં બેસાડી દીધા છે."

તોહીદ તાબડતોડ પહોંચ્યો. લાખાભાઈ પોલીસને ગુસ્સામાં પોતે કોઈ ગુનેગાર નથી શા માટે આમ હેરાન કરો છો તેમ કહી રહ્યા હતા. પોલીસે લાખાભાઈએ પહેરેલો સોનાનો દોરો ચોરી કરીને મેળવ્યો છે એમ કહીને લઈ લીધો હતો. એસ.ઓ.જી.ભાવનગરના આઠ પોલીસકર્મીઓએ તેમને ઘેરી લીધા હતા.

તોહીદે પોલીસને ખોટી રીતે ડફેરને ના કનડવા કહ્યું અને આવું રહેશે તો કોર્ટમાં લઈ જઈશું તેવી ધમકી પણ ઉચ્ચારી. "લાખાભાઈના નામે કોઈ ગુનો ક્યાંય પણ મળે તો અમે તેને હાજર કરીશું પણ આવું હવે બંધ કરો..." આ વાત કરીને તોહીદે સંસ્થાનો પરિચય આપ્યો. પી.આઈ. ઢીલા પડ્યા અને લાખાભાઈ અને ભાયાભાઈને મુક્ત કર્યા. સાથે સોનાની ચેઈન પણ પાછી આપી.

હવે અમેય કંટાળ્યા છીએ. 23 તારીખની પોલીસની કનડગત ડફેર ઉપર ચાલી રહી છે. તા.29 સુધીમાં આ ચોથો કેસ છે.... પોલીસને હવે બસ કરો એટલું જ કહેવું છે....

Dafer boy couldn't stop himself from embracing his mother 

The 12-year-old boy of the Savarkundla Dafer case endures police torture and electric shocks….

A few days back we had written about an incident that had occurred against the Dafer in Savarkundla town. This post is in continuation of the same incident. The incident was about a police official belonging to Savarkundala LCB filing a robbery case against the Dafer. Three young men and a 12-year-old boy belonging to Dafer community were arrested and beaten in police custody without any warrant. The 12-year-old was mercilessly beaten and given electric shock. When the child was produced before the court he told the judge about the torture he had endured in police custody. The child’s narration pained the judge who himself  examined the boy. He ordered a medical examination of the boy. VSSM’s team member remained present during the medical examination. The examination was undertaken at government hospital in Savarkundla and the doctor handed over the report in a sealed envelope.   

By the time the formalities related to the medical examination were completed it was already evening so the judge did not open the envelop. Eventually when the cover containing the report was opened during the next hearing, it mentioned that the police had not tortured the child!! Absolutely shocking and unbelievable… the decay is so deep.!!

The police officials are a bit taken aback with the way the case has developed. They weren’t expecting such a response. They have threatened the Dafer to lie low or else face the consequences once the case fades away in time.  In the meanwhile, VSSM helped release the three boys who were kept in the jail in Amreli. The parents had hired a jeep to bring their boys back home.  The boys too were eagerly awaiting their parents. As soon as the jeep arrived they just ran towards it and even before their parents could open the door the boy couldn’t stop himself from embracing his mother (as seen in the picture).

“The police have filed such wrong accusations on our children, just because we are Dafer we have to endure all such police atrocities….” This is what the Dafer keep talking all the while.

VSSM and the Dafer will make further presentation against the police during the next hearing. We have also requested for an appointment from the Director General of Police. Our intent is to create better understanding and sensitivity amongst the entire police department towards the Dafer, along with that we also hope that if the police official is found guilty the court should take measures against them.

સાવરકુંડલામાં રહેતા ત્રણ ડફેર યુવાન અને એક 12 વર્ષના ડફેર છોકરાંને એલ.સી.બી.ના પોલીસકર્મીને લૂંટ્યાના કેસમાં એલ.સી.બી.એ વગર વોરંટે પકડ્યા અને વગર રીમાન્ડે ખુબ માર્યા. ઈલેકટ્રીક કરંટ પણ આપ્યા. 12વર્ષના છોકરાંને પણ પોલીસે કરંટ આપ્યાનું અને માર માર્યાનું કોર્ટમાં જણાવ્યું. જજ સાહેબ પણ આ સાંભળીને દુખી થયા.તેમણે છોકરાંને જાતે તપાસ્યો અને દાકતરી તપાસની સૂચના આપી. Vssmના કાર્યકર પણ દાક્તરી તપાસમાં સાથે રહ્યા. સાવરકુંડલાના સરકારી દવાખાનામાં કામ કરતા ડોક્ટેર સીલબંધ કવરમાં રીપોર્ટ આપ્યો.

સાંજ પડી ગઈ હતી એટલે જજે રીપોર્ટ ત્યારે ઓપન ના કર્યો. પણ તે પછીની મુદ્તે અમેગયા અને ડોક્ટરનો રીપોર્ટ ઓપન કર્યો, તો પોલીસે કોઈ માર માર્યો નથી તેવી વિગતો બહાર આવી. આટલી હદે બધુ બદલાઈ શકે તે કેવી રીતે માન્યામાં આવે.

પોલીસ થોડી ડરી એટલે ડફેરોને ધમકી આપી કે આવું કાંઈ કરશો નહીં, પછી અમે જ છીએ તમને જોઈ લેશું વગેરે.. અમરેલી જેલમાં રાખેલા ત્રણ છોકરાંને જામીન પર અમે છોડાવ્યા. જેલમાંથી મુક્ત થયેલા છોકરાંઓને લેવા તેમના મા- બાપ સ્પેશીયલ જીપ ભાડે કરીને આવી રહ્યા હતા. છોકરાંઓ મા-બાપની રાહ જોતા હતા. જેવી જીપ આવી કે જીપનો દરવાજો ખોલ્યા વગર જ છોકરો તેની માને ફોટોમાં દેખાય છે તે રીતે હેતથી મળ્યો.

‘કેવો ખોટો આરોપ અમારા છોકરાંઓ ઉપર પોલીસે મુક્યો. ડફેર છીએ એટલે આમ પોલીસનો ત્રાસ કાયમ સહન કરવાનો...’ તેવું તેઓ દુઃખી હૈયે સતત બોલ્યા કરે છે..

પોલીસ સામેની vssm અને ડફેરોની રજૂઆતો કોર્ટમાં આગામી મુદ્દતે થશે. ગાંધીનગર પોલીસ મહાનિર્દેશક શ્રીને આ મુદ્દે મળવા સમય માંગ્યો અને તેમણે તારીખ આપી છે. ડફેરના મુદ્દે આખો પોલીસ વિભાગ સંવદેનશીલ બને તેવો અમારો પ્રયત્ન છે.. તો સાથે ખોટુ કરનાર પોલીસ સામે કાર્યવાહી થાય કોર્ટ તેમની સામે પગલાં લે તે પણ ઈચ્છીએ છીએ...

હજુ આ આખા કેસમાં નસીબનું નામ પણ પોલીસે આપ્યું છે. પોતાનું નામ ખુલ્યા પછી નસીબ ઉપર જે વિત્યું તે આગળ જણાવીશું..

At a Dafer wedding someone uttered the word Police and there was chaos all around…

“Ben, we have a Dafer wedding in Dholka, can you please request the police not to harass us during the occasion. Nobody will turn up for the wedding if they fear police bustle at the ceremony,” pleaded Hamirbha from Nagra, over the phone.

This is not for the first time that we have received such a phone call. Whenever there is a wedding scheduled in the Dafer community, we invariably receive a call from the family, requesting us to speak to the police to allow them to enjoy the dignity of the occasion. I asked them to relax and assured that Tohid and Maulikraj from VSSM will remain present at the wedding to ensure the entire event remains free of any untoward situation.

The wedding happened peacefully, the guests were showering their blessings and gifts to the newlyweds and suddenly some boy announced, “Police!”

There was fear everywhere, all the men were prepared to sprint and hide for protection, Hamirbha yelled, “Relax, there is no need to run,   VSSM has spoken to the police, they will not be coming here and we also have with us team members from the organization. There is no need to fear!!” Hamirbha’s assurance could pacify and calm the marriage party for a while. But after the brief commotion the men decided to sit near the fields, so that they can get an easy escape or hide if at all the police decides to make an appearance.

The fear the men from Dafer community experience is of a very different nature. Inspite of being innocent they fear being caught and tormented by the police just because they belong to this community. We usually seek police protection but, have you ever experienced the need to seek protection ‘from police brutality.’ Strange and sad but this is the bitter truth Dafer must live with.

“We are humans but the police can sense us from anywhere, even if we are in a middle of a crowded bazaar, even if our face is covered so…. They just sense us …

That fear in the eyes is so truly captured by Maulikraj…

ડફેરના લગ્નમાં પોલીસ એવું બોલ્યા કે સૌ ભાગ્યા...

‘બેન ધોળકામાં ડફેરના લગ્ન સે તમે પોલીસને ભલામણ કરી દેજોને નકર બધા હેરાન થઈ જાહે અને લગનમાં કોઈ આવશે નહીં’ નગરાથી હમીરભાનો ફોન આવ્યો. કોઈ પણ ડફેર વસાહતમાં લગ્ન લેવાય કે તે પહેલાં પોલીસ શાંતિથી લગ્ન કરવા દે તે માટેની ભલામણ કરવાનો ફોન અચૂક આવે. મે ચિંતા ના કરવા કહ્યું અને vssmમાંથી બે કાર્યકર તોહીદ અને મૌલિકરાજ લગ્નમાં ઉપસ્થિત રહેશે તેમ કહ્યું. 

લગ્ન પત્યા ચાંલ્લો લખાવવાનું ચાલતું હતું ત્યાં અચાનક એક છોકરાએ આવીને કહ્યું, ‘પોલીસ’ બધાએ સાંભળ્યું. એક ક્ષણ માટે તો રેડી સ્ટેડી ગો બોલ્યા પછી સૌ ભાગે તેવો માહોલ થઈ ગયો. હમીરભા મોટેથી બોલ્યા, ‘અરે ભાગશો નહીં, બીવાની જરૃર નથી. સંસ્થાના માણસો આપણી સાથે છે. પોલીસમાં ભલામણ થઈ ગઈ છે કોઈ નહીં આવે.’ તેમની બૂમોથી થોડીવારમાં વાતાવરણ શાંત થયું. તે પછી મોટાભાગના પુરુષો ખેતર તરફ કે જ્યાંથી સરળતાથી ભાગી શકાય અને સંતાઈ પણ શકાય તે તરફ જઈને બેઠા. કોઈ ગુનો કર્યો નથી છતાં એક જુદા જ ભયના ઓથાર નીચે આ પરિવારો જીવતા હોય છે. 

ખેર આપણા ત્યાં કે તે સિવાયના કોઈ પણ સમાજમાં થતા લગ્નો માટે આપણે ક્યારેય પોલીસને શાંતીથી લગ્ન થવા દેવાની ભલામણ કરતા નથી પણ ડફેરને કરવી પડે છે એ કરૃણતા છે...

‘અમે છીએ માણસ પણ બજારમાંય પોલીસ અમને જોઈ જાય ને તો એમને તુરત ખબર પડી જાય કે અમે ડફેર.. ચહેરો આમ ઢાંક્યો હોયને તોય ખબર પડી જાય..

One more incidence of police harassment of Dafer families…..

Every time we communicate on an incidence of police atrocities carried out on the Dafer, we tell ourselves may be this is the last time we are required to write about the unlawful harassment of the Dafer and each time the police succeeds to prove us wrong!! The incidents keep reoccurring in some or the other region of Gujarat, leaving us frustrated, demoralized and depressed!!

Recently, a police official appointed at Savarkundla’s Nageshri police station filed a complaint stating that he was looted on the night of 24th February by 4 Dafer men.  Amongst the four men he named, one was just 12 years old and he had no clue of the crime he had committed. He was accompanying his father Kalubhai to a market to purchase  manure for a farm in Savarkundla. Right in the middle of the bazaar, the police asked Kalubhai to alight from his bike,  they took his  12-year-old son Rasul and the bike. On the other hand, Sultan and Sataar were also taken in custody by police on pretext that they had some work with the two of them. Taju, who had arrived to  the police station to inquire why his brothers were taken into custody, too was sent behind the bars for questioning the police authorities!! The Amreli LCB beat and tortured the three men for three days, compelling them to confess their crime. On the other hand,  Rasul was nowhere to be found!!

As the atrocities continued on the poor Dafer men who work as farm laborers, their families reached Gandhinagar for help. This annoyed the police even further, who threatened of dire consequences for seeking help and complaining to higher authorities in Gandhinagar. “Are you guys out of your senses, do you consider yourself that big to go against us to Gandhinagar?? Remember, we can make it difficult for you to survive in Savarkundla!!” they threatened.

The men were brought to the court, “We have been captured without any warrant and were tortured and beaten without any remand!!” said the captive in the court. The judge has ordered medical examination.

The police has absolutely lost track of the behavior that is expected from them, the need to represent empathetic and humane approach towards the lesser humans ( this is how the Dafer and other marginalized communities are believed to be by the society at large) and to perform their duty as a protector and not as a persecutor!!!

Imagine the plight of the parents who have no idea where their child is, it has been four days and every time they go to the police station to inquire about Rasul, they are shooed away like  cattle…. It is beyond our understanding on what should we expect from such police!!

ડફેર પરિવારોને પોલીસ દ્વારા થઈ રહેલી હેરાનગતિ

સાવરકુંડલાના નાગેશ્રી પોલીસ સ્ટેશનમાં ફરજ બજાવતા એક પોલીસ કર્મચારીએ તા.24 ફેબ્રુઆરીની રાત્રે પોતાને ડફેર સમુદાયના ચાર વ્યક્તિએ લૂંટ્યા હોવાની ફરિયાદ કરી. આ ચારમાંથી એક છોકરો તો 12 જ વર્ષનો એને તો બિચારાને ખબરેય નહોતી કે એણે કોઈને લૂંટ્યા છે. પિતા કાળુભાઈ સાથે સાવરકુંડલા ખેતરમાં નાખવાનું ખાતર ખરીદવા ગયો અને બજાર વચ્ચે પોલીસે કાળૂભાઈને બાઈક પરથી નીચે ઉતાર્યા અને બાઈક લઈને 12 વર્ષના રસુલને લઈ ગઈ. જ્યારે સુલતાન અને સતારને પણ કામ છે એમ કહીને પોલીસ ઉપાડી ગઈ. તાજુ પુછવા ગયો કે મારા ભાઈઓને કેમ પુરી રાખ્યા છે બસ એ પુછવાના ગુનાસર એને પણ પકડી લીધો. 

અમરેલી એલ.સી.બી.એ આ ત્રણેયને ગુનો કબુલ કરવા માટે ત્રણ દિવસ માર્યા. રસુલને ક્યાં રાખ્યો હતો તેનો તો પતોય નહોતો. 

ખેતરમાં મજુરી કરનારા ડફેર પરિવારો પર પોલીસે કાળો કેર વર્તાવ્યો. ગાંધીનગર સુધી રજૂઆત કરી. રજૂઆત કરી એટલે સ્થાનિક પોલીસ વધારે ગુન્નાઈ. ‘અલ્યા એવડા મોટા થઈ ગ્યા કે છેક ગાંધીનગર જઈ આવ્યા. જીવવું હરામ થઈ જશે સાવરકુંડલામાં’ એવી ધમકી ઉચ્ચારે છે. 

છોકરાંઓને કોર્ટમાં હાજર કર્યા છોકરાંઓએ કહ્યું કે, ‘વગર રિમાન્ડે અમને માર્યા, વગર વોરંટે અમને પકડ્યા..’ જજે દાક્તરી તપાસ માટે કહ્યું છે... 

પોલીસ કેવી ખતરનાક રીતે વર્તી રહી છે. માણસ તરીકેનો ધર્મ જ ભૂલી ગઈ છે. એ મા જેનો 12 વર્ષનો દીકરો ક્યાં છે? જેની ભાળ એને ચાર દિવસ સુધી મળી નથી તેની દશા તેમણે વિચારી છે ખરી. પોલીસ સ્ટેશનમાં પુછવા જાય તો પશુની જેમ હાંકી કાઢે છે. આવી પોલીસને શું કહેવું. 

Vssmએ આ પરિવારોની ગાંધીનગરમાં ડી.જી.પી., ગૃહમંત્રી થી લઈને માનવ અધિકાર પંચમાં રજૂઆતો કરાવી.

The current living conditions of  Dafer families

Since last few days some unusual activity by police in the Dafer settlement of Vijapur has left the community a bit unsettled and edgy. The police are making rounds to examine whether the Dafer individuals that had been associated with unruly past are spending the night in the settlement!! The community members are unable to understand the reasons for such frequent visits by the police officials.  Those accused in the past have served their sentences and are leading a life of honor and dignity by putting in hard work to earn a dignified living. So why than are the police frequenting their settlement when they have left their past far behind.

“It has been an uphill task to improve our image before the society, we have begun securing some work in Vijapur but of course the villagers aren’t yet prepared to allow us residency in their village nonetheless things were looking brighter. But now with the police visiting our settlement so often the villagers have started questioning us. They are getting the impression that are involved in some kind of unlawful activity. We are not liking this constant need of having to prove ourselves and our innocence. Why can’t people think of us as humans and not mere criminals??” requested Umarbhai Dafer, the Dafer community leader of Vijapur.

VSSM endeavors tirelessly for the welfare and development of the Dafer community and such incidents leave us with no choice but to address such frequent outbursts by writing to the top police officers, in this case to the DGP, requesting them to stop treating these families as criminals and initiate the process of allotting them residential plots. We are awaiting their reply…..

ડફેર વસાહતોમાં ફરી પોલીસ

છેલ્લા કેટલાક સમયથી વિજાપુર ડફેર વસાહતમાં રોજ રાતના પોલીસનું આવવાનું શરૃ થયું છે. જે ડફેર ભૂતકાળમાં ગુના સાથે સંકળાયેલા હતા તેઓ વસાહતમાં રાત્રી દરમ્યાન રહે છે કે કેમ તેની તપાસ કરવાની સૂચના પોલીસને આપવામાં આવી છે. 

ભૂતકાળમાં જેમના માથે ગુના હતા તે બધા તો સજા ભોગવી ચુકવ્યા છે અને હવે તો મહેનત મજુરી કરે છે. ગુનાહીત જીંદગી તેમણે છોડી દીધી છે ત્યારે પોલીસનું આવું વર્તન સમજાતું નથી.

વિજાપુરના ડફેર આગેવાન ઉમરભાઈ કહે છે, ‘માંડ માંડ અમારી છાપ સુધરી છે. વિજાપુરમાં હવે કામ મળતું થયું છે છતાં આસપાસના ગામલોકો હજી પોતાના ગામમાં કાયમ વસાવવા રાજી નથી. પોલીસની નીત વસાહતમાં હાજરીથી લોકો હવે તમે પાછા આડા રસ્તે ચડી ગ્યા તેવું પુછે છે. આ નથી ગમતું અમે માણસ છીએ તેમ ગણીને અમારો સ્વીકાર કેમ નથી કરવામાં આવતો? અમને ગુનેગાર તરીકે જોવાનું બંધ કરવા અનુરોધ કરીએ છીએ..’

vssm આ પરિવારોને પડતી હાલાકી દુર કરવા દિવસ રાત મથે છે ક્યારેક હવે બધુ ઠીક થયું છે તેવું લાગે ત્યાં પાછા આવા ગતકડાં શરૃ થાય છે ખેર અમારે તો પ્રયત્ન કર્યા કરવાનો છે. ડી.જી.પી.ને ઉમરભાઈની ભાષામાં આ પરિવારોને ગુનેગાર તરીકે જોવાની જગ્યાએ માણસ તરીકે સ્વીકારી તેમના વસવાટના પ્રશ્નને ઉકેલવા લખ્યું છે. જોઈએ શું જવાબ આવે છે.

Mohammadbhai Dafer meets Mittal Patel to talk
about the harrasment they have been facing

 “Ben, the Nadiad police has arrested my brother. It has been days and we haven’t heard anything from them!! We live in the dangaa at Pisavada. Since last one week the S. O. G. Sarkhej and L. C. B. A. Nadiad have been frequenting our dangaa daily. The villagers have been very cooperative so far but, now they have begun doubting us. They have been inquiring of reasons why the police are frequenting us so much. You are trying to help us settle permanently in this village, the villagers were also willing to do that until now but since these frequent visits by the police they have now refused to process our income proofs,” narrated a rather anguished Mohamadbhai, who was at VSSM’s office to request our intervention.

VSSM has facilitated the process of applications for allotment of plots to 13 Dafer families living in Pisavada village of Dholka block. The revenue officer was to issue the income proofs required for the same. Sarpanch and the entire village was looking forward to allow these families allow permanent settlement in this village. However, the police reached Pisavada village with regards to a loot that had taken place in Kheda town. On 17th December the police arrested Surabhai Sadikbhai Dafer, a resident of Pisavada who was employed on a farm in Dholka. Surabhai was clueless on the reason for his arrest. When the police had reached the farm to arrest Surabhai, its owner Johnybhai called up Mohammadbhai, telling his to leave the farm as he was not interested in getting into the police issues. Similarly, Mohammadbhai’s son was also terminated from his job after police reached his workplace in Dholka town.

On 19th December, Mohammadbhai visited the office to talk about the recent harassment they have been facing. “We do not want to guard the boundaries, the police kept bothering us continuously when we were guarding the boundaries, demanding weapons that they thought we possessed.   Now we have moved to doing other jobs and the police has reached our workplaces here as well. So how will we earn our living? Ben, please help!! This way the villagers will also remove us from their village!! The police talk filthy with the women in our dangaa. We are supposed to tolerate this nonsense just because we are Dafer!” 55 years old Mohmmadbhai was in tears when he narrated all these episodes. The constant fear and anguish these families faced is heart breaking.

Mohammadbhai spent 4 hours in our office. When we asked him to  accompany VSSM team members to the Nadiad L. C. B. office the next day, he refused out of fear saying, “what if they arrest me as well?” If only for once the police decide to consider and treat the Dafer as humans!!!

We assured Mohammadbhai there was no need for him to fear. On 21st December 2016, accompanied by  VSSM’s Jayanatibhai and Tohid, Mohammadbhai reached L. C. B. Nadiad. The trio tried speaking to the police officials present in the office but none of them was prepared to listen to what visitors had to say. However, after we talked of VSSM’s work with the Dafer, how VSSM has been in constant touch with the DGP’s office in Gandhinagar on the issues concerning police harassment to innocent Dafer families and we might also need to talk about this episode to the DGP, did the officials pay heed to our talk. After listening to our team members and Mohamadbhai the PI adopted a mellower approach, “I know the Dafer engage in petty thefts to meet their hunger pangs but they never part of big loots. I too would like to see these families earning and flourishing well,” said the PI before calling Surabhai. “We had brought him for normal interrogation, he is innocent and you may take him along with you.” Mohammadbhai could not believe his ears, the entire episode coming to an end so easily!! When the team and Surabhai were about to leave, the PI invited them for a lunch. The team politely refused to the invite but the officer insisted. All of them later dined at a good restaurant. The PI was appreciative of VSSM’s endeavors for these communities.

Mohammadbhai was struggling to comprehend the events. Releasing Surabhai without any problems, the PI hosting them for a lunch and such compassionate approach of the officials was difficult to digest for Mohammadbhai. “The police never fear anyone, they always put us behind bars and find multiple fake reasons that would keep us in jail forever. And they just released Surabhai without any questions!!” All we had to say to the questions that were Mohammadbhai was popping out, “ You all are ignorant about law and the police take advantage of this ignorance. Your illiteracy and ignorance allows them to intimidate you all, your fear does not permit you to ask questions, begin to ask questions and the police too will decide to ast differently!!”

 

We aren’t sure if Mohammadbhai and Surabhai absorbed all that the team told them, but there was immense joy reflecting on their face as if they were successful in saving a prey from a lion’s hold!!

 

Whenever I visit Dafer settlement they invariably tell me, “VSSM has brightened our present. Earlier, we survived in the woods and loitered around like animals! But, things have changed now.” Such honest confessions do brighten up our day but, it also raises questions like what about the families that VSSM hasn’t reached yet?? Everyday there are instances of Dafer been harassed by police, how would they find a relief, who helps them??

 

Hope police officials around the state understand and execute the ‘Suraksha Setu Program’ with utmost honesty…..

 

‘બેન મારા ભાઈને નડીયાદ પોલીસ પકડીને લઈ ગઈ છે. પાંચ દી થ્યા એના કોઈ વાવડ નથી. પીસાવાડાગામમાં અમારા ડંગા છે અને ગામલોકો પણ અમને હારુ રાખે છે. પણ છેલ્લા અઠવાડિયાથી સરખેજ એસ.ઓ.જી. અને નડિયાદ એલ.સી.બી.એ. ઉપાડો લીધો છે. નિત ડંગામાં પોલીસ આવે છે. હવે તો ગામના લોકો પણ પુછે છે કે, તમે કાંઈ કર્યું નથી ને?અમને ગામમાં કાયમ વસાવવા તમે પ્રયત્ન કરો છો ને બેન, ને ગામના લોકો પણ એ માટે રાજી થઈ ગ્યાતા. પણ હવે એમણે આવકના દાખલના કાઢી આપવાની ના પાડી.’

પીસાવાડાથી મોહમ્મદભાઈ vssm ઓફીસ પર આવ્યા અને ખુબ વેદના સાથે આ વાત કરી. vssmએ ધોળકા તાલુકાના પીસાવાડામાં રહેતા 13 ડફેર પરિવારોને રહેણાંક અર્થે પ્લોટ મળે તે માટે અરજી કરી હતી અને તે માટે આવકના દાખલા તલાટી આપવાના હતા. સરપંચ અને આખુ ગામ આ પરિવારોને મદદ કરવા રાજી હતું પણ ખેડામાં થયેલી લૂંટના કિસ્સામાં પોલીસ છેક પીસાવાડા પહોંચી ગઈ અને આ ગામમાં રહેતા અને ધોળકામાં જોનીભાઈના ફાર્મમાં કામ કરતા સુરાભાઈ સાદીકભાઈ ડફેરને તા.17 ડિસેમ્બરના રોજ સવારે છ વાગે લઈ ગઈ. સુરાભાઈને તો ખબર નહોતી કે પોલીસ કેમ એમને પકડીને લઈ જઈ રહી છે. સુરાભાઈને ફાર્મમાંથી પોલીસે ઉપાડ્યા એટલે ફાર્મના માલીકે મોહમ્મદભાઈને બોલાવીને પોલીસના લફરા અમારે ના જોઈએ હવે પોલીસ આવશે તો તમારે ખેતીકામ છોડવું પડશે એમ કહ્યું. તો સામે મોહમ્મદભાઈનો દીકરો ધોળકામાં જ્યાં કામ કરતો ત્યાં પણ પોલીસ ગઈ એટલે માલીકે તેને કામમાંથી કાઢી મુક્યો.

મોહમ્મદભાઈ તા.19 ડિસેમ્બરના રોજ ઓફીસ આવ્યા અને પોલીસ દ્વારા થઈ રહેલી હેરાનગતિની વાત કરી. ‘પોલીસ જો આવું કાયમ કર્યા કરશે તો અમને કામે કોણ રાખશે. અમારે સીમરખોપું નથી કરવું. મહેનત મજુરી કરીને જીવવું છે. સીમમાં રહીએ તો પોલીસ વધારે હેરાન કરે અમે એમાંથી માંડ છૂટયા છીએ ત્યાં પાછુ આ લફરુ? બેન કાંક કરો.’ આ રીતે જો પોલીસ ડંગામાં અને જ્યાં તેઓ કામ કરે છે ત્યાં રોજ આવતી રહેશે તો એમને ગામમાંથી અને કામ પરથી કાઢી મુકશે તેવો ભય લાગી રહ્યો છે. 

બેન જીવતરમાં ધુળ પડ્યા જેવું લાગે છે. પોલીસ ડંગામાં આવીને અમારી બેન દીકરીઓને કેવું બોલે. લોહી ઉકળે પણ અમારે એ સહન કરવાનું. અમે ડફેર છીએ એટલે આ બધુ ચલાવવાનું. આટલું બોલતા તેઓ રડી પડ્યા. 55 વર્ષના મોહમ્મદભાઈને આ રીતે રડવું પડે કેટલી વેદના એમને થતી હશે. પોલીસ ડફેરને માણસ તરીકે જોવા જ જાણી રાજી નથી તેવું લાગ્યા કરે.

ચાર કલાક મોહમ્મદભાઈ ઓફીસ પર બેઠા. સુરાભાઈ સાવ નિર્દોષ છે એને છોડાવવા એમણે વિનંતી કરી. અમે કહ્યું કે, કાલે નડિયાદ એલ.સી.બી.ની ઓફીસમાં તમે vssmના કાર્યકર સાથે જશો? એમણે એ માટે ના પાડી. ‘પોલીસ મને બેસાડી દેશે’ તેવો ભય તેમણે વ્યક્ત કર્યો. 

કોઈનાથી ડરવાની જરૃર નથી તેવું કહીને મોહમ્મદભાઈને હીંમત આપી. 21 ડિસેમ્બર 2016ના રોજ vssmના કાર્યકર જયંતીભાઈ અને તોહીદ સાથે મોહમ્મદભાઈ નડિયાદ એલ.સી.બી. ઓફીસ પહોંચ્યા. ઉપસ્થિત પોલીસકર્મી સાથે વાત કરવા કોશીશ કરી પણ તેઓ કશું સાંભળવા રાજી નહીં. પણ પછી ડફેર સાથેનું કામ, ગાંધીનગર ડી.જી.પી.ઓફીસમાં અમે આ બાબતે વારંવાર લખીએ અને જરૃર જણાય ત્યારે બેઠક કરીએ તેવું જણાવી અહીંયા સરખો જવાબ નહીં મળે તો સીધા ગાંધીનગર જવાની વાત કરી. એટલે તેઓ ઠંડા પડ્યા અને પછી સાથે બેઠા. કાર્યકર અને મોહમ્મદભાઈની આખી વાત સાંભળી પી.આઈ. પણ ઢીલા પડ્યા. ‘મને ખ્યાલ છે કે ડફેર નાની મોટી લૂંટ અને એ પણ પેટ ખાતર કરે. મોટી લૂંટમાં એ લોકો કોઈ દી ના હોય. મને પણ આ લોકો સુધરે એમાં રસ છે.’ તેમ કહીને તેમણે સુરાભાઈને બોલાવ્યા અને કહ્યું, ‘અમે આને પુછતાછ માટે જ લાવ્યા હતા બાકી એ નિર્દોષ છે. તમ તમાર એને લઈ જાવ.’ મોહમ્મદભાઈને કલ્પના પણ નહોતી કે, આ બધુ આમ આટલી સરળતાથી પતશે. સુરાભાઈ સાથે કાર્યકર નીકળતા હતા ત્યાં પી.આઈ.એ તેમને જમીને જવા કહ્યું અને તેમને સરસ હોટલમાં આટલું સારુ કામ કરો છો અને કાયમ કરતા રહો તેવા ભાવ સાથે જમાડ્યા પણ ખરા. 

આખી ઘટનામાં સુરાભાઈનું આટલી સરળતાથી છૂટવાનું અને પોલીસનું મોહમ્મદભાઈ, સુરાભાઈ અને કાર્યકરોને હોટલમાં જમાડવાનું મોહમ્મદભાઈને બહુ પચતું નહોતું. ‘પોલીસ કોઈથી ડરે નહીં અમે ના કરેલા કેટલાય ગુના અમારા માથે મારી મચળીને બેસાડી દે. ત્યાં આટલી સરળતાથી સુરાભાઈને છોડી દેવાનું?’ મોહમ્મદભાઈના પ્રશ્નોના જવાબમાં અમે એટલું જ કહ્યું, ‘તમે કાયદો જાણતા નથી. ડર લાગે છે એટલે એકની પકડીને લઈ જાય પછી આપણે પાછળ પુછવાય જતા નથી કે એને કેમ પકડ્યો? બસ એનો ફાયદો સૌ ઉઠાવે છે. એક વખત કારણ પુછતા થઈશું તો આ બધુ આપ મેળે ઓછુ થશે.’

અમારી વાત કેટલી ગળે ઉતરી તેનો ખ્યાલ નથી પણ પોતાનો ભાઈ જેને મોહમ્મદભાઈ સાવ ભોળો કહે તેને આમ ઘરે લઈ જતા તેમના મોંઢા પર જે રાજીપો હતો અને એ રાજીપામાં સિંહના મોંઢામાંથી હરણને છોડાવી લાવ્યાની અનેરી ખુશી પણ હતી. 

ડફેરોની વસાહતમાં જઉ ત્યારે તેઓ હંમેશાં કહે કે, ‘તમારા(vssm) આવવાથી ડફેર સમાજનું સારામાં સારુ વર્તમાન છે. પહેલાં કેવા બાવળોની વચમાં, જંગલમાં નીલગાયની ઘોડે પડ્યા રેતા પણ હવે બધુ બદલાયું છે.’ આ સાંભળીએ ત્યારે રાજીપો થાય પણ પછી પ્રશ્ન પણ થાય કે, શું તમામ ડફેર પરિવારોને અમે મદરૃપ થઈ શકીએ છીએ? નિત ડફેર અને વિચરતી જાતિઓમાંના કેટલાય પોલીસની ઝપટમાં કોઈ જ કારણ વગર આવી જતા હોય છે. આ તમામની અમારા સુધી પહોંચ છે? જેઓ અમને જાણે છે તે અમારી પાસે મદદ માટે આવે છે અને અમે શક્ય મદદ કરીએ છીએ પણ જે જાણતા નથી તેઓની દશા શું છે તેનો તો ખ્યાલય નથી...
