The entire team of VSSM always remians eager to help the nomadic communities...

Mehboobbhai Salat showing his file containing documents to
Mittal Patel
“Kanu Saheb, can you please go through these documents to check if anything is missing?”

Mehboob Salat of Morbi’s Nava-Jambuliya appeared before us with a file containing the documents he wanted Kanubhai to review.

“Why don’t you check it for yourself, see if it has Aadhar card, ration card, voter id card, Ma card, caste and income certificates.” I replied.

Mehboobbhai Salat with his documents
“Ben, I will not be able to make-out! Kanubhai, tell me which of the document  that Ben just mentioned is missing.”

“Arre, why don’t you read and confirm by yourself.”

“I have not gone to school,” Mehboob replied hesitantly.

“Oh! So where did you get this nice looking file from? Who taught you to file the documents in such an organised  way?”

“I have followed Kanu Saheb to Mamlatdar’s office many a times. I would see the  officials  carry documents in  files. I too had decided that on the day  I obtain my identity documents I too will  file them in a good file. When I received Voter ID card I went to a shop and bought back the best looking file from many the shopkeeper showed me.” Mehboob gave a generous smile after narrating this.

“Good, now that we have a file the documents will be preserved well,” I said taking the file from his hand. I found an unopened envelope while going through the documents in the file. I looked at the envelope, before anyone could say a word Mehboob spoke up, “Glad you took a look at it. The letter has been with us for such a  long time since,  Kanu Saheb had  not come to the settlement, it is yet to be opened!” Mehboob replied.

“So every letter you receive needs to be opened by Kanu Saheb?”

“ Of course, what would we do after opening it, we can hardly read or understand. So we await his arrival.”

“You set-out of  the settlement, people can read it for you anywhere you have gone so why just Kanu Saheb.”

“That is true but Kanusaheb makes it very easy for us to understand.”

Kanubhai and Chayaben are in charge of Morbi and Rajkot district. The communities hold tremendous respect for this empathetic duo. In fact the entire team of VSSM always remains eager to help the nomadic communities.

Mehboob has immense affability towards his file, he was happy he too had a proper file like other individuals and officials to hold his important documents. So much so that he has preserved the postal documents well too.

The images helps you comprehend all we have written!!

Harsh reality- homeless Meer families get "Above" Poverty Line (APL-2) Cards...

Mittal Patel meets meer families of deesa

‘We are Meer Fakir…’ the 60 families living in Deesa have been saying this for past 60 years. Meer Fakir follow both faiths, Islam and Hindu. They pray to Allah and cannot imagine their existence  without worshiping the Goddess. It seems they have absorbed and imbibed  the true spirit of Indian  culture. Yet, we have resisted accepting and including them all these years.

It is become immensely difficult for us to obtain their proofs of residence. VSSM’s Mahesh has been able to get their Voter ID cards, Adhar cards but the applications for ration cards refuse to move forward.
A Meer family showing the documents they have

The administration of Banaskantha has always been supportive but they too need a little nudge from time to time. We brought this matter to the notice of Shri. Ishwarbhai Parmar, Minister for Social Justice and Empowerment. His PA took Shri. Vijaybhai took personal interest and instructed the Mamlatdar to issue ration cards to these families. However, when the families received the cards they were APL category 2 cards, which are practically useless for these extremely poor families.

A Meer family showing their APL-2 card
“Ben, these cards do not bring us even a single speck of grain! What do we do with them?”

Category 2 cards are those ration cards that economically well off families like us receive. How do these families who live in tethered shanties get issued such cards baffles us!! The families earn their living as manual labour while those incapable of putting in hard work retort to begging as a means of earning. It is for such individuals and families that the Antyodaya ration card assures that there is atleast some food on the plate.

The reason for sharing my thoughts here is because a lot of officials and administrators read our facebook posts, it’s an humble request to all of them to look within,  empathise with these families and do the needful. Only that will do justice to these families.

And to our friends in Deesa, please cooperate and work together to provide residential plots to these Meer families. Aren’t the one of us?

The pictures reveal what these families need and their story by one of their own Salimbhai Meer.

A leading newspaper Hindustan Times recognizes VSSM and its humanitarian efforts for NT-DNTs..

Electoral inclusion: The tide is turning for these tribes in Gujarat

In 2004, Mittal Patel hopped off a state transport bus at Necknaam, a nondescript intersection an hour away from Rajkot, where her parents believed she was working with a local NGO. It was the site of a large basti of nomadic tribes. Then a 20-year-old journalist and aspiring civil servant who thought the only difference between urban living and nomadic living would be the use of tents, she had brought just two changes of clothes.

As she stepped into the settlement, two bloodied men ran in. They were father and son. They had been beaten by two men on a motorcycle, who had abducted the man’s wife.

There was chaos and uncertainty in the settlement. Mittal says she kept waiting for the police to be called, an FIR to be registered, and the culprits to be found. But the tribe was too afraid to go to the police, and having no identity cards to prove who they were, believed they would be locked up instead. So everyone returned to their homes to wait helplessly. The woman came back the next morning, raped and assaulted. And that’s where the matter ended.

Horrified, Mittal who had initially thought of going home the next day, made giving tribals identity cards and making them a vote bank that mattered her life’s mission. She stayed in the settlement for the next two months, in one of the tents, eating what food was available, bathing in the dirty gutter water they used. Today ‘Mittalben’ – Ashoka Fellow and multiple award-winner — is a major influence on the denotified tribes of Gujarat. For the first time, in December 2017 prior to the Gujarat assembly elections, the leaderships of both the Bharatiya Janata Party and the Congress held meetings with the denotified tribes to seek their votes. “For the first time, there were enough of them registered as voters to swing an election,” Mittal Patel said. The denotified tribes had finally started to count.

It was not been easy getting here. Patel’s first step was to insist that the then chief electoral officer Vinod Kumar Babbar accompany her to the bastis. On seeing how many people lived undocumented, with no access to rations and not part of any Census, Babbar was moved enough to suggest relaxing stringent address-proof norms for the tribals. However, for cards to be issued, they still needed to show a place of residence, a constituency in which to cast votes. As nomads, they had none and were prone to repeated evictions.

Babbar agreed to start the process on the basis of a letter issued by a gram panchayat that stated these tribals camped in the vicinity of their villages or were known to the villagers. Most panchayats refused out of fear that the land would be usurped and temporary bastis would become permanent ones. Patel went back to Babbar, who modified the norms to say that anyone who knew the tribals could vouch for them through a letter saying they knew they lived in a certain area.

Patel personally signed over 20,000 letters over the next decade, she says. Even so, she quickly realised that when submitted at the gram level, office bearers from the local panchayats held the paperwork up. When she moved to get the tribals Below Poverty Line (BPL) ration cards, on the basis of whatever voter cards had come through, getting approvals from panchayats proved to be an obstacle as well.

In 2009, the state government empowered district collectors to assign plots for tribal settlements. Babbar had resigned in 2008, but Anita Karwal, who replaced him, continued to support the cause. By then, officials such as the district collector of Mehsana, Ajay Bahadur, had stepped in to ensure all the tribals in his district were found and documented. Within the government, IAS officers such as Raj Kumar began to move to issue permanent residential plots to the nomads. There was slow but systemic change.

Ten years after the fight began, however, the process was still painstaking. You could force paperwork on villages but, Patel found, you could not enforce acceptance. The tribals, allocated plots and voter cards, were often shunned by panchayats and banned from using anything from water to shops to transport. When a nine-year-old boy died because none of the village auto-rickshaws would take him to the hospital, Mittal realised the fight needed to be a different one – for inclusion, not enforcement.

Though not particularly devout, she decided to use religion, and approached the famous Gujarati preacher Morari Bapu. She briefed him about the plight of the denotified tribes, and took him to various sites through the state. Moved by what he saw, he began to mentions the tribes in his discourses. In 2011, Morari Bapu did an entire series on the denotified tribes. Given his large TV audience, public empathy began to grow. What was a trickle became a flow.

The battle for the enfranchisement of the denotified tribes in Gujarat is considered a landmark in electoral inclusion. Former chief election commissioner SY Qureshi says that it reinforces the “dharma of inclusive democracy”. “Not one person should be left out is our effort. It’s not easy to locate denotified tribes but special efforts have been taken by the commission to mainstream them in the electoral process,” Qureshi said.

In his book, ‘An Undocumented Wonder: The Making of the Great Indian Election’, he writes how the state election commission coordinated with Gujarat’s social justice ministry to ensure that welfare officers accompanied district election officers to register denotified tribes where they could be found. “A system was devised under the directions of the commission for fulfilling the requirement of being an ‘ordinarily resident’ of a place to be enrolled as a voter. Grassroots-level officers were empowered to do panchnamas of such persons wherever located on the day this exercise was done,” he said. Just before the 2007 elections, says Qureshi, 3,393 members were registered as voters. In 2011, when about five thousand assembled for a Ram Katha, they were all registered too.

The process, however, is limited in the hands of the Election Commission of India (ECI), which does not record caste, community or tribe data. Since the last census of denotified tribes was done as far back as 1931, the government does not know how many denotified tribals there are in any given state, and the ECI cannot know how many have been excluded. With the 2018 Idate Commission Report estimating 15 crore denotified tribals in India, several of whom have never been enfranchised or counted in a census, it means an estimated 12 per cent of India’s population may deprived of basic rights.

What happened in Gujarat inspired others in different parts of the country. In Delhi in 2013, chief electoral officer Vijay Dev worked with local NGOs to ensure the homeless had a methodology that would allow them to get their names on the electoral lists -- election officers could identify their belongings in any public space. The rule was then extended to include the homeless across India.

Today Patel is using a quid-pro-quo system to give eight villages what they need in exchange for accepting denotified tribal bastis in the vicinity.

In Gujarat’s Banaskantha district, where the alleged misuse of the Narmada river has left lakes and ponds dry, Mittal’s organisation has invested Rs 1.5 crore in building water management reservoirs for villages in exchange for the paperwork and social inclusion that will allow the tribes settled on their outskirts to become an integral part of the village ecosystem.

The Supreme Court in 2017 asked the Unique Identification Authority of India (UIDAI) to explain how the homeless would get Aadhar cards. In Gujarat, an estimated 60 lakh tribals, are better prepared than most thanks to two decades of work done by the ECI. The voter cards have opened the doors to BPL ration cards, and nomadic ration cards that give them grain and aid, along with access to the public distribution system and other welfare schemes.

In most other parts of the country, the tribes remain at the mercy of local panchayats, tehsils and the police. Haryana has now announced ration cards unique to nomads, but unless the tribes have a system by which they can establish their identity, and become a valid vote bank, they will never quite count.

It may not be a bad idea to replicate the Gujarat model, at least in this instance, across the country.

“People tell me that you (Mittal Patel) listen to the poor!!”

Geetaben Bawa with Mittal Patel at her incomplete house
“Ben, the biometric machines are unable to capture my finger prints for processing my Aadhar Card application, without the Aadhar card my BPL card is no good, I cannot procure any grains from the PDS shop. Please help me get the Aadhar card, I am very poor and have required to beg for food because I don’t have grains from the ration shop….” the emotional Geetaben Bawa could speak no more after this…

I was walking out of the Saraniya settlement in Chapi, when Geetaben walked up to me. Widowed Geetaben never had children of her own and now takes care of her sister’s daughter. Geetaben’s sister and brother-in-law have passed away.  Geetaben has received a residential plot from the government, her house has reached foundation level for which she has received first instalment. The second instalment will reach her only after the walls are constructed. A total of Rs. 45,000 will reach her only after she follows the norms that most poor find difficult to fulfill. Geetaben could never manage to construct the walls and hence the second installment never reached her. The foundation of her house is still awaiting the construction of walls.

Geetaben Bawa with a letter narrating her living
condition which she uses to beg for food.
The BPL ration card Geetaben possessed never required her to worry about the food grains but, this recent official order to link the ration cards with Adhar card have made it difficult for her to procure grains from PDS store. Every morning Geetaben sets out and roams around 2-3 villages to beg for food and flour. The food helps sustains her and the small girls she takes care of.

Geetaben applied thrice for assistance under the scheme that assures monthly Rs.3000 for the guardian/care-taker of orphan kid but that too was never processed.

“I have heard you listen to the poor, when I came to know that you were coming to Chaapi I rushed to meet you. Please come and have a look at my incomplete house. Ben, I pray to you please help me activate my ration card!!”

After her ration card stopped bringing her ration someone from the village helped her draft a letter (as seen in the picture) narrating her living condition. She would take the letter and beg for food. It pains us when we come across such individuals for who survival is a struggle every single day!!

It is the job of Department of Social Welfare to ensure that people like Geetaben live with dignity but……

In the picture….. Geetaben taking me to see her incomplete house…

We are Saraniya, the knife sharpeners...

We are Saraniya, the knife sharpeners. The Saraan we use to sharpen the knives gives our community this name. Saraan is a machine we carry on our shoulders when work takes us from one village to another. The work we do involves skillful rubbing of our fingers with the sharpening wheel.  As a result, our fingerprints get erased. Even the biometric machines could not capture them when we applied for Aadhar UID.

Mittal patel with one of the Saraniya at his settlement
The demand for our skill is gradually decreasing as not many use these traditional blades. Hence, we have started selling knives. But the police harass us on the pretext that we keep weapons. Sometimes they even take us to police station.  Have you heard of any Saraniyaa hurting someone with the knives they sharpen? There would not be a single case of something like this in entire country yet, the police never listen to this argument.

We would want the government to issue an identity card that mentions us as knives sellers.  We also want a ration card that enables us to obtain grains and our names included in BPL list. This is our demand to our government. The government is like a parent to us. It is natural we have certain expectations from our parents!!
