Collector Shri distributes caste certificate to nomadic'families

 “Why do you travel so much? You now have a team, why is the need for you to travel so much!!” I am often asked.

“It is the my travels through the countryside, the areas we work that enables me understand the real India, the people and communities that give India it’s identity, comprehend their everyday struggles!!”

It is not just me, the government officials, authorities, ministers, leaders all travel to understand the people they represent. However,  their entourage and official protocol limits their ability to mingle with the communities. The police and security  that  surround our political leaders and bureaucrats intimidates the communities to reach out to them.

The Surendranagar district collector Shri K Rajesh however, is moving and interacting with the communities in a completely  informal manner. A very different approach from a senior official of his level. Even if his officials fail to reach on time, Shri Rajesh is invariably present on the decided place and begins his day by listening to the problems of the poor and marginalised  people of the district he is entrusted with. Everyone talks to him without any inhibitions. The people do not hold back on their grievances,  complaints or appreciations

“He is our man, we can share anything to him,” they say in chorus. This is a huge achievement for any  district collector.

An official was unnecessarily delaying the issuance of caste certificates to the Saraniya and Devipujak families of Chuda. A phone call reaches Shri Rajesh who then  instructs his official to make a visit  to the place of residence and issue the certificate. “I too will remain present when you visit the place,” he tells. Obviously, the official had to work in the direction.

Finally, two days back the families who had been awaiting caste certificate for years,   received it from the hands of Shri K Rajesh himself.  He insists on going to the settlement so that his officials take a cue from his actions and begin to embrace this poor  communities. And Surendranagar district bureacary is witnessing this change. Now, one can see authorities interacting with the communities more often.

 During a small function we had organised for the distribution of caste certificates VSSM’s Harshad mentioned, “K. Rajesh Saheb has promised to allot residential plots to 500 nomadic families after Diwali…” before he could continue any further Shri Rajesh interrupted, “Not after,  but before Diwali!!” 

Honestly, no one has ever given such a gift to these families… Thank you for such a thoughtful commitment. Thank you for embracing these poorest of poor families.

મને ઘણા કહે, હજુ તમે આટલો બધો પ્રવાસ કેમ કરો છો.. હવે તો તમારી સાથે આખી ટીમ છે...

ઘણા દ્વારા પુછાતા આ પ્રશ્નના જવાબમાં હું કહુ છું, ઓફીસ છોડી ફીલ્ડમાં રખડુ છુ એટલે જ મને સાચુ ભારત સમજાય છે અને એની તકલીફો પણ...

વહીવટીતંત્રમાં બેઠેલા અધિકારી, નેતા પણ પોતાની રીતે ગામડાંઓમાં ફરે.. લોકોને મળે.. પણ એ વેળા એ પ્રોટોકોલથી આરક્ષીત હોય છે.. પોલીસ અને અન્ય પદાધિકારીઓથી એ ધેરાયેલા હોય છે એટલે ઈચ્છીત વાત બેય પક્ષે થતે નથી..

પણ કલેક્ટર સુરેન્દ્રનગર કે રાજેશ.. બહુ જુદી રીતે લોકોની વચ્ચે ફરી રહ્યા છે..

પોતાનું વહીવટીતંત્ર નિર્ધારીત સમયે પહોંચે કે ના પહોંચે, પોતે તો પહોંચી જ જાય અને શરૃઆત થાય લોકોની તકલીફો સાંભળવાની...

સૌ ખુલ્લા મને કલેક્ટર શ્રી સામે બોલવા માંડે....

'અમારો માણસ છે બધુયે એમને કહેવાય' એવું લોકો હવે કે રાજેશ માટે કહી રહ્યા છે. મારે મન કલેક્ટર શ્રીએ મેળવેલી આ સૌથી મોટી ઉપલબ્ધી છે...

ચુડામાં રહેતા સરાણિયા તેમજ દેવીપૂજક પરિવારોને જાતિ પ્રમાણપત્ર આપવામાં ક્યાંક કોઈ અધિકારી ઠાગાઠૈયા કરે કે કે.રાજેશનો ફોન જાય. સ્થળ તપાસ કરીને પ્રમાણપત્રો આપો.. હું પોતે પણ હાજર રહીશ એવું ફરમાન પણ કરે.. પછી તો કામ થવાનું જ..

બે દિવસ પહેલાં વર્ષોથી પ્રમાણપત્ર માટે વલખાં મારતા ફોટોમાં દેખાય એ પરિવારોને પ્રમાણપત્ર આપવા એમની વસાહતમાં એ ગયા..

વસાહતમાં જવાનો આગ્રહ રાખવાનું કારણ પોતાના અધિકારીઓ પણ વંચિતોના દ્વારે જતા થાય તે..

પ્રમાણપત્ર વિતરણ વખતે અમારા કાર્યકર હર્ષદે કહ્યું, સાહેબનો સંકલ્પ છે દિવાળી પછી 500 વિચરતી વિમુક્ત જાતિઓને રહેવા પ્લોટ આપવાનો... હર્ષદ આગળ કશું બોલે તે પહેલાં સાહેબે એને અટકાવ્યો અને કહ્યું,

'દિવાળી પછી નહીં પહેલાં..'

ખરેખર આવી ભેટ આ પરિવારોને કોઈએ નથી આપી..

થેક્યુ આવી સુંદર ભેટનો સંકલ્પ કરવા બદલ અને ઝૂંપડે ઝૂંપડે ગાંધીજીએ જેને દરિદ્રનારાયણ કહ્યા છે તેમની વચ્ચે ફરવા બદલ...

તમે અમારા સૌ માટે આદર્શ અને પ્રિય છો....

Jayeshbhai Bavishi, is a practicing eye surgeon in Palanpur.  Helping those in need has been his second nature. Although we haven’t had the opportunity to meet in person, we have known Jayeshbhai well through our frequent telephonic conversations. He has always stood by us whenever we needed his help  in Banaskantha region.

Recently, I was required to stay at Kankar settlement from two days. Naran shared with us about the repeated complains from Vadee individuals about  weak eyesight. We immediately called Jayeshbhai and briefed him about the condition.

“Jayeshbhai, can we arrange eye camp here in the settlement?”

“Why not??”

“That would be very supportive of you. However, the families are here only during Navratri, we will need to work a schedule convenient to them.”

“Not an issue. We will ensure that their suitable time is taken into consideration!!”

Rarely do people comprehend the conditions of the extremely deprived  communities like Vadee, but Jayeshbhai is amongst those rare few.

The festival of Navratri had begun we hadn’t reminded Jayeshbhai. On Sunday I receive a call from Jayeshbhai.

“How are you?” I inquired.

“All well, we are at your Vadee settlement!!”

He had examined eyes of 100 individuals. 70 of them were detected of  weak eyesight. He immediately arranged for their glasses through  Rotary Club Palanpur. 12 individuals were detected of cataract. Jayeshbhai and Rotary Club team decided to operate them for free at Palanpur hospital.

In fact, all the settlements inhabited by nomadic families  are in dire need of such health check-up camps. “We are unable to see well!!’ was a constant complaint by many Vadee. Health has never been a priority for these families. The families never went for  timely check-up  for cataracts or anything, the cataract would ripen, rupture in the eyes and damage the eyesight. It is crucial doctors like Jayeshbhai and other well-wishing individuals, institutions  working to provide better health services reach families like these.  

We are grateful to Rotary Club of Palanpur, Rotarian Dr. Jayeshbhai Bavishi, Sanjaybhai Joshi, Keyurbhai Bachani, L.S. Patel and youth from Vadee settlement, VSSM’s Naran for making this possible.

જયેશ બાવીશ...
પાલનપુરમાં આંખના સર્જન તરીકે કામ કરે..
જરૃરિયાત મંદોને મદદ કરવાની ભાવના તો એમની પહેલેથીઅમારો પરિચય રૃબરૃ કરતા ટેલીફોનીક વધારે. પણ બનાસકાંઠામાં જયેશભાઈને લગતુ કાંઈ પણ કામ પડે અને એમને યાદ કરીએ તો ક્યારેય મદદ માટે ના ન પાડે..

હમણાં કાકર વાદી વસાહતમાં બે દિવસ સળંગ રહેવાનું થયું. ત્યારે મોટી ઉંમરના વાદી સ્ત્રી, પુરુષોની આંખો બહુ નબળી થઈ ગયા બાબતે કાર્યકર નારણે ધ્યાન દોર્યું. અમને તુરત જયેશભાઈ યાદ આવ્યા અને અમે ફોન જોડ્યો..
'જયેશભાઈ વાદી વસાહતમાં આંખોનો કેમ્પ થઈ શકે?'
'કેમ ન થાય?'
'થેક્યુ પણ આ લોકો નવરાત્રી દરમ્યાન જ અહીંયા હશે એટલે ત્યારે અનુકૂળતા કરીને કેમ્પ કરવો પડે..'
'જરૃર આપણે એમ કરીશું'
ખુબ ઓછા લોકો વાદી જેવા તકવંચિતોની અનુકળતાએ પોતાની અનુકૂળતા કરતા હશે... જયેશભાઈ એમાંના એક નીકળ્યા..

નવરાત્રી શરૃ થઈ ગઈ અમે ફરી જયેશભાઈને યાદ નહોતું કરાવ્યું..ત્યાં રવિવારે તેમનો ફોન આવ્યો,
મે કેમ છો પુછ્યું તો કહ્યું,
'બસ તમારા વાદીપરામાં બેઠા છીએ..'

100 લોકોની તપાસ એમણે કરી અને તેમાંથી 70 લોકોની આંખો નબળી નીકળી જેમને તુરત ચશ્મા રોટરી કલ્બ પાલનપુરના અન્ય સ્વજનો થકી અપાવ્યા.12 વ્યક્તિઓની આંખોમાં મોતિયાબીંદ કે અન્ય તકલીફો જણાઈ તેમના ઓપરેશન પાલનપુરમાં વિનામૂલ્યે કરી આપવાનું જયેશભાઈ અને રોટરી કલ્બની ટીમે નક્કી કર્યું.

વિચરતી જાતિઓની મોટી વસાહતોમાં આવા કેમ્પની સાચે ઘણી જરૃર છે..
ઓસુ ભળાય સે એવી ફરિયાદ કરનાર આ પરિવારો માટે આંખો કે તબીયત ક્યારેય પ્રાથમિકતામાં હોતી જ નથી.
એટલે આ સમાજના ઘણા વડીલોની આંખોમાં થયેલો મોતિયાબીંદ સમયસર ઓપરેશન ન થવાના કારણે પાકીને આંખમાં જ ફૂટી જાય અને તેમની દૃષ્ટિ જતી રહી..
આવા વંચિતોના ત્યાં જયેશભાઈ અને જયેશભાઈ જેની સાથે સંકળાયેલા છે તેવા રોટરી કલ્બલના અન્ય પ્રિયજનોનું પહોંચવું બહુ જરૃરી છે..

When a District Collector says so, one does feel grateful and overwhelmed  at the same time.

After years of working with the authorities I have come to understand that even if one has the authority and capacity to give; if the sensitivity, will and priority are missing  the giving does not happen.

I always say be it happiness or material things the more you share the more you gain.

Who am I, where do I come from... the loss of identity and the constant struggle to establish it exhausts  the nomadic and de-notified families. It is a biggest gift to give them a place from where they are never threatened to leave. May the receiver and provider of this happiness always remain blessed.

In the past, I have often written about the tremendous work done by the District Collector of Surendranagar Shri K. Rajesh. His work is so exemplary that a mention here every couple of days wouldn’t be enough.

During my interactions with the senior government officials I often convey, “Why not include ‘compassion, sensitivity and care’  along with the ‘law and enforcement’ in the training modules for the government officials!!” The response I receive with a smile is, “That too is part of the curriculum, but it also depends upon the individual receiving the training.”

And that is true too. It all depends upon the individual at the helm of the affairs. Sensitivity, empathy, compassion can’t be taught, but are ingrained from early childhood. Parents, teachers, extended family members have an important role to play here. The African proverb “It takes village to raise a child!!” seems apt to quote here. It is a social and collective responsibility to raise children who are caring towards the needs and feelings of their fellow humans.

The world would definitely be a better place when that happens. Utopian indeed. And officers like K Rajesh are trying their bit to create that utopian world. And that is something to cheer about.

“Ben, we haven’t seen an officer like this. We feel as if he is one of us. He stops his car to inquire about our well-being!!” Khedapji Salat shared while I was on my way to Morbi. 9 families here have been allotted residential plots by Shri Rajesh’s administration.  Trust me when a nomad feels the person seems like his/her own, it calls for a celebration.

Well, we are going to work really hard to help Shri K. Rajesh realise his dream of allotting residential plots to 500 families this Diwali.

“Until you are in charge of Surendranagar, we can breathe a sigh of relief!!” we feel like conveying this to Shri Rajesh with our pranams. He is living the lines, “Vaishnavjan to tene kahiye….”

એક કલેક્ટર આવું કહે એ ઘડી ધન્યતાની..

આપવાની સત્તા, ક્ષમતા બેય હોય પણ લાગણી સભર સંવેદના અને પ્રાથમિક્તા હોય નહિ તો આપી શકાતું નથી. એ અનુભવે સમજી છું.

હંમેશા બધે કહેતી હોવું છું વહેંચવાથી વધે એ પછી વસ્તુ હોય કે ખુશી...

હું કોણ, ક્યાંનો એ ઓળખની મથામણ વચ્ચે જીવતા વિચરતા પરિવારોને સરનામું એ પણ કાયમી, જ્યાંથી કોઈ એને ખાલી ના કરાવે એ આપવું એ સૌથી મોટી સુખરૂપ ભેટ.

આ સુખ આપનાર અને લેનાર બેય પક્ષને સાતા પહોંચાડે..

સુરેન્દ્રનગર કલેકટર શ્રી કે. રાજેશ માટે મે અગાઉ પણ ઘણું લખ્યું છે. પણ વારે વારે લખવાનું મન થાય એવા ઉમદા કામો એમના થકી થઈ રહ્યા છે.

સરકારમાં ઉચ્ચ સ્તરે બેઠેલા અધિકારીઓ સાથે જ્યારે પણ વાત થાય ત્યારે હંમેશા કહેતી હોવું છું અધિકારીઓની તાલીમમાં કાયદા કાનૂન તો તમે શીખવો છો પણ એમાં લાગણી, સંવેદના પણ શીખવો... જવાબમાં એ લોકો સુંદર સ્મિત સાથે કહે,

'અમારા સિલેબસમાં એ છે જ પણ એ દરેક વ્યક્તિ પર નિર્ભર છે...'

વ્યક્તિ પર આધારિત વાળી વાત સો ટકા સાચી.. કોઈ યુનિવર્સિટી લાગણી શીખવી શકે નહિ, એ ભીતરમાં પડ્યું હોય તો આપો આપ ઊગી નીકળે. કદાચ માં - બાપ અને પરિવાર એ સંસ્કારમાં અગત્યની ભૂમિકા ભજવી શકે.. બાકીનું કામ શિક્ષકગણ પૂરું કરે તો દુનિયામાં વૈમનસ્ય ના રહે. ચોતરફ પ્રેમ અને કરુણાનું વાતવરણ નિર્માણ પામે. બીજાની તકલીફ મને પણ પીડે..

ખેર ઘણા કહે આ તો આદર્શ પરિસ્થિતિની વાત થઈ..

પણ એ આદર્શ કે. રાજેશ જેવા પ્રેમાળ કરુણાસભર માણસોમાં જોઈને રાજીપો થાય..

આજે મોરબી જતાં ખેડપજી સલાટ કે જેમના નવ પરિવારોને કલેકટર શ્રી એ રહેવા માટે પ્લોટ ફાળવ્યા એમની સાથે વાત થઈ એમણે કહ્યું, 'બેન આવા અધિકારી આજ સુધી નથી દીઠા અમારા જેવા ગરીબ માણસોને જુએ તો ગાડી થોભાવી અમારી ખૈરિયત પૂછે... જાણે અમારો જ માણસ જોઈ લ્યો...'

એમનામાં એક હોવાનું પ્રમાણપત્ર વિચરતી જાતિના પરિવારો આપે મારે મન આ કોઈ એવોર્ડથી ઓછું નથી. .

ખેર કલેકટર શ્રી નું ૫૦૦ પરિવારોને પ્લોટ ફાળવવાનું સ્વપ્ન સાકાર કરવા અમે મથીશુ.. અને કે રાજેશ ને એટલું કહેવાનું મન જરૂર થાય કે તમે છો એટલે મને સુરેન્દ્રનગરમાં નિરાંત છે.

વૈષ્ણ વજનની વાત ને સાર્થક કરનાર કે રાજેશ ને પ્રણામ..

ફોટોમાં વિચરતી જાતિના પરિવારોએ નેતાને હાર પહેરાવી સન્માન કરે એમ નાનકડા પણ પ્રેમ ભર્યા ફૂલહારથી કલેકટર શ્રીનું સન્માન એમની તકલીફ હળવી કરવા બદલ કર્યું.

જે છાપરામાં એ લોકો રહે છે એ અને એમની સાથેના નોખા પ્રેમના હકથી હું એમની સાથે... વીડિયોમાં પોતાની લાગણી ખેડપજીએ વ્યક્ત કરી...

We care for the Fulvadee, that makes us unlike everyone else….

“Did you invite Ben to have lunch at our home?” Kokila’s husband inquired in their dialect.

“She will not eat at our place!” Kokila responded in the same dialect,  thinking that I do not understand it.

Both of them were quite after the response Kokila gave.

“Why, can’t I eat food cooked by you?” I asked Kokila.

“You understand our language?” Kokila was pleasantly surprised.

“Why wouldn’t I understand? Come serve me food. Today I am having my meal with you all!!”

The couple was delighted to hear me ask for food. “Ben is so different!!”

“I don’t know whether I am different, but I know for sure that I have tremendous affection for you all!”

I relished the meal of Rotla (millet flatbreads) and onion potato curry.

The Fulvadee families of Kankar always tell us that no one in the society cares for them and with the affection we shower all of us, Naranbhai, Ishwarbhai, I are unlike everyone else they interact with.

To be offered food is epitome of love and respect a family shows  and one should always be grateful towards their gesture. Why discriminate  on the basis of caste and class !!

કોકીલા ને એના ઘરવાળા એ એમની બોલીમાં આ કહ્યું.

કોકીલા જાણે મને એમની બોલી નહિ સમજાય એટલે એણે એમની બોલીમાં જવાબ આપ્યો,

'બેન આપણા ઘેર ખાય નહિ...'

કોકીલા ના જવાબ પછી બેય પક્ષે ચૂપકી છવાઈ...

મેં કોકીલા ને કહ્યું, ' હું તારું રાંધેલું કેમ ખાઈ ન શકું?'

'અમારી વાત તમે હજમી ગ્યા?'

'કેમ નાં હજમુ?'

'લે હવે ખાવા આલ આજ તો અહીંયા જ ખાવું છે'

કોકીલા અને એના ઘરવાળા ના મોઢા પર આ સાંભળી હરખ છવાયો.. કોકિલાના ઘરવાળા એ કહ્યું, 'બેન બહુ નોખા છે...'

મેં કહ્યું, 'નોખાની તો મને નથી ખબર પણ મને તમારા માટે હેત ઘણું છે...'

બટેકા ડુંગળીનું શાક અને રોટલા ભાવથી હું જમી...

પિત્તળની તાંસળીમાં વર્ષો પછી જમી..

કાકર ફૂલવાદી પરિવારો કહે અમારી હારે સમાજના કોઈ આવું હેત ના રાખે પણ તમે, નારણભાઈ, ઈશ્વરભાઈ બધા બહુ નોખા છો..

કોઈ આપણને જમાડે એ ઘડી ધન્યતાની આમાં જાતિગત ભેદ કેમ રાખવો?

“Ben, when would you visit our house? When you are in Morbi this time please come to our home else we will get upset!!”

Morbi’s Rameshbhai Saraniya has been insisting for years, but visiting their house never materialised.  

We had been requesting District Collector of Morbi to organise a joint meeting for redressing the pending matters of nomadic and de-notified communities. The meeting happened and we were in Morbi to attend the same.

VSSM’s Chayaben had arranged a visit to 2 settlements one of which happened to be Rameshbhai’s.

Rameshbhai and family were so enthused that a homemade scrumptious meal awaited us as we reached their home.

“For years we have waited for this moment!!” Look at the house I was able to build for my family. It was because of you that we made this effort, you gave us that understanding to settle down. If it wasn’t for you we would still be wandering aimlessly.”

The living condition of nomads

It brings joy to listen and witness the progress these families make. But the living conditions and their surrounding environs really bother us at times. The road to Rameshbhai’s house was filled with rubbish and sewage drain. The refused water that gets  accumulated was a breeding ground for mosquitoes. Crossing that open sewage drain required some acrobatic skills. During monsoons the drain would overflow and flood the homes on its periphery. Once the water recede mosquitoes and flies would enjoy a gala time.  The house would keep getting littered with everyone who walked through the drain. The food had 100% chances of getting infected by the flies all around.     

“How can you stay here, Ramesbhai?”

“What can we do, ben? People like you can see our difficulties, who else is bothered to even think about us? You just help us settle down well!!”

We have requested the District Collector to expedite the process of land allotment to these families.

Let us see how it goes. We  for sure have pledged to not remove these families from here as soon as possible.

We are grateful for Chayaben and Kanubhai who reach and identify such families.

'બેન મારે ઘીરે ક્યારે પધારશો? આલીખા મોરબી આવો તો અમારા ન્યાં આવવું જ પડશે નકર અમે નારાજ થઈ જાસું...'

મોરબીમાં રહેતા રમેશભાઈ સરાણિયા વર્ષોથી આગ્રહ કરે. પણ એમના ત્યાં જવાનું થાય નહીં.

મોરબી કલેક્ટર શ્રીને વિચરતી વિમુક્ત જાતિઓના પ્રશ્નો બાબતે બેઠક આયોજીત કરવા અમે વિનંતી કરી અને એમણે તમામ અધિકારીઓ સાથે બેઠક કરી. એટલે મોરબી જવાનું થયું.

કાર્યકર છાયાબહેનને બે વસાહતોની સ્થિતિ જોઈશું તેમ કહેલું ને એમણે અનાયાસે રમેશભાઈની વસાહતમાં જ જવાનું ગોઠવ્યું.

રમેશભાઈએ તો સેવ ટમેટાનું શાક ને બીજુયે ઘણું ભાવતું બનાવી રાખ્યું..

'વર્ષોથી રાહ જોતો તો બેન તે હવે તમે પધાર્યા ખરા...

આ જુઓ મે થોડું પાકુ ઘર કઈર્યું.. તમે હજમાવ્યો ઈમ હજમ્યો ને આ કઈર્યું. બાકી અમારા નસીબમાં તો ગાડા લઈને ભટકવાનું જ હતું.'

રમેશભાઈને સાંભળીને ઘર થ્યાનો આનંદ થયો પણ આ ઘરમાં પ્રવેશતા પહેલાં મે ઓળંગેલું ગંદા પાણીનું નાળુ અને એ નાળાની પાળ પર બાંધેલા છાપરાં ને એમાં રમેશભાઈનું આ ઘર. જીવતા નર્ક જોવું હોય તો રમેશભાઈના આ રહેણાંકને જોઈ શકાય.

વરસાદ આવે ત્યારે નાળુ ઊભરાય ને ગંદકી ઘરમાં ભરાય.

પાણી ઉતરે એટલે શરૃ થાય માખી મચ્છરોનો ઉપદ્રવ.

ખાવાના રોટલાને ઘડીક ખુલ્લો રાખે તો માખીઓ કુંડાળે વળી વાતોએ વળગી હોય એવો નજારો જોવા મળે.

નાળામાં વહેતા ગંદા પાણીમાં પગ બોળાઈ ન જાય એ માટે ઈંટો મૂકેલી પણ બેલેન્સ ના રહે તો ગંદકી પગમાં એય પાછી ગંદી વાસ સાથે ભરાય.

'આવામાં તમે કેમના રહો છો રમેશભાઈ?'

'હું કરીએ બેન. આ તમારા જેવા અમારી ભાળ કાઢે બાકી કુને પડી હોય આંયા આવાની. હવે અમને થાળે પાડી દ્યો બસ..'

કલેક્ટર સાહેબને આ પરિવારોને ઝટ જમીન ફાળવવા વિનંતી કરી છે.

જોઈએ શું થાય છે

પણ આ પરિવારોને આવી ગંદકીમાં ઝાઝુ નહીં રહેવા દેવાનો નિર્ધાર પાક્કો...

છાયાબહેન અને કનુભાઈ અમારા કાર્યકરો આવા તકલીફમાં જીવતા માણસોને શોધી કાઢે છે.. એ બંનેને આભાર..

 An incident of physical abuse of 12 Bajaniya men by Junagadh  police and eventual custodial death of an elderly Hirabapa has shaken all of us. As much as we try and wish to reduce such instances of police  atrocities they simply refuse to abate. Following the incident we met State Home Minister, DGP Gujarat, Range IGP Junagadh, SP Junagadh and others with a demand for a legal inquiry into the incident.

Eventually, with regards to our demand a case of custodial death has been registered against 10 to 12 police officials stationed at C Division Police Station in Junagadh.

The Bajaniya men are under severe physical and metal trauma. During the investigation when called by Shri Damor Saheb for recording a statement, the men were terrified. However, Range IGP comforted them, asking them to fear nothing.

“The Saheb in there is so good, he gave me strength to speak up,” Shankarbhai tells us after he recorded his statement.

During this entire episode, the Bajaniya men and all of us got to experience two kinds of policemen of Junagadh, one who were extremely ruthless and few others who provided strength to the victims by telling them to not fear any policemen. 

All we hope for is justice for these poor men.

We are hoping for early release of one of the 12 men still in police custody who has also been forced to confess  to robberies he has never committed.

Hope these relentless and untiring pursuit for justice results into something positive so that the men in uniform who take their powers for granted and act as if they have a right to beat up anyone, anywhere they wish,  get to learn a lesson.

After this entire episode I also spoke to Additional DGP Shri Vinod Mal Sir,  someone whom I respect a lot.  Currently, he heads Department of Police Reforms. I have requested him to include this instances and the communities of NT-DNT in their training programs. I am sure under his leadership this too shall happen pretty soon.

મહેનત રંગ લાવી...જુનાગઢ સી ડીવીઝનના પોલીસકર્મીઓ સામે તપાસ સોંપાઈ....

જુનાગઢમાં પોલીસ દ્વારા બાર બજાણિયા વ્યક્તિઓને બેરેહમીથી ઢોર માર મારવા તેમજ બારમાંથી એક હીરાબાપાનું કસ્ટડીમાં મોત થવા બાબતે અમે રાજ્યના ગૃહમંત્રી, ડીજીપી ગુજરાત, રેન્જ આઈજીપી જુનાગઢ, એસપી જુનાગઢ વગેરેને રજૂઆત કરી. આ આખી ઘટનાની ન્યાયીક તપાસ માટેની માંગ અમે કરી હતી.

આ માંગના પગલે જુનાગઢ સી ડીવીઝ પોલીસ સ્ટેશનમાં ફરજ બજાવતા 10 થી 12 પોલીસ કર્મી સામે કસ્ટોડીયલ ડેથનો ગુનો નોંધવામાં આવ્યો.

સાથે જ આ ઘટનાની ન્યાયીક તપાસ રેન્જ આઈજીપી અને એસપી દ્વારા ડીવાયએસપી આર.વી. ડામોરને સોંપવામાં આવી.

પોલીસ અત્યાચારનો ભોગ બનેલા બજાણિયા વ્યક્તિઓને જ્યારે તેમના સ્ટેટમેન્ટ લેવા માટે ડામોર સાહેબે બોલાવ્યા ત્યારે પ્રથમ તો તેઓ ગભરાયા. પણ રેન્જ આઈઈજીપીએ તેમને કોઈનાથી ડરવાની જરૃર નથી. એમ કહીને હૈયાધારણા આપી.

શંકરભાઈએ પ્રથમ પોતાનું નિવેદન નોંધાવ્યું. એ પછી એ ડામોર સાહેબ પાસેથી બહાર આવ્યા અને કહ્યું,

'આ સાહેબ તો બહુ ભલા છે.. એમણે મને હિંમત આપી..'

વર્દી પહેરીને રક્ષક હોવાનું ભૂલી જનારાએ બજાણિયા ઉપર કાળો કેર વર્તાવ્યો તો બીજી બાજુ જુનાગઢના જ કેટલાક પોલીસ અધિકારીઓએ આ પરિવારોને પોલીસથી જરાય બીક રાખશો મા એમ કહીને તેમને હીંમત આપી..

વળી હજુ ન કરેલા ગુના જેને પરાણે કબૂલાવ્યા છે તે એક વ્યક્તિ જેલમાંથી ઝટ છૂટે એવું ઈચ્છીયે છીએ..

થાક્યા વગર લડતા રહ્યાનું પરિણામ હકારાત્મક આવે એમ ઈચ્છીએ જેથી પોલીસની વર્દીમાં તુમાખીથી જીવતા અન્યોને શીખ મળે..

અધિક પોલીસ મહાનિર્દેશક શ્રી વિનોદ મલ્લ સર જેઓ માટે મને વિષેશ આદર અને પ્રેમ છે. હાલમા તેઓ પોલીસ સુધારણાનો વિભાગ જુએ છે તેમને પણ પોલીસ તાલીમમાં આ વિષયને ઉમેરવા રજૂ કરઆત કરી છે.. મલ્લ સર એકદમ હકારાત્મક નિર્ણય લેવાના એમાં કોઈ શંકા નથી..

“I may not be a golden lamp, but it would be enough for me if I can lit up a house of a poor like a lamp of clay…”

Since my childhood I have been extremely fond of this poem. I am unaware of its origins,  but the message never fails to evoke a thought, “What if each individual lived like this lamp of clay. The world would be such a magical place to live…”

The current living condition of Madari families

The District Collector of Surendranagar, Shri K. Rajesh lives these lines. He has committed himself and his team to resolve the issues of the nomadic communities of  Surendranagar.  Recently, he personally  visited the Madari settlement of Thangadh, understood their living conditions and announced that they shall receive Antyoday ration cards and residential plots. And like a concerned member of the family he also  expressed his resentment towards all who have been addicted to tobacco etc.

Compassion and sensitivity aren’t the qualities one can borrow. They lie  deep within us. We are glad that officers like Shri K. Rajesh have never allowed their sensitivity to be overtaken by power and position, that they have never walked away from their line of duty, they have always performed their duties with great humility and integrity.

It is often said that the king gets to know about the status of his subjects only when he sees it for himself, he lives within them in disguise. This was true for Shri Rajesh too, who on witnessing the living conditions of the madari families instructed his officers to issue Antyoday ration card to all these families.

We are delighted to have Shri Rajesh as the head of Surendranagar. The files that have piled on for ages are sure to be dusted off.

Our gratitude and appreciation for the officer Shir K. Rajesh. We wish other officers draw inspiration from individual like Shri Rakesh.

May we be instrumental in changing the lives of thousands of poor.

આ પંકિત્ નાનપણથી ખુબ ગમે.. કોણે લખી છે એ ખ્યાલ નહીં પણ આ પંક્તિમાં લખ્યા પ્રમાણેનું જીવન સૌ જીવે તો દુનિયા કેવી રૃડી થઈ જાય એવું સતત થયા કરે....

સુરેન્દ્રનગર કલેક્ટર શ્રી કે. રાજેશ પણ આ પંક્તિને ચરીતાર્થ કરતું કાર્ય કરી રહ્યા છે.. સુરેન્દ્રનગરમાં રહેતી વિચરતી વિમુક્ત જાતિના તમામ પ્રશ્નોના ઉકેલ માટે તેઓ કટીબદ્ધ છે.

થાનગઢમાં આવેલી મદારી વસાહતમાં તેઓ પોતે પહોંચ્યા અને સૌની સ્થિતિ જોઈને રહેણાંક અર્થે પ્લોટ તેમજ સૌને અંત્યોદય કાર્ડ આપવાની જાહેરાત કરી. 

સાથે વ્યસન કરનાર લોકોને મીઠી ટકોર પણ કરી.

સંવેદનશીલતા કોઈ પાસેથી ઉધાર નથી લઈ શકાતી. માણસમાં એ પડી જ છે. પણ ક્યાંક એના ઉપર ધૂળ ચડી ગઈ હોય છે.. પણ કે. રાજેશન જેવા અધિકારીઓએ ક્યારેય તેમની સંવેદનશીલતા પર ઘૂળ ચડવા નથી દીધી જેનો રાજીપો છે...

રાજા દેશાટન માટે નીકળે તો એને પ્રજાની સાચી સ્થિતિ સમજાય...આ વાત પણ કલેક્ટર શ્રીના કિસ્સામાં સાચી ઠરી...

અમે તો મદારી પરિવારોને રહેવા પ્લોટ આપવાની જ વાત કરેલી પણ કલેક્ટર શ્રીએ આ પરિવારોની હાલત જોઈને તમામને અંત્યોદય રેશનકાર્ડ આપવા માટે પણ પૂરવઠા અધિકારીને સૂચના આપી..

વર્ષોથી સુરેન્દ્નનગરમાં કચેરીમાં રવડતી ફાઈલો પર કામ થવાનું એ નક્કી છે.. 

શ્રી કે.રાજેશ પ્રત્યે આદરભાવ... અને આભાર...

હજારો વંચિતોના જીવનમાં ઊજાસ પાથરવામાં કુદરત નિમિત્ત બનાવે તેવી પ્રાર્થના....

Mittal Patel meets the vansfoda families of Surendranagr

The  long pending applications of residential plots for  47 Vansfoda families living in Surendranagar  for centuries somehow never saw light of the day.

District Collector Shri K. Rajesh and his team took upon them to ensure these families get plots to build their first ever  homes on. After a month long procedure these 47 Vansfoda families have been allotted documents to 100 sq. ft. plots each. The land they have been allotted is located in the neighbouring village of Mulchand.

The current settlement is just next to a railway line in Surendranagar. While we were in the middle of a meeting, a train came to a halt there, the deafening noise required me to stop talking for a while as it was impossible to be heard. I resumed speaking once the train rolled by. “This is part of our  everyday life here, ben!!”

It is the responsibility of our society as well as the government to think and care about such communities. But, we have collectively missed responsibilities of these kind.

Officers like K. Rajesh are rare, he derives deep satisfaction from the work he does for the extremely poor, deprived, homeless  communities of our society. His concern and dedication commands respect and his work calls for both applaud and salute. Hope the team continues to work with same commitment irrespective of the district collector at the helm of it all.

It is also for the efforts of the Vansfoda youth who have worked really hard for it all, right from preparing the applications, compiling the documents, making rounds of the offices. Their efforts eventually paid off.  

Our Harshad always remarked, “Ben, when will the work in Saurashtra happen. Hope we too have some concerned officers come to  this part of world!!” The forces of the universe listened to his wishes and the ball of change and hope  is set rolling.

પણ કોણ જાણે કાંઈ મેળ પડે નહીં..

કલેક્ટર શ્રી અને તેમની ટીમે આ કામ હાથ પર લીધુ અને લગભગ એકાદ મહિનાની પ્રક્રિયાના અંતે આજે આ પરિવારોના હાથમાં 100 ચો.મી. પ્લોટની સનદો આવી ગઈ. સુરેન્દ્રનગરની બાજુમાં મૂળચંદગામમાં તેમને જગ્યા ફાળવાઈ.

સુરેન્દ્રનગરમાં રેલવે લાઈનની બાજુમાં આ પરિવારો રહે.

તેમની વસાહતમાં બેઠી હતી અને ટ્રેન આવી થોડીવાર તો કોઈ બોલે એ સંભળાય નહીં એવો ઘોંઘાટ રહ્યો.

હું વાત કરતી હતી પણ ઘોંઘાટના લીધે મે વાત બંધ કરી. લોકો સમજી ગયા. ટ્રેન ગયા પછી લોકોએ કહ્યું,

'અમે આમાં રોજ જીવીએ છીએ.'

ખેર આવા લોકોની ચિંતા સેવવાની ફરજ સમાજ અને સરકાર બંનેની. પણ...

કે. રાજેશ જેવા લાગણીવાળા અધિકારીઓ બહુ ઓછા છે જેમને કામનો સંતોષ આવા નોંધારા, સરનામાં વગરના માણસોને મદદ કરીને મળે છે..

સુરેન્દ્રનગર કલેક્ટર શ્રીને તો પ્રણામ કરવા પડે. સાથે તેમના થકી કટીબદ્ધ થયેલી ટીમ પણ કાયમ આમ જ કટીબદ્ધતા દાખવે એમ ઈચ્છીએ.

વાંસફોડા યુવાનો જેઓએ આ કામમાં ઘણી મહેનત કરી.

દરખાસ્તો તૈયાર કરવાથી લઈને કરેલી દોડાદોડીનું પરિણામ આજે મળ્યું.

અમારો કાર્યકર હર્ષદ હંમેશાં બેન સૌરાષ્ટ્રવાળાના કામો ક્યારે થશે કોઈ લાગણીવાળા અધિકારી આ બાજુ પણ આવે એમ ઈચ્છે ..

ભગવાને એની સાંભળી... કે. રાજેશ ત્યાં આવ્યા અને જુઓ કામો પૂરબહારમાં થવા માંડ્યા...

આભાર કલેક્ટર શ્રી ગોડ બ્લેસ યુ... કુદરત સારા કામમાં આપને હંમેશાં નિમિત્ત બનાવે...

Mittal Patel discusses WaterManagement with villagers

The Sardar Sarovar Dam opened 25 gates this year….signalling it was full to its brim.

In the past whenever the dam overflowed a thought always crossed  my mind, “what if these waters were taken to the parched and thirsty lands of North Gujarat, Saurashtra, Kutchh!!”

The rain helped bring water to lake

Finally the  Chief Minister of Gujarat made an announcement in this regard. The Sujalam Sufalam Canal, Dantiwada Dam and the lakes that had the pipeline for Narmada waters have been filled up with waters from the majestic Narmada.

In Banaskantha people rejoiced like never before. The waters from Narmada as well as the rains showed mercy this year. Deep inside I was fearing the worst. But the rain gods finally gave in.

In the past three years VSSM has facilitated and supported deepening of 87 lakes in Banaskantha.

This year the rains helped bring water to few lakes. One of which is in Suigaum’s Katav village. The picture shared here is only for your reference so it the on the ongoing water sensitization meeting.  The video is of Adhgaum shared by Sureshbhai  this morning. Apart from the rainwater, Narmada waters have also reached the lake.

The rains have brought the much needed cheer in the air. And the Narmada waters filling up the lakes doubled the joy.

Naran, Chirag and Bhagwan can breathe at peace  atlast. It was their efforts and hard work that have  resulted into such massive change in the community’s mindset towards water.

જ્યારે પણ ડેમ ઓવરફ્લો થતો ત્યારે એક વિચાર આવતો આ બધા પાણીને ઉત્તર ગુજરાત, સૌરાષ્ટ્ર અને કચ્છના નપાણિયા વિસ્તારમાં લઈ જવાનું થાય તો કેવું...
આખરે મુખ્યમંત્રી શ્રીએ આ અંગે જાહેરાત કરી..
સુજલામ સુફલામ કેનાલ, દાંતીવાડા ડેમ ઉપરાંત જે તળાવોમાં નર્મદા કેનાલની પાઈપ નાંખી હતી તે ભરવાનું સરકારે શરૃ કર્યું....

બનાસકાંઠો તો રાજી રાજી...
જો કે વરસાદે પણ લાજ રાખી.. બાકી મનમાં દુકાળ તો નહીં પડે એવો ભય પણ હતો...

બનાસકાંઠામાં અમે છેલ્લા ત્રણ વર્ષમાં 87 તળાવો ખોદ્યા..

જેમાંથી આ વરસાદમાં થોડા ભરાયા જેમાંનું સૂઈગામના કટાવનું એક હતું.. આ કટાવનું તળાવ અમે ખોદ્યું તે પહેલાંની સ્થિતિ ફોટોમાં સમજાય તે ખાતર મુકી છે.
બાકી અધગામનો વિડીયો આજે સવારે સુરેશભાઈએ મોકલાવ્યો.
વરસાદી પાણી ઉપરાંત સરકારે કેનાલથી આ તળાવને ભર્યું..

તળાવ ખોદાવતા પહેલાં ગામલોકો સાથે તળાવ કેમ ખોદાવવું તે સંદર્ભે અમે બેઠકો કરીએ આવી બેઠક અધગામમાં કરી તેનો ફોટો પણ સમજવા ખાતર મુક્યો ..

Mittal Patel meets Bajaniya men 

 On 15th August at 3 AM the police pick up 12 innocent men belonging to a particular nomadic community. The accusation was, they were robbers. After taking them in at 3 in the night they begin beating them until 8 in the morning. They were being compelled to take ownership of the thefts, when that did not happen the beating resumed from 9 in the morning  until 3 in the afternoon.

They were never presented before a judge, nor was a remand issued yet these men were thrashed without any constrains.

We never knew about it until the Bajaniya youth came to our office and shared the episode with us.

Also at the office  were the bruised men who had experienced police wrath. Some were unable  to seat for long, every few minutes they would get up in pain.  Even the doctor ‘oouched’  when he saw the bruises after the men undressed  for treatment.

Amongst these 12 was a 65 years old elderly who couldn’t endure the beating and died in the police station. The police have declared it was a heart failure,  the post mortem has  also being conducted by them. The report isn’t out yet but we know for sure heart fail it would be!!  

The police claim that Hirakaka ( who died in police custody) has confessed of stealing 35 to 40 mobile phones as well as some other stuff. Hirabapa isn’t amidst us to let us know the truth. We will be examining whether this confession has been  recorded on video or not.

The Bajaniya bury their dead, but the police hurriedly cremated Hirabapa.

One person is still in police custody, he has confessed to robbery. He tells his friends the confession came because he couldn’t endure the beating.

The people who live on Chobari Road assure that the Bajaniya men who have been living in the hutments for past 30 years have never been involved in any illegal activities. The police believes that  those who live in the shanties are not just homeless but guardian-less too, hence they felt it was alright to do what they did with these men.

 I have not mentioned the entire narrative here,  but would definitely want to mention that it is time police stops misusing their powers to  harass the poor and voiceless. We live in a democracy and not atro-cracy/beat-ocracy…

We would wish to have a proper investigation into this entire episode, with honest investigators  heading the investigation committee. The police needs to understand that their uniform does not give them the liberties they are enjoying in such a manner.

‘આ જુનાગઢ પોલીસે હદ કરી નાખી..

વિચરતી જાતિના 12 નિર્દોષ વ્યક્તિઓને ચોરી કરી છે એમ કહીને તા.15 ઓગષ્ટના રાતના 3 વાગે ઉપાડ્યા અને પછી શરૃ થયો ઢોર માર એ પણ સવારના 8 વાગ્યા સુધી.

ગુનો કબૂલ કરો નહીં તો... વાળી વાતથી પાછું નવ વાગ્યાથી બપોરના 3 વાગ્યા સુધી વારાફરતી માર.

જજ સામે હાજર કરવાનું પણ ના થયું ના કોઈ રીમાન્ડ઼ મળ્યા છતાં ઢોર માર માર્યો.’ આજે ઓફીસ પર મળવા આવેલા બજાણિયા યુવાનોએ આ વાત કરી..

આજે અમદાવાદ આ લોકો આવ્યા. નીચે બેસી શકે એવી હાલત એક જણાની નથી. તો એક જણ બેસી શકે છે પણ વધુ બેસાતુ નથી એમ કહીને પાંચમી મીનીટે ઊભા થઈ જાય છે.

અમે આ લોકોને હોસ્પીટલ લઈ ગયા. જેને વધુ તકલીફ હતી તેમણે ડોક્ટર સામે ડ્રેસીંગ માટે પેન્ટ ઉતાર્યું ને ડોક્ટર મોંઢામાંથી અરર બોલી ગયા..

આ 12માંથી 65 વર્ષના કાકાને પોલીસે ખૂબ માર્યા અને પોલીસ કસ્ટડીમાં જ એમનું મરણ થઈ ગયું. પણ પોલીસે કહ્યું હાર્ટ એટેકથી મોત થયું છે. પોલીસે જ પીએમ કરાવ્યું. પીએમ રીપોર્ટ હાથમાં આવ્યો નથી. જો કે હાથમાં આવશે તો પણ એમાં તો હાર્ટએટેક આવવાનો એ નક્કી..

કાકાએ મરતા પહેલાં 35 થી 40 મોબાઈલ અને અન્ય લૂંટો કર્યાનું કબૂલ્યાનું પોલીસે કહ્યું. સાચુ ખોટુ કરાવવા હવે હિરાબાપા પાસે કોણ જવાનું? વિડીયો રેકોર્ડીંગની જોગવાઈ છે એ કરી છે કે નહીં એ અમે તપાસીશું..

આ સિવાય બજાણિયા મૃતકની તફન વીધી કરે પણ હીરાબાપાના અડધી રાતે જ અગ્ની સંસ્કાર થઈ ગયા.

એક વ્યક્તિ હજી પોલીસ કસ્ટડીમાં છે અને ઢોર મારના કારણે એણે ચોરી કર્યાનું કબૂલ્યું છે. એણે પણ કહ્યું માર સહન નથી થતો એટલે કબૂલ્યું...

ઝૂંપડાંવાળીને 30 વર્ષથી રહેનાર બજાણિયાનું નામ કોઈ ખરાબ કામમાં નથી. ચોબારી રોડ પર રહેનાર લોકો એની ખાત્રી આપે.

પણ પોલીસે છાપરાંમાં રહેનારનું વળી ઘણી કોણ એટલે રાતો રાત ઉપાડ્યાને પછી જે કર્યું તે....

અહીંયા બધુ નથી લખ્યું પણ એટલું ચોક્કસ કહીશ આમ નિર્દોષોને પજવવાનું બંધ કરો. દેશમાં લોકશાહી છે ઠોકશાહી નહીં.

આખી ઘટનાની ન્યાયીક તપાસ થાય એ માટે કમીટી અથવા નિષ્ઠાવાન પ્રમાણીક વ્યક્તિની નિયુક્ત થાય અને જેઓ ગુનેગાર છે તેમને સજા થાય એ ઈચ્છનીય..

વરદી પહેરી છે એટલે બધી છૂટ નથી મળતી એ પોલીસે સમજવાનું...

આજે ઓફીસમાં આવેલા આ લોકોના ફોટો ખાલી સમજવા ખાતર મૂક્યા છે. બાકી વિડીયો છે આખું રેકોર્ડીંગ સાઁભળો તો રૃવાટા ઊભા થઈ જાય...અહીંયા ટૂંકુ કરીને મૂક્યું છે.

કાર્યકર કનુભાઈ બજાણિયા આ પરિવારો સાથે સતત રહ્યા અને તેમને સધીયારો આપ્યો.. પણ લડાઈ લાંબી છે.
