Its 24th March 2015. Three men Bababhai, Kalubhai and Maheshbhai belonging to Saraniyaa community, residing in the village of Trajpar in Morbi district return back home from work for lunch. Just as they have finished their meal, two policemen approach their house on a motorbike.
‘Come along, we are here to take you!!” the men in uniform say.
Before they could utter a word or inquire they are forced to sit on the awaiting motorbikes that take them to the police station.
At the police station some documents awaited them, the detained men are forced to sign them and are then taken before the Magistrate.
“Such case at such an age?”
“Saheb, but we haven’t done anything.”
Just then the police at the back nudges them, “be quite..” they order.
In the meanwhile someone bailed them out and the three were free to return back home.
How strange.. no crime or offence committed, some papers are ready and awaiting them in the police station and at the court aswell, someone bails them out too…. so what exactly is this???
Yes the police on the way had asked, “how much money do you have in your pockets??” to which Bababhai had replied “None.."
On the following day a police jeep steers into the settlement. There is panic all around, women and children started running around. VSSM’s Rameshbhai was at the settlement taking pictures of families who had recently received voter ID cards and Ration cards because of VSSM’s efforts. He calmed the panic and approached the police to inquire, “ have they committed some offence??”
“You continue with your work,” the police replied curtly and went on to stand at a distance.
Ratnaabhai, the community leader tells Rameshbhai, “let me go and ask them why are they here? otherwise we’ll be harassed later!!”
“We have to take 10 people, prepare them, we are waiting at the hotel!!” the police orders Ratnaabhai when he asked them why they were here.
Ratnaabhai was unable to ask further questions. He comes back and narrates to Rameshbhai who instructed that no one was going anywhere and the community briefed them about the recent happenings and harassments. The police waited for an hour but no one from the settlement goes to them. The presence of Ramesh in the settlement had cautioned the police who did not return that day.
We fail to comprehend what is going on here..detain the wandering poor, file some imaginary offence against them, bail them, blackmail them and take money from them …..WHY??? These are humans we are talking about people who have families, a home (however it may be), an address, earn honest living and most of all have constitutional rights……
The families whose men are taken by the police experience unimaginable trauma and distress. They pledge offerings and rituals to their deity for safe return of their men (rituals require spending lot of money). So why would police or any authority want the people they are required to protect go through so much mental distress … again we fail to understand. ….
કાંઈ ગુનો નહિ, કોઈ અપરાધ નહિ. પોલીસ સ્ટેશને કાગળિયાં તૈયાર... કોર્ટમાં કાગળિયાં તૈયાર અને જામીન પણ તૈયાર!!!!
૨૪ માર્ચ ૨૦૧૫ના રોજ મોરબીના ત્રાજપરગામમાં સરાણીયા વસાહતમાં બાબાભાઈ, કાળુભાઈ અને મહેશભાઈ સરાણીયા બળબળતી બપોરે કામેથી ઘરે આવ્યા અને જમીને ઉભા થયા ત્યાંતો બે પોલીસવાળા બાઈક પર આવ્યા,
‘હાલો, તમને લઈ જવાના છે..!’
આ ત્રણે કાંઈ કહે તે પહેલાં બે બાઈક પર જબરદસ્તીથી બેસાડીને પોલીસ ચોકીએ તેમને લઇ ગયા.
ત્યાં કાગળીયાં તૈયાર જ હતા. સહી કરાવી મેજીસ્ટ્રેટ સાહેબ સામે હાજર કર્યા.
‘ આટલી ઉમરમાં આટલો કેસ થઇ ગયો ?’
“સાહેબ, અમે તો કાંઈજ કર્યું નથી.”
ત્યાં તો પાછળ ઉભેલા પોલીસે ઠોંસો માર્યો. ચૂપ બેસ. વળી ત્યાં કોઈક જામીન થઇ ગયું અને ત્રણે ઘરે આવ્યા. આ કેવી નવાઈ....કાંઈ ગુનો નહિ, કોઈ અપરાધ નહિ. પોલીસ સ્ટેશને કાગળિયાં તૈયાર... કોર્ટમાં કાગળિયાં તૈયાર અને જામીન પણ તૈયાર....
હા, પોલીસે રસ્તામાં પૂછ્યું ‘ગુંજામાં કેટલા પૈસા છે? લાવ્ય – ૧૦૦ રૂl..’ પણ બાબાભાઈએ કહ્યું, ‘એકપણ પૈસો નથી ને પત્યું.’
બીજા દિવસે પોલીસ ગાડી લઈને વસાહતમાં આવી. વળી બાળકો સ્ત્રીઓમાં નાસભાગ થઇ ગઈ. vssmના કાર્યકર રમેશ ત્યાં હાજર. આ પરિવારોને vssmની મદદથી હમણાં જ મતદારકાર્ડ અને ત્યારબાદ રેશનકાર્ડ મળ્યા હતાં. એટલે રમેશ એમના photo લઇ રહ્યા હતા. તેમણે પોલીસની ગાડી આવવાથી મચેલી ભાગદોડ બંધ કરાવી અને બધાંયને ઊભા રાખ્યાં અને પોલીસને પૂછ્યું, ‘આમનો કાંઈ વાંક ગુનો છે?’ પોલીસે રમેશને કહ્યું, ‘તમે તમારું કામ કરો’ અને એ લોકો દુર જઈને ઉભા રહ્યાં. વસાહતના આગેવાન રત્નાભાઇએ રમેશને કહ્યું, ‘હું એમને પૂછી આવું કેમ આવ્યા છે? નકામું પછી હેરાન કરશે!’ રત્નાભાઈ ગયા એટલે પોલીસવાળાએ કહ્યું, ’૧૦ જણાને લઇ જવાનાં છે તૈયાર કરો અમે હોટલે ઉભા છીએ.’ રત્નાભાઈ કશું પૂછી ના શક્યા. વસાહતમાં આવીને રમેશને વાત કરી. રમેશે કોઈ પણ વ્યક્તિને સામેથી જવાની ના પાડી અને આ બાબતે થઇ રહેલી કનડગત બાબતે વિગતે વાત કરી. પોલીસ એક કલાક ઉભી રહી પણ કોઈ એમની પાસે ગયું નહિ. રમેશની હાજરી હતી એટલે પોલીસ પાછી આવી ના શકી.
રખડતા ભટકતાની કલમ લગાડીને પકડવાના પછી જામીન પણ કરાવી દેવાના. પૈસા માંગવાના. આપે તો લઇ લેવાનાં. આ બધું સમજાતું નથી... વળી આ લોકો કંઈ રખડતાં ભટકતા નથી એમનાં પણ ઘર છે. હા એ પાકા નથી પણ એમનું સરનામું તો છે જ – જે ફોટોમાં જોઈ શકાય છે તો રખડતાં કેવી રીતે થયા??
પોલીસ જે વ્યક્તિને લઇ જાય એના પરિવારમાં તો ચાર પાંચ કલાક માટે માતમ છવાઈ જાય. રોક્કળ થઇ જાય. શું થશે એ ચિંતા થાય, માતાજીની બાધા-આખડી માની દે.. આ પીડા આપણને અનુભવાય છે તો પોલીસને કેમ નહિ? અને આ રીતે માણસોને લઇ જવાનો મતલબ તો હજુએ સમજતો નથી..

A couple of years ago with the support of Aarti Foundation VSSM began working in Kutch’s Bhachau region. Bhachau has substantial concentration of nomadic population. Here we came across 10 Meer families living in Samakhiyari. Work takes them to distant regions but eventually they come back to Samakhyari. These families had no document to prove their identity. VSSM worked to get them their citizenry documents. .jpg)
The Voter ID cards also facilitated these families to acquire ration cards. The children of these families have been enrolled in mainstream school after teaching them in the Bridge School for a while. We are planning to start a hostel in Bhacahu from June 2015 onwards. We are also in process of filing applications for the allotment of residential plots to these families. .
