VSSM salutes the compassion and empathy demonstrated by the District Collectors of Mehsana and Surendranagar…

Recently, VSSM was in a meeting with the District Collectors of Mehsana and Surendranagar to discuss the long ending issues of the nomadic communities resounding in these districts. The proceedings at the meeting remained very positive as both these officials demonstrated tremendous concern over the apathy of the local officials and were quick to give instructions to the concerned departments to resolved the issues. 

“This work has to be done, period!!” was one line instruction by the Collector of Mehsana Shri. Alok Kumar to all his subordinate officials who until now have been finding excuses to not attend to the applications filed by the nomadic families. He also instructed the local authorities to include these families in the next Garib Kalyan Mela and ensure that these families benefit  from the government schemes during this Mela. As a result of the orders given by the Collector the local authorities have all geared up and are working towards redressing the pending issues!!

In a similar manner the Collector of Surendranagar Shri. Udit Aggrawal also discussed at length the pending issues and applications of nomadic communities and instructed his officials to resolve the issues as soon as possible.

The issues are same, we file applications, the local authorities do not pay heed to the applications, the files keep piling on, the families are asked to make innumerable rounds of various offices for an otherwise irrelevant document that is termed mandatory to process such applications!!  It is difficult to comprehend what fun these officials get in tormenting the poor families in such a manner!! While for the individuals working for these families it remains a depressing  scenario.

“Ben, it is tiring to witness such apathy and to keep running around government offices for accomplishing simple tasks!! How long will these communities have to endure such mindsets? We haven’t asked for bungalows for these families, it is just a small piece of land to shelter their families is what they are asking for and yet so much of delay and disgust!!   lamented Naran. And his concern isn’t irrelevant at all. Most of the applications filed by nomadic families need to be followed up right from local to district to state level. We keep writing to the concerned authorities all the time and yet the files keep piling on. It is only  the hope that some day things would change for better that keeps us going!!!

The proactive attitude reflected by the Collectors of Mehsana and Surendranagar have spread  hope in otherwise depressing conditions. We are not sure how much will be accomplished but the fruitful meetings have made the team believe that the local authorities will have to work to the orders of the respective district Collectors.

મહેસાણા અને સુરેન્દ્રનગર કલેક્ટરની નિસ્બતને સલામ..

વિચરતી જાતિઓના પડતર પ્રશ્નો સંદર્ભે તાજેતરમાં મહેસાણા અને સુરેન્દ્રનગર કલેકટર સાથે બેઠક યોજાઈ. બંને અધિકારી ખૂબ હકારાત્મક અને તેમણે ખૂબ ત્વરાથી આ સમુદાયના પ્રશ્નો ઉકેલાય તે માટે જરૃરી કાર્યવાહી કરવાની સૂચના સંલગ્ન અધિકારીને આપી. 

શ્રી આલોક કુમાર મહેસાણા કલેક્ટર વિચરતી જાતિઓના કામોને કેમ કરીને ના કરવા તે માટે જાત જાતના બહાના કરતા નીચેના અધિકારીઓને એક જ લીટીમાં આ કામ કરવાનું છે અને શક્ય હોય તો તમામ પરિવારોને આગામી ગરીબ કલ્યાણ મેળામાં તેમને મદદ મળે તેમ કરવાની સૂચના આપી. મહેસાણા જીલ્લાના  તમામ અધિકારી અત્યારે પ્રાથમિકતા આપીને વિચરતી જાતિના પ્રશ્નોને ઉકેલવા મથી રહ્યા છે.

આવા જ શ્રી ઉદીત અગ્રવાલ તા.17 સપ્ટેમ્બરના રોજ આયોજીત જિલ્લાના તમામ અધિકારીઓ સાથેની બેઠકમાં વિચરતી જાતિઓના પ્રશ્નોની ચર્ચા કરી. પ્રશ્નો સાંભળ્યા અને આ કરવા જેવું કામ છે તેમ કહીને સૌ અધિકારીને ઝડપથી પ્રશ્નોનો ઉકેલ લાવવા સૂચના પણ આપી. 

vssmના કાર્યકરો આમ તો રોજ સરકારમાં વિચરતીજાતિઓને સરકારી મદદ મળે તે માટે ઝઝૂમતા હોય છે. આવામાં સરકારમાં ફક્ત ફાઈલો ચાલ્યા કરતી હોય અને કોઈ ઉકેલ ના આવે ત્યારે નિરાશ થઈ જાય છે. આજે બનાસકાંઠાના vssmના કાર્યકર નારણે કહ્યું, ‘બેન થાકી જવાય છે. ક્યાં સુધી લોકો આમ રવળ્યા કરશે? તેમના પ્રશ્નોનું સમાધાન ક્યારે થશે? આપણા લોકો કાંઈ બંગલા તો માંગી નથી રહ્યા તો શા માટે માથુ ઘાલવા એક ઓરડી આપવામાં આટલો વિલંબ થઈ રહ્યો છે’ નારણની વાત સાચી છે. જિલ્લાથી લઈને ગાંધીનગર સુધી સંલગ્ન અધિકારીને અમે નીત લખીએ છીએ. ક્યાંક કામ થાય છે તો ક્યાંક કામોનો ઢગલો થઈ રહ્યો છે. પણ એક આશા છે એક દિવસ તો બધુ સરખુ થશે.

આવી નિરાશામાં મહેસાણા અને સુરેન્દ્રનગર કલેકટરનું હકારાત્મક વલણ અમને આશા જન્માવે છે. કામ કેટલું થશે તેનો તો ખ્યાલ નથી પણ હાલમાં કલેક્ટરની વાતથી અમારા કાર્યકરો રાજી થયા છે અને કામ થશે તેવું અમને સૌને લાગી રહ્યું છે. 

બંને કલેક્ટર સાથે શ્રી રમેશ મેરજા અધિક કલેક્ટરમહેસાણા હંમેશાં મદદરૃપ થયા છે તેમની સાથે જિલ્લાના તમામ અધિકારીઓના અમે આભારી છીએ.. જેઓએ અત્યાર સુધી આ સમુદાયના કામોમાં મદદ કરી છે અને આગળ હજુ ઘણી મદદ કરશે તેવી અમને શ્રદ્ધા છે.

“The Panchayat has allotted us houses in 2007-08 but we have preferred to stay in the farm because the quality of construction is so poor that we fear they might come down someday when we are staying inside.”

“Who constructed such poor quality houses?? Did'nt you pay attention when the construction was underway??”

“We weren’t even aware that such houses are being constructed for us!! One day some village elders came to us and told us that our houses were ready and we could move in!!”

That was Varjunbhai Bharthari of Dhanera’s Ravi village narrating us the reasons for 13 Bharthari families opting out of  staying in the houses that the village panchayat has  built for them. The 13 Bharthari families of Ravi village have houses built for them but they have received documents to their plots on which these houses stand yet the panchayat has been giving them receipt to the house tax paid (as seen in the picture). The names of these families featured in the village’s BPL list and apparently the panchayat members decided to build houses for them,  without informing them, under the Indira Awas Scheme. But the quality of construction was so questionable that these families decided against staying there. 

What is difficult to comprehend for the families as well as the VSSM team  is how can anyone take such important  decision of  constructing a house without actually consulting the people who are to benefit from it!! 

The entire episode that has come to light recently shows how vulnerable the illiterate and ignorant nomads are and the  vested interest groups  are always eager and on the prowl  to take advantage of the ignorance of such ignorance!!

We are hoping that our hope in government taking some concrete steps for uplifting vast nomadic population soon comes true. The families are fast losing patience and we want the government to act fast,  before this population chooses to act!!! 

ભરથરી પરિવારોને ઘર મળ્યું પણ...

‘બેન અમન બોધીન આલેલા મકોનમાં જવા અમે સેજેય રાજી નહીં. મકોનમાં ઉપરથી બધુ ખર હ. હાચુ કઉ તો મકોન પડુ પડુ થતુ લાગ એટલે 2007-08માં મકોન બોધીન પંચાયતે આલ્યા પણ અમુ એક રાતેય એ મકોન કાઢી નહીં. અમે ખેતરોમાં જ પડ્યા સીએ.’

‘આવું જર્જરીત મકાન બાંધ્યું કોણે? તમે એ વખતે ધ્યાન નહોતું આપ્યું?’

‘અમુન તો ખબેરય નતી કે અમારા ઘરો થાય સ. આ તો બંધાઈ જ્યા પસી ગોમના મોટા મોણસોએ કીધુ તાર ખબર પડી.’

ધાનેરા તાલુકાના રવીગામમાં રહેતા વર્જુનભાઈ ભરથરીએ ઉપરોક્ત વિગતો જણાવી. સાંભળીને આ પરિવારો સાથે કામ કરવાનું જેમણે માથે લીધુ છે તેવા vssmના કાર્યકર મહેશ અને પરેશ થોડા નિરાશ થયા.રવી ગામમાં ગામથી દૂર ભરથરી પરિવારોના 13 મકાનો બંધાઈ ગયા પણ પ્લોટની સનદ હજુ આ પરિવારો પાસે નથી તેમને પંચાયત દ્વારા ઘર વેરાની પહોંચ આપવામાં આવી છે. જે ફોટોમાં જોઈ શકાય છે. 13 પરિવારોના નામ બી.પી.એલ.યાદીમાં છે એટલે ઈન્દિરા આવાસ યોજના અંતર્ગત તેમના મકાન ગામના જ સરપંચ અને અન્યોએ ભેગા મળીને બનાવી દીધા. પણ ભરથરીને ગમે તેવા મકાન બન્યા નથી તેવું તેમની સાથેની વાત પરથી સ્પષ્ટ જણાય છે એટલે તેઓ ત્યાં જવાય રાજી નથી. વળી મકાન બનીને સીધા આપી દેવાનું થયું તે પણ આ પરિવારો અને અમારી સમજ બહારનું છે. 

વિચરતી જાતિઓ કેવી પરિસ્થિતિમાં જીવી રહી છે તેનો વધારેને વધારેને ખ્યાલ આવતો જાય છે. ક્યાંક તો તેમની અજ્ઞાનતાનો પણ ફાયદો ઉઠાવવામાં આવતો હોય તેવું લાગે છે. 

તકવંચિત પરિવારો અંગે સરકાર નક્કર વિચારશે તે આશા vssm ટીમ રાખી રહી છે. અમે ઈચ્છીએ કે અમારી આશા ફળીભૂત થાય... નહીં તો આ સમુદાયો તો કંટાળ્યા છે. તેઓ નક્કર કદમ ઉઠાવે તે પહેલાં સરકાર દ્વારા નક્કર કામ થાય તેવી અપેક્ષા...

Every year The Giant International Federation 3-B honours individuals who have brought glory to Gujarat on national and international levels through their tireless efforts to the mission they have embarked upon.  This year  6 individuals were facilitated for their outstanding contribution to the cause they have been associated with. VSSM was one of the recipient of this honour in a special event was held in Jamnagar on 25th September.

Such laurels become possible because of the hard working and devoted team of VSSM, the well-wishers and friends of VSSM who ensure the our march towards attaining our mission continues without any difficulties and  the government authorities and officials whose compassionate approach eases the bureaucratic nitty-gritties. 

It was my honour to accept this award on behalf of the team and well-wishers of VSSM and am grateful to the Giants International Federation for this recognition. Such recognition reaffirms my faith in our society and am sure we shall be able to achieve lot more in coming times….

વિચરતી જાતિઓ માટે કરેલા કામો માટે મિત્તલ પટેલનું સન્માન

કોઈ પણ વ્યક્તિ કોઈ સારુ કામ કરે અને એની સમાજ દ્વારા નોંધ લેવાય તે સૌને ગમે. વિચરતી જાતિઓ સાથેના અમારા કામની નોંધ લઈને જાયન્ટ્સ ઈન્ટરનેશનલ ફેડરેશન 3 – બી દ્વારા રાષ્ટ્રીય – આંતરરાષ્ટ્રીય કક્ષાએ ગુજરાતને ગૌરવ અપાવનાર વિવિધ ક્ષેત્રના 6 વ્યક્તિઓનું સ્નમાન તા.25 સપ્ટેમ્બર 2016ના રોજ જામનગરમાં કરવામાં આવ્યું. જેમાં vssmના કામોને બિરદાવવામાં આવ્યું.

સંસ્થાના કામોને મળેલો આ એવોર્ડએ વિચરતી જાતિઓ માટે દિવસ રાત જોયા વગર દોડતા કાર્યકરો, જેમના કારણે અમે દોડી શકીએ છીએ તેવા સ્વજનો અને આ કામમાં મદદરૃપ થતા સૌ અધિકારીઓનો છે. સંસ્થાને મદદરૃપ થતા સૌ સ્વજનો, કાર્યકરો વતી ગઈ કાલે આ એવોર્ડ સ્વીકારવાનું મને સૌભાગ્ય મળ્યું  તે બદલ જાયન્ટ્સ ઈન્ટરનેશનલ ફેડરેશન તથા આપ સૌની આભારી છું. 

અમારા સૌના પ્રયત્નોથી અમે પાશેરામાં પૂણી જેટલું કરી શક્યા છીએ હજુ કેટલુંય કરવું છે અને સમાજ તેમાં સાથે રહેશે તેવો વિશ્વાસ ઉત્તરોતર વધી રહ્યો છે..

The Manav Garima and Manav Kalyan schemes by the government for the economically backward communities entitles them support to purchase tools to support or enhance their livelihoods. During the recently held  Garib Kalyan Mela in Patan district, VSSM’s Mohanbhai helped the 12 families belonging to Vansfoda and  Bajaniya communites living in Jesda, Boratwada, Baspa and Harij receive bicycles and hand-carts. 

The prerequisite to receive the benefits under the Manav Kalyan Scheme  the family has to be listed in the BPL list of a village whereas the Manav Garima scheme does not prescribe any such preconditions. Both these schemes serve the same objectives and can be termed as two sides of the same coin,  barring a  few  pre-requisites structurally both the scheme are quite similar. Since majority of the nomadic communities are not a part of any village expecting them to be part of the BPL list is a bit of too much for asking. While the Manav Kalyan Yojna is implemented by the Vikasti Jati Welfare Department it functions of limited budget - a conclusion drawn from our experience because every them an application gets rejected the reason cited is unavailability of funds!! Whereas the Manav Garima Scheme is executed through the Industry Department  hence has scope for more funds. Thus  if the BPL criteria is removed the benefits of such schemes can percolate to those who really need government assistance.

Well for now we are delighted that the truly deserving families benefited during the Garib Kalyan Mela and we are grateful to the authorities for their support... 

vssmના પ્રયત્નોથી સરકાર દ્વારા વિચરતી જાતિઓને સાધનીક સહાય મળી

રાજ્ય સરકાર દ્વારા આર્થિક રીતે પછાત પરિવારો આર્થિક રીતે સદ્ધર થાય તે માટે માનવ ગરીમા અને માનવ કલ્યાણ યોજના અંતર્ગત સાધનીક સહાય આપવામાં આવે છે. તાજેતરમાં પાટણ જિલ્લામાં આયોજીત ગરીબ કલ્યાણ મેળામાં vssmના કાર્યકર મોહનભાઈની મદદથી વાંસફોડા, બજાણિયા સમુદાયના જેસડા, બોરતવાડા, બાસ્પા અને હારીજમાં રહેતા કુલ 12 પરિવારોને હાથલારી તેમજ ફેરી કરવા માટે સાયકલની સહાય આપવામાં આવી.

માનવ ગરીમા યોજના અંતર્ગત જે પરિવારોના નામ બી.પી.એલ.યાદીમાં છે તેમને સાધનીક સહાય આપવામાં આવે છે જ્યારે માનવ ગરીમા યોજનાની મદદ મેળવવા વિચરતી –વિમુક્ત જાતિઓ બી.પી.એલ.માં હોવા જરૃરી નથી. બંને યોજનાનો હેતુ સમાન છે છતાં અમલીકરણમાં થોડો ફેર છે. વિચરતી જાતિઓ મોટાભાગે ગામનો હિસ્સો હોતી નથી આથી તેમના નામ બી.પી.એલ. યાદીમાં હોતા નથી આ સંજોગોમાં માનવ ગરીમા યોજનાની જેમ માનવ કલ્યાણ યોજનામાં પણ બી.પી.એલ. હોવાનો માપદંડ કાઢી નાખવામાં આવે તો મહત્તમ પરિવારો અને ખરેખર જેમને મદદની જરૃર છે તેમને મદદ મળશે. 

માનવ ગરીમા યોજનાનો અમલ વિકસતિ જાતિ કલ્યાણ ખાતુ કરે છે તેનું બજેટ મર્યાદીત હશે કારણ જ્યારે પણ અમે યોજનાની મદદ માટે અરજી કરીએ ત્યારે થોડાક લોકોની જ અરજી મંજુર થાય છે અરજી ના મંજુર થવાનું કારણ બજેટ નથી તેવું આપવામાં આવે છે. જ્યારે માનવ ગરીમા યોજના ઉદ્યોગ વિભાગ દ્વારા અમલી છે. જેની પાસે મોટું બજેટ છે. આમ વિચરતી જાતિઓને ધ્યાનમાં રાખીને બી.પી.એલ.નો માપદંડ કાઢી નાખવું વધારે હીતાવહ લાગે છે.

ખેર ગરીબ કલ્યાણ મેળામાં વિચરતી જાતિના અમારા ખરા હકદારોને મદદ મળી તેનો આનંદ અને સરકારનો આભાર..

The Government of Gujarat has launched Ma Vatsalya health scheme for the benefit of the population living below poverty line.  It is a scheme that  provides tertiary care treatment to Below Poverty Line (BPL) population & to the families having an annual income Rs. 1.20 lakh or below Rs.1.20 lakh per annum. But a prerequisite to avail benefits of these scheme is the Vatsalaya Card. It is a QR coded card (Quick Response Coded Card) issued to each family. 

In the times of rising inflation and more so the rising costs of medical treatments, such support from the government proves to be a boon for the extremely poor families who most of the time, because of lack of funds,   do not have access to even the bare minimum  treatment. VSSM has been trying to ensure that maximum number of nomadic families receive the Ma Vatsalya Cards. After our repeated requests for issuance of Ma Vatsalya Cards to the families from Dafer, Salat and many other communities living in Vijapur the Health Officer organised a camp in Dafer settlement  on 9th of September to file applications and finish the required formalities for the issuance of cards. Unfortunately, printer was out-of-order that day or else the cards would have been issued to these families. 

The compassionate attitude of Mamlatdar Shri. Tank has resulted in the officials even considering and processing the applications of Dafer. We are grateful to the authorities for their sensitivity towards these families. 

ગરીબ પરિવારમાં કોઈ વ્યક્તિ બિમારીનો ભોગ બને ત્યારે તે પરિવાર આર્થિક રીતે ખુવાર થઈ જતો હોય છે. ઘણી વખત તો પૈસાના અભાવે વ્યક્તિ દવાખાને જવાનું પણ ટાળે છે. આ સ્થિતિમાં સરકાર દ્વારા 2 લાખની આવક મર્યાદાવાળા પરિવારોને મફત તબીબી સહાય મળે તે માટે મા કાર્ડ તથા વાત્સલ્ય કાર્ડ આપે છે. આ કાર્ડઘારક પરિવારને કોઈ પણ બિમારીમાં પોતાની પાસે કાર્ડ હોવાના કારણે ઘણી રાહત થઈ જાય છે.

વિચરતી – વિમુક્ત જાતિના પરિવારોને મા કાર્ડ કે વાત્સલ્ય કાર્ડ મળે તે માટે vssm સતત કોશીશ કરે છે. વિજાપુરમાં રહેતા ડફેર, સલાટ વગેરે પરિવારોને કાર્ડ મળે તેમાટે છેલ્લા કેટલાય વખતની રજૂઆતના અંતે તા.9 સપ્ટેમ્બરના રોજ બ્લોક હેલ્થ ઓફીસર દ્વારા ડફેર વસાહતમાં કેમ્પ કરીને 46 પરિવારોને કાર્ડ મળે તે માટેના અરજી ફોર્મ ભરી કાર્ડ મળે તે માટેની અન્ય ગતિવીધી કરી. તે દિવસે જોગાનુંજોગ પ્રિન્ટરબંધ હતું નહીં તો તેમને ત્તત્કાલ કાર્ડ પણ મળી ગયા હોત.

મૂળ તો મામલતદાર શ્રી ટાંક સાહેબની આ પરિવારો માટેની લાગણીના કારણે આ પરિવારોને તત્કાલ કાર્ડ મળવાનું સંભવ બન્યું. જે માટે ટાંક સાહેબ ઉપરાંત સમગ્ર વહીવટીતંત્રનો આભાર વ્યક્ત કરીએ છીએ.

A couple of years back a substantial number of families walked out of the infamous Vadia to start their life afresh!! The intent behind this movement was not  only to walk away from the physical space of Vadia but also from the occupation practiced in Vadia and stigma attached to being from that village. Sadly though the stigma just does not seem to let them be!! A recent episode has brought back the pain of belonging to Vadia in the lives of these nomadic families. 

“Our daughters are teased and harassed when they go to fetch water. Our neighbours keep inquiring, if we are from Vadia!! We left Vadia and inspite of trying so hard Vadia just isn’t prepared to let us be!! Until now no one had sensed that we belonged to Vadia but ever since one of the daughters belonging to Vadia has eloped the horrors have come back knocking our doors. The grocers, the houses we work at all of them have sensed our identity and they want us to vacate the huts we stay in, what are we supposed to do now? Where do we go with our young daughters, we do not want to return to Vadia, we do not want our daughters to fall prey to prostitution!! We would be extremely thankful to the government if it helps us find a place to create a roof on head and live in peace!!” This was the collective urge of the pain stricken families who once stayed in Vadia.

On 26th September 2016 Rameshbhai, Soni Ma, Ani Masi and 40 other individuals,  once belonging to Vadia and VSSM’s Shardaben reached the Collector’s office to make a concrete presentation of their issues. Since last two years we have been requesting to the authorities to allot plots to these families. As evident it is the officials have preferred to avoid the requests. Obviously, the endurance levels of these families are withering. “We have been asked to leave our current lodging and now that everyone knows we are from Vadia finding a new place is going to be impossible. Under such circumstances it would be wise if we built our shanties in the compound of the Collector’s office!! 

If the authorities continue to ignore the repeated requests the families will be left with no choice  but to  take such extreme steps,  since now they have no other place to call home!!! 

We would want a peaceful resolution to the issue and hope the authorities understand the conditions of these families and provides them with some place to build their homes!!!

બેન પાણી ભરવા જતી અમારી દીકરીઓની છેડતી કરવામાં આવે છે. તમેય વાડિયાના છો એવું અમારા છાપરાંની આજુ બાજુ રહેતા લોકો પૂછે છે. શું જવાબ આપવો. ગામમાં ચાલતા ખરાબ ધંધાથી અમે કંટાળ્યાતા અને એટલે જ અમે ગામ છોડ્યું હતું. પણ જુઓને વાડિયા અમારો પીછો છોડતું નથી. એનાથી અમે મથીયે તોય છૂટા થઈ નથી શકતા. અત્યાર સુધી પાલનપુરમાં રહેતા પણ કોઈને ખબર નોતી કે અમે વાડિયાના છીએ પણ ગામની એક છોકરી ભાગી અને એના કારણે આખા બનાસકાંઠામાં ખબર પડી. અમારા છાપરાંની બાજુમાં રહેતા દુકાનવાળા, સોસાયટીવાળાનેય ખબર પડી કે અમે વાડિયાના એટલે હવે બધા લોકો અમારાં છાપરાં ખાલી કરાવે છે. શું કરીએ?

જુવાન દીકરીઓને લઈને અમે ક્યાં જઈએ. અમારે એ ગામમાં જવું નથી, એ ગામનો કોઈ પુરાવોય નથી જોઈતો, અમારી દીકરીઓને અમારે ખરાબ ધંધાય નથી કરાવવા. અમને માથુ ઘાલવા અમારી એક જગ્યા મળી જાય તો આખી જીંદગી સરકારના આભારી રહીશું.

પોતાના માથે લખાયેલી વાડિયાના નામની છાપ ભૂંસવા પ્રયત્નો કરતા રમેશભાઈ, સોનીમા, અનીમાસી વગેરે જેવા 40 વ્યક્તિઓ તા.26 સપ્ટેમ્બરના રોજ કંટાળીને કલેક્ટર કચેરીએ vssmના કાર્યકર શારદાબહેન સાથે રજૂઆત માટે ગયા. આમ તો vssm દ્વારા આ પરિવારોને પાલનપુર આસપાસમાં રહેણાંક અર્થે પ્લોટ મળે તે માટે છેલ્લા બે વર્ષથી રજૂઆતો કરી રહ્યા છીએ પણ કોઈ જવાબ નથી. આ પરિવારો કહે છે, ‘હાલમાં જ્યાં રહીએ છીએ ત્યાંથી વાડિયાના છો એમ કહીને કાઢી મૂકે છે અને હવે તો આખા પાલનપુરમાં ખબર પડી ગઈ કે અમે વાડિયાના છીએ એટલે કોઈ પોતાના ત્યાં રહેવા નહીં દે. આવામાં કલેક્ટર કચેરીએ જ ડંગા લઈને બેસવાનું નક્કી કરી રહ્યા છીએ.’ 

સરકાર ના સાંભળે તો ના છૂટકે આવા નિર્ણયો પણ કરવા પડે. ખેર અમે તો આશા રાખીએ કે કલેક્ટર આ પરિવારોની વેદના સમજે અને એમને કોઈ જ પ્રકારના આંદોલન કે ઘરણાં વગર રહેણાંક અર્થે પ્લોટ મળે...

The bureaucratic apathy at the local level has been posing  immense challenges to acquire ration cards, voter ID cards, income certificates, caste certificates for the nomadic communities. The immense amount of  hinderances created by the local officials are driving the VSSM team members to an edge. VSSM’s Kanubhai and Chayaben are totally frustrated with the display of such apathy by the officials. The team of VSSM and the community members are literally driven from one office to another by the officials on pretext  that the task they have come for isn’t their’s but someone else’s or they are required to spend money on unnecessary paper work and affidavits or proofs.. the message one gathers  is that these officials aren't ready to do the work of nomadic communities. 

Left with no other option,  VSSM’s Kanubhai along with the community leaders went to meet the District Collector of Rajkot. However, since he was not present they met up with the Additional Collector Shri. Harshadbhai Vora. Shri Vora gave a patient ear to the complains shared by Kanubhai and leaders. He regretted for the behaviour of the officials, asked us to prepare a list of pending issues and assured that if a need was felt,  he would call for a joint meeting between VSSM, applicant families and the officials. 

Such exemplary attitude reflected by Shri Vora helps us retain our faith in the officials while remain hopeful that such officials will surely bring change in the present conditions of the nomadic communities. 

With the hope that the Rajkot officialdom will soon commence work towards addressing the challenges of nomads in their district…….

vssm દ્વારા વિચરતા પરિવારોના પ્રશ્નો સંદર્ભે કલેક્ટર શ્રીને રજૂઆત કરવામાં આવી.

રાજકોટ જિલ્લામાં રહેતા વિચરતા સમુદાયોને રેશનકાર્ડ, મતદારકાર્ડ, જાતિ પ્રમાણપત્ર, આવકના દાખલા વગેરે મેળવવા માટે એટલી બધી તકલીફ પડી રહી છે કે એ વર્ણવતા vssmના કાર્યકર કનુભાઈ તથા છાયાબહેન નિરાશ થઈ જાય છે. જાતિ પ્રમાણપત્રની અરજી આપવા જાય એટલે અધિકારી તેમને અમે આ કામ ના કરી શકીએ ફલાણી કચેરીમાં આપો અથવા સોગંદનામા વગેરે જેવા પુરાવા આપો તેમ કહીને કામ ના કરવાના કારણો શોધી કાઢે. 

કંટાળીને ગઈ કાલે સમુદાયના આગેવાનો તથા vssmના કાર્યકર કનુભાઈ કલેકટરને મળવા માટે ગયા પરંતુ, તેઓ ગેરહાજર હોવાથી અધિક કલેકટર શ્રી હર્ષદભાઈ વોરાને મળ્યા. તેમણે વિચરતા સમુદાયો વહીવટીતંત્રમાં કેવી હાલાકી વેઠી રહ્યા તે સાંભળ્યું અને જે થઈ રહ્યું છે તેની સામે ખેદ વ્યકત કર્યો સાથે જ પેન્ડીંગ જેટલા પણ પ્રશ્નો છે તે તમામ પ્રશ્નોનું લીસ્ટ કરીને આપવા જણાવ્યું અને જરૃર પડે સંલગ્ન તમામ અધિકારી સાથે બેઠક કરવાની પણ તેમણે ખાત્રી આપી. 

દરેક અધિકારી સંવેદનાથી વિચારે તો આ સમુદાયો પ્રાથમિક જરૃરિયાતો માટે જે વલખાં મારી રહ્યા છે તેનો અંત આવી જાય. આશા રાખીએ રાજકોટના વહીવટીતંત્રથી જે નિરાશા વ્યાપી છે તે કાંઈક ઓછી થાય...

Boratwada village decides to shell-out land for 6 Vansfoda families…..

Some 6 Vansfoda families have been staying on the outskirts (1 km away on government wasteland)  VSSM has been trying to rehabilitate their livelihood and provide them dignified living.  The families now sell plastic home ware in the villages around Boratwada.  The outskirts of this village has been their home for years and yet the villagers have been refusing to allow them piece of land where they can build a one -room house.
of Boratwada village for many years now, last year when the families were stationed near the village lake the flash flood of July 2015 swept away their shanties and belongings. These families who barely managed to survive had been clinging to their traditional occupation of bamboo basketry.  Distraught with the massive loss they suffered during this natural calamity,

VSSM’s Mohanbhai had facilitated the process of issuance of Ration Cards and Voter ID cards from Boratwada village. Subsequently the families were to apply for allotment of residential plots as well and had been in process of accumulating the required documents. The need for income certificates brought them and Mohanbhai to the Mamlatdar’s office where they were shown a letter signed by 200 villagers opposing allotment of land to these 6 families!!!!

“My heart skipped a beat on hearing what the Mamlatdar had to show whereas the families’ faces turned pale with the looming uncertainties…” narrated a rather distraught Mohanbhai. 

Hard-working and persistent that he is, Mohanbhai decided to meet the Boratwada Panchyat members and try convincing them.

“ You are unnecessarily dragging the matter, we have decided we do not want to give any land to these Vansfoda!!” said a member. 

“Sir, they are just 6 families and they have been here for years. You all have helped them get ration cards, now if you could just support an bit more they would atleast have a decent roof on their head and protection from such natural calamities!!” explained Mohanbhai. 

“Don’t you get it, we said no and no means no!!  SO what if we supported with the ration cards, that doesn’t mean we will give away land to them. You shouldn’t be taking advantage of our goodwill,” was a harsh reply from another member. 

“Where will they go from here, they are so poor and this is the place they call home!”  tried Mohanbhai. 

“That is not our lookout. We allow them in our village and what if they become our  ‘Saheb’ tomorrow?”  argued one of the members. 

“Saheb!!” said Mohanbhai 

“Ofcourse. What if the government declares a reserved seat for this village during the panchayat polls. We will have to vote for them and call them Saheb!!”

“Sir, no such norms apply for these communities and they are just 6 families having 12 voters. Nothing like that can ever happen,” explained Mohanbhai.

“These communities have been pampered a lot by the government. Now if you can stop arguing and leave the office!!”  they said asking Mohanbhai to leave. 

Mohanbhai had no choice but to leave the office. It is heart breaking to experience such baseless and absurd reasoning from village elders who we expect to be wise and compassionate.  As for now, the struggle continues. 

“We stay in a corner of a village so that we do not become hindrance to anyone, we have never interfered in the matters concerning the village and yet the villagers are refusing our permanent settlement  in the village. Where will we go if all of them keep refusing our settling down??” lamented these families

“I was small when my parents brought me here, I have grown up here. The letter the Mamlatdar gave saying 200 people refusing to allow us to settle here! On listening to Mamlatdar I went and met the leaders, told them we aren’t asking land for farming, we just want small piece of it to build 6 houses.  I feel like I have been sacked out of my house.  I just do not want to go anywhere from here, have lived here and will die here!!” is what heartbroken Rameshbhai Vansfoda had to say after experiencing such dejection. 

Its either the rigid mindsets of the society or the utter sluggishness of authorities on acting upon the filed applications there is always some reason that keeps these and thousands of extremely poor nomadic families from raising their fundamental rights to this country…Amongst all such depressing events there is always that hope that keeps us moving and the families hoping for a better tomorrow. 

DELAYS IN ENFORCEMENT OF GOVERNMENT REGULATIONS

 The apathy of local level bureaucracy is pathetic when it comes to implementation of policies that have been framed or reformed to benefit the nomadic communities. The trailing instances are excerpts from what happens at the grassroots as the team and communities strive to attain some basic human rights…….

We are here not to serve and support but to object and reject…. 

“How can you get residential plot, you are already settled?”

 “Sir, we stay in hutments and the land on which our huts stand is government’s not ours.”

“Yes, but the government is required to allot plots to only those nomadic families who continue to lead itinerant lives, if you have been living at one place means you have settled down so how can we give you land??”

“Sir, that land on which our huts stand is not on our names, it is government’s, we don’t own a house! What if we are asked to vacate the land on which we are staying, we will have to vacate the land, we will have to unsettle ourselves and you are saying we lead a settled life!!”

“That is none of my concern, we cannot allot you land based on this directive.”

“But Sir!!”

“Now do not argue any further, just leave we have many other things to attend.”

A regulation Dated 06/06/2003 No. JMN-392003.454 Para 3(A) by the State Revenue Department States permits allotment of land for the purpose of building a house 

to Nomadic and Semi-nomadic communities leading wandering lives but now wish to settle down. Since the nomadic communities haven’t been aware of the existence of any such directive they have never requested benefits under this regulation. VSSM spread a word on this directive in the settlements it works encouraging the families to file applications under this regulation. And ever since we have initiated this process the applicants are countered in the manner reflected in the above dialogue.  

A similar incident also occurred during a meeting chaired by Mehsana Collector. One of the officials mentioned to have rejected a similar application requesting for land.  And it was not just him there were quite a few to join the chorus including an Additional Collector and other senior officials, all agreeing to the fact that these families cannot be allotted any land.   The members of the nomadic communities present in the meeting were shattered witnessing such an approach. VSSM’s Tohid was quick to argue, “Sir what if we get a bulldozer and erase their huts and shanties, they will be homeless and vagrant again will that suffice??”  How does one make such senior official understand the difference between a nomad and settled human being?  

Each official interprets the rules, directives, modifications to the original rule etc. in a different manner, but there is one understanding that remains common amongst most of these officials and that is to collectively work towards denying the entitlements. They make sure to try their level best towards reject any application bringing forward one or the other objection.  There have been instances when the Collector, Additional Collector, Mamlatdar or Taluka Development officer all trying to escape from their duty to allot the land and sign the papers, what they choose to do instead is to forward the application to the next officer!! How can we escape the situation and pass on an application to make it someone else’s worry is what they are always looking for!!

The Dafer families of Vijapur are awaiting the allotment of plots allocated to them since past 8 years. The Mamlatdar is a very supportive and compassionate individual but still awaits permission from the villagers to allow allotment of land to Dafer.  While he also keeps saying that the land in ours (government’s) we will give it to anyone whom we deem fit!!  We fail to understand such contradictory approach of officials.  

In 2015 the Prant Officer asked us to submit applications for plots to the nomadic families living in Diyodar. The applications had to be attached with a caste certificate so few families went to the office of the Mamlatdar for the same.  “Saheb, we live in hutments near Bora road and we want to file applications for residential plots and hence require caste certificate,” answered one of the community men when asked by the Mamlatdar what brought them the office. During the talk the Mamlatdar asked who was giving them land, “We are asking the land under the government’s regulation for communities like ours.”  They were asked them to come over the next day. So by next day the Mamlatdar must have briefed himself on what the regulation was because when the community members came over he said, “the regulation is for those who haven’t settled as yet, you have Voter ID cards, Ration card all bearing the address of your Bora road hutments, so you aren’t eligible to benefit from that scheme and hence there is no need for caste certificate, you may leave!!!”  

Each application for residential plot has to be accompanied by VoterID card, Ration card, Adhar Card, an affidavit stating that the applicant does not have own even a tiniest piece of land in whole of India, a document from Panchayat, official documents of the land requested and much more. So how is someone who is constantly wandering with his bag and baggage supposed to acquire and no application is entertained in absence of a single document!! 

Our efforts, the continuous struggle and advocacy can influence change in policies and regulations but they cannot influence change in the mindsets of officials and authorities, how can we bring about that kind of change??  “Ben, even the hardcore Dafer amongst us have given up robbery and adopted honest means to earn living, we have began to understand what is good for us and look at these officials they just do not want to do their duty of serving and helping the poor like us!!” says Umarbhai Dafer who has been struggling to acquire land since last 8 years.  Education and authority should be used to serve others and the government officials are in that position just to serve the poor and needy while what they are doing right now is exactly the opposite of it…..

The relentless resentment to permit residency to nomads…..

Article (19) (1) (e) of the Constitution of India guarantees the Fundamental Right in the nature of fundamental freedom, or right to freedom to reside and settle in any part of the territory of India, of course the right to settle does not allow to trespass into homes or restricted areas and the state also may restrict this freedom to protect the aboriginal tribes. Barring these clauses, a citizen of India therefore ideally should not encounter any challenges to reside in a city, town or village he/she wishes. But when it comes to the nomadic and denotified tribes the hurdles of permanently settling in a village or town of their choice seldom cease to exist. The awareness on the challenges these communities endure on everyday basis should have changed the mindsets of the villagers who persistently oppose the presence of these communities in their villages.  Inspite of all our efforts  we have yet to experience this complete change in the mindsets and approach towards the nomadic communities. And the relentless resentment to allow the nomadic communities to permanently settle down in their requested villages is proving to be a traumatic experience for the petitioner families as well as the team of VSSM. 

Nat are not Nomads!!

Kishankaka Nat calls me and inquires, “Ben, has Nat community been removed from the nomadic communities??”

“No, who is telling you that?” I replied.

“Ben, we are in process of preparing applications for allotment of residential plots to the Nat families staying in Siddhpur for which we require caste-certificates. We approached the Mamlatdar of Siddhpur for the same where he tells us that the Nat aren't part of the nomadic communities!!” says Kishankaka. 

This isn’t happening for the first time. There remains a great confusion amongst the local and to an extent the senior bureaucracy over the inclusion of the nomadic and de-notified tribes in their classified list. Under the Department of Social Justice and Welfare falls the  Vikasti Jaati Kalyan Khatu. This Board works for the Socially and Economically Backward communities under which the  Nomadic and De-notifed tribes are classified.  We have made numerous requests and appeals to rework and  bring out a new list (as the current list is almost 60 years old and believed to be prepared in a hurry during the formation of Gujarat) of the nomadic and de-notifed communities. There are numerous sects and sub-sects amongst the nomads and all need to be included. But there is hardly any progress made on this issue. Making us raise a much obvious doubt: Are they really interested in development of poor, for who they are in office!!

A resolution has also been passed to include the Nat in the list but as  the resolution hasn’t been uploaded on the GSWAN (a government portal) website acquiring caste certificated at local level becomes a challenging task. 

Kishankaka himself has been appointed as Director to Corporation for Social and Economic Development of Nomadic and De-notified tribes. I told him, “You should have asked the Mamlatdar, if Nat do not feature in the list how come I have been appointed Director to such government formed body!!” 

Take a trip down memory lane and the images of street side acrobatic shows performed by the Nat men and children will cross your mind, so how come the policymakers and administration fail to recognise such an important aspect. Mention Nomads and the images of colourful Vanzara, acrobatic Nats, knife sharpener  Saraniya, the snake charmers Madari-Vadi swipe our minds..these are the communities who have been wandering for centuries so if the administration isn’t aware of such obvious facts they should offer to investigate further to confirm and come back on the issue instead of contradicting a much obvious fact!!

આજે ડીસાથી કીશનકાકા નટનો ફોન આવ્યો. 

‘બેન અમને નટને વિચરતી જાતિમાંથી કાઢી નાખ્યા?’

‘ના કોણ આવી વાતો કરે છે તમને’

‘બેન સિદ્ધપુર મામલતદાર પાસે સિદ્ધપુરમાં રહેતા નટ સમુદાયના લોકોને રહેણાંક અર્થે પ્લોટ મળે તે માટેની માંગણી કરી છે અને તે માટે દરખાસ્ત તૈયાર કરવાનું કરી રહ્યા છીએ અને દરખાસ્ત માટે જાતિ પ્રમાણપત્ર જોઈએ એ મેળવવા મામલતદાર પાસે ગયા તો એમણે કહ્યું નટનો સમાવેશ વિચરતી જાતિમાં થતો નથી.’

વિકસતી જાતિ કલ્યાણ ખાતું, સામાજિક ન્યાય અને અધિકારીતા વિભાગના નેજા હેઠળ સામાજિક અને શૈક્ષણીક રીતે પછાત જાતિઓ જેમાં વિચરતી અને વિમુક્ત જાતિઓનો પણ સમાવેશ થાય છે તે તમામ માટે કામ કરે છે. ત્યાં આ જાતિઓ બાબતે થઈ રહેલી માથાકૂટોની કેટલીવાર રજૂઆત કરી છે. તેમણે નટને વિચરતી જાતિમાં ગણવા અંગેનો ઠરાવ કર્યો છે પણ સરકારની જીસ્વાન વેબસાઈટ પર ઓનલાઈન મુકવાનું તેમણે કર્યું નથી એટલે સ્થાનિક સ્તરે પ્રમાણપત્ર મેળવવામાં તકલીફ પડી રહી છે.

vssm દ્વારા કેટલીક જાતિઓના પર્યાય ઉમેરવા બાબતે સરકારમાં રજૂઆતો પણ થઈ છે. પણ તે દિશામાં કાંઈ થઈ નથી રહ્યું. આ તંત્ર આવી ગોકળગાય ગતિથી કેમ ચાલે છે અને તેઓને ખરેખર ગરીબોના વિકાસમાં રસ છે કે કેમ તે પ્રશ્ન પણ થઈ રહ્યો છે.

કીશનકાકા વિચરતી અને વિમુક્ત જાતિઓ આર્થિક, સામાજિક વિકાસ માટે બનેલા નિગમમાં ડાયરેક્ટ તરીકે ફરજ બજાવે છે. મે તેમને કહ્યું, ‘કાકા મામલતદારને કહેવું હતું ને કે, હું નિગમમાં ડાયરેક્ટર તરીકે ફરજ બજાવું છું જો અમારો સમાવેશ વિચરતી જાતિમાં થતો જ ના હોય તો હું નિયામક કેવી રીતે બન્યો?’

નટ તો સદીઓથી વિચરતા રહ્યા છે. અંગકસરતના હેરત પમાડે તેવા ખેલ તેઓ કરે છે. આંખ બંધ કરીને વિચરતી જાતિઓ એટલે કોણ એવું પુછીએ તો પણ નટ, વાદી, વણઝારા, બાજણિયા સહજ બોલાઈ જાય ત્યારે અધિકારીઓને આ કેમ ખબર નથી. વળી ખબર ના હોય તો સીધા ના પાડવાની જગ્યાએ હું તપાસ કરીને કહું છું તેવી હૈયાધારણા લોકોને આપે તો લોકો રાજી થાય નહીં તો કિશનકાકાને થયો એવો થડકારો થઈ જાય....
