The Living Conditions of the Nat and Vansfoda families
in Khoda Village

17 families belonging to Nat and Vansvadee (Jogi) nomadic community stay in a settlement located on the outskirts of Khoda village of Banaskantha’s Tharad block. The settlement has been their home for many years now. While these families remain on the move through out the year they gather back in the settlement to spend the monsoon months. Most nomadic communities across Gujarat do not move/wander during the monsoon period. 

These 17 families possess  Voter-ID Cards, Ration Cards bearing the address of Khoda village, their houses in the settlement  are Kuccha huts with hay roofs. VSSM has been striving to ensure these families are allotted plots to build their homes. VSSM has also filed applications for the same, its been long since we  submitted all the relevant documents in the office of the Mamlatdar. Inspite of producing all the necessary  documents there has been no progress in the direction of processing the applications.  

Until now the families had been receiving water in the settlement, but that too has been turned off. It is believed that an RTO office is coming up on the land where these families are staying right-now. The families aren’t against any construction  on this land, they aren't asking for the plots on that very piece of land, all they are requesting is a piece of land anywhere  so that they can build home and have a permanent address. When the authorities do not process the applications for such a long time it reflects their attitude and makes us question their willingness to work for the voiceless and the marginalised.

At present the families are being pressurised to vacate the place without  telling them where to go. VSSM has requested the authorities to do what is rightful and just for these families. Let us hope for the best.

It pains us immensely when we see thousands of nomadic families survive in absolutely inhumane conditions. Almost 7 decades of independence and our country has huge populations who do not have food at the end of the day. How shameful is that for us as a society and country. After filing the applications we had been expecting allotment of plots, instead what the authorities are doing is shooing them away from the place they called home for several years. 

How wonderful it would have been if the families were given the same priority as is been given to a RTO office!

બનાસકાંઠાના થરાદ તાલુકાના ખોડાગામમાં નટ અને વાંસવાદી (જોગી)ના કુલ 17 પરિવારો વર્ષોથી ગામમાં રહે છે. ધંધા અર્થે ગામથી થોડો સમય બહાર જાય પણ વળી પાછા આ ગામમાં જ આવીને રહે છે. આ પરિવારો પાસે આ ગામના મતદારકાર્ડ, રેશનકાર્ડ પણ છે. આ પરિવારો ગામથી દૂર પડતર જગ્યા પર ઘાસના છાપરાં બાંધીને રહે છે. આ પરિવારોને રહેણાંક અર્થે પ્લોટ મળે તે માટે VSSM દ્વારા છેલ્લા ચાર વર્ષથી રજૂઆત થઈ રહી છે અને પ્લોટની માંગણી સંદર્ભની દરખાસ્ત તમામ દસ્તાવેજ સાથેની મામલતદાર કચેરીમાં જમા પણ કરાવી છે પણ કોણ જાણે આ દિશામાં કોઈ કાર્યવાહી કેમ થતી નથી.

આ પરિવારો જ્યાં રહે છે ત્યાં પીવાના પાણીની સુવિધા કરી હતી તે પણ બંધ કરી દેવામાં આવી છે. હાલમાં આ પરિવારો રહે છે ત્યાં કદાચ આર.ટી.ઓ કચેરી બનવાની છે. આરટીઓ કચેરી ભલે બને આ પરિવારો તેનો વિરોધ નથી કરતા. ના તેઓ હાલમાં જે જગ્યા પર રહે છે તે ફાળવવાની જીદ કરતા પણ ક્યાંક તો તેને સ્થાયી સરનામું આપવાની માંગ કરે છે. જે આ દેશના નાગરિક હોવાના નાતે તેમનો અધિકાર પણ છે. પણ સમાજના સૌથી છેવાડે રહેતા આ પરિવારો પ્રત્યે સૌ દુર્લક્ષ સેવી રહ્યા હોય તેમ લાગે છે. હાલમાં તેમના ઉપર આ જગ્યા ખાલી કરવા સૌ દબાણ કરી રહ્યા છે. પણ ક્યાં જઈને રહેવું તેનો વિકલ્પ કોઈ આપતા નથી. VSSMએ આ પરિવારો સાથે ન્યાયીક કાર્યવાહી કરવાની રજૂઆત કરી છે. જોઈએ શું થાય છે..

પણ આઝાદીના આટલા વર્ષો પછી પણ આવી અમાનવીય સ્થિતિમાં આપણા જ દેશના નાગરિકોને જીવવું પડે તે આપણા સૌ માટે શરમજનક છે. વળી તેમને કાયમી સરનામું આપવાની જગ્યાએ હડહડ કરતા તેમને કાઢી મુકવાનું સૌ હોંશથી કરી રહ્યા છે. કાશ આર.ટી.ઓ. કચેરીની જેમ આ પરિવારો પણ સરકારની પ્રાથમિકતામાં હોત...

The Saurashtra region of Gujarat has vast concentration of nomadic and de-notified communities. The settlements could be found scattered across the region, since no government machinery has yet reached these communities they remain deprived of their fundamental rights and basic documents.

61 Gadaliyaa families stay in the Veerpur village of Rajkot’s Jetpur block. The village hosts their monsoon settlement. The families who earn their living from hand crafting iron tools  remain on the move through  large part of the year. You must be aware that this community derives  its name Gadaliya from the way they wander, with their belongings laden on a Gaada/bullock cart. Most of these families do not have voter ID cards, ration cards, Adhar UID card etc… the requests for the same have been made to the government but nothing much has been achieved yet….

Natubhai Makwana of Rajkot approached VSSM informing us about the presence of these families and requesting us to help them attain their rights. VSSM’s Kanubhai visited the settlement and met up with the residents and one Devrajbhai Gadaliya  a helpful and zealous member of the community  who has always worked for the betterment of his community. The arrival of Kanubhai to the settlement brought quite a relief to  Devrajbhai.

Kanubhai has prepared and submitted to the Collector’s office the applications for allotment of  residential plots, along with the applications for plot he is also filling up forms for Ration card, voter card etc. 

VSSM has religiously brought to the notice of the government, gaps that exist in reaching to these communities who struggle is to  attain  their primary needs, we hope the administration and government are able to resolve these issues at the earliest…

રાજકોટ જિલ્લાના જેતપુર તાલુકાના વીરપુરગામમાં 61 ગાડલિયા પરિવારો વર્ષોથી ગામમાં અસ્થાયી વસવાટ કરે. પરંપરાગત લોખંડમાંથી ઓજારો બનાવવાનું કામ કરે અને તે માટે વર્ષના આઠ મહિના વિચરણ કરે. ગાડા પર સામાન લઈને વિચરતા આ ગાડલિયા પરિવારોમાંના મોટાભાગના પાસે મતદારકાર્ડ, આધારકાર્ડ કે રેશનકાર્ડ જેવા પુરાવા ના મળે. સરકારમાં રજૂઆતો પણ કરેલી પણ નક્કર પરિણામ ના મળે.

રાજકોટના નટુભાઈ મકવાણાએ આ પરિવારોને મદદરૃપ થવાનું vssmના કાર્યકર કનુભાઈને કહ્યું અને કનુભાઈ વસાહતમાં ગયા. વસાહતમાં ઉત્સાહી યુવાન દેવરાજભાઈ પણ પોતાના કુટુંબીજનોનું ભલું થાય તે માટે ખુબ મહેનત કરતા. તેમને પણ કનુભાઈના આવવાથી હાશકારો થયો. 

કનુભાઈએ આ પરિવારોને રહેણાંક અર્થે પ્લોટ મળે તે માટેની અરજીઓ તૈયાર કરીને કલેક્ટર કચેરીમાં દાખલ કરી. સાથે સાથે રેશનકાર્ડ, મતદારકાર્ડ વગેરે અરજીઓ પણ તૈયાર કરવાનું તેઓ કરી રહ્યા છે.

સૌરાષ્ટ્રમાં આ સમુદાયોની વસતિ વધારે છે અને સ્થિતિ પણ ખરાબ છે. વિચરતી જાતિઓના પ્રાથમિક પ્રશ્નોના ઉકેલ માટે એક મુદ્દાનો કાર્યક્રમ સરકારી સ્તરે થાય તો જ આ જાતિઓના તમામ પ્રશ્નોનું સમાધાન થઈ શકે. ગુજરાતમાં આ માટે અમે ખુબ રજૂઆતો કરી છે.આશા છે આ સરકાર આ બાબતનું વહેલીતકે સમાધાન લાવે..

50 Devipujak families  stay in the village of Kuha in Daskroi block of Ahmedabad district, their homes made of mud stand on government wasteland. Inspite of staying  on the land for many many years the families still await allotment of residential plots. Majority of these families have  Voter ID cards but still struggle to acquire ration cards and the ones who have find it difficult to get the cards divided  after their  families became nuclear, just because the officials aren’t willing to do so..The families like these are daily wage earners, one day without work means no food for the day to feed the family!!! 

“The officials don’t understand our condition, all they make us do is take rounds of office. It wouldn’t hurt if this rounds brought results!! But the authorities choose not to pay any attention to our repeated requests,” narrate the appalled members of the Devipujak community. VSSM’s Chayaben is helping these families attaint their rights.She has initiated efforts to ensure the families move to a permanent address that is rightfully their’s.. She has began accumulating the documents required to process the applications for residential plots, making applications for caste certificates. 

The compassionate approach of   Shri. Patel Saheb,  Additional Director,  Ahmedabad District, has made possible for 55 Devipujak families to acquire caste certificates this will enable us to  file applications residential plots. We are hopeful that the families will be abel to receive the plots soon…

દેવીપૂજક પરિવારોને vssmના પ્રયત્નથી મળ્યા જાતિ પ્રમાણપત્રો

અમદાવાદ જિલ્લાના દસક્રોઈ તાલુકાના કુહાગામમાં વર્ષોથી 50 દેવીપૂજક પરિવારો માટીથી બનાવેલા ઘરોમાં સરકારી પડતર જગ્યામાં રહે છે. આ પરિવારો છૂટક મજુરી કરીને ગુજારો કરે છે. વર્ષોથી આ ગામમાં રહે છે છતાં હજુ સુધી આ પરિવારોને કાયમી રહેણાંક અર્થે જગ્યા ફાળવાઈ નથી. મતદાર કાર્ડ મોટાભાગના પાસે છે પણ રેશનકાર્ડ મેળવવામાં થોડી તકલીફ છે. નવા રેશનકાર્ડ અથવા રેશનકાર્ડનું વિભાજન કરી આપવા અધિકારી રાજી નથી. 

રોજે રોજ કમાઈને ખાવાવાળા આ પરિવારો કહે છે એક દિવસ અમે કામે ના જઈએ તો સાંજે ચુલો ના સળગે પણ અધિકારીઓ અમારી આ વાત સમજતા નથી એટલે ઘણા ધક્કા ખાધા પછી પણ અમારા કામો નથી થતા. vssmના કાર્યકર છાયાબહેન અને કનુભાઈ આ પરિવારોને મદદરુપ થઈ રહ્યા છે. તેમણે આ પરિવારોને સ્થાયી સરનામું મળે જ્યાંથી કોઈ તેમને ઉઠાડે નહીં, દબાણમાં છાપરાં કર્યા છે તેવું કહે નહીં તે માટે પ્લોટ મળે તે દિશામાં કાર્યવાહી શરૃ કરી છે. પ્લોટની દરખાસ્ત માટે જરૃરી જાતિ પ્રમાણપત્ર મેળવવા તેમણે અરજી કરી. અમદાવાદ જિલ્લાના નાયબ નિયામક (વિ.જા) પટેલ સાહેબની લાગણીના કારણે 55 પરિવારોને જાતિ પ્રમાણપત્રો મળી ગયા છે. હવે તેમની પ્લોટ મેળવવાની દરખાસ્ત ઝડપથી થશે.

અમે આશા રાખીએ છીએ કે, ઝડપથી આ પરિવારોને પ્લોટ અને ઘર મળે. ફોટોમાં જાતિ પ્રમાણપત્ર સાથે દેવીપૂજક પરિવારો..

Molesman Madari is a sub-sect of the Madari nomads, the families of this community earn their living by making and selling herbal medicines.   A fairly large settlement of Molesman Madari could be found in the Thangadh town of Surendranagar district. The nature of work requires these families  to remain mobile for majority part of the year. However, all they come to spend the monsoon months in this Thangadh settlement. They have been on this government wasteland for so many years now that they consider to be their home and have built up semi-kuccha houses. Until now there had been no issues but few months back they were required to vacate the space as the authorities deemed their occupancy on this land as encroachment.

The families have been trying to file applications for allotment of residential plots but as it always happens with the marginalised population nobody has paid heed to their requests. Ultimately they decided to contact VSSM’s Harshad,  who works with nomad families of Surendranagar, presented their case to him and requested VSSM’s intervention. Harshad decided to first examine the documents the families had and found that 48 families did not have ration cards. The  first step was to file 48 applications for ration cards. The Mamlatdar and Additional Mamlatdar Shri.  R. R. Khambhla are an empathic duo, they immediately processed the applications and issued  APL ration cards. The families are so poor that they should have been issued BPL ration cards anyways, for now we are OK with the cards but plan to pursue the matter as we move forwards with the residential plots applications.

VSSM is proud to have a team that is dedicated and persistent in it’s efforts, it is team members like Harshad whose untiring efforts show us the results we are achieving when it comes to attaining the overall goals of VSSM…..

સુરેન્દ્રનગર જિલ્લાના થાનગઢમાં મોલેસ્લામ મદારીની ઘણી મોટી વસતિ રહે. દેશી દવાઓ બનાવીને વેચવાનું કામ કરતા આ મદારી લોકો આખા વર્ષ દરમ્યાન ખુબ વિચરણ કરે. આ પરિવારો થાનગઢમાં જ સરકારી પડતર જગ્યા પર છાપરાં અને કાચા ઘરો બનાવીને વર્ષનો કેટલોક સમય રહે. થોડા સમય પહેલાં દબાણ કર્યું છે એમ કહીને સ્થાનીક અધિકારીઓએ તેમને જગ્યા ખાલી કરાવી.

આ પરિવારોને રહેણાંક અર્થે પ્લોટ મળે તે માટે તેઓ ઘણા વખતથી રજૂઆતો કરી રહ્યા છે પણ આ સંદર્ભે કોઈ કામ થતું નહોતું. આ પરિવારોએ સુરેન્દ્રનગરમાં કામ કરતા vssmના કાર્યકર હર્ષદનો સંપર્ક કરી મદદરૃપ થવા કહ્યું. હર્ષદે સૌ પ્રથમ તમામ પરિવારો પાસે ક્યા કયા ડોક્યુમેન્ટ છે તેની તપાસ કરી તો અંદાજે 48 પરિવારો પાસે રેશનકાર્ડ નહોતા. સૌ પ્રથમ રેશનકાર્ડના ફોર્મ ભરીને મામલતદાર કચેરીમાં જમા કરાવ્યા. મામલતદાર તથા નાયબ મામલતદાર આર.આર.ખાંભલા ખુબ ભલા અધિકારી તેમણે તત્કાલ 48 પરિવારોને APL રેશનકાર્ડ આપ્યા. આમ તો પરિસ્થિતિ પ્રમાણે તેમને BPL રેશનકાર્ડ મળવા જોઈતા હતા પણ તે ના મળ્યા ખેર કાંઈ નહોતું એમાં કાંઈ મળ્યું તેનો સંતોષ છે. સાથે સાથે BPL રેશનકાર્ડ મળે તે માટે પ્રયત્નો પણ કરવાના છે. સંસ્થા સાથે હર્ષદ જેવા સંનિષ્ઠ કાર્યકરો છે જે વિપરીત પરિસ્થિતિમાં પણ સતત આ સમુદાયોના માટે મથે છે આવા સરસ કાર્યકરોની ટીમ અમારી સાથે છે જેનો vssmને ગર્વ છે.

The Community Members

Water, power and housing are the basics that enables us humans  to lead decent lives and these are the needs that most nomadic communities remain deprived of even after years of requesting the same and repeatedly bringing it  to the notice of the authorities!! The families belonging to nomadic and de-notified communities in Mehsana district  have endless issues awaiting redressal at the various government offices across the district.  Its an extremely slow pace at  which the issues are handled. The attitude of the officialdom makes us believe that they are absolutely indifferent to the communities’  need for such basics. The families are grappling  for water and when the issue came to install a stand-post for power the families were shooed out of the office reasoning that the region does not fall under their administrative rein..

During a block level Loksamvaad Setu program for the Vijapur block the team of VSSM lead by Tohid decided to put forth the list of pending complaints before the participating Minister and his entourage of officials and administrators. We aren’t sure when will these issues be addressed but we are hoping for a solution to this life long sufferings these communities have endured...

The Minister did get annoyed and gave his peace of mind to the administrators on hearing that the issues have been pending for 8 years…the officials have assured speedy redressal all we can do is wait,  watch and hope for the best..……

મહેસાણા જિલ્લામાં રહેતી વિચરતી અને વિમુક્ત જાતિઓના કેટલાયે પ્રશ્નો સરકારી સ્તરે પેન્ડીંગ છે. આ પ્રશ્નો સંદર્ભે ખુબ રજૂઆતો અત્યાર સુધી કરી છે પણ કામની ગતિ એટલી બધી ધીમી છે કે ક્યારેક થાકી જવાય. આ સમુદાયનો મુખ્ય પ્રશ્ન રહેણાંક અર્થે પ્લોટનો છે તે અંગે તો જાણે કામ કરવું જ ના હોય તેવો ઘાટ સ્થાનિક અધિકારીઓનો છે. પાણી માટે પણ વખલાં મારવા પડે છે. એક સ્ટેન્ડ પોસ્ટ નાખવામાં પણ આ વિસ્તાર અમારી હદમાં નથી એમ કહીને આ સમુદાયને કચેરીની બહાર ધકેલી દેવામાં આવે છે.

આજ રોજ વિજાપુરમાં તાલુકા સંવાદ સેતુ કાર્યક્રમ આયોજીત થયો. જેમાં મંત્રીઓથી લઈને અધિકારીઓ ઉપસ્થિત રહ્યા જેમાં આ સમુદાયના લોકોએ તથા vssmના કાર્યકર તોહીદ દ્વારા આ સમુદાયના તમામ પ્રશ્નો સંદર્ભે રજૂઆત કરવામાં આવી. ઉકેલ ક્યારે આવશે તેનો ખ્યાલ નથી પણ ચોક્કસ નક્કર પરિણામ આવશે એ આશા સાથે સૌએ રજૂઆત કરી છે. 

જો કે આઠ વર્ષની રજૂઆતના અંતે પણ કોઈ કામગીરી થઈ નથી એ સાંભળીને મંત્રીએ સ્થાનિક અધિકારીઓને ખખડાવ્યા પણ ખરા. અધિકારીઓએ આ કામ ઝડપથી પૂર્ણ કરવાની બાંયેધરી આપી છે. હવે જોવાનું એ છે કે ખરેખર કેટલા સમયમાં કામ પૂર્ણ થાય છે.

On 4th May 2016, we met the Chief Minister of Gujarat Smt. Anandiben Patel to present to her the long pending issues of the nomadic and de-notified communities of Gujarat. The list was endless but Smt. Anandiben gave a patient hearing and we had a very constructive dialogue by the end of which Smt. Anandiben decided to chair a meeting with the concerned departments to address the issues.. The list included:

Inclusion of the excluded nomadic and de-notified tribes into the states list of marginalised communities, 

Rehabilitation of Dafer and Vadee community,

Stopping the unwarranted  police atrocities on the Dafer community,

Activating the  Nomadic and De-Notified tribes Board

Easing the hurdles faced in allotment of residential plots to nomadic communities, 

The delay in plots allotments to the nomadic families in Mehsana, Patan, Ahmedabad, Gandhinagar Banaskantha, Sabarkantha, Surendranagar, Rajkot. 

To make the rural-urban housing support for nomads at par with each other and sanction the third instalment towards the housing support to the Vadee families of Dhangadhra basis Rs. 70,000 support amount. 

Organise regular monthly meetings chaired by the district Collector to address the issues of the nomads. 

Obstacles faced by the nomadic families  in acquiring  the  Caste certificate. 

Provide professional ID cards,

Inclusion of names of nomadic families in BPL list and Ration Cards,

Problems faced by nomads in acquiring driving licence and few more issues were discussed. 

We are extremely grateful to Smt. Anandiben for her concern towards these communities and  taking out time to listen to our complaints. We hope the meeting she proposes to chair on these matters is scheduled as soon as possible. A few years back,   consequent to the Ramkatha conducted by the Resp. Morari Bapu,  Smt Anandiben then a State Revenue Minister played a major role in shaping a policy designed to allot residential plots to the nomads. This policy has enabled the nomads realise  one of their most cherished dream,  that is the dream of ‘owning a house.’ We are hoping of similar magical intervention by our Chief Minister Smt. Anandiben….

વિચરતી જાતિઓ માટે એમણે જે લાગણી દર્શાવી એ માટે અમે સૌ બહેનના આભારી છીએ. બસ હવે ઝડપથી એમની અધ્યક્ષમાં બેઠક આયોજીત થાય અને ઉપર જણાવેલા પ્રશ્નો થોડા હળવા થાય તેની રાહ જોઈએ છીએ.

વિચરતી જાતિઓ માટે પૂ.મોરારી બાપુ દ્વારા આયોજીત રામકથામાં ઉપસ્થિત રહેલા આદરણીય આનંદીબહેન. તે વખતે તેઓ મહેસુલ વિભાગ મંત્રી હતા. તેમણે આ પરિવારોને પ્લોટ ફાળવાય તે માટેના ઠરાવ કરવામાં મહત્વપૂર્ણ ભૂમિકા ભજવી હતી.. આશા રાખીએ આ વખતે પણ તેઓ એવી જ સરસ ભૂમીકા ભજવે..

 A mention of the word nomad and first image  that strikes us is that of  colourful Gypsies, for a layman nomad means Gypsies whereas the fact is that Gypsy are one of the many nomadic communities that thrived in the bygone days and like all these communities the Gypsy or the Vanzara as they are called in Gujarati, too are leading marginalise lives today.  There are many Vanzara families that still have to find a permanent place to stay.

15 Vanzara families stay on the wasteland of Vakha village in Diyodar town of Banaskantha. 3 of these families have their names in the BPL list and yet they haven’t been allotted plots to build homes. VSSM has relentlessly pursued the issue of plots allotment to these families but things haven’t progressed any further. Our team member Naran has made numerous presentations before the concerned authorities but with no success. Such situations do prove to be demotivating for our team members especially when consistent efforts do not bring results. but like an army of ants  VSSM team too shalll keep pursuing the cause of nomads until we succeed in achieving it goals.

વિચરતી જાતિઓની વાત કરીએ ત્યારે સૌ પ્રથમ વણઝારા જ આપણી નજર સમક્ષ આવે આવા વણઝારાની ઘણી વસાહતો છે જે આજેય પ્રાથમિક સુવિધાઓથી વંચિત છે અને એવા કેટલાય વણઝારા છે જેઓ આજે પણ પોતાનું સ્થાયી સરનામું શોધી રહ્યા છે. બનાસકાંઠાના દિયોદરના વખાગામમાં આવા જ 15 વણઝારા પરિવારો ગામથી દૂર છાપરાં બાંધીને રહે છે. 15 પરિવારોમાંથી 3 પરિવારોના નામ તો બી.પી.એલ. યાદીમાં પણ છે છતાં તેમને રહેણાંક અર્થે પ્લોટ ફાળવાયા નથી. vssm આ પરિવારોને પ્લોટ મળે એ માટે સતત પ્રયત્નશીલ છે. જો કે એ માટે ઢગલાંબંધ રજૂઆતો vssmના કાર્યકર નારણ દ્વારા થઈ છે. પણ તે દિશામાં કશું થયું નથી. આ સમુદાયોને નાગરિક તરીકેના તમામ અધિકારો મળે તે માટે દિવસ રાત સંસ્થાના કાર્યકરો જે રીતે મહેનત કરે છે અને લાંબા વખત પછી પણ તેનું પરિણામ મળતું નથી ત્યારે થોડી હતાશા ચોક્કસ આવે છે. પણ કીડીની જેમ આપણે પ્રયત્ન કરવાનો છે ક્યારેક તો સફળ થઈશું તેવી આશા પણ બંધાયેલી છે... 

વખામાં રહેતા વણઝારા જે સ્થિતિમાં રહે છે તે ફોટોમાં જોઈ શકાય છે. vssmના કાર્યકર નારણ દ્વારા આ પરિવારોને પ્લોટ મળે તે અંગેની રજૂઆત તૈયાર કરાવવામાં આવી જે ફોટોમાં જોઈ શકાય છે.

Over the period of time,  due to changing circumstances,  the nature of work related migration or  wandering amongst most of the nomadic communities has seen a considerable change. Most of these families now  prefer to live settled lives for the benefit of their families especialy their children, settled lives would enable them  to receive  education.  While the men in the communities wander for day or months to earn living,  the women stay back for the children. 

One such group of Salat families living around  Vijapur now wishes to settle down. VSSM has facilitated these families in filing of  applications to obtain residential plots around Vijapur. This was quite some time ago and the administration has been quite lax on this mater. VSSM team member Tohid who works with these families continues to make rounds of the concerned departments, most of the times  he is also accompanied by the individuals of the applicant  families. But the applications have hardly moved further.  We shall keep following up because it is our duty towards these  communities,  hoping that there shall be a day when the sun will shine for the poor and the marginalised….

Along with the plots VSSM has also helped these families apply for their fundament documents of identity. Recently Tohid filed
Voter ID card applications for 19 individuals from these families. The  once impossible task of getting a Voter ID card has now become extremely easy for the nomads, this also makes us joke sometimes, “ How difficult it was for the nomadic families to obtain a voter ID card earlier and how easy it is now….. wish something like this happens for obtaining the residential plots” How badly we wish such desires to come true…

મહેસાણાના વિજાપુરમાં રહેતા સલાટ પરિવારો ચાદરો વેચવા ગામે ગામ ફર્યા કરે. પણ હવે સ્થાયી ઘરની ઈચ્છા છે. કામ માટે ભલે પુરુષો ફરે પણ સ્ત્રીઓ અને બાળકોને એક જગ્યાએ મુકીને જવાય તો જીવને ધરપત રહે અને બાળકો ભણતા પણ થાય. આ પરિવારોને વિજાપુર આસપાસમાં રહેણાંક અર્થે પ્લોટ મળે તે માટે vssm છેલ્લા કેટલાય વખતથી પ્રયત્ન કરે છે પણ તે દિશામાં વહીવટીતંત્રની ઢીલ ઘણી છે. પણ આપણું કર્તવ્ય છે પ્રયત્ન કર્યા કરવાનું. એમ સંસ્થાના કાર્યકર તોહીદ સાથે સાથે વસાહતના લોકો પણ થાક્યા વગર બસ કચેરીના ધક્કા ખાધા કરે છે. એક દિવસ સોનાનો સુરજ ઊગશે અને અમને પણ પ્લોટ મળશે તેવી સૌને આશા છે. 

આ પરિવારોને તમામ પ્રાથમિક પુરાવા મળે તે માટે vssm અને તેના કાર્યકર તોહીદ પ્રયત્નરત છે. તોહીદ દ્વારા આ પરિવારોના મતદારકાર્ડ વિહોણા 19 વ્યક્તિઓના મતદારકાર્ડ માટેના ફોર્મ તાજેતરમાં ફરીને કચેરીમાં જમા કરાવ્યા. મજાકમાં vssmના કાર્યકરો કહે છે, ‘વિચરતી જાતિઓ માટે પહેલાં મતદારકાર્ડ કઢાવવું કેટલું મુશ્કેલ હતું. પણ હવે સરળ છે. આવું સરળ રહેણાંક અર્થે પ્લોટનું થઈ જાય તો.... ’ ખરેખર આવું થાય તો કાર્યકરો અને આ કરનાર સૌના મોઢામાં ઘી શક્કર..

Authorities demolish a nomadic settlement consisting of 40 homes…..

A fairly large settlement of families from nomadic communities is settled near the railway tracks of Rajkot’s Loharnagar. The families have been here for many years now, the houses they stay are semi-pucca cause nobody had ever objected to their settlement and never ever had the issues of encroachment emerged with the municipal authorities as well, hence they had never asked for legal ownership to these area.  The families felt their future was secured over here. However, on May 10th 2016 around 40 houses were demolished by the authorities citing encroachment reasons.

“Such a huge country of ours yet we can’t get a small piece of land to build our home, we had build shades to cover our heads and now those shades have also gone. Government is asking us to go elsewhere but cannot tell us where is the ‘elsewhere’ is!!  Will our wandering ever end??” was the anger of one of the Devipujak community member whose house was demolished. 

As compared to the rural regions the nomadic communities have found the urban areas easier to settle in because no one except the government  objects to their  living in the ghettos, slums or public places. They stay in and around the cities and wander for work in other regions. But when their homes are destroyed by the government itself a sense of insecurity sips in for these families who have no place else to go. 

VSSM is trying to get residential plots allotted to these  and many such nomadic families. With the prevailing conditions it seems to be a long haul but we are sure we will be able to get the plots allotted to these families…

 વિચરતી જાતિના 40 પરિવારોની વસાહત તોડી દેવામાં આવી...

રાજકોટના લોહાનગરમાંથી પસાર થતી રેલવેની પટરી પાસે 40 પરિવારો છાંપરાં બાંધીને રહે. આમ તો આખા લોહાનગરમાં વિચરતી જાતિના ખાસ્સા પરિવારો વર્ષોથી કાચા અને અર્ધપાકા આવાસો બનાવીને રહે. પણ ખાલી કરવાની તવાઈ બહુ આવે નહીં. એટલે કોઈ દિવસ પોતાની જગ્યા માટેની માંગણી પણ કરેલી નહીં. પણ તા.10 મે 2016ના રોજ દબાણ હટાવવાના કાર્યક્રમ અંતર્ગત 40 પરિવારોના છાપરાં તોડી પાડવામાં આવ્યા. 

મોટાભાગના દેવીપૂજક પરિવારો વર્ષોથી અહીંયા રહે. એમના કહેવા પ્રમાણે, ‘આખા દેશમાં અમારા નામે ઘરનો જડે. માથુ ઘાલવા આ એક છાપરુ બનાવ્યું હતું એય તોડી નાખ્યું. સરકારે અહીંથી જતા રહેવા કહ્યું પણ ક્યાં જવાનું એ કોઈ બતાવતું નથી. અમારા રઝડપાટનો ક્યારે અંત આવશે એય હવે સમજાતું નથી.’ વિચરતી જાતિની ઘણી વસતિ કામ ધંધા માટે શહેરોમાં આવીને જ્યાં જગ્યા મળી ત્યાં સ્થાયી રહેતી થઈ છે. હા કામ ધંધા માટે વિચરણ કરવું પડે તો ત્યાંથી જ કરે. વળી શહેરોમાં રહેવાના કારણે સરકાર સિવાયના કોઈના વિરોધનો સામનો કરવાનું ખાસ બનતું નથી આથી તેઓ પોતાની જાતને અને પરિવારને સુરક્ષીત માને છે. પણ આવી તોડ ફોડ થાય ત્યારે તેઓ ક્યાંય સુરક્ષીત નથી તે સમજાય છે. 

આ પરિવારોને રહેણાંક અર્થે કાયમી પ્લોટ મળે તે માટે vssm પ્રયત્નશીલ છે. જો કે આજે જે સ્થિતિ છે તે જોતા બધુ સરખુ ક્યારે થશે તે પ્રશ્ન છે પણ થશે એવો ભરોષો ચોક્કસ છે.

Vansfoda families with their Voter-Id Card applications..

Some Vansfoda families have been residing in the Boratwala village of Patan’s Harij block. The families have forever been wandering through the numerous villages of Harij but never ever  settled down in any of the villages so they did not have primary documents of identity. The 6 families have been residing in villages of Kureja and Boratwala. The Botarwala village panchayat has no issues if 3 nomadic families stay in their village hence VSSM’s Mohanbhai has facilitated the applications for the Voter-ID cards for 4 individuals from these 3  Vansfoda families in Boratwala.

VSSM has succeeded in getting documents of identity issued to thousands of nomadic individuals,  but in the regions where activities of VSSM hasn’t reached yet there are large numbers of families who have yet to access the fundamental citizenry documents. It is practically impossible for an organisation to reach everywhere, its the government machinery that can and has to  reach to these communities. But until that happens all we shall keep doing work for these families and lobby with the governments….and we hope to succeed at that..

પાટણ જિલ્લાના હારીજ તાલુકાના બોરતવાડાગામમાં વાંસફોડા પરિવારો રહે છે. આમ તો હારીજના ગામડાંઓમાં આ પરિવારો વર્ષોથી વિચરણ કર્યા કરે. પણ કોઈ ગામમાં આશરો બનતો નથી એટલે મતદારકાર્ડ કે અન્ય પુરાવા મેળવવામાં પણ તકલીફ થઈ રહી છે. 

કુલ છ પરિવારો કુરેજા અને બોરતવાડાગામમાં વહેંચાઈ ગયા. બોરતવાડાગામે પણ બે કે ત્રણ પરિવારોને પોતાના ગામમાં કાયમી વસાવવા સામે કોઈ વાંધો ના હોવાનું જણાવ્યું. એટલે 4 વ્યક્તિઓની મતદારકાર્ડ માટેની અરજી સંસ્થાના કાર્યકર મોહનભાઈ દ્વારા કરવામાં આવી. 

એક બાજુ અમને લાગે છે કે vssmની જ્યાં હાજરી છે ત્યાં લગભગ તમામ પરિવારો પાસે મતદારકાર્ડ આવી ગયા છે પણ પછી બીજી બાજુ આવા કિસ્સા ધ્યાને આવે છે ત્યારે થાય છે કે હજુ પણ ઘણા પરિવારો છે જેને પ્રાથમિક પુરાવા મળે તેની તજવીજ vssmએ કરવાની છે. ટૂંકમાં ખુબ કામ છે, સમય મર્યાદીત છે. સરકાર ઈચ્છે તો ઘણું થઈ શકે અમારો પ્રયત્ન સરકાર અમારી આ બધી ભાવના સમજે તેવો છે.. પ્રયત્ન કરીશું અને સફળ પણ થઈશું તેવી શ્રદ્ધા છે.
