The previous story we did had a mention about our meeting on 1st Sept 2014 with the newly transferred Banaskantha district collector Shri. Dilip Rana, our talk with him to draw his attention and seek his intervention on the age old unaddressed issues of the nomadic and de-notified communities in the district and consequently his stirring up the local bureaucracy to reach out to these communities. On 9th October 2014 he called up a meeting with all the Additional Collectors of the district and directed them to resolve all the perinial entitlement issues of entitlements that these communities are left to deal with every single day. He also asked the district social welfare officer Shri. B. I . Prajapati to prepare a report on the progress made by each department in this regard. This instruction required the welfare officer to write 75 letters to various departments!!
On 5th November 2014 a meeting of all the departments required to intervene to resolve the issues concerning the nomadic tribes was called by the Collector Shri. Rana. All the additional collectors, Mamlatdar, TDOs, officials from water resource department, water supply department, officials from GEB (power) and others remained present in the meeting. Shri. Rana tried to understand the concerns of these departments and matters that are stopping them from resolving the issues of these communities. During the meeting Sri.Rana instructed the officials to ensure quick allotment of residential plots to all those nomadic families who have yet to receive plots.
Shri. Jagdishbhai Desai talked to us about the settlements where we have not reached as yet. Infact he has already begun addressing the fundamental issues of these settlements as we write this note.
We are amazed by the dedication, will and motivation of Shri. Dilip Rana in resolving these long standing issues. If our bureaucracy had more officers like him the marginalised would never have to face such multiple challenges. In my years of experience of working with the nomadic and de-notified communities I have yet not come across such an official as Shri. Rana. We at VSSM are extremely thankful to Banaskantha Collector Shri. Rana, district welfare officer and all the officials for their efforts to resolve the issues of nomadic communities.
બનાસકાંઠામાં રહેતાં વિચરતા અને વિમુક્ત સમુદાયની મુશ્કેલીઓ સંદર્ભે કલેકટર શ્રી દિલીપ રાણાને તા.૦૧/૦૯/૨૦૧૪ના રોજ રજૂઆત કરી હતી. અમારી આ રજૂઆતો સંદર્ભે એમણે બનાસકાંઠા જીલ્લાના તમામ પ્રાંત કલેકટરશ્રી સાથે તા.૦૯/૧૦/૨૦૧૪ના રોજ બેઠક કરી અને વિચરતી જાતિના પ્રશ્નોનો ઝડપથી ઉકેલ લાવવાં સુચનાના રૂપમાં તાકીદ કરી અને તમામ બાબતો સંદર્ભે થયેલી કાર્યવાહીનો અહેવાલ જીલ્લાના સમાજ કલ્યાણ અધિકારી- બનાસકાંઠા શ્રી બી.આઈ. પ્રજાપતિને આપવા સુચના આપી. કલેકટર શ્રીની સુચનાથી સમાજ કલ્યાણ અધિકારીએ ૭૫ પત્રો જુદા જુદા વિભાગને લખ્યાં.
તા.૫ નવેમ્બર ૨૦૧૪ના રોજ વિચરતી જાતિના પ્રશ્નો જે વિભાગને સ્પર્શે એવા તમામ પ્રાંત કલેકટર શ્રી, મામલતદાર શ્રી, ટી.ડી.ઓ.શ્રી, પાણી પુરવઠા, ઉત્તર ગુ.વીજ ની.કંપની, જળ સંપતિ નિગમ, જીલ્લા ગ્રામ વિકાસ એજન્સી વગેરે તમામ અધિકારીઓની કલેકટર શ્રી એ પોતાના અધ્યક્ષપણા હેઠળ બેઠક કરી અને તમામ વિચરતી જાતિઓના પ્રશ્નો સંદર્ભે વિગતે ચર્ચા કરી અને આ પ્રશ્નો ઉકેલવામાં શું મુશ્કેલી પડે છે એની વાત કરી તો કેટલાંક પ્રશ્નો એમણે તા.૦૯/૧૦/૨૦૧૪ ના રોજ બેઠક કરી એમાં ઉકેલાઈ પણ ગયા હતાં.
એમણે તમામ વિચરતા પરિવારો કે જેમની પાસે રહેવા પોતાનો પ્લોટ અને ઘર નથી તેમને ઝડપથી પ્લોટ ફાળવવાની સુચના આપી. એમણે જે રીતે આ પ્રશ્નને ઉકેલવા વહીવટીતંત્રને સુચના આપી છે એ અદભૂત છે. દરેક અધિકારી આવી ત્વરાથી કામ કરે તો વંચિત સમુદાયોના કોઈ પ્રશ્નો પડતર નહી રહે...
