And the police continue their unwarranted behavior towards the Dafer…

 “Ben, the Nadiad police has arrested my brother. It has been days and we haven’t heard anything from them!! We live in the dangaa at Pisavada. Since last one week the S. O. G. Sarkhej and L. C. B. A. Nadiad have been frequenting our dangaa daily. The villagers have been very cooperative so far but, now they have begun doubting us. They have been inquiring of reasons why the police are frequenting us so much. You are trying to help us settle permanently in this village, the villagers were also willing to do that until now but since these frequent visits by the police they have now refused to process our income proofs,” narrated a rather anguished Mohamadbhai, who was at VSSM’s office to request our intervention.

VSSM has facilitated the process of applications for allotment of plots to 13 Dafer families living in Pisavada village of Dholka block. The revenue officer was to issue the income proofs required for the same. Sarpanch and the entire village was looking forward to allow these families allow permanent settlement in this village. However, the police reached Pisavada village with regards to a loot that had taken place in Kheda town. On 17th December the police arrested Surabhai Sadikbhai Dafer, a resident of Pisavada who was employed on a farm in Dholka. Surabhai was clueless on the reason for his arrest. When the police had reached the farm to arrest Surabhai, its owner Johnybhai called up Mohammadbhai, telling his to leave the farm as he was not interested in getting into the police issues. Similarly, Mohammadbhai’s son was also terminated from his job after police reached his workplace in Dholka town.

On 19th December, Mohammadbhai visited the office to talk about the recent harassment they have been facing. “We do not want to guard the boundaries, the police kept bothering us continuously when we were guarding the boundaries, demanding weapons that they thought we possessed.   Now we have moved to doing other jobs and the police has reached our workplaces here as well. So how will we earn our living? Ben, please help!! This way the villagers will also remove us from their village!! The police talk filthy with the women in our dangaa. We are supposed to tolerate this nonsense just because we are Dafer!” 55 years old Mohmmadbhai was in tears when he narrated all these episodes. The constant fear and anguish these families faced is heart breaking.

Mohammadbhai spent 4 hours in our office. When we asked him to  accompany VSSM team members to the Nadiad L. C. B. office the next day, he refused out of fear saying, “what if they arrest me as well?” If only for once the police decide to consider and treat the Dafer as humans!!!

We assured Mohammadbhai there was no need for him to fear. On 21st December 2016, accompanied by  VSSM’s Jayanatibhai and Tohid, Mohammadbhai reached L. C. B. Nadiad. The trio tried speaking to the police officials present in the office but none of them was prepared to listen to what visitors had to say. However, after we talked of VSSM’s work with the Dafer, how VSSM has been in constant touch with the DGP’s office in Gandhinagar on the issues concerning police harassment to innocent Dafer families and we might also need to talk about this episode to the DGP, did the officials pay heed to our talk. After listening to our team members and Mohamadbhai the PI adopted a mellower approach, “I know the Dafer engage in petty thefts to meet their hunger pangs but they never part of big loots. I too would like to see these families earning and flourishing well,” said the PI before calling Surabhai. “We had brought him for normal interrogation, he is innocent and you may take him along with you.” Mohammadbhai could not believe his ears, the entire episode coming to an end so easily!! When the team and Surabhai were about to leave, the PI invited them for a lunch. The team politely refused to the invite but the officer insisted. All of them later dined at a good restaurant. The PI was appreciative of VSSM’s endeavors for these communities.

Mohammadbhai was struggling to comprehend the events. Releasing Surabhai without any problems, the PI hosting them for a lunch and such compassionate approach of the officials was difficult to digest for Mohammadbhai. “The police never fear anyone, they always put us behind bars and find multiple fake reasons that would keep us in jail forever. And they just released Surabhai without any questions!!” All we had to say to the questions that were Mohammadbhai was popping out, “ You all are ignorant about law and the police take advantage of this ignorance. Your illiteracy and ignorance allows them to intimidate you all, your fear does not permit you to ask questions, begin to ask questions and the police too will decide to ast differently!!”

 

We aren’t sure if Mohammadbhai and Surabhai absorbed all that the team told them, but there was immense joy reflecting on their face as if they were successful in saving a prey from a lion’s hold!!

 

Whenever I visit Dafer settlement they invariably tell me, “VSSM has brightened our present. Earlier, we survived in the woods and loitered around like animals! But, things have changed now.” Such honest confessions do brighten up our day but, it also raises questions like what about the families that VSSM hasn’t reached yet?? Everyday there are instances of Dafer been harassed by police, how would they find a relief, who helps them??

 

Hope police officials around the state understand and execute the ‘Suraksha Setu Program’ with utmost honesty…..

 

‘બેન મારા ભાઈને નડીયાદ પોલીસ પકડીને લઈ ગઈ છે. પાંચ દી થ્યા એના કોઈ વાવડ નથી. પીસાવાડાગામમાં અમારા ડંગા છે અને ગામલોકો પણ અમને હારુ રાખે છે. પણ છેલ્લા અઠવાડિયાથી સરખેજ એસ.ઓ.જી. અને નડિયાદ એલ.સી.બી.એ. ઉપાડો લીધો છે. નિત ડંગામાં પોલીસ આવે છે. હવે તો ગામના લોકો પણ પુછે છે કે, તમે કાંઈ કર્યું નથી ને?અમને ગામમાં કાયમ વસાવવા તમે પ્રયત્ન કરો છો ને બેન, ને ગામના લોકો પણ એ માટે રાજી થઈ ગ્યાતા. પણ હવે એમણે આવકના દાખલના કાઢી આપવાની ના પાડી.’

પીસાવાડાથી મોહમ્મદભાઈ vssm ઓફીસ પર આવ્યા અને ખુબ વેદના સાથે આ વાત કરી. vssmએ ધોળકા તાલુકાના પીસાવાડામાં રહેતા 13 ડફેર પરિવારોને રહેણાંક અર્થે પ્લોટ મળે તે માટે અરજી કરી હતી અને તે માટે આવકના દાખલા તલાટી આપવાના હતા. સરપંચ અને આખુ ગામ આ પરિવારોને મદદ કરવા રાજી હતું પણ ખેડામાં થયેલી લૂંટના કિસ્સામાં પોલીસ છેક પીસાવાડા પહોંચી ગઈ અને આ ગામમાં રહેતા અને ધોળકામાં જોનીભાઈના ફાર્મમાં કામ કરતા સુરાભાઈ સાદીકભાઈ ડફેરને તા.17 ડિસેમ્બરના રોજ સવારે છ વાગે લઈ ગઈ. સુરાભાઈને તો ખબર નહોતી કે પોલીસ કેમ એમને પકડીને લઈ જઈ રહી છે. સુરાભાઈને ફાર્મમાંથી પોલીસે ઉપાડ્યા એટલે ફાર્મના માલીકે મોહમ્મદભાઈને બોલાવીને પોલીસના લફરા અમારે ના જોઈએ હવે પોલીસ આવશે તો તમારે ખેતીકામ છોડવું પડશે એમ કહ્યું. તો સામે મોહમ્મદભાઈનો દીકરો ધોળકામાં જ્યાં કામ કરતો ત્યાં પણ પોલીસ ગઈ એટલે માલીકે તેને કામમાંથી કાઢી મુક્યો.

મોહમ્મદભાઈ તા.19 ડિસેમ્બરના રોજ ઓફીસ આવ્યા અને પોલીસ દ્વારા થઈ રહેલી હેરાનગતિની વાત કરી. ‘પોલીસ જો આવું કાયમ કર્યા કરશે તો અમને કામે કોણ રાખશે. અમારે સીમરખોપું નથી કરવું. મહેનત મજુરી કરીને જીવવું છે. સીમમાં રહીએ તો પોલીસ વધારે હેરાન કરે અમે એમાંથી માંડ છૂટયા છીએ ત્યાં પાછુ આ લફરુ? બેન કાંક કરો.’ આ રીતે જો પોલીસ ડંગામાં અને જ્યાં તેઓ કામ કરે છે ત્યાં રોજ આવતી રહેશે તો એમને ગામમાંથી અને કામ પરથી કાઢી મુકશે તેવો ભય લાગી રહ્યો છે. 

બેન જીવતરમાં ધુળ પડ્યા જેવું લાગે છે. પોલીસ ડંગામાં આવીને અમારી બેન દીકરીઓને કેવું બોલે. લોહી ઉકળે પણ અમારે એ સહન કરવાનું. અમે ડફેર છીએ એટલે આ બધુ ચલાવવાનું. આટલું બોલતા તેઓ રડી પડ્યા. 55 વર્ષના મોહમ્મદભાઈને આ રીતે રડવું પડે કેટલી વેદના એમને થતી હશે. પોલીસ ડફેરને માણસ તરીકે જોવા જ જાણી રાજી નથી તેવું લાગ્યા કરે.

ચાર કલાક મોહમ્મદભાઈ ઓફીસ પર બેઠા. સુરાભાઈ સાવ નિર્દોષ છે એને છોડાવવા એમણે વિનંતી કરી. અમે કહ્યું કે, કાલે નડિયાદ એલ.સી.બી.ની ઓફીસમાં તમે vssmના કાર્યકર સાથે જશો? એમણે એ માટે ના પાડી. ‘પોલીસ મને બેસાડી દેશે’ તેવો ભય તેમણે વ્યક્ત કર્યો. 

કોઈનાથી ડરવાની જરૃર નથી તેવું કહીને મોહમ્મદભાઈને હીંમત આપી. 21 ડિસેમ્બર 2016ના રોજ vssmના કાર્યકર જયંતીભાઈ અને તોહીદ સાથે મોહમ્મદભાઈ નડિયાદ એલ.સી.બી. ઓફીસ પહોંચ્યા. ઉપસ્થિત પોલીસકર્મી સાથે વાત કરવા કોશીશ કરી પણ તેઓ કશું સાંભળવા રાજી નહીં. પણ પછી ડફેર સાથેનું કામ, ગાંધીનગર ડી.જી.પી.ઓફીસમાં અમે આ બાબતે વારંવાર લખીએ અને જરૃર જણાય ત્યારે બેઠક કરીએ તેવું જણાવી અહીંયા સરખો જવાબ નહીં મળે તો સીધા ગાંધીનગર જવાની વાત કરી. એટલે તેઓ ઠંડા પડ્યા અને પછી સાથે બેઠા. કાર્યકર અને મોહમ્મદભાઈની આખી વાત સાંભળી પી.આઈ. પણ ઢીલા પડ્યા. ‘મને ખ્યાલ છે કે ડફેર નાની મોટી લૂંટ અને એ પણ પેટ ખાતર કરે. મોટી લૂંટમાં એ લોકો કોઈ દી ના હોય. મને પણ આ લોકો સુધરે એમાં રસ છે.’ તેમ કહીને તેમણે સુરાભાઈને બોલાવ્યા અને કહ્યું, ‘અમે આને પુછતાછ માટે જ લાવ્યા હતા બાકી એ નિર્દોષ છે. તમ તમાર એને લઈ જાવ.’ મોહમ્મદભાઈને કલ્પના પણ નહોતી કે, આ બધુ આમ આટલી સરળતાથી પતશે. સુરાભાઈ સાથે કાર્યકર નીકળતા હતા ત્યાં પી.આઈ.એ તેમને જમીને જવા કહ્યું અને તેમને સરસ હોટલમાં આટલું સારુ કામ કરો છો અને કાયમ કરતા રહો તેવા ભાવ સાથે જમાડ્યા પણ ખરા. 

આખી ઘટનામાં સુરાભાઈનું આટલી સરળતાથી છૂટવાનું અને પોલીસનું મોહમ્મદભાઈ, સુરાભાઈ અને કાર્યકરોને હોટલમાં જમાડવાનું મોહમ્મદભાઈને બહુ પચતું નહોતું. ‘પોલીસ કોઈથી ડરે નહીં અમે ના કરેલા કેટલાય ગુના અમારા માથે મારી મચળીને બેસાડી દે. ત્યાં આટલી સરળતાથી સુરાભાઈને છોડી દેવાનું?’ મોહમ્મદભાઈના પ્રશ્નોના જવાબમાં અમે એટલું જ કહ્યું, ‘તમે કાયદો જાણતા નથી. ડર લાગે છે એટલે એકની પકડીને લઈ જાય પછી આપણે પાછળ પુછવાય જતા નથી કે એને કેમ પકડ્યો? બસ એનો ફાયદો સૌ ઉઠાવે છે. એક વખત કારણ પુછતા થઈશું તો આ બધુ આપ મેળે ઓછુ થશે.’

અમારી વાત કેટલી ગળે ઉતરી તેનો ખ્યાલ નથી પણ પોતાનો ભાઈ જેને મોહમ્મદભાઈ સાવ ભોળો કહે તેને આમ ઘરે લઈ જતા તેમના મોંઢા પર જે રાજીપો હતો અને એ રાજીપામાં સિંહના મોંઢામાંથી હરણને છોડાવી લાવ્યાની અનેરી ખુશી પણ હતી. 

ડફેરોની વસાહતમાં જઉ ત્યારે તેઓ હંમેશાં કહે કે, ‘તમારા(vssm) આવવાથી ડફેર સમાજનું સારામાં સારુ વર્તમાન છે. પહેલાં કેવા બાવળોની વચમાં, જંગલમાં નીલગાયની ઘોડે પડ્યા રેતા પણ હવે બધુ બદલાયું છે.’ આ સાંભળીએ ત્યારે રાજીપો થાય પણ પછી પ્રશ્ન પણ થાય કે, શું તમામ ડફેર પરિવારોને અમે મદરૃપ થઈ શકીએ છીએ? નિત ડફેર અને વિચરતી જાતિઓમાંના કેટલાય પોલીસની ઝપટમાં કોઈ જ કારણ વગર આવી જતા હોય છે. આ તમામની અમારા સુધી પહોંચ છે? જેઓ અમને જાણે છે તે અમારી પાસે મદદ માટે આવે છે અને અમે શક્ય મદદ કરીએ છીએ પણ જે જાણતા નથી તેઓની દશા શું છે તેનો તો ખ્યાલય નથી...

As per the guidelines issued by Government of India for sanctioning Voter ID cards to nomadic and de-notified tribes are not required to submit documents like school leaving certificate, any age or address proof to obtain Voter ID card. In fact,  VSSM has facilitated the application processes for thousands of individuals  from these communities, basis which they have received the Voter ID cards. Yet, there are instances when do come up with a list of documents these individuals need to submit.

Recently, we facilitated applications for members of 28 Dafer families residing in Jethal village from Gandhinagar’s Kalol block. The Additional Electoral Registration Officer sent a letter demanding a series of documents like school leaving certificate, address proof etc.  On the receipt of the notice VSSM’s Tohid accompanied by the applicants met the Mamlatdar and talked about the special provisions made by the government to facilitate the issuance of Voter ID cards homeless families. The mamlatdar did understand the matter and assured to do the needful.

As Tohid mentions, “Obtaining a voter ID card is not much of an issue for these families now but, unless they do not receive the cards one always left wondering if the official really understood the clarifications provided.” We hope the Mamlatdar has absorbed our clarifications.

વિચરતી જાતિના લોકોને મતદારકાર્ડ મેળવવા માટે જન્મતારીખના દાખલા, અન્ય ઉંમરના કે રહેઠાણના આધારોની જરૃર નથી તેવું ભારત સરકારની મતદારકાર્ડ મેળવવાની ગાઈડલાઈનમાં સ્પષ્ટ લખ્યું છે અને આ વિગતોના આધારે જ vssm દ્વારા હજારો મતદારકાર્ડ વિહોણા વિચરતી વિમુક્ત જાતિના લોકોને મતદારકાર્ડ અપાવવાનું થયું. છતાં ક્યાંક અધિકારીઓ હજુ આ વાત સમજતા નથી તેવા દાખલા પણ બને છે. ગાંધીનગર જિલ્લાના કલોલતાલુકાના જેથલજગામમાં રહેતા 28 ડફેર પરિવારોના મતદારકાર્ડ મેળવવા માટેના ફોર્મ ભરીને આપ્યા કે, મદદનીશ મતદાર નોંધણી અધિકારી દ્વારા આ પરિવારોના જન્મના પ્રમાણપત્ર અથવા શાળા છોડ્યા અંગેનું પ્રમાણપત્ર અથવા તબીબી પ્રમાણપત્ર તથા રહેઠાણનો પુરાવો વગેરે રજૂ કરવા માટે લખ્યું.

નોટીસ પછી vssmના કાર્યકર તોહીદ વસાહતના તમામ લોકોને રૃબરૃ લઈને મામલતદારને મળ્યા અને ભારત સરકાર દ્વારા ખાસ ઘર વિહોણા પરિવારોને મતદારકાર્ડ આપવા માટે કરેલી જોગવાઈ અંગે સમજાવ્યું ત્યારે જતા મામલતદાર આખી વાત સમજ્યા. 

તોહીદને લાગે છે કે, હવે કોઈ મુદ્દો નથી પણ જ્યાં સુધી મતદારકાર્ડ હાથમાં ના આવે ત્યાં સુધી ખરેખર અધિકારીના ગળે આ ઉતર્યું છે કે કેમ તે ખાત્રી પુર્વક ના કહી શકાય. આશા રાખીએ તે સમજે.

Respect for the elements that nurture life was at the core to the ancient wisdom. Our forefathers were conscious of the fact that humans and nature share a very symbiotic relationship, an obvious fact that most generations before us were much aware about. Hence most of our traditions, rituals and festivals were observed and celebrated to pay regards to this fragile yet life giving elements. However, our mad rush for development, questioning indigenous knowledge and negating traditional wisdom and belief systems have played havoc on the environment.  We have stopped worrying about the wellbeing of our precious natural resources. The collective greed has made us exploit the natural resources to unprecedented levels, we have just bothered to take from mother earth without caring to return it back! And we all are witness to the consequences this greed has brought us!!

Water – the life giving and the most precious of the elements. Life on earth is unimaginable without water and yet we have taken it so much for granted. Our ancestors had respected the value of water and hence developed all possible systems to harvest and preserve water. It was always used judiciously. The lakes, wells, step-wells, underground water tanks of the past centuries are a result of the methods adopted by them. But with passing times the traditional practices of collecting and protecting water were termed as outdated and irrational. The collective tasks taken up at the community levels for water harvesting have also become obsolete. Water that was earlier required to be fetched from village lakes or wells began reaching villages and homes through pipelines and taps. Hence, the need to maintain and restore the local water bodies was no longer felt by the community. The lakes and wells were always the chief source of drinking water and were regularly cleaned. No garbage or filth could accumulate near the lakes. The ill-kept wells began drying up and the lakes were either encroached upon or filled with silt and garbage. Since no one required their services these common properties have died a slow death!! Our farsighted fore-fathers understood the value of natural resources and respected its sources. Apart from a single large lake in the village they had also planned several other smaller lakes around the village periphery. But these lakes too have been leveled up and encroached upon!!

 

The trend of taking multiple crops through the year as against the rain-fed crops in the past,  has depleted the ground water levels to alarming levels. Uncontrolled, unmonitored drilling and installation of bore wells has almost finished off the underground waters that had accumulated over the centuries. The symbiotic relationship we share with nature has been shattered. We just bothered to take and consume and forgot to give back even fraction of what we have taken. Our earth’s belly is getting empty, the consequences of which are expected to be grave.  

The communities failed to realize and act upon the looming disaster but the government managed to wake-up on time and initiated series of efforts for water harvesting. The idea behind such multi-million rupees efforts was to make provisions and retain the water in the village itself. The results of which remain favorable only in the villages where the leaders were progressive and united. Everywhere else it was just a waste of resources where the allocated budgets were completely spent without any work happening on the grounds. And since all of this does not directly affect us we are hardly bothered to care about the disaster in waiting.

VSSM works with the nomadic and de-notified communities and these extremely marginalized communities are feeling the burn of mistakes made in the past. Hence we decided to initiate our efforts towards water harvesting and conservation under the able guidance of our mentor Shri. Rashminbhai Sanghvi, who holds deep understanding and expertise on the matters of water conservation. Under his guidance we have begun deepening the lakes in Tharad’s dry and arid areas that remain devoid of irrigation facilities.

Currently we are excavating two lakes in Tharad’s Nanol village. The beginning was challenging. Villagers and communities who have been conditioned to believe that everything is government’s responsibility weren’t convinced towards contributing for a common good. Nonetheless, we did succeed in convincing them towards creating a common fund to facilitate such endeavors of community’s own benefit. The same fund has been used to deepen the lakes on Nalol.

One of the most important reasons for distress migration or the rural-urban migrations is lack of water and its consequences. Such efforts for harvesting rain water and conserving it for longer period have become the need of the day. As a society, we have remained way behind in addressing such crucial issues. VSSM will continue to strive towards making life better for the nomadic communities through such sustainable initiatives and as always we shall keep you posted on the developments in this areas……

vssm દ્વારા બનાસકાંઠામાં થઈ રહેલા જળસંચયના કામો

'જળ એ જીવન છે' એવું આપણે બોલીયે પણ જળસંચય માટે જે કામો પહેલા ગ્રામજનો દ્વારા સ્વયંમભૂ થતા હતા તે ધીમે ધીમે બંધ થઈ રહ્યા છે. મૂળ તો સમાજનો વિકાસ થતો ગયો તેમ તેમ માણસે પોતાની સુખ સગવડ માટે નવા નવા પ્રયોગો કર્યા અને તેમાંથી જે પ્રયોગ સફળ થતા ગયા તેનું અમલીકરણ કરી પોતાની જીંદગી વધારે સરળ બનાવી. એટલે જુની પદ્ધતિ છૂટતી ગઈ અને જે ખરેખર કાયમ કરવાનું હતું તે બંધ થઈ ગયું. જેમ કે, પહેલાં પીવાનું પાણી ગામોમાં બહારથી નહોતું આવતું. પાઈપલાઈની સગવડ નહોતી. ના નર્મદા જેવા મોટા ડેમ બંધાયા હતા. એ વખતે પીવાનું પાણી ગામના કુવામાંથી, જે તળાવની બાજુમાં હોય ત્યાંથી ભરવામાં આવતું એટલે ચોક્કસ સમયગાળે ગામના આ કુવાને સાફ કરવામાં આવતો આવું જ તળાવોનું પણ થતું પણ હવે ગામના તળાવો અને કુવા પર આધાર રાખવાનું ઓછું થતું ગયુ. પાઈપથી પીવાનું પાણી મળવા માંડ્યું. એટલે ગામકુવો અને ગામતળાવ પેલી એક તુટેલા ટેબલની આત્મકથા જેવા બની રહ્યા છે.

આજ રીતે પહેલાં ખેતી ફક્ત ચોમાસામાં થતી. કુવા ગાળીને પણ ખેતી થતી પણ બોરવેલનો જમાનો નહોતો. ટેકનોલોજીએ તેમાં પણ કમાલ કરી અને પેટાળમાં પડેલા સદીઓ જુના પાણીને ઉલેચી બહાર કાઢવાની વ્યવસ્થા કરી આપી. બસ પછી તો માણસે એ પેટાળના પાણીને ઉલેચીને ખેતી કરવા માંડી. કોઠીમાં ભરેલા ઘઉં કાઢ્યા જ કરીએ અને કોઢીમાં નવા ઘઉં ઉમેરીએ નહીં તો શું થાય? આ વાત સમજવાનું જ ભુલી ગયા..

જે વસ્તુ કામની નથી હોતી તેના તરફ કોઈનું ધ્યાન નથી જતું બસ આવું જ કાંઈક ગામના તળાવોનું થયું. આપણાં ઘૈડિયા ખુબ સમજદાર હતા અને પાણીના મુલ્યને એ બરાબર સમજતા હતા. માટે જ ગામતળાવની સાથે સાથે સીમતળાવોની સંખ્યા પણ ગામમાં સારી એવી રાખી હતી. પણ એ બધા તળાવો ધીમે ધીમે પુરાઈ રહ્યા છે ક્યાંક તો ખેડુતોએ વધારે મેળવવાની લાલસાએ તેના પર દબાણ કર્યું એટલે તળાવો ખાડા જેવા બની ગયા છે. ટૂંકમાં પરંપરાગત રીતે થતા જળ સંચયના કામો બંધ થવા માંડ્યા.

સરકાર તો લોકોના કલ્યાણ અર્થે કામ કરે, એને પાણીનું મહત્વ ખબર હતી. પેટાળના પાણી સતત ઉલેચાશે તો એક દિવસ જમીન પોલી થઈ જશે ને એના પરિણામો ભયંકર આવશે.

ગામલોકો તો ના જાગ્યા પણ સરકારે વધારે સમજણ દાખવી ‘ગામનું પાણી ગામમાં રહેવું જોઈએ’ તેવા ઉમદા વિચાર સાથે તેમણે જળસંચયના કામો કરવાનું શરૃ કર્યું અને તે માટે કરોડો રૃપિયાના બજેટ ફાળવાયા. પણ ગામ સારુ ત્યાં આ કામ સરખુ થયું બાકી માણસની લાલચ એવી વધી ગઈ છે કે આ બજેટ કામ કર્યા વગર જ વપરાઈ જવા માંડ્યા. દુરગામી પરિણામો આપણે વિચારવા ટેવાયેલા નથી એટલે આ બધુ સ્વાભાવિકપણે થઈ રહ્યું છે.

VSSM તો વિચરતી જાતિઓ સાથે કામ કરે પાણી સંદર્ભે અમે કામ કરેલું નહીં પણ એવા પ્રંસગ ઊભા થતા એ મુદ્દે કામ કરવાનું થયું અને આદરણીય રશ્મિનભાઈ સંધવીની આ મુદ્દે ઘણી ઊંડી સમજનો લાભ અમને મળ્યો. તેમની નિગરાનીમાં જ અમે બનાસકાંઠાના થરાદ તાલુકાના એવા ગામો કે જ્યાં નહેરની સગવડ નથી ત્યાં તળાવો ઊંડા કરવાનું શરૃ કર્યું.

હાલમાં થરાદ તાલુકાનાં નાનોલ ગામના બે તળાવો ઊંડા કરવાનું કામ ચાલી રહ્યું છે. ગામના લોકો પણ આમાં આર્થિક સહયોગ કરે તેવું અમે નક્કી કર્યું. થોડું મુશ્કેલ હતું કેમ કે, આ કામ તો સરકાર કરે, પાણી જમીનમાં જશે અને ગામના તળ ઊંચા આવશે અમારા બોરવેલનેય ફાયદો થશે, વાત ખરી પણ આ ફાયદો મને એકલાને થોડો થવાનો આખા ગામને થવાનોને તો મારે શું કામ ફાળો આપવાનો? વળી આ તો સરકારે જ કરવાની તેમની ફરજ છે વગેરે જેવા પ્રશ્નો પણ થયા. પણ છેવટે અમે સમજાવી શક્યા એટલે ગામના લોકોએ પણ પોતાની રીતે ફાળો એકત્રિત કરવાનું નક્કી કર્યું, જે ભંડોળને તેમના જ તળાવો ઊંડા કરવામાં ખર્ચ કરીશું.

ગામડાં ભાંગી રહ્યા છે. એને ભાંગતા અટકાવવા જળસંચયના કામો થવા ખુબ જરૃરી છે. (આ મુદ્દે થઈ રહેલા રસપ્રદ અનુભવો લખતા રહીશું.)

Rajkot has large concentration of families belonging to nomadic and de-notified communities who continue to reel under the issues that these communities face elsewhere in the state. Since last 2-3 years, VSSM has been writing to the government to  bring resolutions to their long pending issues but haven’t yet achieved any outcome. Acquiring the basic documents like ration cards, caste certificates remain uphill tasks. If the Mamlatdar refuses to issue Caste-certificates the local officials refuse to entertain applications for issuance of ration cards!! There have been examples where the officials have asked us and the communities to stop visiting their offices with such applications!!  

We have been speaking to the District Collector in this regard but even his instructions haven’t eased the situation. On 2nd January 2017, VSSM’s Kanubhai along with the community members once again brought their complains to the Collector, who has promised to have a meeting with the concerned officials if the need arises.

The nomadic families have become edgy on the pending matters and it is time the authorities resolve their applications before they lose faith in the system!!

વિચરતી જાતિઓના પ્રશ્નો સંદર્ભે vssm દ્વારા કલેક્ટર શ્રીને રજુઆત કરવામાં આવી

રાજકોટ જિલ્લામાં વિચરતી – વિમુક્ત જાતિની વસતિ ઘણી વધારે છે. તેમના પ્રશ્નો પણ અઢળક છે. સરકારમાં છેલ્લા બે ત્રણ વર્ષથી સતત આ સમુદાયના પ્રાથમિક પ્રશ્નો ઉકેલાય તે માટે રજૂઆત કરી રહ્યા છીએ. પણ તે દિશામાં કોઈ કામ થતું નથી. જાતિપ્રમાણપત્ર આપવાની મામલતદારથી લઈને સમાજ કલ્યાણ અધિકારી ના પાડે. તો રેશનકાર્ડ માટે પણ એવું જ. ક્યાંક તો અમારી કચેરીમાં આવી રીતે રોજ રોજ નહીં આવવાનું એવું પણ અધિકારી કહેતા જોવા મળે. 

કલેક્ટરને અગાઉ પણ vssmએ ઉપરોક્ત બાબતે રજૂઆત કરી હતી. તેમણે સૂચના આપવા કહ્યું હતું પણ કશું થયું નહોતું. તા. 2 જાન્યુઆરી 2017ના રોજ ફરીથી vssmના કાર્યકર કનુભાઈ વિચરતી જાતિના લોકો સાથે કલેકટર શ્રીને મળ્યા અને રજૂઆત કરી. કલેક્ટર શ્રી એ ફરીથી આ બાબતે સૂચના આપવા જરૃર પડે અધિકારીગણ સાથે અલગ બેઠક કરવાની વાત કરી.

વિચરતી જાતિના પરિવારોએ સરકારી કચેરીના પગથિયા ઘસી નાખ્યા છે. તેઓ વધારે થાકે તે પહેલાં તેમના કામ થાય તેવી અપેક્ષા રાખીએ છીએ.

A few Vadi families have been staying in the Saarsana village in Surendranagar for many years now. While few families have been allotted plots in the village there are few who are still awaiting the sanctioning of the plots. The have been demanding the plots for years now but the villagers who had earlier shown willingness to allow Vadi families to settle in Saarsana are now opposing the allotment of plots to the remaining families.  The panchayat is reluctant to approve the allotment. So why have these village leaders who until now were very empathetic towards this community suddenly become reluctant?? This was something that we were struggling to comprehend. However, one day during discussion with these village elders revealed their  apprehensions,”The number of Vadi families staying here for now is enough, we don’t want Vadi strength  to grow in this village, what if a Vadi decides to contest an election, Saarsana is our village how can it have a Vadi sarpanch……!!!

They need not say more because rest was understood, even before they could voice their concerns. “We are prepared to give them in writing that we would not be contesting any elections in this village, just let us have a place to build a roof on our head!!” says Keshunath Vadi when he got to know about the feelings the village elders held..

VSSM and the Vadi families have been working to create a positive environment. The families who are awaiting the allotment of plots required documents of identity. Hence, VSSM’s Harshad initiated process of acquiring ration cards and voter ID cards for these families, recently 30 families received Vatsalya cards. We have also filed applications for the allotment of plots. We hope the panchayat adopts a more empathetic approach, they have mellowed down a bit and aren't opposing as fiercely as they did 4 years back. 

With the eternal prayer and hope that all such families get to have a decent roof to protect themselves and the team of VSSM continues to work with the same zest and spirit amidst all such hostile and moral bursting situations. 

VSSMની મદદથી વાદી પરિવારોને વાત્સલ્ય કાર્ડ મળ્યા

સુરેન્દ્રનગરના સારસાણા ગામમાં વાદી પરિવારો ઘણા વર્ષોથી રહે. રાજ્ય સરકાર દ્વારા કેટલાક પરિવારોને ઘણા વખત પહેલાં રહેણાંક અર્થ પ્લોટ પણ ફાળવાયા હતા પણ હજુ કેટલાક પરિવારો બાકી છે જેઓ પણ પ્લોટ મળે તેની માંગ કરી રહ્યા છે. ગામના લોકોનો વાદી પરિવારો પ્રત્યેનો વ્યવહાર પણ સારો છે. પણ જે પરિવારોને પ્લોટ મળ્યા નથી તેમને પ્લોટ મળે તેની અરજી બાબતે પંચાયત સહમત નથી. આવું કેમ હંમેશાં સરકારી મદદની વાત આવે તો ‘વાદીઓને આપો એ બિચારા ગરીબ છે’ એવું કહેનારા આગેવાનો અન્ય વાદીઓના વસવાટોનો વિરોધ કેમ કરી રહ્યા છે તે સમજાતું નહોતું. આખરે એક વખત ગામના આગેવાનોએ કહી જ દીધુ કે, ‘વાદીના જેટલા પરિવારોને અહીં જગ્યા આપી છે એ બસ છે બીજા વાદીઓને વસાવીશું તો એમનું જુથબળ મોટું થશે અને પછી તો પંચાયતની ચૂંટણીમાં વાદી ધારે તો સરપંચ પણ થઈ શકે.  સારસાણા અમારુ ગામ એમાં આમ વાદી સરપંચ....’

આગળ કશું બોલ્યા નહીં પણ સમજાઈ ગયું. કેશુનાથ વાદી તો કહે કે, ‘આપણે લખીને આપીએ અમે કોઈ સરપંચની ચૂંટણીમાં ઊભા નહીં રહીએ પણ માથુ ઘાલવા બાપલા જગ્યા આલો.’ પણ એમ આ કાંઈ સરળ થોડું હતું.

આખરે ધીમે ધીમે બધુ ગોઠવાય તે માટેના પ્રત્નો અમે અને વાદીઓએ શરૃ કર્યા. જે પરિવારો પાસે પ્લોટ નહોતા તેમને પ્લોટ મળે તે પહેલાં તેમના રેશનકાર્ડ, મતદારકાર્ડ વગેરે બને તે જરૃરી હતું. vssmના કાર્યકર હર્ષેદ મહેનત કરીને આ બધુ કરાવ્યું. તાજેતરમાં 30 પરિવારોને વાત્સલ્ય કાર્ડ પણ મળ્યા. પ્લોટ માટેની અરજી હવે કરી છે. હાલ તો બધુ શાંત છે પંચાયત પણ વાદી પરિવારોની સ્થિતિ સમજશે તેવી આશા છે, આમ તો સમજ્યા છે એટલે 4 વર્ષ પહેલાં જે વિરોધ કર્યો હતો તેવો આ વખતે નથી કર્યો...

વિશ્વમાં જન્મનાર તમામને વાદીની ભાષામાં કહુ તો માથુ ઘાલવા ઘર મળે, સાથે ગુજરાતમાં રહેતા તમામ વિચરતી વિમુક્ત જાતિઓના ઘર વિહોણા પરિવારોને ઘર મળે તે માટે અમે સૌ આજ જુસ્સાથી કાયમ મથ્યા કરીએ તેવી પ્રબળ ભાવના અમારા સૌના મનમાં છે અને આ ભાવના સાકાર થશે તેવી શ્રદ્ધા પણ છે.

Some time back VSSM made an appeal in the office of the District Collector for the allotment of residential plots to the Saraniya families living in Juna Devpura. The Mamlatdar has now responded asking us to prepare the applications and submit it to the concerned department. “Preparing each application is a time and money consuming effort, once the applications are filed the families become hopeful that some day they will have a plot to build a house of their own!! But when such hopes do not get fulfilled after  7-8 years, the dejection becomes very harsh to be absorbed. 

The Saraniyaa families  have now become hopeful, we wish this hope isn't crushed by the authorities.” VSSM’s Tohid hold a very upfront view about the whole situation.  Its not just Tohid but the entire team of VSSM that is disheartened by the way the local officials are responding to the needs of the poor. It  sluggishness is across the entire local bureaucracy..There are officials who respond immediately to our requests, they pass orders to their subordinates and assisting officials.. Like Mehsana Collector Shri. Alok Kumar, in a meeting held to redress the long pending issues of the nomadic communities in Mehsana, he instructed all his officials to resolve the matters ASAP, include them under the benefits of the Garib Kalyan Mela but that was it..instructions were given… but were they implemented upon???? 

The officials are working, but this too comes under their area of work, or doesn’t it?? The families haven’t applied for a car or a bungalow, they are asking for mere documents like a ration card, a small plot to build a small one room house!! And the officials aren’t shelling their personal fortunes to give away these families, the communities just need to be given the benefits of the scheme the government has formed for their benefits. 

Well for now we are hopeful that the Saraniya families will be allotted the plots, this hope has made us file the applications with the Mamlatdar. 

How we wish this families experience fairly tale endings in their lives…a fairy Godmother with her magic wand and her spell clears all the pending files and grievances of these communities!!!

VSSM દ્વારા સરાણિયા પરિવારોની દરખાસ્ત તૈયાર કરવામાં આવી

જુના દેવપુરામાં રહેતા સરાણિયા પરિવારોની પ્લોટની માંગણી કરતી અરજી કલેક્ટર કચેરીમાં કરી હતી. મામલતદારે હવે દરખાસ્ત તૈયાર કરીને આપવા કહ્યું છે. VSSMના કાર્યકર તોહીદ કહે છે. ‘દરખાસ્ત પાછળ સારો એવો ખર્ચ અને સમય જાય છે. લોકોને દરખાસ્ત જમા કરાવ્યા પછી એક આશા જન્મે છે કે હવે તો સ્થાયી અને પોતાનું સરનામું મળશે પણ પછી જ્યારે જુએ છે કે,દરખાસ્ત જમા કરાવે આઠ વર્ષ થયા હોય તેવા પરિવારો પણ છે જેમનું હજુ ઠેકાણું પડ્યું નથી. ત્યારે આ પરિવારો ખુબ નિરાશ થાય છે. આ સરાણિયા પરિવારોને પણ આશા બંધાઈ છે. આ આશા ઠગારી તો નહીં નિવડે ને?’

તોહીદ એક માત્ર નહીં પણ VSSMમાં કામ કરતા તમામ કાર્યકર હવે નિરાશામાં આવતા જાય છે. વહીવટીતંત્ર સાવ શીથીલ થઈ ગયું લાગે છે. ક્યાંક ખુબ સારા અધિકારી છે જે ત્વરાથી આ બધુ ઉકેલવા સૂચના આપે છે. આલોક કુમાર કલેક્ટર મહેસાણા ખુબ ભલા અધિકારી. એક બેઠક કરી તેમણે તેમના જિલ્લાના તમામ અધિકારીને વિચરતી જાતિના પ્રશ્નો તત્કાલ ઉકેલવા સૂચના આપી. તેમણે કહ્યું, ગરીબ કલ્યાણ મેળામાં આ પરિવારોને લાભ આપો આ ખરા લાભાર્થી છે. પણ ....

ખેર અધિકારીગણને ખુબ કામ છે પણ એ કામોની વચ્ચે એક કામ આ પણ છે. આ પરિવારો બંગલા, ગાડી નથી માંગતા એતો રેશનકાર્ડ કે રહેવા માટે નાની જગ્યા માંગે છે અને તે કોઈએ પોતાની મીલકતમાંથી કાઢીને તો નથી આપવાનું સરકારે તેમના માટે જોગવાઈ કરી છે તેમાંથી જ આપવાનું છે પણ...

સરાણિયા પરિવારોને પ્લોટ મળશે જ એ આશાએ પ્લોટ માટની દરખાસ્ત તૈયાર કરી મામલતદાર કચેરીમાં જમા કરાવી છે. નાના બાળકોની વાર્તામાં પરીના હાથણાં જાદુઈ છડી હોય છે જે ફેરવે અને ઈચ્છા કરે તે તમામ કામ થાય. એક પરી અધિકારીની કેબીનમાં આવીને એક છડી ફેરવી જાય અને આ પરિવારોની મનોકામના પૂર્ણ થઈ જાય એવું થાય એની રાહમાં....

Its a long and arduous journey the nomadic communities need to accomplish in order to achieve their lifelong dream of living in a house of their own.  Right from procuring the tens of documents to become eligible to file an application for a residential plot, to being refused the allotment, if allotted  delays in sanctioning plots and if sanctioned refusal to provide permits  to commence construction these are the layers that need to be surpassed by the illiterate and ignorant communities. Otherwise these families have no choice but to survive under hostile elements in makeshift shanties on pavements and wastelands….

Recently the 10 Saraniya and Vansfoda families living in Chansma town of Patan district, who had been allotted plots in 2014 only recently acquired permit from Chanasma municipality to commence construction. Imagine waiting for two years to begin the construction!!! For some undisclosed reasons the authorities weren’t giving permits to begin construction and VSSM was required to write about the issue right from the  district Collector to  the Chief Minister. 

Soon  the team will be assisting the families in filing the applications for obtaining government support for building the house.  The families are eligible to receive Rs. 70,000 from the government under  Pandit Deendayal Aawas Yojna. 

We are extremely grateful to the authorities who have supported our efforts in ensuring these families manage to built their own houses…..

VSSMની મદદથી આખરે મકાન બાંધકામ માટેની મંજૂરી મળી

પાટણ જિલ્લાના ચાણસ્મામાં રહેતા સરાણિયા અને વાંસફોડા સમુદાયના 10 પરિવારોને વર્ષ 2014માં પ્લોટ ફાળવણીના હુકમ થયા હતા પણ પ્લોટ પર ઘર બાંધવા માટે બાંધકામની મંજુરી નગરપાલિકા દ્વારા આપવામાં આવતી નહોતી. આ બાબતે vssm દ્વારા મુખ્યમંત્રી થી લઈને કલેકટર સુધી ખુબ રજૂઆતો કરી ત્યારે જતાં થોડા દિવસ પહેલાં બાંધકામ માટેની પરવાનગી ચીઠ્ઠી મળી. હવે આ પરિવારોને મકાન સહાય મળે તે માટેની અરજી vssmના કાર્યકર મોહનભાઈ દ્વારા તૈયાર કરવામાં આવી. 

પંડિત દિનદયાળ આવાસ યોજના અંતર્ગત તેમને મકાન બાંધકામ માટે રૃા.70,000 મળશે. VSSM પણ આ પરિવારોને મકાન બાંધકામમાં મદદ કરશે. 

સદીઓથી કેવી યાતનાઓ સાથે તદન ખરાબ જગ્યાઓમાં તેઓ રહ્યા છે ત્યારે હવે તેમનું પોતાના ઘરનું સ્વપ્ન ઝટ પુરુ થવામાં છે. ઈશ્નર તેમની દરેક મનોકામના પુર્ણ કરે સાથે જ બાંધકામ મંજુરી માટે જે પણ અધિકારીઓએ મદદ કરી તે સૌનો અમે હૃદયપૂર્વક સરાણિયા પરિવારો અને VSSM વતી આભાર માનીએ છીએ.

Falling in LOVE is a very natural occurrence, removing the nomads from the villages wouldn’t cease this occurrence!!!

LOVE- a feeling that has no barriers, does not recognise the distinction of caste or class and as it is often said it feels no barriers not even of age or religion!! Yes, the society does preach on who can fall in love and with whom to fall in love but the individuals conquered by this emotion do not comprehend such distinctions!!! The consequences of unwarranted love are very unfavourable in our culture and society.  And expect the hell to break loose if one of the either belongs to nomadic and de-notified community. 

In a recent incident that has spread fear amidst the Dafer families of Nagra village in Surendranagar, Ramzan Dafer eloped with the girl belonging to Koli-Patel community. The Koli are believed to be upper-caste as compared to the Dafer. It was an undesired step that the couple took as Ramzan was already married. The marriage and caste barriers played a major hinderance for the couple who decided to elope with no other options left!! Yes, we agree that this shouldn’t have happened and they should have given it a thought!! But the implications of this incident shouldn’t have reached the family and the community members of Ramzan. After the incident the entire village of Nagra has turned against the Dafer community residing in the village. Gulabbhai, Ramzan’s father is currently in custody of Joravarnagar police station as if he was instrumental in the incident, whereas the fear of some unpleasant consequences has compelled Ramzan’s amily members to run away from the village. The rest of the Dafer families haven’t been spared either. The village leaders summoned Hameerbha the chieftain of these families ordering him to vacate the village. 

Nagra has been an exceptional village because what they have done for this community has been exemplary in entire Gujarat, the Nagra village panchayat initiated to allot residential plots that to in the center of the village to 8 Dafer families. VSSM had supported the construction of houses on these plots. So how come they ask these families to leave all of that and go. These families are leading a settled life in Nagra, it isnt like their counterparts in rest of Gujarat who keep wandering through village boundaries!! Hameerbha was in tears when he called up to narrate the incident and the ultimatum given to them. I had no choice but to comfort him by saying, “Have faith everything will turn out to be fine.” 

Yes the villagers havegiven 15 days’ notice to vacate the village but I am hopeful the time will heal the matter!!! The villagers have found the whereabouts of the couple and brought the girl back, Gulabbhai’s family has left the village, as such they did not belong to this village, Hameerbha had brought him to this village for labour. So fearing their own and Hameerbha’s safety Gulabhai and his family decide to walk away from the village. 

We all would agree to the fact that there is nothing wrong in falling in love, it is a feeling that conquers all at some point or the other!! Yes it is a fairly unheard of in the rural areas but there too such instances do happen and the villagers resolve the matter amicably or sometimes with some untoward consequences. But no one is asked to leave the village. Recently there have been two such incidences where one of the lovers belonged to the nomadic community and hence the villagers dictated their orders asking the entire settlement to walk out of the village. Just because they are nomads does not mean these families are at the mercy of the villagers who believe that removing them from the village will resolve the larger issues. Is removing the nomads from the village stop people from falling in love in these villages!!

Nonetheless, we are planning to visit Nagra after Diwali. We have faith that our dialogue with the village leaders will resolve the matter!!!

પ્રેમ નાત જાત જોઈને થતો નથી, વળી આપણે હંમેશાં વાતો કરીએ છીએ તેમ પ્રેમ માટેની કોઈ ઉંમર નથી. વળી કોણ પ્રેમ કરી શકે અને કોણ નહીં તે સમાજ દ્વારા વારંવાર કહેવામાં આવે પણ પ્રેમ કરનાર આવી માન્યતાઓથી પર હોય છે. પણ આવા પ્રેમ કરનાર વ્યક્તિ વિચરતી જાતિનો હોય અને છોકરી કહેવામાં ઊંચી જાતિની હોય ત્યારે કેવો બખેડો થઈ જાય તે હમણાં જોયું. નૈતિક રીતે વિચારીએ તો નગરાથી ભાગેલો રમજાન ડફેર પરણીત હોવા છતાં ગામની કોળી પટેલની છોકરીને પ્રેમ કરે છે અને બંનેના લગ્ન કોઈ પણ હિસાબે શક્ય નથી આથી ભાગી જાય છે, જે રમજાન પરણીત હોવાના કારણે યોગ્ય નથી. પણ આ બધું વિચારવાનું તેનાથી ના થયું અને એટલે જ એ ભાગી ગયો.

પણ તેના જવાથી સુરેન્દ્રનગરનું નગરા ગામ આખુ ડફેર પર ખારુ થયું. રમજાનના બાપ ગુલાબને તો જોરાવરનગર પોલીસ સ્ટેશનમાં બેસાડી દીધો જાણે તેણે પોતાના દીકરાને ભગાડવામાં મદદ ના કરી હોય તેમ. ગુલાબભાઈનો આખો પરિવાર ગામ છોડીને ભયના માર્યા ભાગી ગ્યો. જ્યારે નગરામાં જ વર્ષોથી રહેનારા હમીરભા અને તેમનો પરિવાર પારેવાની જેમ ફફડી રહ્યા છે. શું થશે તેનો ખ્યાલ નહોતો પણ કાંઈક તો થવાનું એ નક્કી હતું. એવામાં ગામના આગેવાનોએ હમીરભાને બોલાવીને ગામ ખાલી કરવા કહી દીધું.

આખા ગુજરાતમાં ગામની વચમાં જેમના ઘરો બન્યા હોય, જેમને ગામે આશરો આપ્યો હોય તેવા નગરાના 8 ડફેર ઘર પહેલાં હતા. પંચાયતે તેમને રહેવા પ્લોટ આપ્યા અને vssmએ તેમને ઘર બનાવી આપ્યા હતા. આ બધુ મુકીને જવાનું?  હમીરભા અન્ય ડફેરની જેમ સીમમાં હવે રઝળતા નથી.  તેમનો ફોન આવ્યો ત્યારે રીતસર રડી પડ્યા. હું શું કહું સમજાયું નહીં પણ એટલું કહ્યું છે, ચિંતા ના કરો બધુ સારુ થશે.

ગામે તેમને ગામ ખાલી કરવા 15 દીવસની મોહલત આપી છે. આમ તો સમય જેટલો મોટો મલમ એકેય નથી. મને વિશ્વાસ છે કે, 15 દીવસમાં ગામમાં ડફેર માટેનું વિરોધનું વાતાવરણ સમી જશે. પાછી કોળી કન્યાને પરિવારના લોકો શોધીને ઘરે લઈ આવ્યા છે. ગુલાબભાઈના પરિવારે તો ગામ છોડી જ દીધું છે. આમ પણ તે આ ગામમાં હમણાંથી આવ્યા હતા. હમીરભા તેમને મજૂરી માટે લઈ આવ્યા હતા. એટલે તેમને પણ હમીરભાને આંચ ના આવે એ માટે થઈને અને ઘણું તો બીકના માર્યા ગામમાંથી બીજે જતા રહેવાનું જ યોગ્ય માન્યું.

પણ આવા હમણાં હમણાં બે કિસ્સા જોવા મળ્યા જેમાં પ્રેમ કરનાર વિચરતી જાતિના પરિવારોને ગામમાંથી કાઢી મુકવાનું ગામે નક્કી કર્યું હોય. ગામમાં રહેતા અન્ય સમાજના છોકરાં – છોકરીને પણ પ્રેમ થાય છે અને તેઓ પણ ભાગી જાય ઘણા કિસ્સામાં પરણીત હોય તો પણ ભાગી જાય. પણ ગામના લોકો તે બધુ ઠંડુ પાડી દેતા હોય છે. કોઈને ગામમાંથી કાઢી મુકવાનું ફરમાન નથી કરતા પણ વિચરતી જાતિના પરિવારો અમારા આશરે છે અમારા ગામના તે નથી એટલે એમના કારણે ગામમાં આવું બન્યું એટલે એમને જ કાઢી મુકો એટલે જંજાળ જ ખતમ જાણે તેમને ગામમાંથી કાઢો એટલે પ્રેમ કરવાનું જ બંધ થઈ જવાનું ના હોય તેમ...

ખેર દિવાળી પછી અમે નગરા જવાના છીએ. ગામના આગેવાનો સાથે વાત કરવા અને મને ઈશ્વર પર શ્રદ્ધા છે એ બધુ જ ઠીક કરશે.

VSSM fight for the missing file of caste crtificate

A couple of months back VSSM’s  Harshad went to the office of Block Development Officer with a file containing applications  for  obtaining caste certificate for 15 individuals belonging to Chuvaliya Koli community. However, the TDO refused to accept the file citing that it is not the job of his office to issue such certificates. Harshad tried his level best to explain to the officer that for the authority to process the applications of the applicants living in the rural areas has been given to the Taluka Development Officer. But the TDO was in no mood to listen to the reasoning and refused to accept the file!!!

 Harshad was left with no choice but to take the file to the District Collector’s Office and deposit it there. One and half months passed by but there was no official intimation on the progress of the applications. Hence Harshad decided to follow-up on the matter. A visit to the Collector’ office revealed that the authorities there were still struggling to decide where to send the file for processing, at TDO or Mamlatdar’s office??!! Harshad showed them the official notification on the matter and the file was sent to the TDO’s office.  A few days later when Harshad followed-up the matter with the Chotila TDO’s office he was told that they hadn’t received any such file!! When Harshad informed to take the matter for RTI the filed suddenly showed-up from their cupboard..again a few days later when Harshad  visited the TDO office the reply he got was shocking- "the file has been taken back by someone from the organisation, so now file the applications again!!!”

This hasn’t happened for the first time, somehow the files containing applications of individuals and families belonging to nomadic and de-notified communities keep playing peek-a-boo with the officials. Is it because the authorities are careless or does it reflect their discriminatory mindsets towards the nomadic communities….. Nonetheless one thing is for sure, the government officials sure like playing a never ending game of peek-a-boo with the files of these poor families…. 

Hope someday they decide to take a break and stop playing such games with poor and vulnerable families…..

“ફાઈલ ખોવાઈ ગઈ છે હવે નવેસર થી અરજી કરો “VSSM ને જવાબ મળ્યો

VSSMનાં કાર્યકર હર્ષદે ચોટીલા તાલુકાના નાવા ગામમાં રહેતા ચુંવાળીયા કોળી જાતિના ૧૫ વ્યક્તિઓની જાતિ પ્રમાણપત્ર કઢાવવાની અરજી લઈને અરજદારો સાથે ચોટીલા તાલુકા વિકાસ અધિકારી પાસે ગયા. પરંતુ, તાલુકા વિકાસ અધિકારીએ અરજી સ્વીકારવાની ના પાડી. હર્ષદ દ્વારા ટીડીઓને સમજાવવામાં આવ્યું કે, નિયમ પ્રમાણે ગ્રામ્ય સ્તરે રહેતા પરિવારોને જાતિપ્રમાણપત્ર આપાવની સત્તા તેમની છે. પણ તેઓ કશું સાંભળવા જ રાજી નથી. 

છેવટે કંટાળીને હર્ષદે જાતિ પ્રમાણપત્ર મેળવવા તૈયાર કરેલી ફાઈલ કલેક્ટર કેચરીમાં જમા કરાવી. દોઢ મહિના જેટલો સમય વિત્યો છતાં કોઈ જવાબ ના આવતા તપાસ કરતા ખ્યાલ આવ્યો કે, કલેક્ટર કચેરી મૂંઝવણમાં છે કે આ ફાઈલ ટીડીઓ કે મામલતદાર કોને મોકલવી. હર્ષદે ત્યાં પણ ઠરાવ વિશે વાત કરીને ટીડીઓ કચેરીએ ફાઈલ મોકલવા જણાવ્યું. ફાઈલ ટીડીઓ કચેરીએ મોકલવામાં આવી. હવે થોડા દિવસ બાદ ચોટીલા ટીડીઓમાં ફોલોઅપ કરતા જવાબ મળ્યો કે આવી કોઈ ફાઈલ અહીં આવી જ નથી. હર્ષદે આરટીઆઈની વાત કરતા તરત જ ફાઈલ તેમની તિજોરીમાંથી મળી આવી.
થોડા દિવસ બાદ ફરીથી ફોલોઅપ કરવા હર્ષદ ચોટીલા ટીડીઓ કચેરીના વહીવટી વિભાગમાં પહોંચ્યા તો ત્યાંથી જે જવાબ મળ્યો એ ચોકાવનારો હતો કે “સંસ્થામાંથી કોઈ ભાઈ આવ્યા હતા અને ફાઈલ લઇ ગયા છે તો ફાઈલ ઓફિસમાંથી નથી મળી રહી હવે એક કામ કરો ફાઈલ ખોવાઈ ગઈ છે તો નવેસરથી અરજી કરો”. 

આ આખો અનુભવ બેદરકારી કે અણસમજણ કરતા પણ વધુ વિચરતી અને વિમુક્ત જાતિના લોકો પ્રત્યે તેમની માનસિકતા છતી કરે છે. VSSM આ પરિવારોની સરકારી સ્તરે કરેલી રજૂઆતોનું સતત ફોલોઅપ કરે છે પણ જો ફોલોઅપ ના થાય તો આ રીતે કેટલી ફાઈલો ગુમ થાય... 

ત્યાં સુધી ચુંવાળિયા કોળી પરિવારોને જાતિ પ્રમાણપત્ર ઝટ મળે તેવી આશા...

Gadaliya Parthibhai’s kitchen garden is a small but promising effort towards leading self-sustaining lifestyle…

Over the years we have often talked to you about the need for the nomadic families to begin leading settled lifestyles, we believe that once these communities get to live in proper homes their need to keep wandering without much fruitful outcome would automatically die away. Settling down would allow their children will have access to school, access to proper health facilities, access to food and much more. And that is exactly how it is happening with the families who moved into settlement build with assistance from government and respected Shri. Vallabhbhai Savani. The 56 families living in Deesa’s Rajpur Vahola area had received plots and assistance from government, however the amount provided under the government scheme is not enough to cover the entire cost of construction. Hence, for this settlement Shri. Vallabhai supported the remaining cost to construct one room houses and sanitation unit with each house. The settlement has been named 'L. P. Savani Nagar' in memory of Shri Vallabhbhai’s mother. 

And just as we have always believed the lives of these families began falling into a new routine now they have a proper house and environment to raise and nurture their families. The efforts of one of the residents attracts our attention. Parthibhai Gadaliya has begun growing his own vegetables in the open backyard adjoining his house. “I would be happy if this patch meets my daily need of vegetables, at least my family will be eating better and cleaner vegetables!!” says Parthibhai. 

We are delighted with his efforts towards leading a self-sufficient lifestyle. Hope that others from the settlement draw inspiration from Parthibhai!!!

ગાડલિયા પરથીભાઈએ કર્યો કીચન ગાર્ડન

ડીસામાં રાજપુર વહોળા વિસ્તારમાં 56 વિચરતીજાતિના પરિવારોને સરકાર દ્વારા રહેણાંક અર્થે પ્લોટ ફાળવાયા અને તેના પર ઘર બાંધવા રૂ .45,000ની મદદ પણ કરી. VSSM દ્વારા આદરણીય શ્રી વલ્લભભાઈ સવાણીની મદદથી આ પરિવારોના ઘર અને સેનીટેશન યુનીટના બાંધકામમાં ખુટતી તમામ રકમ આપવામાં આવી. વિચરતા પરિવારોએ આનંદથી આ વસાહતનું નામ વલ્લભભાઈના માતાના નામે ‘એલ.પી. સવાણી નગર’ આપ્યું.

આ વસાહતમાં રહેતા પરથીભાઈ ગાડલિયાએ પોતાના ઘરની પાછળ પડેલી ખાલી જગ્યામાં શાકભાજીની ખેતી કરી છે. આપણી ભાષામાં કહીએ તો કીચન ગાર્ડન કર્યો છે.

પરથીભાઈ કહે છે, ‘મારા ઘરનું શાકભાજી નીકળી જાય તોય ઘણું. વળી શુદ્ધ ખાવાનું તો મળે.’ પરથીભાઈની ધગશ અને તેમની નાની ખેતી જોઈને વસાહતના અન્ય લોકો પણ પ્રેરાય એમ ઈચ્છીએ..
