Boratwada village decides to shell-out land for 6 Vansfoda families…..

The tragic conditions in which vansfoda families stay along

Some 6 Vansfoda families have been staying on the outskirts (1 km away on government wasteland)  VSSM has been trying to rehabilitate their livelihood and provide them dignified living.  The families now sell plastic home ware in the villages around Boratwada.  The outskirts of this village has been their home for years and yet the villagers have been refusing to allow them piece of land where they can build a one -room house.

These families who barely managed to survive had been clinging to their traditional occupation of bamboo basketry.  Distraught with the massive loss they suffered during this natural calamity,

VSSM’s Mohanbhai had facilitated the process of issuance of Ration Cards and Voter ID cards from Boratwada village. Subsequently the families were to apply for allotment of residential plots as well and had been in process of accumulating the required documents. The need for income certificates brought them and Mohanbhai to the Mamlatdar’s office where they were shown a letter signed by 200 villagers opposing allotment of land to these 6 families!!!!

“My heart skipped a beat on hearing what the Mamlatdar had to show whereas the families’ faces turned pale with the looming uncertainties…” narrated a rather distraught Mohanbhai. 

Hard-working and persistent that he is, Mohanbhai decided to meet the Boratwada Panchyat members and try convincing them.

“ You are unnecessarily dragging the matter, we have decided we do not want to give any land to these Vansfoda!!” said a member. 

“Sir, they are just 6 families and they have been here for years. You all have helped them get ration cards, now if you could just support an bit more they would atleast have a decent roof on their head and protection from such natural calamities!!” explained Mohanbhai. 

“Don’t you get it, we said no and no means no!!  SO what if we supported with the ration cards, that doesn’t mean we will give away land to them. You shouldn’t be taking advantage of our goodwill,” was a harsh reply from another member. 

“Where will they go from here, they are so poor and this is the place they call home!”  tried Mohanbhai. 

“That is not our lookout. We allow them in our village and what if they become our  ‘Saheb’ tomorrow?”  argued one of the members. 

“Saheb!!” said Mohanbhai 

“Ofcourse. What if the government declares a reserved seat for this village during the panchayat polls. We will have to vote for them and call them Saheb!!”

“Sir, no such norms apply for these communities and they are just 6 families having 12 voters. Nothing like that can ever happen,” explained Mohanbhai.

“These communities have been pampered a lot by the government. Now if you can stop arguing and leave the office!!”  they said asking Mohanbhai to leave. 

Mohanbhai had no choice but to leave the office. It is heart breaking to experience such baseless and absurd reasoning from village elders who we expect to be wise and compassionate.  As for now, the struggle continues. 

“We stay in a corner of a village so that we do not become hindrance to anyone, we have never interfered in the matters concerning the village and yet the villagers are refusing our permanent settlement  in the village. Where will we go if all of them keep refusing our settling down??” lamented these families

“I was small when my parents brought me here, I have grown up here. The letter the Mamlatdar gave saying 200 people refusing to allow us to settle here! On listening to Mamlatdar I went and met the leaders, told them we aren’t asking land for farming, we just want small piece of it to build 6 houses.  I feel like I have been sacked out of my house.  I just do not want to go anywhere from here, have lived here and will die here!!” is what heartbroken Rameshbhai Vansfoda had to say after experiencing such dejection. 

Its either the rigid mindsets of the society or the utter sluggishness of authorities on acting upon the filed applications there is always some reason that keeps these and thousands of extremely poor nomadic families from raising their fundamental rights to this country…Amongst all such depressing events there is always that hope that keeps us moving and the families hoping for a better tomorrow. 

DELAYS IN ENFORCEMENT OF GOVERNMENT REGULATIONS

 The apathy of local level bureaucracy is pathetic when it comes to implementation of policies that have been framed or reformed to benefit the nomadic communities. The trailing instances are excerpts from what happens at the grassroots as the team and communities strive to attain some basic human rights…….

We are here not to serve and support but to object and reject…. 

“How can you get residential plot, you are already settled?”

 “Sir, we stay in hutments and the land on which our huts stand is government’s not ours.”

“Yes, but the government is required to allot plots to only those nomadic families who continue to lead itinerant lives, if you have been living at one place means you have settled down so how can we give you land??”

“Sir, that land on which our huts stand is not on our names, it is government’s, we don’t own a house! What if we are asked to vacate the land on which we are staying, we will have to vacate the land, we will have to unsettle ourselves and you are saying we lead a settled life!!”

“That is none of my concern, we cannot allot you land based on this directive.”

“But Sir!!”

“Now do not argue any further, just leave we have many other things to attend.”

A regulation Dated 06/06/2003 No. JMN-392003.454 Para 3(A) by the State Revenue Department States permits allotment of land for the purpose of building a house 

to Nomadic and Semi-nomadic communities leading wandering lives but now wish to settle down. Since the nomadic communities haven’t been aware of the existence of any such directive they have never requested benefits under this regulation. VSSM spread a word on this directive in the settlements it works encouraging the families to file applications under this regulation. And ever since we have initiated this process the applicants are countered in the manner reflected in the above dialogue.  

A similar incident also occurred during a meeting chaired by Mehsana Collector. One of the officials mentioned to have rejected a similar application requesting for land.  And it was not just him there were quite a few to join the chorus including an Additional Collector and other senior officials, all agreeing to the fact that these families cannot be allotted any land.   The members of the nomadic communities present in the meeting were shattered witnessing such an approach. VSSM’s Tohid was quick to argue, “Sir what if we get a bulldozer and erase their huts and shanties, they will be homeless and vagrant again will that suffice??”  How does one make such senior official understand the difference between a nomad and settled human being?  

Each official interprets the rules, directives, modifications to the original rule etc. in a different manner, but there is one understanding that remains common amongst most of these officials and that is to collectively work towards denying the entitlements. They make sure to try their level best towards reject any application bringing forward one or the other objection.  There have been instances when the Collector, Additional Collector, Mamlatdar or Taluka Development officer all trying to escape from their duty to allot the land and sign the papers, what they choose to do instead is to forward the application to the next officer!! How can we escape the situation and pass on an application to make it someone else’s worry is what they are always looking for!!

The Dafer families of Vijapur are awaiting the allotment of plots allocated to them since past 8 years. The Mamlatdar is a very supportive and compassionate individual but still awaits permission from the villagers to allow allotment of land to Dafer.  While he also keeps saying that the land in ours (government’s) we will give it to anyone whom we deem fit!!  We fail to understand such contradictory approach of officials.  

In 2015 the Prant Officer asked us to submit applications for plots to the nomadic families living in Diyodar. The applications had to be attached with a caste certificate so few families went to the office of the Mamlatdar for the same.  “Saheb, we live in hutments near Bora road and we want to file applications for residential plots and hence require caste certificate,” answered one of the community men when asked by the Mamlatdar what brought them the office. During the talk the Mamlatdar asked who was giving them land, “We are asking the land under the government’s regulation for communities like ours.”  They were asked them to come over the next day. So by next day the Mamlatdar must have briefed himself on what the regulation was because when the community members came over he said, “the regulation is for those who haven’t settled as yet, you have Voter ID cards, Ration card all bearing the address of your Bora road hutments, so you aren’t eligible to benefit from that scheme and hence there is no need for caste certificate, you may leave!!!”  

Each application for residential plot has to be accompanied by VoterID card, Ration card, Adhar Card, an affidavit stating that the applicant does not have own even a tiniest piece of land in whole of India, a document from Panchayat, official documents of the land requested and much more. So how is someone who is constantly wandering with his bag and baggage supposed to acquire and no application is entertained in absence of a single document!! 

Our efforts, the continuous struggle and advocacy can influence change in policies and regulations but they cannot influence change in the mindsets of officials and authorities, how can we bring about that kind of change??  “Ben, even the hardcore Dafer amongst us have given up robbery and adopted honest means to earn living, we have began to understand what is good for us and look at these officials they just do not want to do their duty of serving and helping the poor like us!!” says Umarbhai Dafer who has been struggling to acquire land since last 8 years.  Education and authority should be used to serve others and the government officials are in that position just to serve the poor and needy while what they are doing right now is exactly the opposite of it…..

The relentless resentment to permit residency to nomads…..

Article (19) (1) (e) of the Constitution of India guarantees the Fundamental Right in the nature of fundamental freedom, or right to freedom to reside and settle in any part of the territory of India, of course the right to settle does not allow to trespass into homes or restricted areas and the state also may restrict this freedom to protect the aboriginal tribes. Barring these clauses, a citizen of India therefore ideally should not encounter any challenges to reside in a city, town or village he/she wishes. But when it comes to the nomadic and denotified tribes the hurdles of permanently settling in a village or town of their choice seldom cease to exist. The awareness on the challenges these communities endure on everyday basis should have changed the mindsets of the villagers who persistently oppose the presence of these communities in their villages.  Inspite of all our efforts  we have yet to experience this complete change in the mindsets and approach towards the nomadic communities. And the relentless resentment to allow the nomadic communities to permanently settle down in their requested villages is proving to be a traumatic experience for the petitioner families as well as the team of VSSM. 

Nat are not Nomads!!

Kishankaka Nat calls me and inquires, “Ben, has Nat community been removed from the nomadic communities??”

“No, who is telling you that?” I replied.

“Ben, we are in process of preparing applications for allotment of residential plots to the Nat families staying in Siddhpur for which we require caste-certificates. We approached the Mamlatdar of Siddhpur for the same where he tells us that the Nat aren't part of the nomadic communities!!” says Kishankaka. 

This isn’t happening for the first time. There remains a great confusion amongst the local and to an extent the senior bureaucracy over the inclusion of the nomadic and de-notified tribes in their classified list. Under the Department of Social Justice and Welfare falls the  Vikasti Jaati Kalyan Khatu. This Board works for the Socially and Economically Backward communities under which the  Nomadic and De-notifed tribes are classified.  We have made numerous requests and appeals to rework and  bring out a new list (as the current list is almost 60 years old and believed to be prepared in a hurry during the formation of Gujarat) of the nomadic and de-notifed communities. There are numerous sects and sub-sects amongst the nomads and all need to be included. But there is hardly any progress made on this issue. Making us raise a much obvious doubt: Are they really interested in development of poor, for who they are in office!!

A resolution has also been passed to include the Nat in the list but as  the resolution hasn’t been uploaded on the GSWAN (a government portal) website acquiring caste certificated at local level becomes a challenging task. 

Kishankaka himself has been appointed as Director to Corporation for Social and Economic Development of Nomadic and De-notified tribes. I told him, “You should have asked the Mamlatdar, if Nat do not feature in the list how come I have been appointed Director to such government formed body!!” 

Take a trip down memory lane and the images of street side acrobatic shows performed by the Nat men and children will cross your mind, so how come the policymakers and administration fail to recognise such an important aspect. Mention Nomads and the images of colourful Vanzara, acrobatic Nats, knife sharpener  Saraniya, the snake charmers Madari-Vadi swipe our minds..these are the communities who have been wandering for centuries so if the administration isn’t aware of such obvious facts they should offer to investigate further to confirm and come back on the issue instead of contradicting a much obvious fact!!

‘બેન અમને નટને વિચરતી જાતિમાંથી કાઢી નાખ્યા?’

‘ના કોણ આવી વાતો કરે છે તમને’

‘બેન સિદ્ધપુર મામલતદાર પાસે સિદ્ધપુરમાં રહેતા નટ સમુદાયના લોકોને રહેણાંક અર્થે પ્લોટ મળે તે માટેની માંગણી કરી છે અને તે માટે દરખાસ્ત તૈયાર કરવાનું કરી રહ્યા છીએ અને દરખાસ્ત માટે જાતિ પ્રમાણપત્ર જોઈએ એ મેળવવા મામલતદાર પાસે ગયા તો એમણે કહ્યું નટનો સમાવેશ વિચરતી જાતિમાં થતો નથી.’

વિકસતી જાતિ કલ્યાણ ખાતું, સામાજિક ન્યાય અને અધિકારીતા વિભાગના નેજા હેઠળ સામાજિક અને શૈક્ષણીક રીતે પછાત જાતિઓ જેમાં વિચરતી અને વિમુક્ત જાતિઓનો પણ સમાવેશ થાય છે તે તમામ માટે કામ કરે છે. ત્યાં આ જાતિઓ બાબતે થઈ રહેલી માથાકૂટોની કેટલીવાર રજૂઆત કરી છે. તેમણે નટને વિચરતી જાતિમાં ગણવા અંગેનો ઠરાવ કર્યો છે પણ સરકારની જીસ્વાન વેબસાઈટ પર ઓનલાઈન મુકવાનું તેમણે કર્યું નથી એટલે સ્થાનિક સ્તરે પ્રમાણપત્ર મેળવવામાં તકલીફ પડી રહી છે.

vssm દ્વારા કેટલીક જાતિઓના પર્યાય ઉમેરવા બાબતે સરકારમાં રજૂઆતો પણ થઈ છે. પણ તે દિશામાં કાંઈ થઈ નથી રહ્યું. આ તંત્ર આવી ગોકળગાય ગતિથી કેમ ચાલે છે અને તેઓને ખરેખર ગરીબોના વિકાસમાં રસ છે કે કેમ તે પ્રશ્ન પણ થઈ રહ્યો છે.

કીશનકાકા વિચરતી અને વિમુક્ત જાતિઓ આર્થિક, સામાજિક વિકાસ માટે બનેલા નિગમમાં ડાયરેક્ટ તરીકે ફરજ બજાવે છે. મે તેમને કહ્યું, ‘કાકા મામલતદારને કહેવું હતું ને કે, હું નિગમમાં ડાયરેક્ટર તરીકે ફરજ બજાવું છું જો અમારો સમાવેશ વિચરતી જાતિમાં થતો જ ના હોય તો હું નિયામક કેવી રીતે બન્યો?’

નટ તો સદીઓથી વિચરતા રહ્યા છે. અંગકસરતના હેરત પમાડે તેવા ખેલ તેઓ કરે છે. આંખ બંધ કરીને વિચરતી જાતિઓ એટલે કોણ એવું પુછીએ તો પણ નટ, વાદી, વણઝારા, બાજણિયા સહજ બોલાઈ જાય ત્યારે અધિકારીઓને આ કેમ ખબર નથી. વળી ખબર ના હોય તો સીધા ના પાડવાની જગ્યાએ હું તપાસ કરીને કહું છું તેવી હૈયાધારણા લોકોને આપે તો લોકો રાજી થાય નહીં તો કિશનકાકાને થયો એવો થડકારો થઈ જાય....

 "So who are you??” inquired Nathabhai Raval to VSSM’s Naranbhai. 

The inquiry was an obvious one as  Nathakaka wasn’t  aware of  Naranbhai’s identity. Naranbhai was visiting  the nomadic settlement of Mudetha village in Banaskantha’s Deesa block and Natahkaka happened to stay their. The visit was to understand how VSSM can support the families here. The settlement has 35 families,  65 year old Nathakaka and his wife have no children, at this age it is difficult to earn living. They lead a life of destitute and it was absolutely heart-wrenching  to witness them live the way they did, in-fact all the 35 families lived in similar conditions.

The village panchayat has included the names of these Raval families into  the village land  register meaning the land belongs to them but they are still awaiting some kind of support to build homes on this plots. Nathakaka and his wife receive Rs. 800 as oldage pension but that kind of money can help them barely survive. When Naran inquired if he had applied for any support to build a house, Narankaka replied, “ In my entire life this toilet is what the government has helped me with, I haven’t received any other kinds of government support so far. I have had filed papers for pension but that also hasn’t worked out!!” Sad but true.. 

There must be thousands of settlements like Mudetha where no government has yet reached, whose inhabitants survive under pathetic living conditions. VSSM is trying to find out how it can be of some help to these families. Tribhovanbhai, who happens to be the community leader here will be talking to the families before seeking VSSM’s support. Hope he is able to understand our willingness to support families like Narankaka’s…

What if the government fails to help Narankaka, VSSM surely will….

‘તમે કુણ?’ 

બનાસકાંઠાના ડીસા તાલુકાના મુડેઠાગામમાં રહેતા નાથાભાઈ રાવળે vssmના કાર્યકર નારણને પુછ્યું. નારણે vssmનો પરિચય આપી. તેમની સ્થિતિ જાણવા અને શક્ય બને તો મદદરૃપ થવા આવ્યા અંગેની માહિતી આપી.

નાથાકાકા 65 વર્ષના અને નિરાધાર. જે પરિસ્થિતિમાં રહે છે એ જોઈને હૃદય કંપી જાય. જોકે એકલા નાથાકાકાની આ હાલત નહોતી ત્યાં રહેતા 35 પરિવારોની આજ દશા છે. પંચાયતે વર્ષોથી રહેતા રાવળ પરિવારોના નામ આકારણીમાં ચડાવી દીધા છે એટલે હવે એ જગ્યા તેમની થઈ ગઈ કહેવાય. પણ પ્લોટ પર ઘર બાંધવા કોઈ સહાય સરકારે આપી નથી. નાથાકાકા અને તેમના પત્નીને સંતાનો નથી, હવે કમાઈ શકાય તેવી સ્થિતિ પણ નથી.

આવામાં તેમને તથા તેમના પત્નીને વૃદ્ધ પેન્શન માસીક રૃા.400 બંનેનું મળિને રુા.800 મળે તો ટેકો થાય પણ એ મળતું નથી. નારણે તેમને પુછ્યું કાકા અરજી કરી છે તો એમણે કહ્યું, ‘મારી આખી જિંદગીમાં પહેલીવાર સરકારની સહાયના રૃપમાં મને શૌચાલય બનાવી આપ્યું બાકી કશું આજ સુધી મળ્યું નથી. પેન્શન માટે કાગળિયા કર્યા પણ એમાં કાંઈ થ્યું નથી.’

રાજ્યમાં અને દેશમાં મુડેઠા જેવી હજારો વસાહતો છે જ્યાં હજુ સરકાર પહોંચી નથી. vssm આ પરિવારોને મદદરૃપ થવા શક્ય કોશીશ કરશે જોકે વસાહતના આગેવાન ત્રીભોવનભાઈ પોતાની વસાહતમાં થોડી મસલત કરીને નારણને મદદ માટે બોલાવવા કે કેમ તે કહેવા કહ્યું છે. આશા રાખીએ આગેવાન ભાઈ vssmની ભાવના સમજે અને અમે તેમને મદદરૃપ થઈ શકીએ.

નાથાકાકાને સરકાર મદદ કરે કે ના કરે પણ અમે ચોક્કસ મદદરૃપ થઈશું.

The meeting with Saraniya families

Since past couple of months VSSM has received frequent requests from numerous regions having large concentrations of nomadic families to reach these regions and help the nomadic families living in these regions acquire their citizenry documents. The communities asking VSSM’s support were Nat, Saraniya, Gadaliya, Devipujak from Amreli district’s Bagasara, Savarkundla and Amreli regions. Almost 600 families are struggling to obtain their identity proofs and documents of entitlements.

A Saraniya community leader, after tireless efforts managed to get a ration card but the authorities had issued only one ration card between him and his six sons all  of whom were married and living seperately. Also the ration card did not include the names of his wife, his sons’ wives and their children. Such a ration card holds no ground if applications for residential plots were to be processed based on it. The authorities who are always on a lookout of a rhyme or reason to not consider such requests would find a perfect reason to allot one residential plot between 7 families.

An organisation name Balmandir is working with the children of these families but it considers itself inexperienced in tackling the local bureaucracy on such matters and the families too are absolutely ignorant on such matters. Subsequently, VSSM has decided to send its three well equipped and experienced team members  (experienced to work with the administrative authorities) to these settlements  where they would complete the task  of filing applications for these families. They will be with these families for 3 days from 23rd to 25th July.

We shall be putting all our efforts to help these families, we are hoping for the best.

vssm જે વિસ્તારોમાં કામ કરે છે અને તેના પ્રયત્નોથી જે પરિવારોને મદદ મળી છે અને જીવનમાં જે ફેરફાર આવ્યા છે તેને જોઈને આપણે જે વિસ્તારમાં કામ નથી કરતા ત્યાં રહેતા પરિવારો પણ આપણને તેમના વિસ્તારમાં મદદરૃપ થવા વિનંતી કરે છે.

તાજેતરમાં જ અમરેલી જિલ્લાના બગસરા, સાવરકુંડલા અને અમરેલીમાં રહેતા નટ, સરાણિયા, ગાડલિયા, દેવીપૂજક સમુદાયના લોકોની વારંવારની રજૂઆતના કારણે તેમને મળવા જવાનું થયું. લગભગ 600 જેટલા પરિવારો પોતાની ઓળખના આધારો મેળવવા માટે રીતસર વલખાં મારતા હોય તેવો ઘાટ છે. સરાણિયા આગેવાન વખાભાઈએ પોતે ખુબ મહેનત કરીને રેશનકાર્ડ કઢાવ્યાનું જણાવ્યું પણ તેમનું રેશનકાર્ડ જોતા એક સાથે 6 અલગ અલગ રહેતા કુટુંબના નામ એક રેશનકાર્ડ હોવાનું જણાયું અને તે પણ વખાભાઈ અને તેમના છ દીકરાના જ નામ. બાકી દીકરાના દીકરા દીકરાની પત્ની તે ત્યાં સુધી કે તેમની પત્નીનું પણ તેમાં નામ નહીં. આ પરિવારોની પ્લોટ માટેની અરજી કરવી છે પણ આવા રેશનકાર્ડ પર અરજી પણ ના કરી શકાય. નહીં તો એક પરિવાર માની પાણીમાંથી પોરા કાઢનાર અધિકારીઓ 7 કુંટુંબ વચ્ચે એક જ પ્લોટ આપી દેશે.

ખેર મુશ્કેલી ખુબ છે અને વહીવટીતંત્ર સાથે કામ કેમ પાર પાડવું તેની સમજ આ પરિવારોને નથી. ત્યાંની સંસ્થા બાલમંદિર તેમના બાળકો સાથે કામ કરે છે તેમને પણ વહીવટીતંત્ર સાથે કામ કરવાનું ફાવતું નથી. અમે vssmના ત્રણ કાર્યકરો જેઓ સરકારી વિભાગો સાથે માથાકુટ કરવામાં માહેર છે તેમને તા.23 થી 25 જુલાઈ સુધી આ વિસ્તારમાં મોકલવાનું નક્કી કર્યું છે અને તમામ અરજીઓ એક સાથે થાય તેવું આયોજન છે.

અમારાથી શક્ય કોશીશ સૌને મદદરૃપ થવાની કરીએ છીએ સફળ થઈશું તેવો વિશ્વાસ પણ છે.

21 Vansfoda families staying on the wasteland of Hadmatiya village of Tankara block in Morbi have been struggling to acquire their identity documents as well as entitlement documents. These families have been staying in makeshift settlement on the outskirts of Hadmatiya village for many years,  as the land they stay on is wasteland they have access to no basic amenities like water and power. They also live under the constant fear of eviction as its government wasteland. Hence permanent homes are something these families have long desired.  As a result they have been struggling to get documents in place to file applications for allotment of residential plots. 

VSSM has been working to make sure these families are allotted plots. Our team member Kanubhai has applied for their income and caste certificates but the administrative lethargy  on such issues is proving to be an exhausting affair for us. The other day when community members along with Kanubhai  arrived at the office of Mamlatdar to file applications for caste certificate they were literally shooed away by the additional Mamalardar Shri. Vacchani stating, “No such work and applications are processed here!!” Later we decided to go and meet up with the Social Welfare Officer Shri. Acharya saheb who directed us to submit the applications to Taluka Development Officer. Left with no choice we did as we were told. But all these consequent rounds could have been avoided had the Mamlatdar accepted the applications. That is how it has to be, it is their duty to accept the application and issue caste certificates. Whereas for now they have chose to step away from their duty. They have chose not to work for the poor!!! Once the applications for allotment of residential plots are filed the Mamlatdar will have no choice but to work on it.  Will he cooperate then!!

Unfortunately all the families we work with are daily wage earners, meaning they do not enjoy the freedom to take a leave and not work for even a single day. The day they do not work means no food  for the family that evening. Hence these families cannot make frequent rounds of government offices to file and follow up on their applications. Under such circumstances such arrogant behaviour by the authorities is extremely repulsive. 

“You are explaining the entire process to us the way our parents would. We have made so many rounds of the offices to collect our identity proofs but just did not succeed. It looks like  the dream of a plot will soon be a reality!” said Nagjibhai Vansfoda one of these 21 family members after VSSM’s Kanubhai guided him with the process. 

I have been repeatedly warning that the authorities are taking too much advantage of the goodness, ignorance and patience of these nomadic communities. The day these families decide its enough it is going to be difficult for the authorities to sit in their offices!!

Until then we shall keep praying that God sows some compassion in the officials like Shri. Vacchani….

‘તમે અમને માવીતરના ઘોડે બધુ હમજાવો સો તે અમને ખુબ હારુ લાગે સે. નકર અમારા હોવાના આધારો ભેગા કરવા તો કાંઈ કેટલાય ધોડા કર્યા પણ કાંઈ મેળ નોતો પડતો પણ હવે પલોટ મળે એવું લાગી રહ્યું સે’

મોરબી જિલ્લાના ટંકારા તાલુકાના હળમતિયાગામમાં રહેતા નાગજીભાઈ વાંસફોડા અને અન્ય 20 એમ કુલ 21 પરિવારો વર્ષોથી ગામમાં અસ્થાયી વસવાટ કરે. સરકારી ખરાબાની જગ્યા પર રહેવાના કારણે તેમને કોઈ પણ પ્રકારની પ્રાથમિક સુવિધા મળતી નથી. વળી કોઈ જગ્યા ખાલી કરવા કહી દો તો કરવી પડે તેવો ભય પણ લાગે એટલે કાયમી વસવાટ માટે પ્લોટ પોતાનો હોવાના આધારો મેળવવા આ પરિવારો મહેનત કરે પણ કશું થતું નહોતું.

vssm આ પરિવારોને પ્લોટ મળે તે માટે પ્રયત્નશીલ છે. vssmના કાર્યકર કનુભાઈએ તેમના આવકના દાખલા, જાતિ પ્રમાણપત્ર કઢાવવા અરજી પણ કરી દીધી છે. પણ વહીવટીતંત્ર એટલું શિથિલ છે કે તેઓ થાકી જાય છે. દા.ત.જાતિ પ્રમાણપત્ર માટેની અરજી આપવા તેઓ મામલતદાર કચેરીમાં ગયા તો નાયબ મામલતદાર વાછાણીએ આ પરિવારો અને કાર્યકર કનુભાઈનું અપમાન કરીને ‘આવા કોઈ કામ અહીંયા અમે કરતા નથી એમ કહીને રીતસર કાઢી મુક્યા.’ સમાજ કલ્યાણ અધિકારી આચાર્ય સાહેબને પ્રમાણપત્ર માટે મળ્યા અને તેમણે તાલુકા વિકાસ અધિકારીને અરજી આપવા કહ્યું. આપણે હાલ પુરતી તેમને અરજી કરી દીધી છે. પણ મામલતદાર તેમની જવાબદારીમાંથી છટકી રહ્યા છે તે સ્પષ્ટ છે. તેમણે અરજી સ્વીકારી પ્રમાણપત્ર કાઢી જ આપવું પડે પણ તેમને ગરીબોના કામોમાં રસ નથી.

પ્લોટની કામગીરી મામલતદાર દ્વારા જ થવાની છે. જોઈએ તે કેવો સહયોગ કરે છે. વાંસફોડા પરિવારો રોજ કમાય અને રોજ ખાય તેવી હાલતમાં જીવે છે આવામાં તેઓ એક દિવસ પાડીને કામ માટે આવતા હોય ત્યાં અધિકારીઓની આવી તુમાખીથી આ પરિવારો અને અમે પણ કંટાળી જઈએ છીએ..

હું વારંવાર કહું છું કોઈની ધીરજની બહુ પરિક્ષાના કરો નહીં તો જે દિવસે તેમની ધીરજ ખુટશેને તે દિવસે આજ અધિકારીઓનું કચેરીમાં બેસવું મુશ્કેલ થઈ જશે..

ખેર ત્યાં સુધી ઈશ્વર વાછાણી જેવા અધિકારીના હૃદયમાં રામ વસાવે તેવી પ્રાર્થના..

Inspite of his professional commitments he takes out time to get involved and provide  his unflinching support to the organisations needing help while also motivating others to do the same…He has a simple philosophy in life..  continue doing  good work and go easy with life…Its hard not break out in a hearty laugh  within first couple minutes of meeting Pradeepbhai, such is his wit and humour.. There is a Parsi gentleman in one Bollywood movie who kept saying  ‘majhani life’ (what a blissful life)   and that is how life is for everyone surrounded by Pradeepbhai’s care and affection…..

Dear Rashminbhai Sanghvi is also a practicing Chartered Accountant by profession but the moment he comes across someone in pain and suffering his immediate reaction is how to begin working so as to reduce the suffering. Write to him at 12 or 2 in the night  we receive and immediate response from him..Yes he is  a bit strict and perfectionist by nature but his insistence to achieve perfection has taught us a lot. We are trying our  best to meet up to his level of expectations and perfection. We are aware that because he cares for us  he has such high expectations from us….Seeing his compassion and dedication towards  the cause of the nomads and many more  makes us want to salute him….

Meenaben Shah is another near and dear friend who constantly worries about us. She too is a Mumbai based practicing Chartered Accountant. The donation cheques we receive from Mumbai reach Meenaben’s office. She takes responsibility of depositing  them in the bank and ensuring that the receipts reach the donors. 

The extremely humble and soft-spoken K. K. Zunzunwala  is a Chartered Accountant as-well. His politeness is so contagious, its hard not to fall for it.. K. K is always besides us, constantly assuring everything will be fine.. 

Respected Atulbhai Doshi is a practicing Chartered Accountant who along with his practice runs a hostel for tribal children. He too constantly supports VSSM in its endeavours. Same is with Manjunathji and Abhaybhai Bhagat. 

Atulbhai Ambavat is another dear Chartered Accountant friend of ours. His wisdom is beyond  age, at such a young age he has decided to lead a minimalist life so that he can donate to the causes dear to him. Atulbhai is a friend who always stands by VSSM.

Young and compassionate Hitesh is an architect who has designed VSSM’s Uvarsad Educational Enclave. He has poured his heart in designing the project along with the inputs from Rashminbhai. 

Such are our friends, VSSM’s friends who worry about us and constantly work together to support us. From  our smallest needs to the well-being of our team, their concern  for all of us is unparalleled...

Every year we meet our friends and donors and talk to them about the ongoing activities, challenges we faced, our accomplishments and failures.. This year too the core group organised the meeting and we met on the 18th of June at  Matunga, Mumbai. A large number of our well-wishing donors remained present in the program.We are grateful to have such strong presence of our friends in our lives…….Our sincere gratitude for their unflinching support…

ફ્રેન્ડસ ઓફ vssm પ્રત્યે કૃતજ્ઞતા...

મિત્ર શબ્દનો અર્થ ચરિતાર્થ કરતું વિચરતી જાતિઓના કામોમાં હંમેશાં નિમિત્ત બનતું ગ્રુપ એટલે ફ્રેન્ડ્સ ઓફ vssm અને ધરમપુર. ગ્રુપને દિશાનિર્દેશ કરતા કોર ગ્રુપ સાથે સંકળાયેલા સ્વજનો પણ અદભૂત. પ્રિય પ્રદીપભાઈ શાહ વ્યવસાયે સી.એ. પણ વિવિધ સંસ્થાઓને પોતે મદદરૃપ થાય સાથે સાથે અન્યોને પણ મદદરૃપ થવા પ્રેરણા આપે. એમની સાથે બેસો અને બે મીનીટમાં તમે હસો નહીં તેવું બને જ નહીં. જીંદગીને હળવાશથી લેવાની અને સતકાર્યો કરવાના.. એક હીંદી ફિલ્મમાં પારસીબાવા બોલતા ‘મજાની લાઈફ’ બસ આવી અમારા પ્રદીપભાઈની સાથે રહેનાર સૌની મજાની લાઈફ.

પ્રિય રશ્મીનભાઈ સંઘવી પણા વ્યવસાયે સી.એ. કોઈ પણ વ્યક્તિનું દુખ જુએ અને તે કેમ કરીને દુર થાય તે માટે કાર્યરત થઈ જાય. રાતના બાર વારે કે બે વાગે લખો તો પણ તમને જવાબ આપે અને નાનામાં નાના માણસની ચિંતા કરે. થોડા કડક પણ ખરા. પણ તેમના કડક સ્વભાવ અને દરકે વસ્તુ પરફેક્ટ થાય તેવા આગ્રહના કારણે અમે ઘણું શીખ્યા છીએ. હજુ તેમની અપેક્ષા પ્રમાણે નથી કરી શકતા છતાં કોશીશ છે. પણ દીલથી અમને સૌને ખુબ પ્રેમથી સાંભળવાવાળા રશ્મીનભાઈની વંચિતો માટેની કરુણાને સલામ કરવાનું મન થાય

પ્રિય મીનાબહેન શાહ પણ સી.એ. મુંબઈમાંથી vssmના કામને મદદરૃપ થનાર સૌના ચેક મીનાબહેનની ઓફીસમાં જાય અને મીનાબહેન તેને બેંકમાં ભરાવવાથી લઈને રીસીપ્ટ પહોંચી કે નહીં ત્યાં સુધીની જવાબદારી નિભાવે અને કામોની સતત ચિંતા કરી મદદરૃપ થાય. 

પ્રિય કેકે ઝુઝુનવાલા તેઓ પણ સી.એ. ખુબ વિનમ્ર. સૌનું ખુબ ધ્યાન રાખે.. તેમની વાણી જ એટલી સૌમ્ય છે કે તેમને સાંભળીને સૌ તેમના પ્રેમમાં પડી જાય.. સદાય અમારી સાથે અને થઈ જશે તેવું કહેવાવાળા કે કે..

આદરણીય અતુલભાઈ દોશી પણ સી.એ. વ્યવસાયની સાથે સાથે આદિવાસી બાળકો માટે હોસ્ટેલ પણ ચલાવે અને vssmના કામને મદદરૃપ થાય. આવા જ બી.એન. મંજુનાથજી અને અભયભાઈ ભગત પણ.

પ્રિય અતુલ અંબાવત પણ સી.એ. પોતાની જરૃરિયાતો મર્યાદીત કરી શક્ય તેટલું સૌને આપવાનું એ કરે. ઉંમરમાં ઘણા નાના પણ સમજણ ઉત્તમ. vssmના કામની સતત ચિંતા કરી મદદરૃપ પણ થાય.

હીતેશ યંગ આર્કીટેક્ટ vssmની વિચરતી જાતિઓના બાળકો માટે ઉવારસદમાં બનનારી હોસ્ટેલની ડીઝાઈન હીતેશ કરે. ખુબ મનથી રશ્મીનભાઈની સાથે રહીને તેણે સરસ ડીઝાઈન કરી છે. 

ટૂંકમાં ફ્રેન્ડસ ઓફ vssmને ઉપર જણાવેલા તમામ પ્રિયજનો એક બીજા સાથે જોડી રાખે છે. વિચરતી જાતિઓની નાની જરૃરિયાતો અને સંસ્થાના નિષ્ઠાવાન કાર્યકરોની પણ આજ સ્નેહીજનો ચિંતા કરે છે.

મુંબઈમાં દર વર્ષે દાતાઓ સાથે તેઓ સંસ્થાના કામોનું વિવરણ મુકવા માટે કાર્યક્રમ કરે. આ વર્ષે 18 જુનના રોજ કોર ગ્રુપના ઉપરોક્ત સ્વજનો દ્વારા માટુંગામાં કાર્યક્રમ યોજાઈ ગયો. જેમાં ઘણી મોટી સંખ્યામાં દાતાઓ ઉપસ્થિત રહ્યા. દાતાઓને તેમનું અનુદાન ક્યાં ખર્ચાઈ રહ્યું છે તેના લેખા જોખા આપવાનું કોર ગ્રુપના માધ્યમથી થાય છે. આવું સરસ કોર ગ્રુપ અમારી સાથે છે તેનો આનંદ છે.. સૌ પ્રત્યે કૃતજ્ઞતા..

Reaching out to the DGP once again as harassment of Dafer by police continues...

Once associated with some unlawful activities but now leading  completely changed and  clean lives after coming into contact with VSSM the Dafer families of Vijapur are a hard working group. Umarbhai Dafer who holds the community together is the leader of this Dafer settlement. He is a very righteous man and prohibits entry of anyone  associated with criminal or unlawful activities in the settlement.   

On 28th May 2016 and again on 6th June 2016 Head Constable Bharwad from SOG Mehsana along with other policemen arrived in this settlement. He made all the accompanying policemen surround the settlement. He started getting in the houses and began questioning - from where did you get this and that, from where does the money come etc. etc.?? The stick in his had was used to bang the vessels and intimidate the family members. Nor Umarbhai or VSSM’s Tohid were present in the settlement at the time.. 

The youth from the settlement are engaged in safeguarding the village and farm boundaries. This job requires them to move around the boundaries they guard and for this purpose many  men in the community have bought second-hand motor bikes. “So from where did you steal the bikes??You must be having guns as well, where do you get all this stuff from?” probed HC Bharwad very rudely. 

On hearing him accuse Kareemaben could not remain quite, “Saheb, take these right away, if you can find these bikes to be stolen!!” she gave him back. But that did not bother or change HC Bharwad’s attitude as he continued with his un-warranted march into the  homes of the Dafer. 

Even Dholabhai could not take all this crap any longer, “Saheb, in this settlement  you wouldn’t find any stolen article or a single person who is engaged in stealing!” But no one paid attention to these arguments. 

When VSSM’s Tohid reached the settlement he was greeted with a strong chorus. The community’s decision was unanimous, “we cannot tolerate such accusations and autocratic behaviour of police., how can someone enter our homes and harass us without any four faults…Tohid and Umarbhai decided to put this matter before the Director General of Police. On 29th June Tohid along with few leaders from the settlement reached the office of DGP and presented their case to Shri. D. H. Desai Staff Officer to DGP. He immediately spoke to the police officers in Mehsana and asked them to prevent such incidents in future.  

 So far, 10 days after we presented the issue to higher authorities, their is order in the situation. But how long will we keep running to the higher authorities for all the official notoriety that happens at the local level. It is very wrong on the part of the police to keep harassing families who have been leading decent lives for many years now. They have left their past and are working towards a better future for their coming generations. It is time that this ever-strained relationship of police with Dafer some to a stop, it is time the police officials go after the real criminals...

વિજાપુરમાં ડફેર પરિવારો રહે. વર્ષો પહેલાં ગુનાહીત પ્રવૃતિ સાથે સંકળાયેલા આ પરિવારોએ છેલ્લા કેટલાય વખતથી VSSMના સંપર્કમાં આવ્યા પછી ગુનાહીત પ્રવૃતિઓ બંધ કરી દીધેલી. બધા મહેનત કરે અને ગુજારો કરે. વસાહતના આગેવાન ઉમરભાઈ ડફેર બધાને એકસુત્રતાથી બાંધી રાખે. ખરાબ કે ખોટા ધંધા કરવાવાળા વ્યક્તિને વસાહતમાં પગ પણ ના મુકવા દે. 

આવી વસાહતમાં 28 મે 2016 અને 6 જુન 2016ના રોજ મહેસાણા એસ.ઓ.જી.માંથી હેડકોન્સ્ટેબલ ભરવાડ આવ્યા. સાથે બીજા પોલીસ કર્મીને પણ લઈ આવ્યા અને વસાહતની ચારે બાજુ બધાને ઊભા કરી દીધા. વસાહતમાં દાખલ થતા જ દરેક છાપરાંમાં ધુસીને આ ક્યાંથી લાવ્યા? ફલાણુ ક્યાંથી લાવ્યા? શું કરો છો? પૈસા ક્યાંથી આવે છે? વગેરે જેવા પ્રશ્નોનો વરસાદ વરસાવ્યો સાથે સાથે હાથમાં રહેલી લાકડીથી વસ્તુઓને ઠોકવાનું, લોકોને ડરાવવાનું શરૃ કર્યું. ઉમરભાઈ બહારગામ હતા. VSSMના કાર્યકર તોહીદ પણ વસાહતમાં નહીં.

વસાહતના કેટલાક યુવાનો સીમચોકીનું કામ કરે એટલે જુનામાં બાઈક ખરીદેલા તેમના બાઈક જોઈને હેડકોન્સટેબલે કહ્યું, ‘બાઈકો ક્યાંથી ચોરી લાવ્યા? બંદુકો તો હશેને ક્યાં છે લાવો?’ એમની આ વાત સાંભળીને વસાહતમાં રહેતા કરીમાબહેને કહ્યું, ‘સાહેબ ચોરી કરીને લાવ્યા હોઈએ ને તો હાલ જ લઈ જાવ.’ છતાં હેડકોન્સટેબલ ભરવાડના તેવર બદલાયા નહીં અને દરેક ઘરની ઝડતી કોઈ પણ સર્ચ વોરન્ટ વગર ચાલુ રાખી. કંટાળીને વસાહતમાં રહેતા ઢોલાભાઈએ કહ્યું, ‘સાહેબ ચોરીનો કોઈ સામાન અમારી વસાહતમાંથી ના મળે ના ચોરી કરનારો કોઈ માણસ.’ પણ સાંભળે કોણ આખરે એ ગયા.

તોહીદ વસાહતમાં પહોંચ્યો એટલે બધા જ પરિવારોએ પોલીસની આવી જોહુકમી હવે નહીં સહીએ અમે ચોર નથી કે અમારા ઘેર આમ ધોળા દાળે પોલીસ આવે અને ઝડતી લે. તોહીદ અને ઉમરભાઈએ આ ઘટનાની રજુઆત પોલીસ મહાનિર્દેશકને કરવાનું નક્કી કર્યું અને વસાહતમાંથી કેટલાક આગેવાનોને લઈને તોહીદ 29 મે ના રોજ રજુઆત માટે ગયા અને ડી.એચ.દેસાઈ સ્ટાફ ઓફીસ ઓફ ડી.જી.પી.ને રજૂઆત કરી. તેમણે તુરત એસ.પી.મહેસાણાને આ ઘટનાની વાત કરી અને આ પ્રકારે ખોટી રીતે લોકોને હેરાન ના કરવા સ્પષ્ટ સુચના આપી. 

રજૂઆતના 10 દિવસથી શાંતી છે. પણ દરેક વખતે સરકારમાં ઉચ્ચકક્ષાએ રજૂઆત માટે દોડ્યા કરવાનું યોગ્ય નથી લાગતું. જે વસાહતમાંથી એક પણ વ્યક્તિ કોઈ પણ ગુના સાથે સંકળાયેલું નથી ત્યાં પોલીસનું આમ અકારણ આવવું લોકોને હેરાન કરવું જરાય યોગ્ય નથી. ડફેર સમુદાયની આ ચોર પોલીસની રમત જલદી બંધ થાય અને દરેક પોલીસકર્મીને ભગવાન સદબુદ્ધી આપે તેવી પ્રાર્થના..

VSSM pursues the long pending matters of ration card issuance….

Once again we write about a  case that reflects utter disregard towards the plight of the nomadic families and Government notifications..

Since last 2 years VSSM is striving to get ration cards issued for  the nomadic families staying in the Vatva zone of Ahmedabad it. We have made numerous appeals appeals so far to all the concerned  authorities but have yet to be heard. Every time  the applicants when ever  go to the zonal office the Zonal Official sends they back  they go to to file applications at the zonal office. 15 individuals from these families once again went to submit their applications and the official in-charge once  again intimidated them saying the each application needs to be attached with required documents and if not so he won't accept the applications.

A while ago the Department of civil supplies had passed a resolution asking its officials to treat the the Voter ID cards as the only identity and address proof while processing the ration card applications of nomadic families. While a lot of other districts are respecting this resolution the officials of Ahmedabad district are showing utter dis-regard towards such a notification from their higher authorities. We are facing challenges in each and every zone of Ahmedabad. This required us to write to the Chief Minister Smt. Anandiben Patel, who issued directions to the concerned departments. The State Civil Supplies department has directed the District Civil Supplies Department to  act and facilitate the entire process of issuance of Ration Cards to the applicants belonging to nomadic communities. A copy of the resolution was also sent across to the officials who presented to be unaware of it. And yet Zonal Officer Shri Hitesh Patel threw all the letters issued by the CM, the Additional Director of Civil Supplies Department, the copy of resolution etc into a dustbin when we approached him and showed his the issued letters!! He shooed away the applicants from his office saying it is not possible to get ration cards in such a manner...

The applicants have been totally hurt by such arrogant behaviour of Mr. Patel. It is possible that they’ll  refuse approaching him again. Instead they’ll search for agents who’ll do the work for them in return of some hefty fees. Such behaviour by the officials makes us wonder,  “is this what they actually want, these poor to  stop entering their office and  the agents to come and pay them part commission!!”

Almost a year and half back we filed 50 plus applications for ration cards in Maninagar Zone, the applications are yet to be processed….Ironically each zone needs to specify the stipulated time of processing such applications (as seen in the picture). So why mention time limits when they aren’t going to be met!!!

VSSM has time and again mentioned that it is an organisation that is committed to the cause of nomadic and de-notified communities, we  do not engage in any unlawful practices and do not allow others to do the same. We have been trying to explain this principle to the authorities (since past 2 years) and time and again fail to make them understand.  We know the ration card is to be used to buy ration and that is what these families want it for, it is stated on the cards as well, so why fear any other consequences and keep these extremely poor families devoid of a document that will help them have a proper meal at the end of the day….We are tired of such sloth-like approach of the officials. 

Agitated by the behaviour of Shri Patel, VSSM's Chaayaben reached the office of the Director of Civil Supplies to lodge her complaint, unfortunately since the seniors were busy in a meeting she could not meet them inspite of waiting their for the entire day. We have lost count of the man-days we have wasted since last 2 years on such insignificant issues..

We feel ashamed to have to write to the Chief Minister but we have written to her once again today, once again an email has reached from her office to Secretary Civil Supplies and  Ahmedabad District Collector. Let us see what happens next!!!

 vssm દ્વારા રેશનકાર્ડ માટે રજૂઆત

અમદાવાદ જિલ્લાના વટવા ઝોન  વિસ્તારમાં આવતા વિચરતી જાતિના પરિવારોને રેશનકાર્ડ મળે તે માટે vssm અને આ જાતિઓ છેલ્લા બે વર્ષથી રજૂઆત કરે છે. અરજદારો રેશનકાર્ડની અરજી લઈને જાય પણ ઝોનલ અધિકારી તેમને સાંભળવા જ તૈયાર નથી ના તેમના ફોર્મ લેવા. આજ રોજ વિચરતી જાતિના 15 પરિવારો સવારે રેશનકાર્ડની અરજી લઈને આપવા ગયા તો અધિકારીએ તેમની પાસેથી જાત જાતના પુરાવા આપવા પડશે અને આ પુરાવા વગર અરજી નહીં લઉં તેમ સંભળાવી દીધું. 

વિચરતી જાતિના લોકો પાસે બહુ બધા આધાર પુરાવા હોતા નથી આથી જ તો અન્ન નાગરિક પુરવઠા અને ગ્રાહકોની બાબતના વિભાગે આ પરિવારોને ફક્ત મતદારકાર્ડના આધારે રેશનકાર્ડ આપવાનો ઠરાવ કર્યો છે. અમદાવાદમાં દરેક ઝોનમાં રેશનકાર્ડ મેળવવામાં તકલીફ થઈ રહી છે. આ સંદર્ભે મુખ્યમંત્રી શ્રી આનંદીબહેન પટેલને રજૂઆત કરી હતી તેમના તરફતી સ્પષ્ટ નિર્દેશ જતા અન્ન નાગરિક પુરવઠા વિભાગે પણ અમદાવાદ જિલ્લા અન્ન અને નાગરિક પુરવઠા નિયંત્રકને આ મુદ્દે પત્ર પાઠવ્યો અને કાર્યવાહી કરવા સૂચના આપી સાથે વિચરતી જાતિઓને કાર્ડ મળી શકે તે માટેનો ઠરાવ પણ જોડ્યો છતાં ઝોનલ અધિકારી શ્રી હીતેશ પટેલને જાણે આ બાબતમાં કોઈ રસ પડતો ના હોય તેમ ગાંધીનગરથી આવેલા પત્રો પણ જોવાની સ્પષ્ટ ના પાડી થોડુ જબરજસ્તીથી પત્ર બતાવવાની કોશીશ કરી તો મુખ્યમંત્રી શ્રી, નાયબ નિયામક શ્રી અન્ન નાગરિક પુરવઠાના પત્રો તેમણે ફેંકી દીધા અને આવી રીતે રેશનકાર્ડ કાંઈ મળે નહીં એમ કહીને અરજદારોને કાઢી મુક્યા. કેવું ઉદ્ધત વર્તન. અધિકારીઓના આવા વર્તનથી લોકો કચેરીનું પગથિયું ચડવાનું માંડી વાળશે નહીં તો એજન્ટો શોધશે. આ થવા દેવું કેટલું યોગ્ય છે. ક્યારેક તો અધિકારી આવું વર્તન કરીને ગરીબોને પોતાની કચેરીમાં આવવાની મનાઈ જ ઈચ્છતા હોય તેવું લાગે છે.

વળી માર્ચ 2015માં આ સંદર્ભે મણીનગર ઝોનમાં પણ 50 ઉપરાંતની અરજીઓ રેશનકાર્ડ મેળવવા કરી છે સવા વર્ષ થયું છતાં આ  અરજી અન્વયે પણ કોઈ કાર્યવાહી થઈ નથી રહી. જબકી દરેક ઝોનમાં અરજી કર્યાના કેટલા દિવસમાં કાર્ડ મળશે તેની સમયમર્યાદા લખી જે ફોટોમાં જોઈ શક્યા છે. ક્યારેક થાય આપવું જ નથી તો આવું લખાની શી જરૃર છે.

વિચરતા સમુદાય સમર્થન મંચ સંસ્થા નિષ્ઠાથી કામ કરનારી સંસ્થા છે. ખોટા કામમાં અમે હોઈએ નહીં અને અમારી જાણમાં ખોટુ થવા ના દઈએ આ વાત અધિકારીને સમજાવવાની છેલ્લા ત્રણ વર્ષથી કોશીશ કરીએ છીએ પણ કોઈ કામ થતું નથી. ના તેઓ કશું સાંભળવા રાજી થાય છે.

રેશનકાર્ડનો ઉપયોગ ફક્ત રાશન માટે છે તેનો અન્ય ઉપયોગ શક્ય નથી તેવું કાર્ડમાં જ લખ્યું છે છતાં તેઓ અનાજ માટે રેશનકાર્ડ આપવાનું કેમ ટાળે છે તે સમજાતું નથી. વળી આવા મુદ્દે રાજ્યના મુખ્યમંત્રીને લખવું પડે તે પણ શરમજનક છે. વહીવટીતંત્રની આવી શિથીલતાથી અમે અને આ જાતિઓ થાક્યા છીએ.

આજે આ પરિવારો રજૂઆત માટે વટવા ઝોન ગયા ત્યાં તેમની સાથે જે વર્તન થયું તેનાથી કંટાળીને સંસ્થાના કાર્યકર છાયાબહેન સાથે અન્ન અને નાગરિક પુરવઠા નિયંત્રકની કચેરી- લાલદરવાજામાં રજૂઆત માટે ગયા પણ અધિકારીઓ મીટીંગમાં ગયા હોવાથી કોઈ મળ્યું નહીં. સાંજે 5 વાગ્યા સુધી તેઓ બેસી રહ્યા આમ સવારના 10 વાગ્યાથી શરૃ થયેલી રેશનકાર્ડ મેળવવાની તેમની સફરનો આખો દિવસ ગયા પછી પણ અંત આવ્યો નહીં. આવા કેટલાય ધક્કા વિચરતી જાતિના પરિવારો છેલ્લા બે વર્ષથી ખાઈ રહ્યા છે છતાં કોઈને તેમની આ હાલાકી દેખાતી નથી.

આજ ફરી મુખ્યમંત્રીને લખ્યું છે અને તેમના ત્યાંથી ગાંધીનગર અગ્ર સચિવ અન્ન નાગરિક પુરવઠા અને કલેકટર અમદાવાદને આ પ્રશ્નનને હલ કરવા ઈમેલ પાઠવ્યા છે જોઈએ શું થાય છે. 

ફોટોમાં રજૂઆત માટે ગયેલા વિચરતી જાતિના પરિવારો આખો દિવસ તેઓએ કચેરીના ધક્કા જ ખાધા છે. કાશ તેમની સ્થિતિ અધિકારી સમજી શકતા હોત.. અને બીજા ફોટોમાં સમયમર્યાદામાં રેશનકાર્ડ ફાળવવાનું સમયપત્રક

Gadaliya families with the newly acquired documents….

Few Gadaliya families engaged with  their traditional occupation of making iron tools have been staying in Surendranagar for many years. Inspite of their residing in the city for many years these families lacked their documents of entitlements. VSSM’s Harshadbhai helped these families obtain Voter ID cards and ration cards after they came into contact of VSSM. At the completion of the process 21 adult members from these families received Voter ID cards and 9 families received Ration cards. 

The concerned authorities were very supportive and expedited the entire process of document issuance. We are grateful to all the officials who have supported the process.

સુરેન્દ્રનગરમાં ગાડલિયા પરિવારો રહે. તવી, તાવેતા, ચીપિયા વગેરે બનાવીને વેચવાનું કરે. વર્ષોથી સુરેન્દ્રનગરમાં જ રહે છતાં મતદારકાર્ડ, રેશનકાર્ડ જેવા કોઈ આધારો તેમની પાસે નહીં. vssmના કાર્યકર હર્ષદના સંપર્કમાં આવતા હર્ષદે 21 પુખ્તવયની વ્યક્તિના મતદારકાર્ડ માટે અરજી  કરી અને કાર્ડ મળી જતા 9 વ્યક્તિની રેશનકાર્ડ માટે અરજી આ કાર્ડ પણ તેમને ત્વરાથી મળ્યા.

વહીવટીતંત્ર આટલું સાબતું હંમેશાં રહે તેવું ઈચ્છીએ. આ કાર્યમાં મદદરૃપ થનાર સૌ અધિકારી ગણનો આભાર..
