As Vadia moves forward…...

A lot has been written about the on Vadia a village where in prostitution is practised as a traditional occupation. And no one can deny this fact, the families here still need to fall back on prostitution as there is absence of other options of earning livelihood. This precisely was the reason why almost six decades ago few women of this village had taken up this trade to meet the needs of their family. Later as time went by pimps entered this village and the trade. For them money was of utmost import ace and hence a practice that was taken up voluntarily began to be forced upon small and young girls of this village. The men in the families rather than working to earn living enjoyed the incomes the women fetched. The families also began to fall prey of the debt traps that the pimps strategically weaved around them. The victim families have had no option but to push their daughters/sisters in to prostitution. 

VSSM has been working in Vadia since 2006. The activities of VSSM in this village influence social, economical, education aspects of the families here. A lot of families have pledged to stop sending the daughters in their families into prostitution. VSSM is striving to pull these families out of the traps of the pimps, it supports families and youth willing to start up their own business so that the women in their families can live a dignified life.

‘બનાસકાંઠાના વાડિયાગામના સરાણીયા પરિવારો પોતાની બહેન દીકરીઓ પાસે દેહવ્યાપાર કરાવે છે’ આ લખાણ સાથે વાડિયાની કેટલીયે વાર્તાઓ અત્યાર સુધી વિવિધ માધ્યમોમાં છપાઈ ગઈ છે. જોકે આ હકીકત પણ હતી. (અલબત આજે પણ કેટલાક પરિવારોમાં આજ સ્થિતિમાં જીવે છે) આર્થિક મુશ્કેલી અને રોજગારના વિકલ્પો ના શોધી શકવાના કારણે આ ગામમાં વસતા પરિવારોની દીકરીઓએ આજથી ૬૦ કે ૬૫ વર્ષ પહેલાં દેહવ્યાપાર અપનાવેલો. પણ પછીતો દલાલોને આ લોહી

ના વ્યાપારમાં પૈસા દેખાતા એ સક્રિય થયા અને કોઈ પરિવારની ઈચ્છા પોતાની દીકરીને આ દોઝખભરી જિદગીમાં ધકેલવાની ના હોય તો પણ એનકેન પ્રકારે ફરજ પાડવામાં આવે. જેમકે જરૂરિયાતના સમયે પૈસા આપે અને એ પૈસાનું તગડું વ્યાજ ગણે. આ વ્યાજ સહિતની રકમ ત્યાં સુધી માંગવામાં ના આવે જ્યાં સુધી આ પરિવારની દીકરી ૧૦ કે ૧૨ વર્ષની ન થાય અને દીકરીની ઉમંર ૧૦ – ૧૨ ની થાય એટલે એ પરિવારનું જીવવું હરામ કરી નાખે. છેવટે એ પરિવારને પોતાની લાડલી દીકરીને આ વ્યવસાયમાં મુકવાની ફરજ પડે. આ પરિવારોથી આસપાસના ગામલોકો પણ આભડછેટ રાખતા હોય એટલે ક્યારેય મદદમાં ના આવે. (જોકે હવે વાડિયાગામની આસપાસના ગામલોકો આ પરિવારોને મદદરૂપ થઇ રહ્યા છે.)

૨૦૦૬ થી આપણે આ ગામમાં કામ શરુ કરું છે. ગામના વિકાસની સાથે જે પરિવારો દલાલોની ચુંગાલમાંથી નીકળવા ઈચ્છતા હોય તેમને આપણે આવકના સાધનો ઉભા કરવામાં મદદરૂપ થઇ રહ્યા છીએ. ગામના પુરુષો પહેલાં કામ કરવાનું ટાળતા આજે એ vssm પાસેથી લોન લઈને એમને ગમે અને ફાવે તેવા વ્યવસાય કરી રહ્યા છે અને પોતાના પરિવારની દીકરીઓને સમાજમાં માન સન્માન મળે એ માટે પ્રયત્ન કરે છે.  નીચે ફોટોમાં આવા જ એક યુવાને vssmની મદદથી ગામમાં ગલ્લો કર્યો છે અને એમાંથી સારું કમાઈ રહ્યો છે...

‘Finally we got our basic Right’

It has taken almost a year for the Devipujak and Bajaniya families living in Ranod village in Sankheshwar block of Patan district to get their ration cards. Inspite of their names featuring in the BPL list these families were not issued ration cards.  8 months back applications were made for the ration cards but 

the concerned authorities did not pay any heed. We also took the issue to the Consumer and Civil supply department but the general elections halted the process. The follow up in the matter resumed once the elections were over, but nothing moved. Ultimately we spoke to the concerned Social Welfare officer Shri Narendrabhai Jani requesting him to intervene in the matter. He in turn wrote to the concerned Mamlatdar and called him up as well. Finally on 8th July 2014 these 19 families were called and issued ration cards.

ગુજરાતીમાં અનુવાદ..

પાટણ જીલ્લાના શંખેશ્વર તાલુકાના રણોદગામમાં દેવીપૂજક અને બજાણિયા પરિવારો રહે છે. આ પરિવારોના નામ BPL યાદીમાં ખરા પણ એમને BPL રેશનકાર્ડ આપવામાં આવેલા નહિ. આ પરિવારોની પરિસ્થિતિ જોઈ એમને BPL રેશનકાર્ડ મળે એ માટે ૮ મહિના પહેલા મામલતદાર શ્રીને અરજી કરેલી પણ આ સંદર્ભે કોઈ કાર્યવાહી થતી નહોતી. આ અંગે ‘અન્ન નાગરિક પુરવઠા અને ગ્રાહકોની બાબતના વિભાગ’માં રજૂઆત કરી પણ પછી ચૂંટણી આવતા આ બધું ખોરંભે પડ્યું.  ચુંટણી પત્યા પછી ફરી રજૂઆત કરી, વારંવાર ધક્કા પણ ખાધા પણ કામ થતું નહોતું. આખરે સમાજ કલ્યાણ અધિકારી શ્રી નરેન્દ્રભાઈ જાનીને વાત કરી અને મદદરૂપ થવા વિનંતી કરી. એમણે મામલતદારને આ બાબતે લખ્યું સાથે સાથે ફોનથીવાત પણ કરી. આ થયા પછી તા. 9 જુલાઈ ૨૦૧૪ના રોજ ૨૫ પરિવારમાંથીમાંથી ૧૯ પરિવારોને રૂબરૂ બોલાવીને કાર્ડ આપ્યા.

Vadis at Dhrangadhra…Setting a new Example

The Vadee can never work hard, is the outlook people have for the Vadee tribe. This tribe has been forced to turn to begging to earn living after the Wildlife Protection Act compelled them to give up their traditional occupation of snake charming. The 155 Vadee families living in Dhangadhra have been allotted plots by the government to construct homes for living. But when it came to construct homes everyone felt who will do the job cause Vadee just cannot work hard enough!! But this point of view has been proved wrong cause all the 155 Vadee families of Dhangadhra have decided to pitch in as labour along with the masons who are constructing homes for them.  The government provided Rs. 45,000 where as VSSM with support from its well wishers provides Rs. 25,000/-. The technical support for this project at Dhagadhra is provided by a well wisher of VSSM Shri Ujamshibhai Khandla of Monarch India Infracom Pvt. Ldt. 

The sample house is about to be finished and the way the Vadee are pursuing the entire project they are on the threshold of setting a new benchmark…….

ગુજરાતીમાં અનુવાદ...

ધ્રાંગધ્રામાં વસતા ૧૫૫ વાદી પરિવારોને રાજ્ય સરકાર દ્વારા રહેણાંક અર્થે પ્લોટ ફળવાયા છે. વાદી પરિવારોના મકાન બાંધકામની વાત આવી તો મોટાભાગના લોકોએ કહ્યું, ‘વાદી કોઈ દિવસ મહેનત ના કરે. તમે બાંધી આપો તો રેહવા જશે.’ પણ આવું કહેવાવાળા તમામને હાલ પૂરતા તો આ પરિવારો ખોટા સાબિત કરી રહ્યા છે. ધ્રાંગધ્રામાં બંધાઈ રહેલા ૧૫૫ મકાનો વાદી પરિવારોએ જાતે કડિયા રાખીને બાંધવાનો નિર્ણય કર્યો છે. આ પરિવારોને ટેકનીકલ માર્ગદર્શન vssmના શુભેચ્છક અને સ્વજન ‘મોનાર્ક ઇન્ડિયા ઇન્ફ્રાકોન પ્રા.લી. કન્સ્ટ્રકશન’ કંપનીના ઉજમશીભાઈ ખાંદલા આપી રહ્યા છે. આ પરિવારોને મકાન બાંધકામ માટે રૂ. ૪૫,૦૦૦ સરકાર આપે છે જયારે vssmએ દાતાઓના સહયોગથી પ્રત્યેક પરિવારને મકાન બાંધકામ માટે રૂ.૨૫,૦૦૦ની મદદ કરવાનું નક્કી કર્યું છે. જે અંતર્ગત પ્રથમ સેમ્પલ હાઉસ તૈયાર થઇ રહ્યું છે અને ઉપર જણાવ્યું તેમ સૌને ખોટા પાડતા હોય તેમ  પોતાના મકાનમાં કડિયાની સાથે હેલ્પર તરીકે કામ કરી રહેલા વાદી જે નીચે ફોટોમાં જોઈ શકાય છે.

A pledge to ensure a bright future for the children of Vadia….

The parents of Vadia do not prefer to send their children to the  government school that exists in Vadia, rendering the school utterly useless. The reason behind this attitude is the nuisance of pimps around the school campus. Parents prefer to avoid their daughters attracting unnecessary  attention of this pimps.  The teachers also are least bothered and interested in teaching this children. VSSM has made numerous appeals to the concerned authorities to look into the matter following which things would change for better but for a couple of days only.  The thought of educating this children kept nagging us all the time. 

The history that Vadia possess and the state of affairs that prevail in this village it was desired that the children be moved out of Vadia, to a place that is healthy for their mental and physical wellbeing. In the past 5 years,  10 boys  from Vadia have been enrolled in  St. Xaviers school and Gurukul. The change these boys as well as their families have undergone is very apparent. This has strengthened our belief that if these children are given a different environment they can flourish. 

Hence, after a lot of internal debate, starting this year we have initiated  a hostel in Tharad for the children of Vaida. 45 children (in the picture below) have taken admission in this hostel. The challenge for us is getting them enrolled in the school at Tharad. Most of these kids who are from  4th to 6th grades are unable to read or write, because of which  the school authorities are showing resistance towards enrolling them. Only 15 children have secured admission yet 30 still remain.  We are determined to enrol all these children in the school soon.

વાડિયાના બાળકોને સારું ભવિષ્ય આપવાનો નિર્ધાર...

વાડિયામાં સરકારી શાળા છે પણ બાળકો ત્યાં ભણવા જાય નહિ. મૂળ તો સરકારી શાળાની આજુબાજુ દલાલોએ પોતાનું સામ્રાજ્ય ઉભું કરી દીધેલું. એટલે મા- બાપ પોતાના બાળકોને શાળામાં મુકવાનું ટાળે. દેહવ્યાપારથી પંકાયેલા વાડિયામાં પ્રાથમિક શાળાના શિક્ષકો પણ બાળકો પર વધુ ધ્યાન ન આપે. 

આ બાળકોના ભણતરની સતત ચિંતા થયા કરે. ગામની શાળા સારી ચાલે એ માટે ઘણી રજૂઆતો કરેલી પણ રજૂઆત કર્યા પછીના ચાર દિવસ સારું ચાલે પછી હતું તેમના તેમ.. 

વળી વાડિયાના સંદર્ભે બાળકો ગામના વાતાવરણમાંથી બહાર નીકળી ભણતા થાય તે વધારે સારું હતું. ગામના  ૧૦ બાળકોને અમે છેલ્લા પાંચ વર્ષમાં સેન્ટ ઝેવિયર્સ school અને ગુરુકુળમાં દાખલ કરેલા. આ બાળકો ખૂબ સારું ભણતા થયા છે અને તેમના થકી એમના પરિવારમાં આવેલું પરિવર્તન પણ અમે જોઈ શક્યા છીએ. એટલે વધુ ને વધુ બાળકો ગામના વાતાવરણમાંથી બહાર નીકળી અને ભણતા થાય તેમ કરવું વધારે જરૂરી હતું. 

ઉપરોક્ત બાબતે ઘણા મનોમંથનના અંતે આ વર્ષે વાડીયાના ૪૫ બાળકો માટે આપણે થરાદમાં જ હોસ્ટેલ શરુ કરી અને થરાદની જ એક શાળામાં એમને દાખલ કર્યા. નીચે ફોટોમાં હોસ્ટેલના બાળકો.

(હાલ આ ૪૫ બાળકોમાંથી કેટલાક તો ધો. ૪, ૫ કે ૬ માં ભણી રહ્યા છે છતાં એમને વાંચતા- લખતા આવડતું નથી. આ બાળકોના દાખલા આપવામાં પણ પ્રાથમિક શાળા- વાડિયાના શિક્ષક આના – કાની કરી રહ્યા છે. ગઈ કાલ સુધી ૧૫ બાળકોના દાખલા મળ્યા છે હજુ ૩૦ બાળકોના બાકી છે.)

Impact of personal follow up by concerned Gov. authority…

Since past 20 years 8 Bharthari families have been staying in Bhoyan village of Banaskatha district. There settlement is a little away from the actual village. The men from these families earn by playing the traditional musical instrument called Ravanhattha. 

When the applications of the Voters ID cards for these families was made it was processed within no time but the hitch came when applications were made for Antyoday ration cards. The Bhoyan village panchyat refused to give necessary documents  to process these applications. Minus the required documents the applications were going nowhere. Hence,  we made another applications taking in account the new regulation that entitles allotment of ration cards based on the Voters ID cards. The Mamlatdar of Deesa Shri. Mukeshbhai Gilva also made a personal visit to the Bharthari settlement to see for himself the conditions in which these families survived. Looking at the situation he made an on the spot  decision to issue Antyoday Cards to these families. The Antyoday cards entitles each family 35 kgs of free food grains. When the Bharthari families took their cards to the PDS shop the shopkeeper began inquiring how did the families get the Antyoday card?? He would not honour the card and refused the give the families the grains. The matter again reached the Mamlatdar. Shri Mukeshbhai made a call to the PDS shop owner. His phone call fixed the issue. The shop owner started giving the entitled supplies to Bharthari families. In fact the shop owner hardly gives the entitled grains to the other families in the village but when it come to the Bharthari families he gives  all the ration. If there is some delay Shri. Mukeshbhai gives a call and the issue is solved!!! This is the impact  a regular follow up by concerned authorities  has on a non functional and corrupt system.

It was just last year when VSSM team member Ishwarbhai was in the settlement to fill up forms for ration card he found Pratapbhai,  one of the leaders from the settlement completely drunk. Ishwarbhai spoke to Pratapbhai’s wife and informed her that VSSM does not work with people with addictions. Pratapbhai overheard the dialogue. Other community members were also present at the same place at that time. All of them pledged at that very moment to give up alcohol and other addictions!! Since past one year the community members have been decent. They have also enrolled their children in the village school. All this for a promising future the Bharthari families are so much longing for and looking at their commitment we feel they are on the right path…..

બનાસકાંઠાના ભોયણગામમાં ૮ ભરથરી પરિવારો છેલ્લા ૨૦ વર્ષથી ગામથી દુર તળાવની બાજુમાં રહે. આ પરિવારના પુરુષો રાવણહથ્થો વગાડવાનું કામ કરે. એમના મતદારકાર્ડ માટે અરજી કરી અને કાર્ડ સરળતાથી નીકળી ગયા. પણ રેશનકાર્ડ માટે પંચાયત દાખલો ન આપે. વિચરતી જાતિને મતદારકાર્ડના આધારે  રેશનકાર્ડ આપવાના ઠરાવના આધારે આપણે રેશનકાર્ડ માટે અરજી કરી. સાથે સાથે ડીસા મામલતદાર શ્રી મુકેશભાઈ ગીલવાને આ પરિવારોની પરિસ્થિતિ જોવા રૂબરૂ વસાહતમાં આવવા આમંત્રણ આપ્યું. તેઓ વસાહતમાં આવ્યા આ પરિવારોની હાલત જોઈ તેમને તત્કાલ આ પરિવારોને અંત્યોદય રેશનકાર્ડ ફાળવ્યા. (અંત્યોદય રેશનકાર્ડ હેઠળ ૩૫ કી.ગ્રા. અનાજ આપવાની જોગવાઈ છે) આ પરિવારો રેશનકાર્ડ લઈને ગામની સસ્તા અનાજની દુકાનમાં ગયા તો સૌથી પહેલા દુકાનદારે એમને કહ્યું, ‘આ કાર્ડ તમે ક્યાંથી લઇ આવ્યા?’ વિગતો જાણ્યા પછી પણ તે આ પરિવારોને અનાજ ના આપે. આખરે મામલતદાર શ્રી પાસે રજૂઆત કરવામાં આવતા તેમણે દુકાનદારને ફોન કર્યો. તે પછી આ પરિવારોને અનાજ મળવાનું શરુ થયું. આમ તો મોટાભાગે દુકાનદારો કાર્ડમાં લખ્યા પ્રમાણેનું અનાજ ભાગ્યેજ આપે પણ ભરથરી પરિવારના સંદર્ભે એમને પૂરું અનાજ આપવું પડે છે ક્યારેક અનાજ આપવામાં મોડું થાય તો તુરત મામલતદાર શ્રીનો ફોન દુકાનદાર પર આવી જાય છે.  એક અધિકારી સામાન્ય માણસોનું આ પ્રકારે ધ્યાન રાખે તો કેટલો ફર્ક પડતો હોય છે એનું ભરથરી વસાહત ઉત્તમ ઉદાહરણ છે.

એક વર્ષ પહેલાની વાત છે રેશનકાર્ડના ફોર્મ ભરવા vssmના કાર્યકર ઈશ્વરભાઈ આ વસાહતમાં ગયા. તે વખતે વસાહતના આગવાન પ્રતાપભાઈએ દારૂ પીધેલો. ઈશ્વરભાઈએ એમની પત્ની સાથે વાત કરી અને વ્યસન કરતા લોકો સાથે અમે કામ નથી કરતા એ જણાવ્યું. પ્રતાપભાઈ પણ આ વાત સાંભળતા હતા એ તથા વસાહતના અન્ય લોકો ઈશ્વરભાઈ પાસે આવ્યા અને આજથી જ વ્યસન બંધ એમ કહી એમને એમના માતાજી સામે જળ મુક્યું. એ વાતને એક વર્ષ થયું. તેઓ વ્યસનમુક્ત થઇ ગયા છે. એમનાં બાળકો શાળામાં જતા નહોતા એમને ગામની શાળામાં દાખલ કર્યા છે. 

Determine for Education... New Era of Beginning

The general scenario when it comes to pursuing parents and communities from nomadic tribes to educate their children is extremely challenging. The emphasis these communities give to education is almost zero. Their attitude is like, we do not want to send our children to school, period!! They also do not allow children that have been enrolled to stay  in school for long, jeopardising all our efforts. Under such circumstances a commitment on part of parents and the communities becomes extremely essential. Hence it came as a surprise to us when during a recent meeting in Radhanpur,  representatives of Bajaniyaa community requested us to help them make arrangements in educating their children. “We have spent generation selling cheap jewellery, piercing nose and ears and wandering around.Our wandering has also reduced with time.  Our children should not undergo the same fate like ours. Government aided Ashram Shala are good but our children are unable to fit in such institutions. Can VSSM help us??” was their genuine request. It was difficult for us to comprehend the fact that such a request was coming from the community itself. It was like a  dream come true moment for us!! "So how do you plan to contribute in the effort??” was o

ur question.

Around 20 days after this eventful meeting  a few members came to us with a list and details  of 20 children and pledged to financially contribute to the effort as much as possible. We took it from there. 'Sarvoday Arogya Nidhi Trust’  in Radhanpur agreed to give their hall to board these children. They also agreed to provide meals to these children on concessional rates. Somabhai Bajaniya, a young teacher from the community took up the responsibility  to ensure that these kids study properly. 

We have committed to educating 25 children for now. The total cost of this effort comes to around Rs. 2,04,000/- per annum of which Rs. 40,000/- will be come from the community. The rest of the amount has been pledged by Shri. Chandrakantbhai Gogri of ‘Aarti Foundation.’ 

The rays of hope have just begun to show but it is a long easy to go especially for the girl child education in these communities. 

ગુજરાતીમાં અનુવાદ....

રાધનપુરમાં આયોજિત વિચરતા સમુદાયોની બેઠકમાં પાટણ જીલ્લામાં રહેતા બજાણિયા પરિવારોએ પોતાના બાળકો માટે શિક્ષણ વ્યવસ્થા કરવામાં મદદ કરવા કહ્યું. એમણે કહ્યું, ‘અમારી પેઢીતો બંગડી, બોરિયા વેચીને કે નાક- કાન વીંધીને ગુજરાન ચલાવ્યું, અમારામાંના ઘણા માથું ઓળતા કાંસકામાં ઉતરી આવે એ વાળ ભેગા કરીને વેચવાનું કરે છે પણ આ બધામાં માંડ પૂરું થાય છે. બાપ –દાદાની એવી કોઈ જમીન જાગીરેય અમારી પાસે નથી. સમય અનુસાર હવે ગામે ગામ વિચરણ કરતા એ પણ ઓછું કરી સ્થાઈ થયા છીએ પણ હજુ છોકરાના ભણતરમાં અમે પાછળ છીએ. અમારે અમારા છોકરાંઓને ભણાવવા છે. સરકાર સ્થાપિત આશ્રમશાળા ખૂબ સારી છે પણ એમાં અમારા છોકરાં ફીટ થતા નથી. આ બાબતમાં સંસ્થા(વિચરતા સમુદાય સમર્થન મંચ) અમને મદદ કરે એમ અમે ઈચ્છીએ છીએ.’

વિચરતા સમુદાયો પોતાના બાળકોના શિક્ષણ માટે આ રીતે વાત કરે તે માનવામાં નહોતું આવતું. અમે કહ્યું, ‘સંસ્થા મદદ કરશે પણ તમારું યોગદાન શું રેહશે એ નક્કી કરો પછી આગળ વિચારીએ. અમારી મીટીંગના દસમાં દિવસે ૨૦ બાળકોના પ્રવેશની વિગતો સાથે તેઓ મળવા આવ્યા. રાધનપુરમાં કાર્યરત ‘સર્વોદય આરોગ્ય નિધિ ટ્રસ્ટે’ પોતાનો હોલ આ બાળકો માટે ભાડે આપ્યો. સાથે સાથે રાહત દરે બાળકોને જમાડવાનું સ્વીકાર્યું. બજાણીયા સમાજના અને યુવા શિક્ષક સોમાભાઈ અને એમના મિત્રએ આ બાળકોને ભણાવવાની અને દેખરેખ રાખવાની જવાબદારી સ્વીકારી. 

આપણે તેમને શરૂઆતમાં ૨૫ બાળકોની વ્યવસ્થા કરવા કહ્યું. જેમનો વાર્ષિક ખર્ચ ૨,૦૪,૦૦૦ થશે. જેમાંથી ૪૦,૦૦૦ બજાણિયા સમાજ પોતે આપશે. બાકીના ખર્ચ માટે ‘આરતી ફાઉન્ડેશન’ના આદરણીય શ્રી ચંદ્રકાન્તભાઈ ગોગરી સાથે વાત કરી એમણે બજાણિયા સમાજની આ વાતને વધાવી લીધી અને બાકીના ખર્ચ માટે મદદરૂપ થવાની સહમતી દર્શાવી છે. 

છોકરાઓના ભણતર માટે વિચરતી જાતિની બે -ચાર જાતિઓ જાગૃત થઇ છે પણ દીકરીઓના શિક્ષણ બાબતે તો આખો સમાજ પાછળ છે. વળી આ બે- ચાર જાતિઓને બાકાત કરો તો બાકીનો સમુદાય તો છોકરાંના શિક્ષણમાં પણ પાછળ છે... બજાણિયા સમાજની જેમ ઝડપથી વિચરતી તમામ જાતિઓ બાળકોના શિક્ષણ માટે જાગૃત થાય એવી આશા સાથે ...

Education is the most vital and fundamental tool that equips a person to lead a dignified life. It opens up the world of a whole new possibilities. And creating new possibilities for the nomadic and de-notified communities is what VSSM is striving for.  VSSM, since last couple of years has initiated the mission to educate the children of nomadic and de-notified tribes. Igniting a hunger for learning amongst the people who had never been to a formal school system, who could not read or write was the most challenging task. Over the years we have learned, unlearned and relearned from our grassroots experiments in education. We have dreamt of educating as many number of children from these communities as possible and it does not seem a dream anymore. Gradually it is turning into a  reality as the number of school going children in these communities is growing. 

In 2013 we began a residential facility for the boys from nomadic communities at Doliya village in Sayla, Surendranagar. A girls hostel had already been functioning here since 2012.  In the initial years we had to compel  parents to send their children to Doliya while  this year the admissions have created a new benchmark as 100 boys and 80 girls have taken admission in the hostel. The rush for admission was so much that we had to refuse,  as it was impossible to accommodate any more children due to logistical constraints. We have promised them to make enough space to accommodate more number of children. 

The entire Doliya initiative is supported by Shri. Chandrakantbhai Gogari and Giant Group of Central Mumbai. We are extremely grateful to them for their unflinching support.

વિચરતા સમુદાયના બાળકોને સ્વપ્ન જોતાં કરવાની ઝુંબેશ vssm ના કામોમાં સહાયભુત થતા સ્નેહીજનોની મદદથી આરંભાઈ છે. વિચરતી જાતિના બાળકોને શિક્ષણ આપવાની દિશામાં કામ શરુ કર્યું ત્યારે આ કામ ખૂબ મુશ્કેલ લાગ્યું હતું. જોકે આજે પણ મુશ્કેલ તો છે જ પણ હવે અમે સજ્જ થઇ ગયા છીએ. કોઈ પણ હિસાબે એમને ભણતા કરવાનું સ્વપ્ન અમે જોયું છે અને તે ધીમે ધીમે સાકાર થઇ રહ્યું હોય એમ લાગે છે.

સુરેન્દ્રનગર જીલ્લાના સાયલા તાલુકાના ડોળીયા ગામમાં વિચરતી જાતિના બાળકો માટે ૨૦૧૩માં શરુ કરેલી હોસ્ટેલમાં આ વર્ષ એટલે કે ૨૦૧૪માં ૧૦૦ છોકરાં અને ૮૦ દિકરીઓના એડમીશન થયા. જગ્યાના અભાવે હવે એડમીશન માટે ના પાડવી પડી. ના પાડવી પડી એ ગમ્યું તો નથી પણ આવતા વર્ષે વધારે બાળકો રહી શકે તેવી વ્યવસ્થા ગોઠવવાનું નક્કી કર્યું છે.

આ સમુદાયના વધુ ને વધુ બાળકો ભણતા થાય તે કરવાનું છે .. હાલ ડોળીયા હોસ્ટેલમાં ભણતા તમામ બાળકોના ખર્ચમાં આદરણીય શ્રી ચન્દ્રકાંતભાઈ ગોગરી અને જાયન્ટ ગ્રુપ ઓફ સેન્ટ્રલ મુંબઈ મદદરુપ થઇ રહ્યા છે.. જે માટે એમના આભારી છીએ.

Tangled in the web of procedures…..

 The experiences  gathered while working  closely with the authorities on acquiring documents like ration cards, voter ID card etc has made us reach to the conclusion that the  procedural complexities involved in issuance of these documents is such that it baffles even those authorised to issue these documents!! The procedures involving   BPL and Antyoday Card is so rigid that it confuses even the officials. The families falling under  the pre defined criterion of Below Poverty Line (BPL)  do not find their names in the list or possess BPL  cards. The officials do understand and acknowledge the fact that such families should have their names in the BPL list however shy away from including their names. The fact of the matter is that if the number of families in BPL list of the state increases it debunks the facade of prosperity that has been created. Getting the name of a single  family included in the BPL list is a daunting task. The officials do not understand the fact that BPL list and BPL ration card are two separate  matters. For they say only those who have BPL ration cards become eligible for Antyoday ration cards, for the Antyoday ration cards are for the poorest of the poor. No name in the BPL list so no Antyoday card is the simple argument they present. 

Some 21 families from Deyodar,  Khanodar, Vadia, Vatamnava villages of Banaskatha are engulfed in the endless procedures of obtaining  Ration Cards and that too  Antyoday Ration cards. These families had applied for Antyoday Ration card on 19th February 2014. Whenever they followed up the officials of the Mamlatdar office would give some reason for the delay. When the VSSM team member Naranbhai went to inquire he was asked to come after the elections were over. When he went after elections the Mamlatdar told him that these families will not be issued Antyoday Cards. 

5 of the 21 are destitute families, according to the supreme court guidelines all destitute individuals are eligible for Antyoday Card. The rest of the 16 families live in homes made of  tarpaulines so how  can they be denied the antyoday cards??? After taking all these issues into consideration we wrote to the Food and Civil supplies department directly on 20th May. Subsequently,  the families from Vijapur and Deesa were issued the BPL cards directly. The Mamlatdar bowing down to the pressure from senior officials made a visit to the place where the applicant families are staying, took picutres of conditions under which the families are staying and gave assurance that they will  be allotted the Antyoday Cards.

સરકારી દસ્તાવેજોની આંટી ઘૂટીમાં અટવાયા વિચરતા સમુદાયો...

BPL અને અંત્યોદયકાર્ડ મેળવવાની પ્રક્રિયા એટલી જટિલ છે કે અધિકારીઓ પણ મૂંઝાતા હોય છે. BPLની વ્યાખ્યામાં આવતા પરિવારો પાસે પણ BPL કાર્ડ નથી. અધિકારીઓ આ પરિવારોની સ્થિતિ જુએ સમજે પણ BPL નું માળખું એવું જટિલ છે કે એ પોતે સ્વતંત્ર નિર્ણય લેતા ગભરાય છે. મૂળ તો BPL યાદી અને BPL રેશનકાર્ડનો મુદ્દો તદ્દન જુદો છે. BPL યાદીમાં નવા કોઈ પરિવારનો સમવેશ થાય તો રાજ્યમાં ગરીબોની સંખ્યા વધે. એક અર્થમાં એવું માનવામાં આવે છે કે, આ રીતે ગરીબોની સંખ્યા વધવાથી સરકારની નામના ઘટે. એવા કારણને લીધે કોઈ પણ નવા પરિવારને BPL યાદીમાં સમાવેશ કરાવવાનું લોઢાના ચણા ચાવવા જેવું છે. પણ BPL યાદી અને BPL રેશનકાર્ડ તદ્દન જુદો મુદ્દો છે પણ અધિકારીઓ આ સમજવા તૈયાર નથી એટલે ખરે ખરે જેને BPL રેશનકાર્ડ મળવા જોઈએ તેમને મળતા નથી. અંત્યોદય રેશનકાર્ડ ખૂબ ગરીબ પરિવારોને આપવાની જોગવાઈ છે પણ સરકારી ભાષામાં BPL રેશનકાર્ડ જેની પાસે હોય તેમને જ અંત્યોદય કાર્ડ મળી શકે. કેમ કે અંત્યોદય રેશનકાર્ડમાં તો BPL કરતા પણ વધારે અનાજ મળે. આમ આવી સરકારી આંટી ઘૂટીમાં દિયોદર અને તે સિવાયના વિસ્તારમાં રહેતા વિચરતા સમુદાયો અટવાયા છે. 

બનાસકાંઠાના ખાણોદર, વાટમનવા, વડીયા તથા દિયોદરમાં રહેતા ૨૧ પરિવારોની BPL અથવા અંત્યોદય રેશનકાર્ડ માટે ૧૯ ફેબ્રુઆરી ૨૦૧૪ના રોજ મામલતદાર કચેરીમાં અરજી કરી હતી. અરજી કર્યાને આટલો સમય થયો પણ આ પરિવારોને કાર્ડ આપવાની દિશામાં કોઈ કાર્યવાહી થતી નહોતી. આ પરિવારોના કાર્ડ માટેની પુછતાછ માટે vssmના કાર્યકર નારણભાઈ મામલતદાર શ્રી ને પૂછવા જાય ત્યારે જવાબ મળે ચૂંટણી પછી આવજો. ચુંટણી પછી ગયા તો BPL અને અંત્યોદયકાર્ડ આપવાની મામલતદાર શ્રી એ ના પાડી એમણે APL કાર્ડ આપવાની વાત કરી. 

હવે જે ૨૧ પરિવારોની આપણે અરજી કરી છે એ પરિવારોમાંથી પાંચ વ્યકિત તો નિરાધાર અને વિધવા છે. સુપ્રીમકોર્ટની ગાઈડ લાઈન પ્રમાણે આ કેટેગરીમાં આવતા પરિવારોને તો અંત્યોદયકાર્ડ તત્કાલ મળવા જોઈએ. જયારે આ સિવાયના પરિવારો ખુલ્લામાં, ઘાસના છાપરામાં રહે છે તો એમને BPL કાર્ડ કેમ નહીં? આ બધા પ્રશ્નો સાથે એક અરજી ‘અન્ન નાગરિક પુરવઠા અને ગ્રાહકોની બાબત’ના વિભાગ  ગાંધીનગરમાં તા. ૨૦ મે ૨૦૧૪ના રોજ કરી. મુળ તો મામલતદાર કોઈ પરિવારને સીધા અંત્યોદય કે BPL રેશનકાર્ડ ફાળવી શકાય એ બાબત જ માનવા તૈયાર નહોતા. આખરે ડીસા અને વિજાપુરમાં રહેતા વિચરતી જાતિના પરિવારોને સીધા જ BPL કાર્ડ ફળવાયા એની વિગતો આપી પછી વળી પાછું ઉપરથી દબાણ તો હતું જ છેવટે નાયબ મામલતદાર શ્રી તા. ૯ જુન ૨૦૧૪ના રોજ જે ૨૧ પરિવારોની અરજી કરી હતી તે તમામની સ્થળ તપાસ માટે આવ્યા અને આ પરિવારો જે સ્થિતિમાં રહે છે એ પરિવારોના ફોટા આપવા કહ્યું અને અંત્યોદય રેશનકાર્ડ ફાળવવાની  ખાત્રી આપી. 

Efforts to upliftment through Kalupur Co-operatives Bank

The Gujarat Co-operative Bank Limited organised a Bridge Program for the year 2014 on 7th and 8th June in Gandhinagar. At the event the participating banks were allotted stall to portray the work they are involved into. As we all are aware , The Kalupur Commercial Cooperative Bank Limited has recently partnered with VSSM in the latter’s   mission to build homes for the homeless families from the nomadic and de-notified communities. The bank is providing interest free loan to the families from the nomadic communities dreaming of owning  a home of their own.  Hence, on display at their stall were pictures depicting our resolve and journey to build a home for these families.

ગુજરાતીમાં અનુવાદ...

 ધી ગુજરાત સ્ટેટ કો-ઓપરેટીવ બેંક લી. દ્વારા સહકાર સેતુ – ૨૦૧૪ કાર્યક્રમનું આયોજન તા. ૭,૮ જુન ૨૦૧૪ન રોજ ગાંધીનગરમાં કરવામાં આવ્યું. આ કાર્યક્રમમાં દરેક બેંકને પોતાના કામોનું નિદર્શન કરવા માટે સ્ટોલ આપવામાં આવ્યો હતો. ધી કાલુપુર કોમર્શિયલ કો-ઓપરેટીવ બેંક લી.ને ફાળવેલા સ્ટોલમાં એમને વિચરતા સમુદાયના પરિવારોને વગડામાંથી વહાલપની વસાહતમાં લઇ જવાના આપણા સંકલ્પને તાદ્રશ્ય રજૂ કર્યો. વિચરતા સમુદાયના પરિવારોને ઘર બાંધકામમાં સરકાર અને vssm આર્થિક મદદ કરે છે એમ કાલુપુર બેંક પણ લોન આપી આ પરિવારોના સ્વપ્નને સિદ્ધ કરવામાં નિમિત બની રહી છે.

Winds of Change…….

Even before a girl is born, her fate is sealed in the village of Vadia.  It is an unwritten rule of this small village tucked between the boundaries of Gujarat and Rajasthan that if a girl is born she will have to take up ‘prostitution’  thetrade that women of this village have been practicing traditionally. Another unwritten code that that this village practices is if the girls is engaged or married when she is young she will never be allowed to enter the occupation of prostitution. Hence marriage became important for the girls of Vadia if they had to save themselves from the clutches of  such horrifying trade.

VSSM has been working in Vadia since 2006.  With the support and contributions from our well-wishers we have been able to create opportunities for the villagers to earn their livelihood with dignity. We have been able to bring about a change, which is much evident in the village.  The infrastructure facilities have changed the façade of the village,  the village is also witnessing a gradual yet consistent shift in public attitude . They are showing readiness to stop sending their daughters into flesh trade and try other options to earn living.  Last year, 90 families pledged to stop pushing their daughters into flesh trade.  

In March 2012 Vadia witnessed its first ever-mass marriage ceremony. The ceremony was able to ignite the much-needed faith of the families in the institution of marriage. On March 24th this year two daughters from Vadia got married and so did another two, Bhanu and Savitri on March 26th  this year. The marriage took place in the city of Palanpur amidst the presence of leading social and administrative leaders of the district. The district collector was also present in the ceremony. He was briefed about the winds of change that are sweeping Vadia. He has promised to do the needful and help us maintain the momentum. 

The leading citizenries of Palanpur Dr. Surendra Gupta, Shri.BharatbhaiThakor, ShriKanubhaiAcharya, ShriBhagwandasBandhu were present at the ceremony. Their presence uplifted the morals of the community. These gentlemen also helped in easing out some financial burden of this wedding. 

We are very thankful to all those who have been our pillars of strength in this extremely difficult struggle of securing freedom for the daughters of Vadia…

ગુજરાતીમાં અનુવાદ ..

વાડિયામાં લગ્નોની પરંપરા શરુ થઇ ગઈ...

બનાસકાંઠાના થરાદ તાલુકાના વાડિયા ગામમાં સરાણિયા પરિવારો વસે છે. કોઈ એવી નાજુક સ્થિતિમાં રોજગારીનો વિકલ્પ ના મળતા આ ગામની દીકરીઓએ દેહવ્યાપાર અપનાવ્યો. ધીમે ધીમે ગામની એક પરંપરા જ બની ગયેલી કે, દીકરી જન્મે એટલે એ દેહવ્યાપારમાં જ જોડાય. આ ગામની એક પરંપરા એવી પણ બની કે, એક વખત દીકરીના લગ્ન કરવાનું નક્કી થાય તો એ દીકરી ક્યારેય દેહવ્યાપાર નથી કરતી અને મોટાભાગે લગ્ન કરાવવાનો નિર્ણય દીકરી નાની હોય ત્યારે જ લેવાય છે. આમ વડીયામાં દેહ્વ્યાપારની જિંદગીમાં જતિ દીકરીઓને બચાવવાનો એક ઉકેલ લગ્ન પણ છે. 

vssm વાડીયામાં ૨૦૦૬ થી કામ કરે છે ગામમાં ઘણા બદલાવ આવ્યા છે. સંસ્થાના શુભચિંતકોની મદદથી ગામનાલોકોને રોજગારીના સાધનો ઉપલબ્ધ થયા છે. ટૂંકમાં ગામનું જીવન ધોરણ બદલાયું છે. વાડીયાના ૯૦ પરિવારોએ પોતાની દીકરીઓને દેહવ્યાપારમાં નહિ મુકવાનો નિર્ણય કર્યો છે. આ પરિવારની દીકરીઓ હવે પરણવા માંડી છે. માર્ચ ૨૦૧૨માં આપણે પ્રથમ સમુહલગ્ન કર્યા. એ પછી તા.૨૪ મે ૨૦૧૪ના રોજ બે દીકરીઓના લગ્ન થયા અને તા. ૨૮ મે ૨૦૧૪ ના રોજ ભાનુ અને સાવિત્રીના લગ્ન થયા. આમ વાડીયામાં હવે લગ્નની પરંપરા શરુ થઇ ગઈ છે. 

તા.૨૮મે ના રોજ આયોજિત લગ્નમાં જીલ્લા કલેકટર શ્રી મહેન્દ્રભાઈ પટેલ તથા પોલીસ અધિક્ષક શ્રી અશોક યાદવ ઉપસ્થિત રહ્યા. કલેકટર શ્રીએ વાડિયાના પ્રશ્નોમાં શક્ય તમામ રીતે મદદરૂપ થવાની ખાત્રી આપી. આ સમૂહલગ્નમાં પાલનપુરના જાણીતા ડૉ. શ્રી સુરેન્દ્રભાઈ ગુપ્તા, શ્રી ભરતભાઈ ઠક્કર અને જાણીતા સાહિત્યકાર શ્રી કનુભાઈ આચાર્યે વગેરે જેવા શુભચિંતક સ્વજનોએ આર્થિક રીતે ઘણી મદદ કરી. વાડીયામાં વસતા પરિવારોને નવું જીવન આપવામાં નિમિત બનનાર સૌ સ્વજનોનો આ તબક્કે આભાર માનીએ છીએ.
