WATER turns MIRAGE here!!!

This region is extremely arid and drought prone most of the times,  shortage of water is a frequent scenario in towns and cities of this region. Situated in the northern this is the Banaskatha district of Gujarat. 214 families of Fulvadee community have been staying in the Kakar village of Kakrej block for many years. To ease out the water issue of such large concentration a bore-well had been installed a couple of years ago. The bore-well functioned for sometime and than developed a snag and stopped. After that  a tank was constructed but water has never reached this tank  yet. When the construction of the tank  was underway it was said that waters of Narmada will reach this tank but that has also has never happened. Gram panchayat has installed taps to supply water but the pressure in taps is so low it fills only  3-4 buckets. Under such  dire conditions people have to walk 2-3 kilo-meters every day to get water from nearby private bore-wells on farms. They also have to depend on the mood and fancy of the farmers.                          

The scarcity of water is having a  direct impact on the community's capacity to lead a settled life. The scarcity is forcing these families to keep wandering. 150 children who should be going to school are wandering with their parents just because water has not reached their settlement as yet. 

આવું ખોટું પંચનામું કરનાર તલાટી સામે કંઈ કાર્યવાહી થશે?

બનાસકાંઠા જીલ્લાના કાંકરેજતાલુકાના કાકરગામમાં ફૂલવાદીના ૨૧૪ પરિવારો રહે છે. આ વસાહતમાં પીવાના પાણીની મુશ્કેલી છે, આ અંગે મુખ્યમંત્રી શ્રીને, માનવ અધિકાર પંચમાં અને જીલ્લા કલેકટર શ્રીને... રજૂઆત કરી હતી. આ રજૂઆતનો જવાબ આવ્યો જેમાં જણાવવામાં આવ્યું કે, ‘આ વસાહતમાં સબમર્શીબલ પંપ સેટની યાંત્રિક તકલીફના કારણે પાણી – પુરવઠો બંધ હતો જે રીપેર થઇ જતાં પૂરતા પ્રમાણમાં જરૂરિયાત મુજબનું પાણી પૂરું પાડવામાં આવે છે. અને પીવાના તેમજ વપરાશના પાણીની કોઈ તકલીફ નથી તેમજ પાણીની સમસ્યાના કારણે સ્થળાંતરની કોઈ સમસ્યા નથી.’ આવું પંચનામું કરી તલાટી શ્રીએ નાયબ કલેકટર ડીસાને આપ્યું અને નાયબ કલેકટરે અમને જવાબ આપ્યો અને અમારી રજૂઆતનું સમાધાન થઇ ગયાનું જણાવ્યું.
હકીકતમાં- આ પરિવારોને હજુ પાણી મળતું જ નથી. કોઈ પંપ રીપેર થયો નથી. વાદી પરિવારોનો જવાબ લેવા વસાહતમાં કોઈ ગયું નથી તો પંચનામું કેવી રીતે થયું તે પ્રશ્ન છે! લોકો હેરાન થઇ રહ્યા છે ત્યારે એમની સમસ્યાનું સમાધાન કરવાને બદલે એમને પાણી માટે વલખાં મારતા કરવાનો મતલબ શું છે? આવા પંચ નામાનો અર્થ શું છે? આવું ખોટું પંચનામું કરનાર તલાટી સામે કંઈ કાર્યવાહી થશે. અમે રજૂઆત કરી છે. હજુ શું જુઠ્ઠાણું કહેવામાં આવશે?
હાલમાં પાણી માટે રઝળતા બહેનોના ફોટો નીચે છે. અને અગાઉ ફેસબુક પર આ બાબતે લખ્યું હતું તે પણ નીચે સામેલ છે.

(આમ તો ટાંકી બનાવી ત્યારે એમાં નર્મદાનું પાણી આપવાની વાત કરેલી. પણ પાણી આવ્યું જ નહિ એટલે વાદી પરિવારો કહે છે કે, નર્મદાનું પાણી ના આપો તો કઇ નહિ ગ્રામ પંચાયતના બોરનું પાણી તો આપો.) ગ્રામ પંચાયતે પાણીની વ્યવસ્થા માટે વસાહતમાં ચાર નળ નાખ્યા છે જેમાં પાણીનો પ્રવાહ એટલો આછો છે કે, પંચાયત જેટલો સમય પાણી આપે એમાં માંડ પાંચ – છ વાસણ ભરાય. આ વસાહતના લોકો પાણી માટે ૨ થી લઇ ૩ કી.મી. સીમમાં આવેલા ખેડૂતોના બોરવેલ પર રઝળે છે. એમાંય દર વખતે ખેડૂત પાણી ભરવા દે તેવું ના પણ બને? પાણીની એટલી મુશ્કેલી છે કે, વસાહતના લોકો શાળાએ જઈ શકે એ ઉંમરનાં ૧૫૦ ઉપરાંત બાળકો સાથે વિચરણ કરે છે. જેના કારણે બાળકોનું ભણવાનું બગડે છે. સ્થાઈ રહી શકાય એવી તમામ સુવિધા છે પણ પાણી નથી એટલે રઝળપાટ છે. )

કાકરની વાદી વસાહતમાં પાણી શરુ થઇ ગયું... (18/12/2013)
બનાસકાંઠા જીલ્લાના કાંકરેજતાલુકાના કાકરગામમાં ફૂલવાદીના ૨૧૪ પરિવારોને પડતી પાણીની મુશ્કેલી અંગે અહી લખ્યું હતું. તલાટીએ ખોટો જવાબ આપી વસાહતમાં પાણી આવે છે એવો જવાબ કલેકટરશ્રીને આપ્યો હતો. આપણે આ જવાબ ખોટો છે તે અંગે કલેકટર અને માનવ અધિકાર પંચમાં લખી એમનું ધ્યાન દોર્યું હતું.
તે પછી પ્રાંત કલેકટર વસાહતમાં રૂબરૂ તપાસમાં ગયા. પંચાયતે વસાહતમાં ૬ નળ નાખ્યા અનેપુરા પ્રવાહ સાથે પાણી આપવાનું શરુ કર્યું છે.
કાકરના અને એ સિવાયના ઘણા કિસ્સામાં જોયું છે કે, અધિકારી પોતે તકેદારી રાખે તો વંચિતોના કામમાં કોઈ મુશ્કેલી નથી આવતી.
કાકરના સરપંચ પહેલા વસાહતના લોકોને કહેતા કે, "તમારે લ્યા પાણી શું કરવું છે? " એની જગ્યાએ અધિકારીની આખી ટીમ આ અંગે તપાસમાં ગઈ પછી સરપંચ કે છે કે, "પાણી ના આવે તો મને ફોન કરવાનો!"

214 Fulvadee families of Kakar village in Kankrej block of Banaskatha district had been facing tremendous water scarcity. VSSM had written about this issue earlier. The Revenue Officer had lied in the query raised by the Collector saying that water has reached the Fulvadee settlement. VSSM brought this lies to the notice of concerned officials and Human Rights Commission. Following which the Deputy Collector paid a visit to the settlement to inspect the matter. There was no water reaching the settlement. Following this visit water with full pressure has began flowing through the 6 community taps in the settlement. 

The Sarpanch of Kakar who earlier said why do these families need water has now asked them to call him if water does not reach the settlement!!!


In not just Kakar but on many other instances it is the official’s will that makes all the difference. We just hope and wish to have  more and more such officials who are willing to make that difference.

The Nomadic and De-notified tribes (NT-DNT) of our country live  on the brink. Never accepted by the village communities, no homes to stay, barely able to hold on to their traditional occupations, their children denied access to schools,  churning amidst a political and bureaucratic network that is to a large extent ignorant of their struggles of survival,  these communities are shunned by one and all. 

The  NT-DNTs do not have any proofs of existence. No certificate, no document what so ever.  VSSM,  since last five years has been actively trying to give an identity to these communities and has been the reason behind some of the proactive policy level changes affecting these communities.  Certain breakthrough amendments in the list of prerequisites for issuance of a Voters ID card have been possible because of VSSM's advocacy. 

Block Level Officer (BLO) visiting the area specified by the applicant to ascertain his/her place of residence where in if the BLO finds the the applicant present at the place he has mentioned in the application for the officer had to consider it as his/her house even if it is a tarpaulin on a footpath/roadside.

With regards to the age proof the applicant just has to state his/her age on duly signed paper whereas for the applicants between the ages of 18 to 21 years, the age mentioned by the parents that is to be taken into consideration by the authorities.

Both this regulations were passed following VSSM's continuous dialogue with the Office of the  Election Commissioner so as to ease out the process of acquiring a Voter's ID card in absence of  residence, address and age proofs. This has enabled the nomadic and de-notified communities to acquire one of the basic document to this country. Ironically in spite of such regulations challenges are faced by the communities and VSSM team in getting Voter's ID card when the local authorities at many places refused to respect the modified regulations. 

VSSM brought this to the notice of present Chief Election Commissioner (CEC) Ms. Anita Karwal, who in response launched a campaign to allot Voter's ID cards to as many members of nomadic and de-notifed communities as possible. VSSM was allotted the responsibility  of preparing and sending a list of potential applicants to the office of Chief Election Commissioner. Many individuals have ben able to receive Voter's ID card based on the list presented. There were hitches and glitches in the process yet a lot has been accomplished in this regard. We are not exaggerating  when we claim that Gujarat is the first state wherein a voluntary organisation and bureaucracy  have partnered for such a cause to achieve an overwhelming outcome.  

VSSM is thankful to CEC Ms. Anita Kanwal for tremendous support, District  Collectors and officials of districts where the campaigns were launched.

ગુજરાતના મુખ્ય નિર્વાચન અધિકારી શ્રી અનિતાબેન કરવાલની મદદથી ગુજરાતમાં વસતા વિચરતી – વિમુક્ત જાતિના અને મતદારકાર્ડ વિહોણા લોકોને કાર્ડ મળે તે માટેની ઝુંબેશ આરંભાઈ. મૂળ તો મતદાર કાર્ડ મેળવવા માટે અરજી ફોર્મની સાથે જે તે વ્યક્તિએ રહેઠાણના પુરાવા, ઉંમરના આધાર વગેરે જોડવા પડે. વિચરતી જાતિના લોકો સદીઓથી એક ગામ થી બીજે  પોતાના પરમ્પરાગત વ્યવસાયના આધારે નભતા હોવાના કારણે વિચરણ કરતા રહ્યા. જેના કારણે તેઓ સ્થાઈ થયા નહિ. અલબત કોઈ ગામમાં સ્થાઈ થયા હોય તો પણ એ ગામના લોકો એમને પોતાના માને નહિ એટલે એમની પાસે પોતાની ઓળખના એવા કોઈ પુરાવા હોય નહિ.

vssm છેલ્લા પાંચ વર્ષથી આ પરિવારોને પોતાની ઓળખના આધારો અપાવવાની કોશિશ કરે છે. આ સમુદાયના અધિકારો સંદર્ભે ઘણા નીતિગત ફેરફારો પણ vssm ના કારણે થયા છે.

મતદાર કાર્ડ માટે વિચરતી જાતિ જેવા ઘર વિહોણા વ્યક્તિઓના કિસ્સામાં સ્થાનિક અધિકારી બી.એલ.ઓ. જાતે જઈ તપાસ કરે અને આ પરિવારો ત્યાં જ રહેતા હોય તો એને આધાર ગણી કાર્ડ આપવાની પ્રક્રિયા કરી શકાય તેવા ફેરફાર થયેલા છે. ઉમરની બાબતમાં પણ ૧૮ થી ૨૧ વર્ષના વ્યક્તિઓના કિસ્સામાં જ ઉંમરનું પ્રમાણપત્ર જોડવાનું બાકી જે તે અરજદાર પોતાની ઉમર સંદર્ભનું નિવેદન એક કાગળ પર લખી આપે તે માન્ય રાખવાનું. ૧૮ થી ૨૧ વર્ષના વ્યક્તિઓના કિસ્સામાં માં-બાપ પોતે લખી આપે કે મારા દીકરા કે દીકરીની ઉમર આટલી છે તો તે પણ માન્ય રાખવાની જોગવાઈ થઇ. આ બધી જોગવાઈ થયા પછી મુશ્કેલી તેના અમલની હતી. એમાં ઘણી તકલીફ પડતી હતી.

 

આદરણીય અનિતાબેનના ધ્યાનમાં આ બાબતો લાવતા એમના દ્વારા વિચરતી અને વિમુક્ત જાતિના લોકોને મતદારકાર્ડ મળે તે માટેની ઝુંબેશ આરંભાઈ. vssm ના કાર્યકરોએ ૧૦,૦૦૦ ઉપરાંત મતદારકાર્ડ વિહોણા લોકોની યાદી આપી અને એવી વસાહતોના સરનામા આપ્યા જ્યાં રહેતા લોકો પાસે મતદાર કાર્ડ નથી. આ યાદીના આધારે ઘણું કામ થઇ શક્યું. હા નીચેના સ્તરે કેટલાક અધિકારીઓ સાથે થોડી તકલીફ પણ થઇ પણ પ્રયાસ ખૂબ સારો રહ્યો. આખા દેશમાં કદાચ આ પ્રકારે ગુજરાતમાં કામ થયું છે એવું ચોક્કસ કહી શકાય. આ ક્ષણે આદરણીય અનિતાબેન, તથા તમામ જીલ્લા કલેકટર અને આ કામમાં મદદરૂપ થયેલા તમામ અધિકારીઓનો અભાર માનીએ છીએ. સાથે સાથે vssmના કાર્યકરો જેઓને આ કામ માટે કરવા પડતા પ્રવાસ તથા અન્ય ખર્ચ માટે મદદ કરી તેવા vssm ના શુભેચ્છક , સ્વજનોનો પણ હ્રદય પૂર્વક આભાર માનું છું.

'aa chalke tuje vahan leke chalun aek aise gagan ke tale.....'

23  Vaza and Vedva Devipujak families have been living in a settlement near Mahendranagar on Morbi-Kandla Road.  This place has been their home for many years now.   Devoid of all fundamental infrastructure facilities the situation in the settlement  is the same as it normally is with all Nomadic and De-notified settlements. There are 26 children entitled to receive elementary education and 20 children between the ages of 0 to 5 years entitled to receive ICDS benefits. 

In spite of the RTE coming in to force these children have  not received any attention from the concerned authorities, VSSM is pursuing the matter and is striving to bring  the issue to the notice of the education department.  

I AM AN ARTIST AND IT IS MY DUTY IS TO GO ON ……..

The advent of cinema, television and other modern means of entertainment have absolutely ruined the indigenous means of entertained that existed during the earlier times. Performing artists from Bhavaiyaa, Bajaniyaa Nat, Bahooroopi, Vadee-Madaree have lost their means of livelihood as a result of this shift.

VSSM, since last couple of years has been striving to restore some of this ancient entertainment practices. It conducts capacity building workshops for these artists at regular intervals. On 17^th August a one-day workshop was organized at Ahmedabad office. The performers of Deesa block were led by Kishankaka a very respected and loving gentleman from Nat community. At the age of 70 he has been relentlessly striving to bring various performing communities on a single platform and improve theirfate. VSSM held a special place in his heart.

‘Why aren’t you joining us for lunch, Kishankaka?’ I inquired

‘I am not hungry, ben.’  He replied with tears in his eyes.

‘What is the matter, Kishankaka?’ I asked

‘Ben, his grand-daughter died this morning’, replied person sitting next to him.

There was a momentary silence. Kishankaka had tears in his eyes.

‘You should have been with your family, not here Kishankaka!!’  I replied.

‘Those who have gone are not coming back, we need to look ahead and we come together for the future of these communities, for the betterment of these communities. The organization is like a mother to us, a child cannot disobey his mother he has to come when mother calls.  After all for the true artist the show must go on come what may……….. it is our duty to keep going and what I have done is performed my duty.’

After hearing this from Kishankaka, there was nothing left for me to say.

મેં તો કલાકાર તરીકેનો નૈતિક ધર્મ બજાવ્યો છે...

ટેલિવીઝન, સીનેમા વગેરે જેવા મનોરંજનના સાધનો ઉપલબ્ધ નહોતા ત્યારે સમાજને મનોરંજન પુરું પાડવાનું કામ વિચરતા સમુદાયમાંના નટ, બજાણિયા, વાદી, ભવૈયા, બહુરૂપી વગેરેએ કર્યું છે. પરંતુ આ સમુદાયના વ્યવસાયો આજે ચાલે તેવી સ્થિતિમાં નથી. દા.ત. મોરલીએ ખુબ સારું વાધ્ય છે પરંતુ, મોરલી સાપના ખેલ સાથે જોડાયેલી છે. સાપના ખેલ પર વાઈલ્ડ લાઈફ પ્રોટેકશ એકટ થી પ્રતિબંધ આવી ગયો. આમ સાપ અને તેની સાથે જોડાયેલી મોરલી પણ ધીમે ધીમે સમાજમાંથી ગાયબ થઇ રહી છે. વળી પહેલાની ભવાઈ કે નટ – બજાણીયાના ખેલ આખી રાત ચાલતા પણ હવે ટી-૨૦ ક્રિકેટ મેચના જમાનામાં કોઈને આખી રાતનો સમય નથી. ટૂંકમાં વિચરતા સમુદાયના કલાકારોને આજના જમાનાની જરૂરિયાત પ્રમાણે તાલીમ આપી તેમને નિયમિત કાર્યક્રમો મળે તે માટેના પ્રયત્નો વિ. એસ. એસ. એમ. કરે છે.

તા. ૧૭ ઓગષ્ટ ૧૩ના રોજ અમદાવાદમાં કલાકારોની એક દીવસીય શિબિરનું આયોજન કર્યું હતું. આ શિબિરમાં બનાસકાંઠાના ડીસા ગામમાં રહેતા નટ સમાજના આગેવાન કીશાનકાકા પણ આવ્યા હતા. કીશાનકાકાની ઉમર લગભગ ૭૦ વર્ષ. ખુબ પ્રેમાળ. વિ. એસ. એસ. એમ. માટે એમને ખૂબ લાગણી. કલાકારોને એકત્રિત કરી એક મંચ પર લાવવા કીશાનકાકા ખૂબ મથે.

અમારી શિબિરમાં ભોજનવિરામ પડયો. સૌ જમવા ગયા પણ કિશનકાકા ન આવ્યા એટલે અમે પૂછયું કે, જમવા ચાલો..એમણે કહ્યું, મારે જમવાનું નથી. એમ કહેતા એમના આંખમાં ઝળઝળીયા આવી ગયા. મે પૂછ્યું શું થયું કાકા?

કંઈ નહિ બેન,

ત્યારે કિશનકાકા સાથે આવેલા બીજા એક નટ ભાઈએ કહ્યું, બહેન આજે વહેલી સવારે કિશનકાકાની પૌત્રીનું અવસાન થઇ ગયું..

તો પછી શિબિરમાં કેમ આવ્યા? તમારે ત્યાં હોવું જોઈતું હતું!

કિશનકાકાએ કહ્યું, ના બેન ગયેલું કોઈ પાછુ નથી આવતું. સમાજના ભવિષ્ય માટે આપણે સૌ ભેગા થયા છીએ. એ વખતે હુ વડીલ તરીકે ન આવું તો કેવું લાગે! સંસ્થા અમારી મા છે અને અમારી મા અમને ગમે ત્યારે બોલાવે ત્યારે અમારે કોઈ પણ સંજોગોમાં હાજર થવું જ જોઈએ.. જો નથી થતા તો માના બોલને ઉથામીએ છીએ એવું કહેવાય!.. વળી સાચો કલાકાર એ કહેવાય જે કોઈ પણ સંજોગોમાં એણે નક્કી કરેલા કામોમાંથી પરત ના ફરે. અમારા કલાકારોનો તો આ નૈતિક ધર્મ છે, મે તો બસ એ ધર્મ બજાવ્યો છે.

 

ભારતભરના ૩૦૦૦ ઉપરાંત નટ ડીસામાં એકત્રિત થયા..

હાથમાં વાંસ લઇ દોર ઉપર સમતોલન બનાવી ખેલ કરે એ નટ. સરકસમાં ખેલ કરનાર વ્યક્તિના રક્ષણ માટે જમીનથી થોડે ઉપર જાળી બાંધી હોય પણ નટ તો એમ જ ચોવીસ હાથ ઊંચા વાંસ પર ખેલ બતાવે.

આવા બહોશ નટ સમાજના કુળદેવી ગોમા સતીના મંદિરનો ધ્વજારોપણ કાર્યક્રમ ડીસા મુકામે તા.૧૮-૧૯ સપ્ટેમ્બર 2013 ના રોજ યોજાઈ ગયો. જેમાં સમગ્ર ભારતમાંથી ૩૦૦૦ નટ ઉપસ્થિત રહ્યા હતા.

ગોમા સતી પાછળની કથા જોઈએ તો, ‘સદીઓથી પોતાના વ્યવસાયના ભાગ રૂપ વિચરતી જાતિના લોકો ગામે ગામ ફર્યા કરતા. નટ સમાજના કેટલાક પરિવારોએ આજથી ૩૦૦ વર્ષ પહેલા બનાસ નદીના પટમાં રાજપુર પાસે આવીને દંગો નાખ્યો અને કુંપટ ગામમાં ખેલ કરવા ગયા. ચોવીસ હાથ ઊંચા વાંસ પર ખેલ કરતા નટ કલાકારે અચાનક સમતોલન ગુમાવ્યું અને નીચે પટકાયો અને મૃત્યુ પામ્યો. નટની પત્ની ગોમા પતિના મૃતદેહને પોતાના ખોળામાં લઇ રાજપુર ગામમાં જ્યાં મંદિરનો ધ્વજારોપણ કાર્યક્રમ થયો ત્યાં સ્વેચ્છાએ સતી(સમાધી લીધી) થયા. હાલ સમગ્ર ભારતમાં રહેતા તમામ નટ દોર ઉપર કે વાંસ પર ચડતા પહેલા ગોમા સતીનું સ્મરણ કરીને પછી જ પોતાની કળા બતાવે છે. એમને પૂરી શ્રધ્ધા છે કે નટ જયારે ખેલ કરતો હોય ત્યારે માં ગોમા સતી તેમની સાથે જ હોય છે અને એમનું રક્ષણ કરે છે.’ આમ તો આ કથા પોતાના પતિ માટેના અપાર પ્રેમની છે પણ નાના સમાજની આવી કથાઓ એમના સમાજ પુરતી જ પ્રચલિત બની રહે છે....

It is their sheer grit, determination and unshakable faith in their deity that keeps them performing such awe-inspiring acrobatics. The Nats or the acrobats are one of the most prominent performing community amongst the Nomadic Tribes. Since centuries the Nats have been wandering around to give performances that leave us spellbound. Some 300 hundred years back a number of these families settled on the banks of river Banas near the town of Rajpur. While performing a routine act a Nat from this settlement lost balance and fell off the rope. He died on the spot. His wife Goma became Sati near a temple in Rajpur. Since than Goma has become the deity that protects all the performing Nats when they enact deadly acts. A small prayer before the performance, for the deity Goma is a ritual they follow. They believe it is this faith in their deity that keeps them safe while performing.

Recently on 18th and 19th September some 3000 Nats gathered at Rajpur for a religious ceremony at the temple of deity Goma.

બનાસકાંઠાના દાંતીવાડા તાલુકાના ધનીયાવાડા ગામમાં નાથવાદી પરિવારો રહે છે. આ વસાહતમાં શાળાએ જઈ શકે તે ઉંમરનાં ૬૧ બાળકો છે. અલબત દરેક બાળકનું નામ ગામની પ્રાથમિક શાળામાં ચાલે પણ છે. પણ મુશ્કેલી આ વસાહતથી ગામ અને શાળા ૩ કી.મી. કરતા વધુ દૂર છે તે હતી. બાળકો રોજ ચાલીને શાળાએ જતા.  RTE (ફરજિયાત શિક્ષણ નો કાયદો) અમલી બન્યો એમાં વસાહતથી શાળાનું અંતર વધારે હોય તો સરકારે વાહનની વ્યવસ્થા કરવી એવી જોગવાઈ છે. વળી જ્યાં ૩૦ બાળકોની સંખ્યા હોય ત્યાં તો શાળા જ શરુ કરી શકાય તેવી પણ જોગવાઈ છે.

આ બન્ને જોગવાઈ નાથાવાદીની વસાહતમાં લાગુ પડતી પણ બે વર્ષથી કઈ થતું નહોતું. ૫ સપ્ટેમ્બર ૨૦૧૩ શિક્ષક દીન નિમિતે આપણે મુખ્ય મંત્રી શ્રી,બનાસકાંઠા કલેકટર, જીલ્લા વિકાસ અધિકારી અને શિક્ષણ અધિકારીને લેખીતમાં રજૂઆત કરી હતી. અરજીના અનુસંધાને આજે એટલે કે તા. ૧૭ સપ્ટેમ્બર ૨૦૧૩ના રોજ બાળકોને શાળામાં લઇ જવા અને પરત લાવવા વાહન શરુ થઇ ગયું છે...

સંવેદનશીલ અધિકારીની વંચિતો માટેની સંવેદના...

ડીસા તાલુકાના ખૂબ સવેદનશીલ મામલતદાર શ્રી ગીલવા એ વિચરતી જાતીમાંના સરણીયા જેઓ છરી ચ્પ્પાને ધાર- કાઢીને પોતાનું ગુજરાન ચલાવે છે એવા ૨૨ પરિવારોને તા.૧૮ સપ્ટેમ્બર ૨૦૧૩ના રોજ BPL રેશનકાર્ડ આપ્યા.

આ વસાહતના લોકોનો આગ્રહ હતો કે, કાર્ડનું વિતરણ vssm ના કાર્યકરના હાથોથી જ થાય. તા.૧૮ સપ્ટેમ્બર ના રોજ અમે રાતના ડીસા પહોચ્યા. સરણિયા પરિવારો જ્યાં રહે છે ત્યાં લાઈટની સુવિધા નથી. એટલે ગાડીની લાઈટથી આ પરિવારોને કાર્ડ વિતરણ કર્યા.

વિચરતા સમુદાયના કલાકારોને એક મંચ પર લાવવામાં મદદરૂપ થતા આદરણીય શ્રી લાલભાઈ રાંભિયાએ કાર્ડનું વિતરણ કર્યું.

આ પરિવારોની સ્થિતિ સમજી એમને મદદરૂપ થઇ રહેલા મામલતદાર શ્રી ગીલવાનો vssm અને સરાણીયા પરિવારો આ ક્ષણે આભાર વ્યક્ત કરીએ છીએ.

JIWO Exhibition માં vssm

Jain Internation Women Orgenization દ્વારા ૨૧ સપ્ટેમ્બર ૨૦૧૩ ના રોજ World trade center – Mumbai માં એક Exhibition નું આયોજન કરવામાં આવ્યું હતું. જેમાં vssm સાથે સંકળાયેલી બહેનો દ્વારા મોતીમાંથી બનાવેલી જ્વેલરી અને Patchwork કરીને બનાવેલી Bed sheetsને વેચાણ અર્થે મુકવામાં આવી હતી.

આ Exhibitionમાં ભાગ લેવાની પ્રેરણા મુંબઈમાં રહેતા અને vssm ના શુભેચ્છક શ્રી નીતિનભાઈ સોનાવાલાએ આપી. અલબત stall એમણે જ book કરાવ્યો. JIWO એ stall ની ૮૦ ટકા રકમ ભરી અને બાકીની શ્રી નીતિનભાઈએ. vssm સાથે સંકળાયેલા શુભેચ્છક મિત્રો stall ની મુલાકાતે આવ્યા અને બહેનોએ બનાવેલી વસ્તુઓ હોંશે હોંશે ખરીદી. શ્રી રશ્મિનભાઈ સંઘવી બે દિવસ એમના તમામ કામ પડતા મૂકી અમારી સાથે રહ્યા. શ્રી પ્રદિપભાઈ શાહે vssm ના કામોમાં મદદરૂપ થઇ શકે એવા દાતાઓ સાથે અમને મેળવ્યા.. શ્રી ક્લ્પાબેન, શ્રી મીનાબેન, શ્રી કૃષ્ણકાંતજી, રાહુલ વગેરેએ ખુબ મદદ કરી. આ બધાએ પોતાની વ્યસ્તતા વચ્ચે પણ આ કામો માટે સમય કાઢ્યો એ માટે સૌના આભારી છીએ..

VSSM, recently participated in an exhibition organised by Jain International Women Organisation- JIWO at Mumbai’s World Trade Centre on 21st September 2013. Hand made products made by women from various Nomadic communities were on display and sale. Since past couple of months VSSM is engaged in evolving various income generation models with various community groups of Nomadic Tribes. Hand made ethnic jewellery, appliqué bed spreads were some of the products on sale.

Do we have to run pillar to post for every basic entitlement????

 

We have been repeatedly writing about the perceptions, interpretations and attitudes of the local bureaucracy when it comes to implementing new resolutions and amendments made possible because of our  continuous lobbying with senior bureaucracy. The Supreme Court  directive no. PDS 102001-59, K for Department of Food and Civil Supplies  entitles an Antyoday Ration card to widow, destitute, handicap and extremely poor families  and the more recent resolution no. 132012/3097/K Joint Secretary of State for Food and Civil Supply stating families from Nomadic and De-notified Tribes should be issued Ration Cards on the basis of Voters ID cards, empowers the families VSSM works with to acquire a ration card. Yet, even after very clear instructions the local administration makes it difficult for these families to possess a very basic document entitled to every family of this country. 

Recently, 4 Bharthari families from Sutharnesdi village of Bansakantha's Bhabhar block applied for a ration card under the new resolution no 132012/3097/K. However, the Mamatdar refused to process the application without added document from the Talati (village revenue officer). The Bhartharis are extremely marginalised nomadic tribe that plays a musical instrument called 'Ravanhatta' and begs for living. These families are entitled to receive  Antyoday Cards. But the  Mamlatdar concerned is in  no mood to honour any of the above mentioned resolutions, even if the documents from the Talati are submitted these families will only get an APL card. We fail to understand what sense does the resolutions from very senior authorities  make if their own officers are not prepared to respect the issuances. 

Instances of Mamlatdars  agreeing  to issue Antyoday Ration Cards to only  those families who have BPL Ration Cards are also coming forward as our campaign to acquire Ration Cards reaches  various regions. When the VSSM team talks about the new resolution the concerned authorities mention that as Antyoday Card holders are eligible to more food grains than BPL card holders they first need to have a BPL card to qualify for Antyoday card!!! The nomadic families do not have any ration cards hence there is no question of possessing a BPL card, one can visit these families and witness their conditions was the argument we put forward to the Mamlatdar of Banaskantha's Diyodar block to which he replied get a resolution stating thus and we will see...........

 

Do we need to get resolutions issued for each and every matter, what is the advantage of begin in authorities and not take decisions falling under their powers??? will they lose their jobs if needy families get food grains they are entitled to???If things are to proceed at this rate we VSSM might need an entire team just to run between various government departments to get resolutions passed!!!!

ગુજરાતીમાં અનુવાદ નીચે છે...

બનાસકાંઠા જીલ્લાના ભાભર તાલુકાના સુથારનેસડી ગામમાં વિચરતી જાતીમાંના ૪ ભરથરી પરિવારો રહે છે. આ પરિવારો પાસે રેશનકાર્ડ નથી. વિચરતી જાતિને ફક્ત મતદાર કાર્ડના આધારે રેશનકાર્ડ આપવાના અન્ન નાગરિક પુરવઠા અને ગ્રાહકોની બાબતના વિભાગના ઠરાવ ક્રમાંક/કટક/૧૩૨૦૧૩૧૩૦૯૭/ક ના આધારે આ પરિવારોએ મામલતદાર કચેરી-ભાભરમાં રેશનકાર્ડ મેળવવા અરજી કરી. પરંતુ મામલતદાર આવા કોઈ ઠરાવને માનવા તૈયાર નથી! એમણે ભરથરી પરિવારોને કહ્યું કે, “તમારે તલાટીનો દાખલો તો લાવવો જ પડશે!”

એક રીતે સરકારે કરેલા ઠરાવનો આ અનાદર છે. વળી કયું કાર્ડ આપશો તેવું પૂછ્યું તો કહે, તલાટીનો દાખલો આપશો તો જ કાર્ડ આપીશું અને તે પણ એ.પી.એલ.!

ભરથરી પરિવારો રાવણહથ્થો વગાડી ભીખ માંગીને પોતાનો ગુજારો કરે છે. આ પરિવારો જે સ્થિતિમાં રહે છે એનો ફોટો આ સાથે સામેલ છે. આવી સ્થિતિમાં રહેતા પરિવારોને અંત્યોદય કાર્ડ મળવા જોઇયે. વળી સુપ્રીમકોર્ટના આદેશ પ્રમાણે અન્ન નાગરિક પૂરવઠા અને ગ્રાહકોની બાબતના વિભાગ દ્વારા ઠરાવ ક્રમાંક-પી.ડી.એસ.-૧૦૨૦૦૧-૫૯,ક મુજબ અત્યંત ગરીબ કુટુંબો અને વિધવા, ત્યકતા, વિકલાંગ વ્યક્તિના પરિવારને અંત્યોદય રેશનકાર્ડ આપવાની યોજના છે તે પ્રમાણે આ પરિવારો અત્યંત ગરીબ જ કહેવાય. પણ મોટે ભાગે રેશનકાર્ડની અરજી થાય એટલે એ.પી.એલ. જ આપવાના પછી ભલેને એ પરિવારની આર્થિક સ્થિતિ ખરાબ હોય....

કેટલીક જગ્યાએ મામલતદાર એવું કહે છે કે, "જે પરિવારો પાસે BPL કાર્ડ છે એમને જ અમે અંત્યોદય કાર્ડ આપી શકીએ કેમકે BPL કરતા અંત્યોદયમાં વધારે અનાજ મળે છે. એટલે BPL કરતા પણ જે ગરીબ પરિવાર છે એમને જ અંત્યોદય આપવાના.!" અમે એમને કહ્યું કે "વિચરતી જાતિમાંના ઘણા પાસે તો આજે પણ રેશનકાર્ડ નથી તો BPLની તો વાત જ ક્યાં કરવી? મૂળ પરિવારની સ્થિતિ જોઈ કાર્ડ આપી જ શકાય". પણ બનાસકાંઠાના દિયોદર તાલુકાના  મામલતદાર કહે છે કે,  "મામલતદાર તપાસ કરીને જરૂર લાગે તો અંત્યોદય કાર્ડ BPL સિવાયના પરિવારને પણ આપી શકે એવો સરકાર ઠરાવ કરે તો અમે અંત્યોદય કાર્ડ આપીએ.

શું દરેક બાબતે સરકાર ઠરવ કર્યા કરે? અને અમારા જેવા કાર્યકરો ઠરાવ કરાવવા સરકારની પાછળ લાગ્યા રહે? અધિકારી તરીકે પોતે કઈ નિર્ણય ના લઇ શકે. કોઈ વ્યક્તિ જેને ખરે ખર અનાજ ની જરૂર છે એને અનાજ આપવાથી મામલતદારની નોકરી જતી રહેશે????? શેનો ભય છે? કે પછી કરવું જ નથી??/
