what more is there to lose in this life that is filled with vagaries and disgust…….

40 years- 4 decades is pretty long time to make some foreign place our home and yet 15 Bharthari families staying on the roadside of Bhavsor village in Vijapur block of Mehsana are struggling to make it a home in their motherland. These families have been staying here so long that they now have citizenry documents from this village. Once the documents were in place the families made application for residential plots. For the villagers that was it, the panchayat and villagers were absolutely not ready to allow the Bharthari families to  settle in the village. There is ample of wasteland in the village for the panchayat to shed out for these families but they chose to refuse on the grounds that the families do not hail from Bhavsor village, so what if they have been staying in the village for 40 years!!!

Ravjibhai, the community leader of the settlement has mede numerous requests to the government, he has walked to the offices of various government departments and  requested them to enable the families to live a life of dignity. Somewhere the villagers weren’t able to digest Ravjibhai meeting the authorities  and requesting to intervene. They thrashed him up. But the actions have not shaken the grit of Ravjibhai who is determined  to go ahead with his campaign to get residential land  for the Bharthari  families in Bhavsor. He says, ‘what if they kill me, how long can we survive fearing such threats, death is to come anyways be it today or tomorrow.  As such there is nothing to lose in this life with is sheer wandering and  aversion.'  Ravjibhai’s painful account contains both, pain and zeal,  the zeal to fight it out and the pain of dejection by the society.

We have decided to present the case before the district collector and have also called for a joint meeting between panchayat, villagers and community members. We are looking forward to a positive response from all these concerned parties…...

આ જિંદગીમાં નવરો રઝડપાટ અને લોકોને ધુત્કાર છે

મહેસાણા જીલ્લાના વિજાપુર તાલુકાના ભાવસોર ગામમાં ૧૫ ભરથરી પરિવારો છેલ્લા ૪૦ વર્ષથી ભાવસોર રોડ પર છાપરા બાંધીને રહે છે . આ પરિવારો પાસે ભાવસોર ગામના મતદારકાર્ડ, રેશનકાર્ડ છે પરંતુ , જયારે તેમણે પ્લોટની માંગણી કરી ત્યારે આખા ગામે તેમનો વિરોધ કર્યો. પંચાયતને સમજાવવાનો ઘણો પ્રયાસ થયો પણ તેમાં આજ દિન સુધી સફળતા મળી નથી . ગામ પાસે પડતર જમીન પણ છે અને ૧૫ પરિવારોના વસવાટથી ગામને કોઈ ફેર પડવાનો નથી પણ ગ્રામપંચાયત કહે છે કે, “ભરથરી પરિવારો મૂળ ભાવસોરના નથી એટલે એમનો હક અમારા ગામ પર ના લાગે.” પછી ભલેને તેઓ ૪૦ વર્ષથી આજ ગામમાં કેમ ના રહેતા હોય !

વસાહતના આગેવાન રવજીભાઈએ સરકારમાં ખૂબ રજૂઆતો કરી. પોતે આ દેશના નાગરિક છે અને સ્વમાનપૂર્ણ જીવવાનો તેમને અધિકાર છે તેવું લગભગ દરેક કચેરીમાં જઈને રવજીભાઈ કહ્યું છે. પરંતુ, તેમની રજૂઆતો ગામના માથાભારે લોકોને પસંદ ના પડી અમણે રવજીભાઈને ખૂબ માર્યા . પરંતુ , રવજીભાઈ અડગ છે. તેઓ કહે છે, “ મરી જઈશું પણ હવે તો અમારો હક અમે મેળવીને જ રહીશું . ક્યાં સુધી ડરના માર્યા ભાગતા ફરીશું અને મૃત્યુ તો આવવાનું જ છે ને , એ આજે આવે તોય શું અને કાલે આવે તોય શું આમે આ જીન્દગીમાં નવરો રઝડપાટ અને લોકોનો ધુત્કાર છે એટલે મરીએ તો પણ ગુમાવવા જેવું કશું નથી . “ રવજીભાઈના કથનમાં સમાજ પ્રત્યેની નિરાશા છે તો સાથે સાથે પોતાના અધિકાર માટે લડી લેવાનો જુસ્સો પણ છે . કલેકટર શ્રી સમક્ષ આ પરિવારોને રહેણાંક અર્થે પ્લોટ ફળવાય તે માટે રવજીભાઈ સાથે રહી રજૂઆત કરવાનું નક્કી કર્યું છે સાથે સાથે ગામ લોકો અને પંચાયતના સભ્યો સાથે પણ એક બેઠકનું આયોજન વિચાર્યું છે.  સારુ પરિણામ મળશે તેવી આશા પણ  છે.

Tell the police to stop treating us like stray animals..

The police officials of Sarkhej police station  arrived from no where on seeing 4 members of Dafer community together at a grocery store in the village of Rethal of Ahmedabad’s Sanand block. Even before the villagers could understand and react to what was happening they arrested all the three men and took them away. They  let go the woman in the group. The reason of arrest accordiong to the police  4 members of the Dafer community  together means they are out to carry a heist or theft!!!! The men were Gafarbhai Mafabhai Dafer and two boys from the Dafer settlement Ahmed and Akbar. All of  them stay in the Dafer settlement on the outskirts of Rethal village. The families earn their livelihood by guarding the farm boundaries. These families have been staying here for years. They also have Voter’s ID cards and Ration card from this village. 

On the way to Sarkhej,  the police slapped and hit  Akbar and Ahmed and dropped them from the jeep. But they did not release Gafarbhai. The police took the bike along. Had these boys not come back and informed the community of the event the the families would not have known  what had happened. The police had come to know that Gafarbhai and his son-in-law owned motor bikes and concluded for themselves that the bikes were stolen. Infact the bikes were bought by the duo and they had all the legal documents to prove and receipts of the payments made. They had already made name transfer  application  in RTO. The police thrashed Gafarbhai and questioned from where had they stolen the bikes. Gafarbhai told them the bikes were purchased, he also dialled up the person from whom the bikes were purchased,  once  he proved that there was no wrong doing involved, they stopped the jeep. They asked him to get down and told  him to get those few men of Dafer community  who were on the wanted list. Gafarbhai  refused, he cannot take responsibility of others, had those wanted men been from his family he would have obliged. On hearing a refusal the police slapped him again……and let him go. 

Gafarbhai called VSSM. ‘Ben, does being Dafer mean that we only loot, can’t we buy things???It is becoming impossible to tolerate such abuse. Tell the police that we are also humans, not any stray animals that people stone and thrash just because they happen to see it loitering…..they pick us up, thrash us, release us at their will.. there is something like law in this country….enough is enough’ a very hurt and humiliated Gafarbhai voiced out his anger on the call. 

Almost two years back Gafarbhai faced similar abusive behaviour of police when they had come to their settlement and beat up a lot of men present there..

અમે ડફેર છીએ એટલે અમે બધુ લુંટ કરીને જ લાવીએ???

ગફારભાઈ મફાભાઈ ડફેર સાણંદ તાલુકાના રેથડગામમાં સીમ રખોપુ અને છુટક મજુરી કરીને પોતાનું ગુજરાન ચલાવે છે. આ પરિવાર વર્ષોથી આ ગામમાં જ સ્થાયી રહે છે તેમની પાસે આ ગામના મતદારકાર્ડ અને રેશનકાર્ડ પણ છે. તા. ૯ મે ૨૦૧૪ના રોજ સાંજના ૪:૪૫ વાગે ગફારભાઈ તેમના પત્ની શકીનાબેન સાથે બહારગામથી પોતાની બાઈક પર રેથડ આવ્યા અને ડફેર વસાહતમાંથી બે છોકરાં એહમદ અને અકબર પણ પોતાની બાઈક લઈને રેથડગામમાં કારીયાણું ખરીદવા ગયા. ચારે જણા ગામમાં ભેગા થયા ત્યાં અચાનક સરખેજ પોલીસ મારૂતી ગાડી લઈને આવી અને શકીનાબેનને ધક્કો મારીને પાડી દીધા અને ગફારભાઈ, એહમદ અને અકબરને ગાડીમાં બેસાડી દીધા. બે બાઈક ઉપર પોલીસ બેસી ગઈ. ગામમાં કોઈ કશુ સમજે, કશુ પૂછે તે પહેલાં તો પોલીસ એમને પકડીને લઇ ગઈ.

રેથડ અને સાણંદ વચ્ચે રસ્તામાં જ પોલીસે ગાડી ઉભી રાખી અને એહમદ અને અકબરને બે ઝાપટ મારી ઉતારી દીધા અને એક બાઈક આપી દીધું. જયારે એક બાઈક અને ગફારભાઈને પકડીને  લઇ ગઈ . શું કામ લઇ ગઈ તે અંગે પરિવારને જાણ પણ ના કરી. આ બે છોકરાં પાછા ના આવ્યા હોત તો કઈ પોલીસ લઇ ગઈ છે તેવી પણ ખબર ના પડત.

લગભગ ૫:૫૦ વાગે ગફારભાઈનો ફોન આવ્યો. તેમણે કહ્યું, “ પોલીસને ક્યાંકથી માહિતી મળી કે મારી પાસે અને મારા જમાઈ પાસે બાઈક છે. ડફેર છીએ એટલે ચોરીને જ બાઈક લાવ્યા  છીએ એવું એમણે માની લીધેલું  એટલે પહેલા ચાર – પાંચ અડબોથ(લાફા) મારી અને કહ્યું, બાઈક ક્યાંથી ચોર્યા? મે એમને કહ્યું, મારી પાસે કાયદેસરનું લખાણ છે. મે જૂનામાં બાઈક ખરીદ્યું છે અને જેમની પાસેથી ખરીદ્યું છે એમને કાયદેસર પૈસા ચૂકવ્યા છે. બાઈક અમારા નામે કરવા આર.ટી.ઓ.માં અરજી

પણ કરી છે.” તે પછી મે જેમની પાસેથી બાઈક ખરીદ્યું હતું તેમનો નંબર મે લગાવી આપ્યો. એમની સાથે વાત થઇ પછી ગાડી ઊભી રાખી અને મને કહ્યું, તારી કોમમાંથી વોન્ટેડ છે એમને લાવીને હાજર કર. મે એમને કહ્યું, હુ મારા પરિવારની જવાબદારી લઇ શકુ બાકીના ને હુ કેમ હાજર કરુ. મને ફરી લાફો માર્યો અને મને ઉતારી દીધો. “

“બેન અમે ડફેર છીએ એટલે અમે બધુ લુંટ કરીને જ લાવીએ? પોલીસ હંમેશા આવી જ રીતે કેમ વર્તે! હવે આ અત્યાચાર સહન નથી થતો. પોલીસને સમજાવો અમે પણ માણસ છીએ. હરાયું ઢોર નજરે પડે એટલે લોકો એને મારે એમ અમે નજરે પડીએ એટલે પોલીસ અમને મારે અને ઉપાડીને લઈ જાય. કાયદા જેવી કોઈ ચીજ છે જ નહિ? હવે બહુ થયું આ પોલીસનું કાંક કરો.”

બે વર્ષ પહેલા પણ પોલીસ ગફારભાઈના ડંગામાં આવીને ડંગામાં ઉપસ્થિત સૌને ખૂબ મારીને જતી રહેલી. નીચે ૨ વર્ષ પહેલા પોલીસના અત્યાચારનો ભોગ બનેલા ગફારભાઈ

Identity documents for 45 members of the Fakir community

24 fakir families have  made Nandasan village of Mehsana district their home for years. These families roam around on streets and neighbouring villages performing Allah’s Bandagi, People give them money, food, grains etc.  on which these families survive. It is a routine they have been performing for decades. Although they live nomadic lives this community does not find inclusion in the list of nomadic tribes. The  Meer and Fakir communities lead a life similar to many other nomadic communities but because they are not included in the government’s list they do not benefit from any of the government welfare schemes for economically and socially  deprived sections of the society. 

As it is common with other nomadic communities these families have no identity or citizenry documents. This year Tohid, our co-ordinator of Mehsana district filed applications for voters ID cards of 54 adult Fakir community members. 45 of the 54 applicants received their Voter’s ID cards their first every identity proofs.

VSSM is the only shelter for the human without address

Since years we are spending monsoon at Samarwada village of Dhanera Block in Banaskantha Dist. Yes, we do immigrate from village to village for livelihood but finally return to Samarwada. Although, before settling down at Samarwada, our elderly wandered many villages but nobody were willing to accept us. Finally here in Samarwada nobody opposed us so they made it our native place. We were glad as we got our first identification as Indian citizen as VSSM helped us to get the voter ID cards. But the village was not happy in our happiness. We were aghast as we faced opposition in the village as soon as received the voter ID cards. The villagers registered a case in court that we were not belongs to the village hence not eligible to get the voter cards. This raised a question: who we are and where do we belongs? In this huge world we don’t have an abode we can term it as our land? We lost hope. In the midst of the disappointment we were expelled from the village. Even the school leaving certificate of our children were given expelling them from the schools. Where would we go? What would we do? We opened our hearts to VSSM (Vicharta Samuday Samarthan Manch) which is the only address of the human without address. Immediately a meeting with the collector was arranged. Collector noded that this would not supposed to happen. Cards once issued cannot be cancelled. Government is ultimate the master of the land. If government decides to settle down these families in the village then the villagers should not object it. If the village has any issue that can be represented but the cards could not be cancelled in this way. Finally with the intervention of the collector and with the help of VSSM we received back our voter ID cards. Now, applications for ration cards have also been filed. Liasioning with the village community is also being taken up by VSSM that we can live in cordial terms with the village. If VSSM was not there who would have hold our hand?

These are the words of the families of the Meer (a nomadic tribe). With the help of you people VSSM has become instrumental in getting citizenery rights for these families.

અમે બનાસકાંઠા ધાનેરા તાલુકાના સામરવાડાગામમાં વર્ષોથી ચોમાસું ગાળીયે. હા કામ ધંધા માટે ગામે ફરીએ પણ પાછા આવીને સામરવાડામાં જ રહીએ. આમ તો સામરવાડા પહેલા અમે અને અમારા ઘૈડિયા ઘણા ગામો ફર્યા પણ કોઈ અમને રાખવા તૈયાર જ નહીં! સામરવાડામાં અમારા વસવાટનો કોઈએ વિરોધ નહોતો કર્યા એટલે આ અમારુ વતન થઇ ગયું એમ કહીએ તો ચાલે. પણ સમય બદલાતો ગયો અત્યાર સુધી અમારા વસવાટનો વિરોધ નહોતો  પણ જેવું અમે મતદારકાર્ડ કઢાવવાની કામગીરી શરૂ કરી કે, ગામના લોકોએ વિરોધ કર્યો. ત્યારે ‘વિચરતા સમુદાય સમર્થન મંચ’ ની મદદથી અમને પહેલીવાર આ દેશના નાગરિક તરીકેની ઓળખસમું મતદારકાર્ડ મળ્યું. અમે તો રાજી થઇ ગ્યા. માથે મૂકીને નાચ્યા. પણ ગામના લોકોને અમારો આ રાજીપો ના ગમ્યો. એમણે કોર્ટમાં કેસ દાખલ કર્યો. ‘અમે એમના ગામના નથી એટલે એમને સામરવાડાગામના મતદારકાર્ડ ન મળવા જોઈએ!’ ત્યારે અમને થયું અમે ક્યાંના? કોઈ અમને પોતાના ગામનો હિસ્સો બનાવવા તૈયાર નથી! આવડી મોટી દુનિયામાં અમારા માટે ક્યાંય જગ્યા નહીં? અમારા કાર્ડ રદ થઇ ગ્યા. અમે હારી ગ્યા. ગામમાંથી અમને કાઢી મુક્યા! અમારા છોકરા જે ગામની નીશાળમાં ભણતા હતા એમનાય દાખલા આપી દીધા. ક્યાં જશું? શું કરીશું? અમારી મૂંઝવણ અંગે અમે અમારી સંસ્થા જે અમારા જેવા સરનામાં વગરના માનવીઓનું સાચું સરનામું છે એમને વાત કરી. તત્કાલ કલેકટર સાહેબ સાથે મીટીંગ ગોઠવાઈ. કલેકટર સાહેબે કહ્યું, ‘ આવું બનવું જ ના જોઈએ ’. એક વખત મળેલા કાર્ડ રદ ના જ થવા જોઈએ. વળી દેશની જમીનની પહેલી માલીકી સરકારની છે તો સરકારે આ પરિવારોને સામરવાડામાં વસાવવાનું નક્કી કર્યું છે તો ગામને વાંધો ના લેવો જોઈએ. ગામને બીજા પ્રશનો હોય તો સરકારમાં રજૂઆત પણ થઇ ગઈ છે. ગામ સાથે પણ અમારો સુમેળ થાય એ માટે સંસ્થા દ્વારા વાટા ઘાટો થઇ રહી છે. સંસ્થા ના હોય તો અમારા જેવા માણસોનો આધાર કોણ બનત!

ઉપરોક્ત શબ્દો છે સમારવાડામાં રહેતા મીર પરિવારોના. આ મીર પરિવારોને તેમનો નાગરિક તરીકેનો હક અપાવવામાં આપ સૌના સહયોગ થઇ સંસ્થા નિમિત બની. આપ સૌ વિચરતા સમુદાય સાથેના કામોમાં જે રીતે સહભાગી થઇ રહ્યા છો અમારી ચિંતા કરી રહ્યા છો એ માટે આપ સૌનો હૃદયપૂર્વક આભાર વ્યક્ત કરીએ છીએ.
