‘We also Exist’

‘We Also Exist’ is the voice of the nomadic and the de-notified communities of Gujarat to make their presence noticed by the eminent citizens, law makers and political parties of the state. We decided to make this voice heard and took the demands and issues of the nomadic communities to the political parties for its inclusion in their manifesto for the upcoming assembly elections (as seen in the picture).

The election manifesto of congress is out and they have included each and every demand we had put forward (as seen in picture).

The nomadic communities are so visible yet ignored by one and all. This development has brought some joy in lives of nomads and people who have been striving for their rights.

We are awaiting the election manifesto of BJP hopefully, our demands do feature in it too….

We are glad that our appeals have been heard and are grateful to the warm support we have received from you all throughout our journey….

‘અમે પણ છીએ’

એ વાતથી વિચરતી અને વિમુક્ત જાતિઓના મુદ્દાઓને જાહેરજીવન સાથે સંકળાયેલા અને લોકોના હીતાર્થે કામ કરવાની ખેવના રાખનાર રાજકીય પક્ષો પાસે મુકવાનું નક્કી કર્યું ને ભાજપ અને કોંગ્રેસ સાથે અમારા મુદ્દાઓનો સમાવેશ ચુંટણી_ઢંઢેરામાં થાય તે માટે વાટાઘાટો કરી અને અમારી માંગણીઓ આપી. (જે ફોટોમાં જોઈ શકાય છે)

સૌને અમે(વિચરતી વિમુક્ત જાતિઓ) દેખાઈએ છતાં સૌની નજરમાંથી અમે ઓઝલ આ વસવસો અમને કાયમનો પણ ચાલો આજે એક પક્ષને તો અમે દેખાયા. આનંદ...

ભાજપનું સંકલ્પ પત્ર(ચૂંટણી ઢંઢેરો) આવનાર છે. એ પણ અમારી અપેક્ષાઓને માન આપશે એવી આશા છે....

પણ આનંદ ‘અમે પણ છીએ’ ની નોંધ લેવાઈ એનો....
ને આ કાર્યમાં મદદ કરનાર સૌનો આભાર તેમની સતત હૂંફથી જ આ શક્ય બન્યું.

The rain starved region of Banaskantha has always reeled under chronic water shortage. Except for the unprecedented floods like last year’s, the region does not remember enjoying easy access to water. The land, its people and cattle have always longed-for water. The few inches of rain that the region receive is enough to make the land lush but it does not help solve the farming or drinking water issues of the region. The traditional irrigation systems would have been enough to store monsoon water but, they are almost lost due to decades of negligence towards such common properties. The populace got so much used to pumping out ground-water that they remained oblivious to the emerging doom. The ground-water table in the region has depleted to almost 1200 feet! Shocking, right? And the irony is we have never given a thought to replenishing this water!

Since past 2 years, VSSM under the guidance of respected Shri Rashminbhai Sanghvi has initiated water conservation efforts in some parts of Banaskantha. The efforts focus on recharging ground water levels by deepening the lakes between the region of Tharad to Dhanera. As a part of this program we have deepened 7 lakes of Aasodar village. The efforts have been possible as a result of generous contribution by our dear Pradeepbhai in memory of his beloved daughter Amitaben.

All the 7 lakes overflowed during the previous monsoon and contrary to the belief that these are leaking lakes we could still find them full of water even on 1st December. Look at the delighted us when our eyes fell on this beautiful sight of Mojasar lake in Aasodar.

We know that our very dear Pradeepbhai and Amitaben are watching upon us from heaven and feeling extremely delighted for the way things are shaping up. The villagers have a very honest opinion about it, “the reason the flood waters of 2017 did not reach our water is because of the deepening of these lakes that surround our village…..”

Isn’t that a fantastic revelation!!

પણ #બનાસકાંઠાના ઉત્તરે ક્યાં ઝાઝો વરસાદ પડે? (2015 અને 2017ની પુરની ગોઝારી ઘટના બાદ કરતા) ચોમાસુ આવતા આવતા તો ધરતી નિર્જીવ થઈ જતી. #સિંચાઈ માટે બોરવેલ થયા ને પીવાનું પાણી પાઈપો દ્વારા પહોંચ્યું ને ધરતી બારેમાસ આનંદીત રહેવા માંડી. પાણી વગર વેઠવા પડતા મૂંઝારા બંધ થયા. પણ પેટાળમાંથીએ બોરવેલ દ્વારા કેટલું દોહન સહન કરવાનું? એમાંય થાક તો લાગે ને? વળી પાણી ઘરતીના પેટાળમાંથી બસ ખેંચવાનું જ? પરત આપવાના #પરંપરાગત જળસ્ત્રોતો એટલે કે તળાવો, કુવા તો સાવ બુરી જ દીધા... આમ ફક્ત લીધા કરવાનું પાછુ કશુંયે નહીં દેવાનું?

આદરણીય રશ્મીનભાઈ સંઘવીના માર્ગદર્શન હેઠળ #થરાદ થી ધાનેરાના પટ્ટાને હંમેશાં જીવતો રાખવા અને ધરતીનું દોહન જ માત્ર નહીં તેને ગમતું પાણી પાછુ આપવાનો પ્રયાસ તળાવો ઊંડા કરીને કરી રહ્યા છીએ. જેના ભાગરૃપે આસોદરગામના સાતે તળાવોનું #નવીનીકરણ ખુબ વહાલા પ્રદિપભાઈનાં વહાલાં દીકરી અમીતાબહેનની યાદમાં થયું...

ગત ચોમાસે સાતે તળાવો ભરાયા અમે હરખાયા. અમે આ વિસ્તારના તળાવોને કાણા તળાવો કહીએ એટલે કે #તળાવ ભરાયાના મહિનામાં જ તળાવ ખાલી. એની જગ્યાએ આજે 1 લી ડિસેમ્બરે #આસોદરના મોજાસર તળાવમાં ગયાને તળાવમાં પાણી જોયું... રાજી રાજી..

ખુબ વહાલા પ્રદિપભાઈ ને પ્રિય અમિતબેનનો આત્મા પણ ઉપર રહ્યે રહ્યે રાજી થઈ રહ્યો હશે... એમનું આપેલું કેવું ઊગી નીકળ્યું!. ગામલોકોએ કહ્યું ‘અમારા ગામના તળાવો ઊંડા કર્યા હતા ને એટલે અમારા ગામમાં 2017ના પુરનું પાણી દાખલ ના થયું...’

“People tell me that you (Mittal Patel) listen to the poor!!”

“Ben, the biometric machines are unable to capture my finger prints for processing my Aadhar Card application, without the Aadhar card my BPL card is no good, I cannot procure any grains from the PDS shop. Please help me get the Aadhar card, I am very poor and have required to beg for food because I don’t have grains from the ration shop….” the emotional Geetaben Bawa could speak no more after this…

I was walking out of the Saraniya settlement in Chapi, when Geetaben walked up to me. Widowed Geetaben never had children of her own and now takes care of her sister’s daughter. Geetaben’s sister and brother-in-law have passed away.  Geetaben has received a residential plot from the government, her house has reached foundation level for which she has received first instalment. The second instalment will reach her only after the walls are constructed. A total of Rs. 45,000 will reach her only after she follows the norms that most poor find difficult to fulfill. Geetaben could never manage to construct the walls and hence the second installment never reached her. The foundation of her house is still awaiting the construction of walls.

The BPL ration card Geetaben possessed never required her to worry about the food grains but, this recent official order to link the ration cards with Adhar card have made it difficult for her to procure grains from PDS store. Every morning Geetaben sets out and roams around 2-3 villages to beg for food and flour. The food helps sustains her and the small girls she takes care of. 

Geetaben applied thrice for assistance under the scheme that assures monthly Rs.3000 for the guardian/care-taker of orphan kid but that too was never processed.

“I have heard you listen to the poor, when I came to know that you were coming to Chaapi I rushed to meet you. Please come and have a look at my incomplete house. Ben, I pray to you please help me activate my ration card!!”

After her ration card stopped bringing her ration someone from the village helped her draft a letter (as seen in the picture) narrating her living condition. She would take the letter and beg for food. It pains us when we come across such individuals for who survival is a struggle every single day!!

It is the job of Department of Social Welfare to ensure that people like Geetaben live with dignity but……

‘બેન મારી ઓગળીઓની સાપ (છાપ) નહીં પડતી તે ઓધારકેડ નહીં મલતું ન ઓધારકેડ નહીં એટલ મારી કન બીપીએલ કેડ હ તોય કરિયોણું નહીં મલતું. મન ઓધારકેડ નેકળ એવું કરી આલો ન બેન...મારી હાલત હાવ ખરાબ હ. ચપટી(લોટ) મોગી ન ખઉ સુ...... આટલું બોલતા બોલતા ગીતાબહેન બાવા (ગૌસ્વામી)ના ગળે ડુમો ભરાઈ ગયો...’

છાપી સરાણિયા વસાહતમાંથી નીકળી ને સામે તેઓ મળ્યા. વિધવા અને નિસંતાન ગીતાબહેન સાથે તેમની બહેનની નાની દીકરી રહે. જેના મા-બાપ દેવલોક પામ્યા છે. ગીતાબહેનને સરકારે રહેવા માટે પ્લોટ ફાળવ્યો ને મકાન સહાયનો પહેલો હપ્તો ચુકવ્યો. જેમાંથી મકાનના પાયા બહાર નીકળ્યા. હવે મકાનની દિવાલો બને પછી જ બીજો હપ્તો મળે. કુલ સહાય પીસતાલીસ હજારની મળવાની અને એય પાછી નિયમ પ્રમાણે... દિવાલ ચણાઈ નહીં ને બાકીના પૈસા મળ્યા નહીં. એટલે છેલ્લા કેટલાય વર્ષથી પાયા બહાર કાઢેલું ઘર આમ જ બીજી ઈંટોની રાહ જોતું પડ્યું છે.

બીપીએલ રેશનકાર્ડ હતું એટલે સસ્તા અનાજની દુકાનમાંથી અનાજ મળી રહેતું પણ આધારકાર્ડ સાથે રેશનકાર્ડ લીંક કરવાની વાત આવીને ગીતાબહેનની આંગણીઓ દાઝી જવાના કારણે આંગળીની છાપ આધારકાર્ડમાં આવી નહીં ને આધારકાર્ડ રેશનકાર્ડ સાથે લીંક થયું નહીં એટલે રાશન મળવાનું બંધ થયું. રાશન વગર જીવવું કેમ? સવારે થેલી લઈને છાપી આજુબાજુના બે ત્રણ ગામો ફરે ને ચપટી(લોટ) માંગી લાવે ને એમાંથી એમનું ને નાની દીકરીનું પુરુ કરે.

અનાથ દીકરીને પાલક માતા પિતા યોજના અંતર્ગત માસીક ત્રણ હજારની સહાય મળે. આ જાણ્યા પછી ગીતાબહેને ત્રણેક વખત અરજી કરી પણ એનોય કોઈ જવાબ મળ્યો નહીં.

‘તમે ગરીબોની હોભળો હો એવી મન ખબર પડી ન આજ તમે સાપી આબ્બાના તે હડી કાઢતી આઈ. મારુ અઘુરુ પડેલું ઘર એક ફેરા બેન જુઓ ન મારુ રેશનકેડ ચાલુ કરી આલો.. બેન હાથા જોડી વિનતી કરુ હુ મન મદદ કરો...’

રાશનકાર્ડ બંધ થયા પછી ગામના કોઈકે એક પત્ર ગીતાબહેનને લખી આપ્યો (ફોટોમાં સામેલ છે) જેમાં ગીતાબહેનની સ્થિતિનો ચિતાર છે એ પત્ર લઈને તેઓ ક્યારેક ક્યારેક માંગવાનું પણ કરે છે.. આવી મજબૂરીમાં એક બહેનને જીવવું પડે અને એય આ ઉંમરે?

સામાજિકસુરક્ષા વિભાગનું કામ જ આવા લોકોને સુરક્ષિત કરવાનું છે પણ વિભાગ તો.....
