We have been repeatedly writing about the perceptions, interpretations and attitudes of the local bureaucracy when it comes to implementing new resolutions and amendments made possible because of our continuous lobbying with senior bureaucracy. The Supreme Court directive no. PDS 102001-59, K for Department of Food and Civil Supplies entitles an Antyoday Ration card to widow, destitute, handicap and extremely poor families and the more recent resolution no. 132012/3097/K Joint Secretary of State for Food and Civil Supply stating families from Nomadic and De-notified Tribes should be issued Ration Cards on the basis of Voters ID cards, empowers the families VSSM works with to acquire a ration card. Yet, even after very clear instructions the local administration makes it difficult for these families to possess a very basic document entitled to every family of this country.
Recently, 4 Bharthari families from Sutharnesdi village of Bansakantha's Bhabhar block applied for a ration card under the new resolution no 132012/3097/K. However, the Mamatdar refused to process the application without added document from the Talati (village revenue officer). The Bhartharis are extremely marginalised nomadic tribe that plays a musical instrument called 'Ravanhatta' and begs for living. These families are entitled to receive Antyoday Cards. But the Mamlatdar concerned is in no mood to honour any of the above mentioned resolutions, even if the documents from the Talati are submitted these families will only get an APL card. We fail to understand what sense does the resolutions from very senior authorities make if their own officers are not prepared to respect the issuances.
Instances of Mamlatdars agreeing to issue Antyoday Ration Cards to only those families who have BPL Ration Cards are also coming forward as our campaign to acquire Ration Cards reaches various regions. When the VSSM team talks about the new resolution the concerned authorities mention that as Antyoday Card holders are eligible to more food grains than BPL card holders they first need to have a BPL card to qualify for Antyoday card!!! The nomadic families do not have any ration cards hence there is no question of possessing a BPL card, one can visit these families and witness their conditions was the argument we put forward to the Mamlatdar of Banaskantha's Diyodar block to which he replied get a resolution stating thus and we will see...........
Do we need to get resolutions issued for each and every matter, what is the advantage of begin in authorities and not take decisions falling under their powers??? will they lose their jobs if needy families get food grains they are entitled to???If things are to proceed at this rate we VSSM might need an entire team just to run between various government departments to get resolutions passed!!!!

બનાસકાંઠા જીલ્લાના ભાભર તાલુકાના સુથારનેસડી ગામમાં વિચરતી જાતીમાંના ૪ ભરથરી પરિવારો રહે છે. આ પરિવારો પાસે રેશનકાર્ડ નથી. વિચરતી જાતિને ફક્ત મતદાર કાર્ડના આધારે રેશનકાર્ડ આપવાના અન્ન નાગરિક પુરવઠા અને ગ્રાહકોની બાબતના વિભાગના ઠરાવ ક્રમાંક/કટક/૧૩૨૦૧૩૧૩૦૯૭/ક ના આધારે આ પરિવારોએ મામલતદાર કચેરી-ભાભરમાં રેશનકાર્ડ મેળવવા અરજી કરી. પરંતુ મામલતદાર આવા કોઈ ઠરાવને માનવા તૈયાર નથી! એમણે ભરથરી પરિવારોને કહ્યું કે, “તમારે તલાટીનો દાખલો તો લાવવો જ પડશે!”
એક રીતે સરકારે કરેલા ઠરાવનો આ અનાદર છે. વળી કયું કાર્ડ આપશો તેવું પૂછ્યું તો કહે, તલાટીનો દાખલો આપશો તો જ કાર્ડ આપીશું અને તે પણ એ.પી.એલ.!
ભરથરી પરિવારો રાવણહથ્થો વગાડી ભીખ માંગીને પોતાનો ગુજારો કરે છે. આ પરિવારો જે સ્થિતિમાં રહે છે એનો ફોટો આ સાથે સામેલ છે. આવી સ્થિતિમાં રહેતા પરિવારોને અંત્યોદય કાર્ડ મળવા જોઇયે. વળી સુપ્રીમકોર્ટના આદેશ પ્રમાણે અન્ન નાગરિક પૂરવઠા અને ગ્રાહકોની બાબતના વિભાગ દ્વારા ઠરાવ ક્રમાંક-પી.ડી.એસ.-૧૦૨૦૦૧-૫૯,ક મુજબ અત્યંત ગરીબ કુટુંબો અને વિધવા, ત્યકતા, વિકલાંગ વ્યક્તિના પરિવારને અંત્યોદય રેશનકાર્ડ આપવાની યોજના છે તે પ્રમાણે આ પરિવારો અત્યંત ગરીબ જ કહેવાય. પણ મોટે ભાગે રેશનકાર્ડની અરજી થાય એટલે એ.પી.એલ. જ આપવાના પછી ભલેને એ પરિવારની આર્થિક સ્થિતિ ખરાબ હોય....
કેટલીક જગ્યાએ મામલતદાર એવું કહે છે કે, "જે પરિવારો પાસે BPL કાર્ડ છે એમને જ અમે અંત્યોદય કાર્ડ આપી શકીએ કેમકે BPL કરતા અંત્યોદયમાં વધારે અનાજ મળે છે. એટલે BPL કરતા પણ જે ગરીબ પરિવાર છે એમને જ અંત્યોદય આપવાના.!" અમે એમને કહ્યું કે "વિચરતી જાતિમાંના ઘણા પાસે તો આજે પણ રેશનકાર્ડ નથી તો BPLની તો વાત જ ક્યાં કરવી? મૂળ પરિવારની સ્થિતિ જોઈ કાર્ડ આપી જ શકાય". પણ બનાસકાંઠાના દિયોદર તાલુકાના મામલતદાર કહે છે કે, "મામલતદાર તપાસ કરીને જરૂર લાગે તો અંત્યોદય કાર્ડ BPL સિવાયના પરિવારને પણ આપી શકે એવો સરકાર ઠરાવ કરે તો અમે અંત્યોદય કાર્ડ આપીએ.
શું દરેક બાબતે સરકાર ઠરવ કર્યા કરે? અને અમારા જેવા કાર્યકરો ઠરાવ કરાવવા સરકારની પાછળ લાગ્યા રહે? અધિકારી તરીકે પોતે કઈ નિર્ણય ના લઇ શકે. કોઈ વ્યક્તિ જેને ખરે ખર અનાજ ની જરૂર છે એને અનાજ આપવાથી મામલતદારની નોકરી જતી રહેશે????? શેનો ભય છે? કે પછી કરવું જ નથી??/
