VSSM files applications for obtaining caste certificates for nomadic families

A caste certificate becomes an important document if one needs to take benefit of any of the government welfare schemes. However,  fulfilling the pre-requisites of applying for a caste certificate is a uphill task for the nomadic communities. For example - it is mandatory for the applicant to attach a school leaving certificate  of his father along with the application for the caste certificate. 

The children of the nomads today are the first generation school goers for 99 percent of these families, so attaching father’s (previous generation) school leaving certificate is next to impossible!!

We have spoken to the Chief Minister, to Shri. Ramanbhai Vora, Cabinet Minister, Social Justice and Empowerment about relaxing the norms or the consider issuing the certificates after visiting the place these families reside. But, these are policy matters and any amend in it will require time and efforts.

In the mean time, we have requested the sensitive and compassionate officials from  the regions VSSM works to issue caste certificates to the applicant families on the basis of the documents these families  have. It required great effort on part of the VSSM team to convince the officials of Ahmedabad and Gandhinagar districts, the officials have understood the issue and are willing to support. 

We have prepared applications for caste certificates of  32 nomadic  families residing in Ahmedabad and 22 families of Kamod. The applications have been submitted to the Social Welfare Department. If these applications get us the caste certificates we intend to speed up the process of filing other applications.

સરકારની કોઈ પણ યોજનાની મદદ મેળવવા જાતિ પ્રમાણપત્ર જરૂરી છે. પણ જાતિ પ્રમાણપત્ર મેળવવા માટેના સરકારે જે નિયમો બનાવ્યા છે એ નિયમો વિચરતી જાતિના લોકો માટે મુશ્કેલ છે. દા.ત. પ્રમાણપત્ર માટેની અરજી સાથે જે વ્યક્તિને પ્રમાણપત્ર જોઈએ છે એ વ્યક્તિએ એના પિતાનું શાળા છોડ્યાનું પ્રમાણપત્ર અરજી સાથે જોડવું ફરજીયાત છે. 

હવે જેમની પહેલી પેઢી શાળામાં જઈ રહી છે એ લોકો શાળા છોડ્યાનું પ્રમાણપત્ર ક્યાંથી લાવે? આ મુદ્દે મુખ્યમંત્રીથી લઈને સામાજિક ન્યાય અને અધિકારીતા સંભાળતા મંત્રી શ્રી રમણભાઈ વોરાને પણ લખ્યું છે. નિયમો હળવા કરે અથવા એક મુદ્દાનો કાર્યક્રમ કરીને આ સમુદાયના લોકો જ્યાં રહે છે ત્યાં જઈને એમને જાતી પ્રમાણપત્ર આપવાનું કરે. ખેર આ મુદ્દો નીતિ વિષયક છે અને એમાં બદલાવ માટે અમારે કોશિશ કર્યા કરવાની છે.

આ દરમ્યાન જે વિસ્તારમાં vssm કામ કરે છે અને અધિકારી vssmના કામને જાણે છે એમને જાત તપાસ કરીને જે પણ ડોક્યુમેન્ટ છે એના આધારે જાતિ પ્રમાણપત્ર આપવા અમે વિનંતી કરી છે.

અમદાવાદ અને ગાંધીનગરમાં અરજી સાથે vssmના કાર્યકરે ખુબ ધક્કા ખાધા. પણ આખરે એ બધા ધક્કા પછી અધિકારી આખી વાતને સમજ્યા અને પ્રમાણમાં કામ થોડું સરળ થયું.. 

અમદાવાદ શહેરમાં રહેતાં ૩૨ અને કમોડ ગામમાં ૨૨ વિચરતી અને વિમુક્ત જાતિના લોકોને જાતિ પ્રમાણપત્ર મળે એ માટેની અરજીઓ સમાજ કલ્યાણ કચેરીમાં જમા કરાવી. આગામી દિવસોમાં આ કામ ખુબ ગતિથી થશે એમ લાગી રહ્યું છે.

The development of Siddhpur town must have been a boon for many but for the nomads living in the town in its various settlements it has been a bane. As the town keep growing, these families are been repeatedly pushed further away. With the land becoming more and more pricy the marginalised families like these remain vulnerable to the grabbers in form of  land mafia.  The nomads have never formed the more practiced habit of reserving the land and have never approached any government for their rights hence they have virtually been landless and homeless all these decades. The families like the ones living in Siddhpur are now facing the challenges of rapid urbanisation. Their mud shelters are terms illegal and encroaching  thus,  facing potential eviction and demolition by the authorities. Such repeated episodes are worrying  the nomads. They are concerned about where will they go if they are asked to keep pushing away!! As a result they are seeking help from VSSM because this time they have been asked to evict  the area they are staying i.e. on the banks of the Siddhpur lake.

VSSM has filled the application forms for obtaining residential plots for 49 families comprising of 15 Nat, 10  Bajaniya, 10 Vansfoda, 14 Devipujak , Vanzara and Raval  communities. Prior to filing the applications we need to acquire all the other necessary documents like the caste certificate etc. that have to be attached the application.  This will be accomplished in coming few days after with the applications will be filed in the concerned department. 

The current Additional Collector of Siddhpur Shri. Jaswantbhai is positive and compassionate gentleman. He has agreed to extend his complete support to the matter. We are hoping these families will soon receive residential plots..

સિદ્ધપુર શહેરનો વિકાસ થતો ગયો એમ એમ વિચરતી અને વિમુક્ત જાતિઓ જેઓ વર્ષોથી આ ગામોમાં જ કોઈને નડે નહિ એવી જગ્યા પર ખસેડતી ગઈ. મૂળ રૂમાલ મુકીને જગ્યા રોકવાની એમની ટેવ નહિ અને પોતાના અધિકાર માટે સરકારમાં રજૂઆત કરવાની પણ સમજણ નહિ એના પરિણામે વર્ષોથી આ ગામમાં રહેતાં હોવા છતાં કાયમી રહેણાંક અર્થે જગ્યા મળે એ માટે કોશિશ પણ કરેલી નહિ. પણ શહેરોનો પણ વધુને વધુ વિકાસ થઇ રહ્યો છે એમાં આ પરિવારો જે સરકારી જગ્યા પર માટીના ઘરો કે છાપરાં કરીને રહેતાં એ ખાલી કરવાં દબાણ આવવા માંડ્યું અને આ પરિવારો ચિંતામાં મુકાયા.

vssm વિચરતી જાતિ સાથે કામ કરે એવી આ પરિવારોને જાણ પણ અત્યાર સુધી જગ્યા ખાલી કરવાની વાત આવી નહોતી એટલે એમણે ક્યારેય આપણો સંપર્ક કર્યો નહોતો પણ હવે ચિંતા થઇ. જગ્યા ખાલી કરવાશે તો ક્યાં જઈને રહીશું એ ચિંતા એમને સતાવવા માંડી. સિદ્ધપુર તળાવની પાળ પર રહેતાં પરિવારોને તો જગ્યા ખાલી કરવાણી નોટીસ પણ મળી ગઈ. વસ્તુ સ્થિતિ સમજી આ પરિવારોએ vssmને મદદ માટે વાત કરી.

આપણે સૌ પ્રથમ ૧૫ નટ,૧૦ બજાણિયા, ૧૦ વાંસફોડા, ૧૪ દેવીપૂજક, વણઝારા અને રાવળ એમ કુલ ૪૯ પરિવારોની પ્લોટની માંગણી માટેની દરખાસ્ત તૈયાર કરી હા એમાં જાતિ પ્રમાણપત્ર અને અન્ય કેટલીક વિગતોની પૂર્તતા કરવાની છે પણ એ ઝડપથી કરીને એકાદ અઠવાડિયામાં પ્લોટની દરખાસ્ત સરકારમાં જમા કરાવવાનું આયોજન છે.

હાલમાં સિદ્ધપુર પ્રાંત કલેકટર શ્રી જસવંતભાઈ ખુબ હકારાત્મક અને પ્રેમાળ છે એ પણ આ કામમાં પૂરો સહયોગ કરશે. આ પરિવારોને ઝડપથી પ્લોટ મળશે એવી અમને આશા છે.

A small settlement consisting of 19 families belonging to the nomadic communitiy of Bharthari-Nathbawa is situated almost 2 kms away from the village of Dabhla in Mehsana’s Vijapur block. While some of these families possessed the ration cards and  voter ID cards other did not have any document of identity proof. VSSM helped the adult members of these families  obtain the voter ID cards. The 7 families who did not have ration cards were also helped in procuring them, their applications were alloted APL ration cards.  

Inspite of the distance from the village, this settling in its periphery is fiercely opposed by the panchyat. The settlement has no infrastructure facilities like power and water, a thorny fence around the settlement  to protect it  from the intrusion of  wild nocturnal animals was also opposed by the Panchayat members. They were threatened to remove it. VSSM has been making efforts to ensure these families get  residential plots for building their own houses. But the attitude of the Panchayat and the villagers is hindering the efforts. As always it is difficult to comprehend such attitude of the villagers!!!

And as alway we shall keep faith in the Panchayat, villagers, authorities and government, we are sure the mindsets will change and they will embrace these Nathbawa families. VSSM’s Tohid  has already began the process of applying for the caste certificates for these families because once they receive the plots these certificates will be required to avail the Government’s aid for building houses.

મહેસાણાના વિજાપુરતાલુકાના ડાભલાગામમાં ભરથરી – નાથબાવા સમુદાયના ૧૯ પરિવારો ગામથી ૨ કી.મી દુર રહે. અહિયાં રહેતાં કેટલાક પરિવારો પાસે મતદારકાર્ડ અને રેશનકાર્ડ હતા જયારે કેટલાક પાસે નહોતા. vssmની મદદથી તમામ પુખ્તવયના લોકોના મતદારકાર્ડ નીકળી ગયા. જયારે ૭ પરિવારો પાસે રેશનકાર્ડ નહોતા એમને રેશનકાર્ડ મળે એ માટે અરજી કરી અને એમને પણ APL રેશનકાર્ડ ફાળવાયા.

આ પરિવારોના કાયમી વસવાટ સામે આખા ગામનો વિરોધ. વીજળી અને પાણીની પણ સુવિધા નહિ. વસાહતની ફરતે એમણે કંટાળી વાડ પોતાનાં વસવાટના રક્ષણ માટે કરવાનું શરુ કર્યું કે, પંચાયતે આવીને વાડ નહિ કરવાની એક અર્થમાં ધમકી આપી. આ પરિવારોને કાયમી રહેણાંક અર્થે પ્લોટ મળે એ માટે vssm કોશીશ કરે છે. કામ મુશ્કેલ છે કેમ કે, કોઈ સહયોગ કરતુ નથી અને આ પરિવારોને ગામમાં કોઈ ઇચ્છતું પણ નથી. એક રીતે ગામથી ઘણો દુર વસવાટ છે છતાં આવો વિરોધ? સમજાતું નથી.

ખેર અમે ગામના લોકો, પંચાયત અને સરકાર સૌમાં શ્રદ્ધા ધરાવીએ છીએ. એટલે જ એમની રહેણાંક અર્થે પ્લોટની અરજી અને એ માટે મેળવવાના થતાં જાતી પ્રમાણપત્રની અરજી તૈયાર કરવાનું vssmના કાર્યકર અને આ બધાના પ્રિય એવા તોહીદે કર્યું. બસ આ પરિવારોને પ્લોટ અને પોતાનું સરસ ઘર ઝડપથી મળે એવી આશા...

Since many years now 13 Meer families spend a large for of the year in the outskirts of Samarwada village of Dhanera block  in Banaskantha. The main occupation of these families  is rearing small cattle like the sheep-goats and selling their wool. As it happens everywhere  with the nomads in Samarwada too the villagers opposed the settling of these families in their village. The voter ID cards that VSSM had facilitated for these families had also been scrapped without their  knowledge. We brought this to the notice of the district collector who helped in re-issuance of the Voter ID cards and allotment of fresh ration cards.  Also VSSM had been trying to get residential plots issued for these families. In  the midst of al this the panchayat kept them pressurising them to leave the village, but where would they go or rather should they go??

Now the issue with the Meer community is that inspite of leading a nomadic lifestyle this community does not find its name in the state’s official list of nomadic and de-notified communities. So,  inspite of being nomads they cannot avail the benefits of any of the government welfare schemes designed for the nomadic communities. The government has a right to allocate any government wasteland to the nomads but cannot do that to Meer, secondly the families falling under the BPL list are also allocated plots by the government but since the BPL lists are formed in the Gram Sabhas and not residing  in the village means lot of the nomads stay out of the proceedings of the Gram Sabha. Most of the time they are unaware on the schedule of such an important meeting. The Meer of Samarwada face resistance from the  village hence even after being eligible for a place in the BPL list they remain excluded. Under such circumstances how will they avail residential plots!!

Its been more than a year since we made an official request for the inclusion of Meer community in the official list of Nomadic and de-notified communities, but the matter has not been getting the attention it needs. Whereas the harassment these families face is increasing with every single day. 

VSSM’s team members Naran, Mahesh and Ishwarbhai decided to make individual applications for the inclusion of each of these families’  name in the BPL list. On 2nd March 2016  11 applications were prepared and it has been decided to present it directly to the district authorities. We are hopeful that the officials will have an empathetic approach to the entire issue and include the names of these families in the BPL list.

મીર પરિવારોની BPL યાદીમાં નામ દાખલ થાય એ માટેની દરખાસ્ત vssm દ્વારા તૈયાર કરવામાં આવી

બનાસકાંઠાના ધાનેરા તાલુકાના સમરવાડા ગામમાં ૧૩ મીર પરિવારો વર્ષોથી વર્ષનો ઘણો ખરો ભાગ ગામમાં જ રહે છે. આ પરિવારો ઘેટાં-બકરાં પાળી એનું ઊન વેચવાનું કામ કરે છે. સામરવાડાગામમાં વર્ષોથી રહેતાં હોવા છતાં આ પરિવારોના વસવાટ સામે ગામનો વિરોધ. vssm દ્વારા આ પરિવારોને કઢાવી આપેલા મતદારકાર્ડ પણ આ પરિવારોની જાણ બહાર રદ થઇ ગયેલાં. કલેકટર શ્રીનું ધ્યાન દોરતા આ પરિવારોને ફરી કાર્ડ આપવામાં આવ્યાં અને ત્યારબાદ રેશનકાર્ડ પણ મળ્યાં. હવે જરૂરિયાત હતી રહેણાંક અર્થે કાયમી જગ્યાની. પંચાયત વારે ઘડીએ ગામ ખાલી કરી જતા રહેવા દબાણ કરે અને આ પરિવારો હવે ક્યાં જઈને રહીશું એવી દુવિધામાં મુકાય. 

રાજ્ય સરકારે વિચરતી અને વિમુક્ત જાતિઓને સરકારી પડતર જમીન પર પ્લોટ ફાળવવાની જોગવાઈ કરી છે. પણ મીર સમુદાય વીચરતું જીવન જીવતો હોવા છતાં એમનો સમાવેશ વિચરતી જાતિમાં કર્યો નથી એટલે એમને વિચરતી જાતિના ઠરાવ પ્રમાણે પ્લોટ મળી શકે નહિ. આ સિવાય BPL યાદીમાં હોય એવાં પરિવારોને સરકાર દ્વારા સામે ચાલીને રહેણાંક અર્થે પ્લોટ ફળવાયા પણ BPL યાદી ગ્રામસભા નક્કી કરે સામરવાડા ગામને તો મીરનો વસવાટ ગામમાં જોઈતો નથી એટલે BPL યાદીમાં નામ માટેના ખરા હકદાર હોવા છતાં એમના નામ યાદીમાં નથી. આવામાં એમને પ્લોટ કેવી રીતે મળે?

મીરનો સમાવેશ વિચરતી જાતિમાં થાય એ માટે રજૂઆત કરી છે પણ સરકારીતંત્ર ધીમીગતિએ ચાલી રહ્યું છે. એક વર્ષ થવા છતાં આ દિશામાં કોઈ જ ખુલાસો કે સુધારો થયો નથી. જયારે આ પરિવારોની હેરાનગતી વધી રહી છે. vssmના કાર્યકર નારણ, મહેશ અને ઈશ્વરભાઈ દ્વારા આ પરિવારોની BPL યાદી માટેની દરખાસ્ત ગ્રામસભાની મંજૂરી વગર કરવાનું નક્કી થયું અને તા.૨ માર્ચ ૨૦૧૬ના રોજ ૧૧ પરિવારોની BPL યાદી માટેની દરખાસ્ત કરવાનું કર્યું. 

દરખાસ્ત સીધી જ જીલ્લામાં દાખલ કરવાનું અમે નક્કી કર્યું છે અમને આશા છે અધિકારીગણ આ વિગતો સમજશે અને આ પરિવારોના નામ BPL યાદીમાં દાખલ થાય એમ કરશે.

14 Marwadi Devipujak families have been staying on a privately owned plot near a railway crossing in Vijapur, Mehsana.  The families who are extremely poor manage to earn whatever little possible by selling seasonal goods. It is difficult to sustain themselves under the extreme poverty in which these families survive. The families  do have Voter ID cards and APL ration cards however, it was felt that BPL ration cards would help these families survive better atleast the amount of entitled food grains would feed the hungry children in teh family.

VSSM has been working with these families for a while, on our team member Tohids’s recommendation,  two of these families have also been allotted interest free loans by us. Tohid was of the opinion that all of these 14 families should have BPL ration cards and hence had initiated the application process for the same. Our efforts have been well received by the officer in charge the Vijapur Mamlatdar Shri. Dalpatbhai Tank. He is well aware of the efforts VSSM puts in for the welfare of the nomadic communities and hence he cooperates where ever and whenever he gets an opportunity to do so. He immediately issued orders to issue BPL ration cards to these families. The 14 families are delighted to receive the BPL cards, acquiring which, is  otherwise  a long lost desire for the poor families. We are grateful to Shri. Dalpatbhai Tank for his initiative in the matter and compassion he shows towards the nomadic families,

મહેસાણાના વિજાપુરમાં રેલ્વે ફાટક પાસે કોઈની ખાનગી માલિકી જગ્યામાં ૧૪ મારવાડી વાઘરી – બાવરી પરિવારો રહે. આ પરિવારોણી આર્થિક સ્થિતિ ખરાબ આમ તો સીઝનલ ધંધો કરે પણ રોજ કમાય અને ખાય એવી જિંદગી. મતદારકાર્ડ અને APL રેશનકાર્ડ એમની પાસે ખરા પણ દરિદ્રતા ખુબ એટલે આ પરિવારોને BPL રેશનકાર્ડ મળે એ જરૂરી હતું. થોડું અનાજ મળે તો પણ એમને ઘણો ટેકો થઇ જાય.

vssm આ પરિવારો સાથે કામ કરે. પોતાનો વ્યવસાય સરસ કરી શકે એ માટે vssmના કાર્યકર તોહીદ દ્વારા બે પરિવારોને તો વગર વ્યાજની લોન પણ આપવામાં આવી. હવે એમને BPL રેશનકાર્ડ મળે એ માટેની કામગીરી તોહીદ દ્વારા હાથ ધરાઈ. જો કે વિજાપુર મામલતદાર ખુબ જ સંવેદનશીલ અધિકારી. અને vssmની કામ કરવાની પદ્ધિતી પણ સારી રીતે જાણે. એટલે એમણે આ પરિવારોને BPL કાર્ડ આપવાનો આદેશ કર્યો. ૧૪ પરિવારો કાર્ડ મળતા ખુબ રાજી થયા. દરેક ગરીબ પરિવાર માટે BPL કાર્ડ મળવું એ સ્વપ્ન જેવું છે પણ મામલતદાર શ્રી દલપત ટાંક જેવા અધિકારીના કારણે એ શક્ય બનતું હોય છે. આવા અધિકારીની સંવેદનાને સલામ.

The Bharthari families, about 19 of them have been staying on the village wasteland some 1 km away from the actual Dabhla  village for many years now. Their living on this land has not gone well with the villagers. Since they have been here for years the families, some 7 of them could manage to get  ration cards issued and some individuals also have voter ID cards. The families badly wanted  some better infrastructure facilities like power, water, residential plots to build a proper home but did not know where and how to put forward their demands ….Who would stand up and support them  avail some basic infrastructure facilities, was the question troubling them!!??


The families knew  the activities VSSM did and Tohid our team member from Mehsana also knew the families. The leaders amongst these families requested Tohid to come visit their settlement and help  address their issues. Tohid visited the settlement and filled up forms for  Voter ID cards of 5 individuals who were present there and did not have their Voter ID cards, they also needed to divide their ration cards as many families had split but that required proofs from the village revenue officer., “if the villagers become aware of this developments they will not allow us to stay in the village, they aren’t happy with our living here!!” said the worried Bharthari families…Tohid asked them to come to Vijapur where he filed applications for removal of names from the original  ration cards and issuance of new ration cards, basically the applications were for the division of ration cards. He made sure the applications were attached with a note that described the facts so that the families do not face any trouble..

The Bharthari are  hard working folks, most of them are daily wage earners working at Chatral GIDC. They are absolutely yearning to have the basic facilities in their settlement along with the proofs of their existence. When the villagers became aware of the applications they  came to the settlement and threatened to burn it down. This time the families have not budged, with is commendable considering the fact that the Bharthari are otherwise a very timid community. “Burn and bring down everything down we fear nothing, we want basic facilities in our settlement and nothing can deter us for demanding them,, if need be we are prepared to present our case to before senior authorities!!” was the unanimous reply from the community.

The irony of the Bharthari is that inspite of leaving a wandering life they do not feature in the government’s list of nomadic communities hence it becomes difficult for them to avail the benefits intended  for nomads. Once the Bharthari families of Dabhla receive the ration cards we plan to apply for their ration cards but are apprehensive about the outcome of the applications. We have written to the Department of Social Justice and Empowerment for the inclusion of  Bharthari  community in the official list of nomadic communities but all these numerous  appeals haven’t found any success, it makes us wonder if at all in this lifetime these families will be able to live in a house of their own…..

મહેસાણાના વિજાપુર તાલુકાના ડાભલાગામમાં ભરથરી સમુદાયના ૧૯ પરિવારો વર્ષોથી ગામની પડતર જગ્યા પર ગામથી ૧ કી.મી.ના અંતરે રહે. ગામમાં એમનો વસવાટ કોઈને ગમે નહિ. પણ વર્ષોથી ગામમાં રહેતાં હોવાના કારણે ૧૯ પરિવારો વચ્ચે ૭ રેશનકાર્ડ બનેલાં. કેટલાંક પાસે મતદારકાર્ડ ખરા અને કેટલાક પાસે એ પણ નહિ..

ભરથરી સમુદાય પોતાની વસાહતમાં લાઈટ, પાણીની વ્યવસ્થા થાય, રહેણાંક અર્થે પ્લોટ ફાળવાય એ માટે વિચારે પણ રજૂઆત કયા કરવી એ ખબર નહિ. ગામમાં તો ટલાટીથી લઈને અન્ય વગદારોને પણ એમનો વસવાટ ગમે નહિ. આમ એમના પ્રાથમિક પ્રશ્નોમાં મદદરૂપ કોણ થાય એ સૌથી મોટો સવાલ થાય.

મહેસાણા જીલ્લામાં વિચરતા પરિવારો સાથે કામ કરતા કાર્યકર તોહીદને સૌ ઓળખે. ડાભલાના ભરથરી પરિવારોએ પણ તોહીદ અને vssm વિશે સાંભળ્યું અને તોહીદને વસાહતમાં આવવા આગ્રહ કર્યો. તોહીદે આ પરિવારોમાંના મતદારકાર્ડ વિહોણા હાજર હોય એવા ૫ વ્યક્તિના મતદારકાર્ડ માટે ફોર્મ ભર્યા. રેશનકાર્ડ વિભાજન માટે તલાટીનો દાખલો જોઈએ પણ ભરથરી પરિવારોએ કહ્યું, ‘જો ગામના લોકોને ખબર પડશે તો અમને રહેવા નહિ દે એ લોકો અમારા માથે રાજી નથી.’ તોહીદે એમને વિજાપુર બોલાવ્યા અને ત્યાં બે રેશનકાર્ડમાંથી પાંચ પરિવારના નામ કમી કરાવી તેમને અલગ રેશનકાર્ડ મળે એ માટેની અરજી કરી. સાથે સાથે સાચી હકીકિત દર્શાવતી એક અરજી પણ લખી જેથી રેશનકાર્ડમાં ક્યાંક તકલીફ ના ઉભી થાય.

ભરથરી પરિવારો મહેનતુ છે. બધા જ લોકો છત્રાલ GIDCમાં છૂટક મજૂરી કરે છે. આ પરિવારો રેશનકાર્ડ, મતદારકાર્ડ, પ્લોટ અને ઘર માટે તરસી રહ્યાં છે પણ એમની આ લાગણી કોઈ સમજતું નથી.. ગામમાં vssmના કામની કેટલાકને ખબર પડી તો તેઓ વસાહતમાં આવીને બધું સળગાવી દઈશું એવી ધમકી આપી ગયા.. જોકે સ્વભાવે ગભરુ એવા ભરથરી પરિવારોએ આ વખતે ગામલોકોને ‘સળગાવવું હોય તો સળગાવી દો પણ હવે અમને પ્રાથમિક સુવિધા તો મળવી જ જોઈએ અને એ નહિ મળે તો અમે બહાર જઈને પણ રજૂઆત કરીશું’ એમ સ્પસ્ટ કહી દીધું.

ભરથરી પરિવારોની સંખ્યા ગુજરાતમાં ઘણી છે અને એમનું જીવન પણ વિચરતું જ છે છતાં સરકાર દ્વારા એમને વિચરતી જાતિની યાદીમાં દાખલ કર્યા નથી એટલે એમને વિચરતી જાતિને મળતા મર્યાદિત લાભો મેળવવામાં તકલીફ પડે છે.. ડાભલાના ભરથરી પરિવારોને રેશનકાર્ડ મળી જાય પછી પ્લોટ માટેની દરખાસ્ત કરીશું. પણ વિચરતી જાતિની યાદીમાં નહોવાના કારણે પ્લોટ માટેની દરખાસ્તનું શુ થશે એ પ્રશ્ન છે.. સામાજિક ન્યાય અને આધીકારીતા વિભાગમાં આ જાતિને વિચરતી જાતિમાં દાખલ કરવા કેટલું લખ્યું પણ કશું થતું નથી... ક્યારેક પ્રશ્ન થાય છે આ પરિવારોને એમની હયાતીમાં પોતાનું ઘર મળશે? કે પછી....

“We are receiving the benefits of such a scheme by the government for the first time, had it not been the efforts of VSSM and Tohidbhai (VSSM team member) this would have been impossible!!” says the family members of 5 Dafer families who recently received a bicycle and hand cart under the Manav Garima Scheme by the Department of Social Welfare.


The Manav Garima Yojna helps extremely needy individuals to receive benefits to by took kits and aids that help them increase their earnings or facilitate in their small trades. The amount is very small yet the family applying for the loan needs to have its name in the village BPL list. But when it comes to the nomadic communities most of them do not have their names in these lists because the lists and any modifications therein are made during Gram Sabha since the nomads aren’t part of any village they also aren’t the part of any Gram Sabha as a result generally these families are left from receiving any such benefits. VSSM had requested the retired Chief Secretary of Department of Social Justice and Empowerment Shri R. M. Patel to consider the conditions of the nomadic communities and make necessary amendments in the criteria of this scheme. As a result of this request the criteria of ‘income limit’ was removed for the nomadic communities, meaning the nomads to not need to have their names in BPL list to receive the benefits of Manav Garima Yojna.  As a result the nomadic families began receiving the benefits under this scheme.

The Dafer families of Bijapur who have received hand carts plan to sell vegetables through the cart and those who have received aid for bicycle are proposing to sell grass for cattle through the cycles. Hope these economic activities will help these families improve their living standards.

 When it comes to reaching to the extremely marginalised sections of our society we need more such progressive changes in the government  policies and regulations.

‘પહેલીવાર અમને સરકાર દ્વારા આ પ્રકારે કોઈ સહાય મળી છે vssm અને તોહીદ(vssmના કાર્યકર) હોય અને અમને આ સહાય મળે.. બાકી અમને આ બધું મળે?’ આ શબ્દો છે વિજાપુરના પાંચ ડફેર પરિવારોના કે જેમને પહેલીવાર સમાજ કલ્યાણ વિભાગની માનવ ગરિમા યોજના અંતર્ગત સાયકલ અને હાથલારી મળી છે.

સરકાર દ્વારા માનવ ગરિમા યોજના અંતર્ગત ગરીબ પરિવારો કે જેઓ પોતાની રીતે નાના નાના વ્યવસાયો કરીને નભે છે એમને સાધનિક સહાય આપવામાં છે.. આમ તો ખુબ નાની રકમની સાધનિક સહાય માટે પણ પરિવારનું નામ BPL યાદીમાં હોવું ફરજીયાત હતું પણ ‘સામાજિક ન્યાય અને અધિકારીતા વિભાગ’ના નિવૃત અગ્રસચિવ શ્રી આર.એમ.પટેલ સમક્ષ વિચરતી જાતિના પરિપેક્ષમાં BPL યાદીનો માપદંડ કાઢી નાખવા વિનંતી કરી. મૂળ તો વિચરતી જાતિ કોઈ ગામની હિસ્સો જ નથી આવામાં એમનાં નામ BPL યાદીમાં હોવાનું ખાસ સંભવ બનતું નથી. કારણ BPL યાદી નક્કી કરવાનું કામ ગ્રામસભા કરે છે અને વિચરતી જાતિ ગામનો હિસ્સો ના હોવાના કારણે BPL યાદીમાં એમનાં નામ આવવાનું ખાસ થતું નથી. જયારે આ જાતિના નાના નાના વ્યવસાય કરવાવાળા મહત્તમ માણસોને BPL યાદીના માપદંડના કારણે આ યોજનાની મદદ મળતી નથી. જો માપદંડ કાઢી નાખવામાં આવે તો માનવ ગરિમા યોજનાની મદદ તેમને મળી શકે. vssmની આ રજૂઆતને ધ્યાને લઈને વિભાગ દ્વારા વિચરતી જાતિના કિસ્સામાં આવક મર્યાદા કાઢી નાખવામાં આવી. એટલે કે એમને BPL યાદીમાં હોવાના દાખલાની જરૂર નથી. vssm દ્વારા થયેલા આ ફેરફારના કારણે દર વર્ષે ઘણા પરિવારોને માનવગરિમા યોજનાની મદદથી સાધનિક સહાય મળવાનું શરુ થયું છે હા હજુ મદદનું પ્રમાણ જોઈએ એટલું નથી પણ શરૂઆત થઇ છે એ અગત્યનું છે.

વિજાપુરમાં જેમને હાથલારી મળી છે એ લોકો લારી પર શાકભાજી વેચવાનું આયોજન કરવાના છે જયારે જેમને સાયકલ મળી છે એ લોકો સાયકલ પર પશુઓ માટે ઘાસ વેચવાનું કામ કરશે.

આશા રાખીએ આ પરિવારો એમણે નક્કી કરેલાં નવા વ્યવસાયમાં સફળ થાય અને સરકાર પણ આવા વંચિત પરિવારોની સ્થિતિને ધ્યાને લઈને નિયમો થોડા હળવા કરે અને નવા આયોજનો કરે..

The Meer families in Banskantha’s Lakhani earn their living by selling lace and borders, sheep rearing selling their wool and sometimes manual labour. Their work  requires them to wander through the neighbouring areas of Lakhani. The Meer as a community leads a nomadic lifestyle but they are not listed in the official list of the nomadic communities, hence they are forbidden from receiving any welfare benefits that other nomadic and de-notified communities are entitled to.

The Lakhani Panchayat and villagers are all in favour of allotting residential plots to these families but because their community is not on the list of nomadic communities they cannot obtain plots like the nomads do!! Also the names of these families weren’t on the BPL list. VSSM has began the efforts to include the names of these families in the village BPL list along with it we have also applied for their ration cards.

Since past many years VSSM has been advocating for inclusion of the Meer community in the official list of nomadic communities. Looking at the way things are progressing it is going to take a while before that happens….

બનાસકાંઠાના લાખણીમાં મીર પરિવારો રહે. લેસ પટ્ટી વેચવાનો અને ઘેટાં, બકરાં ઉછેરવાનો આ પરીવારો વ્યવસાય કરે અને એ માટે લાખણી અને એની આસપાસના વિસ્તારમાં વિચરણ કર્યા કરે. ઘેટાં, બકરાંના ઊન ઉતારી વેચવાનું અને છૂટક મજૂરી મળે તો એ પણ કરે.

આ પરિવારોને લાખણીમાં રહેણાંક અર્થે પ્લોટ આપવા આખું ગામ રાજી પણ મીર પરિવારોના નામ ગામની BPL યાદીમાં ના હોવાનાં કારણે એમણે ગામતળમાં પ્લોટ મળવા શક્ય નથી અને વિચરતી જાતિ જેવું જ વિચરણવાળું જીવન હોવા છતાં એમને વિચરતી જાતિની યાદીમાં સમાવવામાં આવ્યાં નથી આથી વિચરતી જાતિના લોકોને રહેણાંક અર્થે પ્લોટ ફાળવવાનો જે ઠરાવ છે એ ઠરાવ પ્રમાણે પણ એમને પ્લોટ મળી શકતા નથી.

ખેર મીરનો સમાવેશ વિચરતી જાતિમાં થાય એ માટે vssm પ્રયત્નશીલ છે. પણ સરકારી કામની ગતિ એટલી ધીમી છે કે આ બધું ક્યારે થશે એ પ્રશ્ન છે.

vssm હાલમાં આ પરિવારોને રેશનકાર્ડ મળે એ માટે કોશિશ કરે છે. સાથે સાથે BPL યાદીમાં આ પરિવારોના નામ આવે એની પણ કોશિશ કરે છે.

The distinct style of dressing-up and conduct sets them apart, we see them and can make out they are nomads..but if these communities have to secure any government benefits or their entitlements they are handed an exhaustive list of documents to be presented. .As the nomads term it “they (authorities) need papers and letters (documents)  to hand them entitlements…All these documents aren’t obtained easily and for the nomads its an absolutely impossible task. ..To obtains citizenry document they need another endless list of documents and proofs. .. say for example the caste certificate, now to acquire a caste certificate one document that the nomads find most difficult to submit is the school living certificate of the applicant’s father!! The certainly would be some reason behind such a requirement but in case of the nomads there are 19 nomadic communities whose first generation is now receiving education, so how does one procure a father’s school leaving certificate when he himself hasn’t walked inside the school gates!!

Of course the course of procedures and requirements become considerate towards the special needs of the nomads wherever we have had sensitive and compassionate officials else it continues to be nerve wrecking . In the nomadic settlements that have been  built the Government officials have gone out of their way to be helpful to the processes. VSSM has initiated the process of filling up applications forms for obtaining caste certificates for the nomadic families. We have pledged it there is a need, we will  make  thousands of applications to the government  and influence a policy level change in the requirement of documents for those families whose earlier generations have never been to school and cannot obtain their fathers’ school living certificate.

We are hopeful with the strong grassroots team to support we shall succeed in this case on acquiring caste certificated for the nomadic families….

આમ તો વિચરતી જાતીના કિસ્સામાં તેમના પહેરવેશ અને તેમનાં રહેણાંકની વ્યવસ્થા જોતા જ તેઓ વિચરતી જાતિના છે તેનો ખ્યાલ આવે પણ સરકારી મદદ મેળવવા આ બધી વિગતોના વિચરતી જાતિની ભાષામાં કહીએ તો કાગળ – પતર જોઈએ. વળી આ કાગળ પતર મળવા એમના માટે એટલા સહેલા નથી. દા.ત.જાતિ પ્રમાણપત્ર મેળવવા સરકારના ઠરાવ પ્રમાણે જે વ્યક્તિને પ્રમાણપત્ર જોઈએ તેને તેના પિતાનું શાળા છોડ્યાનું પ્રમાણપત્ર અરજી સાથે જોડવું પડે. સરકારે આ નિયમ વિચારીને જ બનાવ્યો હશે. પણ વિચરતી વિમુક્ત જાતિના કિસ્સામાં લગભગ ૧૯ જાતિઓ એવી છે જેની પહેલી પેઢી આજે ભણી રહી છે. આ કિસ્સામાં પિતાનું શાળા છોડ્યાનું પ્રમાણપત્ર મળવું સંભવ નથી. આમ તેમને જાતી પ્રમાણપત્ર મળવું મુશ્કેલ બની જાય છે. 

જો કે સરકાર દ્વારા જ્યાં વિચરતી જાતિની વસાહતો બની છે ત્યાં આ નિયમથી ઉપરવટ જઈને પણ મદદ મળી છે. પણ આ બધું સંવેદનશીલ અધિકારી હોય ત્યાં સંભવ બને પણ જ્યાં અધિકારી સરકારી ચોપડામાં વાંચીને જ કામ કરતો હોય ત્યાં આ પરિવારોના કામ થવા મુશ્કેલ બની જાય છે. vssm દ્વારા આ સમુદાયના લોકોને જાતિ પ્રમાણપત્ર મળે તે માટેના અરજીપત્રક ભરવાનું શરુ કર્યું છે. જ્યાં પુરાવા મળશે ત્યાં પ્રશ્ન નથી પણ જેમની પહેલી પેઢી શાળામાં જાય છે તેમના પિતાના શાળા છોડ્યાના પ્રમાણપત્ર મેળવ્યા વગર તેમને જાતિ પ્રમાણપત્ર મળે તે કરવાનો નિર્ધાર અમે કર્યો છે. સરકારને વિચરતી – વિમુક્ત જાતિઓની પરિસ્થિતિને અનુરૂપ પોલીસી બદલાવ આવે તે માટે હજારો અરજીઓ કરવાનો પણ સંકલ્પ છે.

આશા છે અમે સફળ થઈશું. vssmની મજબુત ટીમના કારણે અમે આ કરી શકીશું શક્ય હશે તો વિચરતી – વિમુક્ત જાતિને પ્રમાણપત્ર આપવાના નિયમો હળવા પણ થશે તેવી આશા છે.

અમદાવાદમાં vssmના કાર્યકર મધુબહેન બજાણિયા અને ઇલાબહેન બજાણીયા સાથે MSWનો અભ્યાસ કરતી વિદ્યાર્થીનીઓની મદદથી જાતિ પ્રમાણપત્રના ફોર્મ ભરાઈ રહેલાં ફોટોમાં જોઈ શકાય છે અત્યાર સુધી ૧૫૯ ફોર્મ ભર્યા છે આગામી દિવસોમાં આ સંખ્યા મહત્તમ થાય તે માટે અમે કોશીશ કરીશું.

Since last one year the VSSM team had been striving to obtain ration cards for 13 Saraniya and Devipujak families of Chotila. The authorities, citing some or the other reasons kept finding faults and delaying the matter. The issue was presented before the Chief Minister of Gujarat, on whose instructions the authorities  immediately issued the APL rations cards to these families.

VSSM’s Harshad worked tirelessly on the issue, allotment of the ration cards not only cheered the families but brought immense joy and relief to Harshad as well.

સુરેન્દ્રનગરના ચોટીલામાં રહેતાં ૧૩ સરાણીયા અને દેવીપૂજક પરિવારોને રેશનકાર્ડ મળે એ માટે ૧ વર્ષથી અરજી કરી હતી પણ એકયા બીજા કારણોસર રેશનકાર્ડ આપવામાં સ્થાનિક કચેરી દ્વારા આનાકાની થઇ રહી હતી. મુખ્યમંત્રી શ્રી સમક્ષ આ બાબતે રજૂઆત કરવામાં આવતા તેમનાં તરફથી સુચના આપવામાં આવતાં તત્કાલ આ પરિવારોને APL રેશનકાર્ડ ફળવાયા.

vssmના કાર્યકર હર્ષદે આ પરિવારોને રેશનકાર્ડ ફાળવાય એ માટે ખુબ મહેનત કરી જેનું પરિણામ મળતા પરિવારોની સાથે સાથે એની ખુશી પણ ચારગણી થઇ ગઈ.
