So what if you want to study!!!

Since last few years VSSM has been doing an uphill task of motivating, sensitising, mobilising, acclimatising the parents and children from the various Nomadic and De-notified communities to begin the process of  education by bringing the children to school or bringing the school to the children. Than came the RTE Act, a powerful tool that would ensure that all the children of school going age will be in school. However, the gaps in the implementation of this Act is still keeping large number of children  out of school in various pockets of our state as well as country.

The Dhaniyawada settlement of Nath Vadee families is experiencing similar situation. It is a fairly new settlement near Dhaniyawada village of Banaskanth's  Dantiwada block. The settlement now has brand new homes of one of the most marginalised of nomadic communities,  the Vadees.  The settlement has 61 children of school going age. VSSM has a Bridge School functioning in the settlement  but the mainstream government school is 3 kms away. Children do walk that distance but there are very young children who can not always walk the distance.  The RTE does entitle these kids transportation facility to commute to the school. Infact the RTE has provisions for a school if the village or hamlet has atleast 30 children of school going age!!!

VSSM  and the community have  been collectively writing to the District Collector, the District Development officer  as well as the District Education officer in this regard. Since more than a year the community has been requesting transport facility. The School Management committee is willing to do the needful but the Sarpanch and some other leaders of the village are opposing the decision.

VSSM has worked tirelessly with  these families to create an environment of learning. The parents now want their children to study. The children also stay back with few elders in the settlement while their parents migrate in search of livelihood. Believe us this is a very difficult transition that we have been able to achieve.

The mood of the parents has  began to take a setback with such attitude of authorities and village leaders.

Hope we are able to find a solution to this situation soon...........

Where there is a will there is a way.......

Shri. Shivraj Gilva's (  Mamlatdar, Deesa) visit to the settlements of Nomadic and De-notified communities on the Raksha Bandhan day has had the exact consequences we had anticipated. The visit helped him witness the daily struggle of survival these communities endure. At the end of his visit he had asked Ishwarbhai, VSSM Regional Coordinator,   to file applications for Antyoday ration cards on immediate basis. Ishwarbhai prepared and submitted applications for 46 families from the settlements of Deesa. On 26th August 2013,  just 4 days after the visit all the 46 families received their Antyoday Ration cards which entitles them to 35 kgs of free grains and kerosene every month.

The Ration Card Campaign:

VSSM has been relentlessly pursuing the issue of Ration Card allotment to the families of Nomadic and De-notified communities.  Even after some landmark decisions by senior bureaucrats thesituation hardly changes at the grassroots where the village and block level bureaucracy refuses to pay heed to new regulations. VSSM had brought this issue to the notice of the State Advisor Commissioner for Right to Food campaign. Thousands of families do not have anything to eat and yet the attitude of the local bureaucracy remains distressing. Most of the families are reeling under abject poverty stiil they do not qualify for the BPL (Below Poverty Line)  list and hence not the Antyoday Card!!  After numerous rounds and long wait some get the APL (Above Poverty Line) cards!!

On 23rd August 2013 the State Advisor Commissioner for Right to Food had a meeting with the Senior officials of Food and Civil Supplies Department. Somewhere around 5 in the evening the families of Kamod, Rethal, Jeeva, Viramgaum, Deesa.. … in all villages falling under 7 mamlatdar offices of 4 districts started  receiving calls from the local administrative office. At the office they were handed over their Ration Cards some got APL cards while some received Antyoday cards. These were the cards they had been waiting for last 3 months.

Another matter that requires attention is why the officials are shying away from issuing Antyoday Cards even when the Nomadic and De-notified families in a very obvious manner fall under the category of BPL category!! Families having Antyoday Ration Cards qualify for a monthly quota of certain amount of free food grains, which ensures the family a decent meal in case they do not get work for the day.
A classic example where in the government machinery dose not function unless pressure is not exercised!!!

(1)
The Mamlatdar of Banaskatha’sDeesa block Shri. ShivrajGilvatook the opportunity of spending his RakshaBandhan holiday in a different manner.  It is very normal that we prefer to stay away from out professional duties on a public holiday however, Shri. Gilva decided to spend the afternoon of his holiday visiting the settlements of Nomadic and De-notified communities. InfactIshwarbhai, VSSM Coordinator forBanaskatha had been inviting him to visit the settlements so as to get a better feel of the lives these communities lead and the imminent need of speeding up the bureaucratic processes pertaining to the applications made by these families.
Shri. Gilva visited a number of settlements. On seeing the living conditions he began started telling Ishwarbhai on the next steps to be taken,  the welfare schemes applicable for these  families, he asked to make applications for welfare schemes and he will ensure that they are processed quickly.
India would certainly be a better place if each of us lived up to the expectation, understood and performed our jobs with required sincerity and honesty.

‘I recently happen to read about the plight of the girls in Vadiya, I have called to inquire how I can be helpful?’ this was on a long distance call we received from Rohan from Gurgaon, Haryana. Rohan is a B. Tech student at Institute of Technology and Management in Gurgaon.
‘Would you be able to devout some time to the cause?’ we asked.
‘That would be difficult because of my studies, but I am keen on doing something for these girls.  For now I will share Rs. 500 from my pocket money every month, you may use it for the work you do in Vadiya.  I will increase the contribution once I start earning,’ replied Rohan promptly.
The involvement does not stop here.  On RakshaBandhan, Rohan sent a parcel containing Rakhis for the brothers of the Vadiya girls who are fighting to stop this established system of forced prostitution.
We have not yet met Rohan in person neither do we have his picture that could be shared. Nonetheless, salute to such compassionate and committed young man who puts others before self.

We all have just celebrated the festival of RakshBandhan. It si a festival that symbolizes the sister's love and prayers for her brother's well-being, and the brother's lifelong vow to protect her.
The girls at DoliyaHostel made this significance more relevant. This year they tied Rakhi  on the wrists of  to our community helpers who perform the duty of protecting us.  The girls tied Rakhi to the PSI and Staff of Sayla Police Station, Doctors and Staff at Government Hospital, 108 emergency service staff and the staff at near by Petrol Station. These are the people who need to be thanked for the jobs they do to ensure we remain safe and protected. The girls thanked them for the duties they do and services they provide.

ACQUIRING RATION CARD BECOMES A POSSIBILITY FOR THE NOMADIC AND DE-NOTIFIED COMMUNTIES

The absence of certain basic proofs like birth certificate, address proof, school-leaving certificates etc. prevents the NT and DNTs from acquiring Ration Cards, in fact not just Ration Card but any other important citizenry documents.  Procuring such legal documents in India is like crawling through a complex web of paperwork.
Since these communities stay in large makeshift settlements, the question of possessing permanent address proof, electricity bills; birth certificate or school leaving certificate (most of the children are first generation school goers) does not arise. Under such circumstances depriving them of a document that entitles to a gamut of government benefits that work towards pulling them out of the cycle of poverty and marginalization becomes felonious

When VSSM began working with NT and DNTs majority of the population from these communities had no legal documents. However, over the years acquisition of one document has led to another.  The first break through came with Voter’s ID cards. The path breaking changes in the guidelines and new resolutions by the Election Commission made the task of procuring Voters ID card relatively easy.

VSSM has been advocating with the Food and Civil Supply Department to make the process of getting Antyodya Ration Cards, NT-DNT friendly (in tune with process of Election Commission for NT-DNTs). Consequent to continuous lobbying, demanding that Voters ID Card be treated as one of the ID proofs to issue the Antyoday Ration Cards, the Joint Secretary of Food and Civil Supplies Department passed a resolution No. 132012/3097/K stating that if the applicant has Voters ID cards along with Caste Certificate, Antyoday Ration Card be issued to the family.  In this case inclusion of Caste Certificate was not necessary, firstly, because Ration Cards enable economically marginalized families to procure ration at minimal cost hence economically marginalized families are equally eligible to receive a Ration Card secondly, getting a caste certificate is as challenging as getting a Ration Card and most families from NT and DNTs do not have caste certificate.  Inclusion of ‘Caste Certificate’ has rendered the entire notification impractical.

VSSM strongly criticized the requirement of ‘caste certificate’ for processing the application of Ration Card, demanding a pull back of the earlier resolution. The authorities recognized the validity in our arguments. One of the major argument being when the families fail to present basic documents to get a Ration Card where are they going to have documents to acquire a Caste Certificate that required ‘school leaving certificate of patriarch of the family’.  While the irony being the current generation of these communities are first generation school goers!!!

Consequently, the authorities internalized our arguments, rectified the earlier resolution and passed a new one, which omitted the requirement of ‘caste certificate’ and authorized issuance of Ration Card on the basis on Voters ID Card.

Mittal Patel is awarded with Champaben Gondhia Award recognizing her work with Nomadic and De-notified Tribes.

Mittal Patel, for past three years is working with Nomadic tribes of Gujarat, which has now been emerged as forum named Vicharata Samudaay Samarthan Manch (VSSM). VSSM is an initiative promoted and hosted by JANPATH; a state level network of voluntary organizations in Gujarat. VSSM currently works in 10 districts of the state focusing on livelihood housing and education.
Nomadic and de-notified tribes, shortly called as NT-DNTs are still to become a part of village Gramsabha. They reside outside the village boundary. Government planning for welfare and development are in the context of village. Thus the basic services like road, shelter, electricity, water supply, school, hospital has still to reach to the settlements of the NT-DNTS residing 3-5 km away from the village.
With no permanent address, and membership in the Gramsabha, the community can’t obtain ration cards, voter’s registration, which again leaves them more vulnerable as they are unable to get benefit of welfare schemes.
Commencing a work with nomadic tribes was a big challenge, because neither government nor voluntary sector had any data, info about its status and issues.
Mittal Patel, a gold medalist in master of Journalism (Gujarati University) put aside her bright carrier in mainstream media and taken up this challenge. For Past three years she has been successful getting nomadic tribe’s issues to the attention government, and to some extent civil society. Organization like Gujarat Sarvoday Mandal have now actively involved with these issues. Community leaders are also now taking up responsibility of field survey, and local co-ordination with government officials.

VSSM’s efforts are showing results. In Banaskantha district, with consistent efforts of VSSM 84 needy families were allotted Antyodaya Cards and benefit of housing scheme. Matching grant of Rs.10,000/- was raised from civil society so that each family gets Rs.50,000/- for construction of the house. VSSM has started bridge schools in five settlements for non-school going children. The financial support for starting these schools was entirely raised from civil society.

VSSM conducted detailed survey in some of the settlements in rural Ahmedabad, Sabarkantha, Banaskantha, Surendranagar districts and submitted to state election officer’s (CEO) office with demand for Voters registration. More than 8000 people for the first time in the history got Voter’s Registration and I-card.
On the occasion of award ceremony held at Ahmedabad, on 10th January 2009, Mittal expressed, “It has been a great opportunity for me to work with nomadic tribes. With strong but low profile support from JANPATH along with complete freedom of working VSSM has attained an independent identity. However I am deeply concern about the fact that, working with nomadic tribes is huge task and need support from other organizations and networks. Absence of long-term financial support for this work is always creating feeling of un-certainty and it also hampers the field work. On this occasion I appeal to organizations of Gujarat to please take up the issues of nomadic and de-notified tribes in their work areas.

The population of NT-DNTs is considerably high and issues are complicated. Thus it requires large amount of Human as well as Financial resources. I am grateful to Young Men’s Gandhian Association for giving me this honour. Janpath and VSSM thank the trust also for amount of the award.
