Not only Nomads but VSSM too find it frustrating : how many times do we need to justify for our rights!!!

"Its a tiring task to explain to the authorities the  conditions in which the nomads survive…..”

One official speaking to another on a phone, “The families staying in Lohanagar locality of Rajkot are refusing to share any information.”

“Why?”

“Actually they have some long pending issues, they along with VSSM’s Kanubhai  had come to our office to present their issues and you had not heard them. Their application for Ration Cards has been pending since last one year and the matter is yet to be resolved… I am in the settlement, if you spare some time I can bring the VSSM  team member and two community leaders to the office??” (The official speaking on phone from the settlement was here to link  the Adhar card Number with the Voter ID Number but the community members refused to cooperate)

“Ok, come over.”

VSSM’s Kanubhai and Gopalbhai Devipujk from the settlement accompanied the official to his office.

“Why aren’t you giving the required information??” asked the officer as Kanubhai and Gopalbhai entered his office.

“What’s the use of sharing more information when our previous issues aren’t addressed?” replied the duo.

“Disconnect their water and power connection!!” instructed the chief officer to the other official, when he heard the reply.

“ Please do that today itself, disconnect the connections immediately and if you can spare some time go and visit the settlement for yourself , the visit will surely  enlighten you on how we live…..” replied Gopalbhai with a smile on his face..

“Sir, they have no water and power connections, these families live in shanties on land owned by railways….” replied the official who had visited teh settlement.

The reply left the lady officer flabbergasted. She was left speechless.

Kanubhai spoke to the main officer, “The nomads have never been allowed to settle in any village, they load their belonging and wander  village to village, never settling at one place. These nomadic families of Rajkot who have applied for Ration cards have been staying in Lohanagar for quite some time, they even have their Voter ID cards. These are extremely poor and deprived families, they need immediate help. If not the Government whom would they turn to in time of need?? We request you to visit their settlement once, to see for yourself to the conditions in which they survive.. you might not need to ask any further questions..”

The lady officer was clueless on how to respond, she just shook her head. Gopalbhai and Kanbhai agreed to help any official who visits the settlement and walked out of the office. What else to say to officials with such narrow mindsets.

We have presented teh case to the District Officer of Food and civil Supplies Department, let us see how it turns out ….


પોતાના અધિકારની વાત સમજાવતા ક્યારેક થાકી જવાય છે...

એક અધિકારીએ બીજા અધિકારીને ફોન પર કહ્યું, ‘લોહાનગર રાજકોટમાં રહેતાં પરિવારો માહિતી આપવાની ના પાડે છે.’

‘કેમ?’

‘એમના પ્રશ્નો પડતર છે અને એ માટે એ લોકો કનુભાઈ –vssmના કાર્યકર સાથે આપણી કચેરીમાં રજૂઆત કરવા આવ્યાં હતા અને આપે એમનાં પ્રશ્નો સાંભળ્યા નહોતા. એમની રેશનકાર્ડની અરજી ૧ વર્ષથી પડતર પડી છે એનો પણ કોઈ ઉકેલ આવ્યો નથી એટલે.. હું વસાહતમાં જ છું જો તમે સમય આપો તો સંસ્થાના કાર્યકર અને વસાહતના બે આગેવાનો સાથે કચેરીમાં આવું?’ (મૂળ આધાર કાર્ડના નંબર સાથે મતદારકાર્ડના નંબરને જોડવાના હોવાથી અધિકારી વસાહતમાં ગયા હતાં પણ એમને મદદ ના મળી. )

‘આવો.’

કનુભાઈ અને વસાહતમાંથી ગોપાલભાઈ દેવીપૂજક અધિકારી સાથે કચેરીએ ગયા. મુખ્ય અધિકારીની ઓફિસમાં દાખલ થયા એટલે તેઓએ કનુભાઈ અને ગોપાલભાઈને જોઇને કહ્યું, ‘કેમ માહિતી નથી આપતાં?’

‘અમારા પ્રશ્નોના ઉકેલ નથી આવતાં પછી અમારી માહિતી લઈને શુ કરવાનું?’’

આ સાંભળી મુખ્ય અધિકારીએ બીજા અધિકારીને કહ્યું, ‘આ લોકોના લાઈટ પાણીના કનેક્શન કાપી નાખો.!’

અધિકારીનું આ વાક્ય સાંભળી વસાહતમાંથી આવેલા ગોપાલભાઈ ભાઈ હસ્યા અને કહ્યું, ‘આજે જ કાપી નાખો અને તમે પણ રૂબરૂ જઈ શકતા હોવ તો જાવ. તમને ખ્યાલ આવશે કે અમે કેવી રીતે રહીએ છીએ.’

મુખ્ય અધિકારીની વાત સાંભળીને વસાહતમાં જઈને આવેલા અધિકારીએ કહ્યું, ‘સાહેબ ત્યાં લાઈટ, પાણીની સુવિધા જ નથી. એ લોકો તો રેલ્વેની જગ્યામાં છાપરાં વાળીને રહે રહે છે..’

મુખ્ય અધિકારીની સ્થિતિ તો કાપો તો લોહી ના નીકળે એવી થઇ ગઈ..

vssmના કાર્યકર કનુભાઈએ અધિકારીને કહ્યું, ‘વિચરતી જાતિનું તો કોઈ ગામ જ નથી હોતું. એ લોકો સામાન લઈને આજે અહી તો કાલે બીજે એમ બધે ફર્યા જ કરે છે. પણ રાજકોટમાં રહેતાં અને જેમના રેશનકાર્ડ માટે અમે માંગણી કરી છે એ હવે ઘણા સમયથી લોહાનગરમાં જ રહે છે. અમે એમના મતદારકાર્ડ પણ કઢાવી આપ્યા છે. આ પરિવારો ખુબ જરૂરિયાતવાળા છે અને એટલે જ એમને મદદની જરૂર છે. આ લોકો સરકાર પાસે મદદ નહિ માંગે તો કોની પાસે માંગશે? એક વખત ખેરેખર એમની વચ્ચે તમે આવો કદાચ એ પછી કશું જ પૂછવાનું નહિ રહે.’

અધિકારી બહેને હકારમાં માથું હલાવ્યું કશો જવાબ એમની પાસે નહોતો. જયારે કનુભાઈ અને ગોપાલભાઈ વસાહતમાં આવતા તમામ અધિકારીને સહયોગ આપીશું એમ કહીને કચેરીની બહાર નીકળી ગયા. નબળી માનસિકતા ધરાવતા અધિકારી સમક્ષ વધારે શુ કહેવું? ખેર રેશનકાર્ડ માટે અમે જીલ્લા પુરવઠા અધિકારીને રજૂઆત કરી છે જોઈએ હવે શુ થાય છે...

A short while ago we shared the news of one of the VSSM team members Mohanbhai being appointed as a URO - registrar for unorganised labourers. The appointment has tremendously eased the process of registering the workers in unorganised sector belonging to the nomadic communities, prior to the appointment Mohanbhai was required to approach the respective URO for getting a code entered in the filled up forms. The Labour Officer of  Patan district and the all the officials of the department knows Mohanbhai quite well and are much aware of his hard work and dedication, hence they decided to appoint Mohanbhai as an URO. The appointment gave the much needed momentum to his work as it reduced the rounds to the offices, saving him time and energy which  he can now focus on reaching out to more people in the region.

Applications for U win card  have been prepared for 25 individuals belonging to Bajaniya, Vansfoda-Vadee and Kumbhar nomadic communities residing in Patan’s Sami, Sankheshwar and Harij blocks. The U win card entitles these families to receive benefits under the various social welfare schemes of the government. We hope that such activities of VSSM continue to benefit as man nomadic families as possible.

vssmના કાર્યકર મોહનભાઈની અસંગઠીત શ્રમયોગી નોંધણીકાર તરીકે નિમણુક થઇ કે તુરત એમણે વિચરતા અને વંચિત પરિવારોમાંના અસંગઠીત ક્ષેત્રના કામદારોની નોંધણીની કામગીરી શરુ કરી દીધી. આમ તો તેઓ આ કામ કરતા જ હતા પણ એમની નોંધણીકાર તરીકે નિમણુક નહોતી થઇ એટલે એમણે અરજીમાં ફોર્મ ભરનાર વ્યક્તિએ જે કોડ નંબર લખવાનો હોય છે એ માટે એમણે URO પાસે જવું પડતું હતું. જેમાં ઘણો સમય જતો હતો. પરંતુ પાટણ જીલ્લાના શ્રમ અધિકારી અને આખો વિભાગ મોહનભાઈની મહેનતને જાણે. એટલે એમણે મોહનભાઈની જ URO તરીકે નિમણુક કરી દીધી. નિમણુક થયા ને થોડા જ દિવસ થયા છે પણ મોહનભાઈએ પુર જોશમાં કામગીરી આરંભી દીધી છે.

એમણે પાટણ જીલ્લાના સમી, શંખેશ્વર અને હારીજમાં રહેતાં બજાણિયા, વાંસફોડા - વાદી અને કુંભાર પરિવારના ૨૫ વ્યક્તિની શ્રમ યોગી કાર્ડ – U win card માટેની અરજી તૈયાર કરી દીધી છે. જે ફોટોમાં જોઈ શકાય છે. U win card મળવાથી આ પરિવારોને સરકારની ઘણી યોજનાઓની મદદ મળશે.. બસ વધુને વધુ પરિવારોના કામમાં vssm નિમિત્ત બની શકે એવી શ્રદ્ધા સાથે..

The Food and Civil Supplies Department recently announced the formation of  block level vigilance committees to ensure that the Pandit Deendayal PDS shops  pick up their allotted ration within the stipulated time and distribute it within  the given time frame. The committee includes local MLA, government officials, 10% members of the village vigilance committee, 3 elected members from Taluka Panchayat….this year for the vigilance committee of Diyodar block the Additional District Collector  included VSSM’s Naranbhai as  one of the representative.

Naranbhai works with the nomadic communities staying in Diyodar. The nomination comes as a  a recognition of hard work Naranbhai puts in to resolve the chronic challenges the communities face. VSSM is truly proud to have such motivated and hard working team members. We salute the dedication of Naranbhai and wish him all the very best as he takes up the many causes for the empowerment of the nomadic communities.

તકેદારી સમિતિમાં vssmના પ્રતિનિધિની નિમણુક કરવામાં આવી..

અન્ન અને નાગરિક પુરવઠા વિભાગ દ્વારા રાજ્યના દરેક તાલુકામાં પંડિત દીનદયાળ ગ્રાહક ભંડાર દુકાનો પોતાનો અધિકૃત જથ્થો ગોડાઉન ઉપરથી સમયસર ઉપાડી અને તેનું સમયસર વિતરણ કરે તે બાબતને લક્ષમાં લઈને તાલુકા કક્ષાએ તકેદારી સમિતિની રચના કરવાનું ઠરાવ્યું છે.. આ સમિતિમાં સ્થાનિક વિસ્તારના ધારાસભ્ય, અધિકારીગણ, ગ્રામ્ય કક્ષાની તકેદારી સમિતિના ૧૦% સભ્યો, તાલુકા પંચાયતમાં ચૂંટાઈને આવેલા ત્રણ સભ્યોની નિમણુક કરવામાં આવે છે.. આ વર્ષે નાયબ કલેકટર કચેરી દ્વારા vssmના પ્રતિનિધિની પણ દિયોદર તાલુકા તકેદારી સમિતિમાં સભ્ય તરીકે નિમણુક થઇ છે..

vssmના કાર્યકર નારણ દિયોદરમાં રહેતી વિચરતી જાતિઓ સાથે કામ કરે છે. નારણની આ સમુદાયો પ્રત્યે લાગણી અને એમના તમામ કામમાં મદદરૂપ થવાની લગનીથી જ સ્થાનિક અધિકારી દ્વારા નારણને આ બહુમાન આપવામાં આવ્યું છે.. નારણની નિષ્ઠાને સલામ.. અને વિચરતી જાતિના ઉત્કર્ષના તમામ કામમાં નિમિત્ત બને એવી શુભેચ્છા..

The 5 nomadic families staying in Gochnad, Gajdinpura and Baspa villages of Patan’s Sami block recently received their BPL ration cards and 1 family received Antyoday ration card. The application for these  cards were made about a  year ago but the rule abiding authorities couldn’t issue the Antyoday cards to these families since they did not feature in the village BPL list. This is one of the major reasons why the nomadic families even if they are reeling under extreme poverty aren’t eligible to receive Antyoday or BPL ….the authorities cannot be concerned about the conditions under which these families survive, teh jus tho by the rule book. On the other hand the villagers and panchayat resist including these families into the village BPL list. This leaves the poor nomadic families trapped within an oblivion cycle of resistance and rules……

In this matter we were required to write to the district Collector and Social Welfare officer. It should be noted here that the social welfare officer does not have any role when it comes to ration cards, but Shri. Narendra Jani is a very compassionate officer and is sensitive towards the cause of nomads,  he wrote to the Mamlatdar in charge of this matter as a result of which after almost a year the families were issued ration cards.

vssmની મદદથી વિચરતી જાતિના ૬ પરિવારોને BPL તેમજ અંત્યોદય કાર્ડ મળ્યાં

પાટણ જીલ્લાના સમી તાલુકાના ગોચનાદ, ગાજદિનપુરા અને બાસ્પામાં રહેતાં વિચરતી જાતિમાંના ૬ પરિવારોમાંથી પાંચને BPLરેશનકાર્ડ અને એક પરિવારને અંત્યોદય રેશનકાર્ડ આપવામાં આવ્યું. આ પરિવારો જે સ્થિતિમાં રહે છે એમની સ્થિતિને વર્ણવતી અરજી vssm દ્વારા એક વર્ષ પહેલાં કરવામાં આવી હતી. પરંતુ, અધિકારીના કહેવા પ્રમાણે આ પરિવારોને નિયમ પ્રમાણે BPL કે અંત્યોદયકાર્ડ આપી શકાય નહિ. આપણે પરિસ્થિતિની વાત કરી. તો એમણે કહ્યું, સ્થિતિ નબળી છે એ વાત સાચી પણ અંત્યોદય કાર્ડ એને જ મળે જેના નામ BPL યાદીમાં હોય! સરકારી નિયમોની આવી આંટી-ઘૂંટી સમજવી આપણને પણ અઘરી પડે એમાં વિચરતી જાતિના કે વંચિત કહી શકાય એ પરિવારો તો ક્યાંથી સમજે?

છેવટે કલેકટર અને સમાજ કલ્યાણ અધિકારીને લખ્યું. જાણીએ છીએ કે, સમાજ કલ્યાણ અધિકારીની આ બાબતમાં કોઈ ભૂમિકા નથી પણ શ્રી નરેન્દ્ર જાની પોતે આ જાતિઓ માટે ખુબ લાગણી ધરાવે એટલે એમણે સામેથી રસ લઈને આ બાબતે મામલતદાર શ્રીને લખ્યું અને આ પરિવારોને BPL અને અંત્યોદય કાર્ડ એક વર્ષની મહેનત પછી મળ્યાં.

The village community comes forward to talk about the atrocities inflicted by police on the Dafer families in their village…..

The living conditions the Dafer survive in...

The Dafer, however hard they struggle to be part of the mainstream society continue to be victimised by authorities just because the community they are..

Musabhai Dafer and Umarbhai Dafer, staying on the outskirts of Kargthad village, situated in Ahmedabad’s Viramgaum block. These Dafer families are entrusted for guarding the farm boundaries. On 23rd August at around 2.30 in the night, the police from LCB Sarkhej raided the Dafer dangaa and took Musabhai and Umarbhai along. There was reason for arresting them…..just one more instance where police arrest and harass the Dafer for no valid reason.  

The duo were kept in police custody for 4 days after which they were released on the condition to ‘handover  a revolver type weapon and one person…’ So what did the police do with the duo.. only the walls of the police station can bear witness….

Both these men and their families were under tremendous stress of obliging to the demands the police had made or else face their atrocities. After a week, at around 5 in the morning the police from LCB Sarkhej again barged into the dangaa and began a search operation (there was  no warrant to do so) ..al they could find was a few sticks, battery and some rags. It is said that the Dafer families handed over a local pistol ( made of pipe, locally known as bhadakiyu) as it was becoming too painful to tolerate the police beating and atrocities….

Where do such helpless families go when the people responsible to protect them are the ones abusing them?? For many years now VSSM has been striving towards freeing these de-notified nomadic communities from the atrocious behaviour of the   authorities and society. We have achieved reasonable success in our efforts. The atrocity of the police towards Musabhai and Umarbhai pained us but the what brought joy was the fact that the villagers from Kargthad came to us complaining about the entire incident. In this instance the village community stood by the Dafer families. This is what VSSM has been asking from this community, we are the villagers of Kargthad choose to stand by the Dafer. 

On 9th September, we (VSSM, Dafer families and the villagers) met the DGP Shri. Mall  Saheb and briefed him on the entire episode. Sri. Mall Saheb is a very knowledgeable and sensitive individual towards the issues of weaker sections of the society and the Dafer are lucky to have him at the realm of the initiative designed to bridge the gap between the Dafer and the police authorities. 

In order to enable a dialogue between the Dafer community and the  district, block level police officials we have proposed for a one day consultation. We are hopeful that under the presence of a sensitive official like Shri Mall Saheb we shall be able to overcome  the  long standing issues between the officials and the community.

ડફેર પર થયેલા પોલીસ અત્યાચારની વાત કરવા ગામના લોકો vssm પાસે આવ્યાં.. 

અમદાવાદ જિલ્લાના વિરમગામ તાલુકાનું કરગથળગામ. ગામમાં વર્ષોથી ડફેર પરિવારો સીમ રખોપું કરે. પ્રમાણિકપણે સીમરખોપું કરનાર મુસાભાઈ ડફેર અને ઉમરભાઈ ડફેરને તા.૨૩ મી ઓગસ્ટ નાં રોજ રાતનાં ૨:૩૦ વાગે સરખેજ LCB પોલીસ પકડીને લઇ ગઈ.

ત્યાં લઇ ગયા પછી આ બંને પર શુ વીત્યું હશે એની સાક્ષી પોલીસ સ્ટેશનની ભીંતો જ વર્ણવી શકે. ચારેક દિવસ પછી મુસાભાઈને છોડી મુકવામાં આવ્યાં. પણ શરત હતી કે ગમે તે રિવોલ્વર જેવું હથિયાર અને એક માણસ રજુ કરો.

હવે આ હથિયાર ક્યાંથી લાવવા. મુખ્ય પ્રવાહમાં ભળવા પરિશ્રમપૂર્વક આજીવિકા રળનાર આ લોકોનો વાંક એટલો જ હતો કે તે ડફેર હતા.

વળી અઠવાડીયા પછી સરખેજ LCBએ જીપ લઈને પરોઢિયે ૫:૦૦ વાગે આવીને સર્ચ ઓપરેશન આરંભ્યું. એમને હાથ આવી લાકડીઓ, બેટરી, થોડા ગાભા અને અન્ય ઘરવખરી.. (અહી ખાસ નોંધનીય છે કે ડફેર પરિવારના છાપરાની ઝડતી લેવા કોઈ સર્ચ વોરંટ વગર પોલીસ ડંગામાં આવ્યાં અને ઘણી ઘરવખરી તોડી પણ નાખી.) કહેવાય છે કે, આ લોકોએ હાથ બનાવટની રિવોલ્વર (પાણીની પાઈપમાંથી બનાવેલી દેશી ભડાકીયું) રજૂ કરી. કારણ માર સહન ના થયો..

કાયદો અને વ્યવસ્થા જાળવણી કરનાર તંત્ર આ પ્રકારે વર્તે તો પછી ફરિયાદ કોને કરવી? 

ડફેર પરિવાર જે યાતના વેઠે છે એને અમે જોઈ છે. vssm આ પરિવારોને એમની પેઢીઓએ વેઠેલી યાતનામાંથી મુક્ત કરાવવા ઘણા સમયથી કોશિશ કરે છે અમે ઘણા અંશે સફળ થયા છીએ. ડફેર પરિવારોને આ પીડામાંથી મુક્તિ માટે જેમની સીમનું આ પરિવારો રખોપું કરે છે એ ગામલોકો પણ એમને મદદ કરે એવો vssm પ્રયત્ન કરે છે.. આજે પહેલી વખત કરગથળગામના લોકો ડફેરો સાથેના પોલીસના વર્તન અંગેની ફરિયાદ લઈને vssm ઓફીસ આવ્યાં..  પોલીસે જે કર્યું એ બરાબર નથી પણ ગામલોકો ડફેર પરિવારોની પડખે ઉભા રહ્યા એનો આનંદ છે.

તા.૯ ઓક્ટોબર ૨૦૧૫ના રોજ ગામલોકોને લઈને અમે માનનીય પોલીસ મહાનિરીક્ષક શ્રી મલ્લ સાહેબને મળ્યા. સમગ્ર હકીકત વર્ણવી. ડફેર તથા આ પીડિતો સદભાગી છે કે, આ વિષયનો ઊંડો અભ્યાસ કરનાર સંવેદનશીલ અધિકારી શ્રી મલ્લ સાહેબના હસ્તક સુરક્ષા સેતુનું ઉત્તરદાયીત્વ છે. 

ડફેરોના પ્રશ્ને વરિષ્ઠ જીલ્લા પોલીસ અધિકારીઓ, ડફેર પરિવારજનો સાથે એક દિવસીય બેઠક યોજવાનું અમે સુચન કર્યું છે.. જેમાં ખુલ્લા મને બંને પક્ષ પોતાની વાત કરે સાથે સાથે ડફેરોના તમામ પ્રશ્નો જેવા કે રહેણાંક, આવાસ અને રોજગારીની પણ વાત થાય.

શ્રી વિનોદ મલ્લ જેવા સવેદનશીલ અધિકારીની ઉપસ્થિતિમાં આ પ્રશ્ન ઉકેલાશે એવી અમને શ્રદ્ધા છે. ડફેર પરિવારો જે સ્થિતિમાં રહે છે એ ફોટોમાં જોઈ શકાય છે આવી હાલતમાં રહેતાં પરિવારોને હેરાન કરવાનું પણ મન ના થાય ત્યારે.. પોલીસ કેવી રીતે આવું કરી શકતી હશે...

Dafer families with their Aadhaar cards

Aadhaar is a 12 digit individual identification number for the citizens of India. The governments are making it an essential identity proof, linking it to banks accounts, gas subsidies etc. etc. but for the citizens its a challenge to get through the enrolment process of getting this number. One is requires to queue up for hours together to get an entry number, then are required to queue again to complete the enrolment process. One is required to mark leave of absence at work. For the nomadic families and other marginalised communities like them  its a challenge because they have to give up their daily wage and if all in the family queue up the family wouldn’t  have any food in the evening. 

The Dafer, Saraniyaa etc. families staying in the  Vijapur settlement tried hard to get  enrolled for AAdhaar. Every day they would stand for hours in the queue but their turn just wouldn’t come. So after struggling for couple of days they gave up the idea of getting Aadhaar.

VSSM’s Tohid got a sense of the struggle these families faced  in enrolling for Aadhaar. He decided to speak to the Mamlatdar on the issue, requesting him to bring the enrolment unit to the settlement. “Decide on a date and let me know, will instruct my office staff to do the needful,” the Mamlatdar responded. As a result of the Aadhaar camp in the settlement applications for around 63 individuals were processed.

The residents of the settlement were amused by this  idea of an office coming to their settlement to process their applications and why wouldn’t they be amused as something like this was happening for the first time!!

vssmની રજૂઆતથી વસાહતમાં જ આધારકાર્ડ માટેનો કેમ્પ યોજાયો.

વિજાપુરમાં રહેતાં વિચરતા સમુદાયના સરાણીયા, ડફેર વગેરે લોકો દરરોજ કાનોકાન વાત સાંભળે. આધારકાર્ડ  આપવાની કાર્યવાહી ચાલી રહી છે. રોજ સવારે કામ ધંધો પડતો મુકીને સવારે નંબરની ચિઠ્ઠી લઇ આવે. જે તારીખનો નંબર હોય ત્યારે કચેરીએ સજીધજીને આધારકાર્ડ મેળવવા પહોચી જાય. દિવસભર ઉભા રહીને ભૂખ્યા – તરસ્યા સાંજે નંબર લાગે નહિ એટલે ઘરે પાછા આવે. અંતે આધારકાર્ડ મેળવવાનું જ કેટલાકે માંડી વાળ્યું. 

vssm આ વિસ્તારમાં વિચરતા અને વિમુક્ત પરિવારોને નાગરિક તરીકેના તમામ અધિકાર મળે એ માટે પ્રયત્નશીલ છે. vssmના કાર્યકર તોહીદને વિચરતા પરિવારોને આધારકાર્ડ મેળવવામાં પડી રહેલી તકલીફ અંગે ખ્યાલ આવ્યો. તોહીદે મામલતદાર શ્રીને મળીને બધી વાત કરી. કામ ધંધો પડતો મૂકી આધારકાર્ડ મેળવવા આવતાં પારીવારોની મુશ્કેલી જણાવી અને એક ઉકેલ રૂપે વસાહતમાં જ આધારકાર્ડ માટે કેમ્પ ગોઠવવા વિનંતી કરી. સાહેબના ગળે પણ આ વાત ઉતરી એમણે તોહીદને કહ્યું, ‘તારીખ નક્કી કરો. હું સુચના આપું. છું’  તારીખ નક્કી થઇ અને કેમ્પ ગોઠવાયો. એક જ દિવસમાં ૬૩ આધાર કાર્ડ તૈયાર થયા. 

‘કચેરી આપણી વસતીમાં આવે અને આપણને આધારકાર્ડ આપે!’ આ વાતનું સમુદાયના લોકોને આજેય આશ્ચર્ય છે. આશ્ચર્ય થાય એ પણ સ્વાભાવિક છે કેમ કે આગાઉ આવું ક્યારેય બન્યું જ નહોતું. 

vssmના સમર્પિત નિષ્ઠાવાન કાર્યકરો અમારી મૂડી છે. જે વિચરતા સમુદાયના સર્વાંગી ઉત્કર્ષ માટે પ્રતિબદ્ધ છે અને એમની નિષ્ઠાના કારણે જ આ કામો થાય છે. અધિકારીગણ જેમને અમારામાં વિશ્વાસ છે એમનો આ તબક્કે આભાર માનીએ છીએ..

In the Indian sub continent the summers are gruesome and are increasingly becoming hotter. Every year after the scorching heat there is this unabated wait for the rain Gods to shower their mercy.. when the rains arrive it just does not drench the parched earth but baths the hearts and souls of people and  uplifts the general mood in the air. The country side looks fresh,  green and crisp. We who are blessed to enjoy the privileges of life can really enjoy the season in the comfort and luxury of our home sipping impinge hot tea and pakoras (our monsoon staples) but imagine the life of people who live in open, have to decent roof to cover their heads for who surviving the season becomes an issue.

As a result of the heavy rainfall and the grim situation it created, today I sent my sister-in-law Heema to survey the conditions  of Saraniyaa families staying on the Palanpur-Deesa highway. The intention was to give the families food and supplies they needed. “Didi, the situation is very grim. A lot of homes are under water, there is no wood to burn and cook food, infact  there is no food as most of the belongings have been washed away. One shade where the water is a bit less people are trying to cook by burning old chappals in a large tin pan.  A lot of roofs have blown away by the strong winds,” said Heema, narrating the ground realities in area she was visiting. Heema purchased food and other articles from the nearby market and gave to the families but our concerns are for  those families who are not reached yet. 

These families that survive on daily wages suffer the most in such conditions because no work means no money and hence no food to feed the family at teh end of the day. They are left with no choice but to suffer from hunger!!!

વિચરતી જાતિના પરિવારો કે જે છાપરામાં રહે છે એમની વરસાદમાં શુ દશા છે??

વરસાદની રાહ સૌ જુએ અને પડે ત્યારે આપણે સૌ ઝૂમી ઉઠીએ.. શહેરમાં આપણને તુરત ભજીયા અને દાળવડા ખાવાનું મન થઇ જાય અને એ માટે વરસતા વરસાદમાં લાંબી કતારમાં આપણે ઉભા રહી જઈએ અને ઘરે આવીને મજાથી ટીવી સામે જોતા જોતા પરિવાર સાથે ખાઈએ. 

પણ જે પરિવારો પાસે પોતાનું પાકું ઘર નથી. છાપરામાં રહે છે એમની સ્થિતિ શુ થતી હશે? આપણને કલ્પના પણ નથી આવતી. આજે પાલનપુરમાં ડીસા હાઇવે પર રહેતાં સરાણીયા પરિવારોની દશા જોવા માટે મારા ભાભીને મોકલ્યા. મૂળ તો જોઇને જે મદદની જરૂર હોય એ કરી શકાય એ માટે.. હિમા(ભાભી) એમણે કહ્યું, ‘સ્થિતિ ખરાબ છે. કેટલાક છાપરાં તો પાણીમાં જ છે વરસાદના કારણે લાકડા કે બીજું કંઈ સળગાવવા માટે નથી એટલે રસોઈ થઇ શકે એવી હાલત નથી. એક છાપરાંમાં જરા ઓછું પાણી પડે છે ત્યાં એક તબકડામાં ચંપલ બાળીને જે પડ્યું છે એમાંથી સૌ માટે રાંધવાની કોશિશ થઇ રહી છે.. કેટલાકના તો વાવાઝોડાના કારણે છાપરાં પણ ઉડી ગયા છે. દીદી હાલત ખરાબ છે..’ હિમા બજારમાંથી શક્ય ખાવાનું લઈને આ પરિવારોને આપશે. પણ જે પરિવારો પાસે કોઈ પહોચ્યું જ નથી ત્યાં શું? 

રોજ કમાવીને રોજ ખાવાનું કરતા આ પરિવારો એક દિવસ મજૂરીએ ના જાય તો સાંજનો ચૂલો સળગે નહિ ત્યારે વરસતા વરસાદમાં ભૂખ્યા બેસવા સિવાય બીજો કોઈ આરો એમની પાસે રહેતો નથી.. આપણા જેવા કે જેમને ઘર અને જમવાનું નસીબ થયું છે એવા પરિવારોએ આવા વંચિત અને ઘરવિહોણા પરિવારોને ભૂખમાંથી ઉગારવા આગળ આવવું જોઈએ... અને આ કપરી ઘડી પસાર થઇ જાય એમ કરવું જોઈએ..

The situation of the Dafer families of Vijapur as a result of the recent rains…

The recent rains have battered most of Gujarat from Kutchh to North Gujarat to Saurashtra to Ahmedabad …  too much water poured  in too little time playing havoc on the lives of people, cattle and infrastructure.

“Ben. last night it rained a lot here, there is water all around, a lot of our belongings have been washed away. We are sitting here on the higher grounds, on a road as our entire settlement in under water, we have nothing with us so have covered ourselves  with a trampoline, the school you built to teach our children is also under water, our children are hungry, can you manage to send us some food, where will we go to find work in such rains??” said some members from nomadic communities who had called me up to narrate their condition because of the recent rains. These are the nomadic families of Diyodar living near Boda road. The region has high concentration of nomadic families. Hearing their pain I couldn’t hold my tears. Last year too these families had suffered similarly fate because of the rains. This is one of the many reasons we are trying to get residential plots allotted to them so that construction of homes can begin soon but the never ending wait on certain crucial decision is difficult to understand. 

It ain’t much we are asking for, just one day… spend a day  in the lives of these families (as Mr. Amitabh Bachchan says in a popular ad for Gujarat tourism “Ek din to guzariye hamare Gujarat me!!") and you shall never forget it for the rest of your lives. Truly.  We shall come to understand  how harrowing and repellent their lives are and how patient and tolerant they all are. The rain would stop and the discomfort isn’t going to stop. After the rains, the insects will repel them, they do not have the luxury of power connection so there is always the fear of being bitten by some  poisonous creatures that are on prowl after sunset, the bite might be fatal… so what,  who cares?? DO their deaths really matter??? For once we the government, authorities and  civil society need to consider them as humans and ensure them the dignity a fellow human deserves. 

67 years since independence and here we have large pockets of populations who have been excluded from the growth story of India. Shameful or not is up to you to decide!!! We don't know how long these communities are still destined to endure the  wanderings!! We at VSSM are tired of being witness to their never ending agony and wonder if in this lifetime the situation would change and free them from their sufferings!!

વિચરતી જાતિઓની યાતનાને જીવતા જીવત મુક્તિ મળશે કે પછી???

દિયોદરમાં વિચરતી જાતિના ઘણા પરિવારો રહે. બોડા રોડ પાસે રહેતાં આ પરિવારોનો તા.૨૮ જુલાઈના રોજ ફોન આવ્યો, ‘બહેન ખુબ પાણી આયું. રાતના ઘણો વરસાદ પણ પડ્યો.. સામાન પણ ઘણો તણાઈ ગયો. અમે કાલ રાતના માથે તાડપત્રી ઓઢીને રોડ માથે બેઠા છીએ.. અમારી આખી વસાહત પોણીમાં છે. તમે છોકરાને ભણાવતા એ નિહાલ પણ પોણીમાં છે.. ખાવાનું મળે એમ કરોને આ નોના છોકરાં ભૂખ્યા બેઠા સે. હાલ અમે કોમ માટે ચો જઈએ?’ સાંભળીને આંખો ભીની થઇ ગઈ.. કેવી વ્યથા છે.. ગયા વર્ષે પણ આ પરિવારોની દશા આવી જ થઇ હતી અને એટલે જ આપણે એમને ઝડપથી રહેણાંક અર્થે પ્લોટ અને ઘર મળે એ માટેની તજવીજ કરતાં હતાં. પણ કોણ જાણે કેમ એમાં ઢીલ શા માટે થઇ રહી છે.

એક રાત આ પરિવારો આજે જે સ્થિતિમાં છે એ સ્થિતિમાં રહી એ તો દુનિયાનું કદાચ બધું જ સત્ય સમજાઈ જાય.. કેવી બત્તર હાલતમાં વિચરતા સમુદાયો રહે છે. આ વાત ફક્ત વરસાદ પુરતી નથી.. વરસાદ બંધ થાય એટલે જીવ- જંતુ નીકળી આવે એટલે એમનાથી સંભાળવાનું. ત્યાં ક્યાં લાઈટ હોય છે એટલે રાતના કદાચ ઝેરી જનાવર કરડી જાય તો એ પણ સહન કરવાનું.. એમાં મોત પણ આવી શકે. આ પરિવારોને માણસ ગણી સદિયોથી જે યાતના એ વેઠી રહ્યાં છે એમાંથી બહાર લાવવા આપણે સરકાર, સમાજ સૌએ વિચારવું જોઈએ.. આમ તો કોઈ પણ વ્યક્તિએ પૈસા નથી એટલે આવી કારમી ગરીબરી વેઠવી પડે એને માથે પાકું ઘર ના હોય એ આપણા સૌ અને આ દેશ માટે પણ શરમની વાત છે.. 

વિચરતી જાતિને  હજુ કેટલા વરસ આવો રઝળપાટ વેઠવાનો છે?? vssmની એમની સાથેની સફરમાં આ પરિવારોની પીડા જોઇને અમે થાકી જઈએ છે.. કયારેક થાય છે કે આ યાતનામાંથી એમને જીવતા જીવત મુક્તિ મળશે કે પછી???

The Government of Gujarat on 28th July 2015 announced  the appointments of Chairperson and Members for the Development Corporation for Nomadic and De-notified tribes. The Chief Minister Mrs. Anandiben Patel appointed Shri. Gorakhnath Vadee of Dhrangadhra and Shri. Kishankaka Nat of Deesa from the names given by VSSM as the members of the corporation. We were hopeful that the corporation consisting of 7 members will find a fitting representation of  community leaders/individuals from major/populous communities and we are glad that the Devipujak community is well represented. Community leaders from Raval, Bajaniyaa, Salat, Oad, Dafer, Bhavaya, Sandhi, Saraniyaa, Gadaliyaa etc. called up to inquire if their communities were duly represented!! While we had to affirmative answer to they queries but we did assure them that the individuals who have been appointed are good humans and will be listening to their grievances and concerns. 

While we are aware of the fact that the appointments of members to any such official body does have constitution restrictions, we also need to address the anxiety of almost 40 communities each of who is worried whether the agonies of their community will be heard! It is first time after the independence of our country that a special body to address the issues of nomadic communities has been formed hence it is rational that these concerns emerge from the communities that have no participation  to such an important body. 

As a remedial measure we feel that a working committee be formed which has representation from every community, the committee should meet at regular intervals, discuss the issues and take their suggestions and make  the future plans accordingly, this will also help strengthen the body and realise the objectives for its coming into being. At this stage we feel it is important that such a committee be formed or else the discontent from the communities would be difficult to curb.

We are extremely thankful to The Chief Minister Mrs. Anandiben Patel for the immediate decision of forming this much needed corporation and hope the concerns and grievances of nomadic communities will be addressed with similar pace.

ગુજરાત વિચરતી અને વિમુક્ત જાતી વિકાસ નિગમમાં અમારી જાતિમાંથી કોઈનું પ્રતિનિધિત્વ છે?? રાવળ, બજાણીયા, સલાટ, ઓડ, ડફેર, ભવાયા, સંધી, સરાણીયા, ગાડલીયા વગેરે

ગુજરાત વિચરતી અને વિમુક્ત જાતી વિકાસ નિગમમાં ચેરમેન અને સભ્યોની નિયુક્તિની જાહેરાત સરકારે તા. ૨૮ જુલાઈના રોજ કરી. સભ્યો માટે આદરણીય શ્રી આનંદીબહેનને vssm દ્વારા આપેલા નામોમાંથી શ્રી ગોરખનાથ વાદી (ધ્રાંગધ્રા) અને શ્રી કિશનકાકા નટ (ડીસા)ની પણ નિયુક્તિ થઇ. કુલ સાત સદસ્યોના બનેલા નિગમમાં વિચરતી અને વિમુક્ત જાતિના વધુ વસ્તી ધરાવતી જાતિના આગેવાનોને પ્રતિનિધિત્વ મળશે એવી આશા હતી જેમાં દેવીપૂજક સમુદાયને સારું એવું પ્રતિનિધિત્વ મળ્યું છે. જેનો આનંદ છે.

આજે રાવળ, બજાણીયા, સલાટ, ઓડ, ડફેર, ભવાયા, સંધી, સરાણીયા, ગાડલીયા વગેરે સમુદાયના આગેવાનોના પણ ફોન આવ્યા અને એમની જાતિમાંથી કોઈનું પ્રતિનિધિત્વ છે કે કેમ એ પ્રશ્ન કર્યો.. મારી પાસે જવાબ નથી.. પણ હાલમાં જેમની નિયુક્તિ થઇ છે એમાં ઘણા સારા માણસો છે અને એ આપણી વાત જરૂર સાંભળશે એવો દિલાશો આપણે એમને આપ્યો.. 

નિગમમાં સભ્યોની નિયુક્તિમાં બંધારણીય મર્યાદા છે આપણે એ જાણીએ છીએ પણ વિચરતા અને વિમુક્ત સમુદાયમાં સમાવેશ ૪૦ જાતિઓ તો પોતાની સ્થિતિની વાત નિગમમાં સંભાળશે કે કેમ એની ચિંતામાં છે. ચિંતા પણ સ્વાભાવિક છે આઝાદીના આટલા વર્ષો પછી પહેલીવાર એમના માટે કંઇક બન્યું છે અને એમાં પોતાની ભાગીદારી નહિ હોય તો પોતાનો અવાજ પહોચશે કે કેમ એ ભય પણ વ્યાજબી છે.. 

એક ઉકેલરૂપે એવું લાગે છે કે એક કાર્યકારી સમિતિ પણ બનાવવી જોઈએ જેમાં દરેક જાતિના સભ્યોને લેવા જોઈએ અને એની બેઠક પણ વખતો વખત થવી જોઈએ અને એમના મંતવ્યો લઈને નક્કર આયોજન પણ કરવું જોઈએ.. દાંત વગરના વાઘ જેવું નિગમ બની ના રહે તે માટે પણ કાર્યકારી સમિતિની રચના જરૂરી લાગે છે..   નહિ તો પ્રતિનિધિત્વ ના મળ્યાના રંજ સાથેનો વિરોધ ટાળવો મુશ્કેલ થઇ જશે.. 

નિગમના ત્વરિત નિર્ણય બદલ આદરણીય શ્રી આનંદીબેહન પટેલનો vssm વતી આભાર માનીએ છીએ. આગામી દિવસોમાં વિચરતા વિમુક્ત સમુદાયોના પ્રશ્નો આજ ત્વરાએ હાથ પર લેવામાં આવે એવી સહજ અપેક્ષા છે.

VSSM’s persistent efforts results into issuance of Antyoday Ration Cards to 4 nomadic families.

The Antyoday Anna Yojna - AAY  and the Below Poverty Line  Anna Yojna - BPL are the schemes by the Food and Civil Supplies Department aims at reaching to the poorest of the poor families and ensuring their food security. However, when it comes to the nomadic families the benefits of these schemes aren’t percolating towards them as they should. A little focus by the concerned government departments would help achieve desired results however,  there is always some or other hitch in their functioning that results into deprivation of the nomadic communities. There is always this resistance form the government department when it comes to issuing the Antyoday and BPL ration cards. The ratio between the number of cards issued against  actual number to families who live under such marginalised conditions is skewed, male nourishment is rampant within these communities and people die of hunger. 

The economic conditions of the families living in the Ratila village of Banaskantha’s Diyodar is shocking. VSSM has been pursuing  the government for the allotment of residential plots for these families. Consequent to VSSM’s efforts 14 families have been allotted BPL ration cards,  still there are numerous other families who  need support to ensure they don’t go to sleep hungry!! The rules made by the government are actually playing a very hindering role for the nomadic communities who are still struggling to find their footing in villages they have been staying for years…When he local authorities aren’t paying heed to our repeated requests we have no choice left but to write to the senior bureaucracy based in Gandhinagar. 

As a result of persistent efforts by VSSM and our repeated requests to the officials for issuance of ration cards the  4 nomadic families of Ratila were recently issued ration cards.

બનાસકાંઠા જીલ્લાના દિયોદર તાલુકાના રાંટીલાગામમાં રહેતાં વિચરતા પરિવારોની આર્થિક સ્થિતિ ખુબ ખરાબ છે. આ પરિવારોને રહેણાંક અર્થે પ્લોટ મળે એ માટે vssm દ્વારા પ્રયત્ન થઇ રહ્યા છે તો સાથે સાથે આ પરિવારોની અન્ન સુરક્ષા જળવાય એ પણ જરૂરી છે. આમ તો ૧૪ પરિવારોના BPL યાદીમાં નામ હોવાના નાતે એમને vssmની મદદથી BPL રેશનકાર્ડ મળી ગયા છે છતાં હજુ પણ એવા પરિવારો છે કે જેમની અન્ન સુરક્ષા જળવાય તે જોવું જરૂરી હતું.

આમ તો વિચરતી જાતિમાંથી મોટાભાગની જાતિઓ જે સ્થિતિમાં જીવે છે તે સ્થિતિને ધ્યાને લઇ સરકાર તેમને આ સ્થિતિમાંથી બહાર લાવવા થોડું વધારે ધ્યાન આપે તો પણ ઘણું કામ થઇ જાય પણ કોણ જાણે કેમ એમાં ક્યાંક ઉદાસીનતા જોવા મળે છે. 

BPL કે અંત્યોદય રેશનકાર્ડ જરૂરિયાત મંદ વ્યક્તિઓની ફૂડ સિક્યોરીટી જળવાય તે હેતુસર આપવામાં આવે છે. છતાં જેટલી સંખ્યા આવા વંચિતોની છે એટલા કાર્ડ આપવામાં આવતા નથી એટલે જ લોકો ભૂખે મરે છે, કુપોષિત છે. BLP અને અંત્યોદય રેશનકાર્ડ આપવાના પણ સરકારે નિયમો કર્યા છે. નિયમ સારી બાબત છે પણ આ નિયમોના કારણે ખરે ખર જેમને મદદની જરૂર છે એવી વિચરતી જાતિઓને મદદ નથી મળતી. આમ તો રેશનકાર્ડ જેવી નજીવી બાબત માટે પણ છેક ગાંધીનગર સુધી લખવું પડે એ શરમજનક કહેવાય પણ એ સિવાય બીજો કોઈ છૂટકો પણ નથી. 

રાંટીલામાં રહેતાં ૪ પરિવારોને અંત્યોદય કાર્ડ મળે એ માટે vssm દ્વારા વારંવાર રજૂઆત કરવામાં આવી. જેની ફલશ્રુતિ રૂપે ૪ પરિવારોને અંત્યોદય કાર્ડ મળ્યા જે ફોટોમાં જોઈ શકાય છે. એમની સાથે vssmના કાર્યકર નારણ છે કે જેના સતત પ્રયત્નથી આ પરિવારોને અંત્યોદય કાર્ડ મળ્યા છે.
