Gangaben supplementing the family income…..

Income from livelihood that hardly  sustains the family, big family size, out of school children, children helping parents with the daily chores as well as labour is a norm with the nomadic families. Ragnathbhai of Diyodar is engaged in the occupation of trimming and shaping buffalo bones.  The cattle bones need to shaped and trimmed when they grown long and the cattle cannot sustain its weight. The income from the occupation is not enough to sustain the family of 9. Ragnathbhai and Gangaben have 7 children. Gangaben always felt the need to help her husband and earning that extra income.

One day she happened to speak to VSSM team member Naranbhai about her urge to help her husband support the large family. It was difficult to sustain such a large family on one income she told Naranbhai. The relationship the team members have been able to built up with the community members helps them confide in the team members.

'The organisation will help you out but you will have to think of controlling  your family size first,’ replied Naranbhai.

VSSM gave a loan of Rs. 10,000 to Gangaben from which she bought tools for farming and other purposes. Gangaben and Ragnathbhai together run the business. Whenever Ragnathbhai visit other villages for his work he takes the tools along and sells them there. In this way they have not remained confined to one village itself as a result their sales have been good.

Gangaben is optimistic that they will be abel to repay the loan soon.

In the picture is Gangaben with the tools she sells.

Sorry, but we can’t help it as the list does not have the mention of your tribe……...

The official list of caste and communities of the government includes 40  nomadic and and de-notified tribes. Most of these  40 tribes have various sub tribes which have no mention in the list also excluded from  the list are communities who have been leading a wandering life for years but the government is unaware of their status. Such exclusions have a tremendous impact on the tribe’s potential to pull itself out from the crutches of deprivation and marginalisation. We as advocates of rights of these communities encounter instances of ignorance of officials primarily on the local level on daily basis. Most of the times the officials do not have a list if we present them the relative documents they find it hard to believe, as if we have framed them!!! Over the years of experience gathered has made us believe that the necessary regulations and circulars do not reach the local bureaucracy and if they do they remain bound in the files forcing the future of the tribes to be bound in files as well!!!

Some of the classic examples are : the Raval tribe was stated as Ravaliya with is insulting so a ratification dated 6/10/2006 changed the name to Raval and stated the  Ravaliya means Raval tribe. But the ratification were neatly filed and the officials remained unaware as recently the Circle Officer rejected all the applications made for residential plots by Raval families of Diyodar. The reason for rejection was that the list has Ravaliya and the applications have been made by Raval there is no mention of Raval!!!!

Similarly, the Bahuroopi have been named Bhand in the official list so their applications are rejected most of the times. The Devipoojak have been termed as Vaghari (as they are popularly know) so if the applicant mentions his caste as  Devipujak the application will be rejected however the official list of de-notified tribes has the community Vaghari mentioned in it. Naath tribe has 17 sub tribes that feature in the list of socially and educationally  backward communities but the officials have not seen them in them in the list of sub-castes of the nomadic and de-notified tribes hence they reject the applications citing Nathbawa, Bharthri, Nathvadee etc are not nomads!! Of late the circle officer has asked us not to make applications for families  whose caste status is not clear to them. At the last count 87 such families are struggling to find their ‘official status' and we are left in dilemma of where to place them…. There are communities like Meer who have been leading wandering lifestyles since ages but have not mention in official list.

There are moments when we feel why and what is the need to have such endless lists and documents when the abject poverty is so very evident both in urban and rural areas, why is there a need for any poor family to prove that they are poor, absolutely poor etc etc.. how humiliating can it be when inspite of blatant  poverty they exist in, it is told that they will not be receiving any welfare or support from the government just because  a paper failed to mention that they are poor or a paper did mention but someone whose job it was to read that paper forgot to read ( do his job properly) it. Irrespective of caste a poor family is a poor family, period. But somehow we love these barriers of caste and class, we just refuse to come out of these medieval mindset of ours.  And the poor  after numerous rounds of various offices, providing numerous documents, spending a lot of money,  humbly accept rejection and blame it on their fate as they do all the time.  The officials do not even think twice before saying,’  sorry, we cannot do any thing here as the paper does not say you are poor.’ No questions asked!! And get back to their work as always.

There are so many other issues to be addressed and we keep struggling with the very basic ones. We are waiting to go the the next level when it comes to empowering the nomadic and de-notified communities and here we are still busy  convincing the officials about their very existence. Why can’t we have a simple information and reference booklet published by the government making it easier for officials to go back to incase of dilemma. There is no scarcity of funds with the government why can’t we have them to introduce simple systems and do away with the maze of systems that both officials and beneficiaries struggle to get out of…….

Hope for the best is all we say to ourselves …….

VSSM, our Guarding Angel

Sonabhai Meer and his family stay in the Meer settlement of Diyodar. The Meers were traditionally engaged in playing ‘dafli’ a drum like musical instrument, the wealthy  families would invite them to play dafli on special occasions. However with changing times these families play dafli during Holi only and earn whatever little is possible. For the rest of the year earn their living through labour intensive jobs. Sonabhai works as mud excavation labourer for foundations of buildings. It is an extremely labours work which is difficult to be done on daily basis. If Sonabhai does not work it becomes difficult to feed the family. Sonabhai spoke to VSSM team member Naranbhai, ‘ I want to start my own business, but do not know what can it be?’ Naranbhai gave it a thought. He realised that the settlement where Sonabhai lives has no shop that sells provisions or other daily need stuff. Why not have a small shop in the settlement?? thought Naranbhai.. He spoke to Sonabhai about it… but there was some resistance from Sonabhai, what if no one buys from my shop..( envy of fellow settlers would be the reason) Naranbhai spoke to the community members in the settlement. All agreed that along with Naranbhai they all also would stand to gain. All unanimously agreed that it was  nice thought that needed to be implemented.

VSSM provided a loan of Rs. 25,000 to Sonabhai. He got a kiosk built and bought goods from the money. The business has been good and Sonabhai is a happy man. He plans to start selling groceries and vegetables from his kiosk.

VSSM remains in constant contact with the individuals it had supported to start-up their own business. We inquire if any further  support or assistance they require from us. Almost a fortnight after Sonabhai started his own venture we called him up to ask if there was any further assistance he requires. ‘The business is good, what else is to worry about when we have our organisation looking upon us a mother would for its child!!’ was his extremely heartwarming reply. All of those who are associated with this kind of work will understand how gratifying such reply can be ……….

when guardians fail to gaurd…..

A couple of weeks back we had mentioned on this very platform a development that had spread cheer amongst the nomadic and de-notified communities : the news was the amount of financial allocation under the Pandit Dindayal Housing Scheme (from which these communities benefit)t being raised from Rs. 45,000 to Rs. 70,000. However, when the document on the resolution was received we got to know that the communities residing in the urban areas were excluded in the new norms and hence would not benefit from the change. Why such discrimination is difficult to comprehend!!

A wave of cheer had spread through the Vadee settlement of Dhangadhra when they had heard the news of the new amendment, since  they had been waiting for long to commence the construction of homes on the plots they have been allotted long ago. The cheer was short-lived though.. efforts have been made to reach out to the concerned department and inquire on the issue but no break through has been achieved as yet.

The estimated expenditure for construction of a  house in Dhangadhra comes to around Rs. 1.25 lac. A loan of Rs. 30,00 from Kalupur Commercial Bank (to be returned eventually by the family), support of  Rs, 25,000 from well-wishers of VSSM and Rs. 45,000 received from the government under the Pandit Dindayal Scheme and still each family falls short by Rs. 25,000 since they have no savings of their own,  but if the new amendment includes them the math works out just fine.

It is nerve nervewrecking  to write about such issues all the time, it is even more tormenting for such extremely marginalised communities to expose their deprivation all the time to authorities who fail to apply simple logic when making crucial resolutions. All
it requires is empathy and compassion when thinking for such vulnerable communities, we just need to stand by them until they find their footing. Each poor believes that the government is their ‘mai-baap’ (parent). The question one needs to ask is  do parents discriminate amongst its own children????

This couple in the picture represent families who stand to  suffer from such  illogical rulings and  policies of the government.

call me when someone dies…...

A recent experience at a marriage ceremony of a Vadee family brought back some fond memories of the past. This was about the times when we decided to work for the Nomadic and De-notified communities. The hardest job was to find these communities, no one knew where they were, did they really exist was the question that loomed in our minds!!! I would set out to find these almost non existent communities and tribes. I traveled village after village, if I got to see few shades of tarpaulin I would get down from the bus mid way. Visit those shades talk to the families, know about them, inquire about more like them, number of communities and families, the more I interacted the more I got to know about these tribes. Such daily travels just like these tribes  had become a ritual for me. Long ritual it was…. as this schedule of seating for settlements carried on for a pretty long time. One day I happen to visit a settlement I had got to know about. I met a young boy who had called me there. After some primary interaction with the community members there the young boy asked me, ‘how much do you plan to roam like this, meaning how many daangas do you plan to visit, at such pace you will be spending your entire life doing just this??
What option doI have? I had asked then.

'You can meet all of them at one time, on occasion of marriage or death.’ he suggested.

I found the suggestion was quite valid. After that I was invited to a lot of marriages where I would go and talk to the people about their issues and know more about that. But somehow in  the pomp and revelry of marriage people were not much interested to hear me out. So  later I began suggesting them to call me on the occasion of death in the community so that the in the sombreness of the occasion at least I could convey my message.

I have hardly remained present in the social gatherings in my family but always try to attend the the occasions I am invited at in these communities.

But on 16th September at the wedding in a Vadee community even after all the song and dance,  when we sat down to talk all those present  had their  ears on what we had to say!! Indeed a long way from where we began…..

Give us a plase to stand we will move the earth

57 women from various nomadic communities staying in Ahmedabad’s Vatva, Bhaktinagar, Shahwadi,  recently  took tailoring training. The training was conducted with the support of ATIRA and Sadvichar Pariwar. During the training that was spread over a month these women learnt to stitch salwar-kameez and saree blouse. After the training they expressed their desire to acquire loan to buy a sewing machine so that they can do job work from home.

VSSM inquired about the possibilities of getting job-work at home for these women but after meeting up with few companies  we found that the companies  prefer giving job to women who are trained in industrial tailoring because of the amount of work they are able to deliver in stipulated period of time. As we researched more it was found that ‘Calorax Foundation’ based in Maninagar provides industrial training to women. Our trainees made a visit to this institute too. 22 women had expressed their desire to acquire industrial training but took a step back since the distance was too long and expensive for them to commute every day. We have spoke to ‘Calorax Foundation’ about it and they have agreed to work out some way. Once they hone the necessary skills VSSM will support them financially to procure a sewing machine.

Life and its many hues…..

Babubhai Vasfoda led a perfect life, he had everything he had asked for. It was a life seldom imagined by anybody from nomadic communities. Inspite of being a from a nomadic community  Babubhai  never took up the traditional trade of making baskets of bamboo instead he worked at the ticket counter at a local cinema in Diyodar. A loving and hardworking wife, two daughters and two sons made his family complete. With the money earned from the job he purchased some land and built a small house on it.  But such good times did not last long. His wife fell ill with cancer. A lot of money including his savings were spent on her treatment. But it was not enough to save her life. After the wife his two daughters and one son passed away too. It was extremely difficult to bear so much of pain.  Babubhai suffered a stroke and remained bedridden for long. The house that was built with so much of love and aspirations began crumbling down. he had to make  small hut next to the house. His son had to move to Kutchh to earn living. Babubhai had to take care of himself. He gathered strength to start walking again but work to earn was impossible. He was left with no option but to take up begging to survive. He never complained but accepted and silently endured his fate.

VSSM’s team member Naranbhai happened to meet Babukaka near  government office at Diyodar. It is the place where Bahukaka begs. Naranbhai did what he always does, he began talking to Babukaka, asked why he was begging and got to know his details . He probed a bit further to find his name in the BPL list. It was possible to get housing support for Babukaka. Naranbhai spoke to the TDO  and made an application for housing support. Time passed but nothing moved so case was presented at the panchayat  as well as Collector’s office. Atlast the application has been approved under the Indira Was Yojna. He has also received first cheque.

‘Naranbhai, I have no one else to rely on, you will have to construct my house, you are my son here since my son is away …….’ such faith Babukaka has put in Naranbhai.

As the cheer spreads around a million thanks

Owning a home is everyones dream but no one desires and values it more than communities who have never lived in a proper shelter.  The funds under the government’s Pandit Dindayal Scheme facilitates construction of homes for the nomadic communities. However, Rs. 45,000 that these families get under this scheme  is not enough for construction of a house however minimalist it is!!  VSSM has been advocating to  the government to increase the amount under this particular scheme. On 14th August 2014 the Department of Social Justice and Empowerment through resolution number 122013/87307/H has increased the amount to Rs. 70,000. These increase in amount will to an extent ease out the construction process.

The picture in the story has Pasabhai Saraniya with the home constructed by the funds under this particular scheme, while Rs. 45,000 came from the government,  Rs. 45,000 was from the support made by Shri. Vallabhbhai Savani and the balance  Rs. 15,000 is contributed by Pasabhai himself. We are deeply grateful to the government as  many like Pasabhai will hugely benefit from this move of the government for which we are deeply grateful….

The long wait to settle down…...

Bhojpara village of Morbi’s Vakaner block is home to around 51 Gadaliya families. The traditional occupation of this community is that of making iron tools but since the demand for these equipments have reduced the community has began trading Ayurvedic products like harde, ashwagandha, murli et. after procuring them from the woods. These products  are brought from them by ayurvedic and other provision  store owners.

VSSM got in touch with these families almost a year ago. The scenario with them was the same as with others when we first come in their contact. None of the children were attending school and the parents of least bothered of this fact. When these families foot to know about the activities of VSSM in the region they approached us and requested a school for their children. VSSM initiated a Bridge School in the settlement but the continuity was difficult to maintain as parents would migrate with the children. After a lot of persuasion we have reached a state where 80% of children stay back. Most of the times the mothers stay back while the fathers travel to sell there products. They come back to settlement every 15-20 days.

Reenaben, a VSSM baldost is in charge of the school at the settlement. Recently, consequent to the requests by VSSM,  the government has initiated a school for these children.

In the olden days these families wandered from village-to-village with the goods loaded on their donkeys. But now 4-5 families together purchase an old, rickety matador to travel with their products. Amongst  the adversities they  face one is harassment from the police who ask for license of trade. Some have  started to work in factories nearby. Most of them are looking forward to settling down, the applications for residential plots have been made but as it happens with  government processes things have hardly moved. Until then we can just wait and wonder when will their wandering come to a halt…..

We dream of a different future for our kids……

Now that a lot of nomadic families are opting to lead settled lives the nature of their needs are also changing. Access to  schools and hostels are becoming need of the day. This year with the support of Aarti Foundation a hostel for children of nomadic communities was initiated in Patan’s Radhanpur. Initially 40 children were enrolled in this hostel but since most of them could not get admission in the schools of Radhanpur only 18 children are staying in the hostel at the moment.

The unique part of the hostel is  community taking responsibility of mobilising funds and contributing towards expences of running the hostel.  So far they have  mobilised/collected  20% of the total cost. Apart from the financials the responsibility of tutoring  the kids is  borne by Somabhai Bajaniya  a teacher from nomadic community. From 8 to 10 every night he tutors kids in the hostel. Through the day  Ishwarbhai Bajaniya  remains the chief care taker of the kids in the hostel. VSSM team member Mohanbhai visits the hostel twice a week, understands the needs if any and  addresses the logistical issues.  For now the hostel is functioning like a well oiled machine.

50 applications from the children for the academic year of 2015-16 have been received in this year itself and Mohanbhai, Iswarbhai and Somabhai have worked out  a strategy to ensure each child willing to join the hostel and study further should get admission in the schools at Radhanpur.

On 26th August we planned a visit to the hostel along with Shri Lalbhai Rambhiya, Director- Aarti Foundation. As the news of our visit spread the community leaders reached the hostel early morning. ‘We have only one expectation, that our children study all the way, they get good jobs. We have wandered from village to village but we do not want our children to inherit such wandering,’ said the community members unanimously. The thanked us for the hostel facility and respected Shri Lalbhai promised to be there for the better tomorrow of these  children.

We are extremely grateful to Shri. Chandraknatbhai Gogari, Founder, Aarti Foundation for his unflinching support to  VSSM in its endeavours. Chandrakantbhai’s words -‘I will be there where there is no one’ keep ringing in our ears and inspires us to go on…..
