The police books Dawood and then bails him!!!

This is in continuation to the story we shared with you a couple of days back. The Local Crime Branch had ordered the Dafer men guarding the grainy land of a cow shelter to be present at the police station by 28th July with weapons they owned or else be prepared to face consequences. Since the men did not have any weapons what should they present and why should they go to the police station. When Razakbhai, the leader of the settlement had narrated this matter of the visit and demand by the police to us we had advised them not to go to the police station. They did exactly what we had asked them to do. 

The repercussion of disobeying the police demand was felt on the same day. The police came to the settlement arrested 22 years old Dawood and before anyone could intervene left from the scene. We immediately spoke to IGP Shri. Bahti. The police were so swift in the case that  before any action could be taken on the matter they presented Dawood before the court on 29th morning, told the court that they had found Dawood in possession of weapon, presented the weapon that they had supposedly found with Dawood, gave  bail for Dawood and released him at 11 o’clock. They had instructed him to not to utter a single word before the judge or else he would be taken for remand!! 

We are absolutely unaware of what  charges have been framed against Dawood, we just have to wait and watch of how the case progresses and be witness to such high headedness of police...

ભાવનગરના પાલીતાણાના જીવાપુર અને ભીલવાડાગામની સીમનું રખોપું કરતા ડફેર પરિવારોને ત્યાં તા.૨૬/૦૭/૨૦૧૪ના રોજ ભાવનગર LCB (લોકલ ક્રાઈમ બ્રાંચ)માંથી પોલીસ આવી અને હથિયાર આપવા જણાવ્યું. પણ આ પરિવારોએ પોતાની પાસે કોઈ હથિયાર નથી એમ કહેલું પણ LCBમાંથી આવેલી પોલીસ સોમવાર સુધી માણસને આપવાનું ફરમાન કરીને જતી રહેલી. હથિયાર હતું જ નહિ તો ક્યાંથી હાજર કરવાનું? અને માણસને પણ શું કામ હાજર કરવાનો? વસાહતમાંથી રજાકભાઈએ અમને આ બધી વિગતો કહી અમે કોઈ માણસને હાજર નહિ કરવાનું એમને કહેલું.

છેવટે ગઈ કાલે પોલીસ આવીને ૨૨ વર્ષના દાઉદને ડંગામાંથી લઇ ગઈ. કોઈને કશું બોલવાનો મોકો પણ ના આપ્યો. અમે IGP શ્રી ભાટી સાહેબને આ અંગે જાણ કરી. અમે કઈ એકશનમાં આવીએ એ પહેલાં આજે સવારે (તા.૨૯/૦૭/૧૪) દાઉદને કોર્ટમાં પોલીસે હાજર કર્યો અને એની પાસેથી હથિયાર મળ્યું છે એમ કહી હથિયાર પણ હાજર કર્યું! દાઉદે કે ડફેરના ડંગામાંથી તો કોઈએ હથિયાર આપ્યું નહોતું? વળી પાછા દાઉદના જમીન પણ પોલીસે જ આપ્યા! અને એને ૧૧:૦૦ વાગે છોડી મુક્યો? આ કેવું? દાઉદને જજ સામે કશું બોલવા પણ નહિ દીધો. પોલીસે ધમકી આપી હતી કે, કશું બોલીશ તો રિમાન્ડ લઈશું! 

પોલીસ ગુનાનું પ્રમાણ ઘટાડવા કે જે પણ કારણોસર આ કૃત્ય કર્યું એ બિલકુલ યોગ્ય નથી. દાઉદ જે એકદમ નિર્દોષ છે એના માથે તો એક ગુનો લખાઈ ગયો જે એને ક્યારેય કર્યો નહોતો..

For how long will they be shooed away!!!!

In the recent months we have been actively pursuing the issue of unwanted  demands and unnecessary harassment inflicted upon the Dafer families living in various pockets of state. VSSM has been speaking to the police authorities, society and administration on the issue. We have received some very positive  response from the State Police. When it comes to Dafers, they have shown their commitment to redress the complaints  against the police department. 

Currently, IGP Shri. Bati has been visiting the Dafer settlements and giving a patient hearing to the complaints of Dafer against the police, from whom they face maximum harassment. He has also began talking with the concerned government departments on the status of Dafers. On July 24th Shri. Bhati visited  the Dafer families of Advada settlement in Ahmedabad’s Dhadhuka block. He then spoke to the local authorities to do the needful to fulfil the primary needs of these families, give them their ration cards etc. This sent the warning bells across Advada. On 27th the village ordered these Dafer families to pack their stuff and leave the village immediately.  These Dafer families have been guarding the boundaries of Advada for many years now. In 2007 when we had initiated the process of issuing Voter ID cards for these families the villagers had pushed them out, but had again called them back in 2009 for the purpose of guarding  their boundaries, since these families have no alternate sources of livelihood they are left with no  no option but to go to people who call them.  The villagers  wants the Dafers in their village but at a hands distance. They can work but can’t  have the benefits of staying in the village!!! The villagers argue that the families do not belong to the village, infact no nomadic tribe belongs to the village and hence cannot be allowed to settle. In the past the nomads never felt the need to settle down in a village or remain confined to one place but the times have changed and this need has never been so intense….. but will the mindsets of society change with these changing times?????

ક્યાં સુધી ગામમાંથી કાઢી મુકશો? 

ગુજરાત પોલીસ ડફેર પરિવારોના પુન:વસન માટે કટીબદ્ધ થઇ છે. IGP શ્રી ભાટી સાહેબ ડફેર પરિવારોના ડંગામાં જઈને એમને મળી રહ્યા છે એમના પ્રશ્નો સાંભળી રહ્યા છે. એમણે સરકાર પાસે આ સમુદાયની પરિસ્થિતિ અંગે રજૂઆત પણ કરી છે. 

શ્રી ભાટી સાહેબ ૨૪ જુલાઈ ૨૦૧૪ના રોજ અમદાવાદ જીલ્લાના ધંધુકા તાલુકાના અડવાળમાં વસતા ડફેર પરિવારોને મળ્યા, એમને સંભાળ્યા. આ પરિવારો જે સ્થિતિમાં રહે છે એ જોઇને તેઓએ સ્થાનિક અધિકારીઓને આ પરિવારોને પ્રાથમિક સુવિધા આપવાની તથા રેશનકાર્ડ આપવાની વાત કરી. એમની આ સુચના પછી અડવાળગામ સજાક થઇ ગયું અને આ પરિવારોને ગામ છોડી જતા રહેવાનો તા.૨૭/૦૭/૧૪ ના રોજ આદેશ કર્યો.

ડફેર પરિવારો વર્ષોથી અડવાળગામની સીમનું રખોપું કરે. આ પરિવારોને આ ગામના વસવાટના આધારો મળે એ માટે અમે ઘણા પ્રયત્ન કરેલા પણ અડવાળના લોકો આ પરિવારોને વસાવવા તૈયાર નથી. ૨૦૦૭માં અમે આ પરિવારોના પુખ્તવયના લોકોને મતદારકાર્ડ મળે એ માટે ફોર્મ ભરી મામલતદાર શ્રીને આપ્યા હતા. પણ આ અંગે ગામના લોકોને ખબર પડતા એમણે આ પરિવારોને તત્કાલ ગામમાંથી કાઢી મુકેલા. એ વખતે ગામના આગેવાનો એ આ પરિવારોને ગામમાંથી કાઢી મુકવા પાછળનું કારણ એ આપ્યું હતું કે, ‘આ લોકો અમારા ગામના નથી..’ વિચરતી જાતિનું તો કોઈ ગામ જ નથી તો શું એમને કોઈ પણ ગામમાં કાયમ વસવાટનો અધિકાર જ ના મળે. સદીઓથી પોતાની સાથે સાથે સમાન લઈને રઝળતા આ પરિવારોને હવે પોતાનું સરનામું જોઈએ છે.. પણ આ ગામલોકોની માનસિકતા એમને ઠરી ઠામ થવા જ નથી દેતી..

૨૦૦૭માં ગામમાંથી કાઢી મુકેલા આ પરિવારોને ૨૦૦૯માં સીમરખોપા માટે ગામલોકોએ ફરી બોલાવ્યા.. ડફેર પરિવારો પાસે રોજગારીના અન્ય વિકલ્પો નથી એટલે એમણે મજબૂરીથી ફરી પાછું આ ગામમાં આવવાનું સ્વીકાર્યું હતું. પણ ફરી પાછું ૨૦૦૭ નું પુનરાવર્તન થયું...

It happens once again …….

26th July 2014, was a day like any other for the Dafer families responsible for guarding the Veed (grazing land for cattle) of the cow shelter of Jivapur and Bhilwada villages in Palitana block of Bhavnagar district. All of a sudden some  policemen entered the settlement. They were from the Local Crime Branch. ‘Give us the weapons you possess,’ the men in uniform demanded. The leader of the settlement Razakbhai and other prominent men from the settlement tried talking to the police. ‘We are men guarding the Veed of  cow shelter run by  the Mahajans ( prominent business community), how can we possess any weapons. You may ask our employers if we use or possess any weapons. Saheb, gone are those days when the Dafers with the weapons they possessed looted the people around.’ However true these Dafer men sounded,   the police was in no mood of listening. They ordered them  to come to the police station with their weapons by Monday -  28th July, if failed to so be prepared to face some consequences was their tone……

On one hand the police along with  VSSM is making efforts for the rehabilitation of Dafers and on the other hand the local officials continue using their tactics of harassing innocent Dafer families!!

We will be speaking to IGP Shri. Bhati. We are hopeful that his positive attitude towards this community will help sort out such issues….

ભાવનગર જીલ્લાના પાલીતાણા તાલુકાના જીવાપુર તથા ભીલવાડાગામની ગૌશાળાના વીડનું રખોપું કરતા ડફેર પરિવારોના ડંગામાં આજરોજ(તા.૨૬/૦૭/૨૦૧૪) ભાવનગર LCB (લોકલ ક્રાઈમ બ્રાંચ)માંથી પોલીસ આવી અને હથિયાર આપવા જણાવ્યું. આ ડંગાના આગેવાન રજાકભાઈ અને બીજા ડફેર આગેવાનોએ પોલીસને સમજાવવાની કોશિશ કરી કે, એમની પાસે કોઈ હથિયાર નથી. એમણે કહ્યું, “અમે મહાજનની ગૌશાળાની વીડનું રખોપું કરીએ છીએ. અમે મહાજનના માણસો કહેવાઈ સાહેબ અમારાથી હથિયાર ના રખાય અને એ જમાના ગયા જયારે ડફેરો હથિયાર રાખી લુંટ કરતા. અમે તો મહેનત કરીએ છીએ. અમારા પર ભરોષો ના પડતો હોય તો  ગૌશાળાના મહાજનને પૂછો એ અમારા વતી ખાત્રી આપશે” પણ પોલીસ થોડું કોઈનું સાંભળે? એમને રજાકભાઈને હથિયાર સાથે માણસને સોમવાર સુધી હાજર કરવાનું ફરમાન કર્યું છે અને એમના કહ્યા પ્રમાણે નહિ થાય તો જોઈ લેવાની ધમકી આપી છે.

એક બાજુ પોલીસતંત્ર ડફેર પરિવારોના પુન:વસન માટે પ્રયત્ન કરે છે અને બીજી બાજુ સ્થાનિક પોલીસ એમને એક યા બીજા કારણોસર હેરાન કરી રહી છે... કોણ જાણે આનો અંત ક્યારે આવશે?

હાલ પુરતું આ બાબતની જાણ IGP શ્રી ભાટી સાહેબને કરીશું. એમનું આ સમુદાય માટે હકારાત્મક વલણ છે અને એમણે આવી કોઈ પણ બાબતમાં મદદ કરવાની ખાત્રી પણ આપી છે. આ બાબતે એ ચોક્કસ મદદ કરશે એવી શ્રધ્ધા પણ છે...

જીવાપુરમાં જે પરિસ્થિતિમાં આ પરિવારો રહે છે તે ફોટોમાં જોઈ શકાય છે...

We could save her life but what about many others ?

Priyanka Bajaniya is a grade 3rd student staying with VSSM’s Doliya girls hostel. A few days back she fell ill with very high fever, the temperature was so high that we had to rush her to nearby hospital. At the hospital, even after the administering the required treatment the expected recovery did not happen hence Priyanka was moved to Dev hospital at Rajkot. Here,  after a couple of days the temperature did come down but she began complaining of  sever headache.  This condition required attention of a specialist doctor. We took her to child specialist Dr. Vijay Kuti. Few more tests were done and the cause for the severe headache was detected. Infact the headache was so severe that it was impossible to watch her crying with pain. Priyanka took 10 days to recover. She is fine now but will be on medication for coming one year. According to the doctors had we been a bit late in bringing her to the hospital she might not be alive.

For the  entire treatment the Dr. Nileshbhai  and Dr. Vijaybhai have just taken the medication fees. The  fees otherwise  would be so high that it would be virtually impossible for Priyanka’s parents to afford it. The family comes from very poor economic conditions. The families from  nomadic communities are hardly able to take the necessary care of their kids, the number of  children each couple has are many, most of these kids  are malnourished, have not been administered the necessary vaccines, the instances of disputes between the couples who are married at a very  young age and grow up to be incompatible with each other are many,  hence many a times the children are brought up by singe parent or grand parents. When a child grows up in ignorant and poor family environment she/he  remains  deprived of the required care. 

‘When I saw Priyanka I was sure she would not survive,  in mu wildest dream I would not have imagines to get her treated in such expensive hospitals. I have learnt a lot during my stay with Priyanka in the hospital. We had an instance in the family where we lost young son of the family  to Rabies. Had we taken him to the hospital he would be alive, but we chose to take him to our witchdoctor. Recently, after almost 10 years of being biten by the dog,  he had attack of rabies and died leaving behind a 2 year old son. We would have down the same thing with Priyanka had she been with us at home. But you all saved her, you took care of her and gave her the best possible treatment,’ this is what Priyanka’s father Kanubhai Bajaniya shared with us after the recovery of his daughter. We thank ourselves for being present to take care of Priyanka at the right moment but there are many such children in nomadic and other marginalised  communities who do not get such required attention on time………

ડોળીયા હોસ્ટેલમાં ધોરણ ૩માં ભણતી પ્રિયંકા બજાણિયાને તાવ આવ્યો અમે એને હોસ્પિટલ લઇ ગયા. દવા આપી પણ કેમેય કરીને તાવ ના ઉતર્યો. રાજકોટ સ્થિત દેવ હોસ્પીટલમાં એને લઇ ગયા. ત્યાં એને ૪ દિવસ દાખલ કરી એને તાવ ઉતરી ગયો પણ એને માથું ખૂબ દુખે. એની તકલીફ જોઈ ન શકાય. એના માતા-પિતાની આર્થિક હાલત પણ ખરાબ. અમે એને બાળકોના ડોક્ટર વિજયભાઈ કુંટી પાસે લઇ ગયા. પ્રિયંકાના બધા ટેસ્ટ કરાવ્યા અંતે બીમારી ખબર પડી અને એ મુજબ સારવાર શરુ થઇ. તે ૧૦ દિવસ હોસ્પીટલમાં રહી. હવે એની તબિયત સારી છે પણ એની બમારીને ધ્યાનમાં રાખતા એને ૧ વર્ષ સુધી દવા લેવાની રેહેશે. ડોકટરે કહ્યું, ‘પ્રિયંકાને હોસ્પિટલ લાવવામાં થોડું મોડું થયું હોત તો કદાચ એ આપણી વચ્ચે ના હોત..’ આમ તો બધું કુદરત જ ગોઠવે છે પણ પ્રિયંકાના કેસથી અમે વિચરતી જાતિઓની એક કડવી વાસ્તવિકતા જોઈ.. 

વિચરતી જાતિના મોટાભાગનાની આર્થિક હાલત ખરાબ હોવાના કારણે તેઓ બાળકોના ઉછેર પાછળ વધુ ધ્યાન આપી શકતા નથી, ના સરખો પોષણ યુક્ત આહાર આપી શકે ના રસીકરણ થાય. વળી એમની ફેમીલી સાઈઝ પણ મોટી. બજાણીયા જ્ઞાતિમાં છૂટા-છેડાનું પ્રમાણ પણ વધારે. એટલે બહેનોમાં સંબધોની અસલામતીના કારણે કુટુંબ નિયોજનના ઓપરેશન માટે માનસિકતા જોવા ના મળે. આમ સમાજના આવા દુષણોના કારણે મોટાભાગના કિસ્સામાં બાળકોને ઘણું વેઠવાનું થતું હોય છે. 

દેવ હોસ્પીટલના શ્રી નીલેશભાઈને ત્યાં પ્રિયંકા ૪ દિવસ રહી એમણે દવાના ખર્ચ પેટે રૂ.૪૬૦૦ અને એજ રીતે ડૉ. વિજયભાઈ એ પણ માત્ર દવાના રૂ.૨૧,૩૦૦ નું બીલ આપણને આપ્યું. જે આપણે ચૂકવ્યું.

પ્રિયંકાના પિતા કનુભાઈ કહે છે કે, પ્રિયંકાની હાલત જોઇને મને થયું કે, ‘એ નહી બચે. એની દવા માટે આટલા બધા પૈસા તો મારી પાસે ક્યાંથી હોય. તમે જે હોસ્પીટલમાં એને લઇ ગયા ત્યાં પ્રિયંકાને લઇ જવાનું તો હું સ્વપ્ને પણ ના વિચારું. પણ ૧૪ દિવસ પ્રિયંકા સાથે હોસ્પીટલમાં રહ્યો એ વખતે ઘણું શીખ્યો. મારા ભાઈનો છોકરો રાજુ ૧૦ વર્ષનો હતો ત્યારે એને કુતરું કરડેલું. એ વખતે માતાજીના ચોખાની બધા રાખી. એને ઇન્જેક્શન અપાવવાના હતા એ ના કર્યું. હમણાં એને હડકવા ઉપડ્યો. અમે બધાયે માન્યું કે, એ ભૂલથી ચોખા ખાઈ ગયો છે એટલે આ બધું થયું છે. અમે દવાખાને ના લઇ ગયા અને બે દિવસમાં જ એ મરી ગયો. રાજુને ૨ વર્ષનો નાનો દીકરો પણ છે. અમારી અણસમજ ના કારણે અમે એને ખોયો. એને દવાખાને લઇ ગયા હોત તો કદાચ એ બચી જાત. પણ આ સમજ પ્રિયંકાને હોસ્પીટલમાં દાખલ કાર્ય પછી આવી. એ હોસ્ટેલમાં ના હોત અને ઘરે હોત તો અમે માતાજી પાસે જ લઇ જાત....’

vssmએ વિચરતી જાતિઓના સામાજિક માળખામાં બદલાવ આવે તે દિશામાં પ્રયત્નશીલ છે ક્યારેક થાય છે કે કેટલું બધું કરવાનું છે.. આ સમુદાયને અન્ય સમાજની હરોળમાં લાવવામાં કોણ જાણે હજુ કેટલા વર્ષો લાગશે...

Government shows concern for NT- DNT Artisans

The artists/performers from the nomadic communities are entitled to receive support of Rs. 5000/- from the Nomadic and De-notified tribes welfare board. The funds are to be used for procuring instruments to enhance their art and performances. 6 artists from Patan who had applied for these funds under this scheme have received the money. The applicants are folk singers and intend to buy harmonium from these funds.

During the previous year a total 156 artisans collectively received Rs. 7.80 lac from the Nomadic and De-notified tribes welfare Board. A The total number of nomadic and de-notified tribes that fall under the umbrella of this board is 146 but he funds are too less to meet up the proposals from these communities. However, we are hopeful that the allocations will increase in the coming years………. 

ગુજરાતીમાં અનુવાદ...

‘વિકસતી જાતિ કલ્યાણ ખાતા’ દ્વારા કલાકારોને કલાકૌશલ્ય માટે સાધનો ખરીદવા માટે રૂ. ૫૦૦૦ની મદદ કરવામાં આવે છે. પાટણમાં રહેતા વિચરતા સમુદાયના ૬ કલાકારોએ vssmની મદદથી ઉપરોક્ત યોજના સંદર્ભે અરજી કરી હતી. આ છ કલાકારોને રૂ.૫૦૦૦ ની મદદ મળી છે. નીચે ફોટોમાં ત્રણ કલાકારો જેઓ ભજનિક છે, તેમને હાર્મોનિયમ ખરીદવા માટે અરજી કરી હતી. જે સહાય તેમને મળી ગઈ છે.

ગયા વર્ષે (૨૦૧૩-૧૪) આ વિભાગે કુલ ૧૫૬ કલાકારોને રૂ. ૭.૮૦ લાખની મદદ કરી. આમ તો ‘વિકસતી જાતિ કલ્યાણ ખાતું’ ૧૪૬ જાતિઓ માટે કામ કરે છે. એની સાપેક્ષમાં આ બજેટ ખૂબ ઓછું છે... પણ આગામી દિવસોમાં બજેટ વધશે જ તેવી આશા રાખીએ છીએ...

Winds of Change…….

The Rohitdaspara area of Morbi district has a considerable amount of nomadic population. There are around 35 children of the school going age who do not go to school. Infact not a single child from the settlement goes to school. The school is 1 km away from the settlement. The principal argues that these children take admission but never come to school and hence refuse to enrol them. As precious time was being lost in convincing the teachers and parents VSSM initiated a bridge school in the settlement. The school was in the settlement yet the parents hardly bothered to send their kids to school. They would be interested to getting  their ration cards, voter ID cards etc. but when it came to fulfilling their duty they budged out. The parents were more interested in sending their kids for rag picking or begging but not to the school that was just near their thresh hold. 

Such attitude of the community is rampant and disturbing. We have no choice but to engage in a constant dialogue, sensitise them, convince them on the need and importance of educating children. The result of such engagement was evident when a few days back the community members of Rohitdaspara built a place for the children to study. Such altered  attitude is definitely going to have a positive impact on the future go these children.

ગુજરાતીમાં અનુવાદ..

મોરબી જીલ્લાના રોહીદાસપરા વિસ્તારમાં વિચરતા સમુદાયના પરિવારો રહે છે. આ પરિવારના શાળાએ જઈ શકે એ ઉંમરના ૩૫ જેટલા બાળકો. પણ આખી વસાહતમાંથી એક પણ બાળક શાળામાં જાય નહિ. એમની વસાહતથી શાળા એકાદ કી.મી.ના અંતરે પણ શાળા આચાર્ય આ બાળકો નિયમિત શાળાએ આવતા નથી એમ કહી એમને પ્રવેશ આપવાની ના પડે.

આપણે આ બાળકોને દિવસના ચાર કલાક ભણાવીએ. પહેલા બાળકોના માતા-પિતા આપણને આ બાબતે ખાસ મદદ ના કરે. એમને એમના મતદારકાર્ડ, રેશનકાર્ડ મેળવવામાં રસ પણ બાળકોને ભણાવવામાં કોઈ રસ નહિ. એટલે આ બાબતમાં આપણને ખાસ મદદ ના કરે. એમને બાળકો ભીખ માંગવા કે કાગળ વીણવા જાય એ વધારે ગમે કેમ કે એમાંથી આવક ઉભી થાય.

આવામાં બાળકોની સાથે સાથે તેમના માતા-પિતાને પણ આપણે સતત સમજાવતા ગયા જેના પરિણામ સ્વરૂપ થોડા દિવસ પહેલા જ એમણે પોતાના બાળકોને ભણવા બેસવાની જગ્યા બનાવીને આપી.

THE Government of Gujarat during its Swarnim Gujarat celebrations have had  pledged low cost homes and residential plots to the families  who are listed in the BPL list.  Under this scheme many nomadic families have benefited but numerous families still have to reap the advantage of this declaration. A lot of families from these tribes do not feature in the BPL list  and hence it becomes difficult for these families to access such government schemes. It is not always necessary to be featured into such lists but it all depends on  how the  government officials interpret such prerequisites!!  Most of the times such attitude of  the officials work against the well begin of  these marginalised families. 

There are large concentrations of nomadic families in Diyodar block of Banaskantha district. The government has allotted plots to many of these families here but still large number of them wait to benefit from the housing guarantee scheme. There are these 37 families who inspite of featuring in the BPL list are awaiting allotment of plots. The are appealing the authorities since last two years but things did not move. VSSM made a presentation of the matter to the district Collector and as a result of this the government machinery have become active in the direction. 

However today i.e on 23rd July 2014 the Mamlatdar has asked these families to vacate the land they are staying on, after which he will initiate the process to amend the land title for which the papers will be sent to the Collector’s office following which once the titles are cleared they will be allotted the plots.  Really ?? how right is it to ask the families who are just surviving under tarpaulins to move in this monsoon season. What difference does it make for the officials to carry out the necessary formalities even with the families staying on the same place when it is village/government land???? Sometimes  or rather most of the times we just fail to understand such wierd nuances  of government policies.

રાજ્ય સરકારનો સંકલ્પ ક્યારે પૂરો થશે ????

રાજ્ય સરકારે સ્વર્ણિમ ગુજરાતની ઉજવણી વખતે BPL યાદીમાં એટલે કે ૦ થી ૧૬ ની યાદીમાં હોય અને જેમની પાસે રહેણાંક અર્થે પ્લોટ કે ઘર ના હોય તેમને વહેલી તકે પ્લોટ અને ઘર આપવાનો શુભ સંકલ્પ કર્યો હતો. જે અંતર્ગત ઘણા પરિવારોને પ્લોટ મળ્યા પણ ખરા છતાં હજુ ઘણા પરિવારો બાકી છે. 

વિચરતી જાતિમાંના મોટાભાગના પરિવારોના નામ તો BPL યાદીમાં હોતા જ નથી એટલે સરકારની કોઈ યોજનાની મદદ મેળવવી એમને માટે મુશ્કેલ બની જાય છે. કેટલીક બાબતોમાં વિચરતી જાતિના લોકો માટે BPL યાદીમાં હોવું જરૂરી નથી છતાં અધિકારી ગણ આ સ્વીકારવા તૈયાર નથી એટલે એમના કામ થતા નથી. 

બનાસકાંઠા જીલ્લાના દિયોદરગામમાં વિચરતી જાતિના ઘણા પરિવારો વસે છે. આ પરીવારોમાંના ઘણાને સરકારે રહેણાંક અર્થે પ્લોટ આપ્યા છે છતાં હજુ ઘણા પરિવારોને પ્લોટ મળ્યા નથી. જયારે ૩૭ પરિવારોનો સમાવેશ તો BPL યાદીમાં છે છતાં તેમને પ્લોટ મળ્યા નથી. છેલ્લા બે વર્ષથી આ પરિવારોને પ્લોટ મળે એ માટે રજૂઆત કરી રહ્યા છીએ. કલેકટર શ્રી સમક્ષ આ બાબતે એકવાર ફરી રજૂઆત કરતા તેમના દ્વારા અપાયેલી સુચનાથી વહીવટીતંત્ર કામે લાગ્યું છે.

આજ રોજ (તા.૨૩/૦૭/૧૪)ના રોજ ઉપરોક્ત બાબતે આયોજિત બેઠકમાં મામલતદાર શ્રીએ આ પરિવારો હાલમાં જ્યાં છાપરાં કરીને રહે છે એ જગ્યા ખાલી કરવા કહ્યું અને એ ખાલી થાય પછી એ જગ્યાને ગામતળ નીમ કરવાની દરખાસ્ત તેઓ કલેકટરને કરશે અને ગામતળ નીમ થશે પછી એમને પ્લોટ આપીશું એમ કહ્યું.

કાચાં છાપરાં, આમ તો મીણયાની આડાશોમાં જીવન વ્યતીત કરતા આ પરિવારોને ચોમાસામાં જગ્યા ખાલી કરવા કહેવું અને પછી ગામતળની દરખાસ્ત કરવા કહેવું એ કેવું વાહિયાત લાગે. એમના છાપરાં હોય અને ગામતળ નીમની દરખાસ્ત કરીએ તો શું ફેર પડે! પણ આ વહીવટીતંત્રની આંટીઘૂટીમાં આ પરિવારોને કોણ જાણે ક્યારે પ્લોટ મળશે અને રાજ્ય સરકારનો સંકલ્પ ક્યારે પૂરો થશે ????

જે પરિવારોએ પ્લોટની માંગણી કરી છે એ પરિવારો જે સ્થિતિમાં રહે છે એ ફોટોમાં જોઈ શકાય છે.

Better late then never!!!!

In March 2013,  78 monadic families from Morbi applied for ration cards. Sadly, no progress happened on the front for a very long time.  However,  with the newly appointed  Mamlatdar Shri. Dave and Dy. Mamlatdar Shri. Jobanputra  took the matter in their hands and issued APL-1  cards to 75 families  on 9th July. 

More than one year is the time taken by the authorities to issue one of the most basic entitlement document. As we sit back and recall the efforts that went into getting these ration cards issued a feeling of fatigue settles on us. Presentations on the matter  to the respective Mamlatdars, Collectors of Rajkot and Morbi, Secretary of Food and Civil Supplies Department, complains in writing,  online complains,  writing to the Chief minister, there was nothing we missed,   but nothing moved. The deadlock on the case became nerve wrecking for the team members of the region so much so that  Kanubhai, the  coordinator from the region wanted to be transferred to other region as it was becoming difficult for him to work with the bunch of authorities he had to deal with. He was aghast with the attitude the authorities portrayed when it came to working for the marginalised. 

Now with the appointments of new officials things seem to be changing for better and we hope they continue to remain better. 

These particular families as such are eligible for antyoday ration cards but they have been given APL-1 cards for the time being. We shall be applying for BPL cards soon…...

મોરબીમાં રેહતા વિચરતા સમુદાયના ૭૮ પરિવારોની રેશનકાર્ડ માટે માર્ચ -૨૦૧૩માં અરજી કરી હતી. પણ આ સંદર્ભે કોઈ કાર્યવાહી થતી નહોતી. ઘણી રજૂઆત પછી આ પરિવારોને કાર્ડ મળે એ માટેની પ્રક્રિયા શરુ થઇ અને ૭૫ પરિવારોને ૯ જુલાઈ ના રોજ APL -1 રેશનકાર્ડ આપવામાં આવ્યા. 

નવા આવેલા મામલતદાર શ્રી દવે અને નાયબ મામલતદાર શ્રી જોબનપુત્રાએ પોતાનો ચાર્જ સંભાળ્યા પછીનું તુરતનું કામ એમણે આ પરિવારોને રેશનકાર્ડ આપવાનું કર્યું. જે માટે સમગ્ર તંત્રના આભારી છીએ.

૭૮ પરિવારોને રેશનકાર્ડ મળે એ માટે કેટલી રજૂઆતો, કેટલા ધક્કા એ બધું  યાદ કરીએ તો આજે પણ થાકી જવાયા. (રાજકોટ કલેકટર અને મોરબી કલેકટરને તો બધા જ પરિવારોએ સામુહિક રજૂઆત કરેલી. ત્યારબાદ અગ્રસચિવ  અન્ન નાગરિક પુરવઠા અને ગ્રાહકોની બાબતના વિભાગ ગાંધીનગરને રજૂઆત – લેખિતમાં ફરિયાદ, ઓનલાઈન ફરિયાદ, મુખ્યમંત્રીને રજૂઆત, મામલતદાર કચેરીના તો અસંખ્ય ધક્કા.) મોરબીમાં કામ કરતા આપણા કાર્યકર કનુભાઈ તો હિંમત જ હારી ગયેલા. કંટાળીને એમણે કહ્યું હતું કે, ‘મને બીજા જીલ્લામાં કામ સોંપો અહીંના વહીવટીતંત્રને વંચિતોના કામમાં રસ જ નથી.’ એ ખુબ હતાશ હતા. સાથે સાથે એમને સાંભળીને અમે પણ હતાશ થઇ ગયેલા. તે વખતે સૌરાષ્ટ્રમાં વહીવટીતંત્ર સાથે કામ કરવાનું થોડું મુશ્કેલ લાગ્યું હતું. પણ આખરે સફળ થયા અને આ પરિવારોને કાર્ડ મળ્યા.  

આમ તો આ પરિવારો જે સ્થિતિમાં રહે છે એ જોતા એમને BPL કે અંત્યોદય રેશનકાર્ડ મળવા જોઈએ પણ હાલ પૂરતા એમને APL -1 કાર્ડ આપ્યા છે. BPL માટે પ્રયત્ન કરીશું અને એમાં સફળ થઈશું એવી શ્રધ્ધા પણ છે...

To welcome the new settlers they laid thorns on the way…….

The decision by the Patan district Collector on 27th November 2013  to allot residential plots to  the Vansfoda families from Jesda village of Patan’s Sami block brought an end to our 3 year long  pursuit to acquire residential plots for these nomadic families. 

The land these families have been allotted is a little away from the village. The sarpanch of Jesda and other families are helping the Vasfoda families to settle down on their new acquisitions but the farmers with whom these families share land boundaries are resisting this move. Just when the families were to receive the documents of ownership from the government these farmers laid down bushes full of thorns on the common approach road, a road that lead these families to their plots. ‘ You all will not enter our farms to reach your land' was the dictate by the farmers to the Vasfoda families. VSSM repeatedly opposed such hostile action by these bunch of famers but they never paid any heed. We also wrote about this matter to the Mamlatdar and Dy. Collector but nothing changed. At last we presented the case to the District Collector Shri H. N. Thakkar. He in turn wrote the Mamlatdar asking him to issue a written notice to the farmer. The Mamlatdar was also asked to inform him on the developments on the case. The Mamlatdar visited the area, issued a notice to the farmers, in response two farmers removed the thorny bushes  from their side of the farms.  While 2 farmers have obliged 2 still have to obey the order. The Sarpanch is trying to convince them hope they listen to him at least……….

This is not an isolated case but a common scenario when it comes to accepting nomadic families as  neighbours or fellow villagers.. as much as we try for acceptance of the nomads in the mainstream the resistance still persist.

પાટણ જીલ્લાના સમી તાલુકાના જેસડા ગામમાં રહેતા વાંસફોડા પરિવારોને vssmની મદદથી ત્રણ વર્ષની મહેનત પછી ૨૭ નવેમ્બર ૨૦૧૩ ના રોજ રહેણાંક અર્થે પ્લોટ આપવાની કલેકટર શ્રીએ જાહેરાત કરી અને એ માટેના હુકમ પણ આપ્યા. 

આ પરિવારોને જે જગ્યાએ પ્લોટ મળ્યા છે એ જગ્યા ગામથી દુર આમતો સીમમાં છે. ગામના સરપંચ અને અન્ય આ પરિવારોને વસાવવામાં મદદરૂપ થઈ રહ્યા છે પણ આ પરિવારોને જ્યાં પ્લોટ ફળવાયા છે એ જગ્યાની આસપાસના ખેડૂતો વાંસફોડા પરિવારો આ જગ્યા પર ના રહે એ માટે કોશિશ કરી રહ્યા છે. જેવા પ્લોટના હુકમ પછી સનદ મળવાની તૈયારી થવા માંડી એટલે આ ખેડૂતોએ આ પરિવારોને તેમની વસાહતમાં આવવા – જવાનો રસ્તો કાંટા નાખી બંધ કરી દીધો અને કહ્યું, ‘અમારા ખેતરમાંથી તમારે નહિ નીકળવાનું.’ અમે ખેડૂતોને કહ્યું, ‘આ પરંપરાગત રસ્તો છે. એ આ રીતે બંધ ના થઇ શકે.’ પણ એ કંઈ સંભાળવા તૈયાર નહિ. આપણે સ્થાનિક મામલતદાર શ્રી, પ્રાંત કલેકટર શ્રી સૌને રજૂઆત કરી પણ કંઈ કાર્યવાહી ના થઇ. એટલે છેવટે જીલ્લા કલેકટર શ્રી એચ.એન.ઠક્કરને રજૂઆત કરી. તેમણે મામલતદાર શ્રીને આ મુદ્દે લેખિતમાં કાર્યવાહી કરવા અને કાર્યવાહી સંદર્ભે જાણ કરવા લખ્યું અને ફોન થી સુચના પણ આપી તેમની સુચનાથી મામલતદાર શ્રી સ્થળ તપાસ માટે આવ્યા અને ખેડૂતોને રસ્તા પરનું દબાણ હટાવવા નોટીસ આપી. બે ખેડૂતોએ દબાણ દુર કરી દીધું છે હજુ બીજા ખેડૂતોનું બાકી છે સરપંચ આ ખેડૂતોને સમજાવી રહ્યા છે.. આશા રાખીએ આ મુદ્દો ઝડપથી ઉકલે.

વિચરતા સમુદાયોના સંદર્ભે વારંવાર એક જ પ્રશ્ન થાય કે, આ પરિવારોનો વસવાટ કેમ કોઈને ગમતો નથી? અત્યાર સુધી ખુલ્લો રહેતો રસ્તો ફક્ત આ પરિવારો વસવાના છે પણ એ ના વસે એ માટે બંધ કરી દેવામાં આવે એ કેવી માનસિકતા છે?? 

As Vadia moves forward…...

A lot has been written about the on Vadia a village where in prostitution is practised as a traditional occupation. And no one can deny this fact, the families here still need to fall back on prostitution as there is absence of other options of earning livelihood. This precisely was the reason why almost six decades ago few women of this village had taken up this trade to meet the needs of their family. Later as time went by pimps entered this village and the trade. For them money was of utmost import ace and hence a practice that was taken up voluntarily began to be forced upon small and young girls of this village. The men in the families rather than working to earn living enjoyed the incomes the women fetched. The families also began to fall prey of the debt traps that the pimps strategically weaved around them. The victim families have had no option but to push their daughters/sisters in to prostitution. 

VSSM has been working in Vadia since 2006. The activities of VSSM in this village influence social, economical, education aspects of the families here. A lot of families have pledged to stop sending the daughters in their families into prostitution. VSSM is striving to pull these families out of the traps of the pimps, it supports families and youth willing to start up their own business so that the women in their families can live a dignified life.

‘બનાસકાંઠાના વાડિયાગામના સરાણીયા પરિવારો પોતાની બહેન દીકરીઓ પાસે દેહવ્યાપાર કરાવે છે’ આ લખાણ સાથે વાડિયાની કેટલીયે વાર્તાઓ અત્યાર સુધી વિવિધ માધ્યમોમાં છપાઈ ગઈ છે. જોકે આ હકીકત પણ હતી. (અલબત આજે પણ કેટલાક પરિવારોમાં આજ સ્થિતિમાં જીવે છે) આર્થિક મુશ્કેલી અને રોજગારના વિકલ્પો ના શોધી શકવાના કારણે આ ગામમાં વસતા પરિવારોની દીકરીઓએ આજથી ૬૦ કે ૬૫ વર્ષ પહેલાં દેહવ્યાપાર અપનાવેલો. પણ પછીતો દલાલોને આ લોહી

ના વ્યાપારમાં પૈસા દેખાતા એ સક્રિય થયા અને કોઈ પરિવારની ઈચ્છા પોતાની દીકરીને આ દોઝખભરી જિદગીમાં ધકેલવાની ના હોય તો પણ એનકેન પ્રકારે ફરજ પાડવામાં આવે. જેમકે જરૂરિયાતના સમયે પૈસા આપે અને એ પૈસાનું તગડું વ્યાજ ગણે. આ વ્યાજ સહિતની રકમ ત્યાં સુધી માંગવામાં ના આવે જ્યાં સુધી આ પરિવારની દીકરી ૧૦ કે ૧૨ વર્ષની ન થાય અને દીકરીની ઉમંર ૧૦ – ૧૨ ની થાય એટલે એ પરિવારનું જીવવું હરામ કરી નાખે. છેવટે એ પરિવારને પોતાની લાડલી દીકરીને આ વ્યવસાયમાં મુકવાની ફરજ પડે. આ પરિવારોથી આસપાસના ગામલોકો પણ આભડછેટ રાખતા હોય એટલે ક્યારેય મદદમાં ના આવે. (જોકે હવે વાડિયાગામની આસપાસના ગામલોકો આ પરિવારોને મદદરૂપ થઇ રહ્યા છે.)

૨૦૦૬ થી આપણે આ ગામમાં કામ શરુ કરું છે. ગામના વિકાસની સાથે જે પરિવારો દલાલોની ચુંગાલમાંથી નીકળવા ઈચ્છતા હોય તેમને આપણે આવકના સાધનો ઉભા કરવામાં મદદરૂપ થઇ રહ્યા છીએ. ગામના પુરુષો પહેલાં કામ કરવાનું ટાળતા આજે એ vssm પાસેથી લોન લઈને એમને ગમે અને ફાવે તેવા વ્યવસાય કરી રહ્યા છે અને પોતાના પરિવારની દીકરીઓને સમાજમાં માન સન્માન મળે એ માટે પ્રયત્ન કરે છે.  નીચે ફોટોમાં આવા જ એક યુવાને vssmની મદદથી ગામમાં ગલ્લો કર્યો છે અને એમાંથી સારું કમાઈ રહ્યો છે...
