A while ago, VSSM filed applications for allotment of residential plots on behalf of the 88 nomadic families staying on Boda road in Diyodar. These families were not yet enlisted in the BPL list but the efforts of VSSM enabled to get 39 families listed in the BPL list but these 39 families were not allotted plots. VSSM was struggling to get 127 families residential plots. The hitch was not the attititude of the officials, the district collector Shri. Rana, Additional Collector Shri. Kant were very sympathetic towards these families and made their best efforts to ensure that these families are allowed plots as soon as possible but the issue was with the land. It was difficult to find waste land in Diyodar, the town had grazing land but not waste land and legally grazing land cannot b treated as waste land.
7 kms from Diyodar is the village of Ogad, which has lot of waste land and the authorities began the process of alloting this land to the 127 families. However the moment the villagers got a wind of the officials intentions the entire community began opposing the decision. 'These nomads are not from our village, so why settle them in our village??’ they questioned in union. The land that was to be given to the nomad families was almost 2 kms away from the actual village but the villagers did not approve of them staying even within the distant boundaries of their village. The idea of settling them in Ogad village had to be dropped after the authorities came under political pressure was.
The next site identified was in Lodra village, 4 kms from Diyodar. Here too the same issue erupted. The villagers opposing the decision saying that 'Nathwadee, Vansfoda are all robbers why allow them in our village??The women in these communities are into felonious trades , we are vegetarians, Saheb, why bring them to our village??” Leaders of various communities staying in Lodra would come up to the authorities and lobby against the nomads. We kept our fingers crossed, cause we were anticipating a similar fate like Ogad, villagers bringing political pressure!! Fortunately, the residents of Lodra are not as politically savvy as their counterparts of Ogad. So far no political party has intervened in the issue. The officials are trying hard to speed the process of allotment and ensure the allotments happen without further delay, before they face any other pressure.. For now we as organisational representatives and nomadic communities are all helpless and silent spectators who are required to just wait and watch. Sometimes the rebel in us does want to shout out loud but the communities we work with are too docile and humble and yet not prepared to rebel. They are too busy fighting for their survival how will they fight for their rights!!!! So we shall wait, wait for the sympathy of the powerful or is there an other way out????

ગુજરાતીમાં અનુવાદ...
‘ભલા થઇ સાહેબ આ વિચરતી જાતિવાળાને અમારા ગોમમાં ના ઘાલો..’
દિયોદરમાં બોડા રોડ પર રહેતાં વિચરતી જાતિના ૮૮ પરિવારોએ રહેણાંક અર્થે પ્લોટની માંગણી કરી હતી. આ પરિવારોના નામ BPL યાદીમાં નથી. જયારે vssm ના પ્રયત્નથી ૩૯ પરિવારોના નામ BPL યાદીમાં આવી ગયા છે પરંતુ તેમને પણ રહેણાંક અર્થે પ્લોટ મળ્યા નથી. ટૂંકમાં ૧૨૭ પરિવારોને પ્લોટ મળે એ માટેના આપણે પ્રયત્ન કરતાં હતાં. કલેકટર શ્રી રાણા સાહેબ ખુબ ભલા અને સંવેદનશીલ અધિકારી, પ્રાંત કલેકટર ખાંટ સાહેબ તો આ પરિવારોને ખુબ ચાહે આ અધિકારીગણ પણ આ પરિવારોને વહેલી તકે પ્લોટ મળે એ માટે પ્રયત્નશીલ પણ મુશ્કેલી જમીનની. દિયોદરમાં ઘણી જગ્યા પણ એ ગૌચર એટલે એમાં પ્લોટ ફાળવી ના શકાય.
દીયોદરથી ૭ કી.મી. દુર ઓગડગામમાં સરકારી પડતર જગ્યા ઘણી ત્યાં આ ૧૨૭ પરિવારોને પ્લોટ આપવાની તજવીજ વહીવટીતંત્ર દ્વારા શરુ થઇ કે, આખા ગામે વિરોધ શરુ કર્યો. આ લોકો અમારા ગામના નથી. એમને અમારા ગામમાં શું કામ વસાવો છો? આમ તો ગામથી આ પરિવારોને જ્યાં જગ્યા આપવાની છે તે ૨ કી.મી. દુર છે પણ ગામને આ પરિવારો પોતાના ગામની હદમાં રહે એજ પસંદ નથી. આખરે રાજકીય દબાણ થયું અને ઓગડ ગામનો વિચાર પડતો મુકાયો. નવી જગ્યા લોદ્રાગામની પસંદ થઇ, દિયોદરથી ૪ કી.મી. દુર. પણ અહી પણ ગામના લોકો સખત વિરોધ કરી રહ્યા છે. ‘આ નાથવાદી, વાંસફોડા ચોર હોય એને અમારા ગોમમાં ક્યાં ઘાલો છો? એમની બહેનો પણ ખરાબ ધંધા
કરે અમારું ગોમ શાહુકારનું છે! ભલા થઇ સાહેબ આ વિચરતી જાતિવાળાને અમારા ગોમમાં ના ઘાલો..’ આવી લાગણી અધિકારી સમક્ષ ગામની દરેક જાતિના લોકો આવીને વ્યક્ત કરવાં લાગ્યા છે.. અમને ચિંતા હતી કે રાજકીય દબાણ વાપરી લોદ્રાગામ પણ રદ ના કરાવે પણ સારું છે આ ગામના લોકોનું રાજકારણ કાચું છે.. એટલે કોઈ નેતા હાલ પૂરતા આ ગામ બાબતે વચમાં પડ્યા નથી.. અધિકારી પણ આ પરિવારોને કોઈ પણ જાતની અડચણ વગર ઝડપથી પ્લોટ મળી જાય એની કોશિશ કરે છે..
આમાં વિચરતી જાતિ અને સંસ્થાગત રીતે અમારે તો એક બાજુ ઉભા રહીને રાજકારણ, ગ્રામજનો અને અધિકારી ગણનો શું નિર્ણય આવે છે એની રાહ જ જોવાની છે.. ક્યારેક બળવો કરવાનું મન થાય પણ પાછું જાતિ તરીકે અમારા આ સાદા-ભોળા માણસોને આ બળવો હાલ પુરતો મંજૂર નથી એ પણ હકીકત છે.. રોજે રોજની માથાકુટમાંથી ઊંચા આવે તો પોતાના અધિકાર વિષે જાગૃત થઈને વિચારે ને?? એટલે અમારે રાહ જ જોવાની છે આ રાહ મહેરબાનીની અથવા બળવાની બંને હોઈ –થઇ શકે છે.
જે પરિવારોના પ્લોટની માંગણી કરી કરી છે એની દશા નીચે ફોટોમાં જોઈ શકાય છે.. માનવતાને નાતે પણ આ પરિવારોને ઝડપથી પોતાનું કાયમી સરનામું મળે એમાં નિમિત બનવું જોઈએ.. પણ વળી પાછું પણ...
