oh, we have lost the file

The Ratila village in Diyodar block of Banaskantha is a monsoon settlement for 35 families of Kangasiya, Bharthari, Vadee and Raval communities.  19 of these families feature in the in the government’s BPL list swell.  Now the government has had guaranteed to extend support to the families that  feature in the BPL list by allotting a  residential plot and partial support towards house construction.  The Garib Kalyan Mela organised at the village level from time to time  primarily aim to  reduce the rounds of poor to the government offices.  Through these Melas the officials reach the village and identify the poor. Most of the times the officials have a list of BPL families and  it has also been announced that all the BPL families have been allotted residential plots.  Whereas,  truth is quite the opposite. There are lot of families that we know feature in BPL list and yet  have not yet received any plots. Most of the families VSSM works with do not even feature in the BPL list. Their fate is still unknown.

The 19 families of Ratila that feature in the BPL list are still awaiting allotment of residential plots. The papers were filed almost 2 years back and we have been doing rounds of the offices since. Officials from Deputy Collector  to the TDO have been very helpful but the attitude of other junior bureaucrats if nerve wrecking. 

To understand the status of the application we filed under the RTI, Lok Darbar and have written to the collector office as well. The pressure from seniors have made the local officials search and search for the application files. The searched for a couple of days but failed to find the files. It was found the official in charge has recently retired. He was summoned to find the files but still no clue of the files. The TDO has come angrily on the officials who have been strictly asked to find the file as the families need to be allotted the plots ASAP.

Finally the officials in charge called VSSM team member Naranbhai and asked him to prepare the applications again with all the required documents as they were unable to find the files. He also promises to do the needful to process the files on priority basis.  Phew!!!  Sheer neglect and sheer waste of time, energy, money and most of all hope…. do these officials really understand the value of these.

ગુજરાતીમાં અનુવાદ

ફાઈલ ખોવાઈ ગઈ...

બનાસકાંઠા જીલ્લાના દિયોદર તાલુકાના રાંટીલા ગામમાં વિચરતી જાતિના કાંગસિયા, ભરથરી, વાદી અને રાવળ સમુદાયના ૩૫ પરિવારો વર્ષનો ઘણો ખરો સમય આવીને રહે છે આ પરિવારોમાંથી ૧૯ પરિવારોનો સમાવેશ તો રાજ્ય સરકારે BPL યાદીમાં પણ કર્યો છે. રાજ્ય સરકારે BPL યાદીમાં જે પણ પરિવારોનો સમાવેશ થયો હોય તે તમામ પરિવારોને રહેણાંક અર્થે પ્લોટ અને તેના પર મકાન બાંધવા માટે મદદરૂપ થવાની ખાત્રી આપી હતી અને એટલે જ દરેક તાલુકે તાલુકે ગરીબ કલ્યાણ મેળા થતાં અલબત આજે પણ થાય છે. જેનો હેતુ BPL પરિવારોને સરકારી કચેરીના ધક્કા ખાવા ના પડે પણ અધિકારી સામે ચાલીને આ પરિવારોને શોધી તેમને મદદરૂપ થાય તે છે.

મોટાભાગના જીલ્લામાં અધિકારીઓએ BPL લાભાર્થીની યાદીમાં હોય અને પ્લોટ કે ઘર ના હોય તેવા તમામ પરિવારોને પ્લોટ આપી દીધાની જાહેરાત પણ કરી દીધી છે. જોકે હકીકત ઘણી જુદી છે. આજે પણ એવા કેટલાંય પરિવારો છે જેમના નામ BPL યાદીમાં છે છતાં તેમને પ્લોટ મળ્યા નથી. અહીં BPL યાદીમાં ના હોય તેવા પરિવારોની તો વાત જ નથી કરતી. vssm જે સમુદાય સાથે કામ કરે છે તેમાંના મોટાભાગનાના નામ તો BPL યાદીમાં છે જ નહીં

રાંટીલામાં રહેતા ૧૯ પરિવારોના નામ BPL યાદીમાં છે પણ તેમને પ્લોટ ફળવાયા નથી. આ બાબતે છેલ્લા ૨ વર્ષથી અધિકારીઓ સાથે માથાકૂટ કરીએ છીએ. સ્થાનિક સ્તરે પ્રાંત કલેકટર થી લઈને TDO ખુબ મદદ કરે પણ એમની નીચેના અધિકારી.. તોબા.. 

‘માહિતી અધિકાર કાયદા’ અંતર્ગત આ પરિવારોને ક્યારે પ્લોટ મળશે એની વિગતો માંગી સાથે સાથે લોક દરબાર કાર્યક્રમમાં રજૂઆત કરી, કલેકટર શ્રીને રૂબરૂ લેખિતમાં રજૂઆત કરી. ખુબ દબાણ આવ્યું એટલે અધિકારી આ પરિવારોને પ્લોટ ફાળવવાની દરખાસ્ત જે અમે બે વર્ષ પહેલાં દફતરમાં દાખલ કરેલી એ શોધવા બેઠા. ગઈ કાલનો (તા.૭/૧૦/૨૦૧૪)આખો દિવસ ગયો પણ દરખાસ્ત મળે નહિ. TDO સાહેબની કડક સુચના એટલે નીચેના અધિકારી શોધ્યા કરે પણ મળે નહિ. આખરે ખબર પડી કે જે અધિકારી નિવૃત થયા છે એમણે ફાઈલને ક્યાંક મૂકી છે.. એ નિવૃત અધિકારીને ફોન કરીને બોલાવ્યા.. એ આવ્યા પણ ફાઈલ મળે નહિ. TDO સાહેબને સમાચાર મળ્યા એમણે બધાને ખુબ ખખડાવ્યા ફાઈલ ગમે તેમ કરીને શોધી લાવો. આ પરિવારોને ઝડપથી પ્લોટ આપવા છે. 

આખરે અધિકારીઓએ vssm ના કાર્યકર નારણભાઈને કહ્યું, ‘તમે ફરી બધાની અરજી કરાવો, જરૂરી વિગતો જોડો અમે તત્કાલ ફાઈલ અમારા લેવલેથી મંજૂર કરીને ઉપર મોકલાવીશું.’!! શું કરવાનું? આવી બેદરકારી કેમ ચાલે? એક દસ્તાવેજ તૈયાર કરતાં કેટલો સમય લાગે છે.. અને ખર્ચ પણ કેટલો થાય છે એ આ અધિકારી નહિ જાણતા હોય...
