The 143 nomadic families living in Juna Deesa region of Banaskantha have been alloted residential plots however, the current condition of the land makes it impossible for any construction to commence on it. The land is infested with wild shrubs and bushes. It also needs to levelled up. Clearing and levelling the land requires lots of funds. Throughout the last couple of months a very supportive district administration tried its level best to get funds sanctioned for the said job but found it impossible since there are no budgetary allocations for such expenditure. According to the government estimate the expenditure is close to Rs. 10 to 11 lacs. Ultimately, after many sincere efforts the Banaskantha district Collector Shri. Rana informed "that it would be better if the families or the organisation mobilised the required funds. In absence of any budget the wait for government funds would be too long and we will be unnecessarily wasting precious time."
What now?? How to mobilise so much of money was the question that we all faced?? The families who have been alloted land are either daily wage earners or survive on traditional occupations. Funding the project of cleaning up the land was an impossible task. We spoke to the community leaders from these families and informed them that the funds had to be mobilised by us. The leaders called for a joint meeting of 143 families. On 2nd January these families met and showed readiness to contribute towards the expense of levelling the land. It has been decided to mobilise Rs. 5000 per family, form an association and work under its leadership.
The concept of saving just does not exist in the the lives of these families and yet their agreeing to save and contribute speaks volumes about the changing mindsets and approach of these communites. The poor just do not like to work hard, they love to live on charity, they can just survive on freebies are some notions the privileged have about the poor and such change has proved them all wrong. The future sure looks bright and hope filled for them.

એમનો અભિગમ અને સમજણ બદલાઈ રહી છે..
બનાસકાંઠાના જુના ડીસામાં વિચરતા સમુદાયના ૧૪૩ પરિવારોને સરકાર દ્વારા રહેણાંક અર્થે પ્લોટ ફળવાયા છે. પણ આ જગ્યા પર હાલની સ્થિતિમાં ઘર બાંધી શકાય તેમ નથી. જમીનમાં ખાડા ટેકરા અને પુષ્કળ ઝાડી ઝાંખરા છે. જ્યાં સુધી જમીન સમતળ ના થાય ત્યાં સુધી ઘર બાંધકામનું કામ શરુ કરી શકાય નહિ. બનાસકાંઠાનું સમગ્ર વહીવટી તંત્ર ખુબ હકારાત્મક રીતે મદદરૂપ થાય પણ આ જમીન સમતળ માટેના ખર્ચની જોગવાઈ એમની પાસે પણ નહીં.
આદરણીય કલેકટર શ્રી રાણા સાહેબે પૂરો પ્રયત્ન કર્યો પણ આ નીમિતનો ખર્ચ સંભવિત નહોતો. એમણે છેવટે કહ્યું, ‘આ જમીન સમતળ તમે(સંસ્થા)/આ પરિવારો જાતે કરાવી લો તો ખુબ સારું. હાલમાં જોગવાઈ નથી અને એ માટે વધુ સમયની રાહ જોવી એના કરતા ઝડપથી કામ શરુ થાય તેમ કરીએ એ વધારે યોગ્ય છે.’ એમની વાત સાચી હતી. પણ ખર્ચ ઘણો મોટો - સરકારી અંદાજ પ્રમાણે રૂ.૧૦ થી ૧૧ લાખ.. શું કરવું?
જે પરિવારોના ઘર બાંધવા છે એ બધા જ છૂટક મજૂરી કે પોતાના પરંપરાગત વ્યવસાય ઉપર નભે છે. આ પરિવારોના આગેવાનો સમક્ષ જમીન સમતળ આપણે આપણા ખર્ચે જ કરવાની છે એ વાત કરી. એમણે આ સંદર્ભે ૧૪૩ પરિવારોની એક બેઠક આયોજિત કરી એમાં આ વાત મુકવા કહ્યું. તા. 2 જાન્યુઆરી ૨૦૧૫ના રોજ એમની સાથે બેઠક થઇ. બધા પરિવારોએ પોતાની રીતે જમીન સમતળ નો ખર્ચ કાઢવાની તૈયારી દર્શાવી. એમણે હાલ પુરતું ઘર દીઠ રૂ.૫,૦૦૦ ભેગા કરવાનું નક્કી કર્યું. અને એમની મંડળી બનાવીને એના નેજા હેઠળ આ આખું કામ થાય તેમ ગોઠવ્યું..
ગરીબ માણસો બધું મફતનું જ લેવા ઇચ્છે છે એમને મહેનત કરવી નથી વગેરે જેવા વિધાનો આ પરિવારોએ ખોટા પડ્યા. સૌ પરિવારોએ સરકારે પ્લોટ આપ્યા એ માટે આભાર વ્યક્ત
કર્યો અને ખુબ ઝડપથી વસાહતનું નિર્માણ થાય એમ કરવાંનો નિશ્ચય કર્યો.. બચત આ પરિવારો કરતાં જ નથી. રોજ લાવવું અને ખાવું પણ હવે આ બધું સમજી રહ્યા છે... એમનો અભિગમ અને સમજણ બદલાઈ રહી છે.. જે એમનાં આવનારા ભવિષ્ય માટે આશાસ્પદ છે..
