8 families from Dafer community have been residing at Danawada village of Surendranagar’s Muli block for many years now. They earn their living either by guarding boundaries or working as manual labour. Inspite of residing in Danawada for all these years they have no proof of residence from the village. VSSM’s efforts enabled them to acquire Voter ID cards, but getting Ration cards was proving to be a huge challenge. Considering the economic status of these families it was evident that they be eligible for BPL or Antyoday ration cards but the local administration was unwilling to pay heed to our frequent requests of allotting them the said ration cards. There is a government regulation stating that a Voter ID card is enough as a proof to process ration card applications of families from Nomadic and De-notified communities still, the administration kept asking for multiple documents for proofs.
The current local administration of Muli block is very empathetic and sensitive. After VSSM team member Harshadbhai briefed the Additional Mamlatdar Shri. G. B. Podiya on this particular issue he assured him that only BPL ration cards will be issued to these families. Shri. Podiya was aware of both the conditions under which the Dafer community survives and the VSSM’s endeavours for such marginalised communities. Looking at the past experience with the administration of Saurashtra it was hard to believe that a particular officer would understand our appeal and uphold his assurance. But on 5th January 2015 Shri. Podia called these 8 Dafer families to his office and issued them BPL ration cards!!
As Harshad says, ‘its hard to believe that a single meeting is enough for any government official to understand and accept our concerns!!’ It is the positive attitude of the Muli block administration that has resulted into issuance of BPL ration cards to these Dafer families.

રોની સ્થિતિ સમજી આપણી વાત સ્વીકારી BPL કાર્ડ આપી દે માન્યામાં જ ના આવે!
સુરેન્દ્રનગર જીલ્લાના મુળી તાલુકાના દાણાવાડાગામમાં ૮ ડફેર પરિવારો વર્ષોથી રહે. આ પરિવારો સીમરખોપું અને છૂટક મજૂરી કરીને ગુજારો કરે. વર્ષોથી આ ગામમાં રહેતાં હોવા છતાં આ ગામમાં રહેતાં હોવાના કોઈ આધાર એમની પાસે નહીં. vssmની મદદથી એમને મતદાર કાર્ડ મળ્યાં. પણ રેશનકાર્ડ મળવાનું ખુબ મુશ્કેલ હતું. એક તો વહીવટીતંત્રમાં આ પરિવારોની સ્થિતિને અનુરૂપ એમની અન્નસુરક્ષા જળવાય એ માટે BPL કે અંત્યોદય કાર્ડ આપવા જોઈએ એવી આપણી માંગ પણ એ માટે એ તૈયાર નહિ. વળી મતદારકાર્ડ સિવાયના અન્ય આધાર પુરાવા પણ માંગવામાં આવે. જબકી આપણી રજૂઆતના કારણે વિચરતા પરિવારોને મતદારકાર્ડના આધારે રેશનકાર્ડ આપવાનો ઠરાવ થયેલો પણ એ માન્ય રાખવામાં આવે નહી.
હાલમાં મુળી તાલુકાનું વહીવટીતંત્ર ખુબ સંવેદનશીલ છે. ડફેર પરિવારોને BPL કાર્ડ મળવા જોઈએ એવી વાત vssm ના કાર્યકર હર્ષદે નાયબ મામલતદાર શ્રી જી.બી. પોડિયાને કરી. શ્રી પોડિયા પોતે પણ ડફેર પરિવારોની સ્થિતિ જાણે અને સાથે સાથે સંસ્થાના કામને પણ જાણે એમણે આ પરિવારોને BPL જ આપીશું એવી ખાત્રી આપી. પણ હર્ષદ કહે છે, એમ બહુ ભરોષો ના થાય. સૌરાષ્ટ્રમાં વહીવટીતંત્રનો અમારો અનુભવ બહુ સારો નહિ અને એક વખતમાં જ કોઈ અધિકારી આ વાત સ્વીકારી BPL કાર્ડ આપી દે માન્યામાં જ ના આવે! પણ મુળીમાં વહીવટીતંત્રની હકારાત્મક લાગણીના કારણે આ થઇ શક્યું. તા.૫ જાન્યુઆરી૨૦૧૫ ના રોજ નાયબ મામલતદાર શ્રીએ ૮ પરિવારોને મામલતદાર કચેરીમાં બોલાવીને કાર્ડ આપ્યા.
