How long does it take to really know a person or a family or a community?? It would come as a shock to you’ll if I said 35 years aren’t enough for one community to know another community. Well that is truly the case for the 20 families of Dafer community. After staying in the village of Adwada for 35 years and protecting he village and farm boundaries for almost the same time the families had to leave the village when the villagers refused to accept them as part of the village and issue any identity proofs from Adwada. Over the years these families made tremendous efforts to get their identity documents from the village but weren’t successful. They did not like the Dafer and outrightly rejected their request for permanent settlement. The intolerance for these families became more evident after the visit of IGP Shri. Bhati Saheb to the Dafer daanga. The visit by such a senior official sent ripples of panic amongst the villagers. They felt that the police will now force the panchayat to allow the Dafer families to settle in the village. The villagers forced the Dafer families to get out of their village. Dafer families lost the hope and decided to permanently leave the village.
Eventually the families left the village ad settled in the town of Dhandhuka. Here they made applications for identity proofs. Getting the Voter ID cards was easy, thanks to Chief Electoral Officer Ms. Anita Karwal. For the first time in their life the families were issued any document that could state who they are!! Their happiness knew no boundaries on the day 23 individuals received the Voter ID cards. Anwarbhai called to convey the development, “ Now we will be issued Ration cards, right?? we have waited so long for someone to hold our hand!! At 50 I have finally found my address…..”
We have prepared applications for 13 families for issuance of ration card on the basis of Voter ID cards. When we went for the submission of these applications on 6th April 2015, we were asked to submit document to prove the age of the applicant along with an affidavit. These are un necessary documents that are been asked as the Voter ID cards already carry age of the card holder. Time consuming processes to be undertaken just because some officer has asked for it. This isn’t new to us or the nomadic families. Even if we see no need for such documentation we shall be obliging as always….
‘ ૫૦ વર્ષે મારું સરનામું જડ્યું..’ – અનવરભાઈ ડફેર
અમદાવાદ જીલ્લાના ધંધુકા તાલુકા મથકે ૨૦ ડફેર પરિવારો રહે છે. આમ તો આ પરિવારો વર્ષોથી ધંધુકાના અડવાળગામમાં રહ્યાં અને ગામની સીમનું રખોપું કર્યું. પણ આ ગામના લોકોએ વર્ષોના વસવાટ પછી પણ આ પરિવારોને પોતાનાં ગામમાં સ્વીકારવાની ના પાડી. આખરે થાકીને આ પરિવારોએ લગભગ ૩૫ વર્ષે ગામ છોડ્યું. આમ તો કોઈને પણ ઓળખવા માટે આટલો સમય ગાળો પુરતો છે પણ અડવાળગામના રહીશોને ડફેર લોકો જ પસંદ નહોતા એટલે એમને નકારી કાઢ્યા. મૂળ તો IGP શ્રી ભાટી સાહેબની આ પરિવારોની મુલાકાત પછી ગામને થયું કે, હવે પોલીસ પણ આ પરિવારોને વસવાટ માટે મદદ કરશે અને ગામમાં વસાવશે. એટલે એમણે જ આ પરિવારો પર દબાણ કર્યું અને આ પરિવારોએ પણ અડવાળ ગામ સ્વીકારશે એ આશા મુકીને ગામ છોડ્યું. તેઓ ધંધુકા આવીને રહ્યા. વિચરતી જાતિના લોકો જે મુશ્કેલી અનુભવે એવી જ મુશ્કેલી આ પરિવારો પણ અનુભવે. પોતાની ઓળખના પુરાવા મેળવવા કેટલા દોડા કરેલા પણ ગામ સહયોગ ના કરે એટલે કશું થતું નહોતું.
ધંધુકા આવ્યા પછી એમને મતદારકાર્ડ મળે એ માટેની અરજી કરી. પુરાવાના પ્રશ્નો આદરણીય અનિતાબહેન કરવાલ મુખ્ય નિર્વાચન અધિકારીએ વિચરતા પરિવારોના સાપેક્ષમાં હળવા કરી દીધેલાં. એટલે જિંદગીમાં પહેલીવાર એમને એમની ભાષામાં કહીએ તો ૨૩ વ્યક્તિઓને ઓળખપત્ર મળ્યાં. જે દિવસે મતદારકાર્ડ મળ્યા તે દિવસે એમની ખુશીનો પાર નહોતો..અનવરભાઈ ડફેરે ફોન પર કહ્યું, ‘બહેન હવે તો રેશનકાર્ડ પણ નીકળશે ને? કેટલાં વર્ષો આ બધા માટે રાહ જોઈ છે પણ અમારો હાથ કોણ ઝાલે? મને ૫૦ વર્ષ થયા ત્યારે હવે મારું સરનામું જડ્યું..’
વિચરતી જાતિને મતદારકાર્ડના આધારે રેશનકાર્ડ ફાળવવાના ઠરાવના આધારે ૧૩ પરિવારોની રેશનકાર્ડ માટેની અરજી તૈયાર કરી છે. તા.૬ એપ્રિલ ૧૫ના રોજ મામલતદાર કચેરીમાં આપવા ગયા તો ઉંમરના પુરાવા માંગ્યા. અને સોગંદનામું પણ. vssmના કાર્યકર હર્ષદે આ અંગે જાણ કરી અને આમાં સમય જશે અને ખર્ચ પણ થશે એમ જણાવ્યું. જોકે જેમની પાસે મતદાર કાર્ડ છે એમની ઉંમર તો એમાં લખેલી જા છે છતાં એમના દાખલા કઢાવવાનું કરણ સમજાતું નથી? ખેર આ પ્રક્રિયા પૂરી કરવાની છે એટલે અરજીઓ થોડી મોડી જમા થશે.
